Women govt staff with twins to get leave for 3rd child

: Women government employees in the state who had given birth to twins during their first delivery will not be denied maternity leave for the second pregnancy, a government order has said.


On Wednesday, the personnel and administrative reforms department issued an order that said, “Instances have come to the notice that some women government employees were denied maternity leave for the second delivery since they have two surviving children already because of twin births during their first delivery and also favourable orders are obtained from the courts in this regard.”

It also refers to the order issued by the department in November 2016, when the government enhanced maternity leave from 180 days to 270 days for married women government employees with less than two surviving children. The government, “after careful consideration”, has decided to sanction maternity leave for women employees for their second delivery, it said.

The order said amendments to fundamental rules will be made to grant maternity leave for one more delivery to women employees with less than two children, and to those who have given birth to twins in their first delivery.

PG med students threaten strike, demand pay hike

Postgraduate medical students in Tamil Nadu have threatened to boycott work along with undergraduate residents and students of super speciality courses, if the government does not increase their stipend.

Members of the interns and post-graduate association, which started an agitation on Thursday with a human chain, said they had gathered support from in-service candidates, state government doctors and other doctors association.

“We have made several representations to the government stating that we are the lowest paid in the country. PG students get between ₹27,100 and ₹29,100 depending on their year of study, compared to the ₹90,559 the central government students get. The tuition fee at several central government colleges are one tenth of the that of state colleges. While Kerala pays up to ₹45,000, other states pay between ₹48,000 and ₹60,000,” said Dr S Anbarasan, a student at the Madras Medical College, who is leading the agitation.

Even within the state, while in-service candidates are treated on a par with students and allotted the same amount and hours of work, they are paid much higher, he said. Postgraduates, who pursue super speciality courses get ₹32,800 compared to the ₹1 lakh in central institutions, and between ₹49,000 and ₹94,513 in other states.

Director of medical education A Edwin Joe said a study by his department also showed that house surgeons, PG students and super speciality students are least paid in TN. “We have requested for an increase in stipend for all, almost on par with that in Karnataka. For non-service PGs, we have sought a hike of ₹40,000,” he said.

The health department has agreed to the request and forwarded the file to the state finance department.

Write NEET in home states from 2019: Javadekar

Next year, candidates will not have to travel out of their state to write NEET, the gateway to medical and dental admissions, Union human resource development minister Prakash javadekar said. This year, with a jump in number of registered candidates in Tamil Nadu, several students had to travel to different states for the exam.

“Next year, this won’t happen. We have instructed that if there are more students in one district, they will have to be accommodated in the same district. Any district with more than 4,000 candidates will be made a centre so all students there and surrounding districts can be accommodated there,” he said, adding number of cities were increased from 107 to 150 this year.

He was speaking on the sidelines of an event at IIT Madras on Friday to mark the grand finale of the First Hardware Hackathon edition of Smart India 2018. The five-day hackathon had been inaugurated on June 18 in New Delhi.

On the reported errors in Tamil version of NEET 2018, Javdekar said he was not aware of such errors. “I will ask the TN government to send good translators so that errors can be avoided. Unlike last year where there were different papers for regional languages, this year there was only one paper. So, the issue is more to do with translation,” he said.

The minister emphasised that it was the government’s priority to create a conducive environment for innovation and research as development of any country is incomplete without it. Hardware edition is the initiative by ministry of HRD to provide national platform to young technical minds to showcase innovations to bring about changes in crucial sectors like agriculture, health, clean water, waste management, automotive, smart communication, and education.

“Hardware hackathon is a movement toward innovation culture which is lacking in the country. It is a chance for the students to convert their innovative ideas into various products and eventually help them in their startup initiatives,” added Javdekar.

The five-day event took place simultaneously at 10 nodal centres.

CBI team in city to probe gutka scam

Officials from the New Delhi branch of CBI investigating the gutka scam visited Chennai on Friday to collect names of food safety and central excise officials who were working in these departments during the 2015-16 period when the scam allegedly took place.

Sources said the officials visited the food safety office in DMS and also the Central Excise office in Rajaji Bhavan.

The probe was transferred to CBI from the DVAC last month after an order by the Madras high court.

Currently, the FIR accuses only unknown state government officials.

Sources said the central agency has asked income tax department to share details on documents seized during the searches as well as the letter written to the then chief secretary about involvement of officials and politicians including the health minister C Vijayabaskar.

CBI sources said the agency is likely to question Vijayabaskar regarding the case.

Court makes Aadhaar card must for med admissions

To stop students from other states illegally securing MBBS admissions in Tamil Nadu under the state quota, the Madras high court has made Aadhaar compulsory for all MBBS aspirants.

“To confirm that genuine native candidates of Tamil Nadu are benefited under the state quota, it is appropriate to make Aadhaar compulsory at the time of counselling. This would prevent other state students from getting admitted under state quota,” justice N Kirubakaran said on Friday. The judge passed the interim order on a batch of petitions moved by aspiring medical students who alleged that more than 440 other state students had been admitted under Tamil Nadu state quota based on dual nativity certificates in preceding years.

Judge asks govt to notify candidates to bring in Aadhaar

When the plea came up for hearing, counsel for the petitioners submitted that in other states, Aadhaar of the student concerned must be provided along with the applications.

Justice Kirubakaran then directed authorities concerned to inform the aspiring candidates to enclose a copy of Aadhaar with the application and produce the original during the time of verification/admission.

The judge also made it clear that the direction must be published in the respective official websites of the Tamil Nadu health department and the medical selection committee besides publishing in newspapers. Students shall be informed through SMS also, he added.

According to the petitioners, many students from other states were allotted MBBS seats in Tamil Nadu based on nativity certificates obtained “fraudulently” last year, adversely affecting their chances. During the course of hearing, it came to light that 1,269 students had applied in two states, claiming nativity in both the states for admission. The court subsequently directed advocates representing the petitioners and the government to randomly verify the certificates.

In January last, the committee found that certificates of 296 students admitted under the CBSE category were issued without any scrutiny. They were issued online, before physical copies were issued, the committee informed court. The committee further pointed out that the supporting documents filed for issuance of nativity certificates were vague and most did not denote the actual native place.

Speaking to TOI, Dr G Selvarajan, secretary, State Selection Committee, said: “As per the prospectus, Aadhaar is not compulsory. Application would be accepted with either ration card, birth certificate or passport.”
