‘Rs. 1,000 Pongal payment a policy decision’

The State government's decision to give Rs. 1,000 as cash support to all ration card holders for the Pongal festival was a “policy decision”, and only the people are the reviewing authority, Fisheries Minister D. Jayakumar said here on Wednesday.

“Whether it is acceptable or not is for the people to decide,” he said, when asked about the High Court’s observations on the issue.

Clarifying that he was not saying that the courts did not have locus standi , Mr. Jayakumar said, “I respect the judiciary. I am basically a lawyer. My personal opinion is that the policy decision taken by the government can be reviewed best by the people.”

When asked about the rationale behind increasing the cash support from Rs. 100 to Rs. 1,000, the Minister pointed to inflation and price rise. The prices of goods have increased by about 25%-30%, he said.

Directs officials to act on the basis of downloaded web copies

In a welcome move aimed at avoiding hardships caused to lawyers and litigants due to the delay in obtaining certified copies of court orders, the Madras High Court directed its Registry to upload its orders and judgments on the official website immediately after the judges sign them.

Issuing the direction, Justice S.M. Subramaniam made it clear that the advocates concerned could download the orders as well as judgments from the official website, attest them with their name, seal and Bar council enrolment number and communicate them to the respondents concerned for complying with the orders.

“In the event of communicating any such orders/judgments downloaded and printed from the official website of the High Court, the authorities concerned are bound to receive the same and verify the authenticity of the copy of the order with the official website of the High Court and thereafter implement it without any delay,” the judge said.

It was further clarified that the government officials could not refuse to entertain web copies of the orders and judgment communicated to them by the advocates concerned.

“All officials are directed to acknowledge receipt of such orders and act accordingly,” the judge said and warned them of action if they refuse to accept them.

The judge instructed the High Court Registry to mark a copy of his present judgment to the Chief Secretary so that a circular in this regard could be issued to all government departments in the State. Registrar General C. Kumarappan was also directed to issue a similar circular to all lower courts in the State instructing them to accept webcopies of High Court orders.

After directing the Chief Secretary to issue the circular within four weeks, the judge ordered to list the matter once again on February 14 for reporting compliance.

Police verification easier now with new online service

The streamlined, citizen-centric system is aimed at prompt resolution of requests

The State police have introduced an online ‘Police Verification Service’. Through this, citizens and private companies can apply for employment, tenant or domestic help verification certificates on the Tamil Nadu Police website.

In Chennai, City Police Commissioner A.K.Viswanathan formally launched the online service in the presence of State Crime Records Bureau chief and ADGP Seema Agarwal and other police officers. She said the aim of the new service would be to verify the identity of the person, his/her current address and to check if he/she has any prior criminal cases in the police records.

‘Only for State’

“This service is applicable only for verifying persons who are residing in Tamil Nadu. The police verification will be completed within 15 days from the date the application is received. This service completely dispenses with the need for the applicants to visit a police station,” Ms. Agarwal said.

Mr. Viswanathan said the new system was foolproof and citizen-centric. He said the police had received 2,27,698 applications for verification for issuing passports in 2018. Of them, only 505 applications were pending while others had been disposed of.

The government has fixed a charge of Rs. 500 per application for individuals and Rs. 1,000 per application for private companies/institutions. The applicants can pay online using credit or debit cards and through net banking.

Consent letter

The applicant would be able to download the police verification report (PVR) from the website or have a copy of it sent to thethe registered e-mail ID. They can also track the application’s status. The consent letter of the person to be verified is mandatory for applying, except in cases of ‘self-verification’. This has been implemented to prevent frivolous applications.

Ms. Agarwal said the current website for complaints has received 1.37 crore hits since its inception in 2013. As many as 3.32 lakh online complaints have been received and disposed of since then. From 2016, over 5.5 lakh persons viewed FIRs on the website and over 1.5 lakh summons were sent through the SMS service.

Bail denied, Lalu may miss campaign for 2019 elections

The Jharkhand high court rejected on Thursday the bail petition of RJD president Lalu Prasad in three cases of the multi-crore fodder scam. Justice Aparesh Kumar Singh turned down Lalu’s bail plea in cases related to fraudulent withdrawal of money from Dumka, Deoghar and Chaibasa (RC68A/96) treasuries, assistant solicitor general of India and CBI lawyer Rajeev Sinha said.

The rejection of his bail plea means Lalu will not be able to campaign for the Lok Sabha elections unless he gets a reprieve from the Supreme Court.

