The Delhi Police on Thursday said they booked Dr Ritu Singh, a former ad-hoc professor of Delhi University, for allegedly encroaching an area outside the varsity premises with her ‘pakoda’ stall.

“We sent a team to remove the stall as it was impeding public movement in the area,” said a senior police officer. An FIR has been registered against Dr Singh under Indian Penal Code (IPC) Section 283 (danger or obstruction in public way or line of navigation).

A former ad-hoc psychology professor, 28-year-old woman from the Dalit community took to frying pakoras earlier this week, after 192 days of protest outside the Arts Faculty against alleged caste harassment and illegal termination from services. Dr Singh had joined Daulatram College in 2019 but was removed within a year, and her contract was not renewed.

On this, Dr Singh told The Indian Express, “I have no job, so I took to the streets to sell ‘pakodas’ to make my own bread in this very same university that awarded me my degree. This is where I am, after being wrongly terminated from my services.”

“There have been several attempts to silence my protest against the injustice which took place. My cart ‘PhD pakode wali’ is also part of my protest… I started this cart on Sunday, without causing any inconvenience to anyone at gate number 4 of the Arts Faculty, where I earlier held my protest… A day or two later, police visited the spot, asking me for my licence for the cart and threatened me to leave the premises… I could have been served a notice in a dignified manner, but what was the need to book me under a case for this?” she asked.

Dr Singh said she would return to the university on Friday to run a mobile cart and make a special statement on International Women’s Day, which falls on March 8 every year.

In August 2020, Dr Singh was not given the joining letter, following which, she took the matter to the Delhi High Court.

சென்னை: மத்திய அரசு மருத்துவர்களுக்கு இணையாக ஊதிய உயர்வு வழங்கப்பட வேண்டும் என்ற தமிழக அரசு மருத்துவர்களின் கோரிக்கையை ஆய்வு செய்து முடிவு எடுக்க வேண்டும் என்று சென்னை உயர் நீதிமன்றம் ஆணையிட்டுள்ள நிலையில், உயர் நீதிமன்றத் தீர்ப்பை செயல்படுத்த வேண்டும் என பாமக தலைவர் அன்புமணி ராமதாஸ் தெரிவித்துள்ளார்.

இது குறித்து அவர் வெளியிட்டிருக்கும் அறிக்கையில், “மத்திய அரசு மருத்துவர்களுக்கு இணையாக ஊதிய உயர்வு வழங்கப்பட வேண்டும் என்ற தமிழக அரசு மருத்துவர்களின் கோரிக்கையை 6 வாரங்களுக்குள் ஆய்வு செய்து முடிவு எடுக்க வேண்டும் என்று சென்னை உயர் நீதிமன்றம் ஆணையிட்டுள்ளது. 15 ஆண்டுகளுக்கும் மேலாக வலியுறுத்தப்பட்டு வரும் கோரிக்கையை நிறைவேற்ற அரசுக்கு உயர் நீதிமன்றம் ஆணையிட்டிருப்பது வரவேற்கத்தக்கது.

தமிழக அரசின் மருத்துவத்துறையில் பணியாற்றி வரும் பல்வேறு மருத்துவர்கள் தொடர்ந்த வழக்குகளை சென்னை உயர்நீதிமன்ற நீதிபதி ஆர்.என்.மஞ்சுளா விசாரித்து வந்தார். இந்த வழக்கில் அண்மையில் தீர்ப்பளித்த அவர், மத்திய அரசு மருத்துவர்களுக்கு இணையாக ஊதியம் வழங்க வேண்டும் என்ற கோரிக்கை குறித்து ஆய்வு செய்வதற்காக 2009 ஆம் ஆண்டில் அமைக்கப்பட்ட குழு கடந்த 2021 ஆம் ஆண்டு பிப்ரவரி 17 ஆம் நாள் தமிழக அரசிடம் அறிக்கை தாக்கல் செய்து விட்ட நிலையில், அதை செயல்படுத்துவது குறித்து அடுத்த 6 வாரங்களுக்குள் முடிவு எடுக்க வேண்டும் என்று ஆணையிட்டார்.

