சேலத்தில் நடந்த அ.தி.மு.க. கண்டன பொதுக்கூட்டத்தில் முதல்-அமைச்சர் எடப்பாடி பழனிசாமி கலந்து கொண்டு பேசினார். அப்போது அவர் கூறியதாவது:-

இலங்கையில் வசிக்கின்ற தமிழ் மக்களின் துன்பங்கள், துயரங்கள், கொடுமைகளைப் பற்றி நாம் எண்ணிப்பார்க்க வேண்டும். கருணாநிதி தமிழகத்தில் முதல்-அமைச்சராக இருந்த போதும், தி.மு.க. கூட்டணியில் இருந்த காங்கிரஸ் மத்தியில் ஆட்சியில் இருந்த போதும் தான் இலங்கையில் நமது இனமக்கள் கொடூரமாக தாக்கப்பட்டனர்.

இந்தியா, இலங்கைக்கு தேவையான உதவிகளை செய்த காரணத்தினாலே விடுதலைப்புலிகளை எளிதாக முறியடிக்க முடிந்தது என்று ராஜபக்சே பேட்டி கொடுத்தார். இதன்பின்னர் தான் தி.மு.க. நடத்திய நாடகம் வெளியானது.

தி.மு.க., காங்கிரஸ் கட்சியினர் போர்க்குற்றம் செய்திருக்கின்றார்கள், அப்பாவிகளை கொன்று குவித்திருக்கின்றார்கள், இனமக்களை படுகொலை செய்திருக்கின்றார்கள். எனவே, இவர்களை சர்வதேச நீதிமன்றம் விசாரணை மேற்கொள்ள வேண்டும் என்ற எண்ணத்தின் அடிப்படையில், மத்திய அரசின் கவனத்திற்கு கொண்டு செல்வதற்காக இந்த கண்டன பொதுக்கூட்டம் நடைபெற்றுக்கொண்டிருக்கிறது.

அண்மையிலே, ஸ்டாலின் இங்கே வந்து ஆர்ப்பாட்டம் நடத்தினார். அ.தி.மு.க. அரசு ஏதோ தவறு செய்வதைப் போல ஒரு தோற்றம் அளிக்கின்ற ஒரு செய்தியைச் சொன்னார். ஏனென்று சொன்னால் ஒரு பொய்யை திருப்பித்திருப்பி சொல்லிக்கொண்டிருக்கும்பொழுது மக்களுக்கு சந்தேகம் வந்துவிடும். அடிக்கடி இந்த பொய்யை சொல்லிக்கொண்டே இருக்கின்றார்களே. இதிலே ஏதாவது இருக்குமா? என்று சந்தேகம் வந்துவிடும். அதை நிவர்த்திப்படுத்துவதற்கும் இந்த நிகழ்ச்சி பயன்படுகிறது.

செயல்படமுடியாத தலைவருக்கு செயல் தலைவர் என்று பெயர் வைத்திருந்தார்கள். அப்படி செயல்பட முடியாத ஒரு தலைவருக்கு தி.மு.க. தலைவர் என்று ஒரு பட்டம் கட்டியிருக்கிறார்கள். தி.மு.க. கட்சி அல்ல, அது ஒரு கம்பெனி. எதற்காக சொல்கிறேன் என்று சொன்னால், சேலத்தில் வீரபாண்டி ஆறுமுகத்துக்கு பின்னர் அவரது மகன் தான் தி.மு.க.வில் முக்கிய பொறுப்புக்கு வர முடிந்தது.

அதேபோன்று ஈரோட்டில் என்.கே.கே.பெரியசாமி, அவரது மகன் என்.கே.கே.ராஜா ஆகியோர் தான் ஆதிக்கம் செய்து வருகின்றனர். திண்டுக்கல் மாவட்டத்தைச் சேர்ந்த ஐ.பெரியசாமி அமைச்சராக இருந்தார். இப்போது அவரது மகனும் எம்.எல்.ஏ. ஆகிவிட்டார். இப்படியெல்லாம் இருந்தால் அந்த கட்சியை கம்பெனி என்று தான் சொல்ல முடியும். கட்சி என்றா சொல்ல முடியும்?.

அ.தி.மு.க.வில் கட்சிக்காக, கொள்கைக்காக, விசுவாசமாக உழைத்தால் யார் வேண்டுமானாலும் பதவிக்கு வர முடியும். இது ஜனநாயக கட்சி. இங்கு மேடையில் அமர்ந்திருக்கும் யாரும் மிராசுதாரர் அல்ல, தொழில் அதிபர் அல்ல, கோடீஸ்வரர் கிடையாது. சாதாரண குடும்பத்தில் பிறந்தவர்கள். உழைத்து வாழக்கூடிய நிலையில் இருக்கக்கூடியவர்கள்.

எத்தனை நெருக்கடி கொடுத்தாலும் அ.தி.மு.க. நிர்வாகிகளும், தொண்டர்களும் இரும்பு மனம் உடையவர்கள், உழைக்கப் பிறந்தவர்கள். தி.மு.க.வினரைப் போன்று மற்றவர்கள் உழைப்பில் வாழப்பிறந்தவர்கள் அல்ல. அ.தி. மு.க.வை பற்றி பேச மு.க.ஸ்டாலினுக்கு எந்த தகுதியும் இல்லை. மு.க.ஸ்டாலின் எப்பொழுது பார்த்தாலும், முதல்-அமைச்சர் கனவில் இருக்கின்றார். அவர் கனவு தான் காண முடியும், எப்பொழுதுமே முதல்- அமைச்சர் ஆக முடியாது.

தி.மு.க.வினர் அவ்வப்போது கொள்கையை மாற்றிக்கொள்வார்கள். அது ஒரு கொள்கை இல்லாத கட்சி. அதிகாரம் எங்கே கிடைக்கிறதோ அங்கே தாவி விடுவார் கள். அவர்களுக்கு நாற்காலி மீது தான் ஆசை. மக்களைப் பற்றிய கவலையில்லை.

எங்களைப் பொறுத்தவரைக்கும் மக்கள் தான் முக்கியமானவர்கள். தமிழ்நாட்டு மக்கள் தான் எங்களுக்கு விலாசம் கொடுத்தார்கள். ‘நமக்கு வாக்களித்த மக்களுக்கு நம்பிக்கை பாத்திரமாக இருக்க வேண்டும். இரவு, பகல் பாராமல் உழைக்க வேண்டும். அவர்களுடைய நன்மதிப்பைப் பெற வேண்டும்’ என்று ஜெயலலிதா அடிக்கடி எங்களுக்கு சொல்லிக் கொண்டிருப்பார்கள்.

அ.தி.மு.க. அரசு தான் மக்களுக்கு நன்மை செய்கின்ற அரசு. அ.தி.மு.க. பலத்தை தேர்தல் மூலம் நிரூபித்துக் காட்டுவோம். அ.தி.மு.க. அரசில் எல்லாத் துறைகளும் சிறப்பாக செயல்பட்டு அகில இந்திய அளவிலே துறை வாரியாக விருதுகளை பெற்றுக்கொண்டிருக்கிறோம். சிறப்பான நிர்வாகம் இருந்தால் தானே தேசிய விருது பெற முடியும். இந்த விஷயம்கூட மு.க.ஸ்டாலினுக்கு தெரியவில்லை.

இந்த ஆட்சியில் எதுவும் நடைபெறவில்லை, எந்த திட்டமும் மக்களுக்கு கிடைக்கவில்லை என்ற ஒரு தவறான தகவலை, பொய்யான தகவலை எல்லா கூட்டத்திலும் அவர் கூறிக்கொண்டிருக்கிறார். பொறாமையால் அவர் இதுபோன்று பேசிக்கொண்டிருக்கிறார். இதனால் தான் மு.க.ஸ்டாலின் பொய் மூட்டைகளை அவிழ்த்து விடுகிறார் என்று சொன்னேன்.

இந்தியாவிலேயே ஊழலுக்காக கலைக்கப்பட்ட ஒரு ஆட்சியென்றால், அது தி.மு.க. ஆட்சி தான். எங்களைப் பார்த்து ஊழல் ஆட்சி என்று சொல்ல அவர்களுக்கு என்ன தகுதி உள்ளது?. எத்தனை ஸ்டாலின் வந்தாலும் அ.தி.மு.க.வை தொட்டுக்கூடப் பார்க்க முடியாது. அ.தி.மு.க.வுக்கு மக்கள் பலம் சேர்ந்து கொண்டிருக்கிறது.

ரூ.50-க்கு நிரப்பி விட்டு ரூ.250 வசூல்: பெட்ரோல் விற்பனை நிலையத்தை வாகன ஓட்டிகள் முற்றுகை



சேலத்தில் 50 ரூபாய்க்கு பெட்ரோல் நிரப்பி விட்டு 250 ரூபாயை வசூலித்ததால், பெட்ரோல் விற்பனை நிலையத்தை வாகன ஓட்டிகள் முற்றுகையிட்டனர். இதனால் பரபரப்பு ஏற்பட்டது.

சேலம் 4 ரோடு அருகே ராமகிருஷ்ணா சாலையில் ஒரு பெட்ரோல் விற்பனை நிலையம் உள்ளது. இங்கு நேற்று காலை வின்சென்ட் பிள்ளையார் நகரைச் சேர்ந்த ஓய்வு பெற்ற போலீஸ் சப்-இன்ஸ்பெக்டர் தனபால் (வயது 66) என்பவர், தனது ஸ்கூட்டருக்கு பெட்ரோல் நிரப்ப வந்தார். அங்கிருந்த ஊழியர் ஒருவரிடம் ரூ.50-க்கு பெட்ரோல் நிரப்புமாறு 500 ரூபாயை கொடுத்தார்.

அப்போது பெட்ரோல் விற்பனை நிலைய ஊழியர் ரூ.250 மட்டும் மீதியை கொடுத்ததால் அதிர்ச்சி அடைந்தார். பின்னர் தனபால் அந்த ஊழியரிடம் ரூ.50-க்கு பெட்ரோல் நிரப்பிவிட்டு, 200 ரூபாயை ஏமாற்றுகிறாய் என சத்தம் போட்டார்.

இதைகேட்ட ஊழியர் ரூ.250-க்கு தான் பெட்ரோல் நிரப்பியதாக கூறினார். இதில் ஆத்திரம் அடைந்த தனபால் தனது வண்டியில் இருந்த பெட்ரோலை கேனில் நிரப்பி பார்த்தார் அதில் ரூ.50-க்கு உரிய பெட்ரோல் மட்டும் இருந்தது தெரியவந்தது.

இதைத்தொடர்ந்து பெட்ரோல் விற்பனை நிலையத்தில் நின்ற வாகன ஓட்டிகள் மற்றும் அந்த வழியாக சென்ற வாகன ஓட்டிகள் அங்கு திரண்டனர். பின்னர் தனபால் மற்றும் அங்கு நின்ற வாகன ஓட்டிகள் பெட்ரோல் விற்பனை நிலையத்தை முற்றுகையிட்டு போராட்டம் நடத்தினர்.

இந்த முற்றுகை போராட்டத்தால் பெட்ரோல் நிரப்பி கொண்டிருந்த ஊழியர்கள் அங்கிருந்து ஓட்டம் பிடித்தனர்.

