50 students enrolled with sham varsity in US return

At least 50 students enrolled with the sham University of Farmington, Michigan, have returned home over the last two days. While most of them are from Telangana and Andhra Pradesh, some are also from neighbouring Karnataka, said US-based organizations assisting these students.

“About 25 to 30 of them landed at the Rajiv Gandhi International Airport (RGIA) late on Sunday night, while another batch of 25 to 28 reached the city on Monday. These are students that we know of. There could be some more who have returned without informing us,” said Phani Bobba, an Atlanta-based legal consultant in the know of things. He added: “As these students had not been arrested, we advised them to go back to India as soon as possible. We are simultaneously working on expediting the release of those under detention.”

Though relieved to be back home, there’s a new challenge facing them here – the burden of hefty loans. Considering most of them had availed of student loans, amounting to anywhere between ₹20 and ₹30 lakh, they are now worried about repaying them. “These loans also attract high interest rates of 15%-16%, which significantly increases the total amount. It is going to be a challenge for them and their families to close these loans,” said Jalagam sharing how most students who’ve returned unscathed aren’t willing travel to the US again.

50% wage cut for prisoners is unconstitutional, says HC

The provision in the Tamil Nadu prison rules, which allows for deduction of 50% of wages earned by the prisoners for their upkeep is unconstitutional, the Madurai bench of the Madras high court held and asked the state government to provide for a lesser and reasonable percentage of deduction.

A division bench of Justice K K Sasidharan and Justice G R Swaminathan pointed out that Article 23 of the Constitution prohibits ‘Begar’ — a labour or service which a person is forced to give without receiving any remuneration.

“Taking work without paying adequate remuneration is also begar. Likewise, making a substantial deduction from wages without any justifiable reason would also constitute begar and a violation of Article 23 of the Constitution,” the court said and noted that the prisoners in Tamil Nadu are not paid the wages as prescribed in the Minimum Wages Act. It is unconstitutional besides being unreasonable, the court noted.

The court made the observations in response to a petition filed by activist K R Raja, who sought court intervention to strike down the provision in TN Prison rules and also asked to set aside the 20% deduction of wages credited to the victim compensation fund.

The government, in response, opposed the petition and submitted that average cost of food, clothing and other amenities provided to workers comes to ₹153 per day per prisoner. Even though 50% of wages is deducted for the upkeep of the prisoners — the deducted amount being ₹100, ₹90 and ₹80 from the skilled, semi-skilled and unskilled respectively, is not sufficient to meet the costs, the state submitted.

After perusing the submissions made, the court held that the provision for deduction from prisoners’ wages for the purpose of compensating the victims cannot be questioned since it was made only pursuant to and in terms of directions given by the apex court. “We are of the view that apportioning 1/5th of the prisoners’ wages for crediting to the victims’ compensation fund cannot be said to be unreasonable,” the court said. However, the court held that deduction of 50% of prisoners’ wages is unconstitutional.

HCL founder meets school mates after gap of 56 years

Shiv Nadar, HCL founder and chairman, met nine of his classmates of St Joseph’s college higher secondary school at a city hotel on Sunday many of whom were meeting after a gap of 56 years. He was adamant on meeting them during his visit here this time.

However, age had its natural impact on their memory and some of them could not recollect the fond memories of their school days. “We did manage to regain some of our memories by discussing about our teachers Rayappar, Arockiasamy and particularly Sundaram who was our Tamil teacher,” said A Antoine, 74, a retired school teacher.

S Arputharaj, another classmate who retired as secondary grade teacher from St Joseph’s school, was the teacher, Sundaram’s son, who seemed to have a slightly better memory . “I remember Shiv as leader of our Class 4th form (Class IX) section C. At that time, our classes used to be in Lawley hall, which is presently at St Joseph’s College,” said Arputharaj. “It is indeed a proud moment to see one of us in such a high position,” said Arputharaj who gifted Shiv a book — a collection of stories by Satyajit Ray — and wished him good health.

While Shiv Nadar chose engineering after school, A K Arif, one of his competitors in the class, went on to become a doctor. Even though Shiv was busy with business, he was keeping track of Arif. When Shiv came down to Trichy in 2011, Arif was one of the few he contacted. “It was nice of Shiv to take time out to organize such a get-together after so many years. It was indeed historic,” said Arif.

