`எப்பா முன்னாடியே சொல்லிருக்க கூடாதா?' - தமிழிசைக்கு மல்லிகைப்பூ விற்ற பாட்டி கலகல!

புதுக்கோட்டை மாவட்டம் அறந்தாங்கி அருகிலுள்ள மேற்பனைக்காடு கிராமத்தில் நேற்று நடைபெற்ற தனியார் அறக்கட்டளைத் தொடக்க விழாவில் கலந்துகொள்வதற்காகத் தமிழிசை வந்தார். புதுக்கோட்டை வழியாகக் காரில் அவர் செல்லும்போது, ஆலங்குளம் அடுக்குமாடி குடியிருப்பு அருகில் அவரது கார் திடுதிப்பென்று நின்றது .பாதுகாப்புக்காக முன்னால் விரைந்துகொண்டிருந்த வாகனத்திலிருந்த போலீஸார் பதறி, அதே வேகத்தில் தங்களது வாகனத்தை ரிவர்ஸ் எடுத்து வந்தனர். சாலையின் நடுவில் தமிழிசை வந்த வாகனம் நின்றதால், பின்னால் வந்துகொண்டிருந்த மற்ற வாகனங்களும் வரிசைக்கட்டி நின்றன. விஷயம் தெரியாத உள்ளூர் வாசிகள் அலுவலகம் செல்லும் பரபரப்பில் டிஃராபிக் ஜாம் ஏற்பட்டுவிட்டதாகக் கருதி, தொடர்ந்து ஹாரன் அடித்துக்கொண்டிருந்தார்கள். சில விநாடிகளில் அந்த இடத்தில் பரபரப்பு பற்றிக்கொண்டது.
இதெல்லாம் நடந்துகொண்டிருந்தபோதே, தமிழிசையின் கார் கதவைத்திறந்துக்கொண்டு, உதவியாளர் ஒருவர் ஓட்டமும் நடையுமாகச் சாலையைக் குறுக்கே கடந்து எதிர்ப்புறம் இருந்த சிறிய பூக்கடையை நெருங்கினார். அங்கிருந்த பாட்டியிடம் 100 ரூபாய்க்கு மல்லிகைப்பூ கேட்டு, 500 ரூபாய் நோட்டை நீட்டினார். அதற்கு அந்தப்பாட்டி, "காலையிலேயே 500 குடுத்தா எப்படி. நான் சில்லறைக்கு எங்கே போவேன்" என்று கேட்க, அருகில் இருந்த பழக்கடைக்காரர் காரில் தமிழிசை அமர்ந்திருப்பதைப் பார்த்துவிட்டு, சூழலைச் சட்டெனப் புரிந்துகொண்டு, ஐந்நூறு ரூபாய்க்கு சில்லறை கொடுத்தார். பூவையும் சில்லறையையும் வாங்கிக்கொண்டு விரைந்த அந்த உதவியாளர், பூவை தமிழிசையிடம் கொடுக்க, அதை வாங்கி மெல்லிய சிரிப்புடன் தன் தலையில் சூட்டிக்கொண்டார். அதன் பிறகு, அவர் கார் விரைந்து சென்றது.
நாம் அந்தப் பாட்டியிடம் சென்றோம். அதற்குள் அந்தப் பாட்டியைச் சூழ்ந்துக்கொண்ட அண்டைக்கடைக்காரர்கள், தமிழிசைக்குத்தான் பூ வாங்கிச் சென்றார்கள் என்ற தகவலைச் சொன்னார்கள். ஆனால், அந்தப்பாட்டியோ எந்தவித ஆச்சர்யத்துக்குள்ளாகாமல் பேரமைதியுடன் அமர்ந்திருந்தார். நாம் அவரிடம் பேச்சுக் கொடுத்தோம். "எனக்கு யாருக்கு பூ வாங்கிட்டுப் போறாங்கனு தெரியாதப்பா. தமிழிசைன்னு சொன்னாங்க. பெரிய கட்சித்தலைவராம். முன்னாடியே சொல்லிருந்தா, அந்த அம்மாவைப் பார்த்து என் கஷ்டத்தைச் சொல்லி உதவி கேட்டிருப்பேன். போகவிட்டுச் சொல்றாங்க. அவங்களைத் துரத்திகிட்டா போவ முடியும்" என்றவரிடம், 'அப்படி என்ன கஷ்டம் பாட்டி உங்களுக்கு' என்று கேட்டோம். எனக்கென்ன கஷ்டம். வீட்டு வாடகை குடுக்க முடியலை. இந்தக்கடைக்கு பூவாங்க சமயத்துல காசு இருக்காது. அந்தச் சமயத்துல கடை போட முடியாது. அன்னிக்கு பட்டனிதான். இந்தக்கடையை மூடாம நடத்த கொஞ்சம் பணம் வேணும். இதுதான் என்னோட கஷ்டம். ஆனாலும், அந்தம்மாதான் இன்னிக்கு முதல் போணி. 100 ரூபாய்க்கு பூ வாங்கி எனக்கு சந்தோஷப்படுத்திட்டாங்க" என்று குழந்தையின் குதூகலத்துடன் பேசிய அந்தப் பாட்டியின் பெயர் சாரதா. வயது 70. கணவர் இறந்துவிட்டார். ஒரு மகன் ஒரு மகள். இந்தப்பாட்டிதான் பூ விற்கும் வருமானத்தில் தன் மகனுக்கு சோறு போடுகிறாராம்.

நடிகர்களின் ரசிகர்களின் ஒரு க்ரூப் உண்டு. அந்த நடிகரின் ஒரு சில படங்களுக்கு மட்டும் வெறித்தனமான ரசிகர்களாக இருப்பார்கள். அதுபோல நோக்கியாவின் ரசிகர்களில் 3310 மொபைலுக்கு ரசிகர்களின் எண்ணிக்கை கொஞ்சம் அதிகம்தான். இன்று ஆப்பிள், ஆண்ட்ராய்டு என பயன்படுத்தும் பெரும்பாலானோரின் முதல் மொபைலாக நோக்கியா 3310 இருந்திருக்கக்கூடும். மேலும், ஸ்னேக் கேம் இதன் தனித்துவமான அடையாளமாகவே மாறிப்போனது. 2000-ம் ஆண்டில் வெளியான இது உலகம் முழுவதும் 126 மில்லியன் மொபைல்கள் விற்று சாதனை படைத்தது. இந்த மொபைல் பல நாடுகளில் நோக்கியாவின் சகாப்தத்தைத் தொடங்கிவைத்தது என்றே கூறலாம்.

அதன் பிறகு மொபைல் சந்தையில் ஏற்பட்ட வளர்ச்சியின் காரணமாக அதிக வசதிகள்கொண்ட மொபைல்கள் வெளியாக படிப்படியாக காணாமல் போனது 3310. அதன் பிறகு நோக்கியாவே சத்தமின்றி காணாமல் போனது. இந்நிலையில்தான், கடந்த வருடம் மீண்டும் மொபைல் சந்தையில் நுழைவதாக நோக்கியா அறிவித்தது. சந்தையில் நுழைந்த பிறகு தொடர்ச்சியாக ஆண்ட்ராய்டு மொபைல்கள் அறிமுகப்படுத்தப்பட்ட நிலையில், தனது 3310 மொபைலையும் மீண்டும் அறிமுகப்படுத்தப் போவதாக தெரிவித்தது நோக்கியா. சொன்னது போலவே 3,310 ரூபாய்க்கு அறிமுகம் செய்யப்பட்டது.



பழைய மொபைலின் வடிவத்தை புதிய மொபைலில் ஓரளவுக்குக் கொண்டுவந்து கேமரா, டூயல் சிம் என இந்தக் காலத்துக்கு தகுந்தவாறு வடிவமைக்கப்பட்டிருந்தது புதிய நோக்கியா 3310. அவ்வளவும் செய்த நோக்கியா தவறு செய்தது விலை விஷயத்தில்தான். இரண்டாயிரம் ரூபாய்க்கே ஆண்ட்ராய்டு மொபைல்கள் வரிசை கட்டி நிற்க பேஸிக் மாடல் மொபைலான நோக்கியா 3310 ஐ வாங்குவதற்கு சற்றே யோசித்தார்கள் மக்கள். இருந்தாலும் பழைய நினைவுகளை மனதில் வைத்து விலையைப் பற்றி கவலைப்படாமல் அதை வாங்கியவர்களும் உண்டு.

