Kochi: HC order set to jack up private medical college fees

The court order is a setback for nearly 4,000 students who have secured admissions in 21 private medical colleges in the state as they may be asked to pay more than Rs 4.85 lakh to Rs 5.65 lakh fixed by the regulatory commission for the academic year 2017-18.

Kochi: The High Court on Thursday quashed the order of the fee regulatory commission headed by Justice Rajendra Babu fixing the tuition fees structure for students in the private medical colleges of the state for the academic year 2017-18. The court asked the commission to fix the fees structure afresh within two months.

The court order is a setback for nearly 4,000 students who have secured admissions in 21 private medical colleges in the state as they may be asked to pay more than Rs 4.85 lakh to Rs 5.65 lakh fixed by the regulatory commission for the academic year 2017-18. The court observed that the fee fixed earlier was an interim measure.

The court issued the order on a batch of petitions filed by a slew of private medical colleges against the order of the fee regulatory commission. The private medical college managements have sought Rs 11-15 lakh as fees instead of the amount fixed by the regulatory commission. The existing fee structure, however, will remain in force till the fixation of the new fees by the commission.

The court has asked the educational institutions to cooperate with the regulatory commission. The court has also observed that all members of the fee regulatory commission should sign the order fixing the fee instead of two or three members doing it as was in the case of the earlier decision.

Kovai, Brindavan Exp trains lose 2 second-class seater coaches

In what can be conceived as a move to push passengers to opt for AC classes, the Southern Railway has removed two second-class seater coaches from Kovai and Brindavan Expresses.

CHENNAI: In what can be conceived as a move to push passengers to opt for AC classes, the Southern Railway has removed two second-class seater coaches from Kovai and Brindavan Expresses. Instead it has added two general coaches in these two trains on the pretext of catering to the unreserved passengers. 

The revised coach composition, which came into effect on Tuesday, has resulted in reducing number of second-class seater coaches to 12 as from 14 in the Kovai Express. Each coach has 108 seats. Now the train has lost 226 seats in second-class seater coaches which cost just `180 between Chennai and Coimbatore. The AC chair car fare is `665.

“Now passengers, who could not find seats in second-class seater coaches, will be left with no option but to choose chair car in Kovai Express or Chennai-Coimbatore Shatabdi Express. The minimum fare in Shatabdi starts at `950 (including `200 for catering charges),” said S Karthick, a regular commuter. 

This is not the first such attempt. Ever since the launch of Coimbatore-Chennai Duronto Express in 2013 which was later converted into Shatabdi Express, the Railways has been accused of increasing travel time of Kovai Express so as to increase the patronage for Shatabdi. “Until 2013, the train reached Central at 9.20 pm during its return journey from Coimbatore. Then, the arrival time was fixed at 9.45 pm and now it is 11 pm,” said train enthusiast R Madhan.

When contacted, officials denied the charges and attributed the decision to higher demand of unreserved passengers in the Chennai-Jolarpettai section. “No additional general coaches can be added without removing existing coaches as they already had 24 coaches. Based on the sale of unreserved tickets at enroute stations, general coaches are being added,” said the officials.

Dissatisfied with the investigation conducted by the CB-CID into the Madurai Kamaraj University (MKU) sex scandal, the Madurai Bench of Madras High Court ordered stay on all further proceedings in the case.

A division bench comprising Justices N Kirubakaran and SS Sundar passed the interim order while hearing public interest litigation filed by General Secretary of All India Democratic Women's Association (AIDWA) P Suganthi who sought transfer of the investigation of the case to Central Bureau of Investigation (CBI).

According to the senior counsel appearing for the litigant, there are several irregularities in the investigation conducted by the CB-CID. He argued that the CB-CID obtained the call records of Nirmala Devi and conveniently examined only those persons to whom she had conversed after her attempt to lure the college girls and not those she was in touch with before the incident. It was a deliberate act on part of CB-CID as the latter would have easily helped them to throw light on who influenced the professor to commit the offence, stated the counsel.

He further pointed out that though more than 100 witnesses were examined during the investigation, only two persons, whose ranks were lower than Nirmala Devi herself, have been arrayed as accused by the CB-CID, not to mention that these two persons do not fit in the description given by Nirmala of very important higher officials of MKU being involved.


He prayed the Court to transfer the case to CBI under a special investigation team, so as to ensure fair investigation. Taking the above contentions into consideration, the Judges noted that though the CB-CID were in possession of the entire call records of Nirmala, no one who was in contact with her before the incident had been examined. 

Observing so, they stayed all further proceedings in the said case and issued a notice to Joint Director of CBI, Superintendent of Police of CB-CID South wing, Secretary of Devanga Arts College, Aruppukottai and the three accused persons, returnable before March 18. The Court also heard an impleading petition filed by one Nagalakshmi seeking a Court monitored inquiry into the scandal.

During the hearing, the judges raised questions to the government as to why Nirmala is kept in police custody for almost a year, even after the investigation has been completed. "While even murder accused are let out on bail after filing the charge sheet, what is the reason for keeping this accused in prison for such a long time," they questioned, adding that the act of CB-CID and the State was raising suspicion.

Nirmala Devi was arrested on April 16 on charges of attempting to lure four girl students of Devanga Arts College to extend sexual favours to some higher officials of MKU, after an audio clipping of her phone conversation with those students went viral in social media platforms. After an investigation, the CB-CID also arrested two more persons namely Murugan, an assistant professor in MKU and Karuppasamy, a research scholar. Karuppasamy and Murugan were granted bail by the Supreme Court recently.

Beware of bike taxi: You may be taken for a ride

CHENNAI: Have you taken a ride on a motorbike, using a bike taxi app, as you do on Ola and Uber? 

Then, little do you know that the bike taxi is illegal and there is no provision in the Tamil Nadu Motor Vehicle rules for a bike taxi.

Two weeks ago, Ola taxi drivers lodged a complaint with the Road Transport department that illegal bike taxis have increased in the city. Hearing the plea of the taxi drivers, Chennai (North-West) RTO S Sridharan seized 10 vehicles that were booked through a popular bike rental app.

 “The risk factor in such bikes is high. Unlike Ola and Uber, where the drivers work on contract permit for a company, the bikers of rental apps have their own vehicles, with no accountability and safety to the rider,” said Sridharan.

“On Monday we booked a bike through the app and waited for the riders to arrive. The vehicle registration number that was given on the mobile app was different from the bike that arrived,” he added.


In the rental bike apps, most of the drivers are already working in private companies and surprisingly, some of them are already working for popular food delivery apps.

There are youngsters who depend on some income until they get salaried jobs. In order to make quick money, they are now getting into bike taxi apps not knowing it is illegal, said a police officer.
An individual taking a ride in a taxi is covered with insurance, road tax and proper permit, and moreover, if the driver tries to kidnap the person, it is easy to track the driver through documents that are accessed at the office of the company.

But in case of bikes, if the driver kidnaps the pillion-rider it will be much more difficult to trace since it is his own vehicle, said a Road Transport Officer from Coimbatore. 

“Not knowing that the bike taxi apps are illegal in Tamil Nadu, many silver-screen celebrities and social media influencers promote these apps and rides through their social media pages,” said a senior police officer. Around 20 bikes were seized by different Road Transport Officers in different parts of the city.

Meanwhile, the co-founder of a Hitch Biker app told Express that their bikers were not booked since it is a bike-sharing platform, which encourages hitchhiking to reduce the cost of the travel to a particular distance.

“We don’t have commission or salaried riders. If you are staying at Mylapore and intend to reach Central station, the app will show some drivers who are ready to drop you and the rider will have to bear the transport charge alone,” he added.

