Nearly 95k New Cases Added In Just Two Days

Deaths from the Covid-19 pandemic in the country crossed 30,000 and India’s toll rose to the sixth highest in the world on Thursday, even as fresh cases surged to another new high, crossing 48,000 for the first time. At 750, fatalities across the country on Thursday were also the highest recorded in a single day so far.

India’s Covid-19 death toll has risen by more than 5,000 in the last seven days, having crossed the 25,000 mark exactly a week ago. By contrast, it had taken 10 days for the count to hit 25,000 from the 20,000 mark, and 11days for the death toll to rise from 15,000 to 20,000.

India also went past France’s Covid-19 death toll of 30,172 to climb to the sixth spot among countries that have suffered the highest fatalities from the pandemic.

With 48,285 cases on Thursday, the country has recorded nearly 95,000 fresh coronavirus infections in just two days, as per data collated from state governments. On the brighter side, India also reported the highest singleday recoveries from the virus at 33,659.

While Maharashtra again registered the biggest rise in cases on Thursday, recording its second-highest single-day count of 9,895, as many as 11 states reported their highest spike in cases. These were led by Andhra Pradesh which reported a massive rise of nearly 8,000 infections (7,998).

The others states which added their highest single-day count of cases were Tamil Nadu (6,472 fresh infections), Karnataka (5,030), Uttar Pradesh (2,529), Bengal (2,436), Odisha (1,264), Kerala (1,078), Gujarat (1,078), Jharkhand (518), Punjab (441) and Chhattisgarh (286). A day after adding a record high of 10,576 cases, Maharashtra on Thursday saw its highest deaths recorded in a day. It reported 298 Covid-19 deaths, taking its toll to 12,854. 4. The state accounts for over 40% of Covid deaths in India and has been struggling to bring down the mortality rate below 3.6% for a while.

Of the 298 deaths, Mumbai reported 55 or 18%. The total fatalities in the city rose to 5,930, close to the 6,000 mark. The Mumbai Metropolitan Region, excluding Mumbai, registered 75 deaths. The novel coronavirus appeared to be galloping in Andhra Pradesh with the highest single-day surge of 7,998 Covid-19 cases — the highest for any state except Maharashtra — and 61 deaths. Overall, the southern state is place on the fifth position in the country with a caseload of 72,711, behind Maharashtra, Tamil Nadu, Delhi, and Karnataka.

The Covid-19 graph has been on the upward trend since July 1 with an unprecedented spurt in positive cases and toll. On July 6, the state had just 20,019 cases and was in the 10th spot. Karnataka also witnessed the highest single-day spike of 5,030 positive cases and, on a positive note, saw 2,071 discharges the same day.

The total in Bengaluru, with 2,207 new cases, is set to touch the 40,000 mark. The state also reported 97 deaths, with 48 in Bengaluru.

The number of fresh Covid-19 cases in Tamil Nadu surged to a highest-ever 6,472 cases on Thursday, which also saw 88 deaths taking the cumulative toll to 3,232.

New Delhi: All rail tickets, including platform tickets, will now come with QR code for contactless entry to stations and trains on the lines of airports. Railway Board chairman V K Yadav also said on Thursday that the experience of booking tickets online will change from next month with the launch of a revamped IRCTC website, which will use artificial intelligence for quick search and suggestions for alternative trains.

Work is also on to issue tickets in a single booking for connecting trains on the lines of airline tickets, if someone has to take more than one train to reach the destination.AI will be used to see demand for certain destinations and timing of connecting trains will be changed accordingly.

Speaking to reporters, Yadav said, “We have introduced QR code on tickets. If you are buying online, you will get the ticket with QR code. In case you are buying a physical ticket from the reservation counter, the SMS sent to the mobile number will have a link and one will get the QR code by clicking the link in his/ her smart phone. The TTEs at stations or inside trains can read the QR code and capture the details using their hand-held devices or mobile phone.”

