Reforms needed for foreign degree recognition in India

India needs new policies to reconsider recognition of year-long master’s and online courses offered by the UK and other countries, says Vivienne Stern

Number of Indian students opting for a foreign degree has been on a steady rise. The recent data released by UK’s Higher Education Statistics Agency (HESA), shows that the number of Indian students has increased by 28% in the academic year 2017-18 than in 2016-17.

The trend, says Vivienne Stern, director, Universities UK International — a consortium of British universities— is an indicator and it is time to look at policy level reforms to recognise more number of foreign degrees in the public sector in India.

Year-long master’s degrees offered in the UK are currently not recognised by centrally funded Indian universities or by various public-sector employers in India. The principal reason given for non-equivalence is the duration of course as only two-year programmes are recognised as master’s degree in India.“The education over the years has evolved and today year-long postgraduate programmes are as efficient as two-year programmes. For the vast majority of students, it is not a problem because they go for the private sector jobs, but it has been a long standing topic of discussion,” says Vivienne. “There is no substantiated evidence for the lack of quality in such courses. These graduates have great potential on returning back and can contribute academically so, why put a barrier,” she adds.

ONLINE DEGREES

Presently, there are around 7,00,000 students pursuing a UK degree through distance learning mode. India stands at 9th position, taking online courses from UK institutes. The Association of Indian Universities (AIU) does not recognise any foreign degrees awarded through distance learning.

Despite lack of official recognition, students and employers still have faith in these degrees as they match industry standards. Many graduates will be successfully employed in the private sector after getting online degrees, says Vivienne.

“Online degree provision offers a possible solution to India’s growing demand for high quality, low cost higher education. Online degrees from UK universities are quality assured under the UK’s quality assurance system, which means that they must meet the same world-class standards as any degree offered inside the country by an institution,” she says.

COLLABORATIVE APPROACH

Degrees with collaborative provision is a good option for Indian students. “Rather than allowing the international branch campus model that is seen widely in other parts of Asia, the Indian government has preferred the gradual development of international collaborative partnerships to support home grown excellence.”

“Most courses are delivered entirely at a private Indian partner institution, though very few programmes offer an option of studying at the UK partner university,” she says.

There is a lot of potential for growth in such collaborations.

Foreign institutions operate within a complex regulatory environment in India with up to six bodies involved in institution or programme approval (AICTE, AIU, UGC, NAAC, NBA and a range of professional councils). This also needs to be simplified.

BREXIT WILL OFFER OPPORTUNITIES

There is a lot of growth potential in terms of UK-India collaboration in education and research, especially in the Brexit aftermath. Various partners such as the Universities UK International and the British Council are constantly looking at all possibilities of strengthening this collaboration.

This is being done through initiatives such as the UK-India Education and Research Initiative (UKIERI) started in April 2006. Now in its third phase, the initiative is working towards developing programmes that meets the priorities and needs of both the countries and bring about a systemic change in the education, skills and leadership sectors of both India and the UK.

The British government, with this realisation, has proposed several changes in immigration policies, under which UG, PG and PhD students will be able to stay in the UK to look for work for six months after college. They will also have three months before graduating during which they can find work and change from a study visa to a work visa.

International graduates will be given two years after graduating during which they can apply to switch their UK study visa to a UK work visa .

Four passengers suffer as AI Express flight develops snag

Four passengers onboard Air India Express’ Muscat-Calicut flight on Sunday had nose bleeding and some others felt ear pain as the aircraft suffered a cabin pressurisation snag soon after getting airborne. As soon as the Boeing 737 (VT-AXW) with over 180 passengers had this issue, the pilots stopped further climb and returned to land safely at Muscat within halfan-hour of take-off. The airline has reported this to the Directorate General of Civil Aviation (DGCA) which has launched a probe.

AI Express Flight IX 350 took off from Muscat at 3.19am (local time) Sunday. During climb at about 12,000 feet the Boeing 737’s cabin pressurization system had a snag. Passengers started experiencing discomfort, with four having nose bleed and others complaining of ear pain. The pilots immediately stopped climbing further and returned to land safely in Muscat. The aircraft had 182 passengers, three infants and crew members on board.

AI Express CEO K Shyam Sundar told TOI: “Aircraft returned (safely) to bay due to (cabin) pressurization problem. Four passengers had nose bleeding. They were treated by the airport doctor and declared fit to travel. A few other passengers who had experienced discomfort and ear pain soon became alright after the aircraft landed and they were in the terminal building.

“Replacement crew and spares reached Muscat (on) Sunday morning and the aircraft after due rectification and verification departed from Muscat to Calicut at 2.15pm (local time) with (all passengers).” Another senior official said, “The crew which operated IX 350 would have had exceeded its maximum duty time so a replacement crew had to be arranged to fly the aircraft back to Calicut once it was rectified.” Sources say the cabin pressurization issue may have been caused by turbulence.

Flight makes emergency landing in U’khand after ‘door opens mid-air

The Pantnagar-Pithoragarh flight made an emergency landing at Pantnagar airport just five minutes after take-off on Saturday afternoon.

While officials claimed that the sudden landing was due to a technical snag, passengers onboard the nine-seater aircraft said that the door of the plane opened mid-air creating panic among the passengers. Lokesh Bora, a passenger, told TOI, “Just five minutes after the take-off around noon, the door of the aircraft suddenly burst open and air started gushing in. All of us were so panic-stricken that we didn’t know what to do. There were two children onboard who started crying profusely. I have taken so many flights but have never faced such a situation in my life.”

He added, “I was going to meet my mother in Pithoragarh. But now because of this incident, I had to cancel my plans. If the government wants more people to avail of flights on this sector which has been recently started, they should first ensure safety of passengers.” Confirming the snag, Pantnagar airport director S K Singh said, “The aircraft operated by Heritage Aviation made an emergency landing on Saturday due to some technical problem. We are looking into the matter.” He, however, denied claims of the aircraft door opening mid-air.

You cannot ‘opt out’ meals on Vande Bharat Express

Meals on board the soon-to-be-launched Vande Bharat Express or Train 18 will not be optional for passengers unlike in premium trains such as Shatabdi, Rajdhani and Duronto Express, where passengers can choose not to take catering services, officials said.

However,passengers travelling the last leg on the route of the semi-high speed train Allahabad to Varanasi will have the choice of opting out of the meals provided by the Indian Railways Catering and Tourism Corporation (IRCTC), in advance while booking their tickets, the sources said.

The catering charges would not be included in their ticket prices. For others, the prices of the meals will be part of the ticket fare of the train which will run from Varanasi to Delhi on its maiden journey on February 15.

If the passengers who have opted out in advance want a meal during their travel, they will have to shell out an extra 50 for it, the sources said. In 2017, the IRCTC made meals on board prepaid trains like Rajdhani, Shatabdi and Duronto (which add the meal prices in ticket) with pantry services optional.

It was done to effectively control unfair practices of overcharging, issues of quality as well quantity and also to avoid wastage of food. This gave the passengers option to ‘not eat’ if he does not want the food supplied on board.

This also reduced the cost of the tickets on these trains by around 250. PTI

Bengaluru: The High Court recently asked Rajiv Gandhi University of Health Sciences (RGUHS) to examine the requests for considering adoption of Model Key Answer System or any other desirable measure for making the present examination system more transparent and efficient.

The court in its order dated December 21, 2018, passed by Justice Krishna S. Dixit passed made the observations with regard to a batch of petitions filed by several unsuccessful students, who had sought for revaluation of their answer scripts.

The court has ordered to look into their individual grievances in relation to pitfalls in the Digital Valuation System.

Several unsuccessful candidates had approached the HC seeking direction for revaluation of their answer scripts. The grievances relate to the refusal of the respondent-University (RGUHS) to send their answer papers for revaluation on the ground that the differential of marks awarded by two evaluators in the case of students of U.G. course and the differential of marks awarded by four evaluators in the case of students of P.G. course are less than 15% of maximum marks prescribed for the papers in the respective exams

BENGALURU: Results of over 200 students pursuing MBBS course under Rajiv Gandhi University of Health Sciences (RGUHS) have been withheld since they invoked various gods on their answer papers.

The varsity had recently issued a circular, warning students not to indulge in any malpractice, including writing the names of Gods and other requests on the answer scripts. However, over 200 scripts containing such texts were identified during the recent first-year exam.

RGUHS follows digital evaluation and such scripts are rejected. “This time over 200 such scripts were identified and results have been withheld,” said registrar-evaluation Dr MK Ramesh. The scripts have been forwarded to the committee which handles malpractice cases and the students will now have to appear before the committee.“There is no fixed punishment for such malpractice,” he said.

“There is no fixed punishment for such malpractice and the expert committee will decide the same after hearing the students out,” registrar-evaluation Dr MK Ramesh said. As per the guidelines, those who indulge in malpractice should pay a penalty of up to `3,000, but now the university is even thinking of penalising the institutions concerned, along with the candidates.


In a circular issued in October 2018, university officials had clearly instructed students not to indulge in malpractice, and clarified that answer sheets featuring texts such as names of gods, ‘please turn over’, or irrelevant messages addressing the evaluator are banned. The university had even directed all medical education institutions affiliated to it in the state to guide students about the same.

“The circular was published on the website and all colleges were asked to upload the same on their websites and also to put it on the notice board. Unfortunately, despite all this effort, students ignored the warnings and continue to indulge in such malpractice. This time we want to be strict and put an end to these methods,” said another official. 

Students often leave emotional messages, names of gods or pleas for evaluators in the hopes that they would be given marks. “We have even witnessed cases where students go to the extent of inserting money inside the answer scripts. Some students try to create sympathy by writing their family background, etc. Hope this measure by the university will bring such cases down,” said a professor.

BU was the first

Bangalore University was the first to bring in a policy that considers actions such as writing names of gods and other irrelevant texts on the answer book as malpractice. When Dr N Prabhu Dev was the V-C of BU, he warned students that the results of those indulging in such malpractices will be put on hold.

BENGALURU: The Rajiv Gandhi University of Health Sciences (RGUHS), the only medical university in the state, has received a notice from the Income Tax department directing it to pay tax of Rs 177 crore due from 2013-14 to 2016-17. A senior official of the university said that they fear having their account of Rs 1,000 crore frozen or seized like it happened in the VTU case.