அடுத்து வெளியாகப் போகும் புதிய நோக்கியா 3310 வின் புகைப்படங்களும் வெளியாகியுள்ளன. இந்த மொபைலின் வெளித்தோற்றத்தில் எந்த மாறுதல்களும் செய்யப்படவில்லை. மாறாக அதன் உள்ளே சில மாற்றங்களைச் செய்துள்ளது நோக்கியா. இன்டர்னல் மெமரியை 512 MB யாக அதிகரித்துள்ளது. புதிய இயங்குதளம் பயன்படுத்தப்பட்டிருப்பதால் வாட்ஸ்அப் இதில் இயங்கும் வாய்ப்பு அதிகம். மேலும், இதில் 4G வசதியும் இருக்கிறது. வரும் பிப்ரவரி மாதம் பார்சிலோனாவில் நடைபெற இருக்கும் MWC 2018-ல் இந்த மொபைல் அறிமுகப்படுத்துவதற்கான வாய்ப்புகள் அதிகம். 4G வசதியோடு திரும்ப வரும் நோக்கியா 3310 மக்களிடையே வரவேற்பைப் பெரும் என நம்பலாம்.

சீரியஸாக அரசியல் தொடர்பான ட்வீட்களை நடிகர் கமல் பதிவிட்டுக் கொண்டிருந்த சமயத்தில், ''நீங்கள் எப்போது அரசியல் பிரவேசம் செய்வீர்கள்'’ என்று ஊடகத்தினர் கேட்ட கேள்விக்கு, ''நான் ஏற்கெனவே அரசியலில்தானே இருக்கிறேன்” என்று பளிச்சென பதில் சொன்னார் கமல். ஆனால் ரஜினி , 1996-ல் அப்போதைய முதல்வர் ஜெயலலிதா மீது கடுமையான விமர்சனங்களை வைத்தது, 1998-ல் நடந்த நாடாளுமன்றத் தேர்தலுக்கு இரண்டு நாள்கள் முன்பு கோவை குண்டுவெடிப்புச் சம்பவம் தொடர்பாக கருத்துகளைக் கூறியது, 2004-ல் பா.ம.க-வுக்கு எதிராக அரசியல் விமர்சனங்களை முன்வைத்தது என வெளிப்படையாகவே அரசியலில் தன்னை  அடையாளப்படுத்திக் கொண்டிருந்தாலும், ‘'காலம் கனியும்போது எனது அரசியல் பிரவேச முடிவை வெளியிடுவேன்'’, “ஆண்டவனுக்குதான் தெரியும்” என்பது போன்று தொடர்ந்து கூறிவந்தார். கிட்டத்தட்ட 21 வருடம் கழித்து 2018-ல் அவருக்கு காலம் கனிந்திருக்கும் நிலையில், ‘'நான் அரசியலுக்கு வருவது உறுதி. வரும் சட்டமன்றத் தேர்தலில் 234 தொகுதிகளிலும் சந்திப்போம்’' என்று சூளுரை விடுத்திருக்கிறார். தனது இந்தப் பரபரப்பான அரசியல் அறிவிப்பை அடுத்து முக்கிய நபர்களைச் சந்தித்து வருகிறார் ரஜினி. அதன் ஒருகட்டமாக நேற்று சென்னைக் கோபாலபுரத்தில் தி.மு.க. தலைவர் மு.கருணாநிதியைச் சந்தித்தார். அவருடனான ரஜினியின் இந்தச் சந்திப்பை தி.மு.க செயல் தலைவர் ஸ்டாலின் வரவேற்கவில்லை என்று நேற்று சந்திப்பின்போது உடனிருந்த கழக வட்டாரங்கள் கூறுகின்றன. இதுகுறித்து அவர்கள் கூறுகையில்...

''நேற்று காலை நடிகர் ரஜினி வீட்டிலிருந்து போன் செய்து கருணாநிதியைச் சந்திக்க நேரம் கேட்டார்கள். சாதாரணமாகக் கட்சி ஆள்கள் அப்பாயின்மென்ட் கேட்டால் உடனடியாக நேரம் ஒதுக்கித் தந்துவிடும் கருணாநிதியின் உதவியாளர்கள், ரஜினி அப்பாயின்மென்ட் கேட்டதும்... அவர் தற்போது அரசியல் அறிவிப்பை வெளியிட்டிருக்கும் சூழலில் நேரம் ஒதுக்கச் சற்றே யோசித்தார்கள். பிறகு, ‘நீங்கள் நேரடியாக ஸ்டாலினிடமே கேட்டுக்கொள்ளுங்கள்’ என்று கூறியுள்ளனர். ஸ்டாலின்...'நேரம் ஒதுக்குவதா... வேண்டாமா’ என்று யோசித்துக்கொண்டிருந்தபோதே மீடியா தரப்புக்குச் செய்தி சென்றுவிட்டதால், ரஜினியைத் தவிர்க்கமுடியாமல் மாலைக்கு மேல் கோபாலபுர இல்லத்தில் கருணாநிதியை வந்து சந்திக்க ரஜினிக்கு கால அவகாசம் ஒதுக்கியிருக்கிறார். சரியாக இரவு 8:20 மணிக்கு கோபாலபுரத்துக்கு வருகை தந்திருக்கிறார் ரஜினி. கோபாலபுரம் இல்லத்துக்கு வரும் முக்கிய விருந்தினர்களை வாசல்வரை சென்று வரவேற்கும் ஸ்டாலின், நேற்று ரஜினி வந்தபோது வீட்டுக்குள்ளேயே நின்று வரவேற்றிருக்கிறார். ரஜினியை, நேரே மாடியில் இருக்கும் கருணாநிதியின் அறைக்கு அழைத்துச் சென்றிருக்கிறார். அறையில் ஸ்டாலின், திருவள்ளூர் தொகுதி எம்.எல்.ஏ. மற்றும் கருணாநிதியின் உதவியாளர் தவிர வேறு யாருக்கும் அனுமதி தரப்படவில்லை. ரஜினி கருணாநிதியைச் சந்தித்து உடல்நிலை பற்றி விசாரிக்க, அதற்கு கருணாநிதியின் உதவியாளரிடமிருந்து மட்டுமே பதில் வந்திருக்கிறது. ஸ்டாலின் மௌனமாகவே இருந்திருக்கிறார். அடுத்து தயாளு அம்மாளைப் பார்க்க, ‘அம்மா எங்கே இருக்கிறார்’ என்று ரஜினி கேட்டதும், 'அம்மா நன்றாக இருக்கிறார்’ என்று கூறி ஸ்டாலின் தயாளு அம்மாளின் அறைக்கு அவரை அழைத்துச் சென்று காண்பித்தார். இதுமட்டுமே இருவருக்கும் இடையே நிகழ்ந்த அதிகபட்ச உரையாடல். இதையடுத்து ரஜினி அந்த இடத்திலிருந்து கிளம்பியிருக்கிறார். ரஜினி கிளம்பியதும் பத்திரிகையாளர்கள் ஸ்டாலினை மொய்க்க, என்ன பதில் சொல்வது என்று தெரியாமல் திணறினார். அதனால் கருணாநிதியின் உதவியாளரை உடனடியாக அழைத்து, ‘மீடியாவுக்கு என்ன சொல்வது?’ என்று கேட்டு, அதன் பிறகுதான், 'உடல்நிலை குறித்து விசாரிப்பதற்கே இந்தச் சந்திப்பு. தமிழர் பண்பாட்டின் அடிப்படையில் விருந்தினரை வரவேற்று உபசரித்தோம்’ என்று மீடியாவுக்கு பதிலளித்தார்.

அ.தி.மு.க.விலும் தொடர்ந்து உள்கட்சி சிக்கல் நீடித்துவரும் சூழலில், அடுத்த சட்டமன்றத் தேர்தலில் தி.மு.க-வுக்குப் பெரிதாக யாரும் போட்டியாக இருக்கமாட்டார்கள் என்று ஸ்டாலின் எண்ணியிருந்த நிலையில், தற்போது ரஜினி அரசியல் பிரவேசம் பற்றி அறிவித்து பரபரப்பை ஏற்படுத்தியிருப்பதுதான் ஸ்டாலின் முகம்கொடுத்துக் கூட பேசாததற்குக் காரணம். 'முரசொலி' பவளவிழாவில்கூட இதே காரணப் பின்னணியில்தான் ரஜினி மேடையேற மறுத்தார்” என்று கழக வட்டாரங்கள் கூறுகின்றன. 

'பெரியாரும், அண்ணாவும், கருணாநிதியும் பண்படுத்திய திராவிட மண்’ என்று ஒருபுறம் ஸ்டாலின் பேசிவந்தாலும்.. துரைமுருகன், 'ரஜினியின் அரசியல் வருகையால் தி.மு.க-வுக்கு எந்தப் பாதிப்பும் இல்லை’ என்று கூறி வந்தாலும் 1996-ல் ரஜினியின் அரசியல் கருத்துகளை வரவேற்றதுபோல தற்போதைய கழக வட்டாரங்கள் அவரது அரசியல் அறிவிப்பை வரவேற்கவில்லை என்பதாகவே தெரிகிறது.

ஜனவரி 6-ம் தேதி தஞ்சை மாவட்டத்திற்கு உள்ளூர் விடுமுறை அளித்து மாவட்ட ஆட்சியர் உத்தரவு பிறப்பித்துள்ளார்.

