Kasturi Mahalingam, who was allotted Ernakulam to take NEET, scored low marks because of the resultant pressure. His father died following a cardiac arrest, his mother, Bharathi Mahadevi, said. He could muster just 84 marks in the exam.

Krishnasamy Srinivasan of Thiruthuraipoondi in Tiruvarur district, who accompanied his son Kasturi to the exam centre, died following a cardiac arrest in Kochi.

The boy was allotted a centre in Ernakulam and he and his father had to rush to the exam centre under extreme pressure, Ms. Bharathi Mahadevi said.

“Now, it is up to the State government to do something to help my son become a doctor and realise the dream of his father,” she said. Kasturi Mahalingam had secured 825 out of 1,200 marks in the Plus Two exams.

Family seeks government’s help to bring back his body

When K. Karuppaiah (52) left for Saudi Arabia nine-and-a-half years ago, looking for greener pastures, he would have least imagined that he would never return home.

Karuppaiah of Moopanvalasai went to Saudi Arabia in 2009, leaving behind his wife, a semi-literate, and two sons, both school dropouts, after he was promised gardening work for a lucrative monthly salary.

On landing at the desert country, however, he found there was no garden. He was forced to herd sheep in a desert, far away from the town. Soon, Karuppaiah, an illiterate, became a shepherd, and a tent in a desert became his residence.

Whenever he wanted to return home, the owner, an Arab, would hold back his passport, intimidate him and issue threats. The poor man could not come home when his two sons got married a few years ago and when his brother K Arumugam died two years ago.

The only solace for the family was that he could be contacted over phone. His wife K Panchavarnam (46) would re-charge her phone for Rs. 25 to talk to her husband, as Karuppaiah would have no balance in his phone. Before she completed her enquiry about his well-being, the money would be exhausted.

After discovering that the Arab never paid his brother, Arumugam, who was working in Saudi Arabia, contacted him through his Arab owner and got his brother’s salary credited into his bank account. He was helping the family till he was in Saudi Arabia. The salary stopped coming after he returned home a couple of years ago and died, his son A Muniasamy said.

As the family members were trying to get him back home, a person from Kumbakonam working in Saudi Arabia, called them and informed them about Karuppaiah death. It appeared that the Arab owner found him dead on May 25 after Karuppaiah failed to respond to phone calls for two days, said Muniasamy.

He said he spoke to the Arab, who confirmed the death.

Panchavarnam, accompanied by her sons and family members, visited the collectorate here on Monday and requested Collector S. Natarajan to help her to bring back her husband’s body.

Muniasamy said the Arab, when contacted, assured them that he would clear the five-year salary backlog and send the body after Ramzan. However, he did not respond to phone calls now, he said.

Mr. Natarajan assured the distraught family to do the needful.

MBBS/BDS rank list expected by June-end

With the results of the National Eligibility-cum-Entrance Test (NEET) announced on Monday, the expected date of publication of the MBBS/BDS rank list is June 28.

The sale of applications will commence on June 11. They will be issued till 5 p.m. on June 18.

Filled-in applications should be submitted by 5 p.m. on June 19. Filled-in application forms along with enclosures should be sent to The Secretary, Selection Committee, No. 162, Periyar E.V.R. High Road, Kilpauk, Chennai-600 010, according to a release. The first phase of counselling will be held from July 1 to 5, while the second will be held from July 22 to 24.

Counselling dates could thereforechange depending on the all India counselling.

Rise in pass percentage could see competition intensify

A marginal increase in the pass percentage in the National Eligibility-cum-Entrance Test (NEET) in the State could see cut-offs rise as there has been no increase in the number of MBBS and BDS seats.

Of the 1,14,602 candidates who took the test, 45,336 have qualified, a 39.55% success rate. Last year, it was 38.84%. There is also a marginal increase in the number of students who took the test in Tamil. This year, the pass percentage is 1.89% compared to last year’s 1.33%.

The 50th percentile qualifying criterion includes the mark range of 691-119; for OBC, SC and ST categories it is 118-96 marks; for the physically handicapped in the general category it is 118-107; for OBC, SC, and STs in the same category it is 106-96 marks. From this year on, NEET scores will be used for admission to Ayush programmes besides MBBS and BDS. The Veterinary Council of India will also use the scores for admission of students to 15% of the 400 seats in the State under its purview.

Cut - off scores

The increase in the pass percentage will also push up competition for Engineering seats. This year 1.59 lakh students have applied for engineering courses. Last year, only 1.40 lakh applied.

Last year, in the State merit list, the general category topper had scored 646 and the last candidate to be admitted had scored 388. In the BC category, the merit list began with a score of 656 and the last candidate to be admitted had scored 326 marks. An MBC candidate with 634 marks was the topper in the merit list and the last candidate in this category to be admitted had scored 270 marks. In the SC category, it was 583 for the topper and 426 for the last candidate to be admitted, while in the ST category the first candidate to be admitted had 317 marks and the last candidate 200 marks.

“Somebody who scored 595 last year was in the 98 percentile but this time a student who secured 625 marks is in the 99.95 percentile. This means the competition is tougher this year. As far as the State’s performance goes, only 40% of the students from the State are in the 50% percentile bracket, pointing to lack of preparedness of students. The results show that preparation on fundamentals is key. The new syllabus with its focus on this will see students doing better in the coming years. The competition will get tougher in the coming years. Even a .001 percentile will make a difference when it comes to seats in government medical colleges,” said Archana Ram, director, SMART Learning Centre.

SC agrees to hear plea for scrapping of upper age limit for NEET

On a day NEET results were announced, the Supreme Court issued notice to the Centre, CBSE and Medical Council of India on a plea challenging the fixing of upper age limit to appear in the test for admission to medical courses in the country.

Agreeing to hear a batch of petitions filed by candidates who had appeared for National Eligibility-cum-Entrance Test (NEET) this year and sought scrapping of the age limit, a vacation bench of Justice A K Goel and Justice Ashok Bhushan on Monday sought response from the Centre, CBSE and MCI.

CBSE had fixed upper age limit of 25 years for general category and 30 years for reserved category students to appear in NEET this year. It was challenged in the Delhi high court which had in February directed the Board to allow the students to provisionally appear in the exam. The test was held on May 6.

The Delhi high court, however, on May 11upheld CBSE’s decision on fixing the upper age limit for medical aspirants though it struck down a clause in the notification that barred students from open schools or those who had studied privately from appearing in the test.

The bench, at the outset, expressed reservations in entertaining the petitions saying it was a policy matter but it agreed to examine the issue after the petitioners contended that there had been no application of mind by CBSE and MCI in framing the policy. The court fixed the next hearing for July10.

Challenging the HC decision, senior advocate Amrendra Sharana and lawyer Amit Kumar, appearing for the aggrieved candidates, told the bench that the policy is arbitrary and restrictive in nature and should be quashed. They contended that age restriction was not there for appearing for entrance examinations of other medical colleges like All India Institute of Medical Sciences (AIIMS) and Jawaharlal Institute of Postgraduate Medical Education and Research (JIPMER).

