”குழந்தைகள் என்ன பண்ணாங்க?”

சமூக வலைதளங்களில் சுற்றிக்கொண்டிருக்கும் ஒரு வீடியோ பெரும் அச்சமூட்டுவதாக இருக்கிறது. காரணம், அதிலிருக்கும் குழந்தைகள். ஒரு பேருந்தின் இருக்கைகளில் அமராமல், நடக்கும் பாதையில் பதுங்கியவாறு பயத்தில் அலறிக்கொண்டிருக்கிறார்கள் அந்தக் குழந்தைகள். யார் அந்தக் குழந்தைகள்? அந்தப் பிஞ்சுகளுக்குப் பயத்தைக் கொடுத்தது எது?



'பத்மாவத்' திரைப்படத்தைச் சுற்றியிருக்கும் சர்ச்சைகள் நாம் அனைவரும் அறிந்ததே. அந்தப் படத்தை திரையிடக்கூடாது என்று பல பிரச்னைகளைச் செய்தனர் இந்துத்துவ வலதுசாரி இயக்கத்தினர். தீபிகா படுகோனுக்கும், இயக்குநர் சஞ்சய் லீலா பன்சாலிக்கும் கொலை மிரட்டல் விடுத்தனர். ஆனால், பிரச்னை தாண்டி படம் திரைக்கு வந்துள்ளது. படம் வெளியானால் கலவரம் செய்வோம் என்று முன்னரே எச்சரிக்கை விடுத்திருந்தனர் எதிர்ப்பாளர்கள். எனவே, பல்வேறு இடங்களில் வன்முறை வெடித்தது. அதில் ஒன்றாக, டெல்லியில் ஒரு பள்ளி பேருந்தைத் தாக்கி தங்களது 'வீரமான எதிர்ப்பை’ காட்டியிருக்கிறது ஒரு கும்பல். 'கர்னி சேனா' என்கிற ராஜ்புட் வலதுசாரி அமைப்பினர் இதைச் செய்ததாகச் சொல்லப்படுகிறது. நல்லவேளையாக எந்தக் குழந்தைக்கும் அடிபடவில்லை.

இந்த நிகழ்வு சில கேள்விகளை எழுப்புகிறது. இது என்ன மாதிரியான மனநிலை? பள்ளிப் பேருந்து எனத் தெரிந்தும் அதன்மீது கற்களை எறிந்து கண்ணாடியை உடைத்திருக்கிறார்கள். குழந்தைகள் பயந்துபோய் கீழே அமர்ந்து அழும் காட்சியும், அவர்களைக் கட்டிப்பிடித்து ஆசிரியர்கள் தேற்றும் காட்சியும் மனதை உறையவைக்கிறது. குழந்தைகளுக்கு மரணப் பயத்தை காட்டும் அளவுக்கு வெறி எப்படி வந்தது? ஒரு படம் தங்களைப் புண்படுத்துகிறது என்றால், எதிர்ப்பது உரிமையாக இருக்கலாம். அதற்காக, கலவரம் செய்து, பள்ளிக் குழந்தைகளை உளவியல் ரீதியாகத் தாக்குவது எத்தனை கொடூர மனநிலை?

''கர்னி சேனா ஒரு பள்ளிப் பேருந்தை தாக்கியதால், என் நாட்டின் குழந்தைகள் பயத்தில் நடுங்கி அழுகிறார்கள். ஆட்சி செய்யும் அரசு இந்தப் பிரச்னையை வேறாக அணுகுகிறது. எதிர்க்கட்சியோ தந்திரமாக எதிர்ப்பு பதில் அளிக்கிறது. வாக்கு வங்கிக்காக எங்கள் குழந்தைகளின் பாதுகாப்பை வியாபாரம் செய்ய வெட்கமாக இல்லையா?” என்று ட்விட்டரில் சீறியிருக்கிறார் நடிகர் பிரகாஷ் ராஜ்.

குழந்தைகளுக்கு எப்போதுமே புறஉலகத்தின் மீது ஆர்வமும் நல்ல அபிமானமும் இருக்கும். அவர்கள் வெளியுலகுடன் இணக்கமாகவும் அன்பாகவும் இருக்க நினைப்பார்கள். தன்னைச் சுற்றி இருப்பவர்களும் அன்பானவர்களே என நம்புவார்கள். இதுபோன்ற ஒரு நிகழ்வைக் கண்ட அந்தப் பிஞ்சுகளின் மனநிலை என்னவாக இருக்கும்? அந்த அன்பு எல்லாம் போய், உலகத்தின் மீது அச்சம் வரும். இந்த உலகத்திடமிருந்து அவர்கள் விடுபடத் தொடங்குவார்கள். இனி, வெளியே எந்தப் பிரச்னை ஆரம்பித்தாலும் பயம் அவர்களைச் சூழும். உலகையும் சக மனிதர்களையும் வெறுப்பார்கள்.