“We, therefore, declare that consistent with their fundamental right under Article 19(1)(g) of the Constitution of India, to practice their occupation throughout the territory of India, legislation in the form of the Nursing Council Act of 1947 has not restricted nor does it purport to restrict their practice of nursing once a Degree or Diploma is granted by the State Authority to that State only.”,

The Supreme Court has observed that the Nursing Council Act of 1947 does not restrict the practice of nursing once a Degree or Diploma is granted by the State Authority to that State only.

The bench comprising Justice Rohinton Fali Nariman and Justice Navin Sinha declared thus while allowing special leave petition filed by Private Nursing Schools And Colleges Management Association against the Bombay High Court order.

The association had approached the High court seeking a declaration to the effect that the Indian Nursing Council does not have authority to grant recognition or affiliation and the authority vests with the State Nursing Council under the State Act. The High Court held that once the State Council grants recognition and/or affiliation and so far as Graduation and Post-Graduation courses are concerned, if Maharashtra University of Health Sciences grants affiliation and the State Council accords permission and issues letter of intent or permission, the Institution can offer training in Diploma or Degree Courses in Nursing and it is not mandatory for such Institutions to secure recognition/permission from Indian Nursing Council. But it added the following rider:

"It is imperative for such institutions, imparting training in nursing in Maharashtra State, (which have not been approved by the Indian Nursing Council), the State Council and Health University to publish on its website that the degrees and diploma awarded by such institutions shall have applicability only in the State and the candidates receiving such degree or diploma would be entitled to practice within the State only. The same shall also be mentioned in the diploma and degree certificates awarded by the institutions and the Universities in this regard and, the students shall be made known regarding this restriction by giving due publicity on the website while processing admissions to such institutions."

The Association approached the Apex court against this direction issued by the High court.

The bench, analysing the provisions of the Act, observed: "We may indicate that Section 14 deals with withdrawal of recognition which is a stage which has not yet been reached on the facts of this case. We, therefore, declare that consistent with their fundamental right under Article 19(1)(g) of the Constitution of India, to practice their occupation throughout the territory of India, legislation in the form of the Nursing Council Act of 1947 has not restricted nor does it purport to restrict their practice of nursing once a Degree or Diploma is granted by the State Authority to that State only."

’கடன்’ என்பது கவுரவக் குறைச்சல் எனப் பார்க்கப்பட்ட காலத்தைக் கடந்து வந்திருப்பவர்கள்தான் நாம்! கடன் வாங்கிக் கழித்தல் என்கிற பாடங்களெல்லாம் கடந்த இருபது வருடங்களில் இருப்பதாகத் தெரியவில்லை. ஆனால், கடன் வாங்கியாவது வாழ்க்கையைக் கழிக்கவேண்டும் என்பதே இப்போதைய தலைமுறையினரின் அசால்ட் நிலைப்பாடு என்பதை மறுக்க முடியாது. இதைக் கடன் என்று சொன்னால் இப்போது புரியாது. கடனின் சர்க்கரை தடவிய இன்னொரு பெயர்... இ.எம்.ஐ.

நம் அப்பாக்களும் தாத்தாக்களும் மாமாக்களும் சித்தப்பாக்களும் கூட கடன் வாங்கினார்கள்தான். படிப்புக்காக வாங்கினார்கள். தொழில் விருத்திக்காக வாங்கினார்கள். நோயுற்ற வேளையில் வாங்கினார்கள். ஆனால், இப்போது, அப்பா தாத்தாக்கள் எந்த விஷயத்துக்குக் கடன் வாங்கினார்களோ அதையெல்லாம் தாண்டி கடனை வாங்குவதுதான் சூழல்... மனோநிலை!

சம்பளம் கவரில் கொடுத்த காலம் போச்சு. இன்றைக்கு அக்கவுண்ட்டில்தான் சம்பளம். ஏடிஎம் மெஷின் தான் கேஷியர். மேலும் கார்டைத் தேய்த்தால், பொருட்களை வாங்கிக்கொள்ளலாம். அக்கவுண்ட், ஆப், செல்போன்... யாருக்கு பணம் போடவேண்டுமோ போட்டுவிடலாம். ஆக, பழசையும், பணத்தையும் எண்ணிப் பார்ப்பதில்லை.

இந்த நிலைதான் இ.எம்.ஐ.யிலும். மிக்ஸி, குக்கர் வாங்குவதற்கு சுலபத் தவணைத் திட்டம் இருந்தது அந்தக் காலத்தில். இன்றைக்கு ஆயிரக்கணக்கான விலையில் ப்ரிட்ஜ் போன்ற பொருட்கள், பல்லாயிரக்கணக்கான டூவீலர்கள், ஏசி முதலான விஷயங்கள், பல லட்சக்கணக்கிலான கார்கள் என எல்லாவற்றுக்குமே இஎம்ஐ வந்துவிட்டது.

முன்பெல்லாம் ஒருவரிடம் கடன் வாங்கக் காத்துக் கிடக்கணும். வங்கியில் கடன் வாங்க, நடையாய் நடக்கணும். ஆனால் இன்றைக்கு நிலைமையே வேறு. நீங்கள் ஒரு அலுவலகத்தில் வேலைக்குச் சேர்ந்த ஏழாம் நாள், புதிய வங்கியில், புதிய கணக்கு. அலுவலகமே ஏற்பாடு செய்யும். ஆபீஸுக்கே வருவார்கள். அடுத்து, பதினைந்தாம் நாள், செக்புக், கார்டு முதலானவை வீட்டுக்கே வந்துவிடும். அடுத்த பத்தாம்நாள் சம்பளம் அந்த அக்கவுண்ட்டில் கிரெடிட்டாகும். அடுத்த நாள் முதல், சம்பள விஷயங்கள் தெரிந்துகொண்ட நிறுவனங்கள், ‘இந்த லோன் தர்றோம், அந்த லோன் தர்றோம்’ என்று போன் மேல் போட்டுக்கொண்டே இருப்பார்கள். அக்கவுண்ட் வைத்திருக்கும் வங்கி, வைக்காத வங்கி, பெயரே வாயில் நுழையாத வங்கி என்று கடன் தருவதற்கு க்யூ கட்டி நிற்கிற காலம் இதுவாகத்தான் இருக்கும்.

இன்றைய காலகட்டத்தில், ‘எங்கே வேலை, என்ன வேலை, எவ்ளோ சம்பளம்’ என்று கேட்கும் பட்டியலில், ‘எவ்ளோ இஎம்ஐ, எதுக்கு இஎம்ஐ’ என்றும் கேட்கவேண்டியிருக்கிறது.

விளையாட்டாக ஒருவிஷயம் சொல்வார்கள். முன்பெல்லாம், சாலையில் செல்லும் நூறுபேரை நிறுத்தினால், அதில் பத்துபேருக்கு சர்க்கரை நோய் இருந்தாலே அதிசயம் என்பார்கள். இப்போது 90 பேருக்கு சர்க்கரை நோய். அதேபோல, இப்போது 90 பேர் இ.எம்.ஐக்குள் வாழ்ந்து கொண்டிருக்கிறார்கள்.

வீட்டில் ப்ரிட்ஜ். இ.எம்.ஐ. ஹாலில் பிரம்மாண்டமான சோபா செட். இ.எம்.ஐ. படுக்கையறையில் ஏ.சி. - இ.எம்.ஐ. வாசலில் மூன்று பைக்குகள் - இ.எம்.ஐ. போர்வை போர்த்திக்கொண்டு நிற்கும் கார் - இ.எம்.ஐ. அவ்வளவு ஏன்...

