HC permits acupuncture by authorised practitioners

Madurai: The Madurai bench of the Madras high court permitted acupuncture practice with a condition that the practitioners should produce certificate confirming that they are authorised to practice it.

Justice S S Sundar gave this relief on a petition filed by president of All Tamil Nadu Acupuncture and Alternative Medical Association, S Mohamed Sabir.

"It is stated that members of the association are qualified as practitioners of acupuncture treatment. They are not practising allopathy or any other system of medicine involving administration of drugs or adopting methods of treatment which are similar to allopathy. They have obtained valid degrees from recognised universities and their certificates are accepted for practising acupuncture. Thus, the court is inclined to permit the members of the petitioner association to practice acupuncture and other systems of medicine," the judge said.

The judge also said, "The members should produce the degree or certificate authorising them to practice acupuncture, whenever the police and the Tamil Nadu Siddha Medical Council (TNSMC) officials require to confirm that they are authorised to practice acupuncture."Before that, the petitioner's side said that Union health ministry has recognised acupuncture as drugless therapy. The members are practising acupuncture without getting any complaint from public. But, the registrar of the TNSMC wants to prevent acupuncture system by engaging police. Police enter the clinics and close them besides threatening practitioners not to provide acupuncture treatment to people.

Actually, the TNSMC has not empowered the registrar to conduct any enquiry or search. Besides, the alternate system of medicines and courses to be conducted do not come under the purview of the Medical Council of India. In order to develop and propagate any alternative medicine or drugless therapy, no permission or recognition has been contemplated in any of the statues. The Calcutta and Delhi high courts have passed orders in favour of alternative medicine. Acupuncture is an alternative medicine.

Order staying promotion of dy commercial tax officers stayed

Madurai: Setting aside its single judge order staying the promotion of 18 deputy commercial tax officers (DCTO) working in Chennai, the Madras high court Madurai bench has observed that, "When there is no inter-se seniority list, giving stay to promotion of a group of persons in a partial manner is incorrect in the eye of law."

A division bench consisting of justices M Venugopal and Abdul Quddhose delivered a common judgment on a batch of three appeals filed by 25 deputy commercial tax officers against the single judge's order dated September 14 on a writ petition filed by one T Dravidaselvi (superintendent/DCTO, Theni).

Dravidaselvi in her petition said that, the government relaxed Tamil Nadu Commercial Tax and Subordinate Services Rules and the state's commercial tax secretary on August 1 last published the panel list of commercial tax officer for 2015. But, the list did not have her name. She said due to relaxation of the rule, 98 people who are juniors, were placed as seniors to her. Hence, she claimed she must be placed as senior to 98 people, the panel be prepared and she be promoted.

Following it, the single judge stayed promotion of a group of people and directed the authorities to prepare a provisional seniority list .

Against it, a group of 25 DCTOs shot appeals. After hearing concerned sides, the bench said, "It is to be borne in mind that when there is a contest or controversies between the parties concerning particular issue(s), then ordinarily a court of law will not grant final relief at an interlocutory stage. Even an interim order which has the effect of granting final relief ought not to be granted by a court of law." TNN

People know who is responsible for Veda Nilayam I-T raids: CM

Madurai: Who is TTV Dhinakaran?, How can he be responsible for my appointment when he was not in the party for ten years and only came into it after Amma's demise, asked chief minister Edapaddi K Palaniswami here on Saturday.

He was addressing mediapersons at the airport here on his way back to Chennai after participating in the MGR centenary function at Sivaganga. "He was not in the party for ten years, whereas I have been there since 1974 and have held many important posts that Amma bestowed on me. I have gone to prison six times for the party, how many times has Dhinakaran gone?," he said. The chief minister also listed the various posts he had held, including district secretary in 1991 and PWD minister, an appointment Jayalalithaa made. "If he had appointed me, would I not be loyal to him?'' he asked.

On Dhinakaran's charge that he (CM) and deputy chief minister O Panneerselvam were responsible for the raids on Veda Nilayam, he said, "It is you (media) who are promoting T T V Dhinarakan by giving him prominence," he said adding that Dhinakaran had nothing to do with the party. "You know who is responsible for income tax raids on Veda Nilayam and why. It is a temple for us and that is why the government has taken steps to turn it into a memorial," said the chief minister. He said that it was a well-known fact that the I-T department did not come under the state government and as to who was controlling it. Income tax raids were conducted on people who evaded taxes, he said.

