The Madurai Bench of the Madras High Court on Friday asked the State to reply by January 28 if it was ready to implement the deliberations of the working group that had met on October 18 to decide the demands put forth by the Tamil Nadu Government Doctors’ Association (TNGDA).

A Division Bench of Justices K. K. Sasidharan and P. D. Audikesavalu sought a response from the State and adjourned the case for further hearing on January 28. The doctors had earlier proposed to go on an indefinite strike from December 8 demanding pay parity with Central government doctors and other State doctors.

In an earlier submission, the State had informed the court that it was awaiting the report of the one-man commission appointed to look into the grievances of TNGDA.

The court was hearing a public interest litigation petition filed by S. Mohamed Yunnis Raja of Madurai, who sought a direction to restrain the TNGDA from going ahead with its proposed strike.

He said that it would be the patients who would suffer ultimately from lack of treatment. The TNGDA has since deferred the strike.

Says it could be given even to those who purchase sugar in lieu of rice from PDS shops

The Madras High Court on Friday relaxed an order it passed on Wednesday imposing restrictions on the distribution of Rs. 1,000 as Pongal cash gift to ration cardholders.

The relaxation will permit disbursal of the money to around 10 lakh ration cardholders who purchase sugar in lieu of rice, apart from the more than 1.85 crore cardholders who are already eligible for the benefit.

The cash gift would be denied only to around 40,000 people who possess ration cards only as a proof of identity and not for purchasing any commodity through the Public Distribution System (PDS).

A Division Bench of Justices M. Sathyanarayanan and P. Rajamanickam relaxed their previous order at the request of Advocate General Vijay Narayan and Additional Government Pleader E. Manohar.

Since it was represented by the law officers that many middle class and Below Poverty Line families had been purchasing sugar in lieu of rice from PDS shops and that the government had already disbursed the cash gift to 4,12,588 out of 10,11,330 cardholders who purchase sugar, the judges permitted disbursal of the money to the remaining 5,98,742 cardholders too. The relaxation petition had been filed by Food Secretary Dayanand Kataria.

‘Not much difference’

Explaining the issue in detail, the Advocate General told the court that there was not much of a difference between the over 90 lakh Non Priority Household ration cardholders who purchase all commodities, including rice, and the 10 lakh NPHH cardholders, who also purchase all commodities but choose to buy additional sugar instead of rice. He also explained the reason why some people had chosen to purchase sugar in lieu of rice.

“In 2015-16, there was a lot of pressure on rice. We (the State) did not have enough rice to give to all. So, we said we will give additional sugar instead of rice, and so, a lot of people took that option,” he said. Since Wednesday’s order permits grant of cash gift to those who purchase rice and denies it to those who buy sugar instead of rice, it would cause a lot of disappointment among the people,” he said.

Mr. Justice Sathyanarayana said the government had ended up creating an impression that cash gifts were being given in view of the upcoming elections. He recalled that he had seen a woman on television screaming that her entire family would boycott the elections if the cash gift was not given to her. “Rightly or wrongly, this is the impression you have created,” he said.

மேலும் குடிநீர் வசதி, கழிவறை வசதி, பயணிகள் அமருவதற்கு பந்தல் அமைக்கப்பட்டு நாற்காலிகள் போடப்பட்டுள்ளது. பஸ் நிலையத்தில் தற்காலிகமாக போலீஸ் கட்டுப்பாட்டு அறை, அரசு விரைவு போக்குவரத்து கழகத்தின் அதிகாரிகள் கட்டுப்பாட்டு அறை அமைக்கப்பட்டுள்ளது.

இதே போல ஆம்னி பஸ் பயணிகளுக்கு தனியாக பந்தல் அமைக்கப்பட்டுள்ளது இது மட்டும் இல்லாமல் பஸ் நிலையத்தில் அவசர சிகிச்சை அளிப்பதற்காக 24 மணி நேரமும் ஆம்புலன்ஸ் ஒன்று நிறுத்தி வைக்கப்பட்டுள்ளது. தீ விபத்துகளை தடுப்பதற்கு தீயணைப்பு வாகனம் நிறுத்தப்பட்டுள்ளது.