He added nearly 85% of the tickets are being booked online during the pandemic.

On the revamp of IRCTC website, Yadav said there will be easy access and the time taken to book tickets will reduce. “The website will have several features to derive inputs such as analysis of past data to forecast the probability of a wait-list ticket getting confirmed. It will also suggest the passengers alternative options for travel on the same day to the same destination with high probability of getting a confirmed ticket,” he added.

State staff with medical cert can work from home

Provided state government employees submit relevant medical certificates, those who are pregnant, undergoing chemotherapy or immunosuppressive therapy, or have had an organ transplant, will be allowed to work from home.

The exemption will be given in offices where attendance is by rotation system. In others, the exemption will not be applicable, and attendance will be mandatory. Those availing the exemption must be available on phone and email, in case important work comes up.

This exemption comes as these employees are more vulnerable to the virus. TNN

All final-year exams for undergraduate courses in health sciences, except MBBS, were deferred by Maharashtra University of Health Sciences (MUHS) on Thursday, per state medical education minister Amit Deshmukh’s directions. Deshmukh said holding exams during the Covid crisis would endanger student lives. A decision on final-year MBBS exams is pending.

The minister asked MUHS to start classes for first, second and third year UG students.

Deshmukh said conducting exams for postgraduate students will not be an issue as they are already on campus. He added that their entrance test for superspecialty courses (NEET-SS) is scheduled on September 15. All PG exams are scheduled from August 17.

He also directed MUHS to allow final-year students to start their internship and to conduct their exams when the situation improves. He said that all non-certifying exams should be deferred till further government instructions.

MUHS had already deferred first, second and third year exams on Wednesday. Earlier this week, the Medical Students’ Welfare Association threatened to strike if UG and PG exams were not cancelled in the state.

The income/property certificate issued by tahsildars to applicants of economically weaker section (EWS) quota can be used only for central government jobs and admission to central educational institutions, Tamil Nadu government clarified on Thursday.

“Such certificates are issued with the rider as per the memorandum of the central government,” Tamil Nadu advocate-general Vijay Narayan told Madras high court on Thursday.

He made the clarification in view of a direction issued by a division bench of Justice M M Sundresh and Justice R Hemalatha as to why such a condition is imposed while issuing the certificate.

The issue pertains to a batch of pleas moved by various Brahmin and other forward caste (FC) associations challenging the state government’s circular instructing tahsildars to stop issuing the certificates.

During the course of hearing, the state submitted that the instruction was issued as the erstwhile commissioner of revenue administration decided to issue the certificates independently without consulting the government.

The government further added that the issue has been referred to a group of senior ministers to take a policy decision. On July 13, the government submitted that the state had consented to issue the certificates and that appropriate instructions had been given to the tahsildars.

Since the consent was accorded with a condition that such certificates can be used to access 10% reservation only in central government services and educational institutions, the petitioners opposed the proviso.

“As per the constitutional amendment brought in to provide EWS reservation even private institutions can decide to provide the quota at their discretion. Therefore, if the certificate is issued with such a condition it cannot be used to avail such reservation in private institutions,” advocate R Thirumalai, representing a petitioner, said.

வங்கி ஊழியர்களுக்கு 15 சதவீதம் ஊதிய உயர்வு வழங்குவதற்கான ஒப்பந்தம் ஏற்பட்டுள்ளது.

வங்கியில் பணிபுரியும் அதிகாரிகள், ஊழியர்கள் உள்ளிட்டவர்களுக்கு கடந்த 2017 நவம்பர் முதல் ஊதிய உயர்வு வழங்காமல் நிலுவையில் இருந்து வந்தது. இதையடுத்து, வங்கி ஊழியர்கள் சங்கம் சார்பில் பலமுறை பேச்சுவார்த்தைகள் நடைபெற்றன.வேலைநிறுத்தப் போராட்டங் களும் நடத்தப்பட்டன.

