விடைபெறும் 2020: கரோனா இருளில் கல்வி ஒளி

ஒட்டுமொத்த உலகமும் கரோனா வைரஸால் ஸ்தம்பித்துப்போன நிலையில் கல்வி கற்றல் தொடங்கி தேர்வுகள்வரை கல்வித் துறையிலும் அது பெரும் தாக்கம் செலுத்தியது. இதைத் தாண்டி இந்த ஆண்டு கல்வித் துறையில் பல நடவடிக்கைகளும் சட்டத் தீர்ப்புகளும் மாற்றங்களும் நிகழ்ந்துள்ளன. 2020இல் நிகழ்ந்த கல்வித் துறை சார்ந்த முக்கியமான நிகழ்வுகளின் தொகுப்பு:

திரையில் முடங்கிய வகுப்பறைகள்

கரோனா வைரஸ் பரவலைக் கட்டுப்படுத்துவதற்காக விதிக்கப்பட்ட ஊரடங்குக் கட்டுப்பாடுகளின் விளைவாக பள்ளி, கல்லூரிகள் மூடப்பட்டன. இதனால் நடப்புக் கல்வியாண்டுக்கான வகுப்புகள் இணையவழியில் நடத்தப்பட்டன. இணையவழி வகுப்புகளில் பங்கேற்க ஸ்மார்ட் போன் அல்லது கணினி அவசியம் என்பதால் பல ஏழைக் குடும்பங்களுக்கு பொருளாதாரச் சுமை அதிகரித்தது. பல குழந்தைகள் இணையவழி வகுப்புகளில் பங்கேற்க முடியவில்லை. தமிழகத்தில் அரசுப் பள்ளிகளுக்கான பாடங்கள் தொலைக்காட்சி அலைவரிசைகளில் ஒளிபரப்பாகின. ஆனால், தொலைக்காட்சி வசதிகூட இல்லாமல் தெருவோரம் வசிக்கும் குடும்பங்களைச் சேர்ந்த குழந்தைகள் அதில் பங்கேற்க முடியவில்லை. கல்லூரிகளில் இறுதி ஆண்டுகளுக்கான வகுப்புகள் தமிழகத்தில் டிசம்பரில் தொடங்கினாலும் சென்னை ஐஐடியில் 190-க்கும் மேற்பட்டவர்களுக்கு கரோனா தொற்று ஏற்பட்டது.

நீட் தேர்வும் தமிழகமும்

பள்ளிகளில் பொதுத் தேர்வுகள், கல்வி நிலையங்களில் நடத்தப்படும் இறுதித் தேர்வுகள் பெரும்பாலும் ரத்து செய்யப்பட்டாலும் நீட், ஜே.இ.இ. உள்ளிட்ட தேசிய அளவிலான நுழைவு/தகுதித் தேர்வுகள் எதுவும் ரத்து செய்யப்படவில்லை. நீட் தேர்வு குறித்த அச்சத்தால் தமிழகத்தில் ஒரு மாணவியும் மூன்று மாணவர்களும் தற்கொலை செய்துகொண்டனர். அதேநேரம் இந்த ஆண்டு நீட் தேர்வு எழுதிய தமிழக மாணவர்களில் 57.44 சதவீதம் பேர் தேர்ச்சி பெற்றார்கள். முதல்முறையாக தமிழகத்தின் நீட் தேர்வு தேர்ச்சி விகிதம் தேசிய தேர்ச்சி விகிதத்தைவிட (56.44) அதிகமாக இருந்தது.

யுமருத்துவக் கல்விம் இட ஒதுக்கீடும்

மருத்துவக் கல்விக்கு நீட் தேர்வு கட்டாயமாக்கப்பட்ட 2017இலிருந்து, தமிழக மருத்துவக் கல்வியில் அரசுப் பள்ளி மாணவர்களின் எண்ணிக்கை கடுமையாகக் குறைந்தது. ஆறாம் வகுப்பு முதல் 12ஆம் வகுப்புவரை அரசுப் பள்ளிகளில் படித்த மாணவர்களுக்கு தமிழகத்தில் உள்ள மருத்துவக் கல்லூரிகளில் 7.5 சதவீத இடஒதுக்கீடு வழங்கும் தமிழக அரசின் முடிவு நடைமுறைக்கு வந்தது.