இதையடுத்து வாகன ஓட்டிகளும், தனபாலும், பெட்ரோல் விற்பனை நிலைய உரிமையாளர் நேரில் வர வேண்டும். அப்போது தான் நாங்கள் கலைந்து செல்வோம் என்று தெரிவித்தனர். இதையறிந்த அஸ்தம்பட்டி போலீசார் சம்பவ இடத்திற்கு வந்து விசாரணை நடத்தினர். பின்னர் அங்கிருந்தவர்களை போலீசார் சமாதானம் செய்து அனுப்பி வைத்தனர்.

மேலும் தனபால் ஸ்கூட்டருக்கு ரூ.50-க்கும் மட்டுமே பெட்ரோல் நிரப்பியது தெரியவந்தது. இதையடுத்து மீதமுள்ள தொகையை தனபாலிடம் பெட்ரோல் விற்பனை நிலைய நிர்வாகத்தினர் திருப்பி கொடுத்தனர். இதேபோல் அங்குள்ள புகார் புத்தகத்தில் இது தொடர்பாக தனபால் தனது புகாரை பதிவுசெய்தார்.

இந்த முற்றுகை போராட்டம் சுமார் ஒரு மணி நேரத்திற்கு மேல் நடைபெற்றது. இதனால் அந்த பகுதியில் திடீர் பரபரப்பு ஏற்பட்டது.

இதுகுறித்து வாகன ஓட்டிகள் கூறும் போது, ‘சில பெட்ரோல் விற்பனை நிலையங்களில் இதுபோன்று பணத்தை ஏமாற்றி வருகிறார்கள். ரூ.100 கொடுத்து பெட்ரோல் போடச்சொன்னால் ஒரு சில பெட்ரோல் விற்பனை நிலையங்களில் பெட்ரோல் லிட்டர் அளவு வேறு வேறு உள்ளது. இதுகுறித்து அங்கிருக்கும் ஊழியர்களிடம் கேட்டால் நாங்கள் நிரப்பும் பெட்ரோல் அளவு சரிதான் என கூறுகிறார்கள். எனவே பெட்ரோல் விற்பனை நிலையங்களில் வாடிக்கையாளர் கொடுக்கும் பணத்திற்கு சரியான அளவு பெட்ரோல் கிடைக்க சம்பந்தப்பட்ட அதிகாரிகள் நடவடிக்கை எடுக்க வேண்டும்’ என்றனர்.

விண்ணில் பறப்பது என்பது கண்ணுக்கு மட்டும் எட்டிய கனவாக இருந்த நிலைமாறி, இப்போது கைக்கு எட்டிய நனவாக ஆகிவிட்டது. ஒருகாலத்தில் சென்னை, மதுரை, திருச்சி, கோவை போன்ற இடங்களுக்கு செல்பவர்கள் பார்க்கப்போகும் இடங்களில் ஒன்று விமான நிலையங்கள் என்றநிலை இருந்தது. அப்போதெல்லாம் வானில் பறக்கும் விமானங்களை அண்ணாந்து பார்த்த சிறுவர்கள் இன்று விமானத்தில் ஏறி பயணம்செய்வதற்கு காலம் கைகொடுத்திருக்கிறது. எளியவர்களை அது எட்டியிருப்பதும், பலருடைய பொருளாதார நிலைமை மேம்பட்டிருப்பதும் பயணம் செய்யவேண்டிய கட்டாயத்தில் பறந்துவிரிந்த உலகம் தினமும் சுருங்கி வருவதுமே இன்று ஏராளமானவர்கள் விமானப்பயணத்தை நாடுவதற்கு முக்கிய காரணங்களாகும்.

ஒருகாலத்தில் பயணத்தை தூரம் நிர்ணயித்தது. ஆனால் இப்போது நேரம் நிர்ணயித்துக்கொண்டிருக்கிறது. இதுபோன்ற காரணங்களினால் தான், இந்தியாவில் வடகிழக்கு மாநிலங்களில் ஒன்றாக இருந்த சிக்கிமில் சுதந்திரம் அடைந்து இத்தனை ஆண்டுகளாகியும் விமானநிலையம் இல்லாத நிலைமாறி, நேற்று முன்தினம் முதல்முறையாக அங்குள்ள பாக்யாங் நகரில் அமைக்கப்பட்டுள்ள முதல் விமானநிலையத்தை பிரதமர் நரேந்திரமோடி திறந்துவைத்தார். இந்தியாவின் 100–வது விமானநிலையமான இந்த விமானநிலையம் மிகவும் சிறப்பு வாய்ந்ததாகும். இதிலிருந்து 60 கி.மீ. தூரத்தில்தான் இந்தியா–சீனா எல்லை இருக்கிறது. 4,590 அடி உயர மலைப்பகுதியில் அமைக்கப்பட்டுள்ளது. ரூ.605 கோடி செலவிலான இந்த விமானநிலையம் கட்டும் திட்டம் 2000–ம் ஆண்டில் உருவாகியது. 2002–ல் துணை ஜனாதிபதி கிருஷ்ணகாந்த் அடிக்கல் நாட்டினார். 2012–ல்தான் கட்டுமானப்பணிகள் தொடங்கின. இந்த விமானநிலையம் கட்டியதின்மூலம் சிக்கிம் மாநிலத்திற்கு செல்லும் பயணநேரம் வெகுவாக குறைந்துள்ளது. இப்போது தொடங்கப்பட்டுள்ள விமான சேவைமூலம் கொல்கத்தாவிலிருந்து பாக்யாங் விமானநிலையத்திற்கு 1¼ மணிநேரத்தில் சென்றுவிட்டு, அங்கிருந்து ஒரு மணிநேரத்தில் சாலைமார்க்கமாக ‘காங்டாக்’ நகருக்கு சென்றுவிடலாம்.

இந்த விழாவிற்காக விமானத்தில் சென்ற பிரதமர் நரேந்திரமோடி, விமானத்தில் இருந்தே சிக்கிம் மாநிலத்தின் எழில்மிகு தோற்றத்தை படம் எடுத்திருப்பது பரவசமூட்டுகிறது. பயணிகள் போக்குவரத்திற்கு ஒருபக்கம் பயனுள்ளதாக இருந்தாலும், மறுபக்கம் இந்தியா–சீனா எல்லைக்கு அருகில் இருப்பதால் பாதுகாப்பு பணிகளுக்காகவும் இந்த விமானநிலையத்தை பயன்படுத்தலாம். பா.ஜ.க. ஆட்சிக்கு வரும்போது இந்தியாவில் 65 விமான நிலையங்கள்தான் இருந்தன. அடுத்த 4 ஆண்டுகளில் 35 விமானநிலையங்களை கட்டிமுடித்து, பிரதமர் மகிழ்ச்சியுடன் இந்தியா சதம் அடித்துவிட்டது என்று கூறியதுபோல, இன்று 100 விமானநிலையங்கள் நாட்டில் கட்டி முடிக்கப்பட்டுள்ளது நிச்சயமாக பெருமிதம் அளிக்கிறது. இப்போதெல்லாம் விமானபயணம் செய்பவர்களின் எண்ணிக்கை மாதாமாதம் உயர்ந்துகொண்டிருக்கிறது. கடந்த ஆகஸ்டு மாதத்தில் மட்டும் உள்நாட்டில் விமானபயணம் செய்தவர்களின் எண்ணிக்கை 17 சதவீதம் உயர்ந்து, ஒருகோடியே 13 லட்சத்து 50 ஆயிரம்பேர் விமானத்தில் பயணம் செய்திருக்கிறார்கள். பெருகிவரும் தேவையை கருத்தில் கொண்டு, எங்கெங்கு சிறிய விமானநிலையங்கள் அமைக்கமுடியுமோ அங்கெல்லாம் அமைக்க மத்திய அரசாங்கம் முன்வரவேண்டும். விமான கட்டணங்களையும் இன்னும் குறைக்கமுடியுமா?, சாதாரண நடுத்தர மக்களும் பயன்படுத்தும் அளவிற்கு டிக்கெட் கட்டணம் இருக்குமா? என்பதை பரிசீலிக்கவேண்டும். ஆங்கிலேயர் ஆட்சிக்காலத்தில் ராணுவ பயன்பட்டிற்காக கட்டப்பட்டு, இப்போது பயன்படுத்தப்படாமல் இருக்கும் விமானநிலையங்களை பயணிகள் போக்குவரத்திற்காக மாற்றமுடியுமா? என்பதையும் அரசு முயற்சிக்கவேண்டும்.

ஆதாருக்கு எதிரான வழக்கு தொடர்பாக கடந்த 6 ஆண்டுகளாக சுப்ரீம் கோர்ட்டில் விசாரணை நடந்தது. வழக்கு விசாரணைக்கு இடையே கருவிழி, கைரேகை உள்ளிட்டவற்றை பகிர்வது தனிமனித சுதந்திரத்துக்கு எதிரானதா? என்ற கேள்வி எழுந்தது.

அந்த விவகாரத்தை தனியாக விசாரித்த 9 நீதிபதிகள் கொண்ட அமர்வு, தனிமனித சுதந்திரம் என்பது அரசியல் சாசனம் வழங்கியுள்ள அடிப்படை உரிமை என்ற பரபரப்பு தீர்ப்பை வழங்கியது.

அந்த தீர்ப்பின் அடிப்படையில் கருவிழி உள்ளிட்டவற்றை பகிர்வது தனிநபரின் அடிப்படை உரிமையை மீறும் செயலா? என்பது குறித்து 5 நீதிபதிகள் கொண்ட அரசியல் சாசன அமர்வு விசாரித்து தீர்ப்பு வழங்கலாம். அதன் அடிப்படையில் ஆதாரை கட்டாயமாக்க மத்திய அரசை அனுமதிப்பதா? இல்லையா? என்று முடிவு செய்யலாம் என்றும் 9 நீதிபதிகள் தீர்ப்பில் கூறியிருந்தனர்.

பின்னர் 5 நீதிபதிகள் அமர்வு விசாரணை தொடங்கியபோது, கடந்த மார்ச் மாதம் 31-ந் தேதிக்குள் அனைத்து சேவைகளும் பெற ஆதார் எண்ணை கட்டாயம் வழங்க வேண்டும் என்று மத்திய அரசு உத்தரவிட்டு இருந்தது.

அந்த உத்தரவுக்கு எதிராக சுப்ரீம் கோர்ட்டு இடைக்கால தடை விதித்தது.

வாரம் 3 நாள் விசாரணை என்ற அடிப்படையில் 38 நாட்கள் தொடர் விசாரணை நடந்தது. கடந்த மே மாதம் விசாரணையை முடித்து தீர்ப்பை ஒத்திவைத்த நீதிபதிகள் இறுதி தீர்ப்பு வரும் வரை வங்கி, தொலைபேசி சேவை உள்பட எதற்கும் ஆதார் எண் கட்டாயமாக்க கூடாது என்று இடைக் கால தடை விதித்தனர்.

அடுத்த வாரம் தலைமை நீதிபதி ஓய்வுபெற உள்ள நிலையில், ஆதார் கட்டாயமா? இல்லையா? என்ற இந்த வழக்கில் இன்று (புதன்கிழமை) காலை 10.30 மணிக்கு தீர்ப்பு வழங்கப்படுகிறது.

Accused hacked her after his wife died in her clinic

The Madurai Bench of the Madras High Court on Tuesday upheld the life sentence awarded by Thoothukudi Mahila Court to the key accused in the murder of a government doctor.

A Division Bench of Justices M.M. Sundresh and N. Sathish Kumar upheld the life sentence awarded to R. Mahesh, an auto driver, in 2015 for the murder of T. Sethulakshmi, chief doctor at ESI Hospital, Thoothukudi. However, the court acquitted the other accused in the case.