இந்நிலையில், ஊதிய உயர்வுதொடர்பாக உடன்பாடு ஏற்பட்டுள்ளது. இந்திய வங்கிகள் கூட்டமைப்பு, அதிகாரிகள் மற்றும் ஊழியர்கள் சங்கம் சார்பில் நடைபெற்ற பேச்சுவார்த்தையில் 15 சதவீதம் ஊதிய உயர்வு அளிக்க உடன்பாடு ஏற்பட்டுள்ளது. இந்த ஊதிய உயர்வு கடந்த 2017 நவம்பர் 1-ம் தேதி முதல் அமல்படுத்தப்படும் என தெரிவிக்கப்பட்டுள்ளது.

இந்த ஊதிய உயர்வு ஒப்பந்தம் காரணமாக, ரூ.7,898 கோடி கூடுதல் செலவாகும் என தெரிவிக்கப்பட்டுள்ளது. இந்த ஒப்பந்தம் 90 நாட்களுக்குள் செயல்படுத்தப்படும் எனவும் இந்திய வங்கிகள் கூட்டமைப்பு தெரிவித்துள் ளது.

கொள்ளைநோயின் பரவல் தமிழகத்தை முடக்கியிருக்கும் நிலையில், மருத்துவத் துறையின் செயல்பாடுகள் மட்டுமின்றி மருத்துவப் படிப்புகள் தொடர்பாக மாநில அரசு எடுக்கும் நடவடிக்கைகளும்கூட உன்னிப்பாகக் கவனிக்கப்பட்டுவருகின்றன. தமிழக வரலாற்றிலேயே இதுவரை இல்லாத அளவுக்கு ஒரே ஆண்டில் 11 மருத்துவக் கல்லூரிகளைத் தொடங்க அனுமதி கிடைத்திருக்கிறது. ஒவ்வொரு கல்லூரியிலும் மருத்துவப் படிப்புகளைத் தொடங்குவதற்குத் தலா ரூ.325 கோடியை ஒதுக்கியிருக்கிறார் தமிழக முதல்வர் பழனிசாமி. மாவட்டத்துக்கு ஒரு மருத்துவமனை என்ற முன்னாள் முதல்வர் ஜெயலலிதாவின் லட்சியம் நிறைவேறப் போகிறது என்ற தமிழக அரசின் பெருமிதம் ஏற்றுக்கொள்ளக்கூடியதே. புதிதாகத் தொடங்கப்படவுள்ள மருத்துவக் கல்லூரிகளால் தமிழகத்தில் தற்போதுள்ள 3,250 மருத்துவப் படிப்புகளுக்கான இடங்களுடன் மேலும் 1,650 இடங்கள் அதிகரிக்கப்பட உள்ளன.

தமிழக மாணவர்களின் மருத்துவப் படிப்புக் கனவுகளை நிறைவேற்றுவதில் தமிழக முதல்வர் அக்கறை கொண்டிருப்பதாகவே தெரிகிறது. கரோனா பரவலின் காரணமாக மாணவர்கள் தயாராக முடியாத சூழல் ஏற்பட்டுள்ளதால், நீட் தேர்வை இந்த ஆண்டு நடத்துவது சரியல்ல என்று பிரதமருக்கு அவர் கடிதம் எழுதியுள்ளார். அதே வேகத்தில், அரசுப் பள்ளிகளில் படித்த மாணவர்களுக்கு மருத்துவப் படிப்புகளில் 7.5% உள் இடஒதுக்கீடு கொடுப்பதற்கு அவசரச் சட்டத்தை இயற்றவும் தமிழக அமைச்சரவையைக் கூட்டி முடிவெடுத்துள்ளார். இது பெற்றோர்களாலும் மாணவர்களாலும் வரவேற்கப்படும் அதே வேளையில், இந்த உள் இடஒதுக்கீடு எவ்வகையிலும் போதுமானது அல்ல; இன்னும் அதிகரிக்கப்பட வேண்டும் என்று கோரிக்கைகளும் எழுந்துள்ளன.