“In almost all developed countries such as USA, Canada, UK and most of European Union, Australia etc there is no upper-age limit for studying medicine if the student is otherwise competent to undertake the course. Therefore, there is no rationale behind the decision of as to why a candidate above the age of 25 years is not competent to take medicine courses in India. Similarly, there is no upperage limit for pursuing engineering and law courses and the reputed IITs and NLUs have not provided for any upper-age limit for admission,” the petition said.

As NEET cut-offs drop, 17% enough to join MBBS

The results of National Eligibility-cum-Entrance Test (NEET) results for MBBS admissions for 2018 announced on Monday showed even lower cut offs than last year. The cut-off for the unreserved category is down from 131 out of 720 marks last year to 119 this year, while the one for the reserved categories has dropped by a similar margin from 107 to 96. Over 7 lakh students from the 13 lakh plus who appeared for the exam have qualified to join medical college.

A lower eligibility cut-off for NEET would mean that students with even lower percentage of marks will be eligible to get admission for MBBS. In case you thought just being eligible would not allow those with poor scores to get admission, here’s what happened last year. Over 4,300 students who scored 180 or less in NEET actually got admission to MBBS. The overwhelming majority of them in private colleges, where high fees make it difficult for those with meagre means to join even if they have the marks.

A score of 180 out of 720 is the minimum mark a student would get if they got 40% of the answers right even if they got all the rest wrong with the negative marking scheme in place in NEET. Of course, 40% is the pass percentage in most exams. In terms of percentage, 180 out of 720 is a mere 25%. But going by the percentile system of NEET, 180 in 2017 meant the student was within the 64th percentile, well above the 50th percentile cut-off for the unreserved category.

Last year, 11,114 students who scored 270 or less out of 720 got admission into medical colleges, once again mostly in private colleges. If a student got half the answers right, he could not have got less than 270. Before NEET, the minimum eligibility criteria for MBBS admission was 50% through various entrance exams though the quality of some of the exams conducted by colleges themselves was dubious. By the percentile system, last year, a student scoring 270 was within the 80th percentile.

A person who scored 119 in this year’s NEET could at best have got 33% of the answers right. Under the NEET scheme, there are 180 questions – 45 each in physics and chemistry and 90 in biology – and every correct answer gets four marks while a wrong one gets one negative mark. Thus, a person who got 60 of the answers right would get 240 positive marks and even if he or she got all the 120 other answers wrong, the least they would score would be 120 out of 720. By a similar logic, someone who scored 96 could at best have got 55 of the 180 answers right.

Incidentally, because there are no cut-offs specified for individual subjects within NEET, there were several cases last year of people who qualified and got admission into medical colleges with scores of zero or even negative marks in chemistry or physics. With the cut-offs dropping further this year in terms of percentage marks (though remaining the same in percentile terms), chances are we will see a repeat or worse this year.

: Kalpana Kumari of Sheohar in Bihar has topped the National Eligibility-cum-Entrance Test (NEET) 2018, the results of which were declared on Monday.

The exam was conducted by the Central Board of Secondary Education (CBSE) on May 6 for admission to MBBS and BDS courses in colleges run with the approval of the Medical Council of India and the Dental Council of India.Out of 720, Kalpana scored 691, including perfect 360 in biology (botany and zoology), 171/180 in physics and 160/180 in chemistry. She secured a percentile score of 99.99 and was the only candidate from Bihar among the top 50 scorers in the country.

The 17-year-old girl wrote this year’s Class XII exam, conducted by the Bihar School Examination Board (BSEB), from YKJM College at Sheohar and her results are likely to be declared on June 6. She had completed her matriculation (Class X) from Navodaya Vidyalaya with a CGPA of 10 in 2016.Sharing her happiness, Kalpana told this newspaper over the phone from Delhi that it was like a dream come true. “I worked hard and studied 13 hours a day for my Class XII and NEET exams. I didn’t expect that I would be the topper. I also appeared for the AIIMS MBBS entrance exam and am waiting for the results. If I don’t qualify in that exam, I want to take admission in Maulana Azad Medical College on my NEET score,” she said.

“I have still not considered the specialty I want to pursue after my MBBS,” Kalpana said, adding, “I’m also expecting good marks in the Class XII exams.”Kalpana’s father, Rakesh Mishra (a lecturer at the District Institute of Education and Training, Sitamarhi), and mother Mamta Kumari (a teacher at Sheohar Government School), were elated. “I knew she would qualify in the exam, but she has proved her mettle by grabbing the top rank. After her Class XII exam, she had moved to Delhi to prepare for the medical exam. We both are proud of her. She will decide her career,” Mishra told this newspaper over the phone on Monday.

Kalpana’s elder sister, Bharti Kumari, has completed her engineering from the National Institute of Technology, Patna, and her elder brother, Pranay Pratap, is a BTech fourth-year student at IIT, Guwahati.

67 inmates to be released from Puzhal prison today

The state government on Monday ordered the release of 67 male prisoners from the Puzhal prison in Chennai, in the wake of former chief minister MGR’s birth centenary to be celebrated soon.

Of the total 1,753 prisoners shortlisted for premature release from various state prisons, the first batch of prisoners will step out from behind bars on Tuesday.

Monday’s announcement has brought in much cheer with the families of the 67 inmates planning a gala homecoming for their beloved.

The rest of the 1,753 are to be released in separate batches.

Those assured premature release in the February notification of the government are life convicts who have completed 10 years in prison as on February 25 this year. However, their release was delayed by about three months as the processing by the governor’s office took time.

Earlier, governor Banwarilal Purohit had rejected a single government order sent by the state home department for the release of the whole lot of shortlisted convicts and insisted on a separate government release order for each prisoner, citing the Epuru Sudhakar versus government of Andhra Pradesh order dated October 11, 2006 issued by bench Justice Arijit Pasayat.

Accordingly, the state government will send in individual requests to the governor’s office for the premature release.

Talking about the release of the remaining 1,686 inmates, an official from the home department said, “They will be released in separate batches from the respective prisons. Most of the convicted prisoners are detained in the nine central prisons in the state.”

As for the 67, the prison authorities have intimated their families of their early release via calls and fax. Part of the 750 convicted inmates in Puzhal prison-1, the 67 who are to get a taste of freedom today were bid farewell by the remaining inmates on Monday.

Those freed will have to sign 3-yr bond

Chennai: The prisoners released from the Puzhal prison on Tuesday will have to sign a bond before the respective prison superintendent.

As per the prison advisory board manual, the prisoner should sign a bond, valid for three years from the date of premature release, that he/she would not engage in any illegal activity. If the prisoner violates the bond and commits any crime, the prison probation officers can cancel the premature release any time and put them back in prison. The probation officer will be informed of each prisoner’s place of residence and will keep a tab on their activities.

Earlier, Madurai-based politician S R Gopi’s brother S R Maruthu, who was arrested in connection with the murder of communist party worker Leelavathi, was readmitted in prison in 2010 as he was found violating laws, after gaining premature release in 2008. TNN

AC Shanmugam honoured with FRCPS

AC Shanmugam, founder-chancellor of Dr MGR Educational and Research Institute University and chairman of Rajarajeswari Group of Institution, has been conferred honorary fellowship (FRCPS) by the Royal College of Physicians and surgeries of Glasgow, the United Kingdom.