Death of wife of accused

It was alleged that Mahesh plotted the murder of Dr. Sethulakshmi after he held her responsible for the death of his 24-year-old wife.

His wife, who was 24 weeks pregnant, was admitted to the clinic of Dr. Sethulakshmi in 2012. But she died after developing complications while under treatment.

Mahesh, irked by the death of his wife, attacked the doctor at her clinic in Kamaraj Nagar, along with four of his friends and hacked her to death. The police had booked the accused under Sections 452 (trespass), 302 (murder) and 324 (voluntarily causing hurt) of the Indian Penal Code. It was alleged that Mahesh, a history-sheeter, had several cases pending against him prior to the murder of the doctor.

The murder of the doctor had shocked the medical fraternity and widespread protests were held all over the State by various medical and doctor associations. They called for a stricter implementation of the Tamil Nadu Hospital Protection Act, 2008, after several such incidents were reported.

Sastra varsity gets eviction notice

Asked to vacate 28 buildings by Oct. 3

The Thanjavur tahsildar has served a notice on the Shanmuga Arts Science Technology and Research Academy (Sastra University) at Tirumalaisamudram in Thanjavur district, asking it to vacate 28 buildings constructed on land belonging to the Prison Department by October 3. Eviction proceedings will be initiated if the university fails to do so by the stipulated date, the notice has warned.

The notice follows a decision of the Thanjavur Collector, who had, following a direction of the Madras High Court, convened a high-level meeting on September 22 and passed orders instructing the Revenue Divisional Officer and the tahsildar to remove the encroachments immediately. The prison authorities are considering the possibility of utilising the buildings for an ‘open air jail’, proposed on a stretch of 58.17 acres, including 20.62 acres encroached upon and occupied by the private university since 1985.

The Deputy Inspector General of Prisons, Tiruchi, was told to raise a fence and protect the land by providing round-the-clock security. In September, the Madras HC directed the State to take possession of the encroached land within four weeks.

Madras HC asks Yamaha staff to not strike near factory

The Madras High Court on Tuesday directed the Sriperumbudur police to ensure that the trade union activities and demonstration by the workmen of India Yamaha Motor is being held 200 metres away from the factory premises located in Sriperumbudur, Kanchipuram district. Justice P Rajamanickam passed the interim order on the plea moved by Yamaha seeking adequate police protection for ingress and aggress of vehicles and people from in and out of the factory premises and further vacate the trespassing workmen by ensuring that no striking workers assemble illegally in any form within the radius of 200meters from its factory.

When the plea came up for hearing, the company further submitted that they are not averse to legitimate trade union activities. However, in the guise of strike or trade union activities some workers and their allies cannot obstruct or prevent other employees from entering inside the premises and working. The labour unrest in the five automotive factories, including Yamana, Royal Enfield and tier I auto component suppliers Honeywell and Myong Shin Automotive India (MSAI) continued Tuesday with more than 2,500 employees protesting.

CITU state president A Soundararajan said: “The issue is the same in both Yamaha and Royal Enfield – the right to form an association. We formed our trade union in both these companies and those workers were immediately dismissed. Royal Enfield dismissed four workers and Yamaha two.” Yamaha, in its petition submitted that it was not averse to legitimate trade union activities.

Labour unrest over forming of a trade union has been simmering in the Oragadam belt for over four months now though the actual strike in Yamaha started on September 21 and in Royal Enfield on September 24. “As many as 19 people were suspended in MSAI and another 55 in Honeywell have lost their jobs,” said Soundararajan. Pay hikes and other reinstatement of dismissed employees are some of the demands of the striking workers apart from the right to form a trade union.

“The assistant labour commissioner of Sriperumbudur has summoned the Yamaha management once again tomorrow (September 26) morning at 11.30 am. As for Royal Enfield, the management there have also been called by the assistant labour commissioner and the striking employees are now waiting to see if a resolution is round the corner, he added.

A total of 2,500 employees in five companies are striking including 700 permanent employees in Yamaha (almost the entire permanent workforce of the company said Soundararajan), 300 permanent employees in MSAI have been striking for 20 days now and around 1000 permanent and temporary workers in Royal Enfield are involved in the strike. There have been no fresh formal statements from the companies so far on Tuesday.

Man’s body found after tree grows from seed in his stomach

The body of a man who was murdered more than 40 years ago has been found after a seed from a fig in his stomach grew into a tree. Ahmet Hergune was killed during the conflict between Greek Cypriots and Turkish Cypriots in 1974, but his body remained undiscovered for decades. It was eventually discovered because the tree which grew from him was unusual for the area.

The man had been taken into a cave with two others and both of them had been killed by dynamite that was thrown in after them. The dynamite also blew a hole in the side of the cave, allowing light to flood into the darkened interior which in turn allowed the fig seed to grow into a tree from his body.

Up to 200,000 people were displaced during the conflict between Greek Cypriots and Turkish Cypriots.

Ahmet Hergune’s sister Munur, 87, said: “We used to live in a village with a population of 4,000, half Greek, half Turkish. In 1974, the disturbances began. My brother Ahmet joined the Turkish Resistance Organization. On June 10, the Greeks took him away.” She added: “For years we searched for him in vain.” But she said that unknown to her, the grave had ended up being marked by the fig tree.

The tree was spotted in 2011 by a researcher who was curious as to how the tree had ended up in the cave and especially in a mountainous area where it was not usually found. While carrying out his research and digging around the tree, he was horrified to find a human body underneath and raised alarm. On digging further, police recovered a total of three bodies.

Munur added that her brother was believed to have been the one who had eaten the fig, and blood samples from her family matched DNA fragments which confirmed it was her brother’s final resting place. Ahmet had apparently eaten the fig shortly before he died. “They found my brother thanks to that tree,” she said. DAILY MIRROR

After the gate keeper at a level crossing gate keeper was attacked by unidentified people, the Trichy railway division authorities have closed the gate near Cuddalore permanently to teach the locals a lesson.

A notice board hanging on the gate read, “On 23.09.2018 Shri Ashraf Ali on duty GK was assaulted by the public while doing duty, this LC gate (LC - 151) is permanently closed.”

Following the closure of the gate, people are forced to take an alternative route.

According to sources, gate keeper Ashraf Ali was beaten up by some motorists for not opening the gatewhich had been closed as a train was to pass through the section. They also said such incidences were common at the crossing.

Trichy divisional railway manager (DRM), P Uday Kumar Reddy said he had ordered the gate closed following many such incidents. “The people in that area are very aggressive. When I was there at the gate on September 22 midnight, two men on a two-wheeler approached the gate and ordered the staff to open the gate. When he refused, they started abusing him. Subsequently, I intervened and informed the RPF. After seeing the RPF, they fled from the spot,” he said.

The railway administration has lodged a complaint with Government Railway Police (GRP) about the incident, he said.

When asked about the inconvenience for the general public, DRM said there was no hindrance for vehicular movement as another gate 15 metres away.

High court bench orders man to pay ₹20L for divorce

Setting aside a lower court’s order, which dismissed a divorce petition, the Madurai bench of the Madras high court said that the divorce proceedings will be initiated on condition that the man compensate his wife with ₹20 lakh for the suffering she underwent. Alleging that his wife suffered from mental illness, A Amuldoss moved the lower court in Thanjavur in 2013 seeking divorce from her. In his petition, Amuldoss stated that he got married to the woman in 2008 at a church and cited incidents to claim that she suffered from mental illness. The woman’s counsel denied all allegations against her.

However, the lower court dismissed the petition after observing that it was based only on the versions of his mother and sister as he was staying abroad. It took into consideration the woman’s version that her in-laws quarrelled with her as she did not have a child.

When he went on an appeal in the high court, justice J Nisha Banu issued the directions after noting that the couple are living separately for the past seven years and the effort made by the court to mediate for a possible reunion went futile. “While the wife wanted to live with the husband, the husband was not willing to live with her. There has also been a long delay of continuous separation and therefore, while mediating, the court found that matrimonial bond is beyond repair,” the court said stressing that while it understands the woman’s anxiety to reunite with her husband, it has no other option except to deal with the matter in the circumstances of the case as the man does not want to live with her. While allowing the appeal petition, the judge said the lower court’s order shall be set aside only when the man pays compensation to his wife.

Most Not Worried As Long As They Are Heard, Finds Study

We’ve all heard stories about how singers go to extremes to nurse their voices, avoiding the sun, cold water and what have you. But another set of professionals who depend on their voices to make themselves heard — teachers who often have to speak loudly for 6-8 hours a day — rarely bother with the health of their larynges.

A recent study in the Journal of Voice concluded that nearly two in five school teachers in Chennai had problems with their voices, but reported them only when they had real trouble delivering lectures.

With more than 1500 schools, Chennai has more than 1.5 lakh teachers who often have to raise their voices to be heard above the din – even when students are quiet, which often they are not, there is noise from the playgrounds or the streets and buildings nearby. And there’s chalk dust, which can clog noses and throats.

“We talk for 6-8 hours. There are now more students per classroom and many are naughty. Besides there is too much background noise in the classroom and we are forced to raise our voice,” said Sharada S, a primary math teacher at a private matriculation school.

“At least three of the five classes I handled today were close to the playground and I had to be loud for students to hear me. I often return home with a hoarse voice and a strained throat,” she said.

A team of voice therapists from Sri Ramachandra University surveyed 384 teachers and found that most first use home remedies. While doctors and voice experts see adequate water intake and steam inhalation as positive habits, 36% of teachers said they had less than six glasses of water and 37.5% did not do steam inhalation.

The study’s corresponding author Prakash Boominathan, who heads the university’s speech language and hearing department, said what was really counterproductive was that more than a quarter of the teachers took more than two cups of coffee a day, although a majority said they don’t smoke or drink. Another commonly abused remedy is throat lozenges, he said.

“Most teachers were not worried about voice quality as long as they were heard clearly and their throats did not hurt,” said Aishwarya Nallamuthu, who was part of the study.

They had very little idea about what having a healthy voice meant. Some 23% thought they were fine if their voice were “flexible” – if they could speak for long in different tones and decibels. Another 22% thought it was OK if they had could speak for long. Many dismissed their problems as minor – as a dry throat or throat irritation.

Nallamuthu said it was important to educate teachers on vocal health so that problems could be treated early. “For this we must inculcate tailor-made vocal hygiene programmes,” she said.

Cyclonic circulation in bay may bring rain to Chennai

The city is expected to get more rain in the coming days because of a cyclonic circulation over the South Andaman Sea and southeast Bay of Bengal.

Regional Meteorological Centre (RMC) said the sky condition was likely to be partly cloudy. Light rain or thundershowers is likely to occur in some areas in the next two days.

A cyclonic circulation in the Bay of Bengal and a north-south trough from north Karnataka to the Gulf of Mannar will have an impact on the city’s weather. Already, this has led to a general dip in the maximum temperature since Friday, when the mercury level peaked to 35°C. The city recorded 33.2°C on Tuesday, a stable figure for the past three days.

However, the day between 8.30am and 3.30pm was hotter than it was on Monday. The temperature was well over 33°C till 2.30pm while it peaked to 33°C at 12.45pm and then started to dip on Monday.

The low pressure formed in the Arabian Sea had its impact across the peninsula. However, officials said the chances of a heavy rainfall were remote while the sky might remain cloudy through the day like it was a week ago.