தற்காலிகமாக அமைக்கப்பட்டுள்ள பஸ் நிலையத்தில் பயணிகளை கண்காணிப்பதற்கு அதிநவீன கேமராக்கள் 6 இடங்களில் ரகசியமாக வைக்கப்பட்டுள்ளது. இதில் எடுக்கப்படும் காட்சிகளை உடனடியாக போலீஸ் கட்டுப்பாட்டு அறையில் இருந்து கண்காணிப்படுகிறது.

காங்கிரசை பொறுத்தமட்டில், கடந்த மாதம் அண்ணா அறிவாலயத்தில் கலைஞர் சிலையை சோனியாகாந்தி திறந்து வைத்தபோது நடந்த கூட்டத்தில் காங்கிரஸ் தலைமையிலான எதிர்க்கட்சிகள் கூட்டணியில், ‘பிரதமர் வேட்பாளர் ராகுல்காந்திதான்’ என்று இந்தியாவிலேயே முதல்முறையாக தி.மு.க. தலைவர் மு.க.ஸ்டாலின் அவரது பெயரை முன்மொழிந்தார். மேலும், பா.ஜ.க.வுடன், தி.மு.க. ஒருபோதும் கூட்டணி அமைக்காது என்று நேற்று மு.க.ஸ்டாலின் ஆணித்தரமாக அறிவித்து விட்டார்.

இந்தநிலையில், பா.ஜ.க. கூட்டணியில் எந்தெந்த கட்சிகள் சேரும் என்ற கேள்விக்கு இதுவரையில் விடைதெரியாமல் இருந்தநிலையில், பூர்வாங்கமாக ஒரு பதிலை பிரதமர் நரேந்திரமோடி நேற்றுமுன்தினம் அரக்கோணம், கடலூர், தர்மபுரி, ஈரோடு, கிருஷ்ணகிரி ஆகிய நாடாளுமன்ற தொகுதி வாக்குச்சாவடி பொறுப்பாளர்களுடன் வீடியோ கான்பரன்சிங் மூலம் பேசும்போது கோடிட்டு காட்டி விட்டார். அப்போது, வாக்குச்சாவடி பொறுப்பாளர்களில் ஒருவர், ‘தமிழகத்தில் அ.தி.மு.க.வுடன், ரஜினிகாந்துடன் பா.ஜ.க. கூட்டணி அமைக்கப் போகிறது, தி.மு.க.வுடன் கூட்டணி அமைக்கப்போகிறது என்றெல்லாம் வதந்திகள் பரப்பப்படுகின்றன, இதை தெளிவுபடுத்த வேண்டும்’ என்று கேட்டார்.

