COIMBATORE: No retrospective or ex-post facto recognition to any course offered through open and distance learning mode will be granted under any circumstances, informed the University Grants Commission. This has created confusion, as many State universities continued to offer distance education programme even without recognition.

The University Grants Commission formulated a separate regulation for open and distance education courses in 2017 and said that only those universities that had a National Assessment and Accreditation Council score of 3.26 or higher can offer distance education programmes.

Many State universities, including Bharathiar University, obtained a stay order from Madras High Court against this particular UGC regulation and continued to offer the courses. Following this, the UGC amended its regulation and said that the universities can submit an undertaking that they will get a NAAC score of 3.26 before the end of academic session July 2019-June 2020. Universities have not submitted the undertaking and got recognition.


Now, the UGC Secretary Rajnish Jain has said that no course other than the ones on the UGC website list would be recognised and a candidate who studies unrecognised courses cannot claim any benefit. The UGC has also warned that if any deviation by was noticed, the same would entail not only withdrawal of permission or recognition for such ODL courses but also for other courses offered by the institutions, on regular and conventional mode.

CHENNAI: The five-day controversy over the alleged sale of dog's meat in Chennai ended on Thursday with Chennai Collector announcing that meat samples seized by Food safety officials at Egmore station were that of goat/sheep.

Quoting the report submitted by Tamil Nadu Veterinary and Animal Sciences University, A Shanmugasundaram, Chennai Collector said in a statement that the meat sample is that of the small ruminant carcass (goat/sheep).

According to a report submitted by professor and head of the Department of Veterinary Surgery and Radiology of Madras Veterinary College, incomplete closure of growth plates indicated the pre-pubertal age of carcass, thereby proving that carcass was that of a goat.


Further, results obtained from the molecular technique of carcass by Meat Science department and gross morphological inspections by Veterinary Autonomy departments of Madras Veterinary College also confirmed that samples were the meat of sheep.

On November 17, food safety officials seized 2190 kgs of unwholesome meat at Egmore station transported from Jodhpur by Bhagat Ki Kothi - Mannargudi weekly express. Since the carcass appeared to that of a dog with long tails, video of meat seizure went viral on social media.

Even as the wholesale meat traders insisted that the meat were that of goat, the samples were been sent to Veterinary college for examination.

As food safety officials remained tight-lipped till Wednesday, an NGO filed a petition in Madras High Court seeking a directive to the government to make public the test results of meat.

The meat was in unhygienic condition and did not have the seal of a slaughterhouse where the animals were killed. Besides, the Chennai collector justified food safety official's action stating that meat was transported in unhygienic  condition violating the food safety guidelines.

"The meat received at Egmore was not certified by a veterinarian and also transported without adequate cold chain mandated for meat transportation. Hence food safety officials seized the meat and subsequently destroyed it," explained the collector.

R Kathiravan, Designated Officer, Tamil Nadu Food Safety and Drug Administration, Chennai told Express that detailed guidelines to be followed for meat transportation within the city and from other  states will be issued soon.

S Nazer, a wholesale meat dealer, Perambur, who regularly receives meat from Andhra Pradesh charged that officials and a section of media have no knowledge on the different species of goat in the country. "Carcass of sheep with long tails (15 to 20 cm) is being transported from Rajasthan, Andhra Pradesh and Odisha for several years. The government must take action against those who spread rumours that it was dog's meat," he said.

CHENNAI: Hundreds of students at the SRM Institute of Science and Technology, Kattankulathur campus, began an agitation on Thursday evening and continued it till around midnight, alleging that a male worker on campus had sexually harassed a female student in an elevator. The college authorities claimed the worker had been sacked.

The incident is said to have taken place around 3 pm in one of the blocks in the girls' hostel.

The victim got into the elevator to reach the sixth floor when the worker pressed the button to the top-most floor.


"As soon as she walked into the lift, the worker unzipped his pants and stimulated himself in front of her. He blocked her way when she tried to get off on to the next floor. He let her go, only when she kept screaming," said a student, speaking to Express.

The student added that college authorities had asked them to give it in writing and collect the CCTV footage near the entrance of the elevator.

சேலம் மாவட்டத்தில் கடந்த சில நாட்களாக அவ்வப்போது மழை பெய்து வருகிறது. ஏழைகளின் ஊட்டி என்றழைக்கப்படும் ஏற்காட்டில் நேற்றுமுன்தினம் இரவு முதல் சாரல் மழை பெய்து வருகிறது. இதன் காரணமாக கடுங்குளிர் நிலவுகிறது. ஏற்காடு-சேலம் மலைப்பாதையில் கடும் மேக மூட்டம் சூழ்ந்ததால் வாகன ஓட்டிகள் கடும் சிரமம் அடைந்தனர்.

இதனிடையே நேற்று பகலில் அவ்வப்போது பலத்த மழை பெய்தது. இதனால் ஏற்காட்டுக்கு வந்திருந்த சுற்றுலா பயணிகள் கடும் அவதி அடைந்தனர். அவர்கள் தங்கும் விடுதிகளிலேயே முடங்கி கிடந்தனர். இதன் காரணமாக சாலைகளில் சுற்றுலா பயணிகள் கூட்டமின்றி வெறிச்சோடி காணப்பட்டது. மேலும் உள்ளூர் மக்களின் இயல்பு வாழ்க்கையும் மழையால் பாதிக்கப்பட்டுள்ளது.