The court had reserved its order after a hearing on January

4. “The bail pleas in all three cases have been rejected on merit. The order is very satisfying to us,” Sinha said. He pointed out during the argument that Lalu’s lawyer, Kapil Sibal, had reasserted the same grounds which the court had rejected during a hearing on his bail petition in the Deoghar case earlier. He said the only new point made by Sibal was that Lalu was the RJD president and his presence was required to manage party affairs during the elections. Regarding the plea filed by Lalu’s lawyer for bail on medical grounds, Sinha said they had submitted medical reports to show that Lalu was not in critical condition. “In any circumstance, he can approach the court with a medical board report if his health deteriorates,” Neeraj Kumar, another CBI lawyer, added. Baby’s head severed in delivery botch-up

Two nurses of a primary health centre in Jaisalmer botched a delivery of a pre-mature baby, pulling the child too hard out of the womb such that the body detached from the head. The head remained lodged inside the woman’s womb and had to be removed surgically.

The incident has shocked the state’s health department and the health minister has ordered an inquiry into the matter.

The botched delivery took place at the Ramgarh Primary Healthcare Centre on January 7 (Monday).

Two male nurses — Amritram and Jhunjhar Ram — were on duty when 24-yearold Deeksha Kanwar was brought in. She was seven months pregnant. Despite it being a high-risk, premature delivery, the two male nurses took the case in their hands without the presence of a doctor.

When the delivery went awry, the nurses told the family that there was an obstruction at the opening of the womb, and the 24-yearold needed immediate referral. By then, the child had already died from being yanked with force, as his head was still in Deeksha’s uterus.

The woman was then rushed to Jodhpur, where she was operated upon, and the head finally removed. That is where the family got to know of what had transpired in the primary health centre.

Deeksha’s family alleged the errant nursing staff did not apprise them of the full situation before asking them to get a referral, and had hidden the dead baby’s body. They said the remains were only handed over after a police complaint was filed. The police complaint was filed on January 9 (Wednesday).

This would be Deeksha’s fourth child.

Jaisalmer chief medical officer Dr B L Bunkar said the nurses took on the case as the gynaecologist was on leave.

“I visited Ramgarh and investigated the matter. There were two male nurses present when the woman was brought to the PHC before midnight,” he said. “The baby was half out when the pregnant woman was brought to the PHC. It was a pre-term baby,” added.

An inquiry was also initiated by state health minister Raghu Sharma on Thursday. “Guilty will be punished and strict action will be taken on the basis of investigation,” he stated.

Health department’s joint director (Jodhpur) Dr SK Parmar on Thursday rushed to Jaisalmer from Jodhpur to investigate into the matter. “I will prepare a complete report on the incident and hand it over to the health directorate.”

Rajasthan human rights commission chairman Justice Prakash Tatia has sought a factual report from Jaisalmer district police superintendent and chief medical and health officer (CMHO) on the incident of the botched-up delivery. The report is to be presented by February 11

Pongal cash: Govt moves HC for ‘sugar cards’ too

A day after the Madras high court restrained the government from providing ₹1,000 as Pongal gift to financially sound ration card holders, the state has moved a modification plea seeking to add one more category – ‘sugar cards’ — to the green list. The plea is likely to be taken up by the bench on Friday.

On Wednesday, a division bench of Justice M Sathyanarayanan and Justice P Rajamanickam passed an interim order preventing the state from distributing the cash gift to non-priority household only for sugar (NPHH-S) and no commodity (NC) category of cardholders. The state was permitted to distribute the cash gift to other three categories — all commodities including rice (PHH), all commodities including 35 kg of rice (PHH-AAY), and all commodities including rice (NPHH).

Now, claiming that most of the families in NPHH-S category also belong to economically weaker background, the government wanted the court to modify the January 9 order and allow the state to extend the cash gift to NPHH-S category also.

“The numbers of such families cannot be arrived at this juncture as the economic indices are not available, as the government is issuing the family cards on the basis of residential proof only. Of 10,11,330 NPHH-S card holders as of Thursday, 4,12,558 have received the gift. The balance card holders under this category, most of whom are also from below poverty line category, are affected and are highly disappointed by nonreceipt of the benefit,” the government said.

The high court restricting Pongal gift of ₹1,000 to below poverty line people had sugar and no commodity cardholders returning empty handed in various parts of the state on Thursday. The PDS outlets in Trichy continued distribution till Wednesday evening for all cardholders. The outlets in Shanmugha Nagar and Bheema Nagar saw serpentine queues for several hours to get the state’s “cash support.” The distribution of cash resumed in the morning on Thursday and ineligible categories joined the queues in the district.

The distribution was disrupted, however, in the afternoon after the staffs were informed about the state government’s directive following court’s restriction. According to district sources, about 60% of the cardholders of all five categories already received the money from January 7 to January 10 noon.

2-room fake alternate med univ functioning since 2013 sealed

A fake university in Nagapattinam that doled out degree certificates in alternative medicine to more than 1,000 people from across the country was sealed by the state health department and police on Thursday. Although documents including bank accounts details were seized from the Open International University for Alternative Medicine, its chairperson, T Selvaraj, 54, evaded appearing before the health officials or the police for inquiry.

