காஞ்சீபுரம் கோவில்களின் நகரமாகவும், பட்டு சேலை விற்பனை செய்வதில் புகழ் பெற்ற நகரமாகவும் விளங்கி வருகிறது. பட்டு சேலை வாங்குவதற்கும், காமாட்சியம்மன், ஏகாம்பரநாதர், வரதராஜபெருமாள் உள்ளிட்ட புகழ் பெற்ற கோவில்களை தரிசிப்பதற்கும் நாள்தோறும் ஏராளமான சுற்றுலா பயணிகள் வந்து செல்கின்றனர். பெரும்பாலான நாட்கள் காஞ்சீபுரம் கோவில்களில் விழா நடந்து வருகிறது.

இதனால் கடும் போக்குவரத்து நெரிசல் ஏற்படுகிறது. குறிப்பாக, மார்கழி மாத தொடக்கத்தில் கர்நாடகம், ஆந்திரா உள்ளிட்ட வெளிமாநிலங்களில் இருந்து பஸ்கள் மூலம் திரளான பக்தர்கள் காஞ்சீபுரத்துக்கு வந்து செல்கின்றனர். இதனால் செங்கழுநீரோடை வீதி, கோவில்களின் மாடவீதிகள், காந்திரோடு, சாலைத்தெரு, சின்ன காஞ்சீபுரம், டி.கே.நம்பி தெரு உள்ளிட்ட முக்கிய சாலைகளில் பஸ்கள் அதிக அளவில் ஆங்காங்கே நிறுத்தப்படுகின்றன. இதனால் வாகன ஓட்டிகள் முறையாக சாலையை பயன்படுத்த முடியாமல் திணறி வருகின்றனர். அவ்வப்போது, சாலை விபத்துகள் ஏற்படும் அபாயமும் நிலவி வருகிறது. நகர்ப்பகுதியின் மையத்தில் அமைந்துள்ள பஸ் நிலையத்துக்கு பஸ்கள் வந்து செல்லவும் சிரமம் ஏற்படுகிறது. இந்த போக்குவரத்து நெரிசலை கவனத்தில் கொண்டு மாவட்ட காவல்துறை போக்குவரத்தில் மாற்றம் செய்தது. அதன்படி, மூங்கில் மண்டபத்தில் இருந்து கீரை மண்டபம், கலெக்டர் அலுவலகம் வரை அனைத்து வாகனங்களும் காலை 7 மணி முதல் 11 மணி வரையிலும், மாலை 3 மணி முதல் இரவு 9 மணி வரையிலும் செல்ல தடை விதிக்கப்பட்டது.

மாறாக, அனைத்து வாகனங்களும் இனி பஸ் நிலையத்தில் இருந்து கலெக்டர் அலுவலகம் செல்ல வேண்டுமென்றால், பஸ் நிலையம், மூங்கில் மண்டபம், காந்தி சாலை, ரங்கசாமி குளம், விளக்கடி கோவில் தெரு, கீரை மண்டபத்தை அடைந்து அங்கிருந்து கலெக்டர் அலுவலகம் செல்லும் வகையில் போக்குவரத்து மாற்றப்பட்டிருந்தது. காந்தி சாலை ஒருவழி பாதையாக மாற்றப்பட்டு எளிதாக வாகனங்கள் அனைத்தும் சுழற்சி முறையில் சிரமமின்றி சென்று வருகின்றன. இருப்பினும் போக்குவரத்து நெரிசல் குறைந்தபாடில்லை.

தற்போது உள்ள பஸ் நிலையமோ 44 ஆண்டுகளுக்கு முன் கட்டப்பட்டது. அப்போதைய சூழலுக்கு பிறகு தற்போது அதிக குடியிருப்புகள், வாகனங்கள் அதிகரித்து விட்டதால், காஞ்சீபுரம் போக்குவரத்து நெரிசலில் ஸ்தம்பித்து வருகிறது. இந்த பிரச்சினையை கருத்தில் கொண்டு புதிய பஸ்நிலையம் அமைக்க பொதுமக்களிடம் இருந்து கோரிக்கை எழுந்தது.