வீடு... இ.எம்.ஐ. இப்படி, இ.எம்.ஐ. இன்றி அமையாது உலகு என்றாகிவிட்டது, இன்றைய பலரின் வாழ்க்கை! ஃப்ரிட்ஜ், சோபா, ஏ.சி.. டூவீலர்கள், கார், சொந்த வீடு என எல்லாமே ஸ்டேட்டஸாகப் பார்க்கப்படுகிறதே... என்ன செய்வது? என்று அலுத்துக்கொள்கிறார்கள் பெரும்பான்மையான நடுத்தர வர்க்கத்தினர். ஒரேயொரு விதிவிலக்கு... இ.எம்.ஐ. என்பதையோ இந்த வங்கிக்கடன்களையோ ஸ்டேட்டஸ் லிஸ்ட்டில் சேர்ப்பதில்லை என்பது ஆச்சரியம்தான்!

மாதச் சம்பளம், இ.எம்.ஐ., பள்ளி, கல்லூரிக் கட்டணம், சீசன் டிக்கெட், மளிகை, பால், மருந்து மாத்திரைகள் என்று போய்க்கொண்டிருக்கும் வரைக்கும் குறையொன்றுமில்லை. திடீரென்று வண்டி மக்கர் செய்து, ரெண்டாயிரம் நாலாயிரம் செலவு வைத்தாலோ, நம் உடல் எனும் வண்டி மக்கர் செய்து, ஸ்கேனிங், டெஸ்ட்டிங் என்றானலோ கூடுதல் பிபி எகிற ஆரம்பித்துவிடும். ஒன்று முடிந்து அடுத்தது என்கிற ஆரவாரமில்லாத மனநிலையே நம்மிடம் இல்லை என்பதுதான் இங்கே பெருங்குறை!

அதேபோல, வீட்டுக்கு பெயிண்ட் அடிக்கணும், கதவு மாத்தணும், காருக்கு டிங்கரிங் ஒர்க் கொஞ்சம் பண்ணனும் என்று பட்டியலிட்டால், நம் குடும்பத்தலைவன்கள், தலைசுற்றி முதுகைப் பார்த்துவிட்டு ஒரு ரவுண்டு வந்துவிடுவார்கள்.

வாங்குகிற சம்பளத்தில் பாதிக்குப் பாதி இ.எம்.ஐ. என்றாகிவிட, போதாக்குறை கல்யாணமான புதிதில் போட்ட பாலிஸி, குழந்தை பிறந்ததும் ஆரம்பித்த பாலிஸி, ரெண்டாவது குழந்தை பிறந்த போது போட்ட பாலிஸி, மாதந்தோறும் நகைச்சீட்டு என்று எகிடுதகிடாக, இழுத்துக்கோ பறிச்சுக்கோ என்று இருக்கும் நிலை. இந்த சமயத்தில், அலுவலகத்தில் அரசியல், நாலுவருடமாக ப்ரமோஷன் இல்லை, எதிர்பார்த்த சம்பள உயர்வும் இல்லை... என்பன போன்ற காரணங்களுக்காக ‘பொறுத்தது போதும் பொங்கியெழு மனோகரா’ என்று ஆர்ப்பரிக்காமல், தானுண்டு தன் வேலையுண்டு என்று அமைதியே உருவாக இருந்துவிட்டுப் போவதே புத்திசாலித்தனம் என்கிற மனநிலை... இ.எம்.ஐ. அன்பர்களின் ஒத்த சிந்தனை!

இதில் வேலைக்குச் செல்லும் பெண்கள், அவர்களின் சம்பளத்தால் இ.எம்.ஐ... அலுவலகச் சிக்கல்கள், அத்துமீறல்கள் ஆகியவற்றால் மன இறுக்கத்துக்கும் மன அழுத்தத்திற்கும் ஆளாகிறார்கள் என்பது சோகம். வேலையை விட முடியாது. வேறு வேலைக்குச் சென்றால், சர்வீஸ் கட்டாகிவிடும். எத்தனை விதமான சிக்கல்கள்?

’இந்த இ.எம்.ஐலேருந்து எப்படா மாப்ளே விடுபடப்போறே?’ என்று நண்பர்களோ உறவினர்களோ நலத்தை விரும்புபவர்கள் கேட்கும்போது, ‘அதுக்குத்தாண்டா மச்சான், ஒரு ப்ளான் வைச்சிருக்கேன். பேங்க்ல பர்சனல் லோன் கேட்ருக்கேன். அதை வாங்கி, சின்னச்சின்ன இ.எம்.ஐ எல்லாத்தையும் முடிச்சுத் தூக்கிப்போட்டுட்டு ரெண்டே ரெண்டு இ.எம்.ஐ. வீட்டுக்கு ஒண்ணு. பர்சனல் லோன் ஒண்ணுன்னு இருந்துடலாம்னு முடிவு பண்ணிருக்கேன்’ என்று முகத்தை அப்பாவியாய் வைத்துக்கொண்டு சொல்வார்கள்.

  வாட்ஸ் அப்பில் வெறுப்பு செய்திகள், போலியான மெசேஜ்கள், பாலியல் தொல்லைகள், மார்பிங் புகைப்படங்கள் அல்லது ஆபாச வீடியோக்களை அனுப்பி யாராவது உங்களைத் தொந்தரவு செய்தால், புகார் அளித்து நடவடிக்கை எடுக்கச் செய்யலாம்.

இன்றைய ஸ்மார்ட் போனின் பிரிக்க முடியாத செயலி வாட்ஸ் அப். உலகின் பெரும்பாலான மக்கள் பயன்படுத்தும் குறுஞ்செய்திக்கான செயலியாக விஸ்வரூபமெடுத்துள்ளது.

அதே நேரம் வாட்ஸ் அப்பில் பல்வேறு விதமான போலி குறுஞ்செய்திகள், மார்பிங் படங்கள் அதிகளவில் பரப்பப்படுகின்றன. குறிப்பாக, பலாத்காரம், குழந்தைகள் கடத்தல், பெண்களைக் கேலி செய்வது, ஆன்மிகத்தில் பெயரால் ஏமாற்றுவது தொடர்பான செய்திகளும் போலியாகச் சித்தரிக்கப்பட்ட ஆடியோ, வீடியோக்களும் வைரலாகி வருகின்றன. மக்கள் இதை நம்பி பல்வேறு இடங்களில் வன்முறைகளிலும், தாக்குதல்களிலும் ஈடுபட்டனர். வெளிமாநில இளைஞர்கள் சிலரைத் திருடனாக நினைத்து பொதுமக்கள் அடித்தே கொன்ற சம்பவமும் உண்டு.

அதேபோல பழைய வீடியோக்களை சமீபத்தில் நடந்ததுபோல் சித்தரித்து பரப்பி விடப்படுகின்றன. அண்மையில் திமுக தலைவர் ஸ்டாலின் இதே குற்றச்சாட்டுக்கு ஆளானார். அவர் இந்து திருமணங்கள் குறித்து 2017-ல் பேசிய வீடியோ அண்மையில் பேசியதாகக் கூறப்பட்டது. இதைத் தடுக்கும் வகையில் வாட்ஸ் அப் நிறுவனம் ஒரே நேரத்தில் 5 பேருக்கு மட்டுமே ஒரு செய்தியை ஃபார்வர்ட் செய்ய முடிகிற வகையில் கட்டுப்பாடு விதித்தது.

மூச்சை முட்டும் நெருக்கடி மிகுந்த நகரங்கள் கூட்டுக் குடும்பத்திலிருந்து தனிக்குடித்தனம் போவது போல் தனி வீடுகள் எல்லாம் கூட்டு வீடுகளாக, அபார்ட்மெண்ட்டுகளாக மாறியிருக்கின்றன. அடுக்கடுக்காக அத்தனை வீடுகள் கண்ணுக்குத் தெரிந்தாலும், ‘டூலெட்’ போர்டும் தெரிவதில்லை. வாடகைக்கு வீடு தேடுவதும் பெரும் கவலை!