The university has been functioning in a two-bedroom rented house with at least five staff on Mela Chetty Street in Kuttalam since 2013. Tipped by an advertisement which appeared in a vernacular daily, officials visited the premises on Thursday. They found five employees and two people from Kerala had come to pay money to get medical degrees in alternate medicine. “They pay a fee and take the certificate,” said deputy superintendent of police Thomas Prabhakar. “To convince people that it was genuine, the university even managed to publish names of people as doctors in the state gazette to obtain legal sanctity,” he said.

Starting in 2013, the National Board of Alternative Medicine published the names of at least 522 individuals as alternative medicine practitioners in the Tamil Nadu Government Gazette. TOI exposed the illegality in March 2018. “The gazette publications have stopped because the government became cautious. We have been tracking him for several months now,” said a senior health department official. The university has collected several lakhs of rupees as cash and through at least five bank accounts, officials said.

Ex-min moves HC against conviction by special court

Two days after losing his ministerial post following a conviction ordered by a special court for cases against MPs and MLAs, Balakrishna Reddy has moved the Madras high court challenging the conviction and four-year sentence.

Reddy also wanted the high court to suspend his sentencing till the disposal of the appeal.

On January 7, special court judge J Santhi found Reddy and 15 others guilty of offences under Sections 147 (rioting), 341 (wrongful restraint) of IPC and Section 3 of Tamil Nadu Public Property (Prevention of Damage and Loss) Act.

In view of the conviction, Reddy immediately stood disqualified from being a member of legislative assembly as per the provisions of the Representation of People Act.

The case pertains to a FIR registered in 1998 by the Bagalur police in Krishnagiri district over violence caused during a protest staged by BJP against illicit arrack. Reddy, who was a BJP member at the time, and 107 others attacked police personnel with iron rods, bottles and cycle chains. Three policemen were grievously injured, five buses were damaged in the stone pelting, and a police MUV and a bike were burnt in the violence.

Of the 108 suspects, Reddy was cited as the 72nd accused. As 27 accused died during the pendency of the case, only 81 faced trial and the special court in Chennai declared Reddy and16 others as guilty. Reddy was imposed a fine of ₹10,5000 besides four year imprisonment.

Now challenging the conviction, Reddy alleged that the special judge recorded the conviction without any legal evidence.

“The appellant is a MLA, the conviction disqualifies him from holding the position. Since the consequence that ensue the conviction is irreversible upon appellant succeeding in the instant appeal, he has also preferred application for suspension of conviction and sentencing till the disposal of the appeal,” Reddy’s counsel said. The appeal is likely to be heard on Friday.

I-T dept submits report on raid at min’s house  Informs Court That ₹4cr Was Seized In Total

The Income Tax department on Thursday furnished to the Madras high court reports pertaining to raids and seizures made in the residences of Tamil Nadu health minister C Vijayabaskar and others in connection with bribing voters of RK Nagar assembly constituency during the 2017 byelection.

The department informed the court that ₹4.71 crore was seized from the minister and others.

“ ₹3 lakh from Vijayabaskar, ₹3 lakh from Srinivasan, ₹1.10 crore from Kaplesh S Shah, ₹6 lakh from Sadique Batcha, ₹8 lakh from V Karthikeyan, ₹11 lakh from R Sarathkumar, ₹20 lakh from R Chinnathambi, ₹15 lakh from R Senthil Kumar, and ₹2.95 crore from Nainar Mohammed was seized,” counsel for the department, A P Srinivas, said.

He made the submissions before a division bench of Justice M Sathyanarayanan and Justice P Rajamanickam on the plea moved by DMK RK Nagar candidate Marudhu Ganesh and others.

The petitioners wanted the court to order a CBI inquiry into money distribution to voters in RK Nagar constituency during the byelection.

When the plea came up for hearing, the bench received the reports filed in a sealed cover and directed the registry to keep the documents in safe custody.

Appearing for Marudhu Ganesh, senior counsel P Wilson submitted that after the Income Tax department decided to share its confidential documents and secret reports with the Election Commission of India (ECI) based on which the commission cancelled the elections, the department cannot claim it was a secret document.

“In a case of this nature involving public interest, questioning wastage of public money and to initiate criminal action for acts of bribery, there should be absolute transparency in the court proceedings,” Wilson said.

He further added that at the next hearing he would submit judgments that held no privilege or confidentiality can be claimed by the department over the reports and documents submitted to the court in a sealed cover.

Recording the submissions, the bench posted the pleas to January 18 for further hearing.