இதையடுத்து, தமிழக அரசு சார்பில் கிளாம்பாக்கத்தில் நடந்த எம்.ஜி.ஆர். நூற்றாண்டு விழாவில் காஞ்சீபுரத்தில் புதிய பஸ் நிலையம் அமைக்கப்படும். இதற்காக, ரூ.38 கோடி நிதி ஒதுக்கப்பட்டுள்ளது. என அறிவிப்பு வெளியிடப்பட்டது.

இதைத்தொடர்ந்து, காஞ்சீபுரத்தை அடுத்த கீழ்கதிர்பூர் கிராம பகுதியில் 10 ஏக்கர் நிலம் தேர்வு செய்யப்பட்டது. இதையடுத்து, அந்த பகுதியில் சிலர் பட்டா பிரச்சினை தொடர்பாக வழக்கு தொடர்ந்ததால் சில நடைமுறை சிக்கல்கள் எழுந்தன. ஏற்கனவே, அறநிலையத்துறைக்கு சம்பந்தப்பட்ட இடம், கீழம்பி அருகே சித்தேரி மேடு, பொன்னேரிக்கரை போன்ற இடங்களில் புதிய பஸ்நிலையம் அமைப்பதற்கு இடம் பார்க்கப்பட்டு பின்னர் இடம் தேர்வு செய்யப்படவில்லை. இந்த நிலையில், வரதராஜபெருமாள் பிரம்மோற்சவத்தை தொடர்ந்து அத்திவரதர் பெருவிழா நடைபெறவுள்ளது. இந்த விழாவை காண ஏராளமானோர் காஞ்சீபுரம் வரவுள்ளனர். அவ்வாறு வருவோருக்கு தேவையான வசதிகள் செய்யப்படும் அளவுக்கு தற்போது நகர்ப்பகுதியில் வசதிகளும் இல்லை. எனவே, காஞ்சீபுரத்திற்கு புதிய பஸ் நிலையம் அமைப்பதற்கு மாவட்ட நிர்வாகம் விரைந்து செயல்பட வேண்டும் என்ற எதிர்பார்ப்பு பொதுமக்களிடம் ஏறபட்டுள்ளது.

இது குறித்து நகராட்சி அதிகாரி ஒருவர் கூறியதாவது:–

காஞ்சீபுரம் அருகே புதிய பஸ் நிலையம் அமைக்கப்படுவது உறுதிதான். தமிழக அரசு இதற்காக ரூ.38 கோடி நிதியும் அறிவித்துள்ளது. இதற்காக, இடம் தேர்வு செய்யப்படும் பணிகள் நடைபெற்று வந்தன. இந்த நிலையில், நாடாளுமன்ற தேர்தல் பணிகள் தொடங்கிவிட்டது. இதனால் பஸ் நிலையப்பணிகள் தற்காலிகமாக கைவிடப்பட்டுள்ளன. தேர்தல் நடைபெற்ற பின்னரும் நடத்தை விதிகள் அமலில் உள்ளன.

இதனால் பஸ் நிலைய திட்டப் பணிகளை மேற்கொள்ள இயலாது. மே மாதம் 23–ந் தேதி ஓட்டுகள் எண்ணப்படவுள்ளது. அதன்பிறகே, புதிய பஸ் நிலையம் அமைக்கப்படும் பணிகள் துரிதப்படுத்தப்படும். மேலும் காஞ்சீபுரம் அருகே கீழ்கதிர்பூர், பொன்னேரிக்கரை உள்பட பல்வேறு இடங்களில் எந்த இடத்தில் புதிய பஸ் நிலையம் அமைக்கலாம் என்பது குறித்து தமிழக அரசுக்கு நகராட்சி நிர்வாகம் அறிக்கை அனுப்பியுள்ளது.

