Centre plans pre-filled I-T return form, 1-day refund from next yr

You may be able to get a pre-filled tax return form from next year and hope for a refund in a day with the cabinet on Wednesday clearing an ambitious ₹4,242-crore project for integrated e-filing and centralised processing.

The cabinet approval for the project will reduce the return processing and refund time from the current average of 63 days, railway minister Piyush Goyal told reporters after the cabinet meeting.

The government is building in an incentive for the service provider to process refunds in a day and there will be a penalty in case the work is not completed within 30 days, sources in the tax department told TOI. While Goyal announced that the project which will be implemented by Infosys will take around 18 months, sources said the idea is to implement it within 15 months, in time for filing of returns in 2020.

Once the new mechanism is in place, tax payers will get a pre-filled forms in their tax account which will have their name, PAN and other details. In addition, the columns related to salary, interest income and tax deducted at source captured in the 26-AS forms will also be there.



‘There will be a system for quicker solution to mistakes’

Tax payers can add to the form by adding other income that may have accrued but not reported to the tax department earlier, said an officer.

Goyal also said there will a system for quicker rectification of mistakes.

“This is a laudable initiative and will go a long way to ease tax compliance, collection of taxes and enhanced experience for tax payers. India will become more competitive and aligned with global best practices. However, the real success of this will be measured when the technologies and tools become easy to use for a common man or woman and technology changes are accompanied by changes in the mindset and culture of the tax authorities at the operational levels,” said Neeru Ahuja, partner at consulting firm Deloitte India.

In recent years, processing of returns has picked up and the tax department is also issuing refunds faster.

“By faster processing of returns and issue of refunds to the taxpayer’s bank account directly without any interface with the Department, by adhering to international best practices and standards (ISO certification) and by providing processing status updates and speedy communication using mobile app, email, SMS and on the department website, the decision will ensure transparency and accountability,” an official statement said.

National Aptitude Test in Architecture to be conducted twice a year

COIMBATORE: The National Aptitude Test in Architecture (NATA), conducted by the Council of Architecture would be held twice annually from the coming academic year (2019-2020), president of the council Vijay Garg said on Monday.
Garg was speaking to reporters here. He said the council has also proposed to have a national-level counselling for admissions into B Arch courses.

While earlier, the exam, mandatory to enter the bachelor of architecture (B.Arch) courses, was being conducted once a year in April, there were concerns from stakeholders that the date clashed with board exams, said Garg. “Some states asked us to postpone the exam or to have two exams. So we have decided to have two exams, one mid-Aril and another in the first week of July,” he said.

Students could write either one or both the exams and the best score among the two would be considered, said Garg.

The pattern of the exam has also been tweaked. While earlier both aptitude and drawing papers were given an equal 90 minutes each, from the coming academic year, aptitude paper would be given 60 minutes and drawing paper would be given 120 minutes, said Garg.

“We found that the failure rate was high in the drawing paper. So, in order to improve the performance, we have decided to increase the time for it from this year.”

The council has also proposed that there be a national-level counselling for admissions into architecture colleges.

Currently, architect aspirants have to apply for college admissions separately in different states. The council has floated the proposal for holding a centralised counselling to make it easy for students.

“The reservation policies of states would be taken into account while formulating counselling policies,” said Garg.

“Currently several seats in architecture colleges fall vacant, and if a centralised counselling is brought in, after filling the seats with local students, the remaining can be thrown open for candidates from other states,” he said.

Commenting on the decision of the council to make 50% marks in physics, chemistry and mathematics mandatory for B Arch admissions, Garg said as more technology-oriented construction was happening today, architects needed to know physics and chemistry to understand sensitive construction materials.

“Students from humanities also can get admitted into B Arch after taking additional exams in physics, chemistry and mathematics conducted by the CBSE,” he said.
Madras HC urges govt to allow banks to hold passports of loan-takers

The High Court’s suggestion comes at a time of increased concerns over instances of alleged loan defaulters fleeing the country

The Madras High Court has suggested the Centre amend passport rules so that banks and financial institutions can demand surrender of passports from those availing loans and prevent defaulters from fleeing the country, according to a report by The Times of India.

