For 8 mths, trio raped girl with learning difficulties

Police have arrested three men including a senior citizen for sexually assaulting a 16-year-old girl with learning difficulties in Guduvancherry over an eight-month period, leaving her five months pregnant and hospitalized with physical and mental trauma.

The perpetrators of the crime — the second gang rape of a city girl with disabilities reported to police in two months — Paramasivam, 65, and fellow construction workers Chidambaram, 40, and Sankar, 50, were all from Karanai Puducherry near Vandalur, an investigating officer said.

“They repeatedly raped the girl when she was alone at home,” he said. “The girl complained of abdominal pain a few days ago and her grandmother took her to a primary health centre nearby. Doctors there examined the girl and discovered that she had been raped and was pregnant.”

The grandmother, a daily wager worker, lodged a complaint with the Guduvancherry police, who later forwarded the case to the Chengalpet all-women police for further investigation. Doctors referred the girl to Chengalpet Government Hospital.

Investigators interviewed the girl, who revealed the names of her tormentors.

“Paramasivam first spotted the girl when an asbestos-roofing job took him to Arungal, Guduvancherry, where the girl lived,” the officer said. “He befriended the girl, whose parents had left her in the care of her grandmother, and sexually assaulted her.”

When Chidambaram and Sankar learned what Paramsivam had done, they threatened to expose Paramasivam unless he allowed them to join in the sexual abuse of the teen.

The officer said the men would show up on the pretext of doing work in Arungal and repeatedly rape the girl. “The girl did not report the crime and this encouraged them to continue to abuse her.”

Police charged the three men under the Protection of Children from Sexual Offences (Pocso) Act. A magistrate’s court in the city remanded them in judicial custody.

Police announced on July 16 that at least 20 men including security guards, plumbers and carpenters raped an 11-year-old schoolgirl with a hearing disorder in an apartment complex in Purasawalkam for more than seven months.

Univ can’t interfere with college principal issue: HC

The Madras high court has restrained the Univeristy of Madras from interfering with the functioning of the principal of New College, Royapettah till further orders.

Justice Sathrughana Pujari passed the interim order on a plea moved by the college’s correspondent seeking to quash the order passed by the university refusing approval to the appointment of A Abdul Jabbar as principal. The judge also directed the university to file its reply by November 15.

According to the petitioner, the college is a religious minority educational institution administered by the Muslim Educational Association of Southern India.

The institution became autonomous in 2007. On May 31, the post of principal fell vacant and the management invited applications as per UGC regulations, the petitioner said. The managing committee comprising nine members appointed Jabbar as principal with effect from June 1. However, the university in an order dated July 12 refused to approve the posting prompting the college to approach the court.

: After unearthing violations in conduct of examinations for first year students this year, Tamil Nadu Dr MGR Medical University debarred a self-financing medical college from conducting theory examination for at least two sessions. The university gave the benefit of doubt to students but suspicions of malpractice at Karpaga Vinayaga Institute of Medical Sciences could not be ruled out, university vicechancellor Dr S Geethalakshmi said.

An examination disciplinary committee conducted an inquiry after controller of examination Dr S Parameshwari noticed that students’ answer sheets for theory papers did not tally with the registration number. The university issues a customised answer sheet with a barcode against every registration number. The university then asked for video footage as recording the examination is mandatory. “Footage covers distribution of answer scripts to the last student and faculty leaving the hall. But the video stopped when students were still writing. We don’t know if they got extra time. We did not see them distribute the answer scripts as well,” said university registrar Dr T Balasubramanian. The university ascertained there was no power failure on campus that day.

“Students have to sit at tables that have their university registration numbers. The customised answer sheets is given. The question paper is sent on email and is printed five minutes ahead of the exam in the hall. None of this was on the footage,” he said. When questioned by the committee, the college admitted to a lapse on its part.

Evaluators then analysed answer sheets to check for mass copying or a rise in pass percentages. “We could not prove it but we did not want to let the college go,” he said. First year results are expected on Wednesday.

20k med labs may shut down, leaving 50k without jobs

Around 20,000 clinical laboratories will have to shut down in the next few months if the state decides to enforce the Tamil Nadu Clinical Establishments (Regulation) Rules 2018. The move may leave 50,000 technicians without a job, members of the Paramedical, Laboratory Education and Welfare Association said on Tuesday.

In March, the state framed a legislation making it mandatory for all clinical establishments — hospitals, nursing homes, dispensaries, consulting rooms, clinics, polyclinics, clinical laboratories and x-ray and scan centres (public and private) — to register themselves with the government. The rules would standardise care across the state, officials said.

On June 4, the health and family welfare department notified rules for the Act.

As per the rules, clinical laboratories in rural areas should have at least 500sqft . In urban areas, labs should be spread over 700sqft to 1,500sqft space. The labs should ensure that there is adequate space for reception, sample collection, isolation of biohazards, radioisotope-related work as per Atomic Energy Regulatory Board (AERB) rules.

“More than 80% of the labs in rural areas will have to shut down as they run in a one-room space which is not more than 150sqft to 200sqft. Even in urban areas not many labs have 700sqft space,” said association national president P Kalidasan.

The rules have also specified qualifications for the technical staff — a degree or a twoyear diploma in medical lab technology or a a year-long certification programme with two years experience, graduates in basic science with one-year experience or diploma in medical radiation and radioisotope technology.

“Many labs have trained people for several years. They may not have the qualification or they may have studied in institutions that aren’t recognised. Our estimates show that more than 50,000 people will be jobless,” he told reporters.

Doctors defer strike after government promises pay hike

Government doctors in Tamil Nadu have deferred their strike after the state health department promised them announcements on hike in pay structure within four weeks.

Health minister C Vijaya Baskar, health secretary J Radhakrishan and other senior officials of the health department held an eight-hour talk with the government doctors, who had threatened to boycott work barring emergency services at all government hospitals on September

The health department said it will constitute a working committee of three directors – from medical services, public health and medical education –chaired by a government official along with representatives from the doctors’ association to submit a report in four weeks with recommendations to resolve the grievances. “We have told them that we will offer finality to the issue in a time bound manner. Until then doctors have told us they will put all protest on hold,” said a senior health official. Meanwhile, doctors who were a part of the meeting said that they were promised that better pay.