The great disconnect

Chennai: Picture yourself and your family sitting on the living room sofa, each of you with a smart device — phone in your hand, another in your spouse's, your child playing with a tablet. Everyone's so connected. Now, remove the phones and tablet from the scene, but stay frozen in your poses. Do you feel the disconnect?

That's what got Eric Pickersgill started on his series 'Removed' in 2015. The US-based photographer — who is now in India working on part two of this photo-documentary — says the idea came to him one night when he was lying on his bed, phone in hand. "My wife and I were lying back to back, she had her phone, I had mine. My phone fell out of my hand, and as I leaned over to pick it up I noticed that my hand was still cupped like it was holding a phantom phone. I looked over at my wife, and wondered what it would be like if I shot everyday scenes of people with their mobile phones and iPads, but with the devices removed from their hands," says Pickersgill. "Removing the phone seemed to disrupt the scene, and make the real surreal," adds the 31-year-old, whose photo series went viral. "The idea was to show that our smartphones allow us to connect to people anywhere. But what kind of connection do they afford us? Some people who viewed the photographs didn't even notice the phones were removed. That's how much a part of us our mobile phones are," he adds.

A holiday in China placed Pickersgill in a rice field, and as he watched a farmer in a straw hat, against the backdrop of green fields, stop his work to answer his phone, the universality of his series struck him. "But China had restrictions in terms of doing a series there, so India became my first lap," says Pickersgill, who photo-stopped at Delhi, Rishikesh, Shillong and Mumbai.

One of the main differences between his original series and the one in India is the infusion of colour. Though his first series was black and white, Pickersgill realised India's vibrancy could not be contained in monochrome. "India has a lot of colour, it's overpowering," says Pickersgill, who works with film. "India was showing me how mobile phones could bring people together as well. So this series, which is also being made as a feature documentary, has a more rounded approach, showing how devices connect as well as disconnect, how new technologies create new behaviours."

In Kolkata, Pickersgill came across a group of girls in a cafe, standing on chairs and taking selfies. A few minutes later, they were seated side by side, sharing the photos. "We captured those very real moments, but with their permission removed the phones from their hands," says Pickersgill, who is creating the series in collaboration with calling app Tlkn. "The people, the poses, the scenarios we shoot are real, only the phones are missing," he adds.

In Shillong, Pickersgill captured a family at the dinner table, mum staring straight into the camera, the rest of her family staring deeply at their invisible mobiles. On a hillside, Pickersgill chanced upon a busload of tourists on a photo break, asked them to remain in pose, and then removed

their cellphones.

In Rishikesh, Pickersgill and crew interviewed a yogi, who spoke at length about how gestures were a way of displaying emotion and connection with the body, but the overuse of mobiles was changing body language from an instinctive action to a mere reaction. As the yogi paused in the middle of his discourse to answer his phone, Pickersgill asked him to freeze, then removed the phone from his hand, and took the shot. "The documentary is meant to open up conversation," says Pickersgill.

CBI probes Chennai firm plaint on UK co hand in multi-crore scam

CHENNAI: The CBI has commenced a probe into a possible several hundred crore money laundering scam involving a UK-based venture capital firm. The suspected fraud came to light when the promoter of Chennai-based Zynergy Solar Projects and Services Private Limited approached the Madras high court seeking a probe by economic wing of the CBI, based on his representation dated October 5.

When the plea came up for hearing on October 27, special public prosecutor for CBI told the HC that action was being taken in accordance with the law based on Zynergy's representation. Recording the submission, Justice G Jayachandran disposed of the plea. The primary allegation of Rohit Rabindranath, who floated Zynergy in 2007, is that TejKohli of Kohli Ventures, a UK-based investment firm, had "cheated him and utilised Zynergy for money laundering."

Deal with UK firm had been struck in July 2015

Rabindranath ventured into solar power generation in 2010, and in July 2015, he signed a strategic investment agreement with Kohli Ventures. It was agreed by both sides that ₹30 crore would be invested by Kohli Ventures through its nominees in Zynergy partially in the form of equity capital and partly as fully compulsorily convertible debentures (FCCD) and optionally fully convertible debentures (OFCD).