இதற்கு பதில் அளித்த நரேந்திரமோடி தமிழகத்தை பொறுத்தவரையில், வாஜ்பாய் காட்டிய வழியில் பா.ஜ.க. கூட்டணி அமைக்கும். பழைய நண்பர்கள் மீது அன்புகொண்டு இருக்கிறோம். அவர்களை இணைத்துக்கொள்ள தயாராக இருக்கிறோம். அவர்களுக்காக நமது கூட்டணி கதவுகள் திறந்தே இருக்கும். வாஜ்பாய் 20 ஆண்டுகளுக்கு முன்பு தமிழ்நாட்டில் வலுவான கூட்டணியை அமைத்திருந்தார் என்று போகப்போகும் பாதையை அந்தக்கூட்டத்தில் காட்டிவிட்டார். இதில் என்ன குழப்பம் என்றால், வாஜ்பாய் 2 வழிகளை காட்டியிருக்கிறார். 1998 நாடாளுமன்ற தேர்தலில் அ.தி.மு.க., பா.ம.க., ம.தி.மு.க., சுப்பிரமணியசுவாமி ஜனதா கட்சி, வாழப்பாடி ராமமூர்த்தியின் தமிழக ராஜீவ் காங்கிரஸ் கட்சியுடன் கூட்டணி அமைத்திருந்தது. 1999–ல் அப்படியே மாறியது. தி.மு.க., பா.ம.க., ம.தி.மு.க., திருநாவுக்கரசர் தொடங்கிய எம்.ஜி.ஆர். அ.தி.மு.க., தமிழக ராஜீவ் காங்கிரஸ் கட்சி ஆகிய கட்சிகளுடன் கூட்டணி அமைத்து போட்டியிட்டது. அந்த கூட்டணி தமிழகத்தில் 26 இடங்களில் வெற்றி பெற்றிருந்தது. கூட்டணி கட்சிகளை மந்திரி சபையிலும் வாஜ்பாய் சேர்த்தார். 5 ஆண்டுகள் முழுமையாக ஆட்சியும் நடத்தினார். ரஜினிகாந்தை பொறுத்தமட்டில், இப்போது நாடாளுமன்ற தேர்தலுக்கு முன்பு கட்சி தொடங்க முடியாது. ஏனெனில், இன்று கட்சியை தொடங்கும் முடிவை அறிவித்து தேர்தல் ஆணையத்தில் விண்ணப்பித்தாலும், பதிவு செய்ய 4 மாதங்கள் ஆகும். எனவே, இந்த தேர்தலில் நிச்சயமாக ரஜினிகாந்துடன் கூட்டணி அமைக்க முடியாது. அவர் ஆதரவு தெரிவிப்பாரா?, இல்லையா? என்பது தேர்தல் நேரத்தில்தான் தெரியும். ஆக, இப்போது தி.மு.க., அ.தி.மு.க. தவிர, அந்த இரு கூட்டணிகளிலும் பா.ஜ.க.வோடு இருந்த கட்சிகள் என்றால் ம.தி.மு.க.வும், பா.ம.க.வும்தான் இருக்கிறது. ம.தி.மு.க., பா.ஜ.க.வுடன் கூட்டணி வைக்கவே வைக்காது என்று வைகோ உறுதிபட தெரிவித்து விட்டார். பா.ம.க.வின் நிலை மட்டும் தெரியவில்லை. பழைய கூட்டணிகளில் மீதமுள்ள நண்பர்கள் என்றால் அ.தி.மு.க.வும், பா.ம.க.வும்தான். பா.ஜ.க. கூட்டணியில் அ.தி.மு.க.வும், பா.ம.க.வும் சேருமா? என்பதுதான் இப்போதைய எதிர்பார்ப்பாகும்.

Cabinet go ahead to re-issue ordinance to allow panel run scam-tainted MCI

The Union Cabinet Thursday approved re-issuance of an ordinance to allow a committee to run the scam-tainted Medical Council of India, sources said.

A bill to convert an earlier ordinance into law is pending Parliament's approval.

While the National Medical Commission (NMC) Bill 2017 that seeks to overhaul the medical education system in India and replace MCI is yet to be passed by Parliament, the term of MCI's elected body members ends shortly.

To overcome the situation, the government had recently issued an ordinance to supersede MCI and give its powers to a board of governors (BoG).

The BoG will continue to perform till a council is constituted in line with the provisions of the MCI Act in one year.

Amid allegations of corruption against MCI office-bearers and probes into opaque accreditation to medical colleges, the Supreme Court had in May 2016 directed the government to set up an oversight committee with the authority to oversee all statutory functions of MCI till the new legislation comes in.

Chennai: The Madras high court relaxed its restriction on distributing Pongal festival cash gift of Rs 1,000 to a section of ration card-holders on Friday. Two days ago, the court restricted distribution of the cash gift to only ration card holders belonging to below poverty line and low-income group only.

When the matter came up for hearing on Friday, a division bench of Justice M. Sathyanarayanan and P. Rajamanickam modified its interim order passed on December 9 and permitted the state to extend the cash gift to sugar card-holders also.

Advocate-general Vijay Narayan on Friday submitted that most of the families in NPHH-S category (Non Priority House Hold only for Sugar) also belonged to economically weaker background. And number of such families cannot be arrived at this juncture as the economic indices are not available, as the government is issuing the family cards on the basis of residential proof only. Of 10,11,330 NPHH-S card holders as on Thursday, 4,12,558 card holders have received the gift. The balance card holders under this category, most of whom are also from below poverty line category, are affected and are highly disappointed by non-receipt of the benefit.

The bench said “Since a responsible officer has submitted through a sworn affidavit that those with non-priority household only for sugar (NPHH-S) cards also fall under the below poverty line category, we are permitting the government to distribute the to balance 5,98,772 falling under this category.”