இவ்வழக்கு குறித்து கடந்த 9.4.2016 இந்து தமிழ் நாளிதழில், ''ஓசூரில் 'வழக்கு' வேட்பாளர்'' என்ற தலைப்பில் செய்தி வெளியிட்டிருந்தோம். அதில் வழக்கின் பின்னணி தகவல்களை குறிப்பிட்டு, பாலகிருஷ்ண ரெட்டியை ஓசூர் சட்டப்பேரவை தொகுதியின் அதிமுக வேட்பாளராக அறிவித்திருப்பதால் உள்ளூர்வாசிகள் அதிர்ச்சி அடைந்திருப்பதாக குறிப்பிட்டிருந்தோம்.

கிருஷ்ணகிரி மாவட்டம் ஓசூரை அடுத்த ஜீமங்கலத்தைச் சேர்ந்தவர் கோவிந்த ரெட்டி.

பாஜகவை சேர்ந்த இவர் 1998 ஏப்ரலில் அதே ஊரை சேர்ந்த பட்டியல் வகுப்பினரான‌ முனியப்பன் என்பவர் சாராயம் விற்பதாக புகார் கொடுத்தார். இந்த புகாரை போலீஸார் விசாரித்து வந்த நிலையில் கோவிந்த ரெட்டி தனது உறவினர்களுடன் சேர்ந்து முனியப்பன் மகள் சரஸ்வதியை மரத்தில் கட்டி வைத்து துன்புறுத்தி உள்ளார்.

இதுகுறித்து சரஸ்வதி போலீஸில் புகார் அளித்ததை தொடர்ந்து, கோவிந்த ரெட்டி மீது எஸ்சி,எஸ்டி வன்கொடுமை வழக்கின் கீழ் புகார் அளித்தனர். இதில் போலீஸார் முனியப்பனுக்கு ஆதரவாக செயல்படுவதாக கோவிந்த ரெட்டி தரப்பு கோபமடைந்தனர். மேலும் கோவிந்த ரெட்டி தனது ஆதரவாளர்களுடன் 30.6.1998 அன்று பாகலூரில் போலீஸார் சாராய விற்பனைக்கு துணை போவதாக கூறி,

மறியலில் ஈடுபட்டார். இதில் ஜீமங்கலத்தைச் சேர்ந்த தற்போதைய அதிமுக அமைச்சரும், அப்போதைய பாஜக பிரமுகருமான பாலகிருஷ்ண ரெட்டி உட்பட 200-க்கும் மேற்பட்டோர் பங்கேற்றனர்.

அப்போது கோவிந்த ரெட்டி, பாலகிருஷ்ண ரெட்டி உள்ளிட்டோர் அங்கிருந்த காவல் ஆய்வாளர் புருஷோத்தமன் உட்பட 5 காவலர்களை இரும்பு கம்பியால் தாக்கியுள்ளனர். மேலும் போலீஸ் ஜீப் (டி.என்.29 ஜி 0043), காவல் ஆய்வாளரின் பைக் (டி.என்.01 7461), 3 டிரக்ஸ் வண்டிகள் ஆகியவற்றை தீயிட்டு கொளுத்தினர். சாலையில் நின்றிருந்த அரசு பேருந்துகளின் மீது கல்வீசி தாக்கினர். இதில் போலீஸார் உட்பட 20-க்கும் மேற்பட்டோர் காயம் அடைந்தனர்.

இதுகுறித்து 108 பேர் மீது பாகலூர் போலீஸார் வழக்குப் பதிவு செய்தனர். கிருஷ்ணகிரி மாவட்ட நீதிமன்றத்தில் நடந்த இவ்வழக்கில், பாலகிருஷ்ண ரெட்டி 94-வது குற்றவாளியாக சேர்க்கப்பட்டார். இதனிடையே பாஜகவில் இருந்து பாலகிருஷ்ண ரெட்டி 2001-ல் அதிமுகவில் இணைந்தார். ரியல் எஸ்டேட் தொழிலில் ஈடுபட்டிருந்த இவர் ஆரம்பத்தில் கே.பி.முனுசாமி ஆதரவாளராக இருந்தார்.

2011-ல் ஓசூர் நகராட்சி தலைவரானார். பின்னர் தம்பித்துரை ஆதரவாளராக மாறி 2016-ல் சட்டப்பேரவை தேர்தலில் போட்டியிட்டார். 22,964 வாக்குகள் வித்தியாசத்தில் வென்ற இவருக்கு, ஜெயலலிதா அமைச்சர் பதவி வழங்கினார். ஓசூர் தொகுதி உருவாக்கப்பட்டு 64 ஆண்டுகள் ஆன நிலையில், முதல் முறையாக அமைச்சர் பதவி பெற்றவர் என்பதால் 'பவர்புல்' மனிதராக வலம் வந்தார்.