இதில், இரண்டாவது வகைக்காரர்கள்தான், எக்கச்சக்கம்.

’வேலை தேடுறது, கல்யாணத்துக்கு பொண்ணு தேடுறது, குடியிருக்க வீடு தேடுறதுன்னு மூணு தேடுதல் வாழ்க்கைல பெரிய அவஸ்தை. இதுல வீடு தேடுறது போல கொடுமை எதுவுமே இல்ல’ என்று தத்துவம் பேசுகிறவர்கள், பல வீடுகள் மாறி மாறி, குடியிருந்தவர்கள் என்பதை அந்தப் பேச்சு அனுபவத்திலேயே உணர்ந்துகொள்ளலாம்.

முதலில் ஏரியா பிடிக்கணும். அடுத்து அந்த ஏரியாவுக்கு வந்து செல்ல, பஸ், ரயில் வசதிகள் பார்க்கணும். மழைக்காலத்துல சிக்கலும் தண்ணீரும் வீட்டுக்குள்ளே வருமான்னு கவனிக்கணும். அப்புறம் தெரு. சாக்கடை, கழிவு நீர், குப்பைத்தொட்டின்னு சகலமும் கவனிக்கணும். இதுவும் ஓகேன்னு டிக் அடிச்ச பிறகு, வீடு.

அந்தக் காலத்துல, ‘வீடுன்னா வெளிச்சமா இருக்கணும்’ என்றார்கள். இப்போது ‘24 மணி நேரமும் லைட் போட்டுக்கிட்டே இருக்கணும்ங்கற மாதிரிதான் வீடு இருக்கு’ என்றாகிவிட்டது. ஆக, இருட்டு வெளிச்சம், லைட் என்பதை கணக்கில் சேர்க்கவேண்டாம்.

வாடகைக்கு வீடு தேடுபவர்களின் நிலையை அப்படியே ‘கட்’ செய்துவிட்டு, ஹவுஸ் ஓனர்கள் பக்கம் கொஞ்சம் வருவோம்.

‘முக்கியமா, மச்சினன் வேலைக்கு வந்துருக்கான். தங்கச்சி படிக்க வந்திருக்கு’ன்னு வந்து தங்கற பிஸ்னஸ்லாம் கூடாது. அப்படி தங்கறதா இருந்தா, வாடகையை ஏத்துவோம். அதை இப்பவே சொல்லிப்புட்டேன்’ என்று பிபி ஏற்றுவார்கள்.

அதேபோல, ஊர்லேருந்து அப்பா அம்மா, மாமனார் மாமியார்னு அடிக்கடி வர்றதா இருந்தா, தண்ணி செலவுதான் அதிகமாகும். அதனால, இதையெல்லாம் மைண்ட்ல வைச்சுக்கங்க’ என்று கிறுகிறுக்கவைப்பார்கள். இதில் முக்கியமான விஷயம்... இந்தப் பேச்சின் போதே, நாம் எந்த ஜாதி, என்ன பிரிவு, குலம் என்ன, கோத்திரம் என்ன, சைவமா, அசைவமா என்பதையெல்லாம் ‘மானேதேனே’ கேள்விகளால், கறந்திருப்பார்கள்.

’அட்வான்ஸ் எப்போ தர்றீங்க?’ என்று கேட்டுவிட்டு நம்மை உற்றுப் பார்ப்பார்கள். ‘இன்னும் ரெண்டுநாள்ல தரேன்’, ‘அஷ்டமி, நாளைக்கி நவமி. அது முடிஞ்சு தர்றேன்’ என்று சொன்னால்... ‘ஏற்கெனவே ரெண்டுபேர் பாத்துட்டு ஓகே சொல்லிட்டுப் போயிட்டாங்க. பாத்துக்கங்க’ என்று டிமாண்ட் காட்டுவார்கள்.

அட... இதுமட்டுமா?

என் தோழி ஒருத்தி, சமீபத்துலதான் ட்ரான்ஸ்ஃபர் வாங்கிட்டு வந்தா. வரும்போது அவங்க ஹவுஸ் ஓனரம்மாவும் இவளும் ஒரே அழுகாச்சிதான். அன்புன்னா அப்படியொரு அன்பு. அவ குழந்தைகளுக்கு அப்பத்தா, அம்மாச்சியோடு, இந்தப் பாட்டியும் சேர்த்து மூணு பாட்டியாம். இப்படி அனுசரணையா ஒருத்தருக்கொருத்தர் தாயா பிள்ளையா பழகுறவங்களும் இருக்காங்க.

விலைவாசி ஏறினாலும் நியாயமான வாடகைக்கு விடற தங்கமான வீட்டுக்காரங்களும் இருக்கத்தான் செய்றாங்க. ஒரு காலத்தில அவங்களும் வாடகை வீட்டில இருந்தவங்களா கூட இருக்கலாம்தானே. ஒரு பொண்ணோட மனசு மட்டும்தான் இன்னொரு பொண்ணுக்குத் தெரியுமா. ஒரு வாடகை வீட்டுக் காரங்களோட மனசு முன்னாள் வாடகை வீட்டுக்காரங்களுக்குத் தெரியலாமே!

சென்னை, தமிழகம் முழுவதும் இன்று முதல் ஸ்மார்ட் லைசென்ஸ் வழங்கும் திட்டம் நடைமுறைக்கு வருகிறது.நாட்டில் வெவ்வேறு மாநிலங்களில்வெவ்வேறு விதமான லைசென்ஸ்கள் வழங்கப்படுவதாலும் அவற்றின் விபரங்களை முறையாக இணைய தளத்தில் பதியாததாலும் பல்வேறு குற்றங்கள் நிகழ்கின்றன.அத்துடன் போலி லைசென்ஸ்களும் புழக்கத்தில் உள்ளன.இதை தடுக்க கியூ.ஆர். கோடு வசதியுடன் மைக்ரோ சிப் பொருத்தப்பட்ட ஸ்மார்ட் கார்டுகளை வழங்க மத்திய அரசு அறிவுறுத்தி உள்ளது.இந்த ஆண்டுக்குள் ஸ்மார்ட் லைசென்ஸ் வழங்குவதை நாடு முழு வதும் நடைமுறைப்படுத்தவும் உத்தரவிட்டுள்ளது.

தமிழகத்தில்,பிளஸ் 2 முடிக்கும் மாணவர்களில்,இன்ஜி.,கல்லுாரிகளில் சேர விரும்புவோருக்கு, தமிழக அரசின் சார்பில், அண்ணா பல்கலை வழியே, கவுன்சிலிங் நடத்தப்பட்டு வந்தது. இந்த கவுன்சிலிங், நடப்பு கல்வியாண்டில், 'ஆன்லைன்' முறைக்கு மாற்றப்பட்டது.

அண்ணா பல்கலை வழியே, 20 ஆண்டுகளுக்கு மேலாக நடந்த கவுன்சிலிங்கை, வரும் கல்வி யாண்டு முதல், தொழில்நுட்ப கல்வி இயக்குன ரகம் வழியே நடத்த, தமிழக உயர்கல்வி துறை முடிவு செய்துள்ளது.

