உலக அளவில் ஆண் - பெண் பாலின சமத்துவத்தை வலியுறுத்தி, விவாதங்களும் போராட்டங்களும் நடைபெறுகின்றன. பணியிடங்களில் ஒரே வேலை செய்யும் இருபாலருக்கும் ஒரேவிதமான ஊதியம் அளிக்கப்பட வேண்டும், தேர்தலில் சரிசமமான இடஒதுக்கீடு வேண்டும் எனப் பெண்கள் தங்களின் உரிமைக்காகத் தொடர்ந்து குரல்கொடுத்து வருகிறார்கள். எனினும், அது நடைமுறையில் இல்லை. உலகில் இருக்கும் ஒவ்வொரு நாடும், ஒரே வேலையைச் செய்யும் பெண்களுக்கு, ஆண்களைவிடக் குறைவாகவே ஊதியம் வழங்குகிறது என்று உலகப் பொருளாதார அமைப்பு நடத்திய ஆய்வு கூறுகிறது.

உலக வரலாற்றிலேயே முதன்முறையாக ஐஸ்லாந்து நாடு, ஒரே வேலையைச் செய்யும் பெண்களுக்கு, ஆண்களுக்கு நிகரான சம்பளம் அளிக்கப்பட வேண்டும் என்பதை சட்டமாக இயற்றியுள்ளது. இனி, ஐஸ்லாந்தில் இருக்கும் நிறுவனங்கள், பெண்களைவிட ஆண்களுக்கு அதிகம் ஊதியம் வழங்குவது சட்டப்படி குற்றம். இந்தச் சட்டத்தைப் புத்தாண்டு தினத்தில் அமல்ப்படுத்தியது ஐஸ்லாந்து. இந்தச் சட்டத்தை மீறும் நிறுவனங்களுக்கு, ஒருநாளுக்கு 500 டாலர்கள் அபராதம் விதிக்கப்படும். ஐஸ்லாந்தில் 2016 அக்டோபர் மாதம் பல்லாயிரக்கணக்கான பெண்கள், தங்களுக்குச் சரிசமமான ஊதியம் வழங்கக் கோரி, தொடர் போராட்டங்கள் நடத்தினர். இதுவும் போராட்டம் மூலமே கிடைத்தது எனினும், பாலினப் பாகுபாட்டை ஒழிக்கும் முதல் முயற்சியை ஐஸ்லாந்து எடுத்திருப்பது வரவேற்கத்தக்கது.

இந்தச் சட்டம் இயற்றப்படுவதற்கு முன்னர், அங்குள்ள பெண்கள், ஆண்களைவிட 14 சதவீதம் குறைவாகவே சம்பளம் பெற்றுவந்தனர். 2022-ம் ஆண்டுக்குள், பணியிடங்களில் பாலினப் பாகுபாடு முற்றிலும் ஒழிக்கப்படும் என்று தெரிவித்துள்ளது. ஐம்பதுக்கும் மேற்பட்ட ஊழியர்களைக்கொண்ட நிறுவனங்களில், 40 சதவீதம் இடஒதுக்கீடு பெண்களுக்கு வழங்கப்பட வேண்டும் என்றும் சட்டம் இயற்றப்பட்டுள்ளது.

கடந்த ஆண்டின் சர்வதேச மகளிர் தினத்தன்று, 'சரிசமமான உரிமை என்பது, மனித உரிமை. பணியிடங்களில் ஆணுக்கும் பெண்ணுக்கும் சரிசமமான வாய்ப்புகளைத் தருவது அவசியம். இந்த இலக்கை அடையும் முயற்சிகள் எடுப்பது நமது கடமை' என்று கூறி, இதற்கான மசோதாவை சட்டமாக உருவாகுவதற்கு ஒப்புதல் அளித்தார், ஐஸ்லாந்து நாட்டின் சமஉரிமை மற்றும் சமூக விவகாரத்துறை அமைச்சர், தோர்ஸ்டெய்ன் விங்லுண்ட்சன் (Thorsteinn Vinglundsson). ஏற்கெனவே, இந்த நாட்டு பாராளுமன்றத் தேர்தலில் போட்டியிட, பெண்களுக்கு 50 சதவீத இடஒதுக்கீடு அளிக்கப்பட்டது. தற்போதைய ஆட்சியில் 49 சதவீதம் பெண்கள் இருக்கிறார்கள் என்பது குறிப்பிடத்தக்கது.