Usually accorded to only medical professionals and scientists, FRCPS is awarded nonmedical persons only on rare occasions, said a press statement, adding: “In the 400 year old history of the Royal College of Physicians and Surgeoris of Glasgow very few non-medical persons have been considered for fellowship. So far only 13 have received the honour in this category.” Shanmugam is only the second India to receive the honour, the first being the late President of India KR Narayanan, it said. His name was recommended for the honour first time in 2012.

With More Candidates Qualifying And State Quota Reducing Seats, Benefits Of A Low Cut-Off Have Been Negated, Say Experts

The overall NEET 2018 cutoff may be down from 131 in 2017 to 119 this year, but that doesn’t mean a seat of your choice is guaranteed. With an increase of 1.3 lakh qualifiers across the country this year (12,766 in Tamil Nadu), lower cut-off and reduction of seats in the state quota, the competition has become tougher. The cut-off for reserved categories too has come down to 96 this year compared to last year’s 107.

The fact that the physics and chemistry sections were tougher compared to last year could have led to the lowering of the overall cut-off, said Sourav Mondal, centre head, Coimbatore FIITJEE.

Students in the state, however, seem to have fared better with an increase in the pass percentage by 0.72%. In Tamil Nadu, the number of registrations as well as qualifiers went up this year — 45,336 candidates qualified against 32, 570 last year.

“From the feedback we received, a lot of students have performed well and especially those in reserved categories have secured good marks. The cut-off for Tamil Nadu medical admissions, however, is only expected to rise,” said educationist Jayaprakash Gandhi.

With more number of candidates qualifying, benefits that might have accrued due to fall in qualifying mark (cut-off) across all categories might be negated, said experts.

“This fall has not necessarily brought cheer to students this year because of a spurt in the number of NEET-qualified candidates by more than 1.03 lakh students,” said N Balamurugan, a medical education consultant with Click&Pro. Pointing out that the CBSE was yet to release the marks across different mark range in the state, he said that an average of about a dozen students would be competing for an MBBS seat across the country.

An estimated 61,390 MBBS seats are available in the 476 medical colleges and deemed universities in the state, Balamurugan said, adding that “medical seat-student ratio is 1:11.6 which is quite tough.” The total number of seats in the 22 government medical colleges is 2,900. From this, 15% will go to the all-India pool and the rest is for state students, said G Selvaraj, secretary, Tamil Nadu Medical Selection Committee.

In terms of the number of qualifiers, Tamil Nadu stands sixth among states after Uttar Pradesh, Kerala, Maharashtra, Rajasthan and Karnataka. The number of students who wrote the paper in Tamil this year was 24,720. However, following the test complaints of errors in the Tamil version of the paper were raised by a section of candidates.

‘Always wanted to be a doctor’

Chennai girl Keerthana K, who scored 676 out of 720 and secured an all-India rank of 12, is the only candidate from Tamil Nadu to break into the top-50.

Hailing from a family of doctors, Keerthana said she had always dreamed of becoming a doctor as she had seen her parents save lives. But for her, the score was unexpected.

“I always wanted to take up AIPMT and prepared myself from middle school. I had no fixed time schedule. I would take concepts and aimed at studying them. Pursuing medicine had been my only aim and I am very glad that I am able to make it happen,” she said.

Keerthana said she had found this year’s NEET exam harder than last year. “Physics was calculative and lengthy but chemistry was simpler. However, if the students were strong with the fundamentals they would’ve found it easier. Students from CBSE may have found biology easier as a lot of questions were from NCERT,” she said.

A student of PSBB School, Keerthana said that she did not feel stressed about the board or NEET exams and credited her school for not adding extra pressure.

“I could give my full attention to study and prepare for NEET. I had taken up a lot of coaching for the exam and at times when I felt a little stressed out, my parents motivated me,” she said.

Keerthana, for whom Madras Medical College is one of the preferred choices, said she was waiting for the AIIMS and JIPMER results and based on that she would decide on her college. 

Eligibility score to secure govt quota seats may increase

Contrary to the national trend, minimum eligibility score required for admissions into government quota seats in Tamil Nadu medical colleges might increase by 10 marks or more compared to the previous year, said educationists.

Last year, 384 was declared the minimum eligible NEET score for general category candidates to secure a seat in a government medical college.

Also, 295, 235, 191 and 161 were set as scores for candidates from backward caste, most backward caste, scheduled caste and scheduled tribe.

“A score of 390 or more will definitely be the cutoff for general candidates in government colleges this year. For others, the required score will be at least 10 marks more than the 2016 scores,” said educational consultant Moorthy Selvakumaran.

He attributed this increase in scores to the 36% percent increase in enrolment, 12,000 more candidates having cleared the exam and better ranks secured by candidates.

For example, 1,883 students had been trained at a private coaching centre which has branches across Tamil Nadu. Of them, 1,131 (60%) scored above 300.

Another indication that Tamil Nadu students have performed better is that the state topper managed an all-India rank of 12 against last year’s rank of 260.

Not only government quota seats, even management quota seats (50% in non-minority and 65% in private institutions) would be filled by the government based on merit through single-window counselling.

As far as the 15% all-India quota seats in government colleges are concerned, experts stand divided on whether Tamil Nadu students stand a better chance compared to those from other states.

While a section said that more number of students from TN would get admissions under this quota compared to the previous one, others said it was unlikely since TN was still low in the national level ranking.

In terms of overall qualifying percentage, southern states of Kerala, Andhra Pradesh, Telangana and Karanataka have managed to find a spot in the top 10. Tamil Nadu stands third last in the list.

Therefore, securing an admission under the 15% all-India quota or management quota in private medical colleges in other states is going to be tough for TN students, said G R Ravindranath from Doctors Association for Social Equality.

Get 20 litres of purified water at just ₹7 from vending centres

: With the demand for purified drinking water packaged by private players soaring, the state government on Monday announced a plan to supply water through RO/ UV purifiers at “automatic vending centres” in every ward of urban local bodies in the state. Each of the 4,352 wards in the urban local bodies, including 11 corporations and 124 town panchayats, will get to see the public-privatepartnership model taking shape in three months.

The government last year undertook pilot projects in Maraimalai Nagar and Chengalpet municipalities, where plants with a capacity of 8,000 litres each has been quenching the thirst of local people at a price of ₹7 for 20 litres.

‘Supply is good and we keep vending centre open for eight hours’

The residents had been given smart cards which can be recharged for a minimum of ₹50 and a maximum of ₹250. “Purified water will come at a nominal rate. The centres will be set up in a phased manner,” municipal administration and water supply minister S P Velumani told the assembly.

Municipal administration commissioner G Prakash said the facility had become very popular. “The local bodies offer space and source of water. The NGO takes care of capital expenditure, besides operation and maintenance. We will soon come up with expression of interest for private players to join hands as part of their corporate social responsibility,” he said. The plan is to soon get industrial bodies like CII and FICCI to enlarge the scope of the scheme and get all the wards covered in three years. The CMA has already begun identification of wards in the local bodies.