7 ஆவது ஊதியக்குழு பரிந்துரைப்படி மத்திய, மாநில அரசு மருத்துவர்களுக்கு வழங்கப்படும் தொடக்கநிலை ஊதியம் ரூ.56,100 என்ற ஒரே அளவு தான். ஆனால், ஐந்தாவது ஆண்டிலிருந்து இந்த ஊதியம் மாறுபடத் தொடங்குகிறது. இதற்குக் காரணம் மத்திய அரசு மருத்துவர்களுக்கு முறையே 4, 9, 13, 20 ஆகிய ஆண்டுகளின் இறுதியில் வழங்கப்படும் காலம் சார்ந்த ஊதிய உயர்வும், பதவி உயர்வும் மாநில அரசு மருத்துவர்களுக்கு 8, 15, 17, 20 ஆகிய ஆண்டுகளின் இறுதியில் தான் வழங்கப்படுவது தான். இதனால் 14-ஆம் ஆண்டில் தொடக்கத்தில் மத்திய அரசு மருத்துவர்கள் பெறும் அடிப்படை ஊதியமான ரூ. 1.23 லட்சத்தை, மாநில அரசு மருத்துவர்கள் 20-ஆவது ஆண்டில் தான் பெறுகின்றனர்; 14-ஆவது ஆண்டில் தமிழக அரசு மருத்துவர்களுக்கு ரூ.86,000 மட்டுமே கிடைக்கிறது.

இந்த முரண்பாடுகள் பல பத்தாண்டுகளாக நீடித்து வரும் நிலையில், அவற்றை களைய வேண்டும் என்பதற்காக மருத்துவர்கள் தொடர்ந்து போராடி வருகின்றனர். அரசு மருத்துவர்களின் கோரிக்கைகளில் உள்ள நியாயத்தை தமிழக அரசும் மறுக்கவில்லை. இது தொடர்பான வழக்கு சென்னை உயர் நீதிமன்றத்தில் விசாரணைக்கு வந்த போது, 2021 ஆம் ஆண்டில் அளிக்கப்பட்ட பரிந்துரை மீது தமிழக அரசு இன்னும் நடவடிக்கை எடுக்காதது ஏன்? என்று நீதிபதி வினா எழுப்பினார். அதற்கு விடையளித்த தமிழக அரசு, பரிந்துரை அறிக்கை தாக்கல் செய்யப்பட்ட நேரத்தில் சட்டமன்ற தேர்தல் நடத்தை விதிகள் நடைமுறைக்கு வந்து விட்டதால் தான் பரிந்துரைகளை செயல்படுத்த முடியவில்லை என்று நீதிபதியிடம் தெரிவித்தது.

அரசு மருத்துவர்களின் கோரிக்கைகள் குறித்து தமிழக அரசு வாக்குறுதி அளிப்பது இது முதல் முறையல்ல. இந்தக் கோரிக்கைகளை வலியுறுத்தி கடந்த 2018-ஆம் ஆண்டு அரசு மருத்துவர்கள் போராட்டம் நடத்திய போது, அவர்களின் கோரிக்கை குறித்து ஆய்வு செய்ய அமைக்கப்பட்ட சுகாதாரத் துறை கூடுதல் செயலர் தலைமையிலான குழு, 354-ஆவது அரசாணையின் எதிர்கால சரத்துகளின்படி 5, 9, 11, 12 ஆகிய ஆண்டுகளில் காலம் சார்ந்த ஊதிய உயர்வு வழங்க பரிந்துரைத்தது.

அவற்றை ஆய்வு செய்து விரைந்து முடிவு எடுக்கும்படி உயர் நீதிமன்றத்தின் மதுரைக்கிளையும் ஆணையிட்டது. அதன்பிறகும் இரு முறை மருத்துவர்கள் வேலைநிறுத்தம் செய்தனர்; அப்போது கோரிக்கைகளை நிறைவேற்றுவதாக அரசு விடுத்த வேண்டுகோளை ஏற்று மருத்துவர்கள் போராட்டத்தைக் கைவிட்டனர். ஆனால், தமிழக அரசு, மருத்துவர்களின் கோரிக்கைகளை இப்போது வரை நிறைவேற்றவில்லை.

