விழாவில் அவர் பேசியதாவது: தற்போது கூடியிருக்கும் கூட்டத்தை பார்க்கையில் கட்சி கூட்டம் போல் உள்ளது. பொதுமக்களுக்கு இடையூறாக கட்அவுட், பேனர்களை வைக்க வேண்டாம் என ரசிகர்களை அன்புடன் கேட்டுக் கொள்கிறேன். கல்லூரி விழாவில் அரசியல் பேசக்கூடாது என நினைத்திருந்தேன். ஆனால் பேசக்கூடிய சூழ்நிலைக்கு தள்ளப்பட்டுள்ளேன்.






அரசியல் தெரியும்:

எம்.ஜி.ஆர்.,க்கும் ஜெயலலிதாவுக்கும் திரை உலகமே தாய்வீடு. நடிக்க வந்த நான், 67 வயதிலும் எனது வேலையை சிறப்பாக செய்து கொண்டிருக்கிறேன். ஆனால் அரசியலில் உள்ளவர்கள் அவர்கள் வேலையை சரியாக செய்யவில்லையே.என் மீது 96லேயே அரசியல் தண்ணீர் பட்டுவிட்டது. எனது அரசியல் வருகையை யாரும் மலர் தூவி வரவேற்க வேண்டாம். ஆனால் என்னை ஏளனம் செய்யாமல் இருந்தால் போதும். அரசியல் என்ன என்பது எனக்கு தெரியும். கருணாநிதி, மூப்பனாரிடம் நான் அரசியல் கற்றுள்ளேன்.

ஆன்மீக அரசியலை பார்ப்பீர்கள்:

எம்.ஜி.ஆர்., வழங்கிய ஆட்சியை என்னால் தர முடியும். அரசியல் பாதை பூப்பாதையல்ல முள் பாதை, பாம்புகள் நிறைந்த கரடு முரடான பாதை என்பது எனக்கு தெரியும். ஆன்மீக அரசியல் என்ன என்பதை இனி பார்ப்பீர்கள். சாதி மதமற்ற நேர்மையான அரசியலே ஆன்மீக அரசியல்.

நல்ல தலைவன் தேவை:

ஜெயலிலதாவும், கருணாநிதியும் சிறந்த தலைவர்களாக இருந்தனர். ஜெயலலிதா இறந்து விட்டார்; கருணாநிதிக்கு உடல்நிலை பாதிப்பு ஏற்பட்டுள்ளது. தற்போதைய சூழலில் அரசியலில் பெரும் வெற்றிடம் ஏற்பட்டுள்ளது; நல்ல தலைவனுக்கு வெற்றிடம் ஏற்பட்டுள்ளது. தமிழகத்திற்கு நல்ல தலைவன் தேவை. இவ்வாறு அவர் தெரிவித்தார்.

அவர் பேச்சின் போது எம்.ஜி.ஆர். குறித்து புகழ்ந்து பேசினார். தொடர்ந்து அவருக்கும் எம்.ஜி.ஆருக்கும் இடையே உள்ள நினைவுகள் குறித்து பகிர்ந்தார். அவர் மனைவி லதாவை திருமணம் செய்தது, ராகவேந்திரா மண்டபம் கட்டியது உள்ளிட்டவற்றிக்கு எம்.ஜி.ஆர். தான் காரணம் எனவும் கூறினார்.

மனித பிறவிலேயே மாணவ பருவம் தான் சிறந்த பருவம். மாணவ பருவத்தில் அரசியல் குறித்து தெரிந்து கொள்ளுங்கள், தேர்தலிலும் ஓட்டு போடுங்கள், படிப்பை விட்டு விட்டு அரசியலுக்கு வராதீர்கள், என் கட்சியிலும் மாணவர்கள் சேர வேண்டாம். மாணவர்களுக்கு ஆங்கிலம் முக்கியம், அது தான் அவர்களது எதிர்காலத்தை முடிவு செய்யும், தமிழர்கள் வளர்ந்தால் தான் தமிழ் வளரும்.

Tamil Nadu Governor talks tough at vice-chancellors meet

The Governor chaired the meeting of vice-chancellors for the first time to review teaching and non-teaching vacancies in universities.

CHENNAI: In wake of the arrest of Bharathiar University vice-chancellor A.Ganapathi, Governor Banwarilal Purohit, who is also the chancellor of state universities, has ordered all the vice-chancellors to function in a transparent manner in recruitments and awarding of civil works.

After assuming charge, the Governor chaired the meeting of vice-chancellors for the first time to review teaching and non-teaching vacancies in universities and the audit objections, financial status of the varsities. The Governor has reportedly sought total transparency in higher education.

"The state government is likely to lift the ban following the redeployment of excess faculty members in Annamalai University. So, the chancellor has asked for the selection of best faculty members following the UGC regulations," sources said.

He also advised the VCs to improve university's rankings and to take steps to get into the category one of the UGC. In the meeting, the issue of having a common act for state universities was also discussed.

The governor also instructed the vice-chancellors that the civil works be awarded to government agencies following the rules and regulations of Tender and Transparency Act.