பெங்களூருவை ஒட்டியிருப்பதால் வேகமாக வளர்ந்து வரும் ஓசூரில் ரியல் எஸ்டேட் தொழில் மும்முரமாக நடந்து வருகிறது.

பாலகிருஷ்ண ரெட்டி அமைச்சரான க‌டந்த 3 ஆண்டுகளில் அவர் மீதும் அவருக்கு நெருக்கமானவர்கள் மீதும் ஏராளமான நில அபகரிப்பு புகார்கள் எழுந்துள்ளன. இந்து அறநிலைத்துறை அதிகாரிகள் உடந்தையோடு கோயில் சொத்துக்களை அபகரிப்பது, வருவாய்த் துறை அதிகாரிகள் உதவியோடு பொது சொத்துக்களுக்கு ஆவணங்கள் தயாரிப்பது என புகார்கள் வந்தன.

தனியார் கட்டிடங்கள், நிலங்களும் பாலகிருஷ்ண ரெட்டி தரப்பினரால் மிரட்டி பிடுங்கப்பட்டுள்ளதாக கூறப்படுகிறது. ஓசூரைச் சேர்ந்த அஞ்சனா ரெட்டி என்பவர் தனது 32.87 ஏக்கர் நிலத்தை பாலகிருஷ்ண ரெட்டி மிரட்டி அபகரித்ததாக சென்னை உயர்நீதிமன்றத்தில் வழக்கு தொடுத்துள்ளார். இவ்வழக்கு நிலுவையில் இருப்பதால், அடுத்த சிக்கலும் பாலகிருஷ்ண ரெட்டிக்கு காத்திருக்கிறது.

கடந்த 2 ஆண்டுகளுக்கு முன் பெங்களூருவில் விபச்சார தொழிலில் ஈடுபட்டதாக அவரது உதவியாளர் சத்யா(எ) சத்தியநாராயணன்(42) உள்ளிட்ட 11 பேர் கைது செய்யப்பட்டனர். இதில் சம்பந்தப்பட்ட மசாஜ் நிலையம் பாலகிருஷ்ண ரெட்டிக்கு சொந்தமானது என அப்போது கூறப்பட்டது. பெங்களூரு சிறையில் உள்ள சசிகலாவுக்காக போலீஸாருக்கு லஞ்சம் தந்து உதவி செய்ததாக பாலகிருஷ்ண ரெட்டி மீது டிஐஜி ரூபா புகார் தெரிவித்தார். இதுகுறித்து கர்நாடக லஞ்ச ஒழிப்புத்துறை போலீஸார் விசாரித்து வருகின்றனர்.

இவற்றையெல்லாம் தனது அரசியல் பலத்தால் சாமர்த்தியமாக சமாளித்து வந்த பாலகிருஷ்ண ரெட்டிக்கு 21 ஆண்டுகளுக்கு முன் தொடுக்கப்பட்ட வழக்கில் தண்டனை கிடைத்துள்ளது குறிப்பிடத்தக்கது.

நீதிமன்ற தண்டனையால் இதுவரை பதவி இழந்தவர்கள்

மக்கள் பிரதிநிதித்துவச்சட்டப்படி சிறை தண்டனை பெற்றால், எம்.பி., எம்எல்ஏ என மக்கள் பிரதிநிதிகளின் பதவி தானாகவே பறிபோய்விடும். அந்தவகையில், சட்டம் இயற்றப்பட்ட பின் தமிழகத்தில் முதலில் பறிக்கப்பட்டது திமுக எம்பியான செல்வகணபதியின் பதவியாகும். 2014 ஏப்.19-ல் சென்னையில் உள்ள சிபிஐ நீதிமன்றம் சுடுகாட்டு கூரை ஊழல் வழக்கில் செல்வகணபதிக்கு 2 ஆண்டு சிறைத் தண்டனை விதித்தது. இதனால், செல்வகணபதி எம்பி பதவியை இழந்தார்.

முன்னாள் முதல்வர் ஜெயலலிதா மீதான சொத்துக்குவிப்பு வழக்கு கர்நாடக நீதிமன்றத்தில் நடந்து வந்தது. இதில், அவருக்கு சிறைத் தண்டனை மற்றும் ரூ.100 கோடி அபராதம் விதிக்கப்பட்டதைத் தொடர்ந்து, 2014 செப்.27ல் எம்எல்ஏ மற்றும் முதல்வர் பதவியை இழந்தார்.

புதுச்சேரி மாநிலம் தட்டாஞ்சாவடி என்.ஆர்.காங்கிரஸ் எம்எல்ஏவான அசோக் ஆனந்த் மீதான வருமானத்துக்கு மீறி சொத்து சேர்த்த வழக்கில், சிபிஐ நீதிமன்றம் கடந்த நவ. 8-ம் தேதி ஓராண்டு சிறை தண்டனை வழங்கியது. இதையடுத்து அவர் எம்எல்ஏ பதவியை இழந்தார்.