The water stock available for the city has come down considerably when compared to last year.

Water level at Poondi and Cholavaram is at 13mcft (million cubic feet) and 8mcft respectively. Last year, Poondi had 28mcft and Cholavaram had 26mcft.

However, Redhills and Chembarambakkam have good storage compared to the previous year. While Redhills has 525mcft water, Chembarambakkam has 366mcft.

Man bludgeons beagle to spite wife after tiff

A 41-year-old resident of Velachery, incensed at his wife after an argument, fatally bludgeoned her pet beagle with the metal handle of a mop in their house on Saturday night.

Police arrested S Jagannathan, a Sri Lankan national, on a complaint by his wife J Selvi, 35, after the dog died of multiple neck injuries in a pet clinic near the couple’s house on Monday morning.

Investigators said Jagannathan admitted, during interrogation, to the attack on the dog, saying he intended to kill the animal to spite his wife. He used a strip of cloth to muzzle the dog before clubbing it repeatedly with the handle of a toilet mop, they said.

“Jagannathan attacked the dog when Selvi left for her sister’s house in Thiruvanmiyur after the couple had a spat on Saturday evening,” an investigating officer said.

Selvi, who runs a beauty parlour out of the ground floor of the couple’s house on 2nd Main Road in Sarathi Nagar, Velachery, returned home on Sunday morning to find the battered six-year-old beagle she called Burmi whimpering softly in a bloodstained passageway.

“I knew right away that my husband had tried to kill the dog,” the officer quoted Selvi as saying. “So without saying a word to him, I picked up Burmi and rushed her to a pet clinic nearby.”

A veterinarian at the clinic called her on Monday to say the dog was dead, Selvi said. She lodged a complaint against with the Velachery police station. Police picked up Jagannathan, who runs a shop that irons clothes next to his wife’s beauty parlour, from the couple’s house.

“Selvi married Jagannathan a couple of years ago after divorcing her first husband, with whom she had two children. The children live in Trichy with Selvi’s parents,” the officer said. “Jagannathan came to TN from Jaffna around 25 years ago, during the civil war in Sri Lanka, and settled in Chennai.”

Jagannathan did not like dogs and would often lash out at his wife’s beagle, a small scent hound bred to hunt hare, after the couple had a fight, the officer said.

Rajkumar abduction: Erode court acquits 9 men after 18 years

Eighteen years after Kannada thespian Rajkumar was kidnapped by forest brigand Veerappan and his men, the court hearing the case acquitted nine of the accused on Tuesday.

Third additional district judge (ADJ) of Gobichettipalayam sub-court in Erode district K Mani said the prosecution has failed to prove the charges against the men. The judge stated that there was no evidence provided by the prosecution establishing the link between the accused and Veerappan, who was the prime accused. Giving the benefit of doubt, the judge said he was acquitting the nine men.

While defence counsel Bhavani B Mohan welcomed the verdict, the prosecution is likely to go for an appeal. “We are waiting for the judgment. After reading the judgment we will hold discussion with the senior government officials as well as CBCID and move for appeal,’’ said public prosecutor T Dhanakottiram.

The acquitted were S Maran, 48, S Govindaraj, 46, D Andril, 45, R Selvam, 43, K Amirthalingam, 43, P Pasavanna, 57, R Nagaraj, 47, C Puddusamy, 53, and S Rama, 52. They were charged under several counts of the IPC, including abduction for ransom and criminal conspiracy.

Court: Prosecution did not produce evidence

Veerappan abducted Rajkumar on July 30, 2000 from his farm house at Thoddakanjanur near Thalavadi in Erode district. Veerappan kept the actor under his custody for 108 days and released him only after multiple rounds of negotiations by Pazha Nedumaran and Nakkeeran Gopal who were sent as emissaries.

Thalavadi police who registered the case took up the investigation. Later, the case was transferred to the CBCID-Coimbatore in 2011. They submitted a charge sheet with the Gobichettipalayam sub-court in the same year. The case was under trail for 18 years and two months.

A total of 10 judges heard the case, including K Mani.

On September 17, ADJ Mani announced that he would give a verdict in this case on Tuesday. Mani, who pronounced the verdict in the packed court hall, noted in the judgment that there was no material evidence or eyewitnesses to prove that these nine persons were involved in the abduction case. The judge pulled up the prosecution as well as the CBCID for failing to come up with a watertight case. He said the prosecution did not produce even a shred of evidence to prove that the nine accused were linked to Veerappan.

“The judge raised questions on the reason for not investigating Rajkumar and his wife Parvathammal. He asked why the CBCID had not questioned government interlocutors Pazha Nedumaran and Nakeeran Gopal,’’ said defence counsel Bhavani B Mohan.

The accused as well as their relatives who had gathered in the court cheered the verdict and distributed sweets to each other.

The names of 14 persons were registered in the FIR. However, four people including Veerappan and his accomplices ‘Sethukuzhi’ Govindan, Sandhana Gowda and Mallu, were killed in a police encounter on October 18, 2004. Out of the remaining 11 accused, one – Ramesh - is still absconding and one more died leaving the nine to face trial.

A total of 47 persons appeared before the ADJ as witnesses in addition to material evidences. “As far as we are concerned, we have argued the case by producing oral and documentary evidence,’’ said Dhanakotiram.

Making it clear that special courts trying cases under the Unlawful Activities (Prevention) Act have the power to directly extend the remand of accused from 90 days to 180 days, the Madras high court has said that such an order shall be passed

only based on special/specific reasons submitted by the prosecution.

A division bench of Justice S Vimala and Justice S Ramathilagam made the observation while setting aside an order passed by the special court for NIA cases in Poonamallee extending the remand of Mohammed Mubarak, an accused in the murder of Hindu Munnani leader Sasikumar.

Refusing to concur with the contentions of the petitioner that the trial court cannot directly extend the remand to 180 days, the bench said, “Section 43-D (2)(b) of the Act employs the term ‘up to’ for extending the period of remand from 90 days to 180 days. This clearly means that the maximum period up to which the remand can be extended is up to the period as specified under the Act. Had the intention of the legislature been otherwise, then the word ‘up to’ would not have found place in the said provision. The usage of the word clearly shows the intention of the legislature, which thought it fit to leave it to the wisdom of the court to extend the period of remand, however, subject to the limitations as envisaged under the second limb of Section 43-D

(2) (b) of the UAP Act.”

However, in the present case, pointing out the report of prosecution, the bench said, the report is mere indicative of the progress made in the investigation and the phases in which investigation needs to be made.

While senior neurologist Dr A V Srinivasan recommended an active lifestyle combined with healthy eating and exercise, neuropshychiatrist Dr E S Krishnamoorthy endorsed holistic care that combines traditional with allopathic medicines. Seniors should also make informed choices and communicate decisions to their family, he said. “If you are diagnosed with degenerative disease or recommended palliative care, it is important for the family to know the kind of care and treatment you would prefer. Advanced notification to family will make it easy for them to take decisions during tough times,” Dr Krishnamoorthy said.

The lectures were followed by interactive sessions on health insurances, sideeffects of medications for chronic ailments and preventing dementia and other degenerative diseases. And when seniors left the hall, they urged the university to have more such informative meeting through the year.

“It will be good if we have more such lectures throughout the year, not just for the international day,” said Sathiyamurthy K, who attended the lecture along with two of his friends.

Chennai: Unable to hold back her tears, the mother of an accident victim was overcome with emotion when the Chief Judge, Small Causes court ordered compensation of Rs 1.80 crore for the death of her son under Motor Accident Claim Tribunal.

The Chief Judge R. Selvakumar gave away the order copy to Vinobai, from Germany, on Monday. The mishap occurred when her son L. Selvakumar, 29, also a German citizen who was working in Barclays Bank’s Frankfurt branch in Germany, came to meet his family members in the State in 2009.

According to V . Rameshvel, counsel for the petitioners, Loganathan, a native of Chennimalai, Erode district, had settled in Germany and has been living there for more than three decades.

His son Selvakumar, born and brought up there, was employed as an executive in Barclays Bank, Frankfurt and was receiving a salary of Rs 3 lakh per month. Selvakumar would occasionally visit relatives in Erode, Tirchy and Dindigul.

He came to meet his relatives in 2009 and on November 21, 2009 he was proceeding to Dindigul from Tiruchy on a two-wheeler. A lorry, which came from behind, was being driven in a rash and negligent manner and rammed against his vehicle near Kamatchipuram cross road at Ottanchathiram.

In the impact, Selvakumar was thrown off the bike and sustained head injuries and died instantly. His body was flown to Germany and cremated there. In the petition, Loganathan and Vinobai sought a compensation of Rs 2 crore from th einsurer of the vehicle, Shriram General Insurance Company for death of their son. The aged couple came from Germany thrice to depose before the Small Causes court in Chennai.

The matter was taken up in the permanent Lok Adalat recently. Following negotiations, the counsels of the insurer and petitioners agreed on Rs 1.80 crore as compensation for Selvakumar’s death.

Chennai: App on snake bites and treatment to be launched

Sources said that snake bite cases are often reported particularly in rural areas.

Since most people, bitten by such venomous snakes, are getting panic and they often approach ‘native doctors’, who treat them with herbal medicines and such treatment many a time leads to fatalities.

Chennai: In order to create awareness about snake bite treatment and management, the Chennai Snake Park, located inside the Guindy National Park, is all set to develop an ‘app’ system, which has elaborate details on snake bites.

Sources said that snake bite cases are often reported particularly in rural areas. Since most people, bitten by such venomous snakes, are getting panic and they often approach ‘native doctors’, who treat them with herbal medicines and such treatment many a time leads to fatalities.

“Taking stock of the situation, we have planned to create app-based system, in which all the photos of venomous snakes will be updated. Further, the app will also have details like first aid after snake bite. Most importantly, the app will have Global Position System (GPS), through which the patients can identify nearby government health institutions like Primary Health Centres (PHCs) and even private hospitals,” said G. Kannan, Education Officer, Chennai Snake Park.

The application would have facilities to upload photos so that people, who notice snakes every nook and corner, can film them and upload in the app, as it will be helpful to survey the snakes every year, he noted.

“The snake park has been associated with a non-government organisation, which will provide funds for such initiative. Further, we will start geo-coding process across the state for providing GPS connection,” said another official. They were preparing detailed blue-print, after which the public would come to know about this application, the staff added.

Herpetologists have welcomed the move. “It is a good initiative, however, the staff should create strong awareness on this before they launched such system. Since snake bites are often reported in the rural areas, I am at a loss to understand the fact that how such system will work,” said Subramanian, a city based herpetologist.

As far as state health officials are concerned, they are sure that all the government health institutions have enough stock for providing anti-venom treatment. They also claimed that unlike in the past, people are well aware that they should approach nearby hospitals after snake bites.

CHENNAI: The mother of one of the seven convicts in the Rajiv Gandhi assassination case, AG Perarivalan, Monday met Tamil Nadu Governor Banwarilal Purohit seeking her son's release following a cabinet recommendation to him on the matter.

Arputhammal, the mother of Perarivalan alias Arivu, said she met Governor Purohit at the Raj Bhavan here and presented a petition with some accompanying material and exuded confidence he will accept her demand.

The material she presented to Purohit included Judge KT Thomas' reported remarks of some "serious flaws" in the CBI investigation into the case and details on her son's behaviour during his earlier parole and its extension, she said.

Thomas had last year reportedly written to then Congress President Sonia Gandhi, wife of Rajiv Gandhi, to show magnanimity towards her husband's killers and enable remission of their sentences.