RGUHS is registered under 12 (a) of I-T act under which they get exemption from paying tax. But I-T department’s argument is that “since the university is earning interest on that money, it should pay the tax for that amount.”

Since 2012-13, the university has been earning interest on this amount. Considering this, the I-T department has issued notice to the university and the latest notice reached the varsity on Wednesday.

Zohra Jabeen, finance officer of the university, said, “We have received a notice from the I-T department on Wednesday and we are in the process of responding to it. We are in consultation with legal experts.”

The officer added: “The university is registered under the 12 (a) of I-T act where exemption has been given to education institutions from paying tax. But we received a notice because we have not utilised the funds kept in the university accounts. Due to some technical reasons we are unable to make use of that money. Half of this fund needs to be spent on the construction of campus at Ramanagara, but as the matter is in court we are not able to start the process and utilise the funds.”

BENGALURU: Various medical, dental and nursing colleges in the state owe about Rs 4 crore to Rajiv Gandhi University of Health Sciences (RGUHS) as dues towards affiliation fees. Following the audit objection and the recommendation by the legislative committee, the University is issuing notices to colleges to recover the same, by giving the colleges 10 days’ time to respond to the notice.

As per information available from RGUHS, the total amount due from affiliated colleges was around `40 crore and has been so since the inception of the University. “Many affiliated colleges have not paid the affiliation fee since the inception of the University in the year 1996-97. As there was an objection by the Karnataka State Audit and Accounts Department against the same.

We have become strict and have started the recovery process,” said Zohra Jabeen, Finance Officer, RGUHS. “Of the total `40 crore due, we recovered around `36 crore. Even in the `4 crore due, we have recovered around `1.5 crore and receipts have been sent for verification. Technically`2.5 crore more needs to be recovered.”


The audit objection was raised for the non-recovery of dues between 1996-97 to 2016-17, and according to the university authorities, in some cases, this due was towards penalty for late payment of affiliation fees. “Questioning this late fee, some colleges have even approached the court,” said a university official.
There are over 680 affiliated colleges under RGUHS, and as per details available with the University, 20 per cent of them owe dues.

Varying affiliation fee

The affiliation fee varies for each course. For example, for medical Under Graduate courses that have up to 100 seats, the fee for continuation of affiliation is `4,60,000. For fresh affiliation for MBBS courses, the affiliation fee is `10 lakh, and for Post Graduate medical courses the fresh affiliation fee is `20 lakh. When it comes to increase in seats for Post Graduate diploma courses, the fee is `25,000 multiplied by the number of seats.

Medical college asked to refund excess fee

BENGALURU: One of the top private medical colleges in the state that had collected excess fee from students has been asked to pay them back the excess amount, along with a six per cent interest. The Admission Overseeing Committee constituted by the state government, headed by Justice B Manohar, has passed an order recommending the state government to direct Rajiv Gandhi University of Health Sciences (RGUHS) to communicate to the concerned colleges, to refund the fee.

Following the complaint filed by few parents of students who sought admission to JJM Medical College in Davanagere, the committee issued the notice. After hearing both parities, the committee recently passed the order of returning the excess fee.

This refund is for two academic years and the students who have approached the committee are now in their second year. The copy of the order available with TNIE reads, “Committee recommends state government to direct Rajiv Gandhi University of Health Sciences to order for refund of excess fee collected by JJM Medical college for the academic year 2017-18, and also second year MBBS students for the academic year 2018-19 with six per cent interest, within 30 days, from the date of receipt of said direction. Failing which, the university may be directed to impose a fine of twice the amount collected, and also make necessary recommendations to the Medical Council of India for withdrawal of recognition and affiliation granted to it. Also, action will be taken under the provisions (prohibition of capitation fee) Act, 1984 and the Karnataka Education Institutions (Regulation of admission and determination of Fee)Act 2006.”

The committee has also raised objections against colleges for collecting a fee of Rs 1.13 lakh from first year MBBS students, towards clinical fees. “The fee has been collected by the college as the students have to utilise the facilities in the district hospital. The college has told students that they will have to bear the costs,” the order reads.


The college is run by former minister and senior Congress leader, Shamanuru Shivashankarappa. College authorities were unavailable for comment.

CBI probe into UP MBBS admission scam likely

New Delhi, Feb 9 (IANS): The government has decided to refer the UPCMET-2015 MBBS admission scam to the Central Bureau of Investigation (CBI) for investigation.

Amit Biswas, Under Secretary in the Ministry of Health and Family Welfare, in a letter on February 8 to petitioner Surender Singh Hooda, said "the matter has been referred to the CBI for further investigation."

Hooda, an investigative journalist, had filed the petition seeking a CBI probe into the alleged corruption in the UP Unaided Medical Colleges' Welfare Association that conducted the UPCMET-2015.

Hooda in 2015 conducted a sting operation at K.D. Medical College in Mathura, UP. It exposed the holes in the admission process in private medical colleges.

With both the Health Ministry and the Medical Council of India (MCI) not forwarding the case to the CBI, Hooda in 2016 filed a public interest litigation (PIL) in the Delhi High Court.

Last year, Hooda made fresh representations to the MCI Board of Governors with more evidences. After analysing it, the MCI referred it to Preeti Sudan, Secretary, Ministry of Health & Family Welfare, stating the issue "requires in-depth investigation by multiple agencies, which is out of the purview of the Council, therefore, it is recommended that this matter may be handed over to appropriate investigation agency."

The MCI's letter to the Ministry also noted that there were discrepancies in the MBBS admissions made by four medical colleges.

"Truth will be revealed and those who deprived almost 1,900 genuine students aspiring to get an MBBS seat in private medical colleges of UP in the academic year 2015-2016 must be punished for their unethical and illegal act," Hooda said.

கேட்டாரே ஒரு கேள்வி

Perfect என்ற சொல்லில்கூடத் தவறு செய்பவர்களை என்னவென்று கூறுவது?!

இப்படி எரிச்சலடைந்த ஒரு நண்பர் மேலும் விவரங்களைக் கேட்டபோது prefect என்ற சொல்லை ஒரு நாளிதழில் பார்த்ததாகக் கூறினார். அது அச்சுப்பிழையாக இருந்திருக்கக்கூடும்.

அதேநேரம் அந்தச் சொல் சரியாக வும் பயன்படுத்தப்பட்டிருக்கலாம்!

Prefect என்பது ஒரு noun. இங்கிலாந்தில் ஒவ்வொரு பள்ளியிலும் ஒரு சீனியர் மாணவரை prefectஆக நியமிப்பதுண்டு. இவர் வகுப்பு மாணவர்கள் கட்டுப்பாட்டுடன் நடந்துகொள்வதை உறுதிசெய்வார். (சேட்டை செய்தவாறும், சத்தம் எழுப்பியவாறும் இருக்கும் மாணவர்களின் பெயர்க ளைக் கரும்பலகையில் எழுதி ஆசிரியரிடம் போட்டுக் கொடுப்பாரே, அவர்போல என்று வைத்துக்கொள்ளுங்கள்).

சில நாடுகளில் முக்கிய அதிகாரி, மாஜிஸ்ட்ரேட் போன்றவர்களைக்கூட prefect என்பதுண்டு. நீதிபதிக்கும் மாஜிஸ்ட்ரேட்டுக்கும் உள்ள வேறுபாடு என்ன தெரியுமா? மாஜிஸ்ட்ரேட் என்பவர் சிறு சிறு குற்றங்களைக் கவனித்துத் தீர்ப்பளிக்கக் கூடியவராக இருப்பார். போக்குவரத்து மீறல், பிக்பாக்கெட் போன்றவை.

“Skinny என்பது பாராட்டு தலுக்குரிய சொல்லா, வேறு மாதிரியா?” என்பது ஒரு வாசகரின் கேள்வி.

ஆரோக்கியமான உடல் வாகை விவரிக்கும் சொல் அல்ல skinny. அது மிகவும் ஒல்லியாக இருப்பதைக் குறிக்கிறது. அதாவது ‘எலும்பும் தோலுமாக’ என்போமே அதுபோல.

‘ஓர் இந்தித் திரைப்படத்தின் பெயரில் ‘THUGS’ என்ற சொல் இடம் பெறுகிறது. இது ஆங்கிலச் சொல்லா, இந்திச் சொல்லா?” என்ற ஐயம் எழுந்திருக்கிறது ஒரு வாசகருக்கு.

THUGS என்பது Thug என்பதன் பன்மை. இது ஆங்கிலச் சொல்தான். முரட்டுத்தனமான குற்றவாளியை இது குறிக்கிறது. முக்கியமாக வழிப்பறிக் கொள்ளையரை.

ஒரு குறிப்பிட்ட சூழலில் அந்த மருத்துவமனை அமைந்திருப்பதால் அதிலுள்ள நோயாளிகள் விரைவில் குணமடைகிறார்கள் என்கிறது வாக்கியம். அது எந்தச் சூழல் என் பதைக் குறிக்கும் சொல்தான் விடை.

சிக்கலான சூழலோ அலங்காரமான சூழலோ நோயைக் குணப்படுத்த வாய்ப்பு இல்லை. எனவே complicated, decorated, showy போன்ற சொற்கள் இங்குப் பொருந்தாது. Agitated என்றால் குழப்பமான என்று பொருள். குழப்பமான சூழலில் நோயாளி சீக்கிரம் குணமடைய மாட்டார்.

Serene என்றால் ‘அமைதியான’ என்று பொருள். இதற்கு நிகரான சொற்கள் cool, relaxed, unperturbed போன்றவை. எனவே, serene என்பது இங்குப் பொருந்துகிறது.

தெலங்கானா ஓட்டலில் அசத்தல் திட்டம்: உணவை மீதம் வைத்தால் ரூ.50 அபராதம்

தங்களது ஓட்டலில் உணவை மீதம்வைத்தால், சம்பந்தப்பட்டவர்களிடம் ரூ.50 வசூல் செய்து, அதனை அநாதை ஆசிரமத்துக்கு வழங்குவதை ஒரு வாடிக்கையாக கொண்டுள்ளது தெலங்கான ஓட்டல் நிர்வாகம்.