“Shiv Nadar had made special arrangements for all his classmates to be picked up from home, and interacted with them for over a couple of hours and promised to meet them again for a longer time,” said A K Hussain who coordinated the event on behalf of Shiv Nadar.

Sale deeds of property deals go missing

Sale deeds of property deals registered in the 1960s and 1980s are missing from the record rooms of the registration department across the state, though no one yet knows how many. Officials stumbled upon this while digitizing land documents of more than 140 years, from 1865.

Till a decade ago, sub registrar offices maintained a hardcopy of every registered property deed; the practice was stopped with the introduction of electronic scanning of documents in 2009.

Officials said they expected to get a count of the missing documents once the digitization is completed. As part of digitization, each page of every document needs to be scanned. That is when some documents were found missing. For instance, said a registration official, who is privy to the developments, in a volume containing details of 100 sale or mortgage deeds that are running in a series, two documents could not be found. “Such missing deeds belong to the periods of 1960s and 1980s,” the official said. The missing documents are not confined to a particular zone in the state either.

“Once the digitization process is completed, we would be asking all the sub registrar offices to send the list of missing documents,” a senior registration department official said, adding that the digitization was scheduled to be completed.

Once the missing documents are listed, sources said, steps would be taken to track the original documents using the details in the index book separately maintained by the sub registrar offices.

“There could be multiple sale transactions pertaining to the property from the year the documents went missing. We are exploring whether some details could be traced from the subsequent registrations,” the official added.

According to registration sources, documents are pilfered from sub registrar offices to forge property deeds. “Original owners can be cheated as name transfers in land pattas can be easily done with forged land deeds,” another official said.

Last year, the registration department embarked on a massive mission to digitize 59 crore papers pertaining to old property documents in 575 sub registrar offices across Tamil Nadu. The documents were registered from 1865 to 2008. So far, two crore pages have been digitized with the government looking at making available to the public all the scanned documents online.

Schools wrap up NEET coaching as board exams near

As the Class XII board exams near, government schools have wrapped up special coaching classes to train students on National Eligibility Cum Admission Test (NEET), Joint Entrance Examination (JEE) and other competitive exams. Focus has now shifted to board exam preparation.

Compensation classes are conducted on weekends, before and after regular working hours as many schools were shut last week due to teachers’ protest. “Since we can’t have a fixed timing across the state, we have instructed schools to decide a convenient time,” said school education director Rameshwara Murugan.

The government also plans to broadcast exam tips on the television channel it is likely to launch for school children next week. In private matriculation schools, practical exams and revision tests are under way. But teachers are having a tough time in preparing questions papers as pattern was changed at the last minute, said R Vishalakshi of TN Private Matriculation Schools Association.

The question paper will have ‘fill ups’, logical reasoning questions and ‘match the following’ in the objective section instead of only multiple choice questions. Despite opposition, government is keen on sticking to the new exam pattern.

Last year, 9,000 students from government-funded schools registered for NEET training classes conducted at 412 centres across Tamil Nadu. This year, there has been a 120% increase in registrations. More than 20,000 attended classes that were conducted in between August and January fourth week.

In order to make training sessions more effective, 320 higher secondary science teachers were trained by experts in top private institutions. These teachers in turn trained 4,130 teachers across the state before the students’ training started.

Also, last year 3,000 odd students were shortlisted for an intense training at nine residential centres. “This year, too, there will be such short training courses after the board exams get over,” said a senior state school education department official.

Talks are on with subject experts to ensure that more number of government school students clear NEET this year. More than 1,300 students from these centres cleared NEET last year compared to a double-digit figure in the previous years.

மருத்துவ பட்டமேற்படிப்புகளுக்கு நடந்த நீட் தேர்வில் அதிக அளவில் தகுதி பெற்று தமிழக டாக்டர்கள் சாதனை படைத்துள்ளனர்.