கவுன்சிலிங் ஒருங்கிணைப்பு குழுவின் தலைவராக, அண்ணா பல்கலை துணை வேந்தர், சுரப்பாவும், உறுப்பினர் செயலராக, பல்கலை பேராசிரியர், ரைமண்ட் உத்தரிய ராஜும் நியமிக்கப்பட்டனர்.இதுவரை உறுப்பின ராக இருந்த, தொழில்நுட்ப கல்வி துறை இயக்குனர், விவேகானந்தன், இந்த ஆண்டு துணை தலைவராக நியமிக்கப்பட்டு உள்ளார். கமிட்டி ஒருங்கிணைப்பாளராக,உயர் கல்வி செயலர், மங்கத்ராம் ஷர்மா நியமிக்கப்பட்டு உள்ளார். இதற்கு, பல்கலையில், ஒரு தரப்பினர் எதிர்ப்பு தெரிவித்தனர்.

KOCHI: The Kerala High Court on Tuesday stayed the state government’s order, sanctioning eligible leave with salary for its employees who had not attended duty during the nationwide general strike called by the joint trade union against the Central Government’s policies on January 8 and 9.

The court observed the strike in question was not a legally permissible one. Even if it was legal and justified, there cannot be a blanket order by the government by which employees would be made to feel so and those who failed to turn up for work were entitled to eligible leave including casual leave. The court also sought a response from the government on the petition.

‘Govt not encouraging participation in strike’

A Division Bench headed by the Chief Justice issued the order on a petition filed by High Court lawyer G Balagopalan, challenging the government move. Petitioner’s counsel V Sajith Kumar contended the government employees’ participation in the general strike by staying away from duties cannot be encouraged and impression cannot be given to anyone that such action would be legally permitted. This was particularly so as only when a strike was found to be legal and justified, the government employee who participated in the strike can expect their service benefits.


Citing a Supreme court order, the petitioner submitted the participation in general strike should not be treated as a condonable activity by the government. He also informed the two-day strike had led to violence in several places, resulting in damage to public properties. Senior Government Pleader P Narayanan submitted that permission to grant eligible leave cannot be perceived as a government act encouraging participation in the general strike.

The order, at best, should be seen as a justification for the government employees who could not attend duty on those particular dates due to various exigencies. The petitioner pointed out that the order sanctioning casual and eligible leave by spending around `180 crore from the exchequer which was facing a financial crisis after floods was arbitrary and illegal.

CHENNAI: In a bizarre incident, a 63-year-old man swallowed a four-sovereign chain after a fight with his wife. Later, doctors at Government Peripheral Hospital, Anna Nagar, removed it in an endoscopy procedure.



According to doctors, the man who hails from Vyasarpadi, came to Government Kilpauk Medical College Hospital (KMCH) on Saturday. He was later referred to Government Peripheral Hospital, a unit of KMCH.

“The person swallowed a four-sovereign gold chain in a fight with his wife. He didn’t have immediate symptoms. However, if it was left for long, it would have caused serious problems. He was referred to Government Peripheral Hospital, where doctors removed it successfully,” said Dr P Vasanthamani, Dean of Government Kilpauk Medical College.

“He came to us on the same day. The X-ray report showed that the chain was in the stomach. It had travelled 40cm from the throat. We put the endoscopy tube through the mouth and removed it using a rat tooth forceps. It took us less than five minutes,” said Dr A Aravind, head, Gastroenterology Medicine, Government Peripheral Hospital, Anna Nagar.

MADURAI: The Madurai Bench of Madras High Court has sought response from the State government on whether Aadhaar card could be made mandatory for buying liquor from TASMAC shops. The Court also asked whether it was possible to close down all TASMAC bars in the State.

A bench comprising Justices N Kirubakaran and SS Sundar gave the direction while hearing two public interest litigations filed by B Muthupandi of Madurai, challenging a tender floated by the TASMAC department on February 22, with regard to leasing out of TASMAC bars operating under Madurai North and South units of the department to private parties.

During the hearing, the Judges observed that bars were one of the major reasons for the increase in road accidents.

“It also serves as a convenient spot for criminal activities,” they said and asked the TASMAC authorities why could not they close down all TASMAC bars in the State and sell liquor only in bottles.
They further asked whether Aadhaar card could be made mandatory for buying liquor from TASMAC shops so that the sale of liquor to juveniles could be checked.


In addition to this, the Judges also asked the State whether the opening time of TASMAC shops could be changed to 2 pm instead of 12 pm and directed the State and TASMAC department to respond to the queries before the next hearing on March 12.

With regard to the contentions of the litigant about the change of licence period for TASMAC bars from one year to two years, the Judges sought an explanation from the department and said that the final result of the tender would be subject to the outcome of the case.

According to Muthupandi, the TASMAC department has violated the tender transparency rules by trying to finalise the tender within seven days instead of the mandatory minimum period of 15 days.

State government forms three-member commission to hear cases

The Assam government on Tuesday formed a three-member commission for hearing cases under a pay-cut policy envisaged to make its employees take care of their dependent elderly parents and physically challenged siblings.

The three-member PRANAM (Parents Responsibility and Norms for Accountability and Monitoring) Commission is headed by Chief Commissioner V.B. Pyarelal. Former MLA Alaka Desai Sarma and social worker Jugabala Buragohain are the two Commissioners.

“We hope the policy acts as a deterrent for employees who have been ignoring their parents and physically challenged siblings,” Chief Minister Sarbananda Sonowal said at a programme to announce the panel.

Assam Finance Minister Himanta Biswa Sarma had in 2017 said that such a law would be introduced to ensure parents are cared for.

Geriatric care was linked to the State government employees’ pay from the 2018-2019 fiscal. The policy, enforced on October 2 last year, said an employee would be liable to part with 10-15% of his or her pay if found guilty of ignoring their dependent parents and physically challenged siblings.

The deducted money would then be transferred to the bank account of a parent or sibling.

“A few employees do turn a blind eye to the sufferings of their parents. The PRANAM Act was thus a welcome piece of law requiring a neglected parent to lodge a complaint in order to receive sustenance money from the pay of his or her ward. But a commission was needed to hear the cases and ensure no employee is punished arbitrarily,” Basab Kalita, president of the Sadou Asom Karmachari Parishad, a State government employees’ body, told The Hindu .

The Commission’s job would be to weigh each complaint, hear both parties and decide whether or not an employee deserves to be penalised.

Urban migration, improving education levels, better professional status , and changing social constructs of families are driving today’s women in taking charge and making the first move to select their life partner. Data from matchmaking platform suggests that women are not just open to using matchmaking portals to find partners, but also hold control of such searches.

Shaadi.com’s user data over the past 10 years showed that there was a 10 percentage point increase over the past decade in single single women creating and posting profiles on their own, as opposed to the past, when parents did it for them.

“The female self-created profiles have grown from 40% in 2008 to 50% in 2018 largely contributing to the overall growth of female profiles on the platform. However [the ratio of] male self-created profiles have remained unchanged since 2008,” Gourav Rakshit, CEO, Shaadi.com, told TOI.

Women users are “sending out 3.5 times more interests” to men in 2018 than they did in 2008, the data said, noting that today’s women are also taking the first step to interact and assess matched profiles.

Women who create and manage their profiles are 20% more likely to “send interests to profiles from a different community as long as there is a lifestyle fitment and financial independence,” Rakshit said. He explains that while parent-created profiles are more inclined towards family history and community, among other aspects, women (majority of them urban) are looking for matches that meet their expectations of occupation, finances and location.

It is also 33% more likely for such women to chat with matches, than in the case of accounts created by parents, he added. In a separate survey of over 2,800 women users of Shaadi-.com, 84% said they would initiate a conversation with a man if they found his profile interesting. Matchmaking portal Matrimony.com found that “the number of women who self-register has been steadily rising over the past few years,” and currently, 60% of the women users have created profiles on their own. “While traditionally men have been making the first move, nowadays we see that women are confident enough to make the first move and express interest to matching males on BharatMatrimony,” Murugavel Janakiraman, founder and CEO, Matrimony.com, said.