தெலங்கானா மாநிலம், வாரங்கல் நகரில் ‘கேதாரி’ ஓட்டல் மிகவும் பிரபலமானது. இந்த ஓட்டலில் சிலர் தாங்கள் ஆர்டர் செய்யும் உணவை மீதம் வைத்துவிட்டு செல்வதை அந்த ஓட்டலின் உரிமையாளர் லிங்காலால் கேதாரி விரும்பவில்லை. இதனால், அவரது மூளையில் ஒரு திட்டம் தோன்றியது. யாராவது வாடிக்கையாளர்கள் உணவை பாதிக்கும்மேல் மீதம் வைத்தால், அவர்களுக்கு ரூ.50 அபராதம் வசூலிப்பது என முடிவு செய்தார். அப்படியாவது மக்கள் முழுமையாக வயிறு நிரம்ப சாப்பிட்டு செல்வார்கள் என்பதே அவரின் குறிக்கோளாக இருந்தது.

இதற்கான அறிவிப்பு பலகைகளை தனது ஓட்டலில் ஆங்காங்கே வைத்தார். ஆயினும் சிலர் உணவை மீதம் வைத்தனர். அவர்களிடம் கறாராக ரூ.50 அபராதம் வசூலித்தார் கேதாரி. அப்படி இதுவரை ரூ.14,000 வரை வசூலித்த அபராதத் தொகையை அவர் சமீபத்தில் ஒரு அநாதை ஆசிரமத்துக்கு வழங்கி உள்ளார்.

தொடர்ந்து இந்த ஓட்டலில் இப்போதும் இது அமலில் உள்ளது. சிலர் அபராதம் செலுத்தியும் வருகின்றனர். இதுகுறித்து உரிமையாளர் லிங்காலால் கேதாரி கூறுகையில், “என்னுடைய ஓட்டலுக்கு வருவோர் தாங்கள் கொடுக்கும் பணத்திற்கு வயிறார சாப்பிட வேண்டுமென்பதே எனது நோக்கம். ஆனால், இதில் சிலர் பேசுவதற்காக இடம் தேடி ஓட்டலுக்கு வந்து சாப்பாட்டை மீதம் வைத்து செல்கின்றனர். மேலும் சிலர், அலட்சியமாக சாப்பாட்டை மீதம் வைத்து விட்டு செல்கின்றனர். இவர்களுக்கு சாப்பாட்டின் அவசியத்தை உணர வைக்கவே நான் ரூ.50 அபராதம் வசூலிக்கிறேன். அதனை ஒரு நல்ல விஷயத்திற்காக செலவு செய்து வருகின்றேன்.

நான் இந்த அபராத திட்டத்தை அமல் படுத்தியபோது, எனக்கு சில எதிர்ப்புகள் எழுந்தன. அவற்றை நான் கண்டு கொள்ளவில்லை. அதன் பின்னர் எனது வாடிக்கையாளர்கள் என்னை புரிந்து கொண்டனர். தற்போது அபராதம் செலுத்துவதும் ஓரளவு குறைந்துள்ளது” என மகிழ்ச்சியாக கூறினார் கேதாரி.

சென்னை: சென்னையில் வெள்ளியன்று நடைபெற்ற தனது மகள் திருமண வரவேற்பு நிகழ்விற்கு வந்தவர்களுக்கு, நடிகர் ரஜினி வித்தியாச பரிசு கொடுத்து அசத்தியுள்ளார்.


2010-ல் தொழிலதிபர் அஷ்வினைத் திருமணம் செய்தார் ரஜினியின் இளைய மகளான செளந்தர்யா. இவர்களுக்கு வேத் என்கிற மகன் உண்டு. செளந்தர்யா - அஷ்வின் இடையே கருத்து வேறுபாடு நிலவியதால், இருவரும் 2016-ல் குடும்ப நல நீதிமன்றத்தில் விவாகரத்து கோரினார்கள். பிறகு இருவருக்கும் விவாகரத்து வழங்கப்பட்டது.

இந்நிலையில் செளந்தர்யா மறுமணம் செய்யவுள்ளார். கோவை முன்னாள் எம்எல்ஏ பொன்முடியின் சகோதரரும் தொழிலதிபருமான வணங்காமுடியின் மகன் விசாகன். இவர் 'வஞ்சகர் உலகம்' என்ற படத்தில் நடித்துள்ளார். விசாகனுடன் செளந்தர்யா ரஜினிகாந்துக்கு அடுத்த வாரம் பிப்ரவரி 11 அன்று திருமணம் நடைபெறவுள்ளது. விசாகன் ஏற்கெனவே திருமணம் ஆகி விவாகரத்து ஆனவர். அமெரிக்காவில் எம்பிஏ படித்து தமிழ்நாட்டில் மருந்துகள் விற்பனை செய்யும் நிறுவனத்தை நடத்தி வருகிறார்.

வெள்ளிக்கிழமையன்று (பிப்ரவரி 8) செளந்தர்யா - விசாகன் திருமண வரவேற்பு, கோடம்பாக்கத்தில் உள்ள ராகவேந்திரா திருமண மண்டபத்தில் நடைபெற்றது. நெருங்கிய உறவினர்கள், நண்பர்கள் மட்டும் இந்தத் திருமண வரவேற்பில் கலந்து கொண்டனர். திருமண வரவேற்பின் புகைப்படங்களும் விடியோவும் சமூகவலைத்தளங்களில் வெளியாகியுள்ளன.

இந்நிலையில் தனது மகள் திருமண வரவேற்பு நிகழ்விற்கு வந்தவர்களுக்கு, நடிகர் ரஜினி வித்தியாச பரிசு கொடுத்து அசத்தியுள்ள தகவல் வெளியாகியுள்ளது.

திருமண வரவேற்பில் கலந்து கொண்டவர்களுக்கு, விதைப்பந்தை அன்பளிப்பாக அளித்துள்ளனர் அந்த விதைப்பந்தில் உள்ளது எந்த மரத்தின் விதைகள் என்ற தகவலும் அதில் இடம்பெற்றுள்ளது.

சலுகை மழை எனும் சாபக்கேடு!

எதிர்பார்த்த அளவு பருவ மழை பெய்யாத குறையை நமது அரசியல் கட்சிகள் சலுகை மழை பொழிந்து ஈடுகட்டுவது என்று முடிவெடுத்திருப்பதாகத் தெரிகிறது. மக்களவைத் தேர்தல் அறிவிப்புக்கான நாள் நெருங்க நெருங்க போட்டி போட்டுக்கொண்டு சலுகைகளையும், மானியங்களையும், நல்வாழ்வுத் திட்டங்களையும் அறிவித்தவண்ணம் இருக்கின்றன. மத்திய அரசு எவ்வழி, மாநில அரசுகளும் அவ்வழி. ஒன்றன் பின் ஒன்றாக மாநில அரசுகளின் நிதிநிலை அறிக்கைகள் சலுகைகளையும், மானியங்களையும் அறிவிக்கத் தொடங்கியிருக்கின்றன. 

பாஜக ஆளும் மாநிலமான அஸ்ஸாமில் நிதியமைச்சர் ஹிமந்தா விஸ்வ சர்மா ரூ.5 லட்சத்துக்கும் குறைவான ஆண்டு வருமான முடைய குடும்பங்களைச் சேர்ந்த பெண்களின் திருமணத்துக்கு 12 கிராம் தங்கம் வழங்கப்போவதாக புதன்கிழமை அறிவித்திருக்கிறார். 12-ஆவது வகுப்பில் 60% அதிகமான மதிப்பெண் பெறும் மாணவர்களுக்கு இ-பைக் வழங்குவது, 45 வயதுக்கும் குறைவான கணவனை இழந்த மகளிருக்கு ரூ.25 ஆயிரம் உதவித்தொகை, கலைஞர்களுக்கும், விளையாட்டு வீரர்களுக்கும் ரூ.50,000 ரொக்க மானியம் என்று ஒரு சலுகைப் பட்டியலையே அறிவித்திருக்கிறார்.
அஸ்ஸாமைத் தொடர்ந்து மத்தியப் பிரதேசமும், ராஜஸ்தானும் பாஜகவுக்குக் காங்கிரஸ் எந்த விதத்திலும் சளைத்ததல்ல என்பதை நிரூபிக்கும் வகையில் பல்வேறு சலுகைகளை அறிவித்திருக்கின்றன. வேலையில்லாத இளைஞர்கள் அனைவருக்கும் மாதந்தோறும் ரூ.4,000 வழங்குவது என்று மத்தியப் பிரதேச அரசு கடந்த வியாழக்கிழமை தீர்மானித்திருக்கிறது. ரூ.3,000-ம் வழங்குவதாக ராஜஸ்தான் அரசு ஏற்கெனவே அறிவித்திருக்கிறது. பொதுத்தேர்தலுக்கு முன்னால் இதுபோன்ற அறிவிப்புகளை ஏனைய மாநிலங்களும் நிதிநிலை அறிக்கை தாக்கல் செய்யும்போது அறிவிக்க இருக்கின்றன. 

பொருளாதார நிபுணர்கள் இந்த அறிவிப்புகளைப் பார்த்து திகைத்துப் போய் கவலையில் ஆழ்ந்திருக்கிறார்கள். ஏற்கெனவே கடுமையான நிதிப் பற்றாக்குறையை எல்லா மாநிலங்களும் எதிர்கொள்ளும் நிலையில், அறிவிக்கப்படும் சலுகைகளையும், மானியங்களையும் நிறைவேற்றுவதற்கான நிதி ஆதாரம் குறித்துப் பொருளாதார நிபுணர்கள் அச்சமடைவதில் வியப்பென்ன இருக்கிறது? 