நாடுமுழுவதும் உள்ள அரசு மற்றும் தனியார் மருத்துவக் கல்லூரிகளில் எம்டி, எம்எஸ் பட்டமேற்படிப்பு மற்றும் பட்டய மேற்படிப்புக்கு (டிப்ளமோ) 26,000-க்கும் மேற்பட்ட இடங்கள் உள்ளன. தமிழகத்தில் மட்டும் சுமார் 2,500 இடங்கள் இருக்கின்றன. இந்த இடங்களில் 2019-20 கல்வி ஆண்டு மாணவர் சேர்க்கைக்கான தேசிய தகுதி மற்றும் நுழைவுத் தேர்வு, தமிழகத்தில் சென்னை, கோவை உட்பட நாடு முழுவதும் 167 நகரங்களில் கடந்த 6-ம் தேதி நடந்தது. இந்த நீட் தேர்வு முடிவுகள் கடந்த 31-ம் தேதி வெளியிடப்பட்டது.

இதுதொடர்பாக தேசிய தேர்வுகள் வாரியம் வெளியிட்ட செய்திக்குறிப்பில், “மருத்துவப் பட்டமேற்படிப்புகளுக்கான நீட் தேர்வு 1,200 மதிப்பெண்களுக்கு நடத்தப்பட்டது. இந்த நீட் தேர்வில் பொதுப் பிரிவினர்களுக்கு 340 மதிப்பெண்ணும், எஸ்சி, எஸ்டி, ஓபிசி பிரிவினர்களுக்கு (மாற்றுத்திறனாளிகள் உட்பட) 295 மதிப்பெண்ணும், பொதுப் பிரிவு மாற்றுத்திறனாளிகளுக்கு 317 மதிப்பெண்ணும் தகுதி பெறுவதற்கான மதிப்பெண்ணாக நிர்ணயிக்கப்பட்டுள்ளது.

நாடுமுழுவதும் நீட் தேர்வு எழுதிய 1,43,148 பேரில் 79,633 பேர் தகுதி பெற்றுள்ளனர். தமிழகத்தில் மட்டும் நீட் தேர்வு எழுதிய 17,067 பேரில் 11,121 பேர் தகுதி பெற்றுள்ளனர். நாடுமுழுவதும் நீட் தேர்வில் வெற்றி பெற்றவர்களில் 7-ல் ஒருவர் தமிழராக உள்ளார். ஆந்திராவில் 6,323, கேரளாவில் 6,441, கர்நாடகத்தில் 9,219, தெலங்கானாவில் 4,344, குஜராத்தில் 3,646, மகாராஷ்டிராவில் 7,441, உத்திரபிரதேசத்தில் 4,173 பேர் தகுதி பெற்றுள்ளனர்” என்று தெரிவிக்கப்பட்டுள்ளது.

சமூகத்தில் சுயநலம் என்பது மலிந்து விட்ட இக்கால சூழலில், விமானத்தை வானத்தில் மட்டுமே பார்த்து ரசித்துவந்த வசதியற்ற 110 முதியோர்களை தனது சொந்த செலவில் விமானப் பயணம் செய்ய வைத்து மகிழச் செய்துள்ளார் பின்னலாடை விற்பனையாளர் ஒருவர்.

திருப்பூர் மாவட்டம் அவிநாசி அருகேயுள்ள தேவராயன்பாளையம் கிராமத்தைச் சேர்ந்தவர் எம்.ரவிக்குமார். இவர் பின்னலாடை மொத்த வியாபாரத் தொழில் செய்து வருகிறார். இவருக்கு நீண்ட நாட்களாக மாறுபட்ட ஆசை ஒன்று இருந்துள்ளது. அது என்னவென்றால், தனது கிராமத்தில் வசிக்கும் வசதியற்ற ஏழைக் குடும்பங்களைச் சேர்ந்த முதியவர்களை விமானத்தில் ஏற்றிப் பயணம் செய்ய வைத்து, அவர்களை மகிழ்விக்க வேண்டும் என விரும்பியிருக்கிறார்.

நினைத்ததோடு அதை செயல்படுத்தவும் முனைந்தவர், அதற்காக தனது நெருங்கிய நண்பர்கள் சிலரது உதவியை நாடியுள்ளார். நண்பர்கள் உதவியுடன் தனது கனவை நனவாக்கியுள்ளார். தனது கிராமத்தைச் சேர்ந்த 90 பாட்டிகள், 20 தாத்தாக்கள் என 110 முதியோர் மற்றும் அவர்களது பாதுகாப்புக்கு 10 பேர் என 120 பேரை கடந்த 2-ம் தேதி விமானப் பயணம் செய்ய வைத்து மகிழ்ந்துள்ளார்.