அதே நேரத்தில், இது குறித்து மருத்துவர்கள் முன்வைத்துவரும் கருத்துகள் அரசின் அறிவிப்புகளை கேள்விக்குட்படுத்தும் வகையில் அமைந்துள்ளன. கிராமப்புறங்களில் உள்ள ஏழை எளிய மக்கள் மருத்துவப் படிப்புகளில் சேர வேண்டும் என்ற கவலைதான் தமிழக அரசின் இந்த நடவடிக்கைகளுக்கு உண்மையான காரணம் என்றால், மருத்துவப் படிப்பை முடித்து அரசு மருத்துவர்களாகப் பணியாற்றுபவர்களுக்கு இந்த அரசு ஊதியத்தை மிகக் குறைவாக நிர்ணயித்திருப்பது ஏன் என்ற கேள்வியை எழுப்புகிறார்கள். பணி அனுபவத்துக்கு ஏற்ப அரசு மருத்துவர்களுக்கு நியாயமான ஊதியத்தை உரிய காலகட்டத்தில் வழங்க முன்வராத அரசு, கிராமப்புற மாணவர்களுக்கு மருத்துவப் படிப்புக்கான வாய்ப்புகளை உருவாக்குகிறோம் என்பது முரணாகவே தோன்றுகிறது என்பது அவர்களது வாதம்.

நீட் பறித்த வாய்ப்பு

மருத்துவ மேற்படிப்புகளில் அரசு மருத்துவர்களுக்கான 50% இடஒதுக்கீட்டை மீண்டும் பெறுவதற்குத் தமிழக அரசு முயல வேண்டும் என்கிறார், அரசு மருத்துவர்கள் மற்றும் பட்ட மேற்படிப்பு மருத்துவர்கள் சங்கத்தின் மாநில நிர்வாகியான பெருமாள் பிள்ளை. ‘அரசு மருத்துவர்களுக்கு மட்டுமல்ல; தமிழ்நாட்டின் சுகாதாரக் கட்டமைப்புக்கே இது அவசியமான நடவடிக்கை. கிராமப்புறங்களில் அரசு ஆரம்ப சுகாதார நிலையங்களில் பணியாற்றிய அரசு மருத்துவர்களுக்கு நான்கு ஆண்டுகளுக்கு முன்புவரை மேற்படிப்புகளுக்கான வாய்ப்புகள் இருந்தன. தமிழ்நாட்டில் இன்று அனைத்து விதமான மருத்துவச் சிகிச்சைப் பிரிவுகளிலும் அரசு மருத்துவர்கள் போதிய அளவில் இருக்கிறார்கள் என்பது, மேற்படிப்புகளில் அரசு மருத்துவர்களுக்கான 50% இடஒதுக்கீடு இருந்ததால்தான். மருத்துவ மேற்படிப்புகளுக்குக் கொண்டுவரப்பட்ட நீட் தேர்வு அந்த வாய்ப்புகளைப் பறித்துவிட்டது’ என்கிறார் பெருமாள் பிள்ளை. மருத்துவ மேற்படிப்புக்கான நீட் தேர்வுக்காக வீட்டிலிருந்து தயாராகும் ஒரு தனியார் மருத்துவருக்கும் எங்கோ ஒரு குக்கிராமத்தில் மருத்துவச் சேவையில் ஈடுபட்டிருக்கும் அரசு மருத்துவருக்கும் இடையிலான போட்டி எப்படிச் சமமானதாக இருக்க முடியும் என்பதுதான், அரசு மருத்துவர்கள் முன்வைக்கும் முக்கியமான கேள்வி. இரவும் பகலும் மருத்துவப் பணியில் தொடர்ந்து ஈடுபட்டிருப்பவர்கள், எப்படித் தேர்வுக்கென்று தனியாகத் தயாரிப்பில் ஈடுபட முடியும்? இந்தக் கேள்வி அவ்வளவு எளிதில் புறக்கணித்துவிடக்கூடியதல்ல.