"An initial investment of $4.445 million (₹30 crore) in remittances came in August-December 2015 from Kohli Ventures and Cascade Global Pvt Ltd Hong Kong, through Cyprus and Cayman Islands. Shares constituting 51% of the shareholding were allotted to Cascade Energy Pte Ltd (Cascade) as per the agreements," the petitioner said.

However, after the allotment of shares and securities in favour of Cascase Systems, it came to light that the transfers contravened mandatory provisions of master circular issued by the RBI, dated July 1, 2015, under the Foreign Exchange Management Act, 1999. As per the circular, a non-resident investor may exit after a minimum lock-in period of one year and no such investor should be guaranteed any assured exit price at the time of making such agreement and to only exit at a fair price at the time of exit. This apart, Zynergy's banker KEB Hana Bank, said the KYC report of its 51% shareholder, Cascade Systems was negative and notified the firm to conduct due diligence, and said financial assistance granted by the bank would be withdrawn if the issue was not rectified.

"A due diligence conducted by us revealed that TejKohli was involved in several criminal cases that are pending and was also convicted by the United States district court, central district California. He was also prohibited from owning or being affiliated or employed by any financial institution insured by the Federal Deposit Insurance Corporation (FDIC) or from being employed in any capacity wherein he has custody, control or management of his employer's funds," the petitioner alleged.

Meanwhile, another banker of the company, Union Bank (UK), issued letters to the firm in March stating that Kohli if continued to be a shareholder in Zynergy, it would be constrained to call off the $4 million loan it had advanced.

On May 19 this year, income tax department officials attached the shares held by Cascade Systems in Zynergy under the Benami Property Transactions Act, 2016 on the ground that the act constituted a benami transaction as the investment was funded by Tej-Kohli and Cascade Global Limited, Hong Kong thus rendering the shares to be held by one person and the beneficial owner as someone else.

Drumstick price touches Rs 100 per kg

CHENNAI: After eggs, it's now the turn of drumsticks.

Prices of drumsticks on Saturday hit an all-time high of ₹100 per kg in the retail markets.

Hitherto, drumsticks were being sold at ₹ 50 per kg. However, due to reduced supply in the market, their prices have now risen to ₹100 per kg.

"Heavy winds in the drumstick growing areas had destroyed the crop and with less supply and increased demand, their prices have shot up," said P Anbuselvam, a retail trader.

Meanwhile, other vegetables too have seen a rise in prices due to reduced arrivals from the districts and neighbouring states. On Saturday, prices of broad beans touched ₹50 per kg when compared to ₹40 per kg last week. Green peas and small onions are being sold at ₹130 per kg.

Traders say the prices of vegetables will see a further rise in the next few days. Even tomatoes from Mulbagal in Kolar district of Karnataka were seen in fewer quantities at the Koyambedu wholesale market, thanks to a drop in supply

Two leopards die at Tirupati Zoo

TIRUPATI: Two leopards that were recently rescued were died at Sri Venkateswara Zoological Park in Tirupati.

The 8-year-old leopard was rescued from poachers trap at Mallarupally of Irala mandal in Chittoor district around a month ago. Another leopard was a cub aged about 10 months was trapped in the cage set up by the forest department officials at Kapilateerdam near Alipiri.

The cub leopard died on Monday and the bigger one died on Friday night. The cub that was caught in the cage has minor injuries on it but it has stopped taking food since it was caught. It became weak and died eventually. The doctors later found that live tape worms and round worms in its intestines. These worms leads to loss of appetite, anaemia and malnourishment.

The bigger one also stopped taking food. This one received injuries all over on its body after getting trapped in wires. It has not responded to the treatment given by the zoo officials and died after a month. The zoo curator Y Srinivasa Reddy told that both the leopards came to us in hopeless conditions. Our efforts went in vain as they succumbed to injuries he said.

Class X girl faints in school, doctors find her pregnant

CHENNAI: A Class X student who collapsed at a government school in the city two days ago was rushed to a private hospital which confirmed she was pregnant. On Saturday, police arrested a 27-year-old neighbour of the girl on charges of raping her and a court sent him to jail.

After a private hospital confirmed the pregnancy, the girl's mother took her to a government hospital where doctors, after an examination, alerted police about a school student brought there to abort a pregnancy.

Based on the information, police rushed to the hospital and questioned the girl and her mother before taking them to the police station for further inquiry. She told police that she had fallen in love with a construction worker who lives next to her house.

Preliminary inquiries revealed that the two had known each other for the past three years. They often met after she returned from school and the man returned from work. The girl's father is a coolie and the family lives in rented accommodation in a north Chennai neighbourhood.