ஆண்டுதோறும் கல்விக்காக இரு பட்ஜெட்களிலுமே ஒரு கணிசமான தொகை ஒதுக்கப்படுகிறது. இந்தநிலையில், பல்வேறு படிப்புகளை படித்து முடித்தவர்கள் அதற்குரிய வேலை கிடைக்காமல் தவிக்கும் சூழ்நிலை ஏற்பட்டுள்ளது. முதலில் தங்கள் படிப்புக்கு ஏற்ற வேலைக்காக முயற்சி செய்யும் இளைஞர்கள் ஒரு கட்டத்தில் என்ன வேலை கிடைத்தாலும் போகலாம் என்றும், கல்விக்காக வாங்கிய கடனை அடைக்க வேண்டும் என்றும், வாழ்க்கை சக்கரத்தை ஓட்டவேண்டும் என்ற சலிப்பான உணர்விலும் மிக சாதாரண வேலைக்குகூட போக தயாராகி விடுகிறார்கள். அதை நிரூபிக்கும்வகையில், ரெயில்வே துறையில் ‘குரூப்–டி’ பிரிவில், அதாவது கீழ்மட்ட பணிகளான கேங்மேன், கேபின்மேன், ஹெல்பர், கீமேன், டிராக்மேன், வெல்டர் போன்ற பல பணிகளுக்கு சிலமாதங்களுக்கு முன்பு ஆட்கள் தேர்வு செய்ய அறிவிக்கை வெளியிடப்பட்டது. மொத்தம் 62,907 பணியிடங்களை நிரப்புவதற்கு குறைந்தபட்ச கல்வித்தகுதியாக 10–ம்வகுப்பும், தொழிற்பயிற்சியில் தேசிய கவுன்சில் சான்றிதழும் பெற்றிருக்கவேண்டும். இல்லையெனில் ஐ.டி.ஐ. படித்திருக்கவேண்டும் அல்லது தேசிய பழகுனர் சான்றிதழ் வைத்திருக்க வேண்டும் என்று குறிப்பிடப்பட்டிருந்தது.


ஆனால், இந்த பணிகளுக்கு விண்ணப்பித்திருந்தவர்களை பார்த்தால் 1 கோடியே 90 லட்சம் பேர் குறைந்தபட்ச கல்வித்தகுதியை பெற்றிருந்தவர்கள். 48,48,000 பேர் பட்டப்படிப்புகளையும், முதுகலை பட்டப்படிப்புகளையும் பெற்றிருந்தவர்கள் விண்ணப்பித்திருந்தார்கள். இதற்கும் மேலாக அதிர்ச்சி தரத்தக்க தகவல் என்னவென்றால் இத்தகைய பணியாளர்களுக்கு அதிகாரிகளாக பணியாற்றக்கூடிய கல்வித்தகுதிபடைத்தவர்கள் அதாவது, என்ஜினீயரிங் பட்டப்படிப்பு படித்தவர்கள் இந்தவேலைக்கு விண்ணப்பித்திருந்தார்கள். 4,91,000 என்ஜினீயரிங் பட்டபடிப்பு படித்தவர்களும், 41,000 முதுகலை என்ஜினீயரிங் பட்டபடிப்பு படித்தவர்களும் விண்ணப்பித்து இருக்கிறார்கள். இதுமட்டுமல்லாமல், நிர்வாகயியல் பட்டப்படிப்பு படித்தவர்கள் மற்றும் முதுகலை பட்டப்படிப்பு படித்தவர்கள் 86 ஆயிரம் பேர் விண்ணப்பித்து இருக்கிறார்கள். இதையெல்லாம் பார்க்கும்போது, வேலையில்லா திண்டாட்டம் எப்படி தலைவிரித்து ஆடுகிறது என்பது நன்றாகவே தெரிகிறது.


