சென்னை அரசு பல் மருத்துவக்கல்லூரியில் ரூ.1.14 கோடியில் முப்பரிமான மாதிரி வடிவ அச்சு, டி.எம்.ஜே. ஆர்த்ரோஸ்கோப்பி போன்ற அதிநவீன கருவிகளுடன் கூடிய வாய்முக புனரமைப்பு மையம் மற்றும் திசை திருப்பல் கருவி, மாணவர் உடற்பயிற்சி மையம், ரத்த தான முகாம், கல்லூரிக்கான புதிய பஸ் ஆகியவற்றை சுகாதாரத்துறை அமைச்சர் டாக்டர் சி.விஜயபாஸ்கர் நேற்று தொடங்கிவைத்தார். நிகழ்ச்சியில் மருத்துவக்கல்வி இயக்குனர் டாக்டர் எட்வின் ஜோ, கல்லூரி முதல்வர் டாக்டர் விமலா உள்பட பலர் கலந்துகொண்டனர்.

இதற்கு, பொதுமக்களும், விவசாயிகளும் கடும் எதிர்ப்பு தெரிவித்து போராட்டங்களில் ஈடுபட்டனர். அவர்கள் மீது போலீசார் வழக்குப்பதிவு செய்து கைது செய்தனர்.

இந்தநிலையில், இந்த திட்டத்துக்காக நிலத்தை கையகப்படுத்துவது தொடர்பாக, தர்மபுரி மாவட்ட வருவாய் அதிகாரி பிறப்பித்த உத்தரவை எதிர்த்து, அந்த மாவட்டத்தைச் சேர்ந்த விவசாயி பி.வி.கிருஷ்ணமூர்த்தி சென்னை ஐகோர்ட்டில் வழக்கு தொடர்ந்தார். இவரை தொடர்ந்து, இந்த திட்டத்தை எதிர்த்து பாட்டாளி மக்கள் கட்சி எம்.பி. டாக்டர் அன்புமணி ராமதாஸ் உள்ளிட்ட மேலும் சிலரும் வழக்கு தொடர்ந்தனர்.

இந்த வழக்குகளை எல்லாம் நீதிபதிகள் டி.எஸ்.சிவஞானம், பவானி சுப்பராயன் ஆகியோர் விசாரித்து வருகின்றனர். ஏற்கனவே, இந்த திட்டத்துக்காக கையகப்படுத்தப்பட உள்ள நிலத்தின் உரிமையாளர்களை நிலத்தில் இருந்து வெளியேற்றக் கூடாது என்று தடை விதித்து நீதிபதிகள் உத்தரவிட்டனர்.

இந்த நிலையில், இந்த வழக்கு நீதிபதிகள் முன்பு நேற்று மீண்டும் விசாரணைக்கு வந்தது. அப்போது, இந்த திட்டத்தை செயல்படுத்துவதற்காக இதுவரை எடுக்கப்பட்ட நடவடிக்கைகள் குறித்த அட்டவணை மத்திய அரசின் சார்பில் தாக்கல் செய்யப்பட்டது.

அதை படித்துப் பார்த்த நீதிபதிகள், “8 வழி சாலை திட்டத்திற்கான சுற்றுச்சுழல் அமைச்சகத்தின் அனுமதியை பெறுவதற்கு முன்பே நிலங்களை அளவீடு செய்யும் பணி தொடங்கப்பட்டு விட்டது. அப்பகுதியில் வசிக்கும் பொதுமக்களிடம் கருத்து கேட்கும் பணிகள் ஒரு புறம் நடந்து கொண்டிருக்கும் போது, மறுபுறம் நிலங்களை உட்பிரிவு செய்தது ஏன்?” என்று கேள்வி எழுப்பினர்.

இதற்கு பதில் அளித்த மத்திய அரசின் கூடுதல் சொலிசிட்டர் ஜெனரல் ஜி.ராஜகோபாலன், “8 வழி பசுமைச்சாலை திட்டத்துக்கான ஆரம்ப கட்ட பணிகள் மட்டுமே மேற்கொள்ளப்படுகின்றன. விதிகளின்படி, இதுபோன்ற நிலம் கையகப்படுத்தும் ஆரம்ப கட்ட பணிகளை மேற்கொள்ளலாம். அதே விதிகளின்படி, மத்திய சுற்றுச் சூழல் அமைச்சகம், இந்த திட்டத்துக்கு ஒப்புதல் அளிக்கவில்லை என்றால், இந்த 8 வழி பசுமைச்சாலை திட்டத்தை மேற்கொண்டு மேற்கொள்ள முடியாது. அதனால், இந்த திட்டத்தை தொடர மாட்டோம்” என்று கூறினார். அதாவது, திட்டம் ரத்து செய்யப்படும் என்பதை அவர் இவ்வாறு கூறினார்.

