MADURAI: Retired IAS officer R Santhanam, who was appointed to probe into the Madurai Kamaraj University (MKU) 'sex-for-favours' case, submitted his report to Governor Banwarilal Purohit in Chennai on Monday, a day ahead of his May 15 deadline.

The issue had come to light on April 13 after an audio clip of Aruppukottai assistant professor Nirmala Devi trying to convince female students to do 'certain things' in exchange for grades went viral.

The Santhanam probe was ordered on April 16 even as CB-CID started its investigation. The formation of the one-man committee by the Governor drew criticism and legal challenges, with the Madras High Court recently ordering that the probe report cannot be publicised without the court's clearance, lest it should affect the police investigation. The Governor had assured to share the findings of the report with public.

In the course of his investigation, Santhanam interrogated MKU Vice-Chancellor PP Chellathurai and Registrar V Chinnaih. He has also met the victims and faculty at Devanga Arts College, where Nirmala Devi taught. He also questioned Nirmala Devi at the Madurai Central Prison. Meanwhile, the CB-CID arrested research scholar Karupasamy and V Murugan, an assistant professor at MKU. Both are said to be associates of Nirmala Devi. The sleuths believe they will be able to file a chargesheet in the case in 10 days.

Educationists have questioned the Governor's authority to form the one-man probe. However, R Santhanam told Express that he had been appointed by MKU Vice Chancellor P P Chellathurai and not the Governor. "A letter was given by the Vice-Chancellor of MKU based on the powers conferred him under the The Madurai-Kamaraj University Act," he said.

Chellathurai had confirmed this. "Under the guidance of the Chancellor and based on the Madurai-Kamaraj University Act's Rule 12 (4) (a), letter signed by me was served to the enquiry officer to conduct a probe into the issue," Chellathurai told Express, adding that Santhanam had refused to receive any honorarium or remuneration for his work, but MKU had borne his travel expenses.

வேலூர் என்றால் ஜெயில் எவ்வளவு பிரசித்திப் பெற்றதோ, அதற்கு அடுத்து, `வெயில் அதிகம் அடிக்கும் மாவட்டம்' என்பதற்கும் பிரசித்திப் பெற்ற மாவட்டமாக இருக்கும். ஆனால், வேலூரைப் பின்னுக்குத் தள்ளி அதிகம் வெயில் அடிக்கும் மாவட்டமாக கரூர் உருமாறிக் கொண்டிருப்பதாக கரூர் மாவட்டத்தைச் சேர்ந்த இயற்கை ஆர்வலர்கள் அச்சம் தெரிவிக்கிறார்கள். சென்னை வானிலை ஆராய்ச்சி மைய அதிகாரிகளே வந்து கரூரில் வெயில் பற்றி ஆய்வு செய்துவிட்டுப் போகிறார்கள். மக்களை வியர்வை வெள்ளத்தில் தள்ளும் இந்த வெயில் கொடுமைப் பற்றி விசாரித்தோம்.



தமிழகத்தின் மையப் பகுதியாக விளங்கும் கரூர், தொழில் நகரம் ஆகும். இங்கே காவிரி ஓடினாலும், செழுமையான விவசாயம் நடப்பதில்லை. காரணம், இந்த மாவட்டம் வானம் பார்த்த பூமியாக இருக்கிறது. சுண்ணாம்பு மண் நிறைந்த மாவட்டம் என்பதால், இயற்கையாகவே இங்கு மானாவாரி நிலங்கள் அதிகம். இங்கு பல தொழிற்சாலைகள் உள்ளன. அதனாலும், இங்கு வெப்பம் அதிகம். வேலூரைக் காட்டிலும் இந்த மாவட்டத்தில், குறைந்தபட்சம் 100 டிகிரியில் தொடங்கி அதிகபட்சம் 110 டிகிரி வரை இங்கே வெயில் வாட்டி எடுக்கிறது. குறிப்பாக இந்த மாவட்டத்தில் உள்ள க.பரமத்தி பகுதியில்தான் அதிக வெப்பம் பதிவாகிறது. இதனால் மக்கள் வெளியில் செல்லவே அச்சப்படுகின்றனர். அதீத வெயிலினால், பலருக்கும் மயக்கம், சுருண்டு விழும் நிகழ்வுகள், தலைச்சுற்றல் போன்ற பிரச்னைகள் அடிக்கடி ஏற்பட ஆரம்பித்துள்ளன.