Today, Arputhammal said: "Tamil Nadu government had adopted a cabinet resolution (on the seven persons' release) and sent the files here (Raj Bhavan). You all know that their release is waiting for his signature (of approval)," she told reporters.

On September 9, the AIADMK government in Tamil Nadu had recommended to Purohit the release of all seven life convicts in the Rajiv Gandhi assassination case, a move hailed by most political parties in the state barring the Congress.

The cabinet had decided to release the convicts V Sriharan alias Murugan, T Suthanthiraraja alias Santhan, Perarivalan, Jayakumar, Robert Payas, Ravichandran and Nalini, under Article 161 of the Constitution, which relates to the power of the Governor to grant pardons and to suspend, remit and commute sentences in certain cases.

Arputhammal further said the Governor was 'cordial' towards her and went through her petition, and that he even suggested some correction which was done.

"So I am confident he will soon accept the cabinet recommendation and approve my son's release.

He will respect the Cabinet, Supreme Court," she added.

The Supreme Court had earlier asked the Governor to consider the mercy petition of Perarivalan seeking remission or pardon under Article 161 of the Constitution, while disposing of the Centre's petition opposing the state's 2014 decision for the convicts' release.

CHENNAI: Residents of Chitlapakkam prefer to take their dead to the Sembakkam burial and cremation ground, over five kilometres away, for fear of laying their loved ones to rest among mounds of reeking garbage in their own burial and cremation ground at Chitlapakkam.

According to Chitlapakkam residents, the town panchayat has been using the already poorly maintained burial ground as a garbage dump site from time to time, clearing the garbage temporarily when residents raise complaints but continuing to dump it a few days later. While a large quantum of waste is usually dumped at the Chitlapakkam dump yard across the lake, residents said the panchayat staff uses the burial ground for convenience.

“This has been going on for almost a year now and we have raised several complaints so far. They clean it up when residents insist but they keep dumping it in trucks late in the evenings, and sometimes even during the mornings,” said Lakshmi, a resident.

When Express visited the spot, the burial ground was littered with waste and unkempt bushes. The ground had no gate, offering free access to anyone wanting to gain entry; portions of the wall at the entrance and some headstones lay broken. According to locals, the walls and headstones were damaged when garbage trucks entered and exited the ground.

Sixty-one-year-old K Govindaraj, a resident of Chitlapakkam, who has always lived here, said, “When I was around 15 years old, this space was allotted for burial ground. Now, residents take the bodies to Sembakkam instead because of the lack of maintenance here.”

Residents here including many members of the local Chitlapakkam Rising group, a citizen activist group, are on a vigil, ensuring that complaints are raised everytime garbage trucks enter the space.

B Sivakumar, a resident here for around 38 years, said, “It’s a matter of shame to us here. We hope the authorities clear it up and maintain it to ensure that the residents here are at peace, at least in death.”

A senior panchayat official that City Express spoke to said that strict orders have been issued to staff, forbidding them from dumping waste here at the burial ground. “We will clear the waste in a period of one week,” the official said.

CHENNAI: Leaders of different parties, who are at loggerheads with one another in the political arena, may share the dais at the September 30 valedictory of birth centenary celebrations of the late Chief Minister and AIADMK founder, MG Ramachandran, if they opt for keeping their differences on the hold for a while.

The State government has invited DMK president MK Stalin, Rajya Sabha members TKS Elangovan and Kanimozhi, and Amma Makkal Munnetra Kazhagam deputy general secretary TTV Dhinakaran to this event. In all, the names of six MPs and 13 MLAs have figured in the invitation for the grand event to be held at YMCA Grounds at Nandanam.

Official sources said most of them have been already invited.

Deputy Speaker of Lok Sabha M Thambidurai, Assembly Speaker P Dhanapal, Chief Minister Edappadi K Palaniswami and Deputy Chief Minister O Panneerselvam will be taking part in the celebrations. 

The Chief Minister is scheduled to unveil the portrait of MGR and will release the souvenir to mark the occasion.

He would also present medals and citations to those who won various competitions conducted across the State during the past one year.

Woman alleges harassment by doctors

A woman worker of a Primary Health Centre, along with her husband, attempted suicide at the Tiruvarur Collector’s Office here on Monday alleging sexual harassment by doctors at the PHC.

Chitra, a multi-purpose worker at the Urban Primary Health Centre, Tiruthuraipoondi, and Dakshinamoorthy, a driver attached to the Primary Health Centre, Adichapuram, reportedly consumed sleeping pills after submitting a petition to the district authorities.

A police team stationed at the Collector’s Officer rushed the couple to the Tiruvarur Government Hospital. The doctors said both were out of danger and were being kept under observation.

No case registered

The Tiruvarur Taluk police, who are investigating, have not registered a case so far.

Ms. Chitra had alleged in the petition that some doctors in the Upgraded PHC harassed her sexually.

However, Health Department sources said inquiries were pending against both of them for taking up employment by submitting bogus certificates. Both of them were said to have got the jobs under the quota for persons with disabilities.

Claims rejected

The Medical Board constituted recently had reportedly rejected the physical disability claims made by Mr. Dakshinamoorthy and Ms. Chitra.

While Mr. Dakshinamoorthy was appointed as a regular employee a few years ago after a period of work on contract, Ms. Chitra was still on temporary service in the department.

A senior medical officer in Tiruvarur district claimed that Mr. Dakshinamoorthy had made similar attempts in the past to divert the course of inquiry.

Agri Dept. official found dead

K. Sivakumar (53) of Poolavari, employed as assistant agricultural officer, committed suicide by hanging from a tree in the backyard of his house in Poolavari village near here on Monday.

Police sources said that Sivakumar was till recently posted as assistant agricultural officer at the Uzhavar Santhai at Attayampatti. He was transferred to Villupuram district a couple of weeks ago. Since then he was under severe stress. However, Sivakumar managed to get transfer to Vennanthur in the neighbouring Namakkal district a few days ago.

He provided water to the cattle in the backyard of his house and later hanged himself.

On receiving information, Mallur Police rushed to the spot and sent the body to the Government Mohan Kumaramangalam Medical College Hospital for post-mortem.

Munnabhais become MBBS, doctor who helped loses degree

Nevil Patel, a doctor from Patan, has approached the Gujarat high court over the Medical Council of India’s decision to cancel his 2009 MBBS degree as punishment for taking a medical entrance test conducted by the National Board of Examinations (NBE) for a superspecialty course (NBE) last year while a ban against his taking any NBE exam was in effect for impersonating two students in a 2012 MBBS entrance exam.

The two students themselves are now medical practitioners. When caught and charged with impersonating the two students, the NBE punished Patel by restraining him from appearing in any of its exams for the next seven years. Patel was then pursuing a Diplomate of National Board (DNB) at St Stephen’s College, Delhi.

When the NBE paved the way for the National Entrancecum-Eligibility Test in 2015, Patel decided to take the entrance test for super-specialty courses. In 2017, he applied, was accepted, and was issued an admit card as well. But he was not allowed to take the test at the last moment. Officials cited the seven-year ban. He was issued a notice for the cancellation of his degree for applying for the test while the ban was in effect.

The proceedings were shifted to the Delhi Medical Council which decided that Patel cannot practise medicine in Delhi for three years. The decision was challenged in the Delhi HC, which ordered the MCI to re-examine the matter in the next three weeks. The MCI’s ethics committee said there was no reason for “extra punishment” as he had been handed a sevenyear ban. According to Patel’s lawyer, Rahil Jain, when ethics committee conveyed its recommendations to the executive committee, the decision was taken to cancel Patel’s MBBS degree. TNN

Loss of job over false FIR: Man gets HC relief

Aggrieved over losing an employment opportunity abroad due to the authorities issuing a passport with only one-year validity following an FIR against him in Koodankulam police station, a man moved the Madurai bench of the Madras high court seeking relief.

Justice V Parthiban condemned the conduct of the passport authorities and directed them to issue a regular passport to the petitioner.

The petitioner, Sivasarath holds a diploma in mechanical engineering. According to his petition, he was falsely implicated in a criminal case by the Koodankulam Police for which an FIR was registered under various sections of the IPC. Although FIR was registered in 2013, till date no chargesheet has been filed. TNN

Selaiyur residents get water plant

A community water supply plant was inaugurated in Selaiyur on Monday, which will help supply water to over 500 low-income families in the area. Residents can use the kiosks to fill water in 20-litre capacity cans at a cost of ₹7 for 20 litres. The plant has been built within the premises of the Municipal Higher Secondary School, Selaiyur, and over 500 people belonging to low and middle income families residing in the area are expected to benefit from it. The plant was built by United Way, an NGO, and Water Life, India, at a cost of ₹35 lakh.

To access the water, residents will have to purchase a smart card membership and swipe it at the kiosk to collect the required quantity of water. The cards can be recharged periodically, said a spokesperson from United Way Chennai, adding that it will cut down on the daily expenses incurred by these families on purchasing drinking water.

சென்னையில் சைக்கிள் ஓட்டுவது என்பது இன்றைக்கு உயிரைப் பணயம் வைத்து நடத்தும் ஒரு சாகசம். இந்தியாவில் மோட்டார் வாகனப் பெருக்கம் மிகுந்த நகரங்களில் முன்னிலையில் இருக்கிறது சென்னை. தமிழர்கள் இதற்காகப் பெருமை கொள்ள முடியாது. அதிகரிக்கும் மோட்டார் வாகனங்களின் அடர்த்தி சுற்றுச்சூழலிலும் சுகாதாரத்திலும் எவ்வளவு மோசமான பாதிப்புகளை உண்டாக்குகிறது என்பதை வருஷம் முழுக்க ஊடகங்கள் பேசுகின்றன. ஆட்சியாளர்கள் காதில் எது விழுகிறது?

ஒரு நகரத்தின் முகத்தை சைக்கிள்கள் எப்படி வேகமாக மாற்றுகின்றன என்பதைச் சமீபத்திய ஆண்டுகளில்தான் பிரிட்டன் மக்கள் உணரத் தொடங்கியிருக்கிறார்கள். லண்டன் மாநகரவாசிகள் 88 லட்சம் பேரில் 6.5 லட்சம் பேர் - 7 சதவீதத்தினர் - மட்டுமே தினமும் சைக்கிள் ஓட்டுகின்றனர் என்றாலும், அதுவே சூழலில் நல்ல தாக்கத்தை வெளிப்படுத்துகிறது என்கிறார்கள். சைக்கிளோட்டம் அதிகரிக்கத் தொடங்கிய பத்தாண்டுகளில் லண்டன் நகரில் நெரிசல் நேரத்தில் இயக்கத்தில் இருந்த கார்களின் எண்ணிக்கை 86,000 என்பதிலிருந்து 64,000 ஆகக் குறைந்திருக்கிறது. “சைக்கிள் ஓட்டுவதை நிறையப் பேர் விரும்புகின்றனர். ஆனால், உள்ளும் புறமுமாக நிறையத் தடைகள் இருக்கின்றன. வெளியே நாடு முழுக்க சைக்கிளோட்டிகளுக்கான பாதுகாப்பான சூழல் சாலைகளில் உருவாக்கப்பட வேண்டும். உள்ளே சைக்கிள் ஓட்டுவது ஒன்றும் அந்தஸ்து குறைவில்லை என்ற எண்ணம் மக்களிடம் உருவாக வேண்டும். லண்டனை எடுத்துக்கொண்டால் சைக்கிளோட்டிகளில் ஆண்கள், வெள்ளையர்கள், உயர் மத்திய தர வர்க்கத்தினரே அதிகம். பெண்கள், கருப்பர்கள், புலம்பெயர்ந்தவர்கள், அடித்தட்டு வர்க்கத்தினர் எண்ணிக்கை குறைவு” என்றார் ஹெலன். ஆனால், சூழலை மேம்படுத்துவதற்காக ஒலிக்கும் குரல்கள் உத்வேகம் அளிக்கின்றன.