கடந்த சிலஆண்டுகளுக்கு முன்புவரை என்ஜினீயரிங் படித்தவர்கள் உடனடியாக கைநிறைய சம்பளம் வாங்கும்நிலை இருந்தது. இதன்காரணமாக நாடுமுழுவதும் ஏராளமான சுயநிதி என்ஜினீயரிங் கல்லூரிகள் தொடங்கப்பட்டன. இதனால் சாதாரண கிராமங்களில் படித்த இளைஞர்கள் கூட என்ஜினீயரிங் படித்தவுடன் நல்லவேலைக்கு சென்று மனமகிழ்ச்சியடையும் வகையில் ஊதியம் பெற்று வந்தனர். அவர்களின் குடும்பங்களின் வாழ்க்கைத்தரமும் உயர்ந்தது. ஆனால் இப்போது, என்ஜினீயரிங் படித்தவர்களுக்கு போதிய வேலைவாய்ப்பு இல்லாதநிலை ஏற்பட்டுள்ளது. இதன்காரணமாக நாடுமுழுவதும் 16,50,000 இடங்கள் என்ஜினீயரிங் கல்லூரிகளில் இருந்தநிலையில், கடந்த ஆண்டு 2 லட்சத்திற்கும் மேல் குறைந்துவிட்டது. இந்த ஆண்டு மேலும் 50 ஆயிரம் இடங்கள் காலியாகும் சூழ்நிலை இருப்பதாக அகில இந்திய தொழில்நுட்ப கல்வி கவுன்சில் தலைவரே கூறியிருக்கிறார். இது நிச்சயமாக நல்லதல்ல. மத்திய–மாநில அரசுகள் கல்வி வளர்ச்சியில் எப்படி கண்ணாக இருக்கிறதோ, அதுபோல அந்தந்த படிப்புகளுக்கான வேலைவாய்ப்புகளை உருவாக்குவதும் இணைமுயற்சியாக ஒரேநேரத்தில் இருக்கவேண்டும். இளைஞர்கள் படிக்கும் படிப்புக்கு ஏற்ற வேலைவாய்ப்புகளை அரசு மட்டும் உருவாக்கமுடியாது. தனியார் நிறுவனங்களும் நிறைய தொழில்களை தொடங்கினால்தான் வேலைவாய்ப்பு உருவாக்கப்படும். அதற்கேற்ப தமிழ்நாடு முழுவதும் பரவலாக எல்லா இடங்களிலும் ஏராளமான தொழில்நிறுவனங்கள் தொடங்கப்படும் வகையில் மத்திய–மாநில அரசுகள் ஊக்கமும் சலுகையும் அளிக்கவேண்டும்.

வங்கக் கடலில் உருவாகி, அதிதீவிர புயலாக உருமாறியுள்ள பானி புயல், ஒடிஸா மாநிலம் புரி மாவட்டத்தின் தெற்கு கடலோரப் பகுதியில் நாளை (வெள்ளிக்கிழமை) கரையைக் கடக்கும் என்று அறிவிக்கப்பட்டுள்ளது. அதிதீவிர புயலாக மாறியுள்ள பானி புயல், புரி மாவட்டத்தின் கோபால்பூர் மற்றும் சந்த்பாலி பகுதிகளுக்கு இடையேயான கடலோரப்பகுதியில், வெள்ளிக்கிழமை பிற்பகலில் கரையைக் கடக்கும் என்று எதிர்பார்க்கப்படுகிறது. அப்போது, மணிக்கு 175 முதல் 185 கி.மீ. வேகத்தில் பலத்த காற்று வீச வாய்ப்புள்ளது என்று அந்த அறிக்கையில் குறிப்பிடப்பட்டுள்ளது.

