தமிழர் திருநாளாம் பொங்கல் பண்டிகையை முன்னிட்டு, ஆயிரம் ரூபாயுடன் கூடிய பொங்கல் பரிசு தொகுப்பை முதல்-அமைச்சர் எடப்பாடி பழனிசாமி அறிவித்து, முதற்கட்டமாக 10 குடும்பங்களுக்கு பரிசு தொகுப்பை வழங்கி தொடங்கி வைத்தார். அதனைத்தொடர்ந்து 20 கிராம் முந்திரி, 20 கிராம் உலர் திராட்சை, 5 கிராம் ஏலக்காய், 2 அடி நீள கரும்புத்துண்டுடன் கூடிய பரிசுத்தொகுப்பு, ஆயிரம் ரூபாயும் சேர்த்து ஒவ்வொரு குடும்ப அட்டைதாரர்களுக்கு வழங்கும் பணி நேற்று முன்தினம் தொடங்கியது.


முதல்நாளிலேயே பொங்கல் பரிசு தொகுப்பை பெற ரேஷன் கடைகளை நோக்கி மக்கள் படையெடுத்தனர். கூட்டத்தை கட்டுப்படுத்த முடியாமல் ரேஷன் கடை ஊழியர்கள் திணறினர். அதேநேரம் ‘பேக்கிங்’ செய்வதில் தாமதம், கரும்பு வருவதில் தாமதம் உள்ளிட்ட காரணங்களாலும் பல ரேஷன் கடைகளில் நேற்று முன்தினம் பொங்கல் பரிசு தொகுப்பு பலருக்கு வழங்கப்படவில்லை.

இந்தநிலையில் 2-வது நாளாக ரேஷன் கடைகளில் நேற்று பொங்கல் பரிசு தொகுப்பு வினியோகம் செய்யும் பணி நடந்தது. பரிசு தொகுப்பை பெற மக்கள் கூட்டம் அலைமோதுவதால் பாதுகாப்புக்காக போலீசாரும் நிறுத்தப்பட்டு உள்ளனர். இதுதவிர தடுப்பு வேலிகள் அமைத்தும் கூட்டத்தை ஒழுங்கு படுத்தி வருகின்றனர். பொதுமக்களும் வரிசையில் காத்திருந்து தங்களுக்குரிய பரிசு தொகுப்பை மகிழ்ச்சியுடன் பெற்று சென்றனர்.

இதனால் முந்தைய நாளில் கூட்ட நெரிசலால் ஏற்பட்ட தேவையற்ற சண்டை-சச்சரவுகள் ஏற்படவில்லை. அதேவேளையில் ரேஷன் கடைகளுக்கு முன் தேதி வாரியாக பொங்கல் பரிசு தொகுப்பு கிடைக்கும் ரேஷன் கார்டுகள் எவை? என்று குறிப்பிடும் பதாகைகள் வைக்கப்பட்டிருந்தன. சில கடைகளில் தெருக்கள் வாரியாகவும் பொங்கல் பரிசு தொகுப்பு வழங்கப்படுகிறது.

அதேவேளை முந்தைய நாளில் சில குளறுபடிகள் காரணமாக பொங்கல் பரிசு தொகுப்பு கொடுக்கப்படாத குடும்ப அட்டைதாரர்களுக்கு நேற்று முன்னுரிமை கொடுக்கப்பட்டது. அதேபோல முந்தைய நாளில் டோக்கன் பெற்றுச்சென்றவர்களுக்கு நேற்று பொங்கல் பரிசு தொகுப்பு வழங்கப்பட்டது. நேற்றும் பல ரேஷன் கடைகளில் ஆயிரம் ரூபாய் வழங்குவதில் சிக்கல் ஏற்பட்டது.