The case has been to transeferred to an all-woman police station and a case registered under the Protection of Children from Sexual Offences (Pocso) Act.

CHENNAI: Income tax searches on the premises of jailed AIADMK leader V K Sasikala, family members and associates are set to continue as I-T officials are still ferreting out details from the documents seized so far.

On Friday night, they searched parts of Jayalalithaa's Poes Garden residence, especially the rooms used by her personal secretary S Poonkundran and Sasikala. Still, the room used by Jayalalithaa was not searched, said I-T officials. Poonkundran was appointed director of certain firms when Sasikala was sent out of Poes Garden in 2011. When she returned, she had him replaced.

I-T officials believe Poonkundran, who was said to be a glorified gatekeeper at Veda Nilayam, could lead them to information on businesses of Sasikala's extended family. "Nothing transpired at Veda Nilayam without Poonkundran's knowledge. He used to filter even Jayalalithaa's appointments," said an AIADMK source.

"We are going through the documents relating to the shell companies owned by Sasikala's extended family and business associates. We got some leads while questioning Poonkundran. It is in this connection that we entered Jayalalithaa's residence on Friday night. Though we searched 188 premises for 5 days, more places could be searched when we get additional information in the coming days. Veda Nilayam is the first among them," an I-T official told TOI.

I-T officials did not respond when asked why Jayalalithaa's residence, and her Kodanad and Siruthavur bungalows were not searched in the initial round. Sasikala had been using all these premises for years. I-T officials had dropped into the Jaya TV building adjacent to Veda Nilayam more than a week ago, but they took more than a week to enter Jayalalithaa's residence.

"In Friday night's search, we have seized some original documents of companies owned by Sasikala's family members. The photocopies were seized from various other places earlier. Some photocopies were seized from a shop in Chennai, where they were dumped when searches were going on last week," the official said.

‘Bridge course soon for dentistry students to pursue MBBS’

Highlighting the need to give importance to oral healthcare and hygiene in rural areas, Dibyendu Mazumdar, president, Dental Council of India, spoke about a number of initiatives and plans of the council.

Prof. Mazumdar was speaking at the International College of Dentists: India, Sri Lanka and Nepal section, Conference and Convocation 2016 that was held in the city on Saturday.
Stressing that every student needed to be well-trained, Prof. Mazumdar spoke of CCTVs being set up in dental colleges at the outpatient sections,classrooms and departments.

“I have heard of ‘ghost postgraduates’ now...we all know about visiting teaching staff,” he said.
Mushrooming of colleges

On the efforts of the council to stop the mushrooming of dental colleges in the country, he said that the initiative had to come from the States.

He also spoke of introducing basic and advanced life support courses as well as forensic medicine for students.

A proposed bridge course, where students who had completed dentistry would be able to do a three-year MBBS course, is in its primary phase, he said, adding that these students would have to serve a minimum of five years in rural areas.

Prof. Mazumdar also said initiatives were being taken to ensure there were dental surgeons up to the primary health centre level, stipends for interns and PG students and that efforts were on to bring in dental insurance.

Rajiv Chugh, secretary general, ICD-India, Sri Lanka & Nepal Section, spoke of the organisation spread across 122 countries that has 12,000 fellows.

Rajesh Chandna, president, International College of Dentists, S.M. Balaji, president, ICD Section VI, M. Mala, chairperson, Tagore Educational Trust and others also participated.

 Money laundering case against Orissa HC ex-judge; Rs 3 crore the ‘rate card’

The ED case is based on a CBI FIR in the matter which had set off a judicial storm in the apex court last week. The agency had arrested Quddusi and five others on September 20 and also searched their premises.

 THE Enforcement Directorate has registered a case of money laundering against former Orissa High Court judge I M Quddusi and five others for allegedly trying to influence court proceedings over an application to grant admission rights to a Lucknow-based medical college barred by the Medical Council of India (MCI).

The ED case is based on a CBI FIR in the matter which had set off a judicial storm in the apex court last week. The agency had arrested Quddusi and five others on September 20 and also searched their premises. Sources in CBI and ED said that investigations have revealed that Quddusi and his associates had demanded Rs 3 crore from the medical college, Prasad Institute of Medical Sciences, to get a favourable judicial order.