"Any procurement or any construction should take place as per the rules of Tender act," he reportedly told VCs. He also asked the VCs and registrars to function in such a manner that it increases the reputation of the universities. Some reports claimed that the Governor had asked the V-Cs should submit their asset details. However, the vice-chancellors who took part in the meeting denied it.

Police shoots himself dead at J Jayalalithaa's memorial on Marina beach

Chennai: A 26-year-old police constable posted on guard duty at former Chief Minister, J Jayalalithaa's memorial on Marina beach committed suicide by shooting himself with his service rifle during the early hours of Sunday. The deceased, M Arunraj, was attached to the Armed Reserve (AR) battalion. Police are investigating the reason for his extreme step.

A native of Avaniyapuram in Madurai, Arunraj is the youngest of four brothers and joined the police department in 2013 after completing B Com.

Around 4 55 am, other policemen on guard duty rushed on hearing gun shots fired from Jayalalithaa's memorial while the morning walkers fled on hearing the sound. Arunraj was found in a pool of blood by the other policemen on duty there.


“Three other constables were on duty at that time- each posted at the corners of the memorial,” a police officer said. Anna Square police rushed to the scene on information and secured Arunraj and moved him to the Government Royapettah Hospital, where he was declared brought dead. “He had shot his .303 service rifle through his chin and had died on the spot,” a senior police officer said. City Police Commissioner AK Viswanathan rushed to the memorial and ordered for a detailed probe into the incident.

City Police arranged for his family members to travel to the city from Madurai. His parents Malairajan and Ponnazhagu rushed to the city. The policeman's body was handed over to his parents and is expected to be taken to his native village on Monday. Malairajan requested a detailed probe into the incident. “He last spoke to me on Saturday night around 7.30 pm. He asked for my bank account details to transfer money,” Malairajan said.

Police said that no suicide note has been recovered from either his barracks or from the scene. Investigations are underway. Police suspect whether Arunraj was unhappy with his work. In 2015 too, Arunraj went missing from duty. He had taken a break and went to Tirvannamalai without informing his senior.

CHENNAI: The minimum plot size requirement in a layout has been reduced from 1,500 square feet to 800 square feet in areas which come under the Directorate of Town and Country Planning (DTCP), according to a circular issued by the Commissioner of Town and Country Planning.

The decision to reduce the minimum plot size was taken by an empowered committee which held its meeting on February 7.

The decision to reduce the minimum site of a plot in a residential layout was taken following the request from real estate developers. The developers have urged the government to reduce the minimum plot size as the realty sector is undergoing a difficult phase.

It was in August, 2010 that the empowered committee adopted the minimum size of a plot in a layout as 1500 square feet (135 square metre).

Since it affects density issues, affordability factor and high land cost, the decision to reduce the plot size was taken, making it on a par with the Chennai Metropolitan Development authority norms.

Similarly, the Directorate of Town and Country Planning is also bringing in changes pertaining to the open space reservation (OSR) charge, which is applicable to urban land which is brought either through square feet, square metres and grounds.

Under Development Control Rules, the OSR requirement for a layout or a subdivision is 10 pc of the area of layout. Now, the DTCP will be following the norms followed by the CMDA wherein 10 per cent OSR is calculated excluding the roads.

T Chitty Babu, chairman and chief executive officer of Akshaya Private Ltd, welcomed the move, stating that it would help those aspiring to buy flat in the range of 800 square feet to 1,200 square feet. “This will benefit the industry immensely,” he said.

S Rama Prabhu, secretary, Builders Association of India, told Express that the move would benefit the developers who would gain additional built-up area. “The move will also make housing affordable and it will be easier for developers to sell the plot,” he added.

Summer returns, even hotter in Chennai and other parts of Tamil Nadu

CHENNAI: After an erratic monsoon, Tamil Nadu is likely to witness a hotter summer. The mercury has already begun to rise above normal in several districts of the State, including Chennai.
As per the seasonal forecast outlook for the 2018 pre-monsoon season (March-May) temperatures over the country released by the India Meteorological Department (IMD) recently, Tamil Nadu’s summer is likely to be warmer by 0.5 degree Celsius. The present outlook was prepared using the Monsoon Mission Climate Forecast System (MMCFS) developed by the Indian Institute of Tropical Meteorology (IITM), Pune.
The model climatology was prepared using retrospective forecasts generated for 27 years (1982-2008). The seasonal temperature forecast outlook for the March to May 2018 is prepared, based on the 2018 February initial conditions.
Even though it is only the first week of March, several districts such as Madurai, Coimbatore, Dharmapuri, Salem, Vellore and Chennai are witnessing maximum temperature breaching normal levels in the range of one to two degree Celsius. In the 24 hours ending 8.30 am on Saturday, Salem has recorded 37.1 degree Celsius, while Chennai has clocked 33.5 degree, which is one degree above normal. But the Chennai live temperature shows mercury reaching close to 35 degree during intra-day causing discomfort to people.

