தர்மபுரி மாவட்டம், அரூர் அடுத்த கீரைப்பட்டியில், ஊர் மாரியம்மன் கோவில் திருவிழாவை முன்னிட்டு, அப்பகுதியைச் சேர்ந்த வாலிபர்கள் சிலர், 11ம் தேதி பேனர் வைத்தனர். இது குறித்து, கீரைப்பட்டியைச் சேர்ந்த அன்பழகன், அரூர் போலீசில் புகார் அளித்தார்.

சமூகத்தில், நாம் அன்றாடம் சந்திக்கும் மனிதர்களில், போட்டி, பொறாமை, ஆசை, வஞ்சகம் என, எத்தனை, எத்தனை முகங்களை பார்க்கிறோம். ஆனால், யாரோ சிலர் தான், சமூகத்திற்கு தங்களை அர்ப்பணித்து வாழ்வாங்கு வாழ்கின்றனர்.

அவர்களில் ஒருவர் தான், சேலம் மாவட்டம், ஆட்டையாம்பட்டி அடுத்த, ராஜாபாளையத்தைச் சேர்ந்த, உள்ளாட்சி நிதி தணிக்கை துறை, இணை இயக்குனராக இருந்து ஓய்வு பெற்ற பாஸ்கர், 60. இவர், நாள்தோறும், 71 குழந்தைகளுக்கு இலவசமாக, நாட்டு மாட்டின் பால் வழங்கி, சேவையாற்றி வருகிறார்.

பாஸ்கர் கூறியதாவது:

இன்றைய குழந்தைகளுக்கு, தரமான நாட்டு மாட்டு பால் வழங்க வேண்டும் என்ற நோக்கில், ஓய்வுக்கு பின், ராஜஸ்தான், குஜராத், ஆந்திரா, தெலுங்கானா மாநிலங்களுக்கு சென்று, வீரியமுள்ள நாட்டு மாட்டு இனங்களான, கிர், ஷாகிவால், ஓங்கோல், ராத்தி, ரெட் சிந்தி, காங்கேயம், காராம்பசு இனங்களை சேர்ந்த, 50 மாடுகளை வாங்கினேன்.

ராஜாபாளையத்தில், கோசாலை அமைத்து, பராமரித்து வருகிறேன். ஒவ்வொரு மாடும், 75 ஆயிரம் முதல், 2 லட்சம் ரூபாய் வரை இருக்கும். இதில் கிடைக்கும் பாலை, இப்பகுதி குழந்தைகளுக்கு நாள்தோறும், இரு வேளைக்கும், தலா, அரை லிட்டர் வீதம் இலவசமாக கொடுத்து வந்தேன். அருகில் உள்ள கோவில்களுக்கும் கொடுத்து வந்தேன். ஏழை, பணக்காரன் வித்தியாசம் இல்லாமல், ஒன்றரை ஆண்டுகளில், 71 குழந்தைகளுக்கு இலவசமாக பால் வழங்கி வருகிறேன்.

பால் சப்ளை செய்யவும், மாடுகளை பராமரிக்கவும், 10 பணியாளர்களை வைத்துள்ளேன். என் ஓய்வூதியம், என் மனைவி கல்யாணி, 54; தமிழ்நாடு வடிகால் வாரிய உதவி பொறியாளர், மூத்த மகன் தேவா, 30; வங்கி அதிகாரி, இளைய மகன் தாமு, 27; கல்லுாரி பேராசிரியர் என, அனைவரும் நன்றாக சம்பாதிப்பதால், வருமானத்துக்கு குறைவில்லை.

2 doctors, Telgi acquitted in false medical certificate case

A special court had sentenced them to 7 years imprisonment

In a setback to the Central Bureau of Investigation, the High Court of Karnataka on Tuesday acquitted two former doctors of the State-owned Victoria Hospital, Bengaluru, of the charges of corruption in grant of false medical certificate to Abdul Karim Telgi, kingpin of the multicrore stamp paper racket.

A Division Bench comprising Justice Ravi Malimath and Justice John Michael Cunha passed the order while allowing the appeals filed in 2007 by the two doctors, K.H. Jnanendrappa and K.M. Channakeshava, who had questioned the June 19, 2007 verdict of the special court for CBI cases. Even Telgi himself was acquitted in this case by the High Court which allowed his appeal too.

The Bench said there was no evidence to prove charges of corruption against these two doctors, who were public servants, that they had accepted bribe from Telgi for granting him medical certificate with false reasons to help him to get bail on health grounds.

Sentencing

The special court had sentenced the two doctors and Telgi to seven years imprisonment. While a fine of Rs. 25 lakh was imposed on Telgi, a fine of Rs. 14 lakh each was slapped on the two doctors.

The special court had convicted the accused under the provisions of the Prevention of Corruption Act.

Qualification norms for V-C aspirants ready

The State government has come up with qualifications for V-C aspirants for State universities. The document will be gazetted and provided to the V-C search committees.

While it will not be available in the public domain, officials said if anyone wanted to access it, they would be allowed to look at it. The qualification criteria have given importance to teaching, research and administrative requirements.

In general, a V-C aspirant should have a Ph. D. in the relevant field of the university and must be a professor with a minimum of 10 years’ experience or should have teaching experience of 20 years in a university or college offering PG programmes; or he/she should have been employed in a publicly funded research institution, university or college offering PG.

The qualifying clause includes work experience in a self-financing institution or deemed university.

The aspirant should have at least six years’ administrative experience as a dean or head of department or a post equal to these or higher in a university or PG college or a publicly funded institution.

Aspirants should have published at least five research papers after Ph. D. in UGC-listed journals. They should have also presented at least two papers in international academic or research events. Aspirants should have also conducted at least one such international academic or research event.

In the case of Anna University, the Ph. D. degree could be in engineering, technology or any science discipline relevant to the university. A source said the addition was made to enable science graduates also to apply for the post.

With respect to other State universities, the minor difference is in the publication of papers. Aspirants should have published five papers in UGC-listed journals.

In disciplines with fewer journals, candidates should have authored at least two books. However, books edited by them would not be considered for qualification.

According to sources, the qualification was drafted in consultation with Governor-Chancellor Ch. Vidyasagar Rao.

Also, at present these rules may not apply to the University of Madras, which is governed by an Act drafted in 1923.