“It was their going rate. They have similarly taken money from other people to get them favourable orders in courts. How this was being done is a matter of investigation,” an official privy to probe details said. There are over 80 phone intercepts with CBI and ED where the accused are allegedly heard talking about the conspiracy. The CBI has already obtained voice samples of Quddusi to match those found in the intercepts.

The CBI has recovered Rs 1.86 crore cash and documents from the accused, which are being scrutinised, sources said. It is currently recording statements of various witnesses, sources added. Notably, ED has powers to attach properties belonging to the accused of the value of alleged money laundering involved in the alleged offence. Sources said such proceedings will be initiated once the probe progresses further.

All six accused are out on bail. The CBI questioned Quddusi twice after he secured bail. It told the court recently that Quddusi allegedly got “one instalment of gratification from accused B P Yadav”. Seeking further custody of the two, the CBI had said, “Their role is required to be interrogated (to know) how the amount of gratification was paid, by whom, and what was the way of transaction.”
Sources said phone intercepts of conversations regarding Prasad Institute of Medical Sciences, one of 46 medical institutions barred due to poor infrastructure, prompted the CBI to arrest Quddusi, who had served in High Courts of Allahabad, Orissa and Chhattisgarh.

The five others arrested were B P Yadav and Palash Yadav, promoters of the medical college; alleged middleman Biswanath Agrawal; alleged hawala operator Ram Dev Saraswat; and Bhawana Pandey, Quddusi’s alleged associate.

Quddusi’s lawyer Vijay Aggarwal refused to comment on the fresh developments and the allegations made against the former judge. The CBI FIR alleged that promoters of the Lucknow medical college, barred from admitting students for two years, had approached Quddusi, who allegedly promised relief in exchange for bribes to influential people.

The college challenged the government order in Supreme Court. The court, the FIR said, directed the government on August 1 to consider afresh the material on record. The government heard the matter and barred the college from admitting students for 2017-18 and 2018-19 academic sessions. It also authorised MCI to cash the college’s bank guarantee of Rs 2 crore.

The college promoters moved the Supreme Court and at the same time also allegedly got in touch with Quddusi and Bhawana Pandey who, the FIR says, promised to get the matter settled. According to CBI, Quddusi advised the promoters to withdraw the petition in SC and file a petition in Allahabad HC. The promoters moved the HC on August 25.

In an interim relief, HC ordered that the college “shall not be delisted from the list of colleges notified for counselling till the next date of listing i.e. August 21, 2017”, the FIR says. The court also stayed MCI from cashing the bank guarantee until the next hearing.

The MCI moved SC against this. The apex court disposed of the matter on August 29, with the college submitting that it “does not claim any benefit from the order passed by HC”. At this point, according to CBI, Quddusi and Pandey “assured to get the matter settled” through their contacts.

Plea to direct governments to pay Rs 1 crore to ryot’s family

CHENNAI: A public interest litigation has been filed in the Madras High Court for a directive to the State and Central governments to pay a compensation of `1 crore to the family of an agriculturist in  Tiruvannamalai district, who died after allegedly being assaulted by recovery agents of a nationalised bank on November 5 last.

The first bench of Chief Justice Indira Banerjee and Justice M Sundar, before whom the PIL from S Rajinikanth, president of TN Progressive Advocates Association, came up, ordered notice to the Secretary, Union Finance Ministry, Reserve Bank of India Governor and authorities of the State government, returnable by November 20.

The PIL also prayed for a directive to the State government to take stern action against those responsible for the death of the agriculturist Gnanasekaran (55).

The petitioner submitted that Gnanasekaran had obtained a loan of `5 lakh for purchasing a tractor from the Sathanur branch of SBI four years ago. He had returned `3 lakh. He could not repay the remaining `2 lakh for the past two years due to severe drought.

While so, recovery agents of the bank trespassed into his house on November 4 last, damaged household articles and assaulted him and his family members, including women. Gnanasekaran died the next day, the petitioner alleged.

Nalini did not give proof of daughter’s visit, proposed wedding’

CHENNAI: Nalini Sriharan, an accused in the former Prime Minister Rajiv Gandhi assassination case, has neither given a valid proof of her daughter’s visit to India and her proposed wedding, to consider her plea for six months ‘ordinary leave’, the State government said in its counter-affidavit filed in the HC on Thursday.