எல்லாத் துறைகளிலும் சலுகை அரசியல் அல்லது தற்காலிகத் தீர்வுகள் பரவலாக மேற்கொள்ளப்படுகின்றன. பிரச்னைகளை அறிவியல்பூர்வமாக எதிர்கொண்டு ஆய்வு செய்து நிரந்தரத் தீர்வு காணும் எண்ணம் எந்த மாநிலத்திலும், எந்த அரசியல் கட்சியினரிடத்திலும் இல்லை என்பதுதான் வேதனைக்குரிய போக்கு. இந்தியாவைப் பொருத்தவரை பெரும்பாலான மக்களின் வாழ்வாதாரமாக விவசாயம்தான் இருக்கிறது. ஏறத்தாழ 60% இந்தியர்கள் விவசாயப் பொருளாதாரத்தைச் சார்ந்திருக்கிறார்கள். ஆனால், மொத்த தேசிய வருமானத்தில் 15% மட்டும்தான் அவர்களுக்கானது என்கிற நிலையில், எந்தவோர் அரசும் வேளாண் பிரச்னை குறித்து ஆக்கப்பூர்வமான பார்வையில் சிந்திப்பதாக இல்லை. 

வேலைவாய்ப்பு என்று எடுத்துக்கொண்டால், ஜாதி ரீதியாக இட ஒதுக்கீடு என்ற பயனளிக்காத தீர்வு மட்டுமே முன்வைக்கப்படுகிறது. அரசின் கொள்கைகளால் புதிய வேலைவாய்ப்புகள் உருவாகாமல் தேக்கம் நிலவுகிறது. வேலைவாய்ப்புக்கு அடிப்படையான நிலம், தொழிலாளர்கள், முதலீடு, தொழில்நுட்பம் இவை அனைத்தும் ஒருங்கிணைக்கப்பட்டு தொலைநோக்குப் பார்வையுடன் திட்டமிடப்படாத காரணத்தால், வேலைவாய்ப்பு உருவாவதற்கான வாய்ப்பு தொழில் துறையில் காணப்படவில்லை. கடந்த நிதியாண்டில் கிராமப்புற வேலைவாய்ப்பு உத்தரவாதச் சட்டம் ஏற்படுத்தப்பட்டு, ரூ.55,000 கோடி ஒதுக்கீடு செய்யப்பட்டதன் விளைவாக எந்தவிதப் புதிய வேலைவாய்ப்பும் உருவானதாகத் தெரியவில்லை. 

எல்லா அரசியல் கட்சிகளும் கல்வி குறித்தும், பெண் குழந்தைகள் குறித்தும் கவலை தெரிவிக்கின்றன. ஆனால், தண்ணீரும், மின்சாரமும் இல்லாத பள்ளிக்கூடங்கள், போதுமான ஆசிரியர்கள் இல்லாமை, தரமான கல்வி, கல்வி முறையில் மாற்றம் இவை குறித்தெல்லாம் விவாதமும் இல்லை, கவலைப்படவும் இல்லை. சுகாதாரம் எனும்போது ஆரம்ப சுகாதாரத்தையும், நோய்த் தடுப்பு நடவடிக்கைகளிலும் எந்தவித முதலீடும் செய்யாமல், மருத்துவக் காப்பீடு மட்டுமே விடை என்கிற போக்குதான் காணப்படுகிறது.
கடந்த நிதியாண்டில் மானியங்களின் அளவு ரூ.1.29 லட்சம் கோடியிலிருந்து ரூ.2.29 லட்சம் கோடியாக அதிகரித்தது. இதனால் ஏற்படும் பற்றாக்குறையை ஈடுகட்ட வாங்கிய கடன் ரூ.2.33 லட்சம் கோடியிலிருந்து ரூ.6 லட்சம் கோடியாக அதிகரித்தது. கடந்த 10 ஆண்டுகளில் அரசு வாங்கிய கடனுக்குத் தரப்பட்ட வட்டியின் அளவு ஆண்டொன்றுக்கு ரூ.1.92 லட்சம் கோடியிலிருந்து, ரூ.5.30 லட்சம் கோடியாக அதிகரித்திருக்கிறது. இப்படியே போனால் எங்கே போய் முடியப் போகிறது என்கிற அச்சம், தேசம் பற்றிய அக்கறை உள்ளவர்களைக் கவலை கொள்ளச் செய்கிறது. 

பிரச்னைகளுக்கு நிரந்தரத் தீர்வு காணாமல் சலுகைகளையும், மானியங்களையும் வழங்குவது கடலில் பெருங்காயத்தைக் கரைப்பது போல, விரயத்துக்கு வழிவகுக்குமே தவிர விடிவுக்கு வழிகோலாது. தற்காலிக அரசுத் திட்டம் என்று ஒன்று கிடையாது. 

2019 மக்களவைத் தேர்தல் கொள்கைக்கான அல்லது மாற்றுத் திட்டத்துக்கான போட்டியாக இருக்கப் போவதில்லை. மானியங்களுக்கும், சலுகைகளுக்கும் இடையேயான போட்டியாகத்தான் இருக்கப் போகிறது!

கல்வியும் கலையும் விளையாட்டும் வாழ்வின் அத்தியாவசிய அம்சங்கள் என்பதை இந்தப் பாடல் சொல்லிக் கொண்டிருக்கிறது. கல்வி என்பது நம்முடைய கலாசாரத்தைப் பொருத்தவரை மொழியைக் கற்பது, விரும்பிய தொழிலைக் கற்பது என்று வகுக்கப்பட்டிருந்தது. கல்வி கற்பதற்கும் கடல் கடந்து செல்லலாம் என்று இலக்கணமே வகுக்கப்பட்டுள்ளது.
அதே நேரத்தில் தமிழர் வாழ்வியலில் விளையாட்டிற்கும் மிகுந்த முக்கியத்துவம் தரப்பட்டிருந்தது. பெண்கள் விளையாடும் விளையாட்டுகள், ஆண் குழந்தைகளின் விளையாட்டுகள் என்று பல விளையாட்டுகளைக் காண்கிறோம். உடல் ஆரோக்கியம் மற்றும் மனம் ஒருமுகப்படுத்துதல் என்ற இரண்டு சாத்தியங்கள் விளையாட்டினால் ஏற்படுகின்றன. அதனால்தான் விளையாட்டுப் போட்டிகள் நடத்தப்பட்டதை, அதற்கென அரங்கங்கள் அமைந்திருந்ததை இலக்கியங்கள் கூறியுள்ளன.

இப்படிக் காலம் காலமாய் கல்வி, கலை, விளையாட்டு முதலானவற்றில் கவனம் செலுத்திய தமிழ் தலைமுறைகள், இந்த 21-ஆம் நூற்றாண்டில் எப்படி இருக்கிறார்கள்? ஆரோக்கியக் குறைபாடு என்பது மேல்தட்டு மக்கள், கீழ்த்தட்டு மக்கள் என்ற பாகுபாடு இல்லாமல் ஏறத்தாழ எல்லா நிலைகளிலும் உள்ளது. இன்றைய சூழலில் கல்வியும் கலையும் விளையாட்டும் எத்தகைய நிலையை தற்போது அடைந்துள்ளன என உற்று நோக்க வேண்டிய அவசியம் ஏற்பட்டிருக்கிறது. 

 
கற்பனைக்கும் எட்டாத பல புதிய கண்டுபிடிப்புகள் தொழில்நுட்ப வசதிகள் தற்போது கிடைத்திருக்கின்றன. இந்தக் கண்டுபிடிப்புகள் இளைய தலைமுறையின் வாழ்க்கையில் ஏற்படுத்தும் மாற்றங்
களைக் காணும்போது, ஒருபுறம் வளர்ச்சியை எண்ணிப் பெருமை கொண்டாலும், அதனால் ஏற்படும் தீங்குகளை நினைத்து அச்சம் கொள்ளாமல் இருக்க முடியாது. கணினி மற்றும் இணைய தொழில்நுட்பம் அசுர வேகத்தில் சமூக மாற்றத்தை ஏற்படுத்துகிறது. விழுமியங்களில்தொய்வு ஏற்படுவதைக் கண்முன் காண்கிறோம்.
தற்போது கல்வி என்பது மதிப்பெண்கள் பெறுவது, போட்டித் தேர்வுக்குத் தயாராவது என்ற புரிதலை ஏற்படுத்தியிருக்கிறது. கல்வி என்பது வாழ்க்கைக்கான பாதையைத் தெளிந்து அறிவது என்ற கோட்பாடு முற்றிலும் மறக்கப்பட்டு மதிப்பெண்கள், தேர்வுகள், பணி, வருமானம் என்ற புதிய பரிமாணத்தை இப்போது கொண்டுள்ளது. இன்றைய தொழில்நுட்ப உலகில் ஆசிரியரிடம் மாணவர்கள் கல்வி பயில்வது என்பதைத் தாண்டி இணையங்கள் அவர்களுக்குப் போதுமானதாக இருக்கின்றன. இணையங்களில் கொட்டிக் கிடக்கும் தரவுகளும் செய்திகளும் அளவற்றவை என்ற போதிலும், அவை நேர்மறையாகவும் எதிர்மறை சிந்தனைகளைத் தூண்டுவதாகவும் அமைந்திருக்கின்றன. வளர்இளம் பருவத்தில் நல்லன, தேவையற்றவை என்று பகுத்துணரும் பக்குவம் தோன்றுவதற்கு முன்பே அவர்கள் இரண்டையும் எளிதாகத் தங்கள் உள்ளங்கைகளில் பெறுகிறார்கள் என்பது சற்றே அச்சத்தையும் அதிர்ச்சியையும் ஏற்படுத்துகிறது.
எதிர்மறை சிந்தனைகளை முதலில் பெறும் குழந்தைகள் அவற்றை நம்பி தம் வாழ்வைத் தொலைத்து விடுவதற்கான சாத்தியக்கூறுகள் அதிகம். இணையத்தை நம்பும் குழந்தைகள் மனிதர்கள் மீது நம்பிக்கை அற்றவர்களாக உருவாகிறார்கள். அனுபவத்தை, பொறுமையை, வாழ்க்கைக்குத் தேவையான விழுமியங்களை தொழில்நுட்பம் தரும் கல்வி ஒருபோதும் கற்றுத் தருவதில்லை. அதனால், வாழ்க்கையை எதிர்கொள்ளப் போதுமான மனபலம் இல்லாத குழந்தைகளைத் தொடர்ந்து இந்தக் கல்வி உருவாக்கிக் கொண்டிருக்கிறது.