தமிழ்நாடு அரசு மருத்துவர்களின் கோரிக்கைகள் நியாயமானவை. கேரளம், கர்நாடகம், புதுச்சேரி ஆகிய மாநிலங்களில் அரசு மருத்துவர்களுக்கு மத்திய அரசு மருத்துவர்களுக்கு இணையான ஊதியம் வழங்கப் பட்டு வருகிறது. அவர்களுக்கு இணையான கல்வித்தகுதியும், பணிச்சுமையும் கொண்ட தமிழக அரசு மருத்துவர்களுக்கும் அவர்களுக்கு இணையான ஊதியம் வழங்குவது தான் சரியானதாக இருக்கும்.

எனவே, இனியும் தாமதிக்காமல் சென்னை உயர்நீதிமன்றத் தீர்ப்பின்படி, தமிழக அரசு மருத்துவர்களின் ஊதியம் தொடர்பான குழுவின் பரிந்துரையை தமிழக அரசு உடனடியாக ஆய்வு செய்ய வேண்டும். சென்னை உயர்நீதிமன்றம் அளித்த 6 வார கெடு முடிவதற்குள் தேர்தல் நடத்தை விதிகள் நடைமுறைக்கு வந்து விடக் கூடும் என்பதால், அதை செயல்படுத்த முடியாத நிலை ஏற்படலாம். எனவே, கெடு முடியும் வரை காத்திருக்காமல், தமிழக அரசு மருத்துவர்களுக்கு அவர்களின் பணிக்காலத்தின் 5, 9, 11, 12 ஆகிய ஆண்டுகளில் ஊதிய உயர்வு வழங்க தமிழக அரசு முன்வர வேண்டும் என்று வலியுறுத்துகிறேன்” எனத் தெரிவித்துள்ளார்.

 Hyderabad: The Telangana High Court made it clear to private medical and nursing colleges which are affiliated to the Kaloji Narayana Rao University of Health Sciences that they must pay GST on the affiliation fee and inspection fee, with arrears from July 2017. A division bench comprising Justice P. Sam Koshy and Justice Alishetty Lakshmi Narayana dismissed about 35 petitions filed by private medical colleges against the university’s GST demand notice. The university had been directed by the GST authorities to collect and deposit the GST dues from July 2017 on affiliation and inspection fee paid by private institutions. The colleges said that certain categories of services provided by educational institutions were exempt from GST among which was collection of entrance fee and this would include the affiliation and inspection fee. The court after considering all aspects including judgments of other High Courts was not inclined to quash the university’s demand notice.

Flipkart UPI launched as e-commerce major's own unified payments facility: All you need to know

Flipkart UPI has been launched in collaboration with Axis Bank.

Flipkart has launched its own Unified Payments Interface (UPI) services in collaboration with Axis Bank. The facility is called Flipkart UPI, and, its launch comes at a time when e-commerce companies have been launching their own UPI handles to service their customers better, and to avoid redirection to third-party apps for payments.

“Flipkart UPI seamlessly merges the convenience and cost-effectiveness of UPI with the trusted efficiency customers expect from us,” Dheeraj Aneja, Senior VP, Fintech and Payments Group, Flipkart, said in a statement.

“We are committed to delivering the best-in-class commerce experience to customers by offering safe and convenient payment options along with a wide array of rewards and benefits such as Supercoins, Brand Vouchers, and others,” Aneja added.

All you need to know about Flipkart UPI:

(1.) Flipkart UPI, which is for both online and offline payments within and outside the Flipkart app, will initially be available only for Android users.

(2.) To use the service, people must first create a UPI ID on the Flipkart app, after which they can make payments to merchants and individuals, in addition to paying bills without switching apps.

(3.) The facility will be spread across Flipkart group companies including Myntra, Flipkart Wholesale, Flipkart Health+, and Cleartrip.