தமிழகத்திலிருந்து அகில இந்தியத் தொகுப்புக்கு ஒதுக்கப்படும் மருத்துவக் கல்வி இடங்களில் நடப்புக் கல்வியாண்டில் பிற்படுத்தப்பட்ட சமூகங்களைச் சேர்ந்த மாணவர்களுக்கு 50 சதவீத இட ஒதுக்கீட்டை அமல்படுத்த வேண்டும் என்று உச்ச நீதிமன்றத்தில் தமிழக அரசியல் கட்சிகள் வழக்கு தொடர்ந்திருந்தன. ஆனால், மத்திய அரசு, உச்ச நீதிமன்றத்தில் இந்தாண்டு இட ஒதுக்கீடு வழங்க முடியாது என தெரிவித்து விட்டது.

மாற்றங்களுக்கான கொள்கை

புதிய தேசிய கல்விக் கொள்கை 2020க்கு மத்திய அமைச்சரவை ஒப்புதல் அளித்தது. 34 ஆண்டுகளுக்குப் பிறகு அறிமுகப்படுத்தப்படும் இந்தப் புதியக் கல்விக் கொள்கையானது இந்தியாவில் பள்ளிக் கல்வியிலும் உயர்கல்வியிலும் மிகப் பெரிய மாற்றங்களைக் கொண்டுவரவுள்ளது. இந்தப் புதிய கல்விக்கொள்கைக்கு நாடு முழுவதும் ஆதரவும் எதிர்ப்பும் ஒருசேர எழுந்துள்ளன.

அண்ணா பல்கலைக்கழகம் சர்ச்சை

அண்ணா பல்கலைக்கழகத்துக்கு மத்திய அரசின் உயர் சிறப்பு அந்தஸ்து வழங்க வேண்டும் என்று அதன் துணைவேந்தர் சுரப்பா மத்திய அரசுக்கு கடிதம் எழுதியது சர்ச்சையானது. ஆனால் சாதிவாரி இடஒதுக்கீடு கேள்விக்குள்ளாகும், கட்டணம் உயரும் என்பது உள்ளிட்ட காரணங் களுக்காக மத்திய அரசின் உயர்சிறப்பு அந்தஸ்து அண்ணா பல்கலைக்கழகத்துக்கு தேவையில்லை என்று தமிழக அரசு கூறியது. இவற்றுக் கிடையில் உதவிப் பேராசிரியர் நியமனம் உள்ளிட்ட விவகாரங்களில் ஊழல் செய்ததாக சுரப்பா மீது எழுந்த குற்றச்சாட்டை அடுத்து அது குறித்து விசாரணை நடத்த ஓய்வுபெற்ற நீதிபதி பி.கலையரசனை தமிழக அரசு நியமித்தது.

அதிகரிக்கும் இடைநிற்றல்

கல்வியில் மிகவும் முன்னேறிய மாநிலமாகக் கருதப்படும் தமிழகத்தில் ஒன்பது, பத்தாம் வகுப்பு மாணவர்களின் இடைநிற்றல் கடந்த மூன்று ஆண்டுகளில் கணிசமாக அதிகரித்திருப்பதாக மத்திய கல்வி அமைச்சகம் நாடாளுமன்றத்தில் தாக்கல் செய்த அறிக்கை கூறியது. 2015-16இல் இவ்விரு வகுப்புகளில் படித்த 8 சதவீத மாணவர்கள் இடைநின்றிருந்தனர், 2017-18இல் இந்த விகிதம் 16.2 சதவீதமாக உயர்ந்திருக்கிறது