இந்தப் பயணத்தினூடாக அறிந்துகொண்ட சுவாரஸ்யமான சில மனிதர்களை அவ்வப்போது எழுத நினைக்கிறேன். பொதுப் போக்குவரத்து மேம்பாட்டுக்காகக் குரல் கொடுத்துவரும் ரோஸ்லின் அவர்களில் ஒருவர். “சூழலுக்கு உகந்த நகரமாக லண்டன் உருமாற சைக்கிளோட்டிகளுக்கேற்ப சாலைகளை வடிவமைப்பதே ஒரே வழி” என்பவர் இவர். “லண்டன் நகரத்தில் வெறும் 3% சாலைகளில் மட்டுமே சைக்கிள்களுக்கு இன்று தனித்தடம் இருக்கிறது. அதேசமயம், கார்களை நிறுத்த 68 கார் நிறுத்தங்கள் உள்ளன. இவற்றின் மொத்தப் பரப்பளவு 78.5 ச.கி.மீ. ஒவ்வொரு நகரத்திலும் கார்கள் இப்படி எடுத்துக்கொள்ளும் பரப்பைக் கணக்கிடுங்கள். சாலைகளை மட்டும் அல்ல; நம்முடைய நகரங்களையும் கார்கள் ஆக்கிரமித்திருப்பது உங்களுக்குப் புரியவரும். ஒரு சாலையில் ஒரு மணி நேரத்துக்கு 2,000 கார்கள் போக முடியும் என்றால், அதே நேரத்தில் 14,000 சைக்கிள்கள் எளிதில் கடந்துவிட முடியும். கார்கள் மூலம் நடக்கும் ஆக்கிரமிப்பு நகர்ப்புற வாழ்க்கையில் பெரிய வன்முறை” என்கிறார் ரோஸ்லின்.

ஹெலனிடம் பேசிக்கொண்டு வந்தபோது டென்மார்க் தலைநகர் கோபன்ஹேகனில், இந்த ஆண்டில் கார்களின் எண்ணிக்கையை சைக்கிள்களின் எண்ணிக்கை மிஞ்சியிருப்பதைச் சுட்டிக்காட்டினார். “கோபன்ஹேகனில் இன்று 62% பேர் சைக்கிளிலேயே வேலைக்குச் செல்கின்றனர். அந்த நகரின் சாலைகள் - கார்களுக்காக அல்ல - சைக்கிள்களுக்கேற்ப வடிவமைக்கப்பட்டிருக்கின்றன. விளைவாக நகரில் கார்களின் எண்ணிக்கையைக் காட்டிலும் சைக்கிள்களின் எண்ணிக்கை இன்று அதிகரித்திருக்கிறது. 2018 மே கணக்குப்படி கோபன்ஹேகனில் கார்கள் எண்ணிக்கை 2.52 லட்சம். சைக்கிள்கள் எண்ணிக்கை 2.65 லட்சம். லண்டனிலும் அப்படியான சூழலை உருவாக்க வேண்டும்” என்றார்.

முன்னேறிய நாடுகள் பலவற்றிலும் இன்று இது தொடர்பில் தீவிரமாக யோசிக்கிறார்கள். “நகரின் மையப் பகுதிக்கு இனி கார்கள்-டாக்ஸிகள் வரக் கூடாது” என்று அயர்லாந்தின் டப்ளின் நகர நிர்வாகம் அறிவித்திருக்கிறது. “2019 முதல் நகரில் கார்களுக்கு இடம் இல்லை” என்று முடிவெடுத்திருக்கிறது நார்வேயின் ஆஸ்லோ நகர நிர்வாகம். ஸ்பெயினின் மாட்ரிட் நகரில், “பிரதானமான மைய வீதிகளுக்குள் சொந்த வீட்டுக்காரர்களைத் தவிர மற்றவர்கள் கார்கள் வரக் கூடாது” என்று தடை விதித்திருக்கிறார்கள். எல்லோருக்குமே ஹாலந்து தலைநகர் ஆம்ஸ்டர்டாம் மீது ஒரு தனிக் கவனம் இருக்கிறது. ஆம்ஸ்டர்டாமில் சைக்கிளோட்டிகள்தான் ராஜாக்கள். நகரின் எல்லாப் பகுதிகளும் சைக்கிள் ஓட்டும் பாதைகளால் இணைக்கப்பட்டிருக்கின்றன. 1973 யோம்கிப்பூர் போரின்போது இஸ்ரேலை ஆதரித்த மேற்கு நாடுகளுக்கு பெட்ரோல்-டீசலை விற்க மாட்டோம் என்ற முடிவை அரபு நாடுகள் எடுத்தன. எண்ணெய் விலை நான்கு மடங்கு உயர்ந்தபோது, தனியார் போக்குவரத்தைக் குறைத்துக்கொள்ள வேண்டுகோள் விடுத்த பிரதமர் டென் உய்ல், ஒரு மாற்றுச் செயல்திட்டமாக சைக்கிள் பயணத்தை முன்வைத்தார். இன்று ஹாலந்தில் 22,000 மைல் நீளத்துக்கு சைக்கிள் ஓட்டும் தனிப்பாதைகள் உள்ளன.

ஹெலன், “ஜெர்மனி விஷயம் கேள்விப்பட்டீர்களா?” என்றார். “தெரியும், நான் எங்கள் ஊரைப் பற்றி யோசித்துக்கொண்டிருக்கிறேன்” என்றேன். சாலையோரத்தில் ஒரு பிரெஞ்சுக்காரர் அபாரமாக வயலின் வாசித்துக்கொண்டிருந்தார். சுற்றி நின்ற கூட்டத்தோடு தன்னைக் கரைத்துக்கொண்டார் ஹெலன். சூரியன் பரிபூரணமாகக் கீழே இறங்குவதுபோல இருந்தது. குளிரைத் துளைத்துக்கொண்டு வந்த சூரியக் கதிர்கள் உடலுக்குள் ஊடுருவிப் பரவின. தங்கள் தொப்பிகளைக் கழற்றி வெயிலை உள்வாங்கிய இரு குழந்தைகள் பாதையில் எதிர்ப்படுவோருக்கு வணக்கம் சொன்னபடி கடந்தனர். சைக்கிள்களில் செல்பவர்களிடம் பரவும் வெயில் உற்சாகம் வாகனத்தில் வேகம் கூட்டுகிறது. ஜெர்மனி மட்டும் அல்ல; மேற்கின் பல நாடுகள் இப்போது சைக்கிளோட்டிகளுக்கான அதிவேகப் பாதைகளை அமைப்பதில் தீவிரமான கவனத்தைச் செலுத்திவருகின்றன. இந்தியாவிலோ நாம் மோட்டார் வாகனப் பெருக்கத்தை ஊக்குவிக்க எட்டு வழி அதிவேகச் சாலைகளைத் திட்டமிடுகிறோம்!

பிச்சையெடுப்பது பெருங்குற்றமா?

சாலைச் சந்திப்புகள், ரயில் நிலைய வாசல்கள், கோயில்கள் என மக்கள் கூடும் இடங்களில் எல்லாம் எதிர்ப்படுபவர்களின் தயவை எதிர்நோக்கி இறைஞ்சும் மனிதர்களுக்குச் சமூகம் வைத்திருக்கும் பெயர் பிச்சைக்காரர்கள். ஒரு நகரின் அழகுக்கு இவர்கள் கரும்புள்ளிகளாகப் பார்க்கப்படுகின்றனர். இவர்கள் எங்கேயிருந்து வந்தார்கள்? இவர்களின் வேர்கள் என்ன?

உணவு, உடை, வீடு என மனிதர்களின் வாழ்வுக்கான அடிப்படையினை இழந்த அந்தக் கரங்கள் யாசிக்கும்போது முகங்களைத் திருப்பிக்கொள்கிறோம். அந்த மனிதர்களைச் சாடுகிறோம் அல்லது நம்மால் என்ன செய்ய முடியும் என வெகு அரிதாய் நொந்துகொள்கிறோம். அந்த மனிதர்களுக்கும் மனிதக் கண்ணியமுண்டா? நமக்குள்ள உரிமைகள் அவர்களுக்கும் உள்ளதா? இவர்களை பிச்சைக்காரர்களாய் அலையவிட்டதில் அரசாங்கத்துக்குப் பொறுப்பில்லையா என்றெல்லாம் நாம் யோசித்துள்ளோமா?

தமிழ்நாட்டில் 1945-ல் பிச்சையெடுப்பதைத் தடைசெய்யும் சட்டம் இயற்றப்பட்டது. அதுபோலவே, நாட்டின் பல பகுதிகளிலும் பிச்சையெடுப்பதற்குத் தடைச் சட்டம் இயற்றப்பட்டது. பொது இடங்களில் யாசகம் கேட்பது அல்லது பாட்டுப் பாடியோ. நடனமாடியோ, வித்தைகாட்டியோ பணம் பெறுவதையும் மற்றும் ஒரு பொருளைக் கெஞ்சி விற்பதையும் பிச்சை எடுத்தல் என வகைப்படுத்தப்பட்டுள்ளது. குற்றவியல் நடைமுறைச் சட்டத் திருத்தம் 2013 கீழ் பிச்சையெடுப்பவரைப் பிடியாணை இல்லாமல் கைதுசெய்யலாம். விசாரணையின்றி சிறை அல்லது முகாம்களில் அடைக்கும்வகையில் சட்டங்களைக் கடுமையாக்கியுள்ளது அரசு.

உடல் பாதிப்பு காரணமாய் பிச்சையெடுப்பவர்கள், பிச்சையெடுக்கும் தொழிலைச் செய்பவர்களின் பிடியில் சிக்கிக்கொண்டவர்கள், வாழ வேறு வழியற்றவர்கள், பிற பழக்கங்களால் வேலைக்குச் செல்லாதவர்கள், பிச்சையெடுப்பதை வழக்கமாகக் கொண்ட நாடோடிக் குழுக்கள் எனப் பிச்சையெடுப்பவர்களில் பல வகை உண்டு. குழந்தைகளும் சிறார்களும் இந்த வலைகளில் சிக்கிக்கொண்டவர்களாக உள்ளனர். ஆனால், வறுமையும் நீடித்த புறக்கணிப்பும் இவர்களின் நிலைக்குப் பெரும் காரணங்களாகும்.

பார்வைகள் பலவிதம்

டெல்லியில் சில ஆண்டுகளுக்கு முன்பு காமன்வெல்த் விளையாட்டுப் போட்டி நடந்தபோது, எல்லா பிச்சைக்காரர்களும் வலுக்கட்டாயமாக வேறு பகுதிக்கு அப்புறப்படுத்தப்பட்டனர். இவர்களை வெளிநாட்டவர் பார்த்தால் இந்தியாவின் மரியாதை குறைந்துவிடும் என அரசாங்கம் கருதியது.