“It is suggested that in order to prevent defaulters from fleeing from justice and migrating to an alien country, the government is expected to modify rules regarding surrender of the passport of the person availing a loan to the concerned institution, so that the person cannot travel abroad without the knowledge of such financial institution,” Justice S Vaidyanathan said.

“It can also be made clear that till the loan is cleared, the passport will not be handed over and may be temporarily cancelled in case of failure. Passport Act and rules can be amended so that in case of renewal of a passport, necessary endorsement should be obtained from banks or suitable orders obtained from the jurisdictional court or appropriate forum,” Vaidyanathan added.

The suggestion was made by the High Court while dismissing a plea moved by S Mangalam, a suspended anganwadi worker, seeking direction from the court to authorities to reinstate her services, the report said.

The High Court’s suggestion comes at a time of increased concerns over instances of alleged loan defaulters fleeing the country.In 2018, alleged bank fraud fugitives Nirav Modi and Mehul Choksi left India before the Punjab National Bank (PNB) scam came to light.

NEET MDS 2019 results declared(File)

NEET MDS 2019: Result of Master of Dental Surgery Course (MDS) has been declared by the National Board of Examinations (NBE) on its official website natboard.edu.in.

The examination was conducted on December 14, 2018. Candidates can check the merit lists on the official website or find it below.

Scorecard for the candidates will be available for download from January 19, 2019. The cutoff this year was 250 out of 960 for general category and 21 and 232 for SC/ ST/ OBC etc and UR-PH, respectively.

Steps to check your NEET MDS 2018 results

1. Visit the NBE website, nbe.edu.in

2: Click on the ‘NEET MDS Result’ link under the results section.

3: On the page that opens up, click on the ‘Results’ button flashing on the page in the ‘general links’ column.

4:A PDF with merit list will open.

5. Download results and take a printout

NEET-MDS is an eligibility-cum-ranking examination for various PG MDS courses. It is also a single window entrance examination for MDS courses. No other entrance examination, either at state or institution level is valid for entry to MDS Courses as per Dentists Act, 1948.

UGC stopping scholarship grants to researchers, alleges Mamata Banerjee

KOLKATA: West Bengal chief minister Mamata Banerjee on Monday accused the University Grants Commission (UGC) of stopping scholarship grants to researchers and issuing "fatwa" to higher educational institutes in the state.

Banerjee was speaking to reporters after a meeting with vice-chancellors of universities, principals of colleges and presidents of the primary and secondary education board, at the state secretariat 'Nabanna' here.

"We have received complaints from various colleges and universities about UGC stopping grants for scholarship for PhD projects under National Eligibility Test (NET)," she said.

"Many representatives of universities and colleges have also informed that they (the UGC) are regularly issuing 'fatwa' on different issues. This is not proper," the CM added.

Delhi HC stays JNU order on mandatory attendance

NEW DELHI: The Delhi high court on Monday stayed Jawaharlal Nehru University’s circular making it mandatory for faculty to mark attendance.

The circular states that if the faculty fails to mark attendance, the administration won’t entertain any requests for leave or proposals to attend conferences and seminars abroad.

Justice Suresh Kait stayed the operation of the November 13, 2018 circular of the authorities and sought JNU’s response on a plea by a teacher challenging the circular. It listed the matter for further hearing on May 3.

The court acted on a plea filed by a professor who had to attend a conference abroad last month, but her request was declined by the administration citing the November 13 circular. Her another request for leave from January 20 to 27 was again rejected on the ground that she was “not following attendance rules”.

On Monday, HC directed JNU to grant her the required leave within three days to attend the programme.

Senior advocate Rebecca John, who appeared for Prasad, sought quashing of the November 13 circular and said her leave applications were for a legitimate academic purpose and they were blindly rejected for non-compliance with the faculty attendance rule.

The professor argued that the rule is illegal and ought to be set aside to prevent the arbitrary and excessive exercise of power by the authorities. It said denial of leave on the basis of faculty attendance was “unreasonable, arbitrary and discriminatory”.

Central government standing counsel Monika Arora, appearing for the university, had submitted that as per the rules of the University Grants Commission and JNU, it is mandatory for teachers to mark their attendance. She said it is in the interest of teachers and students to mark their attendance.