அன்றாட வாழ்க்கைக்கான விஷயங்களைக்கூட இணையத்தில் தேடுவது அல்லது இணையத்தில் இருக்கும் தரவுகள் அனைத்தும் சரியானவை என்று நம்புவது போன்றவை குழந்தைகளின் மன நிலையில் பெரும் பாதிப்பை ஏற்படுத்துகின்றன. காலப்போக்கில் இது உடல் நலத்திலும் பாதிப்பை ஏற்படுத்துகிறது.

நம் நாட்டின் கலை வடிவங்கள் அற்புதமானவை. அவற்றைக் கற்றுத் தேர்வதற்கு நல்ல குருவை நாடிச் சென்று அவர்களின் பாணியை நமக்குள் உள்வாங்கி அதைக் கொண்டு ஒரு புதிய வடிவத்தைக் கலையின் அம்சமாக நாம் வெளிப்படுத்துகிறோம். அதனையும் கூட தற்போது இணையத்தில் கற்றுக்கொள்ளத் தொடங்கியிருக்கிறார்கள். பலரும் கற்றுத் தரவும் முன்வருகிறார்கள். இதனால் குருவுக்கும் சீடர்களுக்கும் இடையிலான பந்தம் அறுபட்டுப் போகிறது. அதே நேரத்தில், கலையின் சூட்சுமங்களை நுட்பங்களைக் கற்றுக் கொள்வதற்கு வாய்ப்பும் குறைந்து போகிறது. யோகா போன்ற கலைகளை இப்படி கற்கும்போது தவறுகள் நிகழ்ந்து விடுவதற்கும் சாத்தியங்கள் அதிகம். எந்த ஒரு கலையையும் குற்றமறக் கற்க வேண்டும். அத்தகைய கற்றலுக்கு இந்த இணைய வழி முழுமையான தீர்வு அல்ல.
கோடை காலங்களில் விடுமுறை நாள்களில் குழந்தைகள் திறந்தவெளிகளில் மைதானங்களில் விளையாடுவதை ஓய்வின்றி உற்சாகமாய் அவர்கள் நண்பர்களோடு பொழுதைக் கழிப்பதை நாம் பார்த்திருக்கிறோம். ஆனால், தற்போதைய இளம் தலைமுறை கணினி மோகத்தில் ஆட்பட்டு விளையாட்டு மைதானங்களையோ திறந்த
வெளியையோ நாடிச் செல்லாமல் அலைபேசி விடியோ கேம் இன்ன பிற விளையாட்டுக்கு என்றே இருக்கும் தொழில்நுட்ப சாதனங்கள், கணினி முதலானவற்றில் தங்களை முழுமையாக மூழ்கடித்துக்கொண்டு நவீன விளையாட்டுகளை கணினிகளின் திரைகளில் விளையாடிக் கொண்டிருக்கிறார்கள்.

செல்லிடப்பேசி, விடியோ கேம் திரைகள் போன்ற சாதனங்களில் இருந்து வரும் ஒளிக்கற்றைகள் நம் கண்களை மட்டும் பாதிப்பதில்லை; அவை நமது தூக்கத்தையும் பாதிக்கின்றன. இதனால் ஆழ்ந்த உறக்கம்கூட சாத்தியமற்றுப் போகிறது. இரவு-பகல் என்று பாராமல் விளையாடுகிறார்கள். அவற்றிலும் சில விளையாட்டுகள் அவர்களை எதிர்மறையாகச் சிந்திக்கத் தூண்டி அல்லது அந்த விளையாட்டுக்கு அடிமைப்படுத்தி தன் வசமிழந்து அவர்கள் தற்கொலை செய்துகொள்ளும் நிலை வரை தூண்டுகின்றன. 

இன்றைய சிறுவர்களும் இளைஞர்களும் அளவுக்கு அதிகமாக இணையப் பயன்பாட்டை மேற்கொள்ளும்போது அவர்கள் அதற்கு அடிமைப்பட்டுப் போகிறார்கள். இது ஒரு மருத்துவ ரீதியான பிரச்னை என்கிறது பெங்களூருவில் அமைந்துள்ள தேசிய மனநல சுகாதார மற்றும் நரம்பியல் அறிவியல் நிறுவனம் (நிம்ஹான்ஸ்). இந்த நிறுவனம் மேற்கொண்ட ஆய்வில் சிறுவர்கள் அதிகம் பாதிக்கப்பட்டிருக்கிறார்கள் என்றும் அவர்களுக்குச் சிகிச்சை தேவைப்படுகிறது என்றும் கூறுகிறது. டிஜிட்டல் தொழில்நுட்பத்துக்கு அடிமைப்பட்டு இருப்போருக்கு சிகிச்சை அளிப்பதற்கு என இந்தியாவில் மருத்துவமனைகள்கூட ஏற்படுத்தப்பட்டிருக்கின்றன என்பது வருத்தத்துக்குரியது. 

குழந்தைகளுக்கு நவீன தொழில்நுட்பங்கள் பெரும் பாதிப்பை ஏற்படுத்துவதால், தொழில்நுட்பமே தேவை இல்லை என்று ஒதுக்கி விடலாமா என்றால் அதுவும் சாத்தியமற்றதாகவே இருக்கிறது. அதனால் இத்தகைய பாதிப்புகளிலிருந்து விடுபட அதற்கான வழிமுறைகளையும் நாம் சிந்திக்க வேண்டும். சில பல்கலைக்கழகங்களில் இதற்கான ஆய்வுகள் மேற்கொள்ளப்பட்டு வருகின்றன. 

நன்மை-தீமை இரண்டையுமே கொண்டதாகவே எப்போதும் அறிவியல் இருந்து வருகிறது. இருபுறமும் கூரான ஆயுதத்தைப் பயன்படுத்தும் கவனத்துடன் கையாள வேண்டிய அவசியம் இருக்கிறது. சிறுவர்களின் கையில் அதை முழுமையாகத் தந்து விடாமல் இருப்பதே சிறந்தது.
செல்லிடப்பேசி என்பது மக்கள் ஒருவருக்கொருவர் அவசியம் ஏற்படும்போது தங்களுக்குள் தொடர்பு கொள்வதற்காக ஏற்படுத்தப்பட்ட சாதனம். தற்போது அதனுள் பல ஆபாசங்களும் வந்து சேர்ந்திருக்கின்றன. இவற்றை அப்படியே பிள்ளைகளின் கைகளில் தருவது அறிவுடைமை ஆகாது. இதைப் பெற்றோரும் அரசும் உணர வேண்டும்.

நமது பிள்ளைகளைப் பாதுகாத்துக் கொள்ளச் செய்ய வேண்டியது யாது எனும் கேள்வி எழும்போது, எச்சரிக்கையாக இருக்க வேண்டும் என்பதுதான் பதிலாக இருக்கிறது. கலாசார விழுமியங்களை மனித உறவின், நட்பின் மேன்மைகளை அவர்களுக்கு உணர்த்தியாக வேண்டும்.
மொத்தத்தில் வாழ்க்கையை கல்வி சொல்லித் தர வேண்டும். கலைகள் மனதை மேம்படுத்த வேண்டும், மேம்பட்ட மனதோடு கலை மேம்படுத்தப்பட வேண்டும். விளையாட்டு என்பது ஆரோக்கியத்தை, மன ஒருமைப்பாட்டைத் தருவதாக இருக்க வேண்டும். இவற்றுள் எதையும் நவீன தொழில்நுட்பம் நமக்குத் தந்து விட முடியாது.

தமிழகத்தில் சர்வர் பிரச்னையால், ஆன்லைன் பத்திரப்பதிவு, வில்லங்க சான்றிதழ் பெறுவது, 15 நாட்களாக முடங்கியுள்ளது.
கால தாமதத்தை குறைக்கவும், வெளிப்படை தன்மைக்காகவும், ஆன்லைனில் பத்திரப்பதிவு செய்யும் முறை அறிமுகப்படுத்தப்பட்டது. இதன் வழியே, பத்திரப்பதிவு செய்வது, வில்லங்க சான்றிதழ் பெறுவது, ஆவணங்களின் நகல்களை வாங்குவது போன்ற சேவைகளை பெற முடியும்.

சென்னை பெரம்பூரில் உள்ள ஒருங்கிணைந்த ரெயில் பெட்டி தொழிற்சாலையில் (ஐ.சி.எப்.) நவீன தொழில்நுட்பத்துடன் கூடிய ‘தேஜஸ்’ 2-வது ரக ரெயில் பெட்டிகள் வடிவமைக்கப்பட்டது.

இந்த பெட்டியில், ‘வை-பை’, கண்காணிப்பு கேமரா, தீ மற்றும் புகை கண்டுபிடிக்கும் கருவி, ஜி.பி.எஸ். உள்ளிட்ட பல்வேறு அதிநவீன வசதிகள் உள்ளன. விமானத்தில் இருப்பது போன்று அனைத்து வசதிகளையும் உள்ளடக்கிய 23 ‘தேஜஸ்’ ரக ரெயில் பெட்டிகளை ஐ.சி.எப். தயாரித்து நாட்டுக்கு அர்ப்பணித்துள்ளது.

மணிக்கு 160 கி.மீ. வேகத்தில் செல்லும் இந்த ரெயில் சென்னை-மதுரை இடையே இயக்கப்படும் என அறிவிக்கப்பட்டிருந்தது. இந்தியாவில் முதல் முறையாக ‘தேஜஸ்’ 2-வது ரக பெட்டிகளைக் கொண்டு இயக்கப்படும் இந்த ரெயிலை வரும் 19-ந்தேதி பிரதமர் நரேந்திர மோடி தொடங்கி வைக்கிறார்.