தஞ்சை மாவட்டம் திருவையாறில் தியாக பிரம்ம மஹோத்சவ சபாவின் 171-வது தியாகராஜர் ஆராதனை விழா நேற்று தொடங்கியது. விழாவை கவர்னர் பன்வாரிலால் புரோகித், குத்து விளக்கேற்றி தொடங்கி வைத்தார்

தியாகராஜரின் 171வது ஆராதனை விழாவை முன்னிட்டு ஜனவரி 6-ம் தேதி உள்ளூர் விடுமுறை அளிளிக்கப்படுவதாக மாவட்ட ஆட்சியர் அண்ணாதுரை உத்தரவிட்டுள்ளார்.

சைக்கிளுக்கு திரும்புவோம்!

இரு சக்கர சைக்கிள். குறைந்த தூரத்துக்குச் சென்று வர சிறந்த போக்குவரத்து சாதனம். ஆனால், இன்று அதிக செலவு ஏற்படுத்தாத அந்த வாகனம் பெரும்பாலான வீடுகளில் பயனில்லாமல் படுத்துறங்குகிறது. பல்லாண்டுகளுக்கு முன்பு வாங்கியது என்று கூறி, நினைவுப் பொருளாகப் பாதுகாக்கப்படுகிறது. அடுத்துள்ள பல்பொருள் அங்காடிக்குச் செல்ல வேண்டுமென்றாலும், அதிக ஒலியெழுப்பி, அதிவேகத்துடன் சென்றுவருவதில்தான் நம் இளைஞர்களுக்கு அலாதி இன்பம். 

சைக்கிள்தானே என்று சிலருக்கு ஏளனம். ஆனால் அதை சாதாரணமாக எடை போட்டுவிட வேண்டாம். 19-ஆம் நூற்றாண்டில் அறிமுகப்படுத்தப்பட்ட சைக்கிள்கள் இன்று உலகம் முழுவதும் சுமார் 100 கோடி எண்ணிக்கையில் புழக்கத்தில் உள்ளது. உலகின் பல நாடுகளில் சைக்கிள் ஒரு முக்கிய போக்குவரத்து சாதனமாக விளங்குகிறது. அதைப் பயன்படுத்துவதன் மூலம் காற்றில் ஏற்படும் மாசைக் குறைக்கலாம். ஒலி மாசைக் குறைக்கலாம். எரிபொருளை சேமிக்கலாம். போக்குவரத்து மிகுந்த பகுதியிலும் எளிதாக ஓட்டிச் செல்லலாம்.
டென்மார்க், நெதர்லாந்து ஆகிய நாடுகளில் அதிகமானோர் சைக்கிளை பயன்படுத்தி வருகின்றனர். பல நாடுகளில் குழந்தைகள் எப்படிப் பொறுப்புடன் சைக்கிள் ஓட்ட வேண்டுமென்றும் போக்குவரத்து விதிமுறைகள் குறித்தும் பயிற்சியளிக்கப்படுகிறது.
பல்வேறு நாடுகளில் அஞ்சல் துறை தமது பிரதான தபால் விநியோக வாகனமாக இன்றளவும் சைக்கிளைப் பயன்படுத்தி வருகின்றன. லண்டன் ஆம்புலனஸ் சர்வீஸானது, விபத்தில் பாதிக்கப்படுவோருக்கு முதலுதவி சிகிச்சை அளிப்பதற்கு சைக்கிளை இன்றும் பயன்படுத்துகிறது.

நகரமயமாக்கம், தாராளமயமாக்கம் இவையெல்லாம் நமக்கு புதுப்புது நோய்களை அறிமுகப்படுத்தி வருகின்றன. இவற்றுக்கெல்லாம் முக்கியக் காரணம், காற்று மாசு. நம்மைச் சுற்றி, நாம் மேற்கொள்ளும் பல்வேறு செயல்பாடுகள் மாசு அதிகமேற்படக் காரணமாகின்றன. அவற்றில் காற்று மாசு முக்கியப் பங்கு வகிக்கிறது. காற்றில் கலந்துள்ள புகை நமக்கு அதிக பாதிப்பை ஏற்படுத்துகிறது. வாகனங்களில் இருந்து வெளியாகும் புகை இதில் முதலிடம் வகிக்கிறது.

புகையில் உள்ள நச்சுப் பொருள்கள் நமக்குப் பல்வேறு நோய்களை உண்டாக்குகின்றன. இந்தியாவில் 2015-ஆம் ஆண்டில் மட்டும் காற்று மாசால் சுமார் 12 லட்சம் பேர் உயிரிழந்தனர். நம் நாட்டில் 2010 முதல் 2015 வரையிலான 5 ஆண்டுகளில் காற்று மாசின் அளவு 13% அதிகரித்துள்ளது. இவையெல்லாம் நவீன நகர வாழ்க்கை குறித்து நமக்கு கிடைக்கும் அபாய எச்சரிக்கைகள்.

மோட்டார் வாகனங்களின் புழக்கமும் அதிகரித்து வருகிறது. மாதந்தோறும் புதுப் புது வடிவங்களில் வாகனங்கள் அறிமுகப்படுத்தப்படுகின்றன. இத்தகைய வாகனங்களைப் பல லட்சம் ரூபாய் கொடுத்து வாங்குவதோடு, பல்வேறு நோய்களையும் சேர்த்து இலவச இணைப்பாக வாங்கி வருகிறோம். இரு சக்கர வாகன விற்பனை ஆண்டுக்கு ஆண்டு அதிகரித்து வருகிறது. குறிப்பாக, வருமானம் குறைவாக உள்ள மாநிலங்களில் இரு சக்கர வாகன விற்பனை கணிசமாக அதிகரித்துள்ளது. இவற்றைப் பயன்படுத்துவது தனி நபருக்கு சுகமாக இருக்கலாம். வசதியாக இருக்கலாம். ஆனால், ஒட்டுமொத்த சமூகத்துக்கும் ஆபத்தானதாகும்.

காற்று மாசைக் கட்டுப்படுத்த மத்திய, மாநில அரசுகள் ஒருபுறம் நடவடிக்கை எடுத்தாலும், பொதுமக்களாகிய நமது பங்கும் இதில் அவசியம் இருக்கிறது. அதை உடனே நாம் தொடங்க வேண்டும்.

தீயோடு விளையாடக்கூடாது என்பார்கள். ஆனால் தினமும் விளையாடிக்கொண்டிருக்கிறோம். 2015-இல் வெள்ளம், 2016-இல் வார்தா புயல், 2017-இல் தீயால் ஆபத்து என்றார்கள். தமிழகம் 2017-இல் தீ கண்டத்திலிருந்து தப்பித்துக்கொண்டாலும் ஆபத்து துரத்திக் கொண்டுதான் இருக்கிறது.ஆனால் டிச.29, மும்பை நகரில் கேளிக்கை விடுதியில் பயங்கர தீவிபத்து 14 உயிர்களை பலி கொண்டது!

மூன்று பெரிய விபத்துக்கள் மும்பையில் 29-ஆம் தேதி நிகழ்ந்தன. ஆகஸ்ட் 29-இல் பருவ மழை காரணமாக அடித்த புயல் 10 உயிர்களை பலி கொண்டது. சரியாக ஒரு மாதம் கழித்து செப்டம்பர் 29 பரேல் ரயில் நிலையம் எல்பின்ஸ்டன் சாலை இணைப்பு மேம்பாலத்தில் நெரிசலில் 23 பயணிகள் சிக்கி உயிர் இழந்தனர்.

இப்போது டிச.29 கமலா நூற்பாலை மேல்தளத்தில் விதிகள் மீறி கட்டப்பட்ட மதுபான விடுதியில் நிகழ்ந்த பயங்கர தீ விபத்தில் 14 பேர் உயிரிழந்தனர். அதில் 11 பேர் பெண்கள். பலர் மருத்துவமனையில் சிகிச்சை பெற்று வருகின்றனர்.

வெளிநாடுகளில் வாழும் இந்தியர்கள் இந்தியாவிற்கு டிசம்பர் ஜனவரி மாதங்களில் வருகின்றனர். அவர்கள் குடியேறிய நாடுகளில் பனி மாதங்களில் குளிர் அதிகம். இங்கு மிதமான சீதோஷ்ண நிலை என்பதால் அதை நாடி வருகின்றனர். வந்த இடத்தில் குறுகிய காலத்தில் எல்லா சந்தோஷங்கள், கேளிக்கைகளை அனுபவிக்க அவசரம். கிடைத்த இடத்திலெல்லாம் கூடி மகிழ நிகழ்ச்சிகள் ஏற்பாடு செய்யப்படுகின்றன.