The counter was filed by the Joint Secretary, Home department, in response to a petition from Nalini, praying for a directive to the special prison for women at Vellore, where she is serving life term, to grant her six months leave for arranging and attending the wedding of her daughter.

Opposing grant of any relief, the counter said it was not known whether her daughter is living in India or proposing to visit the country. There was also no proof in support of the marriage claim. No material is furnished to verify the genuineness of her request. It manifests that she wants to get ordinary leave under the pretext of making wedding arrangements for her daughter, the counter said.
In her petition, Nalini had stated that her daughter Haritha lived in London with her grandparents and that she was not an Indian citizen. When the fact being so, Nalini had not given any valid proof like copy of her daughter’s travel document in support of her request for parole, the counter added.

The probation officer, to whom the request was referred, had made enquiries and filed a report to the government stating that the release of the prisoner is likely to breach peace in the locality. Based on his findings, the officer has also recommended against her request. The High Court, on earlier occasions had rejected her plea for premature release through a scheme introduced by the State for life convicts who were in jail for 20 years, the counter pointed out.

In her petition Nalini, who had completed 26 years in prison, claimed that as a life convict, she was entitled to one month’s leave, once in two years of imprisonment. So far, she had  not availed herself of any such leave. Since she had to make arrangements for the wedding of her daughter, she needed the long leave. She had already sent a representation in this regard to the CM on November 12, 2016.

NRIs, persons of Indian origin need not link bank account, PAN with Aadhaar: UIDAI

NEW DELHI: NRIs and PIOs are not required to link bank accounts and other services with Aadhaar, the Unique Identification Authority of India (UIDAI) said today, while instructing various implementation agencies to work out a mechanism to verify the status of such individuals.
It said the Prevention of Money laundering Rules 2017 and the Income Tax Act clearly stipulate that the linking of bank accounts and PAN respectively, "is for those persons who are eligible to enrol for Aadhaar".

It said all central ministries and departments, state governments and other implementation agencies should bear in mind that Aadhaar as an identity document can be sought only from those eligible for it under Aadhaar Act, and that most NRIs/PIOs/ OCIs may not be eligible for its enrolment.
The Aadhaar-issuing body said several representations had been received about problems faced by Non-Resident Indians (NRIs), Person of Indian Origin (PIOs) and Overseas Citizens of India (OCI) where Aadhaar was being demanded with regard to various services and benefits.
It said that some Departments and implementing agencies were asking NRIs/OCIs/PIOs to submit or link their Aadhaar for availing services and benefits, despite the fact that they were not entitled to the 12-digit biometric identifier.

New Delhi: NRIs and PIOs are not required to link bank accounts and other services with Aadhaar, the Unique Identification Authority of India (UIDAI) said today, while instructing various implementation agencies to work out a mechanism to verify the status of such individuals.

It said the Prevention of Money laundering Rules 2017 and the Income Tax Act clearly stipulate that the linking of bank accounts and PAN respectively, "is for those persons who are eligible to enrol for Aadhaar".

It said all central ministries and departments, state governments and other implementation agencies should bear in mind that Aadhaar as an identity document can be sought only from those eligible for it under Aadhaar Act, and that most NRIs/PIOs/ OCIs may not be eligible for its enrolment.

The Aadhaar-issuing body said several representations had been received about problems faced by Non Resident Indians (NRIs), Person of Indian Origin (PIOs) and Overseas Citizens of India (OCI) where Aadhaar was being demanded with regard to various services and benefits.

It said that some Departments and implementing agencies were asking NRIs/OCIs/PIOs to submit or link their Aadhaar for availing services and benefits, despite the fact that they were not entitled for the 12-digit biometric identifier.

Karnataka doctors call off strike after meeting with CM Siddaramaiah

Belagavi/Bengaluru: In a huge relief for thousands of patients across the state, who have been deprived of treatment over the last few days,  private doctors on strike were able to arrive at an understanding  with the government on the Bill to regulate their services at their crucial meeting with Chief Minister Siddaramaiah in Belagavi on Friday.

Emerging from the four-hour brainstorming session, the Chief Minister told reporters here that a modified Karnataka Private Medical Establishments (Amendment) Bill would  be introduced in the Legislative Assembly on Monday, incorporating the changes suggested by the agitating doctors.