(4.) Flipkart UPI will reduce dependence on third-party UPI apps such as Amazon Pay, Google Pay, Paytm, and PhonePe.

(5.) According to the e-commerce giant, its marketplace has more than 50 crore registered users and over 14 lakh sellers. Additionally, in February, as many as 1210 crore UPI transactions were made for a total value of ₹18.3 crore, rising 61% from the year-ago period.

UGC allows third-year UG students to extend for honours or research degree. They must choose a college with a PG center and complete a bridge course for transition.

In a significant step, the University Grants Commission (UGC) has announced that all the third- or final year undergraduate (UG) students enrolled under choice-based credit system (CBCS) can extend another year to bag an honours or research degree.

However, these students will have to pick a college with a postgraduate centre to pursue the fourth year and will also have to sign up for a bridge course, which will be decided by the respective university, to streamline their transition, an UGC circular said.

The initiative will benefit 91 autonomous colleges across Maharashtra, who have decided to implement the four-year UG programme under the New Education Policy (NEP) from the current academic year.

M Jagadesh Kumar, UGC chairman, said, “Students currently enrolled in and actively pursuing a UG programme under CBCS are eligible for a four-year programme. The respective university may offer bridge courses, which could be either through online or offline, to facilitate their smooth transition into the extended programme.”

This provision, Kumar said, is essential to ensure existing students can fully avail the benefits of the four-year UG programme. “Over 200 universities have successfully implemented the four-year UG programme, leveraging their robust PG programme and research facilities. Consequently, these universities are encouraged to motivate enrolled students to extend their studies to the fourth year.”

Shailendra Devlankar, director of higher education, said, “Presently, postgraduate departments at all universities in the state have CBCS. But this decision will benefit the 91 autonomous colleges who are implementing NEP from the current academic year. From the next academic year, the state government is set to implement NEP in all the colleges; so CBCS will eventually be introduced, and students will get the benefits under NEP.”

Air India-Vistara merger gets Singapore's conditional approval

Singapore's competition watchdog said on Tuesday it has approved the merger between Tata Group-owned Air India and sister airline Vistara, a joint venture between Tata and Singapore Airlines, subject to certain conditions.

Singapore's flagship carrier announced its plan to merge Vistara and Air India in November 2022, in a bid to create a dominant full-service airline in the domestic and international markets.

While India's antitrust body approved the deal in September last year, the Competition and Consumer Commission of Singapore (CCCS) had identified certain competition concerns regarding the merger.

The watchdog said the parties possessed the majority of the market share among airlines operating direct flights on four routes of concern - between Singapore and Indian cities of New Delhi, Mumbai, Chennai and Tiruchirapalli.

To address the concerns raised by the watchdog, the parties have proposed to maintain capacity on the said flights at pre-COVID levels, appoint independent auditors to monitor compliance with capacity commitments and submit annual as well as interim reports.

"CCCS considers the proposed commitments sufficient to address the competition concerns arising from the transactions," the watchdog said on Tuesday.

Singapore Airlines and Air India did not immediately respond to a Reuters request for comment.

According to the terms of the deal, autos-to-steel conglomerate Tata would hold 74.9% of the combined entity, while Singapore Airlines will own the remaining 25.1%.

AI-Vistara merger gets approval from Singapore panel

NEW DELHI: The Competition and Consumer Commission of Singapore (CCCS) has granted conditional approval for merging Vistara - which is owned 49% by Singapore Airlines (SIA) - into Air India. SIA will hold 25.1% stake in the merged AI, with Tatas having the remaining stake.

The CCCS "identified some competition concerns" in this transaction, especially as these airlines have a significant number of flights between Delhi, Mumbai, Chennai and Tiruchirapalli on the Indian side and Singapore on the other.

"Even though a number of competing airlines provide air passenger transport services on these routes, the parties have sustained substantial market share in recent years. CCCS also found that the price and capacity coordination between the parties arising from the confluence of the transactions would significantly restrict competition on the affected routes," the regulator said in a statement.