இதையடுத்து கூட்டுறவு சங்கங்கள் மூலம் பணம் வினியோகிக்கப்பட்டது. அதனைத்தொடர்ந்து மதியத்துக்கு மேல் பொங்கல் பரிசு தொகுப்பு வினியோகம் செய்யப்பட்டது. பரிசு தொகுப்பை பெற்றுச்சென்ற மக்கள் மகிழ்ச்சியுடன் செல்வதை பார்க்க முடிந்தது. மேலும் பொங்கல் பரிசு பெற நீண்ட வரிசையில் காத்திருக்கும் மக்களுக்காக அப்பகுதி அ.தி.மு.க.வினர் குடிநீர் வசதிகளை ஏற்படுத்தி தந்திருந்தனர்.

பொங்கல் பண்டிகையை முன்னிட்டு, ஒரு கிலோ பச்சரிசி, ஒரு கிலோ சர்க்கரை, முந்திரி, உலர்ந்த திராட்சை, ஏலக்காய், 2 அடி நீளமுள்ள கரும்பு ஆகியவற்றுடன் ரூ.1,000 கூடிய பொங்கல் பரிசு தொகுப்பை ஒவ்வொரு ரேஷன் அட்டைதாரர்களுக்கு வழங்க தமிழக அரசு உத்தரவிட்டுள்ளது. ரொக்கப்பணத்துடன் கூடிய பொங்கல் பரிசு தொகுப்பு நேற்று முன்தினம் முதல் பொதுமக்களுக்கு ரேஷன் கடைகள் மூலம் வழங்கப்பட்டு வருகிறது.


இந்த நிலையில், ரூ.1,000 ரொக்கமாக கொடுப்பதற்கு தடை விதிக்கக்கோரி சென்னை ஐகோர்ட்டில் பொதுநல மனு தாக்கல் செய்யப்பட்டுள்ளது.

நலத்திட்டங்கள்

தமிழக அரசு, அனைத்து ரேஷன் அட்டைதாரர்களுக்கு வருமானம் உள்ளிட்ட எந்த ஒரு பாகுபாடின்றி, ரூ.1000-த்தை பொங்கல் பரிசாக வழங்குகிறது. ஏற்கனவே, கஜா புயலினால் பாதிக்கப்பட்ட மாவட்டங்களில் நிவாரண பணிகளை முடிக்காத நிலையிலும், அதற்கு மிகப்பெரிய நிதி தேவைப்படும் சூழ்நிலையிலும், இதுபோல பொதுமக்கள் அனைவரும் ரொக்கப்பரிசு வழங்கினால், அது தேவையில்லாத நிதி சுமையை அரசுக்கு ஏற்படுத்தும். நலத்திட்டங்களை உருவாக்கி பொதுமக்களுக்கு மாநில அரசு வழங்கலாம். அதுகூட பொருளாதார நிலையின் அடிப்படையிலேயே உருவாக்க வேண்டும். அதற்காக அனைவருக்கும் ரூ.1,000 ரொக்கப்பரிசு வழங்குவது ஏற்க முடியாது.

தடை வேண்டும்

மேலும், தமிழக அரசுக்கு வரி உள்ளிட்ட பிற வகைகளில் ஆண்டுக்கு ரூ.1 லட்சத்து 12 ஆயிரத்து 616 கோடி வருமானம் கிடைக்கிறது. ஆனால், செலவு உள்ளிட்டவை ரூ.3 லட்சத்து 55 ஆயிரத்து 845 கோடியாக உள்ளது. இதுபோக தமிழக அரசு ரூ.43 ஆயிரம் 962 கோடி கடன் வாங்கியுள்ளது. எனவே, அனைத்து ரேஷன் அட்டைதாரர்களுக்கு ரூ.1,000 பொங்கல் பரிசாக வழங்க தமிழக அரசுக்கு தடை விதிக்க வேண்டும்.

இவ்வாறு அதில் கூறப்பட்டுள்ளது.

இந்த வழக்கு இன்று அல்லது விரைவில் விசாரணைக்கு வர உள்ளது.