இன்றைய கொள்ளைநோய்க் காலகட்டத்தில் அரசு மருத்துவமனைகளின் வலுவான உள்கட்டமைப்பே நோய்ப்பரவலைக் கட்டுக்குள் வைத்திருக்கிறது. ஏறக்குறைய 18,000 அரசு மருத்துவர்கள் இந்தப் பணியில் முன்னணியில் இருக்கிறார்கள். அரசு மருத்துவர்களின் சேவை என்பது கரோனா காலத்தில் மட்டுமில்லை; இதற்கு முன் சுனாமி, புயல், வெள்ளம் போன்ற பேரிடர்க் காலங்களிலும் நிவாரணப் பணிகளில் அரசு மருத்துவர்கள்தான் முன்னணியில் நின்றிருக்கிறார்கள்.

சவால் நிறைந்த பணி

அரசிதழ்ப் பதிவுபெற்ற அலுவலர்களில் கிராமங்களில் பணியாற்றுபவர்கள் மருத்துவர்கள் மட்டுமே. பல மருத்துவர்கள் போக்குவரத்து வசதியற்ற இடங்களில் பணிபுரிகிறார்கள். சவால் நிறைந்த அந்தச் சேவையை விரும்பிச் செய்கிறார்கள் என்பதும் முக்கியமானது. கடந்த சில மாதங்களுக்கு முன்பு நீலகிரி மாவட்டத்தில் மலைவாழ் மக்களுக்கான மருத்துவச் சேவையில் ஈடுபட்டிருந்த மருத்துவர் ஜெயமோகன் வைரஸ் தொற்றுக்குப் பலியானது நினைவிருக்கலாம். பன்னிரண்டாம் வகுப்பில் மாநிலத்திலேயே மூன்றாவது இடம் பெற்றவர் அவர். மருத்துவப் படிப்பை முடித்துவிட்டு மலைவாழ் மக்களுக்குச் சேவை செய்ய வேண்டும் என்ற விருப்பத்தோடு மலைக் கிராமங்களுக்குச் சென்றவர். அரசு மருத்துவர்கள் பலரும் மேற்கொண்டுவரும் கிராமப்புறச் சேவைக்கு மருத்துவர் ஜெயமோகன் ஓர் உதாரணம்.

நீலகிரியில் கடந்த சில நாட்களுக்கு முன்புதான் அரசு மருத்துவக் கல்லூரிக்கு அடிக்கல் நாட்டியிருக்கிறார் தமிழக முதல்வர். மற்ற மாநிலங்களைவிடத் தமிழகத்தில் மட்டுமே அதிக மருத்துவக் கல்லூரிகளைத் தொடங்குவதற்கான வாய்ப்பு இருக்கிறது என்பதையும் இங்கு கவனத்தில் கொள்ள வேண்டும். தமிழகத்தில் மட்டும்தான் மருத்துவக் கல்லூரிப் பேராசிரியர்களுக்கான தகுதிபெற்ற மருத்துவர்கள் அதிகளவில் இருக்கிறார்கள். ஐந்தரை ஆண்டு மருத்துவப் படிப்பை முடித்துவிட்டு, கிராமப்புறப் பணிகளுக்குச் செல்லும் மருத்துவர்கள் மூன்றாண்டு கால மேற்படிப்பு, மீண்டும் அரசுப் பணி, அதற்குப் பின் மூன்றாண்டு சிறப்பு மருத்துவர் படிப்பு என்று மேற்படிப்புகளும் பணியனுபவமும் கொண்டவர்களாக இருக்கிறார்கள். அரசு மருத்துவர்களுக்கான 50% இடஒதுக்கீட்டின் பலன் இது. அந்த வாய்ப்பை தமிழக அரசு விட்டுக்கொடுக்கக் கூடாது.