இவர்களைத்தவிர, ராஷ்டிரிய ஜனதா தள தலைவர் லாலுபிரசாத யாதவ் உள்ளிட்ட மேலும் பலர் வடமாநிலங்களில் நீதிமன்ற தண்டனையால் பதவியை இழந்துள்ளனர் என்பது குறிப்பிடத்தக்கது.

கள்ளக்குறிச்சியால் தனது அந்தஸ்தை இழந்தது விழுப்புரம் மாவட்டம்

சென்னை: தமிழகத்தில் 33வது மாவட்டமாக கள்ளக்குறிச்சி உதயமானதால், பரப்பளவில் மிகப்பெரிய மாவட்டமாக இருந்து வந்த விழுப்புரம் அந்த அந்தஸ்தை இழந்துள்ளது.

கடலூர் மாவட்டத்தோடு சேர்த்து ஆற்காடு மாவட்டத்தின் ஒரு அங்கமாக விழுப்புரம் மாவட்டம் இருந்தது. பிறகு இது கடலூரில் இருந்து பிரிக்கப்பட்டது. 1993ம் ஆண்டு செப்டம்பர் 30ம் தேதி விழுப்புரம் மாவட்டம் உதயமானது.


விழுப்பரையர் என்ற இனத்தைச் சேர்ந்த மக்கள் அதிகம் வசித்ததால் விழுப்புரம் என்ற பெயரை இப்பகுதி பெற்றதாகவும் ஒரு குறிப்பு உள்ளது. இதனை விழிமா நகரம் என்றும் அழைப்பர்.

விழுப்புரம் மாவட்டம் 13 தாலுகாக்களைக் கொண்டிருந்தது. விழுப்புரம், திருக்கோயிலூர், கள்ளக்குறிச்சி, சங்கராபுரம், சின்னசேலம், உளுந்தூர்பேட்டை, திண்டிவனம், விக்ரவாண்டி, வானூர், ஜிஞ்ஜி, மரக்காணம், மேல்மலையனூர், கண்டச்சிபுரம் ஆகியவையாகும்.

இது கள்ளக்குறிச்சியோடு சேர்த்து 7,194 சதுர கிலோ மீட்டர் பரப்பளவைக் கொண்டிருந்தது.

விழுப்புரம் மாவட்டம் விழுப்புரம், ஆரணி என 2 மக்களவைத் தொகுதிகளையும், செஞ்சி, மயிலம், திண்டிவனம், வானூர், விழுப்புரம், விக்கிரவாண்டி, உளுந்தூர்பேட்டை, திருக்கோயிலூர், ரிஷிவந்தியம், சங்கராபுரம் ஆகிய 10 சட்டமன்றத் தொகுதிகளையும் கொண்டிருந்தது.

தற்போது விழுப்புரம் மாவட்டத்துக்கு உட்பட்ட கள்ளக்குறிச்சியைத் தனி மாவட்டமாக அறிவித்து தமிழக முதல்வர் பழனிசாமி பேரவையில் இன்று அறிவித்தார். இதையடுத்து கள்ளக்குறிச்சி தமிழகத்தின் 33வது மாவட்டமாக உதயமானது.

தமிழர் திருநாளாம் பொங்கல் பண்டிகையை முன்னிட்டு, ஆயிரம் ரூபாயுடன் கூடிய பொங்கல் பரிசு தொகுப்பை முதல்-அமைச்சர் எடப்பாடி பழனிசாமி அறிவித்து, முதற்கட்டமாக 10 குடும்பங்களுக்கு பரிசு தொகுப்பை வழங்கி தொடங்கி வைத்தார். அதனைத்தொடர்ந்து 20 கிராம் முந்திரி, 20 கிராம் உலர் திராட்சை, 5 கிராம் ஏலக்காய், 2 அடி நீள கரும்புத்துண்டுடன் கூடிய பரிசுத்தொகுப்பு, ஆயிரம் ரூபாயும் சேர்த்து ஒவ்வொரு குடும்ப அட்டைதாரர்களுக்கு வழங்கும் பணி நேற்று முன்தினம் தொடங்கியது.


முதல்நாளிலேயே பொங்கல் பரிசு தொகுப்பை பெற ரேஷன் கடைகளை நோக்கி மக்கள் படையெடுத்தனர். கூட்டத்தை கட்டுப்படுத்த முடியாமல் ரேஷன் கடை ஊழியர்கள் திணறினர். அதேநேரம் ‘பேக்கிங்’ செய்வதில் தாமதம், கரும்பு வருவதில் தாமதம் உள்ளிட்ட காரணங்களாலும் பல ரேஷன் கடைகளில் நேற்று முன்தினம் பொங்கல் பரிசு தொகுப்பு பலருக்கு வழங்கப்படவில்லை.