 

இந்தியாவைப் பொறுத்தவரை, பணியிடங்களில் ஒரே வேலையைச் செய்யும் ஆண்கள், பெண்களைவிட 27 சதவீதம் அதிக ஊதியம் பெறுகிறார்கள். சராசரியாக ஓர் ஆணுக்கு ஒரு மணி நேரத்தில் 288.68 ரூபாயும், ஒரு பெண்ணுக்கு 207.85 ரூபாயும் வழங்கப்படுகிறது என்கிறது ஓர் ஆய்வு. 2016-ம் ஆண்டு, பிரபல வேலைவாய்ப்பு இணையதளமான 'மொன்ஸ்டர் இந்தியா' நடத்திய ஆய்வில், இந்தப் பாலினப் பாகுபாடு, ஐ.டி துறையில் அதிகமாக உள்ளது என்கிறது. ஐ.டி துறையில் வேலை செய்யும் ஆண்கள், ஒரு மணி நேரத்துக்கு 360.9 ரூபாயும், பெண்கள் 239.6 ரூபாயும் சம்பளம் பெறுகிறார்கள். பெண்களுக்குக் கிட்டதட்ட 34 சதவீதம் குறைவான ஊதியம் அளிக்கப்படுகிறது என்கிறது இந்த ஆய்வு.

நிறுவனத்தில் பதவி உயர்வு அளிப்பதில், பெண்களைவிட ஆண்களுக்கு முக்கியத்துவம் அளிக்கப்படுகிறது என்றும், இந்தப் பாகுபாட்டு, பெண்களின் திருமணத்துக்குப் பிறகு உருவாகும் குடும்பப் பொறுப்புகளும், சில கலாசார கட்டுப்பாடுகளுமே காரணம் என்று தெரிவிக்கிறது. ஆனால், இத்தகைய காரணங்களையும் தாண்டி, தன் பொருளாதார தேவைக்காகப் பணிக்குச் செல்லும் எண்ணற்ற இந்தியப் பெண்களுக்குச் சரிசமமான ஊதியம் வழங்கச் செய்வது அரசின் கடமை.

இதனால் பொதுமக்களுக்குப் பாதிப்பு ஏற்பட்டிருப்பதுடன் அரசுக்கு வருவாய் இழப்பும் ஏற்பட்டு வருகிறது. இது குறித்து மாவட்ட பதிவாளரிடம் புகார் செய்யப்பட்டுள்ளது. எனவே, மாவட்ட நிர்வாகம் விரைவாக நடவடிக்கை எடுக்க வேண்டும் என இப்பகுதி மக்கள் கோரிக்கை விடுத்துள்ளனர்.

For 76-year-old Krishna Kumar (name changed), life post-retirement is a new struggle for livelihood. He walks around with small square sized papers, on which reads,"Do you need--Pan card, passport, credit card, IT returns, Job placements…?" It had his contact details and a request,"..please forward this to your friends."

A former employee of Mico Bosch, he retired around 20 years ago and now earns his living by finding job placements and getting pan cards and other credentials for candidates looking for a job.

"I have tie ups with these firms that provide such services and they pay me a small portion of the returns they receive out of these deals," he said.

While talking about the importance of financial security after retirement, he said,"My son once asked me to stay back at home instead of walking around like this. He told me that I am not going to earn lakhs or anything, so stay at home."

"But how long can one be at home. It will only lead to unnecessary arguments," he added.

Kumar is one among hundreds of senior citizens who approached Nightingales Empowerment Foundation(NEF) on Friday to know more about job opportunities for senior citizens.

The foundation provides training in various sectors (computer, smartphone, internet, online banking, fund transfer etc). It has been helping senior citizens to land jobs for the last four years.

"I was asked by my son to leave the house because he could not pay for my medical expenses," said 68-year-old Puttaiah, who came to foundation in search of jobs.

Puttaiah was a pharmacist. He said,"I am healthy enough to work for a few more years. At least I can earn for my living without extending my arms for my children's help."

Around 6,000 senior citizens participate for jobs in the job fairs conducted by the foundation every year.

"Many of the senior citizens registered with us are now working in various firms as front office professionals, even in accounts departments," said Radha Murthy, founder of Nightingales Medical Trust (The parent organisation)

Dr M N Venkatachaliah, former chief justice of India said,"The notion that you are old is stupid. One is never old enough." He said on Friday at the foundation's online portal's and a dementia daycare centre's inauguration.

Muralidhar Halappa, chairperson, Karnataka Vocational Training and Skill Development Corporation and Pankajam Sridevi, president of Bangalore Chamber of Industry and Commerce who committed to support the organisation, were present at the inauguration.

Rajkot professor pushed ailing mother off terrace, was 'Fed up' of her illness

Sandip Nathwani, who teaches in a local Pharmacy college, allegedly pushed his mother Jayshreeben to death on September 29 as he was fed up with her illness, according to police. A 36-year-old assistant professor was nabbed today for allegedly killing his 64-year-old mother by pushing her off the terrace of their residential building in the city in September last year, police said.

Sandip Nathwani, who teaches in a local Pharmacy college, allegedly pushed his mother Jayshreeben to death on September 29 as he was "fed up" with her illness, according to police.

Initially, the Nathwani family had claimed that Jayashreeben fell off the terrace after losing her balance as she was suffering from some brain disease.

However, police changed the direction of the investigation on receipt of an unknown application.

