MHRD Prepares Performance Grading Index For First Time

A first-ever nationwide performance index for school education has placed Tamil Nadu at 17th position in learning outcomes, while putting it at 4 with regard to infrastructure and facilities and among the top 5 in the governance process.

The marginal difference among scheduled caste (SC) students and those in the general category in rural and urban areas has secured Tamil Nadu the top position in the domain of equity.

In the 70-indicator performance grading index (PGI) prepared by the Union ministry of human resource development (MHRD) for the 29 states for 2017-18, the total weightage is 1,000 points with each of the 70 indicators assigned 10-20 points.

Kerala and Gujarat got Grade I (801-850 points), Tamil Nadu, Haryana, Punjab and Rajasthan managed Grade II (751-800), while Arunachal Pradesh, Meghalaya and Nagaland were in Grade VI, the lowest. To assess learning outcomes, the MHRD used data from the latest round of national achievement survey for Classes III, V and VIII in which students of both government and private schools took part.

Tamil Nadu’s performance has surprised many. “So far, educational officials have been focusing only on enrolment, infrastructure and facilities. Only in recent years has the focus shifted towards learning outcomes,” said B Oliver, state head, Pratham Education Foundation, Tamil Nadu.

“The school education department needs to approach primary education differently. Instead of focusing on grade-specific common learning goals, it should give individual attention to students based on learning outcomes,” he added.

Others said teacher shortage was a major problem. “Most government schools at the primary level just have two teachers. The department should ensure one teacher per class to improve learning outcomes,” said V Vasanthidevi, former vice-chancellor of Manonmaniam Sundaranar University.

Vasanthidevi said it was surprising to see the state among the top 5 in terms of infrastructure and facilities. “Most of the toilets do not have water in schools.”

The information on indicators is drawn from the Unified District Information System for Education, National Achievement Survey of NCERT, Mid Day Meal website and Public Financial Management System (PFMS) and information uploaded by the states on Shagun portal of the MHRD’s department of school education and literacy.