விபத்து நடந்த மதுபான விடுதியிலும் அவ்வாறு வெளிநாட்டிலிருந்து வந்த குடும்பம் நண்பர்கள் உறவினருடன் சேர்ந்து பிறந்த நாள் கொண்டாட்டம் விபரீதத்தில் முடிந்தது. பிறந்த நாள் கேக் வெட்டிய பெண்ணும் இறந்ததுதான் கொடுமை. அதில் ஒருவர் வெளியில் கார் வரை வந்துவிட்டு, தனது உறவினர் பெண் உள்ளே இருக்கிறார் என்று பார்க்கச் சென்றவர் தீயில் அந்த பெண்ணோடு சேர்ந்து உயிரிழந்தார். விதியின் கொடுமையை என்ன என்பது!
பிறந்த நாள் கொண்டாட்டங்களில் கேக் வெட்டும்பொழுது மத்தாப்பு பட்டாசு வெடிக்கிறார்கள். வாயில் பெட்ரோல் வைத்து ஊதி நெருப்பினைக் கக்கும் சாகசமும் நடைபெறுகிறது. இம்மாதிரி தருணங்களில் விபத்து நிகழ காத்துக்கொண்டிருக்கிறது. மேலும் விதிகளை மீறி கட்டப்படும் கட்டடங்கள் வலுவானதாக இருக்காது. கேளிக்கை விடுதி என்பதால் மரத்திலான கூரை, தேக்குப் பலகைகள் பொருத்திய சுவர்கள் என்று எளிதில் தீ பற்றக்கூடிய பொருள்கள் அதிகமாக இருக்கும்.

மேலும் மின்சார இணைப்புகள் பாதுகாப்பின்றி கொடுக்கப்பட்டிருக்கும். மின்சாரக் கம்பிகள் தேவையான பருமன் இல்லாதவையாக இருக்கும். இதனால் மின் தடங்கல், கம்பிகளில் மின் கசிவால் தீப்பொறி ஏற்படும் வாய்ப்பு அதிகமாகும். இந்தக் காரணங்களால்தான் 70% தீ விபத்துகள் ஏற்படுகின்றன.

1975-ஆம் ஆண்டு சென்னையின் முதல் உயர் மாடி ஆயுள் இன்ஷூரன்ஸ் கட்டடத்தில் பெரிய தீவிபத்து, தொடர்ந்து 1981-ஆம் வருடம் ஸ்பென்சர் வணிக வளாகத்தில் விபத்து, அடுத்து 1985-ஆம் வருடம் மூர் மார்க்கெட்டில் விபத்து, 2000-ஆம் வருடம் பாரிமுனை தபால் நிலையத்தில் தீ, 2008 தி.நகர் சரவணா வணிக வளாகத்தில் துவங்கி ரங்கநாதன் தெருவில் 80-க்கும் அதிகமான கடைகள் சேதமடைந்து இரண்டு கோடி ரூபாய் இழப்பு, 2012 எழிலகத்தில், 2016 பாரிமுனை வங்கி கட்டடத்தில், 2017 சென்னை சில்க்ஸ் கட்டடத்தில் என்று தொடர் தீ விபத்துகள் நிகழ்ந்துள்ளன. சென்னையில் முக்கிய அடையாளங்களான இடங்கள் தீக்கிரையாயின.
எல்லா விபத்துகளையும் ஆராய்ந்தால் தவிர்த்திருக்க வேண்டியது நிகழ்ந்துவிட்டதே என்ற ஆதங்கம் ஏற்படும். எந்த ஒரு விபத்தும் பொறுப்பற்ற நடத்தையின் விளைவு என்பது தெளிவாகும். தனிநபர் அஜாக்கிரதை அல்லது விதிகள் மீறுவதற்கு துணை போகும் நிர்வாகம், கட்டமைப்புகளில் உறுதிக்குத் தேவையான தரமான பொருட்களை உபயோகிக்காமல் இருத்தல் போன்ற நேர்மையற்ற செயல்களால் விபத்துகள் நிகழ்ந்த வண்ணம் இருக்கின்றன.

ஒப்பளிக்கப்பட்ட தரையளவிற்கு அதிகமாக கட்டுதல், வரையறுக்கப்பட்ட கட்டட உயரத்திற்கு அதிகமாக எழுப்புதல், கட்டடத்தின் சுற்றுப்புறம் குறைந்த பட்சம் 7 மீட்டர் திறந்தவெளி, அவசர காலத்தில் உயிர் மீட்பிற்கு வசதியாக இருக்க வேண்டும் போன்ற பல விதிகள் மீறப்படுவதால் விபத்துகள் நடைபெறுகின்றன.

எல்லா கட்டடங்களும் ஆண்டுக்கு ஒரு முறையாவது தணிக்கை செய்யப்பட வேண்டும். கட்டடத்தின் ஸ்திரத்தன்மை, மின் இணைப்புகள், எர்த்திங்க் - நிலத்தடி மின்வாங்கி சரிவர உள்ளதா என்பதை துறை வல்லுநர்கள் மூலம் தணிக்கை செய்யப்பட வேண்டும்.
உயர் மாடி கட்டடங்கள் வணிக வளாகங்கள் மருத்துவ மனைகள், எங்கு மக்கள் அதிகமாக கூடுகிறார்களோ அங்கு கட்டாயம் ஆபத்து நிகழும்போது எவ்வாறு வெளியேறுவது என்ற பயிற்சி அளிக்கப்பட வேண்டும்.

கமலா மில் விபத்திற்குப் பிறகு மும்பையில் பல இடங்களில் தணிக்கை மேற்கொள்ளப்பட்டு விதிகள் மீறிய கட்டடங்கள் இடிக்கப்பட்டன என்பது காலம் தாழ்ந்த உரிய நடவடிக்கை. சென்னையிலும் பல மருத்துவ மனைகளில் பாதுகாப்பு தணிக்கை மேற்கொள்ளப்பட்டுள்ளது என்பது வரவேற்கத்தக்கது.

ரயில் டிக்கெட்டுகளை முன்பதிவு செய்வதற்கு ஆதார் எண்ணைக் கட்டாயமாக்கும் திட்டம் இல்லை என்று ரயில்வே துறை தெரிவித்துள்ளது.
மக்களவையில் இதுதொடர்பான கேள்வி ஒன்றுக்கு, ரயில்வே இணையமைச்சர் ராஜேன் கோஹைன் புதன்கிழமை எழுத்துப்பூர்வமாக அளித்த பதில்:

ரயில் டிக்கெட் முன்பதிவுக்கு ஆதார் எண்ணைக் கட்டாயமாக்கும் திட்டம் எதுவுமில்லை. எனினும், மூத்த குடிமக்களுக்கான சலுகை டிக்கெட்டுகளை முன்பதிவு செய்யும்போது, தாமாக முன்வந்து ஆதார் எண்ணைத் தெரிவிக்கும் நடைமுறை, கடந்த ஆண்டு ஜனவரி மாதம் அறிமுகப்படுத்தப்பட்டது.

மேலும், ரயில் டிக்கெட்டுகளை பயணிகள் முன்பதிவு செய்யும்போது, அவர்கள் ஆதார் எண் மற்றும் தொலைபேசி எண் ஆகியவற்றை இணைப்பதை ஊக்குவிக்கும் வகையில், ஐஆர்சிடிசி இணையதளத்தில் மாதம் ஒன்றுக்கு முன்பதிவு செய்யும் எண்ணிக்கை, 12-ஆக உயர்த்தப்பட்டுள்ளது என்று அவர் தனது பதிலில் தெரிவித்துள்ளார்.

மும்பை: ஜெட் ஏர்வேஸ் விமானம் 324 பயணிகளுடன் லண்டனில் இருந்து புறப்பட்டு புத்தாண்டு தினத்தன்று (ஜன. 1-ம் தேதி) மும்பை நோக்கி வந்து கொண்டிருந்தது. நடுவானில் பறந்து கொண்டிருந்த போது பைலட்டுகள் அமரும் காக்பிட்டில் இரு பைலட்டுகளுக்கும் இடையே வாய்த்தகராறு ஏற்பட்டு தகராறு முற்றிய நிலையில் ஆண் பைலட் பெண் பைலட்டை கன்னத்தில் அறைந்துவிட்டதாக கூறப்படுகிறது. கண்ணீருடன் காக்பிட்டை விட்டு வெளியே வந்த அந்த பெண் பைலட் சக பைலட்டுகளிடம் கூறியுள்ளார்.

இந்த விவகாரம் உள்நாட்டு விமான போக்குவரத்து துறை இயக்குனர் ஜெனரல்(டி.ஜி.சி.ஏ.) கவனத்திற்கு சென்றது. விமான பாதுகாப்புவிதிமுறைகளை மீறி இரு பைலட்டுகளும் நடுவானில் சண்டையிட்டதால் அவர்களின் லைசென்ஸ்கள் தற்காலிகமாக சஸ்பெண்ட் செய்யப்பட்டதாகவும் உரிய விசாரணை நடத்த உத்தரவிடப்பட்டதாகவும் தகவல்கள் தெரிவிக்கின்றன.