Professor S Anandhi of Madras Institute of Development Studies (MIDS) believes improvements in women education levels are playing out in matrimony, but is quick to add that it’s largely an urban trend.

As per the All India Survey on Higher Education, Gender Parity Index, i.e. the female participation in higher education was 97 women per 100 men in 2017-18, compared to 86 women per 100 men in 2010-11.

Increasing Number Of Computers At Risk Through Plug-In Devices: Study

Many modern laptops and an increasing number of desktop computers are much more vulnerable to hacking through common plug-in devices than previously thought, a study has found.

The researchers from the University of Cambridge and Rice University in the US shows that attackers can compromise an unattended machine in a matter of seconds through devices such as chargers and docking stations.

Vulnerabilities were found in computers with Thunderbolt ports running Windows, macOS, Linux and FreeBSD. Many modern laptops and an increasing number of desktops are susceptible.

Researchers exposed the vulnerabilities through Thunderclap, an open-source platform they have created to study the security of computer peripherals and their interactions with operating systems.

It can be plugged into computers using a USB-C port that supports the Thunderbolt interface and allows the researchers to investigate techniques available to attackers. They found that potential attacks could take complete control of the target computer.

In addition to plug-in devices like network and graphics cards, attacks can also be carried out by seemingly innocuous peripherals like chargers and projectors that correctly charge or project video but simultaneously compromise the host machine.

Computer peripherals such as network cards and graphics processing units have direct memory access (DMA), which allows them to bypass operating system security policies.

DMA attacks abusing this access have been widely employed to take control of and extract sensitive data from target machines.

Current systems feature inputoutput memory management units (IOMMUs) which can protect against DMA attacks by restricting memory access to peripherals that perform legitimate functions and only allowing access to non-sensitive regions of memory.

However, IOMMU protection is frequently turned off in many systems and the new research shows that, even when the protection is enabled, it can be compromised.

Companies have begun to implement fixes that address some of the vulnerabilities. However, the research shows solving the general problem remains elusive and that recent developments, such as the rise of hardware interconnects like Thunderbolt 3 that combine power input, video output and peripheral device DMA over the same port, have increased the threat from malicious devices that take control of connected machines. The income tax investigation wing on Tuesday morning started searches at Malabar Gold jewellery shops, other business establishments owned by the group and residences of their promoters in Chennai, Coimbatore and various cities and towns in Kerala. Several officials from the wing were involved in the searches in 60 places, said an official.

A senior investigation wing official told TOI that the department had received information about tax evasion by the group.

The group has also not been showing all its transactions in the books for the past few years, the official said. The searches will continue for the next few days, he said.

“The group has several jewellery shops in Tamil Nadu, Kerala and abroad. We have definite information about the tax evasion. We will know about the total tax evasion and the actual turnover of the group after the searches are completed,” said the official.

The group is into construction business in the name of Malabar Developers. It owns Malabar Watches and an IT company too.

“The searches are on in the offices of these business establishments,” the official said.

The gold business headquarters is in Kozhikode and the corporate office of the group is in Dubai.

Poor polytechnic faculty strength a risk for students

It is 6 pm on a Monday, and a class at a polytechnic in Tamil Nadu is nowhere near its end. With more than 2,000 students and 12 permanent faculty members, each teacher clocks nearly 12 hours a day. There are another 120 temporary staff members but only on a part-time basis.

This is the predicament of all the 46 government polytechnics across Tamil Nadu. Most institutions are handicapped when it comes to teaching resources, as they are functioning at an average of 20% of teacher strength. It has been nearly six years since a new teacher was appointed in a government polytechnic in the state. This, when the state needs at least 2,000 teachers to ensure smooth functioning of polytechnic institutions, a member of the directorate of technical education (DOTE) says.

In a manufacturing state like Tamil Nadu, which has sectors ranging from automobile to textiles, the crucial young workforce is being deprived of proper training due to government apathy.

The last effort to hire teachers through the state-run teacher recruitment board was made in 2017 for 1,058 vacancies. But when it came to light that 200 candidates had forged their results through agents, the entire recruitment process was scraped. Though the decision was challenged in the Madras high court, the case reached a deadlock since two contradictory judgments were passed. A senior official of the TRB said they are inquiring into the matter and will soon take a decision. The total number of permanent teachers has also dropped over the years as more of them retire.

Harried about faculty shortage, students in polyetchnic colleges say the standards of education have fallen. “Most of the classes are handled by temporary staff. There is no assurance that a teacher will turn up for the next class. In the absence of teachers, we are forced to consider peer-to-peer learning or depend on probable questions from previous years’ exams,” says a Chennai-based student.

Though polytechnics are considered the unglamorous, poorer cousins of engineering colleges, graduates of such institutions are more in demand than engineers in the manufacturing hub in the state. “Most parents force their children to take up engineering, as it has a better brand value, than polytechnic diploma. But in reality there are more job options for the latter,” says a principal of a government-aided polytechnic college. As there are more engineers than jobs, engineers are often seen choosing a different career after completing their degree. From automobile companies to real estate and textile sectors, skilled polytechnic graduates have a plethora of options. “Students with skill might also get opportunities to train abroad in countries like Germany,” says a professor, pointing out that worldwide the focused practical training of a polytechnic specialization is valued more than a engineering degree on a factory floor. Yet, the higher education department and the teacher recruitment board have not made efforts to maintain the standards of colleges.

Senior professors of government polytechnic colleges believe restructuring of the system towards achieving teacher-student balance is required. “After three decades, the government has done a restructuring and we feel this will initiate fresh faculty recruitment to meet the shortage. A step in that direction is awaited,” says principal of an institution.

When asked about the solution, a former senior official of the school education department says, “The state-operated TRB outsources a large volume of responsibilities. An independent recruitment body for higher education is needed to solve the issue,” said the officer. Another proposal suggests shortlisting candidates for assistant professors through Tamil Nadu Public Service Commission. “Universities or colleges can form a panel to choose the best suited candidates,” says an official. This system is followed by Andhra Pradesh. Both proposals have been tabled but not taken shape.

HC directs disqualified MLA to return ₹21L salary

In a significant first, the Madras high court on Wednesday directed a legislator, whose election was declared illegal by the Supreme Court after completion of his term, to return ₹21.58 lakh paid as salary and allowances to the Tamil Nadu assembly within four weeks.

Justice V Parthiban passed the order while dismissing a plea moved by P Veldurai, a former legislator of Cheranmahadevi constituency, challenging a demand notice issued by the assembly secretary to recover the amount paid to him as salary and allowances from 2006 to 2011.

Veldurai contested the 2006 general election to the state assembly as a Congress candidate. Veldurai’s candidature was objected to by another candidate on the grounds he was barred from contesting the election since he was a registered government contractor. However, the returning officer of the constituency rejected the objection and allowed Veldurai to contest. Veldurai won the election and became a legislator.

Aggrieved, one of the defeated candidates challenged his election before the high court. As the court dismissed the plea and upheld his election, the defeated candidate approached the Supreme Court. Allowing his plea, the apex court on April 13, 2011, declared Veldurai’s election illegal and void. By the time the court passed the order, Veldurai had completed his tenure.

Based on the apex court order on July 7, 2011, the assembly secretary issued a notice to Veldurai demanding that he pay back ₹21.58 lakh that hereceived as salary for holding the post of MLA . Aggrieved, Veldurai moved the present plea challenging the notice.

Dismissing the plea, Justice Parthiban said, “In a case like this, where the delay in disposal of the election petition has almost taken away the effect of the disqualification, the disqualified member cannot be allowed to take advantage of the passage of time, which allowed him to enjoy the powers and privileges of the office of MLA for a full term.”