இதுபற்றி தமிழ்நாடு அறிவியல் இயக்க மாவட்டத் தலைவர் தீபம் சங்கரிடம் பேசினோம்.

``பொதுவாக ஒரு நிலப்பரப்பில் 33 விழுக்காடு மரங்கள், காடுகள் இருந்தால்தான் அந்தப் பகுதி செழிப்பாக இருக்கும். வெப்பம், வறட்சி உள்ளிட்ட இயற்கை இடர்பாடுகளைத் தாங்கும் தன்மையோடு அந்தப் பகுதி இருக்கும். ஆனால், கரூர் மாவட்டத்தில் உள்ள மொத்த நிலப்பரப்பில் வெறும் 4 விழுக்காடுதான் மரங்கள் கொண்ட பகுதியாக உள்ளது. அதிலும், கடவூர் ஒன்றியத்தில் 2 விழுக்காடு அளவிலேயே மரங்கள் இருக்கின்றன. மீதம் உள்ள 2 விழுக்காடு மரங்கள்தாம் கரூர் மாவட்டம் முழுவதும் உள்ளது. இதனால்தான், இங்கே வெப்பம் வேலூரைத் தாண்டி, நம்பர் ஒன் இடத்துக்கு முன்னேறி உள்ளது.

இந்த மாவட்டத்தில் வெப்பம் அதிகரித்ததற்குக் காரணம் இங்கு தொழிற்சாலைகளின் எண்ணிக்கை உயர்ந்துகொண்டே போவதுதான். இங்குள்ள செட்டிநாடு சிமென்ட் ஆலையின் 2 யூனிட்டுகள், புகழூர் சர்க்கரை ஆலை, டி.என்.பி.எல் ஆலை, க.பரமத்தி ஒன்றியத்தில் அமைக்கப்பட்டுள்ள பெட்ரோலிய நிறுவனத்தின் சேமிப்புக் கிடங்கு என்று இங்குள்ள தொழிற்சாலைகள் இயற்கைச் சூழலைச் சிதைத்து, வெப்பத்தை அதிகரிக்க வைத்துவிட்டன. காற்றாலைகளை அமைத்து மின்சாரம் எடுக்கிறார்கள். அதோடு க.பரமத்தி ஒன்றியத்தில்தான் அதிக வெயில் அடிக்கிறது. இங்கு மத்திய அரசுக்குச் சொந்தமான பவர் கிரிட் கார்ப்பரேஷன் அமைந்துள்ளது. இங்கிருந்து பத்துக்கும் மேற்பட்ட உயர் மின் கோபுரங்கள் மூலம் மின்சாரம் கொண்டு செல்லப்படுகிறது. இதுவும் இங்கு வெப்பம் அதிகரிக்கக் காரணம். கடந்த வருடமே இங்கு 110 டிகிரி செல்சியஸில் வெப்பம் பதிவாக, அதிர்ந்துபோன சென்னை வானிலை ஆராய்ச்சி மைய அதிகாரிகள் இங்கு வந்து, `அதிக வெப்பத்துக்குக் காரணம் என்ன?' வென்று ஆய்வு பண்ணிட்டுப் போனாங்க. இந்த ஒன்றியத்தில் ஆயிரக்கணக்கான கல்குவாரிகள் இருப்பதும் வெப்பம் அதிகரிக்கக் காரணமாக இருக்கு" என்றார்.