பொங்கல் பண்டிகையையொட்டி, வரும், 11ம் தேதி, 796; 12ம் தேதி, 1,980; 13ம் தேதி, 2,382 என, மொத்தம், 5,158 சிறப்பு பஸ்கள் இயக்கப்படுகின்றன.வழக்கமாக, மூன்று நாட்களிலும் இயக்கப்படும் பஸ்களையும் சேர்த்து, மொத்தம், 11 ஆயிரத்து, 983 பஸ்கள் இயக்கப்படும்.அதற்காக, கோயம்பேடு பஸ் நிலையத்தில், 26; தாம்பரம் சானடோரியம் பஸ் நிலையத்தில், 2; பூந்தமல்லி பஸ் நிலையத்தில், ஒன்று என, 29 முன்பதிவு மையங்கள், வரும், 9ம் தேதி முதல் செயல்படும்.அதேபோல, மற்ற ஊர்களில் இருந்து, 11ம் தேதி, 1,405; 12ம் தேதி, 3,656; 13ம் தேதி, 5,376 என, மொத்தம், 10 ஆயிரத்து, 437 சிறப்பு பஸ்களை இயக்கவும், அரசு திட்டமிட்டுள்ளது.பொங்கலுக்கு பின், 15, 16, 17ம் தேதிகளில், முறையே, 792; 1,548; 1,430 என, மொத்தம், 3,770 சிறப்பு பஸ்கள், தமிழகத்தின் முக்கிய நகரங்களில் இருந்து, சென்னைக்கு இயக்கப்பட உள்ளன.இவ்வாறு அவர் கூறினார்.

Doctor who embalmed Jaya’s body deposes before panel

CHENNAI: Dr Sudha Seshayyan, a government doctor who carried out the embalming procedure to preserve former Chief Minister J Jayalalithaa’s body, deposed before the inquiry commission looking into the death of the late leader on Wednesday.

Dr Sudha Seshayyan, vice-principal of Madras Medical College, appeared before retired judge A Arumughaswamy, who is heading the commission. Later, she told mediapersons that she had given a detailed account of how embalming procedure was done on Jayalalithaa’s body. The 15-to-20 minute procedure was to prevent the body from decomposing.

Meanwhile, the counsel for Apollo Hospitals chief Dr Pratap C Reddy and his daughter Preetha Reddy appeared before the commission and sought more time to file their responses. The commission has granted them time till January 12.

Evaluator shortage cripples Bangalore University; salaries may be held back

BENGALURU: After being delayed due to protests staged by UGC teachers, the evaluation work of Bangalore University is now facing another problem - shortage of evaluators.As per the data available from Bangalore University examination department, 50 per cent of the teachers are not attending the ongoing evaluation work. The university has now issued a warning that it will submit a report to the Department of Collegiate Education asking to withhold the salaries of teachers from government and aided colleges.

Dr Shivaraj, registrar evaluation of Bangalore University, told Express, “It has become really difficult for us to continue the evaluation work as half of the eligible teachers from government and aided colleges are not taking part.”According to university authorities, the shortage of evaluators is more for English subject. The highest number of scripts that need to be evaluated are in the English subject (2 lakh). This is followed by Commerce courses. “We have no issues with Kannada as there is 100 per cent attendance for this subject. But when it comes to English language and Commerce subjects, we are falling short of teachers. If this continues, then the evaluation work will be delayed further and this in turn will affect the announcement of results and reopening of classes for the next semester,” Shivraj said.

The Karnataka State Universities Act 2000 and also the Examination Ordinance of Bangalore University 2011 mandates evaluation for all lecturers.“I have written letters to the principals of all private colleges asking them to send eligible faculty members for evaluation work. On Thursday, I will meet the commissioner for collegiate education and submit a representation requesting to withhold the salaries of those faculty members who are not attending the evaluation work,” Shivraj added.University authorities said that some private colleges have scheduled to reopen classes for the next semester in violation of the university calender and in such cases action will be initiated.

MUMBAI: Police have recorded the statement of the owner of Kamala Mills Compound, where a massive fire broke out last week, killing 14 people, an official said today.

The statement of Ramesh Govani, the owner of Kamala Mills Compound, was recorded yesterday by a team from the N M Joshi Marg police station in connection with the fire, he said.
Govani has been accused of violating the norms of the Maharashtra Regional Town Planning (MRTP) Act.

"We have recorded the statement of Ramesh Govani for violation of the MRTP Act norms," Ahmad Pathan, Senior Police Inspector of N M Joshi Marg, told PTI.
Earlier, the police had summoned him for questioning in connection with the case registered against him, another official said.

Apart from the MRTP Act case, the police asked him questions in connection with the fire incident at `1Above' and Mojo's Bistro pub, housed in Kamala Mills, where 14 people were killed and more than 21 injured on December 29, another official said.

On Sunday, the police recorded the statement of Yug Pathak, son of a retired IPS officer and owner of Mojo's Bistro in Kamala Mills, which was gutted in the fire, he said.
The main accused in the case - 1Above pub owners Kripesh, Jigar Sanghavi and Abhijeet Mankar - are still at large.

On Monday, the police arrested two persons - Kevin Bawa and Libson Lopez - who worked as managers at 1Above pub.

They were booked under IPC sections 304 (culpable homicide not amounting to murder), 337 (causing hurt by an act endangering life or personal safety of others) and 34 (acts done by several persons in furtherance of common intention), the police had said.

Chennai: The Madras high court has suspended till March 1, the operation of the new rules, which mandated advocates affix photo identity cards in vakalats. A division bench comprising Justices Huluvadi G. Ramesh and RMT Teeka Raman passed the interim order on a batch of petitions from Madras High Court Advocates Association represented by its secretary R. Krishnakumar and others, which sought to quash the circular issued by the registrar general dated December 29, 2017.

They also sought a direction to the registrar general to pass and number all cases filed in the court, strictly in accordance with the extant rules, excluding the provisions of the impugned circular.

Ordering notice to the suo motu impleaded respondent Bar Council of Tamil Nadu and Puducherry and the registrar general, returnable by four weeks, the bench directed the registrar general not to implement the circular relating to filing of vakalats/memo of appearance.

Following a single judge order, the registry issued a circular notifying that the rules made in the order would come into force from January 2. Aggrieved over the circular, the associations have filed the present petitions.

When the petitions came up for hearing, MHAA president G. Mohanakrishnan, advocates P.V.S. Giridhar and Raghavachari contended that the impugned order as also the judicial order on which it was asserted to be based, encroaches on the legislative powers of constitutional bodies and was a nullity and it was tainted with grave errors of jurisdiction. The single judge sitting on the judicial side and exercising statutory powers under the criminal procedure code has no power or jurisdiction to issue such directions, in any case, the same can be treated as guidelines which were directory and not mandatory, they added.

They said, “Most of the advocates have not renewed their identity card issued by the Bar Council. Now, in view of the new rules, thousands of them have made application to the council to renew the identity cards. Moreover, thousands of petitions were filed yesterday, but yet to be numbered because of the rules mentioned in the circular”, they added.

The TRB unearthed a major scam in the polytechnic lecturers’ recruitment in which it found out that around 200 candidates qualified with fake marks.



The written exam for 1,058 polytechnic lecturer posts was held on September 16 and 1.33 lakh candidates appeared for the exam.

Chennai: After police initiated an inquiry into the recruitment scam, over 90 candidates who had qualified with inflated marks in the written exam for government polytechnic lecturers’ posts, have now sent representations to the Teachers Recruitment Board (TRB) claiming that they were not aware of the announcement of written exam results and the huge differences in their marks.

The TRB unearthed a major scam in the polytechnic lecturers’ recruitment in which it found out that around 200 candidates qualified with fake marks. These candidates’ marks were inflated from 50 to 100 to qualify them for the next round. Following the scam, the board withdrew the results released on November 7 and released new results with original OMR answer scripts on December 11. In the new results, the marks of these 200 candidates were reduced.

“The board has given one week from December 11 to 18 seeking objections from all candidates. We have received around 100 representations but none of these 200 candidates approached the board over the differences in their marks,” sources said. Following a complaint from the TRB, the Central Crime Branch (CCB) has filed a case against 156 candidates.

“Fearing criminal action initiated by the board, these candidates have now sent petitions to the TRB with various claims ranging from ignorance of the results to computer illiteracy. The petitions were received after the last date. The candidates who were silent so far about the scam have to face police inquiry,” sources added.

In connection with the scam, the cyber crime wing of the central crime branch arrested Ganesh (28), a call taxi driver and are on the lookout for software engineer Naser who allegedly manipulated the marks. It is expected that TRB officials and employees will also be questioned in the coming weeks.

The written exam for 1,058 polytechnic lecturer posts was held on September 16 and 1.33 lakh candidates appeared for the exam. Of 2,000 candidates who were selected for certificate verification 200 qualified with fake marks.