In Maraimalai Nagar, some 500 households are availing themselves of the facility being run on a pilot basis. Says municipal commissioner Mariselvi Prabhu, “The source of supply is a well and we keep the vending centre open for eight hours. It is a big ‘no’ for commercial use. We have registered those with government family cards and Aadhar cards.” Prakash said corporates will be satisfied if their CSR initiatives get translated into good assets and continuously serve the public by supplying purified water. The plan is that local bodies will float expression of interest on their own shortly. The results on Monday showed the cut-off for medical college admissions dropped to 119 (out of 720) from 131last year.

Chennai girl Keerthana K, who scored 676 out of 720, secured an all-India rank of 12. Kalpana Kumari from Bihar topped the national test, scoring 691.

NEET is a single entrance test for admissions to more than 66,000 MBBS and BDS seats across the country. This was the last NEET conducted by CBSE; from next year, the National Testing Agency will hold the exam.

As many as 7,14,298 students cleared the test this year, up from 6,11,739 in 2017. This means more than one lakh more candidates will have a chance of getting an MBBS seat this year. Uttar Pradesh has the highest number of students who qualified (76,778), followed by Kerala with 72,682 and Maharashtra with 70,184. Tamil Nadu stood sixth among 37 states and Union territories with 45,336 students getting qualified. 



Villupuram girl fails in NEET, ends life

A few hours after the NEET results were announced, an MBBS-aspirant in Villupuram district who failed to clear the exam ended her life. Reports said Pratheepa of Peruvallur had scored 1,125 marks in Class XII. Actor Rajinikanth expressed shock at the death and said everyone should come together to put an end to such incidents.

Students had alleged there were 14 errors in answer keys

There was a significant increase of 16.5 percentage points in the number of candidates who registered for the test, with a majority of the aspirants (56%) being girls.

Just as in the previous editions, this year’s exam too was dogged with controversies, be it inconsistencies in translation of the question papers in regional languages or alleged errors in answer keys and mission question papers.

The exam was conducted in 13 languages and complaints were received from many states. West Bengal CM Mamata Banerjee wrote to Union HRD minister Prakash Javadekar alleging “gross irregularities” in the NEET-UG 2018. She said students were not provided question papers in their language on time.

“Many were given photocopies of question papers which bore the same candidate code for multiple students, and in many cases, the photocopies of questions were illegible. It is also reported that many students were forced to write answers using English or Hindi question papers,” Banerjee said.

The Calcutta high court on May 30, 2018, asked the NEET authorities to reserve a seat for an examinee till a regular bench decides her petition challenging the error-ridden Bengali question paper. Apala Debnath had moved the HC alleging that the Bengali version of the NEET paper had 180 mistakes, though the English version had none.

Students also moved the Madras high court alleging that a uniform question paper was not given and that there was a vast difference between the one in English and Tamil. There were 14 errors in the answer keys as well, they alleged.

CBSE has provided all India rank to the candidates. Now admitting authorities will draw merit lists based on the all India rank for MBBS/BDS seats in their jurisdiction.

Besides, the 'Income Tax Informants Reward Scheme' has also been amended under which a person can get reward up to Rs 50 lakh for giving specific information about substantial evasion of tax on income or assets in India, which are actionable under the Income-tax Act, 1961.

The CBDT on Friday announced Benami Transactions Informants Reward Scheme, 2018, under which any person, including foreigners, can inform Joint or Additional Commissioners about benami transactions and properties which can be tried under the Benami Transactions (Prohibition) Amendment Act, 2016.

This reward scheme is aimed at encouraging people to give information about benami transactions and properties as well as income earned on such properties by such hidden investors and beneficial owners, the Central Board of Direct Taxes (CBDT) said.

"Under the Benami Transactions Informants Reward Scheme, 2018, a person can get reward up to Rs one crore for giving specific information in prescribed manner to the Joint or Additional Commissioners of Benami Prohibition Units (BPUs) in Investigation Directorates of Income Tax Department about benami transactions and properties as well as proceeds from such properties which are actionable under Benami Property Transactions Act, 1988, as amended by Benami Transactions (Prohibition) Amendment Act, 2016," it said.

The tax department also assured full confidentiality of the informer for all the reward schemes saying that the identity of the persons giving information will not be disclosed.

With regard to information shared with the I-T authorities about any undisclosed black money held overseas under the Black Money (Undisclosed Foreign Income and Assets) and Imposition of Tax Act, 2015, an informer could earn a reward up to Rs 5 crore.

The reward amount for information under the Foreign Black money Act has been kept high at Rs 5 crore to make it "attractive to potential sources" in foreign countries, the I-T department said.

"Under this Scheme, a person can get reward for giving specific information in prescribed manner about substantial tax evasion on income and assets abroad which are actionable under Black Money (Undisclosed Foreign Income and Assets) and Imposition of Tax Act, 2015," it added.

In a statement, the tax department said that it was found in many cases that black money was invested in properties in the name of others, even though benefits were enjoyed by the investor concealing his beneficial ownership in his tax returns.

The government had earlier amended Benami Property Transactions Act, 1988, by Benami Transactions (Prohibition) Amendment Act, 2016 to make the law stronger.

With the objective of obtaining people's participation in the Income Tax Department's efforts to unearth black money and to reduce tax evasion, a new reward scheme titled “Benami Transactions Informants Reward Scheme, 2018” has been issued by the Income Tax Department.

ஒரு இடத்தில் இருந்து இன்னொரு இடத்துக்குப் பொருள்களைக் கொண்டு சேர்ப்பதற்கு அந்தப் பொருளின் மதிப்பு அதற்கான வரி என அனைத்தையும் சேர்த்து way bill என்ற ஒன்று தயாரிக்கப்படுகிறது. இந்த waybill இல்லையென்றால் அந்தப் பொருள் அதிகாரபூர்வமாகக் கொண்டு செல்லப்படவில்லை என்று அர்த்தம். கடத்தல் பொருள் என்றுகூட வைத்துக்கொள்ளலாம். ஜிஎஸ்டி வந்த பிறகு இந்த waybill முறை ewaybill முறைக்கு மாற்றப்பட்டுவிட்டது. கொண்டு செல்லும் பொருள் எவ்வளவு, அதன் மதிப்பு, எந்த வழியாகக் கொண்டுசெல்லப்படுகிறது என்பது போன்ற விஷயங்களை இணையத்தில் பதிவேற்றிவிட்டால் போதும். ஒவ்வொரு மாநிலமும் இந்த முறையை ஏற்றுக்கொண்ட நிலையில் கடைசியாக தமிழகமும் இந்த முறைக்கு வந்துவிட்டது.



தமிழகம் உட்பட நான்கு மாநிலங்கள் நேற்று இந்த Ewaybill முறையை அமலுக்குக் கொண்டுவந்துள்ளது. தற்போது இந்தியாவில் அனைத்து மாநிலங்களும் இந்த முறையைக் கொண்டுவந்துவிட்டன. ஜூன் 3 முதல் இந்தியாவில் 1 லட்ச ரூபாய்க்கு அதிகமான மதிப்புள்ள பொருள்களை மாநிலம் விட்டு மாநிலம் ரயில், சாலை, கப்பல், விமானம் என எந்த வழியில் பொருள்களை ஏற்றிச்சென்றாலும் ewaybill தேவை.