டி.என்.பி.எஸ்.சி. முறைகேடு

தமிழகத்தில் அரசுப் பணிகளுக்கான டி.என்.பி.எஸ்.சி. குரூப் 2 தேர்வு (2011), கிராம நிர்வாக அதிகாரித் தேர்வு (2016), குரூப் 2 (ஏ) தேர்வு (2017), குரூப் 4 (2019) தேர்வுகளை எழுதியவர்கள் முறைகேடான வழிகளில் தேர்ச்சிபெற்றிருப்பதும் அவர்களில் சிலர் அரசுப் பணிகளைப் பெற்றிருப்பதும் வெளிச்சத்துக்கு வந்தது. இந்த வழக்குகளின் விசாரணையை தமிழக காவல்துறையும் சி.பி.சி.ஐ.டி. பிரிவும் மேற்கொண்டுவருகின்றன. முறைகேடான வழியில் தேர்ச்சிபெற்று அரசுப் பணியில் உள்ளவர்கள், ஊழல் முகவர்கள் உட்பட பலர் கைது செய்யப்பட்டனர்.

நம்பிக்கை வெளிச்சம்

மதுரையைச் சேர்ந்த பார்வைத் திறனற்ற இளம்பெண் பூரணசுந்தரி குடிமைப் பணித் தேர்வில் அனைத்திந்திய அளவில் 286ஆவது இடத்தில் தேர்ச்சிபெற்றுள்ளார். பெற்றோர், நண்பர்கள் துணையுடன் நான்காவது முயற்சியில் தேர்வில் தேர்ச்சி அடைந்திருக்கும் பூரணசுந்தரி மாற்றுத் திறனாளிகளுக்கும் மற்றவர்களுக்கும் நம்பிக்கை வெளிச்சமாகத் திகழ்கிறார்.

இந்த முடிவை கடந்த நவம்பா் 30-இல் நடைபெற்ற மக்கள் மன்றக் கூட்டத்திலேயே ரஜினி எடுத்திருந்தாா் என்றாலும், அவருக்கு இருந்த அரசியல் அழுத்தம் அப்படிச் சொல்லவிடாமல் தடுத்துவிட்டது. பிறகு, ஜனவரியில் புதிய கட்சியைத் தொடங்குவேன் என்று அறிவித்தாா்.

அதிமுக கூட்டணியில் பாஜக, தேமுதிக, பாமக உள்ளிட்ட கட்சிகளும் அதிக தொகுதிகளைப் பெறுவதற்கு என்னென்ன வழிகளை மேற்கொள்ள முடியுமோ அவற்றைச் செய்துவந்தன. முதல்வா் வேட்பாளா் குறித்து பாஜகவுக்கும் அதிமுகவுக்கும் இடையே வெளிப்படையாகவே கருத்து மோதல்கள் இருந்தன.

அதிமுகவோடு பாமக பலவகையிலும் முரண்டு பிடித்து வந்தது. தேமுதிக 234 தொகுதிகளுக்கும் பொறுப்பாளா்களை நியமித்து தனித்துக்கூட போட்டியிடுவோம் என்பதுபோல மிரட்டி வந்தது. இப்போது அதற்கான வாய்ப்புகள் எல்லாம் குறைந்து போயுள்ளன.

CHENNAI: Delivery and women's health equipment worth approximately `12 lakh to `15 lakh donated through a NGO to the Perumbakkam Primary Health Centre (PHC), which serves a population of around 1.2 lakh, has been lying unused for a year-and-ahalf. On an average, every month this year, 160-180 women in Perumbakkam, mostly slum dwellers, who shifted from urban areas to the Tamil Nadu Slum Clearance Board tenements, were to give birth.

This is a marked increase from the average 120-140 women who were expecting per month last year. All these women are forced to travel 25 km to the Tambaram Government Hospital, or to the Medavakkam PHC. This, when a room containing delivery equipment and furniture in Perumbakkam's own PHC lies locked up.