இந்தப் பிரச்னையைத் தொடர்ந்து டெல்லியைச் சுற்றியுள்ள பல பள்ளிகளுக்கு விடுமுறை விடப்பட்டுள்ளது. ”இந்தப் பேருந்து தாக்குதலைச் சந்தித்த குழந்தைகளுக்குப் பல நாள்களுக்குத் தாக்கம் இருக்கும். அவர்களின் பெற்றோர், பாசமாக நடந்துகொள்வதன் மூலம் அந்தத் தாக்கத்திலிருந்து வெளியே வர உதவலாம். அதற்குப் பதிலாக இதுபற்றி குழந்தைகளைப் பேசவே விடாமல் தடுப்பதோ, பள்ளிக்குச் சென்று சண்டையிடுவதோ தவிர்க்க வேண்டும்” என்கிறார் மனநல மருத்துவர் சிவபாலன். 

  இந்த உலகம் அன்பினால் மட்டுமே ஆனதில்லை என்பதை மிகவும் மோசமான முறையில் காட்டியிருக்கிறது இந்தச் சம்பவம். இது இப்படியே தொடருமானால், அடுத்துவரும் காலங்களில் நாம் மிகப்பெரிய சிக்கலை எதிர்கொள்ள நேரும். 'குழந்தைகளே ஒரு நாட்டின் சொத்துக்கள்' என்றார் நெல்சன் மண்டேலா. நாளையை உலகு குழந்தைகளால் தீர்மானிக்கப்படுகிறது. அவர்களை நல்ல மனிதர்களாக்க உருவாக்கப் பாதுகாப்பான உலகை அவர்களுக்குக் காட்டவேண்டியது நம் கடமை.

ஆனால், எந்த நிறுவனத்தில், எப்போது வேலைக்கு ஆள் எடுக்கிறார்கள் என்ற விவரங்கள், அவர்களுக்குத் தெரிவதில்லை. இதனால் அந்த வாய்ப்பை வேலை தேடுவோர் நழுவவிட நேரிடுகிறது. இனி தபால் நிலையங்கள் மூலமாக எளிதாக உங்களுக்குத் தேவையான வேலை குறித்த விவரங்கள் உங்கள் வீடுதேடி வரும் என்பதால், இனி அந்தக் கவலை தேவையில்லை.

தற்போது 52 பன்னாட்டு நிறுவனங்கள், தங்கள் நிறுவனத்திற்கு ஆட்கள் தேவைப்படுவதாக தபால் துறையின் இணையதளத்தில் பதிந்திருக்கிறார்கள். வேலை தேடுபவர்களின் விவரங்களை தபால்துறையின் இணையதளத்தில், நாங்கள் பதிவு செய்வோம். பிளம்பிங், கார்பென்டர், வெல்டர், மெக்கானிக், மென்பொருள் பொறியாளர், தொழில்நுட்பப் பிரிவு வேலைகள் என அந்தந்த நிறுவனங்களுக்கு தேவையான ஆட்களின் விவரங்கள் இருக்கும். தனியார் நிறுவனங்களில் வேலைதேடும் நபர்களின் விவரங்கள், தபால்துறையின் இணையதளத்தில் இருக்கும். அந்தத் தகவல் தொகுப்பிலிருந்து தங்களுக்குத் தேவையான ஆட்களை தனியார் நிறுவனங்கள், நேர்முகத்தேர்விற்கு அழைப்பார்கள். வேலைக்கு ஆட்கள் தேடும் நிறுவனங்கள் மற்றும் வேலை தேடும் இளைஞர்கள் இருவருக்கும் இணைப்புப் பாலமாக தபால்துறை செயல்படுகிறது. தற்போது காஞ்சிபுரம் மற்றும் திருவள்ளூர் ஆகிய தலைமை தபால் நிலையங்களில் மட்டும் இந்தச் சேவை தொடங்கப்பட்டுள்ளது. இந்தத் திட்டத்தின் கீழ் 52 தொழில் நிறுவனங்கள் தபால் துறையிடம் ஒப்பந்தம் செய்து இருக்கின்றன. அந்த அடிப்படையில் 3000 வகையான வேலை வாய்ப்புகள் அளிக்கப்பட உள்ளன.