Each candidate had allegedly paid `25 to `30 lakh to touts. The scam came to light when the TRB verified the marks of the candidates selected for certificate verification with the original answer scripts, following complaints.

Chennai: The Superstar Rajinikanth has been making a quiet visit in the first week of January every year to the Gopalapuram residence of DMK chief M Karunanidhi to seek his blessings in the New Year. On Wednesday, when the actor, who has just announced his political foray, met Karunanidhi there was a buzz in political circles.

“I informed him (Karunanidhi) about my political foray and he blessed me”, Rajinikanth told journalists who virtually mobbed him as he made his way from the Gopalapuram residence to his car. The actor-politician did not, however, take any more questions from mediapersons.

Karunanidhi and Rajinikanth have shared a great rapport over the past few decades, but the two giants – the former in politics and the latter in tinsel town – will now be in diametrically opposite camps. While the film star has made it clear that he would practice “spiritual politics”, the DMK swears by the Dravidian movement whose bedrock is based on rationalism.

“Karunanidhi is a known rationalist who does not swear by god, but Rajinikanth is a staunch follower of spirituality and believes in god. Their ideologies are diametrically opposite to each other”, a senior DMK leader said. Karunanidhi’s son and DMK Working President MK Stalin also sought to downplay
the visit by saying even Vijayakant had sought Karunanidhi’s blessings when he entered politics.

“Rajinikanth has been meeting Thalaivar (Karunanidhi) for years now. There is nothing to be surprised by their meeting”, Stalin said. He also utilised the occasion to send a strong message to “those who are hoping to demolish Dravidianism”.

Stalin went on to say, “Rajinikanth has made it clear that he would practice spiritual politics. But some people are saying that some force that wants to demolish Dravidianism is directing him.

Tamil Nadu belongs to the Dravidian movement and its leaders Periyar, CN Annadurai and M Karunanidhi propagated the Dravidian ideals. None can dismantle Dravidianism”.

Sources said Rajinikanth has always sought Karunanidhi’s blessings in the New Year. “Even if he was out of town during the New Year he would meet Karunanidhi whenever he came back”, a politician disclosed.

Kids in Erode hamlets leave for school at 5am, return at 10pm

At least 18 girls and 14 boys of Gundri region in Erode take the long ride to school every day.

GUNDRI (ERODE DISTRICT): If you are worried the school regimen is stressing your child, digest this: children from 26 hamlets surrounding Gundri in Erode district start for school every day around 5am and get back home at 10pm. The only bus that takes them to their school at Kadambur, 19km away, arrives at Gundri at 5.30am. If they miss the bus, it means an arduous trek through the Sathyamangalam Tiger Reserve to attend school for the day.

When reports about the children's punishing routine first trickled in, the rest of the world found it too incredulous to be true. Certainly not in this age, was the unanimous verdict. This correspondent set out for the village along with a photographer to ascertain the facts. They travelled with the children in the bus to school and back and found that life was indeed tough for people in the region.

When TOI brought the issue to the knowledge of state school education minister Sengottaiyan, he said he will order the transport officials to operate a mini-van specifically for school students. "I will convene a meeting with transport officials once I go to Erode district," he said.

More than 5,000 people live at Gundri and its surrounding 26 hamlets. Agriculture is their main source of livelihood.

It was in 1910, that the diocese of Roman Catholics started a primary school at Gundri. In 1975, the school became a government-aided one and it was upgraded as upper primary school. When student enrolment increased, the diocese started a high school (up to Class X) under the self-finance category.

A total of 32 students, 18 of them girls, travel from 26 hamlets in the Gundri region to the Kadambur Government Higher Secondary School. These comprise Class XI and XII students besides those who are not able to afford fees at the Gundri school. Eighteen students, including seven girls, from the region are pursuing higher education at the Government Arts and Science College in Sathyamangalam, about 54 km from Gundri.

Sengottaiyan told TOI that steps would be taken to upgrade the high school at Gundri as higher secondary school in the next academic year. "Meanwhile, I will ask the educational officials to inspect the possibility for upgradation," he said.

K Akalya, a Class XII student who lives at Mahalithotti, 3km from Gundri, says she wakes up at 4.30 am every day to catch the bus. "I'm forced to skip school if I miss the bus," she laments.

M Priya, a second year B Com student at the Government Arts and Science College in Sathyamangalam, says she did her schooling in Coimbatore when her father worked there. After they shifted to Kovilur, near Gundri, she commutes to college and back daily. "I have to wait for three hours for the bus to get back home as my classes get over at 4pm," she says.

The schoolchildren too face this problem when they have examinations. "Our exams get over at 1pm, but we have to wait till 8.30pm to catch the bus at Kadambur, said S Parimala, a Class XI student.

It's equally hard on parents. Mothers are up at 3am to prepare breakfast and lunch for the children. "I go to sleep at 11pm after serving dinner to my daughter and get up at 3 am to prepare food for her," said C Lakshmi.

Close-knit communities in villages are a saving grace. People often lend a hand to students who miss the bus. Siddesh, a Class XI student from Kariyagoundanpayil hamlet, and M Manikandan from Mahalithotti of the same class were late for the bus. A local villager on way to work picked up the duo in his bike and dropped them in their school.

The Tamil Nadu State Transport Corporation, attached to the Coimbatore division, operates just one bus service from Sathyamangalam to Gundri. The 54-km journey takes three hours as a 44-km stretch is part of the ghat road that passes through STR. The bus has 38 stops, including Gundri. Though the distance between Mahalithotti and Kadambur is 19 km, it takes 2 hours and 30 minutes.

TNSTC sources said the average daily collection for the service is Rs8,000. "The collection could double if the TNSTC operates additional services," said G V Ravichandran, former panchayat president.

Erode collector S Prabhakaran told TOI that he had received a petition from the villagers for additional bus services and to change the bus timings. "I already have instructed the transport officials to check the feasibility for bus timings convenient to school and college students," he said.

When contacted by TOI, Erode district Chief Educational Officer (CEO) R Balamurali said he was aware of the difficulties the villagers faced in commuting. "I have sent a letter to the transport officials to alter the bus timings to suit school students," he said. He hoped that they would change the timings at the earliest.

School Education Secretary Pradeep Yadav told TOI that he would check with the Erode district educational authorities and transport officials about the problems the villagers were facing. He ruled out any violation of the Right To Education Act. "RTE is applicable only up to Class VIII," he said, adding that he would ask Erode district education officials to check the possibility of upgrading nearby government schools to help the higher secondary students.

Karunanidhi is not keeping well over the past one year and can't speak.

The actor arrived at the former Tamil Nadu chief minister's residence around 7.50pm. DMK working president MK Stalin welcomed him.

Earlier, speaking to reporters at his Poes Garden residence, Rajinikanth had said he was meeting Karunanidhi as he wanted to wish him New Year.

Tamil Nadu yet to implement ‘Samay Vahan’

CHENNAI: Tamil Nadu is yet to implement the 'Samay Vahan' portal in toto and let the police have seamless access to details of vehicles registered with the state transport department. As per an initiative of the ministry of road transport and highways (MORTH), a state transport department has to upload data on vehicles registered with it on a central server, this is then synchonised with the traffic police in the state so that those in the field can have ready access to vehicle records and past violations.

Delhi and few other states have successfully implemented the facility which helped law enforcement agencies to narrow down on criminals. Without the details readily available, traffic personnel will not be able to check the validity of a licence for an offender who has been booked. "We cannot ensure that the people whose licences have been suspended would not drive or ride their vehicles in the city," said a senior police officer.

But uploading information on violations is done manually. The challans and documents are sent to RTOs by post which takes time. "We get hard copies of the data from the police once in a month and feed in the data in the system," said an official from the enforcement wing of the transport department.

'Samay Vahan' is not the only arrangement that would aid enforcement. In 2010, the Chennai police had planned to implement Integrated Traffic Management System (ITMS) at a cost of Rs 150 crore. But the work stalled midway as senior police officers from the city were replaced with a new team of officers. Had ITMS been implemented, the city police could have been monitored live traffic movement online today. The project has been successfully implemented by the Hyderabad police.

Ola, Uber drivers’ strike affects commuters in Chennai, rides get expensive

CHENNAI: Cab rides got more expensive in Chennai as app-based taxi drivers are on a strike on one-day on Wednesday.

This strike by Ola, Uber and Fasttrack drivers is a part of the nation-wide protest by driver unions against stiff targets, falling incentives and lack of transparency in fares.

Plagued by protesting drivers across the country, various app-based taxi aggregators increased their base fare by approximately 50% to 60 %

In Chennai, for instance, rates were double the normal rates during the peak hours on Wednesday.

Commuters had to wait for more than 30 minutes to get a cab. While Chennai airport was the worst hit because of the strike, impact was predominant also on the Old Mahabalipuram Road, in Koyambedu Bus Stand and Central and Egmore railway stations.

