Tamil Nadu announces compensation rates for Salem Expressway

Salem: The Salem district collector Ms. Rohini R Bhajibhakare on Friday announced that land owners who part with their lands for the proposed 'green corridor' Salem-Chennai expressway project, will each get a handsome compensation ranging from a minimum of Rs 21.52 lakh to a maximum of Rs 9.04 crore per hectare based on the market value of their respective parcels of land.

Speaking to reporters here, she said, “the Salem to Chennai green corridor highway project for 277.30 kilometer is planned to be implemented with an outlay of Rs 10,000 crore under the 'Bharatmala Pariyojana'. Since 400 hectares of Government poramboke land would be acquired for the project, only few numbers of houses and buildings would be affected. Land owners would be sanctioned adequate compensation in range of two to four times the market value as per the new Land Acquisition Act.”

Dr Rohini said that the land acquisition process has started with a road width estimation of 70 metres wide. “About 248 hectares of land is likely to be acquired from Salem district including from 11 villages in Salem taluk, four villages in Salem South taluk and five villages in Vazhapadi taluk. Totally, 186 hectares of private lands from those 20 villages would be acquired along with 46 hectares of poramboke land and 16 hectare from reserved forest area,” the collector explained.

Dr Rohini further said that officials further surveyed 126 hectares of land including 853 'patta lands' in 11 villages so far. “Nearly 18 kilometers were covered under the survey and boundary stones were fixed. Nearly 90 per cent of patta land owners provided complete cooperation for the survey and the remaining 10 per cent of them demanded higher compensation to give their lands,” she disclosed.

The collector said besides opposition from few persons, some were giving 'wrong news' to the public and media about the project. She called upon the public not to believe such rumours. She also said, “the order has been given to sanction two times higher than market rate as compensation in urban areas and also four times in rural areas. If anyone has concrete house on 500 square feet area with trees can get up to Rs 27.50 lakh compensation. If any cattle shed is affected, compensation of Rs 25,000 would be given. Persons who vacate the houses will get Rs 3,000 per month for a year along with other forms of assistance for their rehabilitation.”

Dr Rohini announced that additional compensation would be given for crops and trees including coconut, mango, tamarind and various fruit trees. “Similarly, various other rehabilitation measures would also be implemented for the people, who give lands for the project including new houses under government scheme, free house site 'pattas' and self-employment opportunities,” the collector said.

Following this announcement, farmers' grievances day was convened; however, farmers walked out of the meeting to register their opposition against the green corridor project. They declared that they would not give their lands for the project.

Madras High Court stays transfer order of joint director

Chennai: The Madras High Court stayed the transfer order issued to Joint Director, District Mission Management Unit, Tamil Nadu State Rural Livelihood Mission, Perambalur district. In the petition, S. Devanathan alleged that he was victimised for not selecting persons recommended by a local AIADMK MLA for government’s subsidised two-wheeler scheme.

When his plea came up for hearing Justice Satrughana Pujahari passed an interim stay against the transfer order. Admitting his plea, the judge passed the interim order and directed the government to file its response by July 3.

S. Devanathan submitted that on February 26 this year he took charge as Joint Director, District Mission Management Unit, Tamil Nadu State Rural Livelihood Mission, Perambalur district.

When he joined the post at Perambalur, the process for identifying the beneficiaries under the ‘Amma Two-Wheeler scheme’ for working women was underway. Perambalur MLA R. Tamilselvan had furnished his own list of women to his predecessor, to select them as beneficiaries.

Out of the total 810 beneficiaries, 126 were already selected by the district level selection committee headed by the district collector even before his appointment, remaining 684 were selected after he assumed the office, he said.

The MLA often contacted him and other officials through his supporters, attempted to mount pressure on the officials to include the persons of his choice in the list of beneficiaries.

According to the guidelines, any good samaritan who takes an accident victim to a hospital will not be asked any questions.

Chennai: In case of a road accident, there is a lot of hustle bustle. But does somebody really call for help? In a country with some of the world’s most dangerous roads, the victims are often left to fend for themselves; or left to die. That is exactly what happened on Anna Salai on Saturday as the bleeding accident victims were left unattended on road for nearly 30 minutes till an auto driver finally came for help.