தமிழக அரசு சார்பில் ஆஜரான வக்கீல் வாதாடுகையில், “தர்மபுரி மாவட்டம் அரூரில் சட்டவிரோதமாக மரங்களை வெட்டிய வழக்கில் குற்றம் சாட்டப்பட்டவர்களுக்கு வழங்கப்பட்ட ஜாமீனை ரத்து செய்யக்கோரி நீதிமன்றத்தில் மனு தாக்கல் செய்யப்பட்டுள்ளது” என்றார். மேலும், வெட்டப்பட்ட மரங்களுக்கு பதிலாக 1,200 மரங்களை நட இருப்பதாகவும் அவர் கூறினார்.

அப்போது மனுதாரர் சார்பில் ஆஜரான வக்கீல் சிவஞானசம்பந்தன் கூறுகையில், பசுமைச்சாலை திட்டத்தினால், பாதிக்கப்படும் நபர்களுக்கு எழுத்துப்பூர்வமான மனுக்களை எழுதி கொடுத்த 4 பேரை செய்யாறு போலீசார் கைது செய்து இருப்பதாக தெரிவித்தார்.

இதை கேட்ட நீதிபதிகள், போலீசாரின் இந்த செயலுக்கு கடும் கண்டனம் தெரிவித்தனர். அப்போது அவர்கள் கூறியதாவது:-

இந்த திட்டம் தொடர்பான நடவடிக்கைகளை தமிழக அரசும், அதிகாரிகளும் பெரிதுப்படுத்த வேண்டாம் என்றும், யாரையும் துன்புறுத்தவேண்டாம் என்றும் பலமுறை நாங்கள் கருத்து தெரிவித்து உள்ளோம். அதையும் மீறி 4 பேரை போலீசார் கைது செய்து உள்ளனர். எனவே, இதுகுறித்து அரசு பிளடர், போலீசாரின் கருத்தை கேட்டு தெரிவிக்க வேண்டும்.

மேலும் இந்த திட்டம் தொடர்பான களப்பணியில் ஈடுபடும் நெடுஞ்சாலைத்துறை அதிகாரிகள், போலீஸ் அதிகாரிகள் பிரச்சினையை பெரிதுப்படுத்தக்கூடாது. மக்களை துன்புறுத்தக்கூடாது. இந்த செயலை தொடர்ந்து செய்தால், சம்பந்தப்பட்ட அதிகாரிகள் மீது கடும் நடவடிக்கை எடுக்கப்படும். இவ்வாறு நீதிபதிகள் கூறினார்கள்.

பின்னர் அவர்கள் வழக்கு விசாரணையை வருகிற 24-ந் தேதிக்கு ஒத்திவைத்தனர்.

CHENNAI : The Madras High Court allowed the criminal revision case filed by Canara Bank against the order, passed by the principal sessions judge who refused to de-freeze the fixed deposits held by various companies and to direct the Enforcement Directorate to pay Rs 13.22 crore lying in the credit of fixed deposits along with interest accrued thereon to the bank.

Justice RMT Teekaa Raman set aside the order passed by the principal sessions judge in Chennai while remitting the case back and directing principal sessions judge to take into consideration the amendments to the Prevention of Money Laundering Act, 2002, as extracted and whereby during the course of the trial, the claim of parties can be considered for restoration of the property and deal with the same in accordance with law.

The learned principal sessions judge, Chennai, has held that as all accused are appearing before the court and the matter is ready for presentation of the prosecution, the conditions stated under Section 8(7) of the Act have not been arrived at and accordingly, dismissed the petition, observing that the trial of the case has not been concluded.

The counsel for Canara Bank argued that if the ownership of the property was certain, then the property was to go back to the owner of the property. “Only if the ownership of the property was doubtful, the property has to be a part of the trial proceedings and one has to wait for the conclusion of the trial,’ the counsel stated.“Even though trial had not commenced, as the money belonged to the petitioner bank, there was no bar for them to claim the money nor any bar on the first respondent herein from handing the money,” the bank stated.

Link Aadhaar number with EPFO’s UAN, says provident fund official

‘Only 1.55 lakh out of 3 lakh subscribers have complied’


The Employees Provident Fund Organisation’s Tirunelveli Region has set a target of linking the Universal Account Number (UAN) of nearly three lakh subscribers of the region with their Aadhaar number before October 2.

The move was aimed at making their PF transactions/settlements easier, M. Mathialagan, Additional Central Provident Fund Commissioner, Coimbatore Zone, told reporters here on Thursday,

The EPFO, which was moving towards its ‘paperless office’ goal, would be able to settle the claims and deal with other transactions effectively if the employers and employees cooperated with the organisation.

The employees, having their Universal Account Number activated and Know Your Customer seeded with it, could claim their benefits through www.epfoindia.gov.in or Unified Mobile Application for New-age Governance (UMANG) app of the Government of India since online filing of return and remittance by the employer was already in place.

For availing the benefits instantly, the employer must have digital signature or e-signature, and the employees should get their KYC i.e. Aadhaar number, bank account details and mobile phone number linked with their UAN.

However, only 1.55 lakh out of the three lakh-odd subscribers in the region had linked their Aadhaar number with UAN although both the employers and the employees had been sensitised to its necessity on various occasions.