இந்தப் புதிய முறையில், சாலைவழி போக்குவரத்தில் பொருள்களைக் கொண்டுசெல்வதற்கு, பொருள் ஏற்றுவதற்கு முன்கூட்டியே பில் தயாரித்துவிட வேண்டும். மற்ற வழிகளில் பொருள்கள் செல்லும்போது பொருள்களை ஏற்றிவிட்டு பிறகு பில்லைத் தயாரிக்கலாம். கடந்த ஏப்ரல் 1 முதல் பல மாநிலங்களில் இந்த முறை அமல்படுத்தப்பட்டு வந்துள்ளன. கர்நாடகா இதில் முதன்மை மாநிலம். இந்த முறையில் இதுவரை 6 கோடியே 30 லட்சம் ewaybill பதிவு செய்யப்பட்டுள்ளது.



சில லாரி உரிமையாளர் சங்கங்களிடம் கேட்டபோது, `லாரி உரிமையாளர்களுக்கும், ஓட்டுநர்களுக்கும் இந்தமுறை உண்மையில் சில வேலைகளையும் நேரத்தையும் குறைத்துள்ளது. முன்பெல்லாம் ஒவ்வொரு மாநிலத்துக்கு ஒரு ஃபார்ம் இருக்கும், 6 மணிக்கு முன்பாகவே அதற்கு அந்த மாநிலத்தில் ஒப்புதல் வாங்கிவிட வேண்டும். அடுத்தநாள் விடுமுறை என்றால் அவ்வளவுதான்... பொருள்களைக் கொண்டுபோகவே முடியாது. கர்நாடகாவுக்குப் போக ஒரு இரவு போதும். ஆனால், நாங்கள் 4 நாள்கள் காத்திருக்கும் நிலையெல்லாம் வந்துள்ளது. இப்போது எல்லாமே ewaybill என்ற ஒரே ஃபார்முக்குள் வந்துவிட்டது. கணினி மயமாகிவிட்டதால் எந்த நேரத்தில் வேண்டுமானாலும் இதைப் பதிவு செய்துகொள்ளலாம். பொருள்களை இறக்கும் முன்பு இந்தப் பில்லை எங்கு இறங்குகிறோமோ அந்த நிறுவனம் அப்ரூவ் செய்தால் போதும்’ என ஒரே கருத்தைப் பதிவுசெய்தார்கள்.

Government Hospital at Tambaram to get new block for neonatal care

The Tambaram Government Hospital had started a round the clock trauma centre that was awaiting development in terms of expansion and screening facilities after the announcement in July 2016 by state government.

Chennai: After the launch of preliminary services of the newly set up trauma care center at the Tambaram Taluk Government Hospital, the hospital is to get a new building for neonatal intensive care and advanced screening equipment.

The Tambaram Government Hospital had started a round the clock trauma centre that was awaiting development in terms of expansion and screening facilities after the announcement in July 2016 by state government. Hospital authorities were waiting for approval of the building plan. The preliminary level of the project in the old building offers facilities such as casualty care, anaesthetic, paediatric, emergency care center and other screening facilities. “Currently, there are around 1,000-1,500 outpatient admissions per day.

As we provide all check up facilities to pregnant women before and after childbirth, pregnancy cases are enrolled at the highest level. In order to provide better neo-natal services, a separate block was needed. Heart or cardiorespiratory monitor, blood pressure monitor, pulse oximeter, transcutaneous oxygen/carbon dioxide monitor, X-ray, ultrasound and CT will be available for neo-natal care at the unit,” said Dr M Inbavalli, chief medical officer at Tambaram Government Hospital.

The Tambaram GH also handles trauma patients from GET Road and Mudichur Road and other regular patients from Tambaram, Kundrathur, Pallavaram, Minambakkam, Padappai and Oragadam. “The new unit at the hospital is to have facilities and equipments including ultrasonogram and anaesthesia machine for traumatic care also. The hospital has also signed an MOU with a private lab to provide clinical services for emergency cases,” said Dr Inbavalli.

Hospital authorities said that the center also provides effective treatment for snake poisoning, and patients suffering from non-communicable diseases are also admitted in high numbers.

CHENNAI: The State government on Thursday announced pay hike for employees, hired on consolidated pay, of the Tamil Nadu State Marketing Corporation Limited (TASMAC).

The supervisors of the retail outlets will get a hike of Rs 750 per month while salesmen and assistant salesmen get a hike of Rs 600 and Rs 500 respectively. The hike will come into effect from September.

“As many as 7, 287 supervisors, 15,532 salesmen and 3,644 assistant salesmen will benefit from the hike.

An additional allocation of Rs 19.93 crore will be made for meeting the expenditure incurred through the hike,” P Thangamani, Minister for Electricity, Prohibition and Excise, announced in the Assembly after replying to the debate on the demand for grants to the department.

He noted that all 26,463 workers employed in retail outlets had been given regular pay hike every year since 2011. However, the employees have expressed disappointment over the hike.

According to Saravanan, general secretary of TASMAC Employees Union (CITU), Chennai district, the current hike was made without taking into consideration the demand made by the employees.

“We have been demanding that the assistant salesmen’s salary be fixed at Rs 18, 000 per month, which is the minimum wage fixed by the Union government, and accordingly the salary for supervisors and salesmen must be fixed. But we are given a paltry hike,” he rued.

As of now, the salary of a supervisor is Rs 9,500 while salesmen and assistant salesmen are paid Rs 7,500 and Rs 6,500 per month, he said.

The minister also announced that the amount paid through family welfare fund would be increased to Rs 3 lakh from Rs 1.50 lakh, for which an amount of Rs 60 per month will be deducted from the salary of the employees.

: The income tax department launched the Benami Transactions Informants Reward Scheme on Friday under which a person can get a reward of up to ₹1 crore for giving information to tax authorities about benami transactions and properties of Indians within the country.

A similar reward scheme for information about benami assets in foreign countries can earn a reward of up to ₹5 crore with even foreigners eligible for the reward. “With the objective of obtaining people’s participation in the I-T department’s efforts to unearth black money, a new reward scheme has been issued, superseding the earlier reward scheme,” a Central Board of Direct Taxes (CBDT) press release said.

“For information about income and assets actionable under the Black Money Act, a reward of up to ₹5 crore has been introduced in the new scheme,” the CBDT said. The amount has been kept high to make it attractive to potential sources in foreign countries,” the tax authority said.

The I-T department has also amended the existing “Income Tax Informants Reward Scheme” under which a person can get a reward of up to Rs 50 lakh for giving actionable information about evasion of tax on income or assets in India.

The I-T department is already empowered to investigate assets of Indians in foreign countries under the Black Money (Undisclosed Foreign Income and Assets) Act. Under the 2015 act, the department can recover tax on such undisclosed assets and impose penalty and launch prosecution.