இந்தநிலையில் 2-வது நாளாக ரேஷன் கடைகளில் நேற்று பொங்கல் பரிசு தொகுப்பு வினியோகம் செய்யும் பணி நடந்தது. பரிசு தொகுப்பை பெற மக்கள் கூட்டம் அலைமோதுவதால் பாதுகாப்புக்காக போலீசாரும் நிறுத்தப்பட்டு உள்ளனர். இதுதவிர தடுப்பு வேலிகள் அமைத்தும் கூட்டத்தை ஒழுங்கு படுத்தி வருகின்றனர். பொதுமக்களும் வரிசையில் காத்திருந்து தங்களுக்குரிய பரிசு தொகுப்பை மகிழ்ச்சியுடன் பெற்று சென்றனர்.

இதனால் முந்தைய நாளில் கூட்ட நெரிசலால் ஏற்பட்ட தேவையற்ற சண்டை-சச்சரவுகள் ஏற்படவில்லை. அதேவேளையில் ரேஷன் கடைகளுக்கு முன் தேதி வாரியாக பொங்கல் பரிசு தொகுப்பு கிடைக்கும் ரேஷன் கார்டுகள் எவை? என்று குறிப்பிடும் பதாகைகள் வைக்கப்பட்டிருந்தன. சில கடைகளில் தெருக்கள் வாரியாகவும் பொங்கல் பரிசு தொகுப்பு வழங்கப்படுகிறது.

நலத்திட்டங்கள்

மேலும், தமிழக அரசுக்கு வரி உள்ளிட்ட பிற வகைகளில் ஆண்டுக்கு ரூ.1 லட்சத்து 12 ஆயிரத்து 616 கோடி வருமானம் கிடைக்கிறது. ஆனால், செலவு உள்ளிட்டவை ரூ.3 லட்சத்து 55 ஆயிரத்து 845 கோடியாக உள்ளது. இதுபோக தமிழக அரசு ரூ.43 ஆயிரம் 962 கோடி கடன் வாங்கியுள்ளது. எனவே, அனைத்து ரேஷன் அட்டைதாரர்களுக்கு ரூ.1,000 பொங்கல் பரிசாக வழங்க தமிழக அரசுக்கு தடை விதிக்க வேண்டும்.

இவ்வாறு அதில் கூறப்பட்டுள்ளது.

TIRUNELVELI: Putting your child in a proper playschool to begin his/her education is a thought that comes naturally if you live in urban India. But Tirunelveli District Collector Shilpa Prabhakar Satish is different. She chose to admit her daughter to an anganwadi centre in Palayamkottai. For the uninitiated, an anganwadi is a government-run child care centre for the poor.

Yet, Shilpa, who hails from Karnataka, didn’t mind. In fact, she’s happy her daughter’s Tamil has improved since she started going to the anganwadi. It’s a gesture that has warmed many hearts.What prompted Shilpa to do so? “I want my daughter to mingle with people from all sections of society and learn how to get along with others. That’s why I chose this instead of a nursery school,” says Shilpa.

“The centre is near the Collectorate and equipped with all facilities. The teachers are all very active,” adds Shilpa. Anganwadi centres in the district, indeed, have quality infrastructure and trained staff. “Every anganwadi centre in Tirunelveli has a smart phone, using which they measure the height and weight of children to ensure dietary intake. We have further plans to develop these anganwadis, which play an important role in early childhood care and development,” says Shilpa, the first woman Collector of Tirunelveli.

CHENNAI : A delegation of IIT-Madras research scholars met K Vijay Raghavan, Principal Scientific Adviser to the Union government on Sunday and expressed concern over the delay in sanctioning of fellowship hikes for the scholars. There is a huge student crisis brewing as research scholars across India have declared that they would boycott labs and resort to indefinite hunger strike, if their demands are not met by January 16.

Responding to research scholars’ concerns, Vijay Raghavan said the matter was in the hands of Finance Ministry, for which a meeting was convened a few days back and that the final decision was expected in a week’s time. Research scholars told Express that Raghavan said steps were also being taken to increase the number of fellowships along with stipend hike. “However, he said he was not aware of finer details like percentage of hike,” students said.

Regarding the annual revision of fellowships, Raghavan said, “A periodic review will be effective for enhancement of fellowship amount”. But the students were in favour of a bonus of two month’s salary at the end of each year followed by periodic review.Research scholars said SERB-National Post Doctoral Fellowship, which offers `55,000 per month was one of the most prestigious fellowships of Department of Science and Technology. However it has become less important since it does not include HRA, and the it is fully taxable.