மேலும் இந்த ரெயிலுக்கான அட்டவணையை தெற்கு ரெயில்வே அறிவித்துள்ளது. அதன் விவரம் வருமாறு:-

சென்னையில் இருந்து 6½ மணி நேரத்தில் மதுரைக்கு ‘தேஜஸ்’ ரெயில் இயக்கப்பட உள்ளது. அந்த வகையில் சென்னையில் இருந்து காலை 6 மணிக்கு புறப்பட்டு, மதியம் 12.30 மணிக்கு மதுரை சென்றடையும். பின்னர் மதுரையில் இருந்து மதியம் 3 மணிக்கு புறப்பட்டு, சென்னைக்கு இரவு 9.30 மணிக்கு வந்தடையும். இந்த ரெயில் திருச்சி மற்றும் கொடை ரோடு ரெயில் நிலையங்களில் மட்டும் நின்று செல்லும்.

‘தேஜஸ்’ ரெயில் வியாழக்கிழமை தவிர வாரத்தின் 6 நாட்களில் இயக்கப்படும். இந்த ரெயிலில் 12 இருக்கை வசதி கொண்ட ஏ.சி.பெட்டிகளும், 2 இருக்கை வசதி கொண்ட முதல் வகுப்பு ஏ.சி. பெட்டிகளும், 1 ஜெனரேட்டர் பெட்டியும் உட்பட 15 பெட்டிகள் இயக்கப்படுகின்றன.

தெற்கு ரெயில்வேயில் இதுவரை வைகை எக்ஸ்பிரஸ் ரெயிலே வேகமான ரெயிலாக கருதப்படுகிறது. இந்த ரெயில் மதுரை-சென்னை இடையே 7 மணி நேரம் 40 நிமிடங்களில் பயணிக்கிறது. இந்தநிலையில் ‘தேஜஸ்’ ரெயில் 6½ மணி நேரத்தில் மதுரை செல்வதால், தெற்கு ரெயில்வேயின் அதிவேக ரெயிலாக ‘தேஜஸ்’ ரெயில் இருக்கும் என்பது குறிப்பிடத்தக்கது.

திருப்பூரில் இன்று நடைபெறும் விழாவில், சென்னை டி.எம்.எஸ்- வண்ணாரப்பேட்டை இடையேயான மெட்ரோ ரெயில் போக்கு வரத்தை பிரதமர் மோடி காணொலி காட்சி மூலம் தொடங்கிவைக்கிறார். அத்துடன் புதிய திட்டங்களுக்கும் அவர் அடிக்கல் நாட்டுகிறார்.

சென்னையில் முதல் கட்டமாக ரூ.19 ஆயிரத்து 58 கோடி செலவில் 45 கிலோ மீட்டர் தூரத்துக்கு மெட்ரோ ரெயில் திட்டம் நிறைவேற்றப்பட்டு உள்ளது.

சென்னை வண்ணாரப்பேட்டை முதல் விமானநிலையம் வரையிலான 23.1 கிலோ மீட்டர் தூரத்திற்கு முதல் வழித்தடத்திலும், சென்டிரல் முதல் பரங்கிமலை இடையேயான 22 கிலோ மீட்டர் தொலைவிற்கு 2-வது வழித்தடத்திலும் மெட்ரோ ரெயில் சேவைக்கான பணிகள் நடைபெற்று வந்தன.

மொத்தம் 45 கிலோ மீட்டர் தூரத்துக்கு மெட்ரோ ரெயில் பாதை அமைக்கும் திட்டத்தில், ஏற்கனவே 35 கிலோ மீட்டர் தூரத்துக்கு பணிகள் முடிவடைந்து ரெயில்கள் இயக்கப்பட்டு வருகின்றன. அதாவது, சென்டிரலில் இருந்து விமானநிலையம் வரையிலும், விமானநிலையத்தில் இருந்து தேனாம்பேட்டை டி.எம்.எஸ். வரையிலும் ஏற்கனவே ரெயில் போக்குவரத்து நடைபெற்று வருகிறது.

விமானநிலையம்-வண்ணாரப்பேட்டை வழித்தடத்தில் டி.எம்.எஸ்.சில் இருந்து வண்ணாரப்பேட்டை வரையிலான 10 கிலோ மீட்டர் தூரம் கொண்ட மீதம் உள்ள வழித்தடத்தில் சுரங்கப்பாதை, ரெயில் நிலையங்களின் கட்டுமான பணிகள், சிக்னல்கள் அமைக்கும் பணிகள் நிறைவடைந்து போக்குவரத்துக்கு தயார் நிலையில் உள்ளது. இதன் மூலம் சென்னையில் முதல்கட்ட மெட்ரோ ரெயில் திட்ட பணிகள் முழுமை அடைந்து உள்ளன.

இதில் ஆயிரம் விளக்கு, எல்.ஐ.சி., அரசினர் தோட்டம், சென்டிரல் 2-ம் அடுக்கு, ஐகோர்ட்டு, மண்ணடி, வண்ணாரப்பேட்டை ஆகிய 7 ரெயில் நிலையங்கள் உள்ளன.

மொத்தத்தில் முதல் கட்ட மெட்ரோ ரெயில் திட்டத்தில் 19 ஏ.சி. சுரங்கப்பாதை ரெயில் நிலையங்கள், 13 உயர்த்தப்பட்ட ரெயில் நிலையங்கள் என மொத்தம் 32 ரெயில் நிலையங்கள் உள்ளன. பயணிகள் பாதுகாப்புக்காக பிளாட்பாரம் மேடை திரைக் கதவுகள் உள்ளிட்ட பல்வேறு பாதுகாப்பு அம்சங்கள் அமைக்கப்பட்டு இருக்கின்றன.

டி.எம்.எஸ்-வண்ணாரப்பேட்டை இடையேயான பணிகள் நிறைவடைந்ததை தொடர்ந்து, சென்னையில் முதல் கட்ட மெட்ரோ ரெயில் திட்டம் முழுமை அடைந்து உள்ளது.

பணிகள் நிறைவடைந்த டி.எம்.எஸ்-வண்ணாரப்பேட்டை இடையேயான பாதையில் மெட்ரோ ரெயில் போக்குவரத்தை பிரதமர் மோடி இன்று (ஞாயிற்றுக்கிழமை) தொடங்கி வைக்கிறார்.

இதற்கான விழா திருப்பூர் பெருமாநல்லூரில் இன்று மாலை 3.15 மணிக்கு நடைபெறுகிறது. விழாவில் பிரதமர் மோடி கலந்து கொண்டு காணொலி காட்சி மூலம் வண்ணாரப்பேட்டை- டி.எம்.எஸ். இடையே மெட்ரோ ரெயில் போக்குவரத்தையும், மெட்ரோ ரெயில் நிலையங்களையும் தொடங்கி வைக்கிறார்.

மேலும் சென்னை கே.கே.நகரில் புதிதாக கட்டப்பட்டுள்ள 470 படுக்கைகளுடன் கூடிய இ.எஸ்.ஐ. ஆஸ்பத்திரி கட்டிடத்தையும், எண்ணூர் கடற்கரையில் உள்ள (பாரத் பெட்ரோலியம் கார்ப்பரேஷன்) பி.பி.சி.எல். முனையத்தையும், சென்னை துறைமுகத்தில் இருந்து மணலியில் உள்ள சென்னை பெட்ரோலியம் கார்ப்பரேஷன் நிறுவனத்துக்கு (சி.பி.சி.எல்.) குழாய் மூலம் கச்சா எண்ணெய் கொண்டு செல்லும் திட்டத்தையும் நாட்டுக்கு அர்ப்பணிக்கிறார்.

அத்துடன் திருப்பூரில் புதிதாக கட்டப்பட இருக்கும் 100 படுக்கைகளுடன் கூடிய இ.எஸ்.ஐ. ஆஸ்பத்திரிக்கும், சென்னை விமானநிலையத்தை மேம்படுத்தி நவீனப்படுத்தும் திட்டத்துக்கும், திருச்சி விமானநிலையத்தில் புதிதாக கட்டப்பட இருக்கும் ஒருங்கிணைந்த கட்டிடத்துக்கும் மோடி அடிக்கல் நாட்டுகிறார்.

விழாவில் முதல்-அமைச்சர் எடப்பாடி பழனிசாமி, துணை முதல்-அமைச்சர் ஓ.பன்னீர்செல்வம், மத்திய நிதி மற்றும் கப்பல் போக்குவரத்து துறை ராஜாங்க மந்திரி பொன் ராதாகிருஷ்ணன், சபாநாயகர் பி.தனபால் மற்றும் அமைச்சர்கள், எம்.பி., எம்.எல்.ஏ.க் கள், உயர் அதிகாரிகள் கலந்துகொள்கின்றனர்.

சென்னையில் வசிக்கும் பொதுமக்கள் இந்த விழாவை காணும் வகையில் சென்டிரல் மெட்ரோ ரெயில் நிலையத்துக்கு எதிரே சுமார் 2 ஆயிரம் பேர் அமரும் வகையில் பந்தல் போடப்பட்டு, அதில் பெரிய அளவிலான எல்.இ.டி., திரை அமைக்கப்பட்டு உள்ளது.

In Madras HC, nurses object to changes made in uniform

Chennai: Female nurses from Nilgiris and Thiruvallur districts have approached the Madras high court to quash an order issued by the Health and Family Welfare department in so far as it changes uniform for female nurses served below 10 years is concerned and consequently direct the authorities to give option to them to wear half sleeve Chudidhar top and white bottom as a uniform.

Justice R.Mahadevan before whom the petition filed by D.C.Indira from Nilgiris District and Shahila Begam from Thiruvallur district came up for hearing, ordered notice to the state government and the Committee for Change of Uniform.

Petitioner’s counsel R.Saseetharan submitted that after continuous demand made by the nurses, who pursued their Diploma and Degree from the private medical institutions, they were considered and appointed as Nurse in Government hospital and primary health centres by the selection made by the medical services recruitment board in the year 2015. The uniform prescribed for Nurses is Pinofore which is in vogue in time immemorial and the said uniform leads the minds of the public to believe that the persons who were such uniform is the Nurse engaged in health services to cure others and the said uniform will not cause any discrimination between the nurses. While so, the government by an order dated December 7, 2018 accepted the recommendation of Committee for change of uniform and prescribed different kinds of uniform between the nurses, in the place of Pinofore, he added.