"After receiving the application, we checked CCTVs installed in the apartment and the recording clearly suggested that Sandip was with Jayshreeben when she fell off the terrace," said DCP, Zone II, Karanjraj Vaghela.

He said Sandip Nathwani initially denied the allegation against him, but later "confessed" to his involvement in the crime.

"He told us that he was fed up with his mother's illness. Sandip told us that on the day of the incident he took his mother to the terrace and pushed her," Vaghela said.

The officer said Nathwani complained of uneasiness during the interrogation today and was admitted to hospital.

He would be formally arrested once he is discharged from the hospital.

CHENNAI: Declaring the ongoing flash strike by the employees of various transport corporations in the State as illegal, the First Bench of the Madras High Court on Friday advised them to resume work forthwith or face termination from service.



“There will be an interim order restraining the transport corporation workers, more particularly the drivers and conductors, from taking recourse to strike. The striking workers shall forthwith return to duty. Any worker refraining from attending to work and/or performing duty shall do so at his own risk of the consequence thereof, including termination of his service and/or penalisation for gross contempt of the court,” said the Bench of Chief Justice Indira Banerjee and Justice Abdul Quddhose.

The Bench was passing interim orders on a PIL petition from Varaki, who claimed to be a freelance journalist. He prayed to the court to restore the public transport services that have been disrupted by a flash strike of the transport corporation workers pursuant to a single call given by some workers’ unions.
According to petitioner, the government has agreed to increase the wages by 2.44 per cent, whereas the workers demanded 2.57 per cent. The difference is only 0.13 per cent. However, the workers went on a flash strike without prior intimation or information around 6 pm on January 4, leaving thousands of commuters stranded, he contended.

Advocate-General Vijay Narayan submitted that the pay revision of government employees took place once in 10 years. The last revision has covered the period of January 1, 2006, to January 1, 2016. In case of other public sector undertakings controlled by the State government, pay revision takes place once in four years.

In the case of workers of transport corporations, wage revision takes place once in three years. There were earlier settlements — on September 1, 2007, September 1, 2010, and September 1, 2013 — which were effective for three years. The settlement that took place with effect from September 1, 2013, was in force till August 31, 2016. The wage settlement talks were going on and there were 11 to 12 sittings and a settlement had been signed between 32 unions. However, 14 unions refused to sign the same. The benefit given to drivers varies from Rs 2,684 to Rs 10,332 per month, depending on the years of service. It was from Rs 2,706 to Rs 11,361 for drivers, Rs 2,531 to Rs 11,949 for technical staff and Rs 2,534 to Rs 12,566 for administrative staff.

The settlement talks have also finalised the increase in the pay scale from Rs 6,900 to Rs 17,700 for new entrants as drivers by merger of grade, and similarly for all other categories. For employees who entered service after 2013 and till 2016, it was decided to give a special increment of three per cent. This would benefit 32,000 employees.

The average expenditure to the government on this count would be Rs 24 crore per year. This was the highest increase compared to the previous settlements, the Advocate-General said.
Satisfied with the submission, the Bench said there can be no doubt that all employees are entitled to legitimate agitation. However, strike call over issues such as the present one to press for nominal demand for about Rs 600 per month or so cannot be countenanced. The State is bound to protect the right of free movement of its citizens.

CHENNAI: Two wheelers parked near the staircase of the overbridge at Chromepet Railway station have created a bottleneck, denying commuters easy access to the station from the GST road. Daily commuters allege that some commuters, who have monthly parking passes, leave their two-wheelers there instead of parking them within the designated parking lot and that the officials at the parking lot also turn a blind eye to the violation.

“These vehicles drastically reduce the space available for pedestrians during rush hours. The section becomes dangerous for senior citizens and pregnant women,” said V Santhanam, the president of the New Colony Residents Welfare Association, who filed a complaint regarding the issue at the Chromepet station on Thursday.

When City Express visited the site, it found around 40 two-wheelers parked in three vertical rows and a lone horizontal row. This had effectively reduced the space available to commuters by half.

However, the officials at the parking lot operated by Ranjana Enterprises were quick to blame their customers. “They are in a hurry and park outside the parking there and leave,” said Shah Jahan, the supervisor. “We only allow ladies because they find it hard to retrieve their scooters in the evening when the parking lot is full.”

However, City Express found that their seemingly chivalrous claim was untrue. Officials at Southern Railway in Chromepet station acknowledged that the two-wheelers near the staircase was a big problem and said they will be forwarding the complaint lodged by Santhanam to the general manager’s office. “Once the complaint reaches them, they will send Railway Protection Force personnel to take action,” said an official.

Encroachments by vendors are also an issue. Ever since vendors were removed from the overbridges and stairs, they have been encroaching the space at the bottom of the escalator, claim daily commuters. “I almost tripped on one of their baskets,” said M Pradeep, a college student.

City Express found a member of the Railway protection Force trying to remove these day-long encroachers but they simply refused to budge. The visibly exhausted police personnel relented after women selling flowers joined together in protest.