This apathy is mostly due to people being scared of police and legal proceedings hence hesitating to get victims the help they require. But that is not the case, argues S. Balachandran, an advocate from the city saying most of the public are unaware of the guidelines by the Ministry of Road Transport and Highways , that would encourage bystanders to help victims of accidents.

“According to the guidelines, any good samaritan who takes an accident victim to a hospital will not be asked any questions and can leave immediately. He/she cannot be forced to stay unless they are an eyewitness in which case only their address can be noted. Also, a bystander who calls the police or emergency service to the site of a road accident does not have to reveal his name or any other personal details on the phone or in person,” he said.

He added that the Ministry of Health and Family Welfare will issue guidelines which will prevent public and private hospitals to not detain bystanders or good samaritans or ask them to pay for registration and admission costs unless he/she is a family member of the injured person.

மீதமுள்ள 2 நாட்கள் சேர்ந்துகொண்டே வரும் அதை ஓய்வுபெறும் பொழுது ஒப்படைத்து பணமாகப் பெறலாம்.

* 21 நாட்கள் ML எடுத்தால் ஒரு நாள் EL கழிக்கப்படும்.

* வருடத்திற்கு மொத்தம் 365 நாட்கள்.இதை 17ஆல் (EL) வகுத்தால் 365/17=21.

* எனவே 21 நாட்கள் ML எடுத்தால் ஒரு நாள் EL என்ற கணக்கில் கழிக்கப்படுகிறது.

* மகப்பேறு விடுப்பு எடுத்த வருடத்தில் ஈட்டிய விடுப்பு ஒப்படைக்கும் பொழுது , மகப்பேறு விடுப்பு எடுத்த 6 மாதங்கள் , மற்றும் ML எடுத்த தாட்கள் தவிர்த்து மீதம் வேலை செய்த நாட்களை 21 ஆல் வகுத்து EL கணக்கிடப்படும். CL, RL, தவிர வேலை செய்த நாட்களுக்கு மட்டுமே EL கணக்கிடப்படும்.

* ஒரு நாள் மட்டும் EL தேவைப்படின் எடுத்துக்கொள்ளலாம்.

* அரசு ஊழியர்களுக்கு மட்டும் வருடத்திற்கு 30 நாட்கள் EL (ஆசிரியர்களுக்கு 17 நாட்கள் மட்டுமே). அதில் 15 நாட்களை ஒப்படைக்கலாம். மீதம் உள்ள 15 நாட்கள் சேர்ந்துகொண்டே வரும்..அதிகபட்ச மாக 240 நாட்களைச் சேர்த்து வைத்து ஒப்படைக்கலாம். அதற்கு மேல் சேருபவை எந்தவிதத்திலும் பயனில்லை.

*மாறுதல் / பதவி உயர்வு / பணியிறக்கம் / நிரவல் போன்ற நிகழ்வுகளின் போது பழைய இடத்திற்கும் புதிய இடத்திற்குமிடையே குறைந்தது 8 கி.மீ (ரேடியஸ்) இருந்தால் அனுபவிக்காத பணியேற்பிடைக்காலம் EL கணக்கில் சேர்த்துக் கொள்ளப்படும். இதற்கு 30 நாட்களுக்குள் விண்ணப்பிக்க வேண்டும். 90 நாட்களுக்குள் கணக்கில் சேர்க்கப்பட வேண்டும். (குறைந்தது 5 நாட்கள். 160 கி.மீ க்கு மேற்படின் அட்டவணைப்படி நாட்களின் எண்ணிக்கை அதிகரிக்கும்)

*ஒருமுறை சரண்டர் செய்த அதே தேதியில் தான் ஆண்டுதோறும் செய்ய வேண்டும் என்ற கட்டாயம் இல்லை. கணக்கீட்டிற்கு வசதியாக இருக்கவும் Pay Rollல் விவரம் குறிக்க எளிமையாக அமையவும் ஒரே தேதியில் ஆண்டுதோறும் அல்லது இரண்டாண்டுகளுக்கு ஒருமுறை சரண் செய்வது சிறந்தது. எவ்வாறாயினும் ஒரு ஒப்படைப்பு நாளுக்கும் அடுத்த ஒப்படைப்பு நாளுக்குமிடையே 15 நாட்கள் ஒப்படைப்பெனில் ஓராண்டு / 30 நாட்கள் ஒப்படைப்பெனில் இரண்டாண்டு இடைவெளி இருக்க வேண்டும்.