அடுத்துப் பேசிய, க.பரமத்திப் பகுதியைச் சேர்ந்த காங்கிரஸ் கட்சி புள்ளியான ராஜ்குமார்,

``இங்கு ஓடும் காவிரியில் கணக்குவழக்கில்லாமல் மணலை அள்ளி, நிலத்தடி நீரை அதலபாதாளத்துக்கு அனுப்பிவிட்டார்கள். அதுவும் வெப்பம் அதிகரிக்க முக்கிய காரணமாக இருக்கிறது. இங்கு வெப்பம் அதிகரிப்பதை முன்கூட்டியே உணர்ந்த மாவட்ட நிர்வாகம் நான்கு ஆண்டுகளுக்கு முன்பே மரங்கள் நடுவதற்கு விழிப்பு உணர்வு ஏற்படுத்தியது. அதன் பலனாகவே, வெறும் 2 விழுக்காடாக இருந்த மரங்களின் எண்ணிக்கை 4 விழுக்காடாக உயரந்தது. இல்லையென்றால், கரூரின் வெப்ப அளவு இன்னும் அதிகமாகி இருக்கும். இங்கு அரசு நிலங்களை விட தனியார் நிலங்களே அதிக அளவில் தரிசாகக் காணப்படுகிறது. நீர் ஆதாரம் இல்லாததால்தான், இந்த நிலங்கள் தரிசாக உள்ளன. அதனால், அந்த இடங்களில் மரங்கள் நடுவதற்கு அரசே, வழிகாட்ட வேண்டும். வீட்டுக்கு வீடு மரங்கள் நடுவதைக் கட்டாயமாக்க வேண்டும். கரூர் மாவட்டத்தில் தற்போது இருக்கும் தொழிற்சாலைகளைக் கணக்கிட்டால், 50 விழுக்காடு மரங்களாவது இந்த மாவட்டத்தில் உருவாக்கப்பட்டிருக்க வேண்டும். அப்போதுதான், இங்கு வெப்ப அளவு குறையும். இங்கு மெள்ள மெள்ள அதிகரித்த வெப்பம் இப்போது, வேலூரைத் தாண்டி முதலிடத்துக்கு வந்திருக்கிறது. இந்த நிலை தொடர்ந்தால், அடுத்தடுத்த வருடங்களில் கரூரின் வெப்ப அளவு இன்னும் அதிகரித்து, இங்கு மக்கள் வாழ முடியாத சூழலை ஏற்படுத்திவிடும் அபாயம் இருக்கிறது. எனவே, அதிகரிக்கும் வெப்பத்தைக் குறைக்கும் பொருட்டு இங்கே மரங்கள் நடுவதற்கு போர்க்கால அடிப்படையில் திட்டங்கள் வகுக்கப்பட வேண்டும். ஆனால், இதே நிலை நீடித்தால், இன்னும் 10 வருடங்களில் கரூரின் வெப்ப அளவு 120 டிகிரி செல்சியஸைத் தாண்டும் வாய்ப்பு இருக்கிறது. அப்போது கரூரைப் பாலைவனப் பகுதியாக அறிவிக்க வேண்டிய நிர்பந்தம் ஏற்படும்" என்று எச்சரித்து முடித்தார்.

இதுபற்றி, கரூர் மாவட்ட ஆட்சித்தலைவர் அன்பழகனிடம் பேசினோம்.