சில ஆண்டுகளுக்கு முன்பு நகரங்களில் பிச்சை எடுப்பவர்கள் தொல்லை அதிகரித்துவிட்டதாகத் தாக்கல் செய்யப்பட்ட பொதுநல வழக்கொன்றில், 1945 ஆண்டு தமிழ்நாடு பிச்சை தடுப்புச் சட்டத்தை தமிழகக் காவல் துறைத் தலைவர் நடைமுறைப்படுத்த வேண்டும் என நீதிபதிகள் உத்தரவிட்டனர்.

பிச்சைக்காரர்கள் சமூகத்தின் பிணி என்பது போன்ற பொது கருத்தாக்கம் சமூகத்தின் பொதுப்புத்தியில் நிறைந்துள்ளது. பல தீர்ப்புகளில் இந்த ஏழைகள் மீதான நீதிமன்றச் சொல்லாடல்களும்கூட வன்மம் நிறைந்ததாகவே இருந்துள்ளது. சாலையோரம் வசிப்பவர்களைச் சமூகத்துக்கு இடையூறு செய்பவர்கள் என்றும், ஆக்கிரமிப்பாளர்கள், ஜேப்படிப் பேர்வழிகள், அராஜகவாதிகள் என நீதிமன்றம் வசைமாறிப் பொழிந்த பல வழக்குகள் உண்டு.

வழிகாட்டும் தீர்ப்பு

மக்களின் அடிப்படை வசதிகள், கல்வி மற்றும் அடிப்படை உரிமைகளை அரசு வழங்க வேண்டும் என்று அரசியல் சட்டத்தில் வழிகாட்டு நெறிமுறைகளை வகுத்திருந்தபோதும், சமூகப் பொதுப்புத்தியின் வெளிப்பாடு வேறு மாதிரியாகத்தான் இருக்கிறது. இந்தச் சூழலில் சமீபத்தில் டெல்லி உயர் நீதிமன்றம் வரலாற்றுச் சிறப்பு மிக்க ஒரு தீர்ப்பை வழங்கியது. சமூக ஆர்வலர்கள் ஹர்ஸ் மந்தர், கர்னிக் செளனி ஆகியோர் பிச்சையெடுப்பதை குற்றமாகக் கருதக் கூடாது என்றும் பிச்சையெடுப்பதைத் தண்டிக்கும் பம்பாய் பிச்சை தடுப்புச் சட்டத்தைச் சட்டவிரோதம் என அறிவிக்கக்கோரியும் பொது நல வழக்கு தாக்கல் செய்தனர். இவ்வழக்கில் பிச்சையெடுப்பதைக் குற்றச் செயலாகக் கருதக் கூடாது என்றும் பிச்சைக்காரர்களுக்கும் அடிப்படை மனித உரிமை உண்டு அரசு அதனை மதிக்க வேண்டும் என உயர் நீதிமன்றம் தீர்ப்பளித்தது.

பிச்சையெடுப்பதற்காக வீதிக்கு வருபவர்கள் யாரும் அதற்காக மகிழ்ச்சியடைவதில்லை, அரசாங்கம் அவர்களைப் பாதுகாக்கத் தவறிய நிலையில், உயிர் பிழைக்க வேறு வழியில்லாமல்தான் பிச்சையெடுக்கின்றனர். அவர்களின் நிலையை மாற்ற எதுவும் செய்யாத அரசாங்கம், அவர்களைக் குற்றவாளியாக நடத்துவதை ஏற்க முடியாது. பிச்சையெடுப்பதை வெறுமனே குற்றச்செயல் என முத்திரை குத்துவதன் மூலம் அல்லது அவர்களைச் சிறைப்படுத்துவதன் மூலம் அரசு மக்களுக்கு அடிப்படை வசதிகளை வழங்க வேண்டிய கடமையிலிருந்து விலகிக்கொள்கிறது. இது அவர்களின் தனி மனித சுதந்திரத்தைப் பறிக்கும் செயல் என்கிறது டெல்லி உயர் நீதிமன்றத்தின் தீர்ப்பு.

யார் குற்றம்?

பிச்சையெடுத்த குற்றம் புரிந்ததாகக் கைது செய்யப்பட்டவர்களில் 74% பேர் முறையான பணி எதுவும் அமையப்பெறாதவர்கள். அதில் 45% பேர் வீடற்றவர்கள். கல்வி, வேலை, உணவு, மருத்துவம் என்ற எந்த அடிப்படை வசதிகளையும் நிறைவேற்றாமல், வறுமையால் வீதிக்கு வந்த அந்த மக்களைக் குற்றவாளி என முத்திரை குத்துவதற்கு முன் இவர்களின் வாழ்க்கையில் எந்த மாற்றத்தையும் சமூகப் பாதுகாப்பையும் வழங்காத அரசும் குற்றவாளியே. அரசமைப்பின் தனிமனித சுதந்திரம் என்பது பாதுகாப்பான, கண்ணியமான வாழ்க்கை வாழ்வதுதான். அது மறுக்கப்படும் மனிதர்களை உரிமை இழந்தவர்கள் எனக் கருதுவதற்குப் பதிலாக, யாசிப்பதாலேயே குற்றவாளியாகக் கருதக் கூடாது என்பது இந்தத் தீர்ப்பின் முக்கிய நோக்கம். மேலும், தன் திறமையைப் பயன்படுத்தி பாடுபவர்கள், ஆடுபவர்கள், வித்தை காட்டுபவர்களையும், பொருட்களை விற்பவர்களையும் பிச்சைக்காரர்களாகச் சித்தரிப்பது சமத்துவ உரிமைகளை மறுக்கும் செயல் எனவும் நீதிமன்றம் தீர்மானித்துள்ளது.

மேலும், வேறு வழியில்லாத நிலையில் உயிர் வாழ்வதற்காகப் பிச்சையெடுப்பதும்கூட அடிப்படை உரிமையே. இந்தப் பிரச்சினையினை குறுகிய பார்வையில் அணுகாது, சமூகப் பொருளாதார அக்கறையுடன் அரசு அணுக வேண்டும் என்றும் ‘சட்டம் வெறும் மந்திரத் தாயத்தல்ல; அது மக்களின் நம்பிக்கை. ஒரு சட்டம் சட்டவிரோதத்துக்குத் துணைபோகுமென்றால், சமூகநீதி செத்துப்போகும்’ என்ற மறைந்த நீதியரசர் வி.ஆர். கிருஷ்ணய்யரின் மேற்கோளையும் நீதிமன்றம் சுட்டிக்காட்டியுள்ளது.

வாட்ஸ்அப் வதந்திகளைக் கட்டுப்படுத்துவது எப்படி?

ஆகஸ்ட் கடைசியில் வாட்ஸ்அப்பில் ஒரு வதந்தி வேகமாக வலம்வந்தது. ‘செப்டம்பர் முதல் வாரத்தில் வரிசையாக வங்கி விடுமுறைகள் வருகின்றன; செப்டம்பர் 2 ஞாயிறு, 3 கிருஷ்ண ஜெயந்தி, 4-5 தேதிகளில் வங்கி ஊழியர் வேலைநிறுத்தம்; ஏடிஎம் இயந்திரங்களில்கூடப் பணம் இல்லாமல் போகும்’ என்று அந்தச் செய்தி பீதியூட்டியது. அடுத்த நாள் நிதி அமைச்சகம் விளக்கம் அளித்தது: ‘செப்டம்பர் 3-ல் வங்கிகளுக்கு விடுமுறை இல்லை; 4-5 தேதிகளில் வேலைநிறுத்தத்தில் ஈடுபடப்போவது ரிசர்வ் வங்கி ஊழியர்கள்தாம், பொதுத்துறை வங்கிகள் வேலைசெய்யும்.’

இப்படியான விளக்கத்தை வெளியிட எல்லாச் சமயங்களிலும் அவகாசம் வாய்ப்பதில்லை. கடந்த ஆண்டின் கார்காலத்தில் மும்பையில் ஓர் அடைமழை நாளின் அதிகாலையில் நகரத்தின் பலருடைய செல்பேசிகள் ஒளிர்ந்தன. நகரைப் பியான் எனும் புயல் தாக்கப்போவதாக வந்த தகவல், உடன் றெக்கை கட்டிக்கொண்டு பறந்தது. உண்மையில், பியான் 2009-ல் இலங்கையைத் தாக்கிய புயலின் பெயர். மும்பைக்குப் புயல் அபாயம் ஏதுமில்லை என்று வானிலை மையம் அறிவிக்க நண்பகலானது. அதற்குள் பள்ளிகளுக்கும் பணியிடங்களுக்கும் போக வேண்டிய பலர் வீடுகளிலேயே தங்கிவிட்டனர்.

இதில் உச்சமாகச் சில வாட்ஸ்அப் வதந்திகளைத் தொடர்ந்து குழந்தைகளைக் கடத்துபவர்கள் என்ற சந்தேகத்தின்பேரில் பல மாநிலங்களில் தாக்குதலுக்கு உள்ளாகியிருக்கிறார்கள். கடந்த மே, ஜூன் மாதங்களில் மட்டும் 20-க்கும் மேற்பட்டோர் பலியாகியிருக்கிறார்கள். அரசாங்கம் கும்பல் கொலையாளிகள் மீது கடுமையான நடவடிக்கை எடுக்க வேண்டும் என்று உச்ச நீதிமன்றம் வலியுறுத்தியிருக்கிறது.

யார் பொறுப்பு?

மத்திய அரசின் தகவல் தொழில்நுட்ப அமைச்சகம், வதந்திகள் பரவுவதைத் தடுப்பது வாட்ஸ்அப் நிறுவனத்தின் பொறுப்பு என்கிறது. வாட்ஸ்அப் நிறுவனத்தைக் கடுமையாக எச்சரிக்கவும் செய்தது. வாட்ஸ்அப் நிர்வாகமும் வதந்திகளைக் கட்டுப்படுத்த முயற்சிப்பதாக வாக்களித்திருக்கிறது. அதே வேளையில், சில அறிவியலாளர்கள், வாட்ஸ்அப் ஒரு தொழில்நுட்பம், அது சூதுவாது அறியாதது, பயனர்கள்தான் பொறுப்புணர்வுடன் நடந்துகொள்ள வேண்டும் என்கிறார்கள். இந்த அவலத்தை யார் கட்டுப்படுத்துவது? பயனர்களா? வாட்ஸ்அப் நிர்வாகமா?

சிலகாலம் முன்பு வரை பத்திரிகைகள், தொலைக்காட்சிகள், இணையதளங்கள் மூலமாகவே செய்திகள் வெளியாகின. அவை ஒரு தலைப்பட்சமாகவோ ஊதிப் பெருக்கியதாகவோ இருக்கலாம். ஆனால், பொய்ச் செய்திகள் குறைவு. ஏனெனில், எழுதியவருக்கும் வெளியிடுபவருக்கும் பொறுப்பு இருக்கிறது. இன்றைக்கு இந்தியாவில் 20 கோடிப் பேர் வாட்ஸ்அப்பைப் பயன்படுத்துகின்றனர். இன்று வாட்ஸ்அப் வெறும் வலைதளம் இல்லை. அதுவே ஊடகமாக வளர்ந்திருக்கிறது. இதற்குத் தளம் அமைத்துக் கொடுக்கும் நிறுவனத்துக்கும் பொறுப்பு இருக்கிறது.