Prepaid taxis and other taxi services were the only option available for commuters at the Chennai airport.

"I had to wait for nearly 20 minutes to get a cab on a share mode. While Rs150-200 is what I generally pay to reach office (Tidel Park) from my residence in Navalur, I had to pay Rs 350 today," said S Dinesh.

Some of the aggregators sent messages to the regular users requesting them to bear with the increase in waiting time because of the low frequency of cabs.

MTC continues to abandon senior citizens residing in suburbs from availing free passes

Chennai: Chennai Metropolitan Transport Corporation (MTC) has continued to abandon senior citizens residing in the city's suburbs from availing the free bus passes.

Only those residing in addresses that had a pincode starting with '600' (for Chennai city) were provided application forms and those from locations with pincodes starting with '602' (for Thiruvallur) or '603' (for Kancheepuram) were denied to avail this facility.

This was one of late chief minister J Jayalalithaa's pet project. Ever since it was launched in 2012, the scheme witnessed various shortcomings.

The facility was made available only for residents of Chennai in the first phase and an official release from the corporation said that it would be expanded to neighbouring suburbs in the following year.

But nothing has materialised till date. "Application forms were not provided to nearly 60 senior citizens in our area by officials at the Avadi bus depot," said a 60-year-old from Thiruninravur, requesting anonymity.

Though the group of senior citizens had filed several complaints with the authorities since December 2015, there was no response.

Even those residing in the metropolitan area faced difficulties in getting their free passes this year as authorities sought additional identity proofs in the last minute without prior intimation.

Unable to produce this, many had to turn home with disappointment this year. MTC authorities responded by stating that the issue would be resolved at the earliest.

Plan to save Chitlapakkam in Chennai from flooding ineffective’

CHENNAI: The Public Works Department has drawn up a `96-crore proposal to construct underground drains from the Selaiyur lake to a vacant three-acre Hindu Religious and Charitable Endowment Department plot to prevent flooding of residential areas. However, residents of Chitlapakkam, who are worst affected by the flooding, are afraid this measure will do very little in stopping their area from flooding.

According to the proposal, drains will be constructed under roads along which the excess water from the Selaiyur lake flows during the monsoon after crossing the Velachery Main Road.However, all water will continue to reach the three-acre plot, which belongs to the HRCE department in Selaiyur, from where it overflows into residential areas in Chitlapakkam before reaching the Sembakkam lake.If the proposal materialises, streets such as Eshwari Nagar Street and Subash Chandra Bose street which have become de facto canals that carry the water to the empty plot, will benefit.

But most of the water overflows into Chitlapakkam through the empty HRCE plot which looks like a small pond during the monsoon and is polluted by raw sewage in the summer.“Why isn’t the PWD tracing the original flow of water and identifying residential and commercial buildings which are impediments?”, said P Viswanathan, president of the Chitlapakkam Residents Welfare Association whose RTI petition asking for details of the outlet water channels of Selaiyur lake has been ignored.

Viswanathan’s RTI petition was sent to the Water Resources Department on September 12. It was forwarded by the executive engineer, A Muthaiya of the Lower Palar Basin division, to his assistant on November 22, instructing him to provide Viswanathan the information.But Viswanathan is yet to receive a response. “Because the HRCE plot is empty, it ensures the flooding is minimised, but if they construct buildings there, the flooding will be uncontrollable,” Viswanathan says.

When Express contacted a PWD official in Kancheepuram district regarding the new proposal, he maintained that the “cut-and-cover” method proposed is the most effective way to prevent water from stagnating on roads.Viswanathan also claimed the alternative suggested by the residents of Chitlapakkam to construct a drain along the Velachery Main Road is “not a feasible option”.Residents feel let down by the efforts taken by the government after Chief Minister Edappadi K Palaniswami surveyed the flooded area in November.“This proposal is an expensive short-term solution,” says Viswanathan.

‘Why not give 270 days maternity leave?’

CHENNAI: Why not the Union government enhance the maternity leave from the existing 180 days to 270 days (nine months) as done by the Tamil Nadu government by virtue of a GO dated November 7, 2016?

Justice N Kirubakaran raised the on a writ petition from U Ishwarya praying for a directive to the authorities to exclude maternity leave period she had availed while calculating two years’ service period and to permit her to undergo PG course.

Though the judge directed the authorities concerned to admit her in PG diploma in gynaecology and obstetrics for 2018-19, he issued a set of questions to be answered by them.

They are: Why not the Centre direct the States that do not offer maternity leave of even 180 days to make it at least on a par with what Central government women employees get at present? Why not the Centre invoke Article 249 viz., power of Parliament to legislate in respect of a matter in the State list to treat maternity benefits, including maternity leave and the right of the child to be breastfed as issues of national interest?

Why not the court declare the right of newborn to have mother’s milk up to six months, exclusively and up to two years along with substitution as a fundamental right guaranteed under Article 21 of the Constitution and as a human right as per international treaties?

Is a ‘creche facility’ provided for women to have easy access to child and to feed during office hours in Central as well as State governments offices, where more women government employees are serving?

Why not the governments come out with special insurance coverage for all women covering maternity risk by making one time deduction of a specific amount from the salary in the first month of pregnancy and the government itself pay insurance premium for non-working women? Why not the make it mandatory to get an undertaking from women employees to get maternity benefits, including leave, that they would not have more than two children as a measure of population control, taking into consideration the population issue.

Why not insert a penal provisions to punish the officials who are not granting maternity leave in time? Why not the government make it obligatory on the part of women government servants availing themselves of maternity benefits to give breast milk exclusively to the child at least during the said maternity leave period as medical experts opine that mother’s milk is not only healthy for the child, but also for the mother, as research revealed that it would bring down incidence of breast cancer?

Why not sensitise the masses, especially employed women, about the importance of the breastfeeding through media roping in celebrities such as actors and cricketers as well as organise seminars and discussions in government offices, also through medical counsellors? Why not the Central government bring in a law making it obligatory on the part of women to breastfeed, as has been done by UAE government? Are the provisions of “the Infant Milk Substitutes, Feeding Bottles and Infant Foods (Regulation of Production Supply and Distribution) Act, 1992, are properly implemented, including banning infant foods through advertisements and breastfeeding is promoted?

Can the Centre and State governments could bring in a new law to provide breastfeeding rooms/spaces in public places such as bus stand, railway stations, malls and workplaces in the interest of feeding mothers? Why not the governments spend more amount per child, as per global breastfeeding scoreboard, 2017, released by global breastfeeding collective, which states that India spends only a negligible amount of less than `10 per child?

Why not the governments further improve maternal health services to reduce maternal mortality rate, even though the recent World Bank data puts the rate at 174 per one lakh live births in 2015 compared to 215 per one lakh in 2010?

The judge impleaded the secretaries of Union Ministries of Law, Women and Child Welfare, Commission for Women Development, Secretaries State Law and Health. They should file their response to the queries through video-conferencing on January 22, the judge said.

Chennai: Call taxis to strike, want Ola, Uber regularised

CHENNAI: About 40,000 call taxis and tourist taxis in Chennai city will go off the roads on Wednesday demanding the government’s intervention in regularising app based cab services such as OLA and UBER. The Tamil Nadu Call Taxi Owners and Drivers Association (TNCTODA) said they were forced to take the decision after three cab drivers in the city allegedly committed suicide due to debts.

The drivers alleged that cab aggregators OLA and UBER take about 27 per cent of their earnings a day. Hence, they have trouble making their ends meet. The drivers also say they are being penalised by the service providers for trivial reasons. “If we drive a car for about 12 to 14 hours a day, we earn Rs 2,000. Nearly 27 per cent of what we should be earning, about Rs 540, is taken away by OLA and UBER.”

After spending for fuel, the drivers said they earn just Rs 460 per day. “With this money, they are not able to run their families,” said P Anbazhagan, president of TNCTODA. He said the workers are being exploited by OLA and UBER, and government has remained a mute spectator. “Many a time, drivers are asked to pick up passengers after travelling for about five to seven kms. When we go as tourist taxi (outside Chennai City) to Kancheepuram, we are forced to pick up passengers at Tiruvallur by travelling more than 30 km at our own expense,” he said.

According to the association, about 32,000 cabs are operated for OLA and UBER in Chennai, while rest of the vehicles run for NTL, Fast track, Friends and other companies. Thus, out of the 40,000 cars, nearly 20,000 cars run by drivers and owners on a shift basis. This means, nearly 60,000 families depended on this service.

The number of cabs increased in Chennai city after many auto drivers migrated to cabs and those newly migrated cab drivers have purchased cars through bank loans.

“I have to pay Rs 15,500 towards EMI every month. If I earn Rs 50,000 to Rs 60,000 a month, only then will I be able to meet my needs. However, I only get Rs 30,000 to Rs 35,000 a month, that too after working for nearly 12 to 14 hours a day,” said Thananchezhiyan of Kovilampakkam, a cab driver.