S Balachandran, Director, Area Cyclone Warning Centre, told Express that the seasonal change is happening and the summer is setting in.

The IMD outlook is based on initial conditions in February and the jump of 0.5 degree is predicted over the three months. These predictions are bound to change on individual days.

To a query, he said it is not just one factor that induces heat wave-like conditions. “The wind direction, clear sky, moisture and geographical dynamics have their influence. In terms of climatology, Tamil Nadu does not fall into core heat wave regions. Only in April and May, temperatures briefly breach 40 degree Celsius. Otherwise, by and large, they remain normal. Of course, there were instances in the past when heat wave-like conditions prevailed like last year,” he said.

In 2017, Chennai witnessed mild weather conditions in March with temperature hardly touching 35 degree Celsius. The hottest day was March 12, when mercury touched 35.1 degree Celsius.
However, April and May saw some of the worst heat wave condition in years. On May 18, the city sizzled with 42.6 degree Celsius, which was a three-year-high and the IMD issued heat wave warning for almost the whole of May.

Y E A Raj, former deputy director general of the Regional Meteorological Centre, Chennai, said: “We can’t look at Chennai alone. Chennai climatology is completely different and is saved by sea breeze, a luxury which is not available for some of the other cities that see hotter days. Going by the IMD temperature outlook, the overall summer is likely to be hotter.”

Non-service doctors to approach apex court

CHENNAI: Post-graduate medical admissions are likely to be stormy this year as well as service and non-service doctors vie for their right to get seats.

The recent Umanath committee report became the a flashpoint as it broadened the definition of “difficult areas”, which made a large chunk of government doctors eligible for incentive marks in admissions. Non-service doctors are agitated as the report will harm their chances. They have decided to move the Supreme Court against it.

On the other hand, government doctors have announced a massive protest on Monday seeking 50 per cent reservation in the admissions, which they were enjoying till 2016.

“This committee’s report is ag­ainst Medical Council of India (MCI) regulations. We are going to move the SC. Last ye­ar, the SC said PG medical admi­s­sions in Tamil Nadu were conducted unfairly but since the co­unselling was already over, we ­could not do much,” said N Kar­t­h­ikeyan, secretary, Non Governmental Service Doctors’ Ass­ociation.

Controversy around PG medical admission began when MCI regulations made government doctors eligible for incentive marks, but did not recognise exclusive reservation for them. Courts too upheld the MCI rules and admissions were delayed due to a marathon court battle.

This year the State government appointed a committee headed by P Umanath, Managing Director of the Tamil Nadu Medical Services Corporation. The panel recommended classifying 2,500 areas as “remote areas” and “difficult areas”, thus making a large number of government doctors eligible for the incentive marks by virtue of their service in government hospitals.

Protest today for 50 per cent quota

Government doctors are set to take the protests to the streets on Monday demanding restoration of 50 per cent reservation for them. Gov­e­r­n­m­ent doctors’ associations are planning to join hands with their counterparts across India to make it a country-wide issue

With non-service doctors announcing that they will move the Supreme Court challenging the recent Umanath committee report, N Kar­t­h­ikeyan, secretary, Non Governmental Service Doctors’ Ass­ociation, said, “Non-service doctors will be affected despite their merit. Many of them are moving to North to pursue post graduation and face discrimination and in some cases lose their lives too,” he said, referring to the recent cases of mysterious deaths of a few Tamil students in northern medical colleges.

Meanwhile, government doctors are set to take the protests to the streets on Monday demanding restoration of 50 per cent reservation for them. “The MCI’s argument is that only meritorious candidates can be efficient doctors. But in many countries like Cuba, which is a model for public health care system, there is not even an entrance exam for doctors. If there is no reservation for government doctors (in PG admissions), then the public health system would be seriously affected,” said K Kathirvel, secretary, Tamil Nadu Medical Officers’ Association (TNMOA).

“We are mobilising all government doctors associations across the country”, said K Senthil, president of Tamil Nadu Government Doctors’ Association.

Plea seeks community certificates for brahmins

Chennai: The first bench of the Madras high court has recused from hearing a PIL seeking direction to the Tamil Nadu government to issue community certificates to people belonging to the brahmin community.

The first bench headed by Chief Justice Indira banerjee said it would refer the plea to an appropriate division bench.

According to advocate V Arunagiri, many of his friends belonging to the brahmin community had informed him that they were not provided with a community certificate as given to other communities by the state government.

To verify the facts, Arunagiri on August 11, 2017, filed an application with the public information officer (PIO) of the state revenue department.

In its reply, the department informed Arunagiri that as per the government notification, the brahmins were not classified as any community and hence the issue of issuing community certificate to them did not arise.

Arunagiri then filed the petition in the high court, claiming that the brahmins were also entitled to get a community certificate and that the decision of the government in this regard was completely discriminatory and illegal.

Pointing out that the governments in neighbouring states like Andhra Pradesh were providing certificates to all communities including brahmins, the petitioner wanted the court to direct the government to include brahmins on the list of communities in the state and consequently direct the authorities concerned to issue certificates to all members from the community.