``கரூரில் வெப்பம் அதிகரிக்கவில்லை. தமிழகத்தில் பிற மாவட்டங்களில் அடிக்கும் வெப்பம் போலதான் இங்கும் அடிக்கிறது. ஆனால், இருக்கும் வெப்பத்தைக் குறைக்க மாவட்ட நிர்வாகம் பல்வேறு நடவடிக்கைகளை மேற்கொண்டு வருகிறது. வீட்டுக்கொரு நொச்சி மரம் என்ற திட்டம் மூலம் கரூர் மாவட்டத்தில் உள்ள அனைத்து வீடுகளிலும் நொச்சி மரத்தை வளர்த்தெடுக்கும் திட்டத்தை செயல்படுத்துகிறோம். இதுபோக, ஊராட்சி, பேரூராட்சி, நகராட்சிப் பகுதிகளில் அதிக அளவில் மரக்கன்றுகளை நடுவதற்கு நடவடிக்கைகள் மேற்கொள்ளப்பட்டு வருகின்றன. கரூரை பசுமை மாவட்டமாக மாற்றும் அனைத்துக் காரியங்களிலும் கரூர் மாவட்ட நிர்வாகம் செவ்வனே செயல்பட்டு வருகிறது" என்றார்.

Registration for Swachh Bharat Summer Internship Extended Apply by 15th June 2018

The last date for registration for Swachh Bharat Summer Internship, a privileged scheme for the country’s youth to associate formally with Swachh Bharat Mission and also earn career benefits, has been extended. Students of Higher Education institutions and members of NYKS can now register for the internship till 15^thJune 2018. Earlier the last date for registration was till 15^th May 2018. The extension has been given to facilitate the youth across the country, particularly those in colleges who would be pre-occupied with academic matters and examinations.

Students and NYKS youth can, now, continue to sign up for Swachh Bharat Summer Internship by logging on to the portal (www.sbsi.mygov.in). Under this scheme the interns, are required to complete at least 100 hours of sanitation related work in villages. This would qualify them for Swachh Bharat Certificates. Those who complete the internship with additional, specified outputs would also gain 2 curriculum credits specially allowed by UGC. Additionally, top performers would receive awards at various levels. The period for taking up Swachh Bharat Summer Internship has been kept any time before 31st July 2018.

The Prime Minister, Shri Narendra Modi, announced the launch of Swachh Bharat Summer Internship (SBSI) during his Mann Ki Baat address on 29^th April 2018. Following his call, thousands of college students and NYKS youth have already joined the programme to contribute to the cause of Swachh Bharat. The scheme is sponsored by Ministry of Drinking Water and Sanitation (MDWS) in association with Ministry of Human Resource Development (MHRD) and Ministry of Youth Affairs and Sports (MYAS).

HYDERABAD: Ahead of the second round of counseling for Post Graduate NEET seats is scheduled, aspirants fear that their chances of getting any good seats will be marred by the clandestine attempts to manipulate PG medical seat allotments.

The practice, in common parlance termed as seat-blocking, prevents deserving candidates from gaining admission to good colleges. The seat-blockers opt for seats during the centralised counselling process but relinquish the seat at the last moment.

With the first round of counselling for management quota seats over on May 2, and the second round happening on May 8, aspirants suspect, candidates with high ranks from other states in collusion with agents, block seats under management quota in private medical colleges and post the second round leave them. Often, the seat blocking is a part of undercover financial deals.

As per the rulebook, since there are only two rounds of counselling in the management quota, the seats that are not taken the post the second round of counselling get converted into NRI quota. These seats can be sold to any candidate at a price decided by the private college managements which often runs into crores.

Junior doctors also alleged the role of the private institution in such scams, which eventually stand to make big bucks from the conversion of seats. "In the absence of a mop-up round, all seats that not taken are converted into NRI quota and deserving candidates lose out on seats that they otherwise would have got. On each NRI seat private colleges make three times the money on each seat they otherwise make under management quota," explained Dr K Srinivas, member, Telangana Junior Doctors Joint Action Committee.

A candidate, who wished to remain anonymous said, "Such cartels between agents, students and private colleges not only take a toll on the genuine claims for seats of their choice, in worst cases, force some aspirants have to wait for another year to score a seat."