புரியில் கரையைக் கடந்தவுடன் ஜகத்சிங்பூர், கட்டாக், குர்தா, ஜாஜ்பூர், பத்ரக், பாலசோர், மயூர்பாஞ்ச் ஆகிய பகுதிகள் வழியாகச் சென்று மேற்கு வங்கத்துக்குள் பானி புயல் செல்லும் என்று எதிர்பார்க்கப்படுகிறது. பானி புயல் தாக்கலாம் என எதிர்பார்க்கப்படுவதால், புரி பகுதிக்கு சுற்றுலாப் பயணிகள் யாரும் செல்ல வேண்டாம் என்று ஒடிசா அரசு அறிவுறுத்தியுள்ளது.

Chennai: Wondering as to how the State itself set up a building on the Kazhuveli lands (Back Water Lands), the Madras high court quashed two government orders, transferring 2.83.50 Hectors and 12.72.00 Hectors of lands to Tamil Nadu Transport department for construction of Regional Transport office and to the Tourism, Culture and Religious Endowments department for the formation of Tamil Nadu Music and Fine Arts University respectively at Sholinganallur in Kancheepuram district.

A division bench comprising Justices M.Venugopal and S.Vaidyanathan quashed the G.O.s dated January 18, 2013 and June 9, 2014 of the state revenue department while allowing a Public Interest Litigation from I.H.Sekar, founder and managing trustee of the "Nature Trust", which was formed with an object of protecting the environment.

V.B.R.Menon, counsel for the petitioner, contended that these lands act as buffer storages of excess water during rains, which get discharged from Pallikkaranai marsh lands into the Buckingham Canal through "Thoraipakkam-Okkiam-Madav" by facilitating to recharging of wells, tanks, etc., in the nearby localities through "Aquifer effect" apart from forming a home for large extents of flora and fauna and living creatures. Any construction activities in these lands shall cause permanent damage and destruction to the above and hence need to be prevented in the interest of environmental protection and to ensure the safety and security of living creatures including human beings in the nearby villages, Menon added.

The bench said a scrutiny of the counter filed by the Kancheepuram district collector itself reveals that there were chances of stagnation of rain water during rainy season and therefore, it can be presumed that such wetlands undoubtedly play a vital role in the hydrological cycle on account of its wide ranging ecosystem services like water supply and purification, water assimilation, buffering extreme events of floods etc.,

Nature cannot be predicted and it was beyond human knowledge and wisdom and it cannot be said that the wetlands will always remain as dry lands without water. "It is the stand of the government that the Kazhuveli lands in question are proposed to be used for public use by way of setting up a transport office and tourism place and it is astonishing to note that during rainy season, especially when the building constructed thereon was surrounded by water, how can the public make use of the public office for their own use, unless the government introduces boat service to reach the destination", the bench added.

The bench said Article 48-A of the Constitution of India stipulates that the State shall endeavour to protect and improve the environment and to safeguard the forests and wildlife of the country. When section 18 (1) (b) of the Water (Prevention and Control of Pollution) Act, empowers the State to direct any State Board to seal any plant, which affects the free flow of water, how can the State itself set up a building on the Kazhuveli lands.

The literal meaning of 'Marsh' was a low-lying area and will remain waterlogged at all times pursuant to the flood during wet seasons or during high tide.

The main object of introduction of the new rules, namely, the Wetlands (Conservation and Management) Rules was that the wetlands shall be conserved and managed in accordance with the principles of 'wise use' as determined by the Wetlands Authority. But, the decision of the government in transferring such lands will certainly defeat the purpose for which the new Rule was introduced, the bench added. The bench said the authorities have not adduced any material to substantiate that the disputed lands were not among the 2,01,503 wetlands categorised by the Supreme Court by order dated February 8, 2017 whereas the petitioner had annexed a copy of 'A' Register Extract, wherein it has been clearly stated that the lands in this survey number were Backwater (Kazhuveli land) and Cart-tract and Buckingham Canal.

Chennai: For the first time the Food Safety and Standards Authority of India have permitted the use of ethylene for ripening of fruits by the vendors in the State. The officials have raised awareness among the vendors in Koyambedu Flower, Fruit and Vegetable wholesale market regarding the use of ethylene in ripening of fruits.