TIRUNELVELI: Putting your child in a proper playschool to begin his/her education is a thought that comes naturally if you live in urban India. But Tirunelveli District Collector Shilpa Prabhakar Satish is different. She chose to admit her daughter to an anganwadi centre in Palayamkottai. For the uninitiated, an anganwadi is a government-run child care centre for the poor.

Yet, Shilpa, who hails from Karnataka, didn’t mind. In fact, she’s happy her daughter’s Tamil has improved since she started going to the anganwadi. It’s a gesture that has warmed many hearts.What prompted Shilpa to do so? “I want my daughter to mingle with people from all sections of society and learn how to get along with others. That’s why I chose this instead of a nursery school,” says Shilpa.

“The centre is near the Collectorate and equipped with all facilities. The teachers are all very active,” adds Shilpa. Anganwadi centres in the district, indeed, have quality infrastructure and trained staff. “Every anganwadi centre in Tirunelveli has a smart phone, using which they measure the height and weight of children to ensure dietary intake. We have further plans to develop these anganwadis, which play an important role in early childhood care and development,” says Shilpa, the first woman Collector of Tirunelveli.

CHENNAI : A delegation of IIT-Madras research scholars met K Vijay Raghavan, Principal Scientific Adviser to the Union government on Sunday and expressed concern over the delay in sanctioning of fellowship hikes for the scholars. There is a huge student crisis brewing as research scholars across India have declared that they would boycott labs and resort to indefinite hunger strike, if their demands are not met by January 16.

Responding to research scholars’ concerns, Vijay Raghavan said the matter was in the hands of Finance Ministry, for which a meeting was convened a few days back and that the final decision was expected in a week’s time. Research scholars told Express that Raghavan said steps were also being taken to increase the number of fellowships along with stipend hike. “However, he said he was not aware of finer details like percentage of hike,” students said.

Regarding the annual revision of fellowships, Raghavan said, “A periodic review will be effective for enhancement of fellowship amount”. But the students were in favour of a bonus of two month’s salary at the end of each year followed by periodic review.Research scholars said SERB-National Post Doctoral Fellowship, which offers `55,000 per month was one of the most prestigious fellowships of Department of Science and Technology. However it has become less important since it does not include HRA, and the it is fully taxable.

CHENNAI: Police on Tuesday arrested a 26-year-old woman for posing as a doctor at the Rajiv Gandhi Government General Hospital (RGGGH) in Chennai and cheating patients for over a month. The woman landed in trouble after a patient’s mother lodged a complaint that she had cheated them of `800.

According to police, B Sharmila from Tiruttani had been wandering around the hospital wearing a doctor’s coat and bearing a fake identity card. “On December 28, she demanded Rs 800 from Lakshmi, the elderly mother of a patient admitted in the hospital for treatment and disappeared. She approached Lakshmi’s son and took the money from him, claiming it was for a scan,” police said. When Lakshmi spotted the woman again in the hospital, she handed her over to the police outpost.

Questioned, Sharmila reportedly confessed that she had been wandering around the hospital for over a month. “She had married a close relative, claiming to be a doctor working at the RGGGH. He would drop her at the Tiruttani railway station every day and pick her up. She would come back around 3 pm, saying duty hours were over,” police said.

However, Sharmila did not have a previous crime record, hailing from a middle-class family. “She posed as a doctor only to cheat her husband and her family. She confessed that she had taken money from Lakshmi as she had absolutely no money with her that day. Her parents were summoned and questioned. She was remanded in the evening,” police added.

Chennai-Bengaluru Express extended to Mysuru

The extension of the Chennai-Bengaluru Express till Mysuru has been approved by the Railways. According to a statement issued by the Railway Board, the train will have commercial stoppages at Kengeri, Ramanagaram, Channapatna, Maddur, Mandya and Pandavapura on the extended portion. Train number 12609 will leave Chennai at 1.35 p.m. and arrive in Mysuru at 11 p.m. Train 12610 will leave Mysuru at 4.45 a.m. and reach Chennai at 2.30 p.m.