TNPSC exam aspirants’ age limit raised

Unveiling reforms made in Tamil Nadu Public Service Commission recruitment norms under rule 110, chief minister Edappadi K Palaniswami said the age limit for appearing in Group 1,1-A and 1-B exams has been raised from 30 to 32 – on a par with Union Public Service Commission (UPSC) norms.

For candidates belonging to scheduled caste (SC), scheduled tribe (ST), backward class (BC), most backward class (MBC) and denotified communities (DNC), the upper age limit has been changed from 35 to 37, Palaniswami said in the assembly on Friday. The CM said the changes were introduced following repeated requests from various quarters.

This announcement comes against the backdrop of a police probe into TNPSC Group I officers’ recruitment scam. TNN

How docs saved man pierced by grille
1ft-Long Rod Was Inches From Man’s Heart, Aorta

At first look, it seemed like a man crouched on top of a compound wall. It took a second look for the passerby to realise the man wasn’t sitting. He was pinned to the iron grille.

Too scared to scream or move with the rods in his flesh, 29-year-old Vetrivel put his weight on his arms, which he rested on top of the wall. He bent his knees to stop his legs from pulling him down.

Vetrivel, a driver who stayed with his employer at Jayalakshmipuram in Nungambakkam, had returned late at night after watching a film on May 20. As the gates were locked, he scaled the compound wall and jumped on to the balcony on the first floor, where he stayed. As the doors there were shut too, he tried to leapfrog from the balcony out of the compound, landing on the grilles instead.

Half an hour later, a passerby noticed him hanging by his skin and alerted the police. “It was beyond us to extricate him,” said T Sundaramoorthy, Nungambakkam police inspector. “We we were running short of time.”

In 15 minutes, close to 1am, two firemen arrived with hydraulic cutters to cut the rods, leaving the pierced portion inside. It took more than 20 minutes to slice the metal. “We had to do it without moving Vetrivel. We knew a slight movement of the metal inside could be harmful,” said a rescue team member.

Immobilising an accident victim is a lesson that is taught in basic emergency medicine. This lesson is what saved Vetrivel’s life. He was rushed to the government general hospital in a prone position, with the 3ft metal grille. A CT scan revealed one rod of the grille – with a spike and hooks — lodged deep in his thoracic cavity. “The grille was less than an inch from his aorta and the heart,” said Dr A Sivaraman, chief of cardiothoracic department at the hospital. If the police and firemen tried to extricate Vetrivel, the grille could have torn through the aorta and heart. “He would have died on the spot,” said the doctor.

At 2.45am, Vetrivel was taken to the operating room where three doctors tried to dislodge the grille surgically. The rod had pierced just below Vetrivel’s seventh rib.

“We made an incision below the fifth rib at the back to feel how far the grille had gone,” said Dr K S Saravana Krishna Raja. The grille, around 3cm wide, had gone up his thoracic cavity, pierced his left lung and lay lodged just below the skin fat on the second rib. The doctors had to pull the grille out, while ensuring it didn’t nip the vital organs. The punctured lung required around seven stitches. The procedure took less than three hours.

The case was unlike anything the doctors had seen. “We have had patients being brought in with knives inside them, but this was unusual,” said Dr Sivaraman. Vetrivel, who was under observation for more than a week was discharged on Thursday.

SC refuses bail to S Ve Shekher, asks him to surrender

More than 40 days after sharing an abusive Facebook post about woman journalists, actor and BJP functionary S Ve Shekher failed to earn any reprieve in the Supreme Court.

The apex court refused to grant anticipatory bail to the popular comedian on Friday and, instead, directed him to surrender before a judicial magistrate in court in Chennai and seek regular bail there. The court had earlier stayed Shekher’s arrest.

But on Friday, vacating the interim stay, a vacation

bench of Justice L Nageswara Rao and Mohan M Shantanagoudar directed Shekher to surrender before the jurisdictional magistrate.

During arguments, Tamil Nadu government’s counsel submitted that chargesheet in the case had already been filed by the prosecution. Recording the submission, the court directed the actor to appear before the judicial magistrate and seek regular bail.

The actor had on April 20 shared the controversial facebook post targeting woman journalists, triggering protests and court cases by journalists. When went underground and moved the high court for anticipatory bail, apprehending arrest in the case, journalists joined in as interveners and opposed bail for him.

On May 10, the Madras high court dismissed his bail application with caustic remark: “If sharing bed is the only way for women to come up in life (as per Shekher’s FB post), then does it include all women who are holding high posts now?”

Addressing another important issue concerning social media posts, the court said, “forwarding a message is equal to accepting the message and endorsing it.”

Even after the high court order the actor was not arrested by Tamil Nadu police, prompting filing of another writ petition in the high court alleging that police were reluctant to arrest him because he was a family member of incumbent chief secretary Girija Vaidyanathan. The petition has since been dismissed as withdrawn.

In a significant first, the Madras high court has recognised a religious organisation as the legal heir of a deceased person, and declared it eligible to receive compensation in a motor accident claim.

Justice A M Basheer Ahamed permitted St Maria Auxilum Sisters’s Congress, represented by its mother general, Sister Animariya, to claim compensation for the death of Sister Alangara Mary.

On March 1, 2002, Mary died in a road accident involving a

state transport corporation bus, while she was riding a twowheeler on the Trichy-Dindigul road.

Claiming that the death occurred due to rash and negligent driving by the bus driver, the congress, of which Mary was a member, approached the Motor Accident Claims Tribunal, Trichy, seeking compensation.

Allowing the claim, the tribunal directed the Tamil Nadu State Transport Corporation Ltd, (Kumbakonam Divisional 2), to pay ₹3.22 lakh as compensation to the congress.

‘Employer cannot be legal heir of dead staffer’

Aggrieved, the corporation preferred the present appeal in the high court. When the plea came up for hearing, the corporation disputed the locus standi of the congress to claim compensation, as legal dependent of the deceased.

The corporation contended that a religious organisation cannot be a legal representative of the deceased claiming compensation. “There was an employer-employee relationship between the deceased and claimant, and so an employer cannot be a legal heir of the deceased employee,” the corporation said.

Opposing the contention, the congress relied on the decision made by the Supreme Court in Montfort Brothers of St Gabriel case and said a religious organisation might suffer considerable loss due to the death of voluntary worker making it eligible to claim such compensation.

“The deceased joined the organisation and did services to the society after denouncing her family and was working as a sister under the congress prior to the date of accident. The tribunal concluded that the claimant organisation suffered considerable loss due to the death of the voluntary worker in a fatal accident and has allowed the claim,” the congress said.

Concurring with the submissions, the judge said, when there is no evidence that the deceased was having other legal representative on the date of the accident, considering the decision of the Apex Court relied on by the congress, it has locus standi and entitled to maintain the claim petition, as legal representative of the sister.

Welcoming the judgment, advocate and motor accident claim expert V Suresh said: “Though the Supreme Court has upheld the legal right of such institutions to claim compensation on the death of its members, this is the first time the high court has allowed such a claim petition in Tamil Nadu.”

Register continuing medical education hours, doctors told

In a process that could help the state update its record of working doctors – for the first time since 1914 – the Tamil Nadu medical council has asked medical practitioners to register the number of hours of continuing medical education they attended since 2012 by the end of this year.