For four years, Medical Council of India (MCI) repeatedly flagged concerns about a private college in Madhya Pradesh but could not stop it from taking in three batches of students. One batch of 150 doctors is now in its final year of MBBS while another just appeared for second-year exams.

The story of RKDF Medical College, which finally faced a Supreme Court crackdown in January, shows how blatantly such colleges exploit the legal process to stay in business.

MCI and a Supreme Court-appointed inspection committee had noted “fictitious” patients in the teaching hospital, falsified medical records and “grossly inadequate” patient load. Although the SC has ordered that the third batch admitted in 2017-18 be shifted to other private colleges in MP, the 2014-15 and 2016-17 batches remain at RKDF college. It’s anyone’s guess just how many real patients these soon-to-be doctors have seen.

It was business as usual at the college when TOI visited it around 11.30am on January 30. The dean, Dr S S Kushwaha, offered a tour of the college and hospital to show it had enough patients and required facilities. He also suggested a visit to the hostels to talk to students. However, TOI found an empty hospital with wards locked up, defunct operation theatres, no patients in the postoperative ward or anywhere else, barring a handful in the OPD area. The OPD rooms had no doctors, and the blood bank was deserted too.

The hostel visit didn’t materialise, ostensibly because students had left after the exams. When told no patients or students were around, Dr Kushwaha claimed patients mostly visited the hospital after 4.30pm. However, on a repeat visit the same evening, he admitted there were no patients, hence no point in repeating a tour of the hospital.

An employee who played guide said the college has three “public relations officers” who bus in ‘patients’ from nearby villages before inspections. Dr Kushwaha said they had separate funds to get “clinical material” (read patients) for students.

Incidentally, Dr Kushwaha was Madhya Pradesh’s director of medical education from January 2014 to the time he joined RKDF college as dean immediately after his retirement in 2015.

Asked why teaching is allowed to continue at a college the SC had found to have “indulged in large-scale malpractices” to comply with the minimum standards for admitting students, officials in the MP Directorate of Medical Education said it was up to Medical Council of India or the courts to shut it down.

“The students studying there have not complained or gone to court. How can we take any action?” said an official while agreeing that students passing out as doctors without treating genuine patients and getting proper training was a concern.

RKDF college is shown on the MCI website as affiliated to the state-run Barkatullah University, though Kushwaha said they were not affiliated anymore. Asked if their affiliation had been withdrawn after the SC order, he said that was not possible as they are affiliated to Sarvepalli Radhakrishnan University, a private university owned by the RKDF Group, which runs a veritable education empire in Madhya Pradesh, including colleges of nursing, pharmacy, dental science, homoeopathy and Ayurveda.

What that suggests is for the RKDF Group, and Dr Kushwaha, the crores in SC-imposed fines or being labelled by the apex court as a fraudulent institution is no more than a pause. The business of education rolls on without any full stops.

Chennai: Postgraduate students of Madras Medical College who boycotted ‘VIP duty’ at Raj Bhavan were issued a memo by the Rajiv Gandhi government GH on Monday. But when the students threatened to go on strike, they were promised that no penal action would be initiated. Their posting at Raj Bhavan too was withdrawn.

While students alleged ‘ill-treatment’ and rule violation, governor’s secretary R Rajagopal, whose mother was the ‘VIP patient’, said he did not ask for anyone to be posted to take care of his mother. “An unnecessary controversy is being kicked up. I have hired staff from two private hospitals to take care of my mother,” he said.

A student asked: “Since when are government doctors posted at people’s homes? They did not let the doctor on first shift leave till very late at night as he didn’t have a replacement.”

The GH first received call from the Raj Bhavan dispensary a few weeks ago about Rajagopal’s mother admitted to the dispensary on the Raj Bhavan campus. The dispensary is attached to the GH.

After visiting her, GH doctors suggested that she be moved to the hospital for intensive treatment.

“She was here for weeks and we gave her good care. But her family decided to move her home and continue care. Doctors here too did not object. So, she was discharged,” said GH medical superintendent Dr Narayanaswamy.

The hospital management decided they would post first and second year postgraduate medical students on duty as the patient required non-invasive ventilation frequently.

“Normally, we post professors to care for VVIPs such as the President or the Prime Minister. For medical care of the governor, we post assistant professors as per protocol. In this case we posted students. Later, they objected to it,” he said.

Head of anaesthesiology department Dr Anuradha Swaminathan, who signed the duty allotment register on Monday for two shifts — 8am to 6pm, and 7pm to 7am from February 25 to March 2 — issued a memo to postgraduate and super-specialty students a few hours later for refusing to report for duty at the Raj Bhavan.

The memo said some others had failed to report to the theatre.

Postgraduate anaesthesia students said they were forced to boycott the ‘VIP duty’, as it was not on campus. In a letter to Dr Swaminathan, they said: “Our postgraduates are being ill-treated and we feel unsafe to go and work in such an ambience.”

Students, on condition of anonymity, said: “We have been doing VIP duty on campus for 2 months. We even went to the Raj Bhavan when we were first posted. We thought we had to go to the dispensary, but we were posted at the guest house, instead. The ventilator too was from GH. To make things worse, we were ill-treated.”

Dr Swaminathan said the duties were cancelled and the doctors were back in wards and theatres. “It is an internal matter, but everything is solved now.”

Dr Jayakumar, president of the MMC students council, said: “The department should not have posted PGs on that job. Second, they were posted to a person’s residence because they felt she was a VIP, though that person doesn’t figure on the VIP list as per state protocol. Students were bullied into following a roster that was not even legal. We hope this never happens again.”

Parents, students shut down hospital after college fails to resume classes

HYDERABAD: Agitated over classes not resuming at the Maheshwara Medical College and Hospital even after meeting university officials, students and their parents held a protest at the college's Patancheru campus, on Saturday, and forcibly closed down the hospital for about five hours. Sources said about 300 people participated in the strike.

Parents said they will allow the hospital to function only after the institute chairman gives an assurance that classes will resume from Monday. They had earlier met officials of Kaloji Narayana Rao University of Health Sciences - all medical colleges in the state are affiliated to it - who had promised to intervene and resolve the issue.

"Initially, we forcefully shutdown all services except emergencies and asked doctors and other medical staff to step out of the hospital," said Bhadri B, whose daughter is studying in second-year MBBS. He added, "There was no one from the management to stop us and only after few hours, the management tried to get in touch with us through video conference."

According to parents, they went to the campus on receiving a message from college management. "We got a message from the college, saying they would resolve the issue today. However, on reaching we realised that we have been fooled yet again by the management. That's when we decided to close the hospital," said P Prabhakar, another parent.

Demanding that the varsity take strict action against the institute, parents said they cannot wait any longer. "For over a month now my daughter has been going to college daily and coming back because classes are not being conducted," said Vijaya Lakshmi, another parent.

The university officials, meanwhile, said they will form a committee to inquire into the issue. The college faculty decided to discontinue classes from January as the management failed to pay salaries for six months. From then, students and parents have been requesting the management to clear dues and ensure that classes resume.

MBBS graduates from Telangana ’s private medical colleges have never had a class of anatomy

HYDERABAD: In wake of the fiasco over non-conducting of classes at the Maheshwara Medical College for over a month now, the Telangana Junior Doctors Association (TJUDA) has said that there are many other medical colleges which are not conducting classes regularly, especially when it comes to anatomy classes.

In the absence of anatomy dissection classes, MBBS graduates are passing out without basic knowledge of the human body. Anatomy is a basic for completing MBBS but a dearth of professors, have left many future doctors in the lurch. In many cases, it is the inability of the private medical colleges to get a cadaver for carrying out anatomy classes.