கட்டணம் எவ்வளவு?

தபால் நிலையங்களில் தங்கள் விவரங்களைப் பதிந்து கொள்வதற்கு 15 ரூபாய் கட்டணம் வசூலிக்கப்படுகிறது. தகவல்களை அப்டேட் செய்வதற்கு 5 ரூபாய். பதிவு செய்ததை உறுதிப்படுத்தும் நகல் எடுக்க 10 ரூபாய் கட்டணம் வசூலிக்கப்படுகிறது. இந்தியாவில் உள்ள 811 தலைமை தபால் நிலையங்களிலும் இந்த சேவை அறிமுகப்படுத்தப்பட்டுள்ளது” என்றார்.

17 engineering colleges to be closed in Tamil Nadu

These colleges have spread out across Tamil Nadu. The last date for applying for the affiliation ended on January 21. 


12 engineering and MBA colleges applied for closure and five colleges did not apply for the affiliation with the Anna University for conducting courses in the next academic year, officials from Anna University said.

CHENNAI: Unable to sustain with a poor enrolment of students in engineering courses for last few years as many as 17 engineering and MBA colleges in the state will be closed down from next academic year (2018-19).

Of the over 600 engineering, architecture, MBA and MCA colleges in Tamil Nadu, 12 engineering and MBA colleges applied for closure and five colleges did not apply for the affiliation with the Anna University for conducting courses in the next academic year, officials from Anna University said.

These colleges have spread out across Tamil Nadu. The last date for applying for the affiliation ended on January 21.

“This year many colleges have applied to surrender seats in branches like civil, mechanical and information technology. Some colleges even want to surrender all of their seats due to poor enrolment,” officials added.

They further said the total number of colleges opted for reducing their intake will only be available in the first week of February after All India Council for Technical Education (AICTE) closes the applications for the same on February 1.

Tamil Nadu CM gives Rs 1 crore solatium to kin of slain cop Periyapandiyan

CHENNAI: Tamil Nadu Chief Minister Edappadi K Palaniswami on Wednesday presented a cheque of `one crore to the family of slain inspector Periyapandiyan, who was killed while attempting to nab suspects wanted in connection with a gold heist in Rajasthan.

Palaniswami presented the cheque to Banurekha, the wife of Periyapandiyan, at the Secretariat here. The government had earlier announced Rs one crore as relief to the family of Periyapandiyan, who was serving as Inspector (Law and Order) at Maduravoyal police station here.

Periyapandiyan was killed in a shoot-out in Rajasthan's Pali district in the early hours on December 13 where a special team, of which he was part of, was sent to apprehend suspects wanted in connection with a gold heist here earlier.

While announcing the solatium then, Palaniswami had said the state government would also bear education expenses of the slain inspector's two sons.

The Chief Minister, who holds the Home portfolio, had then said Periyapandiyan was killed when the culprits opened fire at the police team.

40-yr-old life convict gets 2-wk leave to try for baby; court says it's his right

Madurai: A 40-year-old convict serving life imprisonment in the central prison in Tirunelveli district has been granted two-week leave by the Madras High Court so that he and his wife can have a child.

"The convict's wife's legitimate expectation to have a child cannot be declined," said the high court, granting the convict leave for "the purpose of procreation".

A division bench of Justices S Vimala Devi and T Krishna Valli granted the two-week temporary leave to Siddique Ali, an inmate of Palayamkottai Central jail on a Habeas Corpus petition filed by his 32-year-old wife.

The man had been denied parole earlier. Rejecting the state government's concerns, the court said "for extraordinary reasons, prisoners should be given leave".

A policeman in civil clothes is likely to escort the prisoner, who has been in jail for 18 years.

In response to a petition by the convict's wife, the court said, "preliminary investigation has found that there was a possibility of the prisoner having a child." They also said the leave could be extended by two more weeks after medical treatment.

The couple has no child and the wife had requested temporary leave for her husband to help in infertility treatment.

"Providing for release of prisoner for the purpose of procreation of child with available law can be done. It can be interpreted as a request covered under extraordinary reason," they said.

The court observed that it was time the state government forms a committee to consider allowing conjugal visits to prisoners and that many countries had given them such rights.

The judges noted that the Centre had already passed a resolution that conjugal visits are a right and not privilege and prisoners should be entitled to have their wish.

The court observed, “Conjugal visits help prisoners maintain relationship with families, reduce recidivism and motivate and an incentive to good prisoners. Reforming the prisoners is part of the correctional mechanism provided in the criminal justice."