Those falling short of attending 30 hours of CME in five years, as required under the Indian Medical Council (Professional conduct, Etiquette and Ethics) Regulations 2002, will have to pay a “nominal” defaulters’ fee – a move that has brought the statutory body under fire from doctors’ associations.

The council is currently in the process of accrediting hospitals, medical colleges and doctors’ associations that can organise CME programmes recognised by it. Over the last one week, 37 medical institutions and 11 associations have registered with the council. From July 1, doctors or associations will have to furnish documentary proof of attendance since 2012. “Hospitals and associations will have to give us 72 hours prior intimation of a CME, and attendees will have to upload documents in the medical council website within 48 hours of attendance,” said Dr R V S Surendran, vice-president of the council.

Those unable to meet the required 30 hours by December 31 will have to pay a fine. “We had initially decided to charge them ₹100 for each hour they had missed,” said Dr Surendran. However, after a furore among doctors, the council has decided to revise the fine. A meeting will be held in Madurai on Sunday to decide the fine amount. “It will be nominal. The money will be used for maintain a database of these registrations,” said Dr Surendran.

The Indian Medical Association (IMA) has, however, resisted the step to monetarily penalise doctors. “CME programmes are held to enhance medical education. By this move, the council is encouraging ‘buying’ an hour of education,” said Dr Jayalal J A, president of Tamil Nadu chapter of IMA, which has 32,000 members. It has also objected to the council asking doctors to present themselves physically to register their credit hours instead of doing it online.

Dr Surendran said doctors will be asked to be physically present only if their online medical council accounts have been inactive for a long time. “One of our objectives in registering these CME credit hours is to map how many doctors are practising in the state,” said Dr Surendran.

Around 1.10 lakh doctors are in the council’s register. The earliest registrants date to 1914. The council’s office-bearers said at least 10% of those in their records may have passed away. “Another 10% may have left the state or country, and around 6-8% may not be practising,” said Dr Surendran, adding that those attending CME programmes would give them an indication of how many doctors continue to practice in the state.

பெட்ரோல், டீசலுக்கான விலை நிர்ணயம் செய்து கொள்ள எண் ணெய் நிறுவனங்களுக்கு அனுமதி வழங்கிய நிலையில் பெட்ரோல், டீசல் விலை நாளுக்கு நாள் அதிகரித்துக் கொண்டே செல்கிறது.

இந்நிலையில், மக்கள் அன்றாடம் பயன்படுத்தும் சமையல் எரிவாயு சிலிண்டரின் விலையும் தற்போது உயர்ந்து வருகிறது. சர்வதேச நிலவரத்தின்படி சமையல் எரிவாயு சிலிண் டர் விலையை எண்ணெய் நிறுவனங்கள் நிர்ணயம் செய்கின்றன.

மத்திய அரசு வர்த்தக சிலிண்டர்களுக்கான மானியம் வழங்குவதில்லை. இதன் விலையை மாதம்தோறும் எண்ணெய் நிறுவன கூட்டமைப்பு நிர்ணயம் செய்து அறிவிக்கிறது. இதனால், மாதம்தோறும் வர்த் தக சிலிண்டர்களுக்கான விலையில் ஏற்ற இறக்கம் இருந்து வருகிறது.

கடந்த ஆண்டு ஜுன் மாதம் 19 கிலோ எடை கொண்ட வர்த்தகப் பயன்பாட்டுக்கான சிலிண்டர் விலை ரூ.1,143-க்கு விற்பனை செய்யப்பட்டது. இது படிப்படியாக உயர்ந்து கடந்த மாதம் ரூ.1,224-க்கு விற்பனை செய்யப்பட்டது. தற்போது, இதன் விலை ரூ.78 அதிகரித்து ரூ.1,302 ஆக நிர்ணயிக்கப்பட்டுள்ளது.

இதேபோல், வீட்டு உபயோகத்துக் கான மானியமில்லா 14 கிலோ எடை கொண்ட சிலிண்டர் விலை கடந்த மாதம் ரூ.684.50-க்கு விற்கப்பட்டது. இது நடப்பு மாதம் ரூ.49.50 அதிகரித்து ரூ.734 ஆக நிர்ணயிக்கப்பட்டுள்ளது. மேலும், மானிய விலையில் வழங்கப்படும் வீட்டு உபயோகத்துக் கான சிலிண்டர் விலை ரூ.2.42 அதிகரித்து ரூ.481.84 ஆக நிர்ணயிக்கப் பட்டுள்ளது.

கோடை விடுமுறை முடிந்து நேற்று முதல் நாளில் பள்ளி மாணவ-மாணவிகள் மிகவும் ஆர்வமுடன் தங்களது பள்ளிகளுக்கு சென்றனர். அதாவது, ஒரு வகுப்பில் இருந்து அடுத்த வகுப்பிற்கு செல்வதால் மிகுந்த உற்சாகத்துடன் அவர்கள் சென்றதை பார்க்க முடிந்தது. பள்ளிகள் திறக்கப்பட்ட முதல் நாள் என்பதால் பெரும்பாலான பெற்றோர்கள் தங்கள் குழந்தைகளை ஆட்டோ மற்றும் வாகனங்களில் அனுப்பாமல் தாங்களே பள்ளிவரை அழைத்து சென்று விட்டனர். புதிதாக 1-ம் வகுப்பில் சேர்ந்த குழந்தைகள் பள்ளிக்கு செல்ல மறுத்து பெற்றோரிடம் சற்று அடம் பிடித்து அழுததை காணமுடிந்தது. அதிலும் சில பெற்றோர்கள் தங்கள் குழந்தைகள் வாழ்க்கையில் முன்னேற கல்வி அவசியம் என்பதால் அவர்கள் முரண்டு பிடித்து கதறி அழுதாலும் விடப்படியாக தூக்கி சென்றும், வரவேமாட்டேன் என்று கதறி அழுத குழந்தைகளை கண்டும் காணாமலும் அழைத்து சென்றனர். பின்னர் குழந்தைகளை ஆசிரியர்கள் சமாதானம் செய்து பாடம் சொல்லி கொடுத்தனர்.

மாவட்டம் முழுவதும் நேற்று முதல் நாளில் அனைத்து அரசு பள்ளி மாணவ-மாணவிகளுக்கும் விலையில்லா பாடப்புத்தகங்கள் மற்றும் நோட்டுகள் வினியோகிக்கப்பட்டன. சேலம் கோட்டை பெண்கள் மேல்நிலைப்பள்ளியில் மாவட்ட முதன்மை கல்வி அதிகாரி ஞானகவுரி, தலைமை ஆசிரியர் ஆகியோர் மாணவ, மாணவிகளுக்கு பாடப்புத்தகம், நோட்டுகள் ஆகியவற்றை வழங்கினார்கள். இதுகுறித்து மாவட்ட முதன்மை கல்வி அலுவலர் ஞானகவுரி கூறுகையில், சேலம் மாவட்டத்தில் அரசு பள்ளிகள், அரசு உதவி பெறும் பள்ளிகள், மாநகராட்சி பள்ளிகளில் படிக்கும் மாணவ-மாணவிகளுக்கு முதல்பருவத்திற்கான விலையில்லா பாடப்புத்தகங்கள், நோட்டுகள் வழங்கப்பட்டுள்ளது என்றார். முன்னதாக பள்ளிகளில் வகுப்புகள் தொடங்குவதற்கு முன்பாக பிரார்த்தனை, உறுதிமொழி ஏற்பு நிகழ்ச்சி நடந்தது.