“This has happened several times before with other private medical colleges too. In some medical colleges (classes on) anatomy dissection are not being held. In fact, in many colleges annual exams were held without conducting anatomy dissection classes even once, because of which students have been losing out on academic knowledge. This issue was also represented to higher officials of the health department previously but no action was taken,” said TJUDA president Dr P S Vijayender Goud.

Difficulty in getting cadavers for carrying out anatomy classes stems from the tightening of norms. “It has become very difficult to get a cadaver now. Earlier when rules were less stringent, there was some movement of unclaimed bodies through mortuaries but that has come in control now with GHMC cremating or burying unidentified and unclaimed bodies. In absence of any rules for donating or selling such bodies to private colleges, getting a cadaver has become a problem,” said IMA state secretary Dr Sanjeev Singh Yadav.

Another reason affecting classes at private colleges are ghost faculty - doctors practising in the near vicinity shown as faculty on paper. “These faculty members exist only on paper and after getting MCI approvals, college managements leave the medical students without any classes. In one particular college, not a single anatomy class was conducted in the entire 2018,” said Dr P S Vijayender Goud.

Chennai: The Tamil Nadu Music and Fine Arts University here will be named after late Chief Minister and AIADMK supremo J. Jayalalithaa as a tribute to her, said Chief Minister Edappadi K. Palaniswami. He was accompanied by Deputy Chief Minister O. Panneerselvam in observing Jayalalithaa birth anniversary on Sunday.

This exclusive university for music and fine arts was launched to preserve, foster, popularis and promote the traditional system of Indian music, performing arts and fine arts practised in Tamil Nadu.

Both Mr Palaniswami and Mr Panneerselvam paid floral tributes to Jayalalithaa’s statue on her birth anniversary. They cut a 71-kg cake at the AIADMK headquarters here to mark the occasion.

Later, they flagged off a propaganda van aimed at reaching out to people with the “achievements of the AIADMK and the State government”. A compact disc of the party’s propaganda songs, titled “Ammavin Arasu” (Jayalalithaa’s government), was also released.

The distribution of welfare aid, gold rings to newborns and organising medical camps marked the 71st birth anniversary celebrations of late AIADMK supremo by the ruling party across Tamil Nadu.

Prime Minister Narendra Modi and BJP national chief Amit Shah too hailed the late leader for her services to the people. Mr Modi, whose party has entered into an electoral pact with the ruling AIADMK for the upcoming Lok Sabha polls, tweeted: “Tributes to Jayalalithaa Ji on her birth anniversary. Her contribution towards the development of Tamil Nadu will be remembered for generations. A fine administrator and compassionate leader, her welfare measures benefitted countless poor people.”

Remembering the powerful personality, Mr Shah tweeted, “I offer my tributes to Jayalalithaa ji on her birth anniversary. Her passion and commitment to serve the poor and marginalised shaped millions of lives in Tamil Nadu. She will continue to be fondly remembered as Amma for generations.”

Union Railways Minister Piyush Goyal, described Jayalalithaa as "the most respected and beloved Amma" and someone he respected and "whose radiant smiling face comes before my eyes as I talk to you. She was CM five times and known as iron lady of Tamil Nadu." Mr. Goyal said, her heart was for the poor, farmers, women and less privileged in the society.

Chennai: Anna University has increased the fee for various research activities,including synopsis submission, late submission of thesis, institute recognition and renewal by more than 20 per cent to 100 per cent with immediate effect.

The move is aimed to generate revenue for conducting research evaluation and inviting experts in doctoral committees, sources said. There are around 13,000 PhD scholars pursuing research at Anna University and its affiliated colleges.

According to a circular from the Centre for Research in Anna University to all affiliated colleges, the fee for synopsis submission has been increased from Rs 6,500 to Rs 8000, for late submission of thesis from Rs 5,000 to Rs 7,500.

The fee for resubmission of thesis is now Rs 12,000 against Rs 10,000 earlier. For deferring the viva, students have to pay `8,000 while the earlier fee was Rs 16,500. The supervisor recognition has been doubled to Rs 2,000.

The fee for change of category has been increased five-fold from Rs 500 to Rs 2,500. “A majority of the research scholars are faculty members in private engineering colleges who are doing their PhD part-time. They arereceiving a low salary and the fee increase would burden them further,” the principal of a city-based engineering college said.

“If doing PhD becomes costlier, the faculty members may not be able to finish their research. It would affect the quality of engineering education,” another principal said.

The All India Council for Technical Education (AICTE) has been urging engineering colleges to go for National Board of Accreditation (NBA) and National Assessment and Accreditation Council (NAAC) accreditation from 2021.

“The university should facilitate research in the engineering colleges to meet the demands of AICTE. The university should also help the colleges by giving a minimum amount from the fees collected from the research scholars,” they urged.

Sources said the introduction of minimum marks in the entrance test for PhD scholars has reduced the intake of research scholars this year. To qualify to do research, the candidates have to score 40 out of 100 marks.

“It has brought down the revenue of the Centre for Research and hence it has increased the fees,” sources added. While defending the fee increase, Anna University officials said, “We need to pay USD 100 for the foreign examiner to evaluate the thesis. The university also needs to bear the travel expenses of experts in the doctoral committees.”

The university has regularised the PhD admissions, thesis evaluation and conducting viva for the candidates recently.

“The regulations mandate us to include two experts from other universities  and national laboratories in the doctoral committee. It has to meet three or  four times during the course of research and we need more money,” officials said.

The Ransomware is being delivered through various ways including mail. When one of the staff members opened a mail with malware, it had encrypted all the data in the data server and denied access.

CHENNAI: The database of the University of Madras faced a serious threat in the form of Ransomware (a malicious software) attack on Monday following which the data was encrypted and the attacker demanded a ransom of Rs 18 lakh to restore access to the data.

But, the university escaped the attack as it had stored the back-up data on the non-network system. The technical team was able to recover the backup data and restored it in the new server within two hours of the attack, sources in the university said.

The Ransomware is being delivered through various ways including mail. When one of the staff members opened a mail with malware, it had encrypted all the data in the data server and denied access.

“It displayed a message saying that your data is encrypted. Further, the attacker demanded a ransom of `18 lakh to provide access again,” sources said.

Immediately, the technical team took over and analysed the log details. The first relief to the technical team was that the data was not exposed to outside.

The university has two servers - the front end server which is application server and data server. Normally, the data server is not exposed to the outside world and thereby limiting the chances of hacking it.

“There is no hacking. It is only malware. We identified the malware and immediately took up the precautionary measures and disconnected the server. We took the back up data and restored the server within two hours,” says Professor K.Sivaji, director, Network Operation and Edusat Programmes, University of Madras.

“Fortunately, the server was not hacked directly. There is no copying of data. The data is absolutely safe,” he further said.

He also said that the encrypted data does not include any critical data related to students, staff members and financial matters. “The data related to routine affairs only encrypted,” he said adding not a single data was lost in the ransomware attack.

The university plans to go for a security audit and will put some more security measures to avoid such incidents in future.

“There is one firewall available for the entire institution. Now we are going for a group-wise firewall. Based on the recommendation, we will go for level 2 and level 3 security measures,” the professor Sivaji added. Currently, the students are registering for semester exams.

“Due to the registration for semester exams, we had instructed our technical team to back up data on daily basis. So, we had no data loss and   recovered 100% data,” said P.Duraisamy, Vice-Chancellor, University of Madras.

“The online payment for the university is being handled by the Indian Bank and State Bank of India. We are using the payment gateway of nationalized banks to reduce the threat of cyber attacks,” the Vice-Chancellor said.

The cybersecurity experts said the upgradation of security will reduce the future threat. “If any outside threat is detected, the alert would be given and the server would automatically shut down,” they said.