Another aspirant said that while some seats genuinely are left vacant, the agents and colleges plan it in a way that it is not very visible. "Why would an 8,000 or 9,000 ranker want to take a seat in lower grade college and in not so popular stream when they can get better? Students can often make out which seat are not going taken by genuine candidates but we don't have proof," said the aspirant.

As per rules, a total of 50 per-cent of seats are earmarked for all India quota and the remaining for the State quota.

‘Delhi student blocking seat in TS, AP’

Meanwhile, Dr K. Mahesh Kumar, president, Healthcare Reforms Doctors Associations (HRDA) told Express that a PG aspirant from Delhi who has secured 9,098 rank has been found to be blocking seats in both AP and Telangana. While he submitted his certificates for verification to Dr. NTR University of Health Sciences by 30 April, he also participated in first round counselling by KNRUHS.

"When his name did not feature in the list of candidates who did not report to NTRUHS, it was confirmed. The same person can not submit original certificates at both places. Either college authorities colluded with him or he fooled the universities with fake certificates. In either case, a formal complaint will be sent to KNRUHS and MCI," said Dr Kumar.

If found guilty, as per the MCI rules, the candidates would be barred from counselling for three years and may also be booked for criminal cases amounting to cheating.

Aadhaar service introduced in major post offices

From now on, residents in major towns and rural areas need not go to headquarters or wait in private centres to enrol their names for Aadhaar.

They can visit post offices to enrol themselves for Aadhar cards thanks to introduction of Aadhaar service in major post offices in the district.

Superintendent of Posts R. Swaminathan told reportes here on Tuesday that Aadhaar enrolment facility, in the first phase, had been introduced in 26 post offices in Periyakulam, Andipatti, Devadhanapatti, Gandamanur, Kadamalaigundu, Lakshmipuram, Periyakulam Bazaar, Saptoor, Sedapatti, Theni, T. Subbulapuram, Usilampatti, Vadugapatti, Veerapandi, Ezhumalai, Cumbum, Royappanpatti, Bodinayakkanur, Chinnamanur, Goodalur, Kamayagoundenpatti, Kombai, Sillamarathupatti, Subbu Raj Nagar, Theveram and Uthamapalayam. These post offices would function as centres for Aadhaar enrolment and updating.

Computerised network facility was provided and specially trained staff were deputed in each post office to provide better service. This facility would benefit residents in rural pockets.

Registration for Aadhaar would be done free of cost and Rs. 30 would be charged to make necessary correction in Aadhaar cards, change of address or addition of any more information in cards.

Audit finds discrepancies in increments to faculty

Govt. may recover benefits after a review of the cases

The State government may recover increments given to faculty members, following a report by the chief internal auditor of the Internal Auditor and Statutory Board.

In a letter to the Directorate of College Education, Higher Education Secretary Sunil Paliwal listed several GOs pertaining to the implementation of the career advancement scheme for the faculty and the discrepancies arising out of the various GOs issued earlier.

The letter states that certain “glaring violations have been pointed out by the chief internal auditor of the Internal Audit and Statutory Board in awarding increments based on the Ph.D subject. The auditor has said all such cases have to be reviewed completely, and wherever it is determined that the subject of Ph.D is not relevant, the increments awarded have to be cancelled and benefits already given, recovered.

Similarly, the department has been advised to conduct a special drive to rectify errors committed earlier and “effect recoveries in all such cases where benefits/higher pay have been wrongly drawn” and fix the grade pay of retired Grade 1 Principals.

The letter, dated May 14, cited earlier GOs issued during different times and pertained to the implementation of the career advancement scheme and pay variance between juniors and seniors. A retired professor and member of the Association of University Teachers said the earlier orders were issued with the concurrence of the officials in the department. That being the case, the government should initiate action against the officials.

Can’t force divorce by mutual consent: HC

The Delhi High Court on Tuesday ruled that no one in an estranged marriage can be compelled to take divorce by mutual consent even if one of them decides to retract from the undertaking given to the court at the time of filing for dissolution of the marriage.