கோவையில் இருந்து சென்னைக்கு அவர்கள் அனைவரும் விமானத்தில் பயணம் மேற்கொண்டனர். பிப்.2-ம் தேதி பகல், 120 பேரையும் தனது கிராமத்தில் இருந்து வேன் மூலம் கோவை விமானநிலையத்துக்கு அழைத்துச் சென்ற ரவிக்குமார், அங்கிருந்து 2 குழுக்களாக விமானத்தில் ஏற்றி சென்னைக்கு அழைத்துச் சென்றிருக்கிறார். சென்னையில் வேன் ஏற்பாடு செய்து, அதன் மூலமாக மெரினா சென்று சுற்றிப் பார்த்த அவர்கள், நேற்று திருவண்ணாமலை சென்றனர். நிறைவாக இன்று தங்களது சொந்த கிராமமான தேவராயன்பாளையத்துக்கு திரும்பவுள்ளனர்.

இதுகுறித்து ரவிக்குமாரிடம் நாம் பேசியபோது, 'தொழில் நிமித்தமாக முதல்முறையாக விமானத்தில் நான் பயணித்தபோது எனக்கு இந்த ஆசை உண்டானது. தங்களது வாழ்நாள் முழுக்க எங்களின் கிராமத்திலேயே இருந்து, ஆகாயத்தில் பறக்கும் விமானங்களை வானத்தை அண்ணாந்து மட்டுமே பார்த்துக் கொண்டிருந்த மனிதர்களை ஒரு நாளேனும் விமானத்தில் ஏற்றி மகிழ்விக்க வேண்டும் என விரும்பினேன்.

கடந்த 5 ஆண்டுகளுக்கு முன்பு தோன்றிய எண்ணம் இது. அதைப் பற்றி தொடர்ந்து யோசித்து வந்தேன். தற்போது அந்தக் கனவு நிறைவேறியுள்ளது. இதற்காக, கடந்த சில மாதங்களுக்கு முன்னரே விமானத்தில் பயணிக்க விரும்பும் எங்கள் ஊர் முதியவர்களின் பட்டியலை தயாரித்தேன். என்னுடைய நண்பர்கள் அதற்கு முழுமையாக உதவினார்கள். 2 மாதங்களுக்கு முன்பு அனைவருக்கும் கோவையில் இருந்து சென்னை செல்லும் விமானத்தில் பயணச்சீட்டுகளை முன்பதிவு செய்தேன். முதியோர்கள் அனைவரையும் விமானத்தில் ஏற்றி இருக்கைகளில் அமர வைத்தபோது எனக்கு ஏற்பட்ட சந்தோஷம் சொல்ல முடியாதது. இந்த நாளுக்காகவே காத்திருந்தேன்.

விமானத்தில் ஏறி அமர்ந்து சென்னை சென்றடையும் வரை அனைவருமே குழந்தைகளாகிப் போனோம் என்றால் மிகையில்லை. மெரினாவில் உள்ள தலைவர்கள் சமாதி, காஞ்சிபுரம், திருவண்ணாமலை பகுதிகளில் உள்ள கோயில்களுக்கு எல்லாம் சென்று தரிசனம் செய்துள்ளோம். எங்களது கிராமத்தில் இந்து மற்றும் இஸ்லாமிய மக்கள் அதிகம் வசிக்கின்றனர். அனைவரும் தாய் பிள்ளைகளாக சகோதரப் பாசத்துடன் பழகி வருகிறோம். எங்களது விமானப் பயணத்தில் சில இஸ்லாமிய தாத்தா பாட்டிகள் வந்துள்ளனர். அவர்களது விருப்பப்படி பிரபலமான மசூதிகளுக்கு அழைத்துச் சென்று பார்த்துள்ளோம். பிப்.4-ம் தேதி (இன்று) ஊர் திரும்பவுள்ளோம்' என்றார்.