தொடர் மழையின் காரணமாக நேற்று ஏற்காட்டில் உள்ள காபி எஸ்டேட்டுகளில் தொழிலாளர்களுக்கு விடுமுறை அளிக்கப்பட்டது. அதே நேரத்தில் பள்ளி மாணவ-மாணவிகள் மழையை பொருட்படுத்தாமல், நனைந்தபடியே சென்றதை காணமுடிந்தது. மேலும் மழையினால் சாலையோர கடைகள் அனைத்தும் நேற்று மூடப்பட்டிருந்தன.

மழை பெய்து கொண்டே இருந்ததால் ஏற்காடு படகு இல்லத்தில் நேற்று படகு சவாரி ரத்து செய்யப்பட்டது. இதனால் அங்கு வந்த சுற்றுலா பயணிகள் ஏமாற்றத்துடன் திரும்பி சென்றனர்.

இதே போன்று நேற்று சேலம் மாவட்டத்தில் பல்வேறு இடங்களில் சாரல் மழை பெய்தது. ஒரு சில பகுதிகளில் பலத்த மழை பெய்தது. இதனால் சாலைகளில் தண்ணீர் பெருக்கெடுத்து ஓடியது. விவசாய நிலங்களில் தண்ணீர் தேங்கியது. மழையினால் இரவில் கடுங்குளிர் நிலவியது. இதே போல சேலம் மாநகரில் நள்ளிரவு முதல் காலை வரை விடிய, விடிய சாரல் மழை பெய்தது. மழையினால் பொதுமக்களின் இயல்பு வாழ்க்கை பாதிக்கப்பட்டது.

Extensive damage to trees during the recent cylone in Pudukottai district has hit the livelihood of a different group of residents: monkeys.

Dependent on fruit- bearing trees, the simians loitering in large numbers at the tourist hotspot of Sittannavasal are now bereft of food.

Absence of tourists over the past week to the cave complex has added to the misery of the monkeys, as the visitors offered them fruits and snacks. Locals said tamarind, guava and other fruit-bearing trees were ravaged by the gusty winds inside the garden park located near the complex and its vicinity.

Thousands of monkeys, which lived here, were dependent on the trees for food. “Gaja has devastated everything at this spot,” said a villager.

Moved by the plight of the simians, villagers residing at Sittannavasal were offering biscuits and snacks to the animals. “We have been feeding the monkeys for the past one week,” said a woman of the village.

‘Affected candidates could have referred to English paper’

The Supreme Court on Thursday set aside a Madras High Court direction to the Central Board of Secondary Education (CBSE) to grant grace marks to students who suffered from the erroneous Tamil translation of 49 questions in the NEET test for undergraduate medical admissions.

A Bench of Justices S.A. Bobde and L. Nageswara Rao said the students could have easily discovered the imprecise word to be faulty and a simple reference to the English version of the question paper would have clarified the defect. The students are given both English and Tamil versions of the question paper during exams.

One of the mis-translated words was the Tamil version of the word ‘cheetah’. It read ‘Sita’ in the Tamil question paper.

“Now it would be obvious to apply the common sense that Sita, which is a name of goddess and used for human beings, cannot occur in the example for divergent evolution that deals with man, bat and cheetah, etc. This mistake in ‘cheetah’ appearing as ‘Sita’ is said to have occurred because of mispronunciation of the word ‘Chiruthaiyin’ as ‘Seethavin’,” Justice Bobde said.

The court said since the mode of teaching after admission would be in English, it was no excuse to say that the student would not be able to read and understand the English language. Students were expected to resolve any ambiguity by reference to the questions in English language.

Besides, there was no grievance about any ambiguities about the same questions in English.

But on July 10, the High Court decided to grant four grace marks to each incorrectly translated question to nearly 24,000 students who took the NEET in Tamil. Thus, each of these students were entitled to a total of 196 grace marks.

“Because of a mistake in translation which could have been detected and avoided by the students, we find it unjust that all the students across the board who took the examination in Tamil have been awarded four marks for all the 49 questions without any reference to the answer of those questions.

Undue benefit

“The consequence is equally unjust and unacceptable as the students who gave the examination in Tamil have been unduly benefited only because they opted to give examination in Tamil,” the Supreme Court held.

The court further directed that from the year 2019-20 onwards the NEET-UG Examination will be conducted by the National Testing Agency (NTA), a society set up by the Government of India with the objective of conducting examination for grant of admission, etc.

“The NTA is established to ensure that the methodology of translation to conduct the examination is improved. In order to make it foolproof, it is proposed that the translation will be done by subject experts who are proficient in both the languages, i.e., source language and target language,” the judgment said. The court explained that from next year, translation would be done from the target language to the source language and back to the target language.

“Thus, for example a question in English translated in Tamil will be retranslated back to English. This dual translation approach will remove any chance of ambiguity in the question paper,” the Supreme Court said.