If the Aadhaar number and other required details were seeded with the UAN, it would immensely expedite the settlement of claims and other PF transactions.

Hence, the employers and the employees should cooperate with PF officials by linking their KYC with UAN, Mr. Mathialagan said.

On the housing assistance scheme launched by EPFO’s Tirunelveli Regional Office last year, wherein the subscribers could withdraw 90% of their accumulation in the PF account for constructing or buying a house, Mr. Mathialagan said the initiative set in motion by the regional office had reached the final stages as construction of houses for employees of a Thoothukudi-based shipping company would take off soon.

Unused funds

The amount in inoperative PF accounts would not be diverted for any other purpose, he said when asked about the Finance Ministry’s proposal for using the unused funds for the welfare of senior citizens.

“Since EPFO is the custodian of the funds once paid by the subscribers, it has the responsibility of returning it back to the subscriber or to their legal heirs,” said K. Muthuselvan, Regional PF Commissioner – I, Coimbatore Zone.

Later Mr. Mathialagan handed over pension orders to beneficiaries in the presence of Sanat Kumar, Regional PF Commissioner– I, Tirunelveli.

Students protest against college chairman for misbehaving with staff

Video of the person making sexual advances goes viral

Students of a private college on Sathy Road in Coimbatore staged a protest on Thursday seeking action against its chairman after a video clip of him making sexual advances towards a non-teaching staff member went viral on social media and mobile messaging platforms.

The students and members of Students Federation of India (SFI) blocked several college buses of the institution. They withdrew the protest after the police held talks with their leaders.

In the video clip, he is forcibly hugging and kissing a woman employee inside an office on two occasions.

Two days ago, the victim had filed a complaint with the Thudiyalur police station, accusing the college chairman of making sexual advances towards her for the last six months.

She said that she did not disclose the matter to anyone as she feared she might lose her job, but the harassment increased prompting her to lodge the complaint.

The victim said she had complained about the incidents to the chairman’s son, the technical director of the college. However, he threatened to sack her and sought to play down the incident, saying hugging and kissing were common in foreign countries.

The woman with the help of her friend recorded the sexual advances made by him using a hidden camera.

The complainant also alleged that the chairman, his son and others threatened to eliminate her and her friend.

Meenambigai, Inspector of All Women Police Station, Thudiyalur, said the woman had come to the station with the complaint on Tuesday, but withdrew it later in the day.

3 Tangedco officials suspended for malpractice, says Minister

Criticises Stalin for making allegations without knowing facts


Electricity Minister P. Thangamani said three officials of the Tamil Nadu Generation and Distribution Corporation (Tangedco) have been suspended for their corrupt practices in the purchase of thermal power. Tangedco also filed a police complaint.

At a hurriedly convened press conference on Thursday to counter the allegations of corruption in wind energy, Mr. Thangamani told mediapersons that Tangedco found that the malpractice had taken place in the Tuticorin thermal power plants and not in wind energy sector. It involved two private companies, one operating a thermal power plant and the other having a tie-up to purchase power from the generating company in some other location. The thermal power company without supplying power had raised the bill with the complicity of officials.

The Opposition leader M.K. Stalin, without knowing the truth, alleged that Tangedco had paid money without purchasing power from wind generators. He said Mr. Stalin failed to comprehend the issue. Mr. Stalin had raked up the issue of corruption in purchase of coal but backtracked.

He warned Mr. Stalin that if he continued to make wild allegations against the AIADMK government they may be forced to go to court.

Woman undergoes knee replacement surgery as outpatient

A revolutionary step: hospital chief

A 60-year-old woman underwent joint knee replacement surgery as an outpatient recently at Parvathy Hospital here.

When Leela Shankar could no longer walk or bear the pain in her knees, she consulted Vetri Kumar, consultant orthopaedic surgeon at the hospital.

It was found she had developed anteromedical osteoarthritis in her left knee. Doctors advised unicondlyar knee arthoplasty, (partial knee replacement) for complete cure.

On evaluating the various parameters and criteria, she was found fit for outpatient surgery.

“It is something that we in India are experimenting for the first time. It has been done abroad. In the U.S., since 2011 till now, 19,000 surgeries have been performed. The fear is about surgery and anxiety reduces the patient satisfaction rate,” Dr. Vetri Kumar claimed.

Surgeons use risk assessment tools to assess if a person is fit for outpatient procedure. “According to us 56% of the patients we have operated on in Parvathi Hospital for similar problems would have actually required an OPD procedure,” he said.

As for ensuring that the procedure is covered under insurance, Dr. Vetri said surgeons were in talks with the insurance companies.

3-finger breadth incision

“Right now we admit patients for a day. This is a partial knee replacement in which the patient requires a three-finger breadth incision. For the patient there is a bunch of benefits, such as less bone loss and less injury.”

S. Muthukumar, Chairman of the hospital said, “The outpatient orthopaedic surgery is a revolutionary step forward.”