“The doctors are satisfied with the modifications to be made to the Bill, which the government has decided to introduce in the larger interest of the medical fraternity and the common man,” he said.   
While Mr Siddaramaiah claimed the doctors had agreed to call off agitation, the IMA was more cautious. Unlike the CM, who had no hesitation saying, "I will tell you on behalf of doctors that they  agreed to withdraw their hunger strike at the meeting," IMA, Karnataka chapter president, Dr Ravindranath, who was present at the press conference, was more hesitant, saying he would take a final call on withdrawing the agitation after holding a meeting with association members.

Though the CM did not disclose the changes being made to the Bill, Dr H. Sudarshan Ballal, chairman, Manipal Hospitals, later revealed that the government had agreed to remove the imprisonment clause for doctors violating the provisions of the new law and have the grievance redressal committee headed by the Deputy Commissioner with doctors and various women representatives as members and refer any case of clinical negligence to the Karnataka Medical Council, which was already handling such cases.

 "It has also been decided to introduce a clause on cases filed by the people to harass doctors. Overall, it was an amicable meeting and IMA Karnataka will be resuming work from Saturday," he said. Meanwhile, explaining the government's stance, the Chief Minister said that acting on the High Court's orders, he held meetings with experts, senior cabinet colleagues and doctors on the KPME Bill over the last few days. "After a two-hour meeting with my senior cabinet colleagues Thursday night, we decided to make changes to the KPME Bill and clarify the doubts of doctors and of the people about it," he said. Asked about the deaths of 25 patients during the doctors' strike, he shot back saying, "Do you have any evidence to show that they died due to the ongoing strike?"  Dr Ravindranath, however, said he was prepared to own moral responsibility for the deaths, whether or not they were caused by doctors' agitation.

Health Minister Ramesh Kumar highlighted some of the positive aspects and advantages of the Bill , saying  it would redress the problems in the healthcare mechanism of the state.

Kidnap and release of Madurai businessman’s daughters: Rs 50 lakh ransom paid to gang

MADURAI: A Madurai-based businessman paid Rs 50 lakh as ransom to ensure the release of his two daughters on Thursday, police said on Friday. The Madurai city police formed special teams to nab the gang that was on the run with the ransom amount after releasing the girls near their home on Thursday night.

K Anusri, 8, and her sister K Jayasri, 4, who are daughters of businessman Karthigaiselvan of New Pankajam Colony, were kidnapped while they were being taken to school by his driver. Karthigaiselvan, 36, is a wholesale trader of various edible items and has manufacturing units in the city.

The kidnappers had initially demanded Rs 2 crore as ransom. However, later they settled for Rs 50 lakh.

Police sources said as instructed by the gang, Rs 50 lakh was kept near Gandhi Memorial Museum in the city. The gang collected the amount. An hour later, the gang members released the children around 200 metres way from their house.
Sources said two people, including a woman from Madhichiyam, had been detained by the Teppakulam police in connection with the kidnap. Further inquiries were on. The police were yet to identify the mastermind behind the kidnap.

Madurai city police commissioner Mahesh Kumar Aggarwal said the gang members would soon be arrested.

HC allows 742 debarred lawyers to practise in courts

Chennai: A total of 742 advocates, who were debarred by the Bar Council of Tamil Nadu and Puducherry from practising before any court, got a minor reprieve on Friday, when the Madras high court allowed them to practise until further orders.

They had been debarred in view of a single judge order that those who had obtained law degree on the basis of a foundation degree under the open university system should be removed from the rolls.

Admitting a petition filed by V S Nagaraj, who moved the court to quash the Bar council decision, the first bench of Chief Justice Indira Banerjee and Justice M Sundar said, "Any action taken by council is subject to the result of the writ petition. We request the council not to take any action without the leave of the court."

The council on November 11 informed that show cause notices will be issued to 742 lawyers who pursed legal education based on degrees obtained in open university and subsequently enrolled as advocates. The decision was made by the special committee of the Council, as the enrolments were allowed in violation of Legal Education Rules, 2008.

On November 11, a communication issued by the council's secretary said the special committee had passed a resolution to this effect at its meeting on November 9.

GoAir services on 22 new routes this winter

Chennai: GoAir has announced additional flights for the winter schedule effective from November 23. It will operate flights on 22 new routes.

GoAir will strengthen its presence in Ahmedabad, Bengaluru, Chennai, Delhi, Hyderabad, Kochi, Kolktata, Lucknow, Nagpur and Patna with the addition of these new flights.