Saseetharan said the government had divided four categories of female nurses based on their years of service. The nurses who put in below 10 years service in majority, studied from private medication institutions and appointed only from the year 2015. Therefore, the government cannot prescribe dress code only on the basis of service rendered. Under the first category of nurses i.e., service up to 10 years, all age group nurses were working. For example, the first petitioner was running 54 years but appointed in government service only in 2015 and she rendered below 10 years service. The second petitioner running 39 years and she was also appointed in 2015 only. Therefore, it was unreasonable to expect that the two female nurses aged 54 and 39 respectively, to wear white shirt and pant as uniform in the place of pinafore by way of change, he added.

KOPPAL: This ayurveda practitioner from Bailhongal in Belagavi district vows to ensure donation of 1,000 bodies to medical colleges across the state. Dr Mahantesh Ramannavar is already registered with various medical colleges in the state for donation of bodies through Bailhongal-based Dr Ramannavar Charitable Trust headed by his mother. The Trust runs SGV Ayurveda College in Bailhongal.


Mahantesh is the head of the anatomy department of KLES Ayurveda College in Belagavi. As per his father’s wish, he donated the former’s body and dissected it for medicos at the college in 2010. All members of his family, including mother and wife, have pledged their bodies for donation.

He has already ensured donation of 35 bodies to different medical colleges in the state.“The Trust aims at creating awareness among people about their vital role of donation of human bodies to medical colleges,” Mahantesh told TNIE.

CHENNAI: Once the final leg of phase one stretch, between DMS and Washermenpet, is thrown open to public from February 11, commuting by Metro Rail is set to get faster and cheaper as well.

After trains start running along the pending 9.9 km stretch, people going from Chennai Central to Airport, via Koyambedu hitherto, can reach Airport via Anna Salai instead. Hence, ticket prices have been revised because of which people can travel by Metro from most stations at Rs 40 against the present rate of Rs 70 via Koyambedu.

According to the revised price chart released by Chennai Metro Rail, people can commute between major hubs, including Airport, Koyambedu and Central at Rs 40. After the revision, passengers can alight from the Metro at Airport and can travel to Ashok Nagar, Guindy, Saidapet, Teynampet and Little Mount at Rs 40 and to other stations at a cost of Rs 30-Rs 60.

Similarly, from Central, a ride to areas like Thirumangalam, Anna Nagar and Shenoy Nagar costs Rs 40. In short, passengers can travel up to three stations from the time they board at Rs 20 and up till four stations at Rs 30.


CMRL officials clarified that ticket prices have not been reduced, but merely revised after including the new stretch from DMS to Washermanpet.

“The travel time from Chennai Central to Airport has been reduced from 21 km to 18.4 km. So, passengers will be charged for the shorter route now after the pending stretch is opened on Monday,” said an official.

Doctors leave forceps in woman’s abdomen

It was found 3 months after surgery

Three months after a woman from Mangalhat underwent a hernia operation at the Nizam’s Institute of Medical Science (NIMS) here, she was readmitted on Friday only to learn that a pair of artery forceps was left behind in her body during the earlier surgery.

Maheshwari Choudary (33) was admitted in the hospital on October 30, last year and on November 2, a team of doctors performed surgery. After making a speedy recovery, she was discharged on November 12.

The woman was suffering from stomach ache on and off post surgery and used to take painkillers for relief.

On Friday night, she complained of extreme stomach and abdominal pain, following which her husband, Harshvardhan Choudhary rushed her to NIMS again. The botched operation came to light after the X-Ray showing the forceps inside her body, during a series of test performed by doctors on the intervening night of Friday and Saturday.

Ms.Choudhary was operated upon on Saturday afternoon and the forceps removed from her body. Ms Choudary’s condition is said to be normal and she would be discharged within a week, doctors said.

When asked about the exact location of the forceps, NIMS Director K. Manohar told The Hindu that during the surgery on Saturday the doctors found the forceps were found in the abdominal cavity and there were no injuries to internal organs.

“We have handed over the case sheet and forceps to the police as part of their investigation,” he said. He said that a committee including the Dean, Medical Superintendent and a surgical gastroenterologist was formed to inquire into the issue.

Later in the day, the patient’s husband lodged a complaint with Punjagutta police against doctors Venu Madhav and Jaganmohan, who operated upon the patient on November 2. A case under 336 (Act endangering life or personal safety of others) and 337 ( Causing hurt by act endangering life or personal safety of others) was registered against two doctors. Mr. Choudhary said that his wife did not undergo any surgery outside and did not face any discomfort.

Fee hike, NRI quota in medical, dental colleges opposed

Medical and dental students have opposed the State government’s move to introduce NRI quota and hike fees in government medical and dental colleges.

The Medical Students’ Struggle Committee, Dental Students’ Committee, and the All India Democratic Students’ Organisation convened a State-level convention demanding that the government withdraw the proposals.

15% NRI quota

Most students felt that introducing a 15% NRI quota in government colleges would deny meritorious students a seat in medical and dental fields.

Mohammed Kalandhar, a second-year medical student, said many students who come from low socio-economic backgrounds toil hard to obtain a government seat.

“The families of many of our batchmates have taken loans to pay the fees. If it is hiked further, pursuing a career in medicine will be a distance dream for them,” he said.

Madhusudan Kariganur, Karnataka State president, Indian Medical Association (IMA), too opposed the move.

He said, “The IMA opposes increase in fee hike and NRI quota in its entirety. If this gets implemented, we shall fail to keep up our social and ethical responsibilities. In fact, India doesn’t need five-star hospitals, but ones that are well-furnished with primary basic facilities.”

The Indian Medical Association will stand by the students till their demands are met, he added.

Doctors must work towards becoming clinical scientists to improve innovation and help in the growth of the medical field, said P. Namperumalsamy, Chairman Emeritus of Aravind Eye Care System.

Addressing doctors at the inauguration of the 52nd conference of Tamil Nadu Orthopaedic Association here on Friday, the senior surgeon and Padma Shri recipient said that with augmented research, doctors could combine traditional methods and innovation to help patients.

“Doctors must look to develop technological solutions in India expanding on areas like genetic engineering and proteomics,” he said. Mr. Namperumalsamy added that the produced research must reach their rural counterparts.

Only then could doctors become complete physicians, he said.

Commissioner of Police S. Davidson Devasirvatham said that doctors sacrificed much of their time and effort to bring innovation to their field and make healthcare accessible.

More people should continue such work, he said.

A total of 1,230 delegates registered on the first day of the conference from across the country. R. Sivakumar, organising secretary, said that five international faculty would also be part of the three-day conference, which has ‘Tradition and Innovation’ as its theme.

Love’s language in our digital age has got to be Instagrammable, emoji-fied and text-able. Don’t get us wrong. Flowers still matter as do romantic dinners. But when you are wooing people, who have grown up with emojis as expressions and YouTube as entertainment, the language of love is a bit more complex. And visual.

They say lovers find a language to communicate to each other. These days, it’s mostly through social media on our smartphones. Priya Agarwal’s venture BackPorch Memories collects WhatsApp chats of couples or Facebook photos of people, and collates them in an album or book format that people can cherish forever. “What if you meet your partner on Facebook?, she asks. “It is one of the platforms where lovers are making ‘eye contact’ for the first time these days. How do you turn these moments into life-long memories?” That’s how she caught on to the idea of her company.

Adds Agarwal, “Couples now want their WhatsApp messages to be in a book format. You may find it unbelievable but one couple preserves their 49,000 WhatsApp love exchanges and their selfies!”

Digital technology gives us all the unique chance to have our cherished moments preserved, and this generation wants to showcase their love-text history, display to the world how their love progressed. So, the texts, WhatsApp messages during courting have become the modern love letters.

Millennials are getting quite creative and using apps like Audiotool or Ujam to write their own love song or recite a poem to their loved ones. Emotions are conveyed through emoji flowers, hands-up and hearts signs. The dance of seduction happens through texting. That is the language of modern romance.

According to eHarmony’s 2018 ‘The Happiness Index’, millennials are actually the most romantic generation among all.

Erotologist Seema Anand says the days when people waited for romance to come in the form of a love letter are over. “There was disappointment if the postman didn’t have a letter for you; there was a skipped heartbeat if he did... During ancient times, Kama Sutra lovers exchanged messages through different types of paans, which had extensive erotic vocabulary – like a carefully crafted love letter and visually beautiful too. Emojis is that new language of love. It is instant as well as utilitarian.”

THE EMOJI GAME
The cynic in us may sneer but the language of emojis isn’t that simple either. Adds Anand, “I find it fascinating. There is a lot of speculation involved for the one sending it and the one receiving emojis. It’s not quite as simple as merely using the ‘right’ emoji – it’s a far more complex engagement. Even emojis build tension and create trust – whatever is your love game.”
Says Gaurav Sen, doctor, “When I was courting my wife, there were a lot of times we would send this particular WhatsApp smiley to each other. It could mean a ‘yes’ or a ‘maybe’. There are a lot of emojis on various platforms that can be used to elevate the love game, keep someone guessing/pining, or pine yourself – depending on how you put these new mediums to use.”

NEW LOVE LETTERS
OF LOVE AND TEXT-ISM

An ongoing online endeavour called, ‘The Love Text Project’ allows participants to upload their message histories. When the project is over, the messages will be used for research on the role of text messaging in building relationships and establishing intimacy. So far, some key metrics identified are: the frequency and length of messages, the number of mistakes, textisms (the language used in text messages, characterised by the use of abbreviations, symbols etc.), and the usage of key words such as ‘love’, ‘like’, and ‘you’, and the time between messages.

Says Jasmine Singh, 25, dietician, “You have to understand that emojis may seem universal but there is no ‘one emoji wins all’.” Different people react differently to some emojis. You have to move with caution and bear in mind the specific personality traits of the one you are pursuing.”

A passenger on the Puri-Howrah Shatabdi Express fell ill on finding a cockroach in a packet of chicken biryani served to him on the train on Friday.

Pinaki Saha, a resident of Nagendra Nath Road near Nagerbazar, lodged a complaint with the IRCTC after reaching Howrah. A probe has been ordered.