In 2019, an NGO provided 24 pieces of medical equipment for delivery and women's health, along with generators, air conditioners a n d C C T V cameras, to the PHC on behalf of a large Japanese Corporation. The medical equipment included a microprocessor laboratory centrifuge, cell counter, fetal doppler (to detect fetal heartbeat), ECG machine, cardiotocography machines (to record fetal heartbeat and uterine contractions) among others.

It also supplied medical equipment for breast and cervical cancer. This equipment too is not being used. When contacted, a staff of the NGO that facilitated the supply of equipment said, "We are constantly following up and are not sure why the equipment is not being used." Residents at the Slum Board settlement said a settlement of its size without easily-accessible maternity care was unacceptable. 

"We have to take expecting mothers to Tambaram even in the dead of the night. At night, the doctor is not available at the PHC (in Perumbakkam)," said Dhana, a resident. When contacted, a senior health official said he would ask the officials to check and report back to him on the issue.

In a big boost for the war against Covid-19, Britain on Wednesday authorised emergency use of the Oxford-AstraZeneca vaccine, making it the first country to approve the vaccine that is expected to be the mainstay of India’s inoculation programme early in 2021.

The Indian regulator is expected to follow suit soon, but the subject expert committee that met on Wednesday sought more data relating to the vaccine’s immunogenicity, which will mean the emergency-use approval may take a few more days. The committee is set to meet next on Friday, raising hopes of a vaccine rollout in early January.

The committee will analyse the updated data submitted by Serum Institute of India and also the indigenous vaccine candidate of Bharat Biotech. SII has said it has already stockpiled 40-50 million shots of Covishield and is augmenting this number every week.

Reports said Covishield could become the most widely used shot given its moderate pricing of $3 to $4 a dose and that it can be transported and stored in normal refrigerators.

Taking cognisance of TOI reportage on the death of a Nashik woman whose throat was accidentally slit by a dangling piece of kite string, the Aurangabad bench of the Bombay high court on Wednesday turned the news item along with another one on birds into a suo motu public interest litigation (PIL) seeking a strict ban on sharp, nylon manja. The division bench of Justices Ravindra V Ghuge and Vibha Kankanwadi directed lawyer Satyajeet Bora, appointed as amicus curiae, to “file a proper petition and tender the same across the bar on Thursday (December 31)”. The bench said, “We had occasion to read two news reports in ‘The Times of India’, Aurangabad edition, dated December 30, 2020…. We find from the news items that the Maharashtra government had invoked Section 5 of the Environment (Protection) Act, 1986, to introduce the ban. The National Green Tribunal (NGT) had declared a country-wide ban on the sale of nylon and glass-coated manjas in July 2017.” TNN

Reshma Mariam Roy (21) of Cpmmunist Party of India (Marxist) became the youngest head of a local body in the country when she took charge as president of Aruvappulam grama panchayat in Kerala’s Pathanamthitta district on Wednesday.

Born on November 18, 1999, Reshma was 21 years and 42 days when she achieved this feat. She had turned 21 a day before the deadline for filing nominations for the local body polls on November 19.

Speaking to TOI after assuming office, Reshma said she has several development plans in mind for the panchayat. The major one is constructing a bridge across a rivulet that divides the panchayat into two. “The medical college hospital is on one side of the rivulet and the people from the other side of the rivulet have difficulty in reaching there. Along with the local MLA, I will make efforts for the bridge,” she said.

She is also planning to speed up construction of the Ayurveda hospital in the panchayat and upgrade it to a hospital with beds. Encouraging farming among residents and addressing issues faced by farmers due to wild animals are also among her priorities.

“I am happy that I am taking up this responsibility on the 50th anniversary of SFI, the organisation through which I became a public worker,” she said. Reshma was an active SFI member while doing her BBA from VNS College of Arts and Science in Konni. She is the district secretariat member of the SFI and district committee member of the DYFI.

The LDF has got nine members in the 15-member panchayat council. The post of president was reserved for women and there are five CPM women members, including Reshma.