* EL ஒப்படைப்பு நாளின் போது குறைந்த அளவு அகவிலைப்படியும் பின்னர் முன்தேதியிட்டு DA உயர்த்தப்படும் போது ஒப்படைப்பு நாளில் அதிக அகவிலைப்படியும் இருந்தால் DA நிலுவையுடன் சரண்டருக்குரிய நிலுவையையும் சேர்த்து சுதந்தரித்துக் கொள்ளலாம். ஊக்க ஊதியம் முன்தேதியிட்டுப் பெற்றாலும் நிலுவைக் கணக்கீட்டுக் காலத்தில் ஒப்படைப்பு தேதி வந்தால் சரண்டர் நிலுவையும் பெறத் தகுதியுண்டு.

* பணிநிறைவு / இறப்பின் போது இருப்பிலுள்ள EL நாட்களுக்குரிய (அதிகபட்சம் 240) அப்போதைய சம்பளம் மற்றும் அகவிலைப்படி வீதத்தில் கணக்கிடப்பட்டு திரள்தொகையாக ஒப்பளிக்கப்படும்.

* அதிகபட்சம் தொடர்ந்து 180 நாட்கள் ஈட்டிய விடுப்பு எடுக்கலாம். அதனைத் தொடர்ந்து மருத்துவ விடுப்பு எடுக்கலாம். 180 நாட்களுக்குமேற்பட்ட விடுப்புக்கு வீட்டுவாடகைப்படி கிடைக்காது

FB feature to tell how much time you spend on site

Facebook has reportedly introduced a new feature, tentatively titled “Your Time On Facebook”, that would provide information about how much time users spent on the platform each day in a week, along with the average time spent on the site per day.

The new feature would offer users the option to set a daily time limit as well as a link to manage their Facebook notifications, ‘Tech-Crunch’ reported late on Friday. “We’re always working on new ways to help make sure people’s time on Facebook is time well spent,” a Facebook spokesperson was quoted as saying by ‘TechCrunch’.

Previously, companies such as Apple and Google have rolled out features to keep a tab on the time people spent on their computers and smartphones.

According to the report, Facebook claimed the feature is in development, although it would not say when or even if it would be launching for all users. IANS

Software glitch delays AI flights, has global effect

Several Air India flights were delayed at the capital’s Indira Gandhi International (IGI) airport on Saturday afternoon after ‘connectivity’ issues at its Atlanta-based server. The check-in software was, consequently, down for nearly two hours.

On its network, at least 25 flights were delayed — including Delhi where operations were hampered between 12.30pm to around 3pm, leading to passengers taking to Twitter to express their anger.

“The software-related glitch affected operations from 1pm to 2.30pm, during which period check-in and other services were handled manually,” said an airline spokesman.

The airline also tweeted about the incident, confirming at least 25 flights had been affected. “Due to unexpected network connectivity issues at SITA Atlanta Datacenter, which had a worldwide impact, 25 flights were delayed from 12.10 hours to 15.10 hours on Air India network. Operations are normal now,” tweeted the airline in the evening.

Air India’s software is managed by SITA — a global airlines IT service solution major that provides check-in, boarding and baggage tracking facilities. Sources said delays continued for a few hours after 3pm due to the backlog.

“The systems were down for three to four hours, resulting in major flight delays. About 35% of Air India flights coming in and out of Delhi were affected. While Mumbai airport saw 26% delays, only 9% of the flights were affected at Bengaluru airport. Delhi flights to Mumbai and Frankfurt, and Mumbai flights to Goa and Delhi were majorly impacted. Though the glitch has now been resolved, the airline is still examining the extent of delays,” said Aloke Bajpai, CEO of travel portal ixigo. TNN