The induction of new A320 NEOs will see GoAir's fleet strength touch to 31 aircraft. Most of the routes connect tier II and Tier III cities to metros.

There will be three new daily flights between Chennai and Kochi. Eight additional frequencies on existing routes are also planned.

The airline has announced a special fare starting at Rs 1,212 plus taxes on all new sectors. The booking period will be from November 18 to 21 for the travel period fromNovember 24, 2017 to October 28, 2018.

HC confirms jail term of Sasikala’s husband Natarajan

CHENNAI: The Madras high court on Friday confirmed the conviction of M Natarajan, husband of jailed AIADMK leader V K Sasikala, in a car import case in which he was sentenced to undergo a twoyear jail term by a special CBI court in October 26, 2016.

The case is of 1994 vintage when Natarajan imported a Toyota Lexus car declaring it a used vehicle of 1993 model. It turned out that the car was a new one, and the false declaration had caused ?1.06 crore loss to the exchequer.

Natarajan's nephew V Bhaskaran, Yogesh Balakrishnan and bank official Sujaritha Sundararajan too were found guilty and ordered to serve prison terms.

Natarajan, who underwent multiple organ transplants in a city hospital on October 4, was discharged from the hospital on November 2.

Original sale invoice was substituted: HC

On Friday, Justice G Jayachandran upheld the verdict of the trial court, dismissed the appeal filed by the accused and directed the court to secure and send them to jail to serve the remaining period of sentence, if any. Upholding the October 26, 2016 verdict of a special CBI court, ii said: "There is ample evidence placed before the court by the prosecution to show that the accused have involved in cheating the government by producing forged documents.

It is unfortunate that senior customs officers who were the members of the conspiracy were not prosecuted, since the prosecuting agency was refused sanction by competent authority. This cannot be the reason to allow the other conspirators to go scotfree. This court opines this is high time to revisit law mandating sanction under Prevention of Corruption Act, and subject it to judicial scrutiny." Refusal to accord sanction should also be subject to scrutiny so that improper exercise of power by unscrupulous person shielding his subordinate shall be averted, Justice Jayachandran added.

Dismissing the appeal, he then directed the trial court to send the accused to jail. According to CBI, the accused substituted the original sale invoice with a photocopy of an invoice fabricated by changing the manufacturing date to July 1993. They cleared the car under transfer of residence provision, causing a loss of ?1.06 crore to the exchequer.

CHENNAI: During a late night search at the Poes Garden house of former chief minister J Jayalalithaa on Friday, officials of the income tax investigation wing seized a laptop, a desktop and a few pen-drives from two rooms used by jailed AIADMK leader V K Sasikala, according to sources.

The search operation, which also covered a room on the premises used by Jaya's personal assistant Poongundran, was carried out in the presence of Vivek Jayaraman, CEO of Jaya TV and nephew of V K Sasikala, say sources.

As news of the search operation spread, AIADMK workers started arriving at the late leader's residence in droves. At least a dozen supporters of TTV Dhinakaran were detained by police after one of them threatened self-immolation and a few of them squatted on the road raising slogans against the BJP-led central government.

In a tweet, T T V Dhinakaran called the search operation a betrayal to Jayalalithaa's spirit and wondered as to 'how far will Edappadi Palaniswamy and his deputy O Panneerselvam - who have pawned AIADMK - will go to save their government and position.' Initial reports quoting sources said I-T sleuths were carrying out searches at the room of Jayalalithaa's personal assistant S Poongundran.

After 1996, when the state vigilance department conducted a search at Veda Nilayam, this is the first time a search is being conducted at Jayalalithaa's residence.

தமிழ்நாடு தொடக்கப் பள்ளி ஆசிரியர் கூட்டணி மாவட்டச் செயலாளர் ஜோசப்சேவியர் கூறுகையில், ''சிவகங்கை, தேவகோட்டை போன்று மாநிலம் முழுவதும் பல நகராட்சிகள் கிரேடு '2' ல் நீக்கப்பட்டுள்ளன.
இதனால் அரசு ஊழியர், ஆசிரியர்களுக்கு அதிகபட்சம் வீட்டுவாடகைப்படி 3,200 ல் இருந்து 2,400 ரூபாயாக குறைந்துள்ளது. இதில் சிவகங்கை மாவட்ட தலைநகராகவும் உள்ளது. இதனை சரிசெய்து அரசாணை வெளியிட வேண்டும்,'' என்றார்.