“During night hours, inebriated travellers frequently quarrel with us. Some ask us to drive through roads that are less than five feet in width and if we refuse, we are penalised Rs 500 by OLA and UBER,” he added.

Fix rates, say drivers

Govt officials to declare assets of parents, kids

BENGALURU: In a move to bring greater transparency and accuracy, the state government has decided to make it mandatory for the government servants to declare the assets and liabilities of their parents and children annually.

The state cabinet on Tuesday cleared a proposal to amend Rule 7 of Form 4 in the Lokayukta Rules, 1985, incorporating new clauses in the columns of assets and liabilities being declared by government servants every year, which is being submitted to the Lokayukta.

Government servants, including ministers and legislators, are presently declaring details of their assets and liabilities along with that of their spouse. The proposed amendment brings their parents and children too under its ambit.

The amendment also makes it mandatory to mention the value of their immovable properties on the basis of the latest guidance value of the property. The government servants would also have to submit details of the worth of jewels and even household articles like furniture, if the worth of the latter is over `25,000, Law and Parliamentary Affairs Minister T B Jayachandra said briefing the reporters after the cabinet meeting.The amendment is being introduced based on the recommendation of the legislature committee, he said.

Boost for SC/ST recruitment in pvt sector

With an eye on the fast approaching Assembly election, the Siddaramaiah government has come out with a significant gesture to ensure greater representation for SC/ST communities in private sector by deciding to reimburse the ESI cost of SC/ST employees in private sector. The move comes in the backdrop of demand for introducing quota for SC/STs in private sector jobs. Siddaramaiah has expressed his solidarity with the demand and the decision is being seen as a step in that direction.

Central govt pay scale for HC employees

It is a memorable happy new year for High Court employees as the state government has agreed to implement the Central government pay scale for the court employees. The decision was taken at the state cabinet in accordance with Supreme Court direction and it would come into effect from 2004. It would cost `319 crore to implement the order, Jayachnandra said.

Drinking water to Pavagada

The cabinet cleared a `2,352.60 crore drinking water project to supply water to border villages of Karnataka. The water will be supplied to villages of Molakalmuru, Challakere, Kudligi and Pavagada from Tungabhadra river. More than 50 per cent of the population residing in these villages are belonging to SC/STs and hence 50 per cent of funds allocated in the Scheduled Castes Sub-Plan and Tribal Sub-Plan will be utilised for the purpose.

Aadhaar mandatory for all DBT schemes

Adhering to the Bill enacted by the Centre, the state government has decided to introduce the Karnataka Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Bill, better known as Aadhaar Bill, in the State legislature session in February, to pave way for use of Aadhaar based-Direct Benefit Transfer in state government schemes. T B Jayachandra said the law will enable departments to notify Aadhaar as a major document to avail benefits under state scheme. Till now only central schemes or schemes that received funds from the centre such as NREGA.

RANCHI:  A special court will on Wednesday pronounce the quantum of sentence for jailed former Bihar Chief Minister and RJD chief Lalu Prasad and 15 others.

A special Central Bureau of Investigation (CBI) court had on December 23 convicted the Rashtriya Janata Dal (RJD) chief and 15 others in a case relating to the multi-million-rupee fodder scam.

Lalu Prasad's lawyer on Tuesday told reporters that they would press for minimum punishment in the case.

"Lalu is 70 years old and suffering from many diseases. We will seek minimum punishment for him " he said.

According to lawyers, Lalu Prasad can be awarded three to seven years' punishment. If he gets three years' punishment, he would get bail soon after sentencing.

Wednesday is January 3 and number 3 is bad omen for Lalu Prasad. He was first time convicted in fodder scam case on September 30, 2013, and was awarded five years' imprisonment on October 3, 2013.

Lalu Prasad is at present cooling his heels in Birsa Munda Central Jail in Ranchi.

The CBI court had acquitted another former Bihar Chief Minister Jagannath Mishra and five others in the case, relating to fraudulent withdrawal of Rs 84.5 lakh from the Deoghar district treasury between 1990 and 1994. Lalu Prasad was the Chief Minister of then undivided Bihar from 1990 to 1997.

The trial in the case was completed on December 13 in the special CBI court and 10 days later, he was convicted on December 23.

There were 34 accused in the case, out of which 11 died during the trial, while one turned CBI approver and admitted to the crime. The 16 convicted people include three former IAS officials Phoolchand Mandal, Beck Julius and Mahesh Prasad.

Lalu Prasad is also facing trial in three more cases relating to the fodder scam, also known as "Chara Ghotala".

The interest of justice requires only admission of the petitioner in a PG diploma course in the next academic year, the judge added.

Chennai: The Madras high court came to the rescue of a lady doctor who was denied PG medical admission on the ground that she has not completed two years of minimum service by excluding the maternity leave availed by her. The court directed the authorities to admit her in Diploma in Gynecology and Obstetrics for the next academic year 2018-19 without the necessity of applying and writing the Neet examination 2018.

“This case would throw light as to how the government officials are acting contrary to the Rules, prejudicing the rights of women government servants like the petitioner. It is nothing but an incidence of woman harassment. Refusing to grant the legal benefit itself is an incidence of harassment of woman or discrimination of woman. The officials who are supposed to take decision need to be sensitised regarding the entitlement of maternity leave of women government servants”, said Justice N. Kirubakaran while allowing a petition from Dr U. Ishwarya.

The judge said no Act or clause or rule/condition would take away the fundamental and human right of a lady to conceive and give birth to a child and the consequential benefits like maternity leave, if she is an employed woman. If any such condition has been prescribed by the authorities, it has to be declared as null and void, the judge added.

Referring to the contention put forth by the special government pleader that approved probationers alone were entitled to maternity leave, Justice Kirubakaran said nature does not discriminate whether the woman was an approved probationer or unapproved probationer with regard to childbirth.

The very purpose of having maternity leave was to avoid hard labour or work at the time of pregnancy as it would be detrimental to the servant/employee and also the health of the foetus. Hence, benefits given under Rule 10 (a) of Tamil Nadu Fundamental Rules were equally applicable to the petitioner, an unapproved probationer and there cannot be any discrimination, the judge added.

Pointing out that the petitioner has scored 1097 marks in Neet PG 2017, the judge said the petitioner was already frustrated as she has been made to run from pillar to post for no fault of hers and the right of admission accrued to her should not be vitiated merely because the time limit for admission stipulated by the Supreme Court was already over. In the middle of the academic year, if the petitioner was to be admitted in the course, it would not only be against the interest of the petitioner but also society as the clinical training and study, which the petitioner would have got from October 1 to till date could not be gained by her. Hence, the petitioner could not be admitted during the present academic year.

Govt doctors’ protest against National Medical Commission Bill: Functioning of outpatient wards affected in TN

CHENNAI: Several doctors across Tamil Nadu on Tuesday boycotted outpatient duty and shut clinics to protest against the National Medical Commission Bill which has been introduced in the Parliament. The outpatient wards in all most all government hospitals were crowded and patients had to wait as doctors struck work for an hour from 9.30am.

Several scan centres and laboratories were closed. Most doctors wore back badges and doctors bodies called it a Black Day.

IMA state president Dr A Jayalal said most hospitals in the state were closed. "But emergency services are available and surgeries are going on," he said.

The Bill proposes to replace the Medical Council of India (MCI). It also proposes to allow practitioners of alternative medicines like homoeopathy and ayurveda to practise modern medicine after attending a short-term "bridge course."

Tamil Nadu Government Doctor Association president Dr K Senthil said, "If the government allows 'crosspathy, then it must ensure that all these doctors work exclusively in government hospitals. It should be made mandatory for all elected members of the government and bureaucrats to take treatment only in the government hospitals even during emergencies."

In Trichy district, outpatient treatment was hit in around 150 nursing homes and hospitals. As many as 2,000 doctors in Trichy city and suburbs took part in the boycott.

"We strongly condemn the National Medical Commission Bill. The MCI should be status quo. While MCI is governed by 80 elected members, the NMC is proposed to have 25 nominated members which would lead to a lot of confusion. It will lead to mushrooming of private medical colleges without any permission, and it will affect the medical education," said former IMA national president Dr MS Ashraf in Trichy.

CHENNAI: An elderly couple committed suicide by setting themselves ablaze, allegedly over depression, at Porur on Monday night.

The victims were identified as Manoharan, 62 and his wife Jeeva, 56. Police said the couple had a son Saravanan and a daughter Karthika, both of whom were married.

On Tuesday morning, neighbours noticed smoke coming out of a window and broke open the door. They found the elderly couple lying dead.

According to the couple's daughter, her parents were depressed as they felt lonely and did not get adequate care from their son.

Police found a suicide letter written by Manoharan in which he had mentioned that nobody was responsible for their death.