Speaking to the vendors the FSSAI officials have stated that carbide ripened fruits on consumption cause several harmful effects to health of people. Instead, they have urged the vendors to use the ethephon as source of ethylene gas for artificial ripening of fruits. They have clarified that ethephon in powder form may be used a source of ethylene gas provided that it shall be packed in sachets and these sachets containing ethepon in powder form shall not come in direct contact with fruits. A detailed guideline on artificial ripening of fruits is available in FSSAI website.

The FSSAI has permitted the use of ethylene for ripening the fruits since a large number of fruits damage during transit from the farmers and damage during storage.

Following information from FSSAI the officer bearers of Market Management Committee have permitted the fruit vendors to use the ethylene.

S. Srinivasan, President, Chennai Fruits Commission Agent Association said several lakh tonnes of fruits arrive from various parts of the State and neighbouring States regularly.

The authorities have not maintained a cold storage building, which is located near the market. He sought the authorities to construct a new cold storage building with state of art-technology and function round the clock for the benefit of vendors and the people.

COIMBATORE: A 37-year-old woman from Negamam in Coimbatore district died after allegedly receiving treatment for abortion at a private Ayurvedic clinic at Vadachittur on Monday. Coimbatore Rural police registered a case against the practitioner. District Health department officials followed up with a raid place and shut down the clinic.

According to the police, S Vanithamani (39) of Mettuvavi village near Negamam was in the fifth month of her pregnancy. She was already mother of five. When she experienced some trouble, the woman approached the Ayurvedic practitioner (a woman) on Sunday evening. The practitioner and her son, who had studied Siddha, reportedly attempted to perform an abortion. After the ‘treatment’, Vanithamani is said to have had severe stomach pain and was taken to a government hospital in Pollachi. However, doctors declared her dead on arrival.

Negamam Inspector D Vetrivel Rajan said that the woman, who performed the abortion, was booked under Section 314 (death caused by act done with intent to cause miscarriage) of the Indian Penal Code (IPC), based on a complaint filed by husband Selvaraj on Monday. However, the Ayurvedic practitioner has gone missing and police are on the lookout, he added.

The body of the woman has been sent to Coimbatore Medical College Hospital (CMCH) for postmortem.

Later, officials of the Health Department raided the clinic run by the suspect and shut it down based on the Collector’s instructions. It was being run by quacks, who had been charged under a similar case two years ago, noted Deputy Director of Health Services P G Bhanumathi . They have filed a complaint with the district superintendent of police, asking that the case be registered under sections that covered ‘attempt to murder’, she added.

GUNTUR/VISAKHAPATNAM: The CBI officials caught an Income-Tax official red-handed while taking Rs 2 lakh bribe from a trader at Tenali late on Monday night.

A CBI team from Visakhapatnam led by DSP Ch Narendra Dev conducted raids at the I-T office around 6 pm on Monday and the searches went on till midnight. The raid was conducted following information that IT official Chandrasekhar Reddy demanded a bribe of Rs 2 lakh from a trader and he was caught while accepting the bribe.

The CBI team laid a trap and as soon as the officer came out of his office to get into his car, he was caught. Later, the I-T officer was shifted to Visakhapatnam.

When contacted, senior police officers as well as the CBI officials said that CBI has every right to conduct raids on any Central government organisation/institution/department/office/employee or official belonging to the Central government services.

“It may require a consent from the State government for CBI to conduct raids on any State government organisation/institution/ department/any employee or individual belonging to the State government services. But in case of Central government employees/institutions/departments/organisations, including the public sector units, CBI does not require any consent from the State governments concerned to conduct raids as they are directly attached to the Central government,’’ a senior CBI officer told TNIE.

Why the raid gains significance

The raid comes in spite of the withdrawal of general consent to the CBI by the State government. It may be recalled here that after the TDP snapped ties with BJP, the State government withdrew the general consent given to the investigating agency to conduct raids and searches on Central government employees in the State.