‘‘நீட் தேர்வு வினாத்தாள், பல்வேறு மொழிகளில் மொழி பெயர்க்கப்படும்போது, அந்த மொழி பெயர்ப்புகளில் பிரச்சினைகளும், தவறுகளும் ஏற்படுவதால், அந்த தேர்வை ரத்து செய்ய வேண்டும்’’ என அந்த வழக்கில் கூறப்பட்டு உள்ளது.

இந்த வழக்கை அவசர வழக்காக எடுத்து விசாரிக்க வேண்டும் என நீதிபதிகள் நாகேஷ்வரராவ், சந்தான கவுடர் ஆகியோரை கொண்ட அமர்வின் முன் நேற்று வழக்குதாரரின் வக்கீல் முறையிட்டார். ஆனால் அதை அவசர வழக்காக விசாரிக்க மறுத்த நீதிபதிகள், வழக்குதாரர் நிவாரணம் பெறுவதற்கு டெல்லி ஐகோர்ட்டுக்கு செல்லுமாறு கூறினர்.

ஆனால், இதுபற்றி வழக்குதாரரின் வக்கீல் கூறுகையில், ‘‘இது மாணவர்களின் எதிர்காலத்தை கேள்விக்குறி ஆக்கி உள்ளது. எனவே திங்கட்கிழமை மீண்டும் சுப்ரீம் கோர்ட்டு அமர்வில் முறையிடுவேன்’’ என்று குறிப்பிட்டார்.

Railways has earned a whopping Rs 2,670 crore in the past two years, through cancellation of train tickets.

CHENNAI: Railways has earned a whopping Rs 2,670 crore in the past two years, through cancellation of train tickets. This includes Rs 314.94 crore earnings of Southern Railway, whose jurisdiction spreads over Tamil Nadu and Kerala.

Even as the Civil Aviation Ministry is planning to allow air passengers to cancel flight tickets without any charges within 24 hours, higher cancellation charges of the railways has left passengers fuming.

According to documents on earnings, (a copy of which is available with Express), Indian Railways earned Rs 1,357 crore between April 2017 and March 2018, while the previous year’s earnings was Rs 1,303 crore. Similarly, Southern Railway’s earnings stood at Rs 171.27 crore in 2017-18 and Rs 170.67 crore during the corresponding period the preceeding year. Railways’ earnings through ticket cancellation increased substantially after it raised the cancellation fee in November 2015.

For cancelling confirmed tickets even within one or two days after booking, passengers are penalised with hefty charges, lament passengers.

“I have booked two tickets from Chennai to Thanjavur in Uzhavan Expresss for travel by second week of July. Due to unavoidable circumstances, I changed my plans and cancelled the ticket the next day. While the ticket cost was Rs 450 (Rs 225 a ticket), I have got only Rs 210 back. More than 50 per cent of fare had been deducted,” rued S Ramakrishnan, a native of Thanjavur, who is also a rail enthusiast.

Railway charges Rs 120 for cancelling sleeper class tickets, while Rs 180 is charged for 3rd AC class. Cancellation of 2nd AC and First AC class tickets cost Rs 200 and Rs 240 a ticket respectively. Railways also collects Rs 60 for cancelling waitlisted tickets.

Though railways claimed that higher cancellation fee prevented malpractices in booking, and facilitated genuine rail passengers to get tickets, regular passengers questioned the rationale behind the move in States like Tamil Nadu and Kerala, as there is a huge demand for tickets throughout the year.

S Mohanram, president, Consumer Protection Council, Thiruninravur and a former member of Zonal Rail Users Consultative Committee demanded that passengers be allowed to cancel tickets without charges or with lesser charge within two to three days after booking.

When contacted, Southern Railway Principal Chief Commercial Manager, Priyamvada Viswanathan told Express that cancellation charge is inevitable to run the railway system.

“Unlike other transporters, railways cannot cancel trains when trains have less occupancy. Even if the trains are operated with 100 per cent occupancy throughout the year, railways can recover only up to 60 per cent of operational cost,” she said.

One-year govt. service optional for medicos

The State Cabinet has approved the proposal to place an ordinance to amend the A.P. Medical Practitioners Registration Act, 1968, making it optional for medical students to work for the government for a year before becoming licensed medical practitioners.

This is in response to the demand from the Junior Doctors Association to remove the condition of one-year government service.

It was learnt that Chief Minister N. Chandrababu Naidu wanted officials of the Law Department to work out the modalities of payment of interim relief under court directions to the victims of the AgriGold scam, which is expected to cost up to Rs. 250 crore, and expressed displeasure at their lethargic attitude in dealing with the issue of auction of properties belonging to the defunct company.

The Cabinet has cleared the establishment of Andhra Pradesh Cold Chain Promotion Company Limited under the Companies Act as a Special Purpose Vehicle.

The SPV will enable farmers to extend the life cycle of perishable products and reach out to wider market segments and a larger consumer base.

The Cabinet has cleared the allotment of 56.63 acres in Chittoor district to Apollo Tyres Ltd. for the establishment of a tyre manufacturing plant with an investment of Rs. 4,500 crore.

தர்மபுரி, தர்மபுரி மாவட்டத்தில், அரசுப் பள்ளி தலைமை ஆசிரியர்கள், 40 பேர், நேற்று ஓய்வு பெற்றனர். உதவி தலைமை ஆசிரியர், பொறுப்பு தலைமை ஆசிரியர்களாக செயல்பட, கல்வித்துறை உத்தரவிட்டுள்ளது.தமிழகம் முழுவதும், இன்று பள்ளிகள் திறக்கப்படுகின்றன. தர்மபுரி மாவட்டத்தில், அரசு பள்ளிகளில், 100 மேல்நிலை, 112 உயர்நிலை, 837 நடுநிலை, 325 தொடக்கப் பள்ளிகள் உள்ளன. இவற்றில், 19 மேல்நிலைப் பள்ளி, நான்கு உயர்நிலைப் பள்ளி, 17 தொடக்க மற்றும் நடுநிலைப் பள்ளி தலைமை ஆசிரியர்கள் என, மொத்தம், 40 பேர், நேற்று ஓய்வு பெற்றனர்.இதையடுத்து, அந்தந்த பள்ளிகளில், உதவி தலைமை ஆசிரியர்கள், பொறுப்பு தலைமை ஆசிரியர்களாக நியமிக்கப்பட்டுள்ளனர். 'தொடக்க, நடுநிலைப் பள்ளிகளில், பதவி உயர்வுக்கான பட்டியலில், முதல் இடத்தில் உள்ள ஆசிரியர்கள், பொறுப்பு தலைமை ஆசிரியர்களாக செயல்படுவர்' என, கல்வித்துறை அதிகாரிகள் தெரிவித்தனர்.