“I opened the biryani packet and found a dead cockroach next to the chicken piece. On seeing it, I fell ill and threw up. Other passengers, too, could not have their food. IRCTC should take immediate action against the caterer,” said Saha (39), travelling in a large group in C2 coach.

While IRCTC in Bhubaneswar is responsible for the food served on Puri-Howrah Shatabdi Express, Debashis Chandra, group general manager (east), has sought a report from the on duty supervisor. Passengers have complained about the quality and quantity of food on Shatabdis in this region.

“We attended to the passengers on Friday and served them fruit and dry food at Howrah station. It doesn’t seem the cockroach was cooked with the food. It might have had entered the packet when the food was being warmed on the train after being loaded at Balasore. Action will be taken,” Chandra said.

Railway police rescued a pregnant woman stranded at Chennai Central abandoned by her husband.

The woman, who gave her name as Jennifer, of Salem, came to the station with her husband and went to Kasturba Gandhi Government Maternity Hospital in Triplicane for a health checkup.

The couple returned to Central to board a train to Salem. Her husband Sabapathy made her sit at a place and told her he would be back with tickets. He never returned.

The woman searched for him in vain. Seeing her crying, railway police came to her rescue. They informed the Flower Bazaar police station and the woman was sent to the government home in Mylapore. TNN

Apollo moves HC against Jaya death probe panel

Apollo Hospitals has moved the Madras high court pleading for an interim stay on Justice (retd) A Arumughaswamy commission’s proceedings relating to the medical treatment given to late Tamil Nadu chief minister J Jayalalithaa. It has asked for a direction to stop the commission from inquiring into the adequacy or inadequacy and correctness of the medical treatment given to her during her hospitalization in September-December 2016.

The hospital has also asked for a direction to quash proceedings relating to inquiry into correctness and efficacy of the medical treatment given to Jayalalithaa.

The hospital has also filed a second writ petition seeking to appoint an independent medical board of specialist doctors who are not associated with any of the parties involved (state government or Apollo) and give a time-bound report directly to the high court. This is, in case, the high court finds that the terms and reference of the Arumughaswamy commission include an inquiry into the efficacy of the treatment given to Jayalalithaa.

The writ petition is likely to be heard on Monday before a division bench of Justice R Subbiah and Justice Krishnan R.

The hospital has stated that the commission has gone beyond the scope of its terms of reference and behaved in a partial manner to fasten liability on Apollo, alleging medical negligence in Jayalalithaa’s treatment.

In their affidavit, Apollo has stated that the nature of questions framed by the commission for witnesses and recording of their depositions disclosed a predetermined mindset against it.

Apollo also stated that the commission had launched a “roving and fishing inquiry” into the correctness, adequacy and appropriateness of the treatment for which the commission neither had sanction nor expertise.

Hospital horror: Docs leave scissors in patient’s stomach

Doctors at the city-based premier public hospital, Nizam’s Institute of Medical Sciences (NIMS), left a pair of six-inch surgical scissors inside a patient’s stomach during a hernia operation, sparking outrage. The surgical scissors remained inside the patient’s abdominal cavity for three months, before it was discovered on Friday night when the patient was rushed to NIMS after she complained of severe stomach ache.

The patient, 33-year-old Maheshwari Chowdhary, was suffering from acute stomach ache on and off since her surgery on November 2 at the hospital. She was discharged on November 12 but had to be rushed to NIMS on the night of February 8, 2019, after she complained of excruciating pain.

After undergoing a battery of tests at the hospital, an X-ray revealed the goof-up. The pair of scissors was subsequently removed through another surgery on Saturday morning and she is now recuperating in the intensive care unit of the hospital.

Lashing out at the hospital authorities, the patient’s relatives said they tried to cover up their negligence and were not even willing to hand over the Xray film to them. The patient’s husband first lodged a complaint with the NIMS Resident Medical Officer (RMO) after which he filed a complaint with the Punjagutta police on Saturday afternoon.

“She had been complaining of severe stomach pain at times but we thought it was due to the surgery. When she was brought to the hospital yesterday, the X-ray report clearly showed the scissors. Initially, the hospital authorities were reluctant to give us the X-ray but we managed to get it,” said the patient’s brother-in-law, G Mahadev.

“She had come to the hospital in a bad condition on October 30. She had gangrene of the stomach. The team of doctors did a good job and the patient was fine. She had an issue after three months. The scissors have been removed and the patientissafe.Nointernalorgans were damaged,” said Dr K Manohar, director, NIMS, adding that a three-member committee has been constituted to probe the lapse and action will be initiated based on the committee’s report.

Med univ appeals against HC order to revalue answer scripts

Stumped by court order directing the Villupuram Medical College dean to re-evaluate the answer script of a first year student who failed twice, Tamil Nadu Dr MGR Medical University has challenged the order saying its academic authority cannot be undermined.

The state university, which urged the division bench to stay the single judge order, has made a government medical college dean one of the respondents in the case. The appeal by registrar Parameswari Srijayanth said the judge had overlooked regulations of the university and Medical Council of India that don’t provide scope for revaluation. The university conducts examinations, evaluates and awards degrees to 22 state-run medical colleges and all other self-financing medical colleges in Tamil Nadu.

Of the three first year papers, the student, Priyanka Venkatesh, passed in one subject and failed two others. She appeared for the supplementary exam in November but failed to clear that too. In December, the 19-year-old moved the court seeking directions to re-evaluate her anatomy and biochemistry papers. In her petition Venkatesh said that incorrect evaluation led to her failure in the subjects.

She listed out the answers she had written for 11 questions in bio-chemistry and six questions in anatomy along with the prescribed answers from the text book.

Justice T Raja directed the Villupuram Medical College Hospital dean to appoint an expert faculty member in the subjects to evaluate the answers and submit a report to the court by February 5.

On Friday, however, the university challenged the order stating it would dilute the regulations of the university and go against several court judgments. The university said it had a double evaluation system to check human errors. Answer scripts of students who fail the first evaluation will have the benefit of second evaluation. After the evaluation, the first mark or average, whichever is higher, will be taken as the final score. “The university has not issued any text books and the contention that the answers were based on the text book we issued is false,” the appeal said.

102 PHCs to get revamp, men & machines to provide better care

As many as 102 urban primary health centres (UPHC) under the city corporation will be revamped with new equipment and machines, as the Centre has sanctioned a funding of ₹7.6 crore under the National Urban Health Mission (NUHM).

Officials said lack of equipment and manpower at corporation-run UPHCs may soon become a thing of the past. “More than 100 such PHCs — built many decades ago — have been facing shortage of equipment as the civic body couldn’t mobilize funds,” said a health official.

The civic body has been seeking funds to improve facilities and infrastructure at PHCs, which were accorded administrative sanction last week, for more than two years now. “Using the fund, equipment and diagnostic tools will be made available. Several UPHCs don’t have ultrasound scanning machines, magna vision, cell counter, semi auto-analyzers, which hinders our services,” the official added.

The city corporation runs 140 UPHCs which face issues stemming from lack of doctors and additional manpower like auxiliary nurse, midwifes. “Besides for equipment, the funding will be used for sourcing staff. We are preparing a list of equipment needed at all PHCs,” said a zonal health official.

In a 2017 audit by anti-corruption group Arappor Iyakkam, it was found that 81% of the PHCs lacked scan facilities and only 6% had doctors from 8am to 3pm. “Most of the PHCs we visited had the equipment, but those were not functional. The problem here is that while corporation keeps buying equipment, maintenance is not done properly. When tenders are floated to procure such equipment, they don’t include an annual maintenance contract,” said Jayaram Venkatesan, of Arappor.

Lack of equipment, however, was only a part of the problems at these PHCs as they are often shortstaffed. “Usually, the doctors come between 10am to 12noon. If a patient comes in the afternoon, the doctors won’t be there,” said Valli, a patient at Dhasarathapuram PHC. While visiting the PHC around noon, the doctor was unavailable, and the staff there said the doctor was asked to go for duty to another PHC in the zone.

Ahead of the Central Board of Secondary Education examinations for Class XII, faulty evaluation and tabulation of answer sheets is a worry that cannot be discounted. TOI has highlighted in a series of reports how students are put to traumatic experiences because of mistakes in the evaluation. Parents, students, experts and even school principals feel that one lasting solution for this is to make the evaluated answer papers accessible in password protected digital format to all candidates.

One can imagine the ordeal of a teenager who is told he has obtained 58 marks in mathematics when in reality his effort has earned him 90. This is an example of an actual error, one of many due to shoddy evaluation or mark tabulation recorded year after year. Such a discrepancy in marks is almost criminal in an era when even half a percentage can rob a student of a seat in a desired college or in a desired course in a university — and might well alter the course of the aspirant’s academic destiny.

Stakeholders want all answer scripts available in digitized form

The stakeholders in school education are now veering to the idea of all answer scripts being available to students in digitized form.

After most school tests, students are given back their answer sheets — it is even mandatory in some institutions and parents are asked to sign them — so it is ironical that at a level where seeing the answer script actually makes a difference, they are afforded the chance only through a drawn-out, paid process. “Not everyone can afford to pay the extra amount. As it is the students already pay a good sum as examination fee,” observed Yashwant Singh Negi, principal of Government Boys’ Senior Secondary School, Ghitorni. A Class XII student pays₹1,230 as exam fees and an additional sum for any subject he may take up other than the prescribed five.

Though CBSE secretary Anurag Tripathi considered it unnecessary to give back the answer sheets, Negi explained why letting all students have access to their answers could lead to the eradication of the problem of errors — most of them due to sheer lack of diligence on the part of evaluators. “With children getting to see their papers, one can ensure the accountability of the teacher assessing the paper and make it easier to determine where the mistake occurred,” he said. Rectifying wrongly assessed papers is a month-long process and entails costs for the students.

Ashok Agarwal, lawyer, Right to Education activist and head of the All India Parents’ Association, was certain that a measure like this would increase transparency and put the examiners under pressure to be accurate. “If all answer papers are accessible, there will be a dramatic improvement in the evaluation process. It will be a deterrent to examiners who take evaluation in a non-serious manner,” Agarwal said. TOI has reported instances of a few teachers taking the assessment lightly and making errors.