"The right of prisoners for conjugal visits has been recognised in a few countries. If prisons are overcrowded the government should find solution for such problems," they added.

The state government had earlier opposed the convict's leave arguing that his life is in danger and the rules don't allow such requests.

Doctors’ body stages black badge protest, seeks amendment to MCI rules

CHENNAI: Members of Government All Doctors’ Association and Doctors’ Association for Social Equality staged black badge demonstration at Stanley Medical College and Hospital on Thursday demanding amendments to the Medical Council of India rules.

The medicos demanded a provision of 50 per cent reservation for government doctors in PG and super speciality medical courses, after the apex court and the Medical Council of India denied the proposal for the same.

“The rules and regulations by Medical Council of India for PG medical admission need to be amended, providing separate reservation to government doctors in PG and super speciality medical course. If these issues are not considered, the underprivileged section of the society will be affected that largely depends on the government hospitals for medical services,” said Dr G. Ravindranath, secretary, Doctors' Association for Social Equality.

Doctors continued their agitation against the National Medical Commission (NMC) Bill and demanded the withdrawal of the bill.

NMC proposes to conduct an entrance test for MBBS students after graduation to avail practising license. However, doctors said that these rules should be amended. “National Legal Medicine Evaluation tests for medical practitioners should not be introduced. We also oppose the replacement of Medical Council of India by ex-officio government members,” said S. Arvind, member, Government All Doctors’ Association.

The National Medical Commission is proposed to have a panel of five elected and 12 ex-officio consisting of a government-nominated chairman and members, while a committee under the Cabinet Secretary will select the board members.

However, medicos are demanding the formation of a panel as under the existing structure of MCI that has only medical doctors as council members.

Chennai: Rs 3,000 crore coal import scam exposed

According to Jayaram Venkatesan, convener of Arappor Iyakkam, the scam occurred between 2012 and 2016 and accrued a loss of Rs 3,000 crore to state’s exchequer.

CHENNAI: Sending shock waves in the state administration, Arappor Iyakkam, an activist organisation, on Thursday exposed a whopping Rs 3,000 crore coal scam allegedly involving former electricity minister and Tangedco (Tamil Nadu Generation and Distribution Corporation) chairman and managing director.

According to Jayaram Venkatesan, convener of Arappor Iyakkam, the scam occurred between 2012 and 2016 and accrued a loss of Rs 3,000 crore to state’s exchequer.

“Former electricity minister Natham R. Viswanathan and former Tangedco chairman and managing director Gnanadesikan conspired with private companies in importing lower grade coal for higher grade coal from Indonesia,” Jayaram Venkatesan alleged, here on Thursday.

Arappor Iyakkam, which has access to copies of all tender documents and purchase orders of the coal imported between 2012 and 2016 through RTI, said there is a 25 per cent difference between the market price and the purchase cost.

Jayaram also added that the Tangedco called bids for importing coal with the quality of 6,000 Kcal/kg as gross calorific value (air dried basis) specification. The gross calorific value (air dried basis) of 6,000 Kcal/kg is equivalent to gross calorific value (as received basis) of 5,500 Kcal/kg. This technical point has been misused to create a huge loss, he said.

During the period, Tamil Nadu had imported 2.44 crore metric tonnes at a cost of Rs 12,250 crore. Of the total imported, 49 per cent (1.19 crore metric tonne) coal had been purchased through Singapore based Adani Global Pvt Ltd.

“When considering ocean freight charge, FOB price and other charges, the loss to the exchequer in importing of coal works out to be between `1,730 crore (best case scenario) and `3,025 crore (worst case scenario). Also, the invoices were routed through other countries, to increase the cost of the coal,” Jayaram alleged.

Arappor Iyakkam also raised alarm by pointing out that the malpractice had occurred throughout the country and the loss is estimated at `30,000 crore to Rs 50,000 crore. “Court directed special investigation team (SIT) should be formed to investigate the scam, as the conspiracy of many is involved,” Jayaram urged.

The allegations came in tandem with CBI registering a case against a similar scam involving the import of coal from Indonesia by National Thermal Power Corporation (NTPC), on Tuesday. It is said that similar modus operandi had been used in NTPC scam also. Efforts of Deccan Chronicle to reach out to Natham R. Viswanathan to get his comments on the allegations went futile. However, Gnanadesikan debunked the allegation and said Tangedco is a board managed company and transparency was maintained in floating tenders during his tenure as CMD of Tangedco.