ஃபேஸ்புக்கில் இப்படியான பொய்ச் செய்திகளோ அவதூறுகளோ வெளியானால், அந்தப் பதிவுகளை நிர்வாகத்தால் நீக்கவிட முடியும். ஆனால், வாட்ஸ்அப் மறையாக்கம் செய்யப்பட்டது. அதாவது, அனுப்புநரும் பெறுநரும்தான் தகவலைப் படிக்க முடியும், வாட்ஸ்அப்பின் சர்வர் அதைச் சேமித்து வைத்துக்கொள்வதில்லை.

ஒருவேளை பெறுநரின் அலைபேசி அந்தத் தகவலைப் பெற்றுக்கொள்வதில் சுணக்க மிருந்தால், சர்வர் அதை 30 நாட்கள் வரை வைத்திருந்துவிட்டுப் பின்னர் அழித்துவிடும். இந்த மறையாக்கத்தால் பயனர்கள் தகவல்களை அந்தரங்கமாகப் பரிமாறிக்கொள்ள முடிகிறது. இதை நிலைநிறுத்திக்கொண்டே, உண்மைச் செய்திகளின் பரிமாற்றத்துக்கு வகைசெய்கிற சவால் வாட்ஸ்அப்புக்கு இருக்கிறது.

அரசின் எச்சரிக்கையைத் தொடர்ந்து வாட்ஸ்அப் சில நடவடிக்கைகளை மேற்கொண்டுவருகிறது. சமீப காலமாக ஒரு தகவலை ஃபார்வேர்டு செய்தால், அது ஃபார்வேர்டு என்கிற அடையாளத்தோடுதான் பகிரப்படுகிறது. இப்போது ஒரு தகவலை ஒரு சமயத்தில் ஐந்து முறைக்கு மேல் பகிர முடியாது. வாட்ஸ்அப் திரையில் வலதுமூலையில் ஒளிரும் துரித ஃபார்வேர்டு விசை விரைவில் அகற்றப்படும். குழுமங்களில் யார் யார் பதிவேற்றலாம் என்று அட்மின் நிர்ணயிக்க முடியும். சமீபத்தில் நடந்த மெக்ஸிகோ தேர்தலின்போது பயனர்கள் வேண்டிக் கேட்டுக்கொண்ட தகவல்கள் மெய்தானா என்று ஒரு சமூகக் குழு பரிசோதித்தது. இந்த மாதிரியை 2019 பொதுத் தேர்தலின்போது இந்தியாவில் அறிமுகப்படுத்தவும் வாட்ஸ்அப் ஆலோசித்து வருகிறது. ஆனால், தொழில்நுட்பரீதியாக வாட்ஸ்அப்பால் இன்னும் அதிகம் செய்ய முடியும் என்கிறார்கள் வல்லுநர்கள்.

வாட்ஸ்அப் வதந்திகள் சில முறை கும்பல் வன்முறை உள்ளிட்ட குற்றங்களுக்கு இட்டுச்செல்கிறது. தனி நபராகச் செய்வதற்கு அஞ்சுகிற செயல்களைக் கும்பல் சேருகிறபோது சிலர் செய்யத் துணிகிறார்கள். ஏனெனில், கும்பலுக்கு முகம் இல்லை. முகவரி இல்லை. அதற்கு வழக்கும் விசாரணையும் தேவை இல்லை. தானே தீர்ப்பு எழுதித் தண்டனையையும் நிறைவேற்றத் துடிக்கிறது. கும்பலின் வன்முறையில் உயிரிழப்பதும் காயப்படுவதும் மனிதர்கள் மட்டுமில்லை சட்டத்தின் மாட்சிமையும்தான். அரசு இதை அனுமதிக்கலாகாது. உச்ச நீதிமன்றமும் இதையேதான் வலியுறுத்தியிருக்கிறது.

பயனரின் பொறுப்பு

இந்தியாவில் வாட்ஸ்அப் பயனர்கள் பலரும் முதல் முறையாக இணையத்தைத் துய்ப்பவர்கள். அவர்களுக்கு நண்பர்கள் அல்லது உறவினர்கள் மூலமாகவே செய்திகள் வருகின்றன. அவர்கள் எல்லாத் தகவல்களையும் உண்மை என்று நம்புகின்றனர். அவர்களுக்கு டிஜிட்டல் கல்வி அவசியம். இதை வாட்ஸ்அப் நிர்வாகமும் சமூகசேவை அமைப்புகளும் வழங்க முடியும்.

சில நாட்களுக்கு முன்னர், பயனர்களுக்காக வாட்ஸ்அப் ஒரு விளம்பரம் வெளியிட்டிருந்தது. அதில் குறிப்பிட்டிருந்த ஆலோசனைகள் பலவும் பயன் தரக்கூடியவை. ஒரு தகவலை ‘ஃபார்வேர்டு’ செய்வதற்கு முன்னால் பரிசீலிக்க வேண்டும்.

குறிப்பிட்ட தகவல் உண்மைதானா என்று பிற இணையதளங்களில் சரிபார்த்துக்கொள்ள வேண்டும். பெரும்பாலான பொய்ச் செய்திகளில் தகவல் பிழையும் எழுத்துப் பிழையும் மலிந்திருக்கும். அதிகம் பகிரப்பட்ட தகவல் உண்மையாக இருக்க வேண்டுமென்று அவசியமில்லை.

வாட்ஸ்அப், தகவல் பரிமாற்றத்துக்கு வராது வந்த மாமணி. அதைக் கூத்தாடி உடைத்துவிடக் கூடாது. அதன் களைகளை அகற்றுவதில் வாட்ஸ்அப் நிறுவனத்துக்குப் பெரும் பங்கு இருக்கிறது. அரசாங்கமும் சட்டத்தின் மாட்சிமை பேணப்படுவதில் கண்ணாக இருக்க வேண்டும். கூடவே, பயனர்களும் பண்பட வேண்டும்!

நேற்று, இன்று, நாளை - தி இந்து

மகாத்மா காந்தி படுகொலையை முதல் பக்கச் செய்தியாக பிரசுரிக்காத இந்திய நாளிதழ் எது? இப்படி ஒரு கேள்வியை ‘போர்ன்விடா புதிர் போட்டி’யில் கேட்டார் அமீன் சயானி. பதில்: ‘தி இந்து’.

தேசத் தந்தை மீது மரியாதை இல்லாமல் அப்படிச் செய்யவில்லை, முதல் பக்கம் முழுவதும் விளம்பரங்களை வெளியிடுவதே அப்போது அதன் வழக்கமாக இருந்தது. இப்போது எல்லாப் பத்திரிகைகளுமே முழுப் பக்க விளம்பரங்களை முதல் பக்கத்தில் பிரசுரிக்கின்றன. 140 ஆண்டுகளாகத் தொடரும் பத்திரிகை என்பதால், அது பார்க்காத மாற்றமோ, செய்யாத மாற்றங்களோ இல்லை.

கணிசமான தென்னிந்தியர்களுக்கு ‘தி இந்து’ ஒரு நெருங்கிய உறவினரைப் போல. கிட்டத்தட்ட ஐந்து தலைமுறைகள் ‘தி இந்து’வுடன் வளர்ந்துள்ளன. 1970-களில் எங்கள் குடும்பம் கல்கத்தாவில் குடியேறியது. ‘தி இந்து’ படிக்காமல் திண்டாடினோம். பிறகு சந்தா கட்டினோம். ஒரு நாள் தாமதமாக தபாலில் வீட்டுக்கு வந்துவிடும். நேற்றைய நாளிதழே என்று நாங்கள் நினைத்ததில்லை. உள்ளூர் செய்திகளை ஒன்றுவிடாமல் படிப்போம். கடுங்குளிரும் பனிமூட்டமும் நிரம்பிய கல்கத்தாவில், சென்னை நகர வெதுவெதுப்பை இந்து மூலம் பெற்றோம்.

பகடி செய்வோர் ‘தி இந்து’வை ‘மவுண்ட் ரோடு மகாவிஷ்ணு’ என்பார்கள். அதை நீங்கள் வாழ்த்தினாலும், வைதாலும் படிக்காமல் இருக்க முடியாது. சுதந்திரப் போராட்டத்தை, அதிலும் காந்திய வழியை ‘தி இந்து’ வலுவாக ஆதரித்தது. உலகின் எந்தப் பகுதியில் நடந்தாலும் சர்வாதிகார ஒடுக்குமுறைகளை அது வன்மையாகக் கண்டித்தது. அக்காலத்தில் அரசில் வேலை செய்தவர்கள் ‘தி இந்து’விடம் வாங்கிக் கட்டிக்கொள்ளாமல் இருக்க முடியாது.

நாடு சுதந்திரம் அடைந்த பிறகு அரசைக் கடுமையாக விமர்சிப்பதைக் குறைத்துக்கொண்டது. பிரச்சினைகளைச் சுட்டிக்காட்டி மிகுந்த பக்குவத்துடன் ஆலோசனைகளையும் எச்சரிக்கைகளையும் வழங்கியது. இதே காலத்தில் நுண்கலை, இலக்கியம், விளையாட்டு ஆகியவற்றுக்குக் கூடுதல் இடங்களை ஒதுக்கத் தொடங்கியது. நெருக்கடிநிலையின்போது ‘தி இந்து’ தன்னுடைய கருத்தைக் காரமாகச் சொல்லியிருக்கலாமே என்று பல சமயங்களில் வாசகர்களுக்குத் தோன்றியது உண்டு. நெருக்கடிநிலைக் காலத்தில் ‘தி இந்து’வின் ‘மௌனம்’ காதைப் பிளந்தது. ஆனால், போஃபர்ஸ் பீரங்கி பேரம் பற்றி எழுதியபோது, அது சண்டமாருதமாக இருந்தது. இதே காலத்தில்தான் இலங்கை அரசியலில் ஈழத் தமிழர்களின் பிரச்சினைகள் தீர வேண்டும் என்று தொடர்ந்து குரல் கொடுக்கலானது ‘தி இந்து’. தீர்வானது அமைதி வழியில் வேண்டும் என்றும் வலியுறுத்தியது.

2003-ல் ‘தி இந்து’ ஆசிரியரைக் கைதுசெய்ய ஜெயலலிதா தலைமையிலான அரசு உத்தரவிட்டது. முதலமைச்சரின் எதேச்சாதிகார வழிகளை விமர்சித்ததால் அவருடைய கோபத்துக்கு ஆளாக நேர்ந்தது. இந்துக்களின் எதிரி என்று ‘தி இந்து’வை வலதுசாரிகள் வசைபாடுவது இயல்பு. இடதுசாரி சார்பை அது சந்தேகத்துக்கு இடமில்லாமல் வெளிப்படுத்தியுள்ளது. வேதாந்தத்தை விளக்கமாக எழுதும் அதே நாளில்தான், மாட்டுக்கறிக்குத் தடை விதிப்பதை எதிர்த்தும் எழுதுகின்றனர். எம்.எஸ். சுப்புலட்சுமியின் இசை மேதமையைப் புகழும் அதே பகுதியில்தான், கானா பாட்டின் தனித்தன்மையைச் சிலாகித்தும் கட்டுரைகள் இடம்பெறுகின்றன. எல்லோர் தரப்புக் குரலுக்கும் இடம்தருகிறது ‘தி இந்து’.

சுதந்திரமான சமூகத்துக்கு ஆதரவாகத் தொடர்ந்து செயல்படுவதில் ‘தி இந்து’ உறுதியாக இருக்கிறது. புதிய வகை சுதந்திரத்துக்காகப் புதிய போராட்டத்தை அது நடத்திக்கொண்டிருக்கிறது.