CHENNAI: Police on Tuesday arrested a 26-year-old woman for posing as a doctor at the Rajiv Gandhi Government General Hospital (RGGGH) in Chennai and cheating patients for over a month. The woman landed in trouble after a patient’s mother lodged a complaint that she had cheated them of `800.

According to police, B Sharmila from Tiruttani had been wandering around the hospital wearing a doctor’s coat and bearing a fake identity card. “On December 28, she demanded Rs 800 from Lakshmi, the elderly mother of a patient admitted in the hospital for treatment and disappeared. She approached Lakshmi’s son and took the money from him, claiming it was for a scan,” police said. When Lakshmi spotted the woman again in the hospital, she handed her over to the police outpost.

Questioned, Sharmila reportedly confessed that she had been wandering around the hospital for over a month. “She had married a close relative, claiming to be a doctor working at the RGGGH. He would drop her at the Tiruttani railway station every day and pick her up. She would come back around 3 pm, saying duty hours were over,” police said.

However, Sharmila did not have a previous crime record, hailing from a middle-class family. “She posed as a doctor only to cheat her husband and her family. She confessed that she had taken money from Lakshmi as she had absolutely no money with her that day. Her parents were summoned and questioned. She was remanded in the evening,” police added.

The extension of the Chennai-Bengaluru Express till Mysuru has been approved by the Railways. According to a statement issued by the Railway Board, the train will have commercial stoppages at Kengeri, Ramanagaram, Channapatna, Maddur, Mandya and Pandavapura on the extended portion. Train number 12609 will leave Chennai at 1.35 p.m. and arrive in Mysuru at 11 p.m. Train 12610 will leave Mysuru at 4.45 a.m. and reach Chennai at 2.30 p.m.

Pongal gift distribution continues amid glitches

Distribution of Pongal gift pack, which includes a cash component of Rs. 1,000 this year, continued for the second day in all fair price shops across the district amid minor glitches.

While a number of shops did not begin distribution on Monday owing to delay in arrival of stock, officials said the distribution took place in all shops on Tuesday.

However, R. Saraswathi, who came to collect the gift at a fair price shop in Tallakulam, said although she came in the morning she was asked to come in the afternoon due to non-availability of stock.

Collector S. Natarajan inspected the distribution in at least four fair price shops.

Many ration shops in the district witnessed long queues of people on Tuesday to receive Pongal gift hampers and Rs. 1000 in cash announced by the State government.

To avoid heavy crowd and untoward incidents, ration cards were staggered into a group of 250 to 300 based on card numbers. Notices were put up at the ration shops so as to inform the ration cardholders the date on which they were required to collect the Pongal gift hampers. However, brushing aside the system, enthusiastic cardholders thronged in large number at various ration shops to receive the gift hampers. As per the instruction by the senior officials, the beneficiaries were distributed two Rs. 500 denomination notes. In some places, policemen were posted to regulate the crowd.

“We do not know about others. But, the gift hampers and cash will be of immense help for the poor people like me and daily wage labourers to celebrate the Pongal,” says S. Rajam (75), who waited in a long queue at a ration shop at Bheema Nagar.

Special flying squads formed by Collector K. Rajamani, who is the monitoring officer of the Pongal gift distribution drive, visited various parts of the district to monitor the distribution.

He told The Hindu that 7.95 lakh ration cardholders in the district would be given the Pongal gifts. A sum of Rs. 80 crore had been released for the distribution in the district. Elaborate arrangements have been made to distribute the gifts in 1222 ration shops in the district.

He said the distribution was closely monitored to avoid confusion and complaints Flying squad headed by Deputy Collectors and Tashildars had been instructed to carry out continuous check. Ration shop employees should give no room for complaints.

K.C. Ravichandran, Joint Registrar of Cooperatives, Tiruchi district, said that nearly 2 lakh cardholders were distributed the gifts on the fist two days of distribution on Monday and Tuesday. The moment the cardholders received the gifts, they would receive transaction messages on their smart and Adhar card linked mobile phones. The distribution would continue up to January 14.

Seeks separate train from Karur-Chennai through Salem

Condemning the railway administration’s decision to extend the Salem – Egmore Super Fast express train service up to Karur junction, members of Pattali Makkal Katchi (PMK) staged a demonstration in front the Salem Railway Division’s headquarters here on Tuesday.

Led by its State Deputy Secretary R. Arul, they said that efforts taken by the then Union Minister of State for Railways R. Velu of PMK led to the introduction of train service from the division. Train numbers 22153/22154 is the only train that originate from the Salem Junction in the division to Chennai. The train received good patronage. If the train service was extended up to Karur, people in Salem district will lose reservations. They said that a petition has already been submitted to the Divisional Railway Manager on September 14, 2018 urging the administration to drop the move to extend the train services.

They said that to serve the people in Karur district, the administration could operate a separate train from Karur to Chennai through Salem. But extending the train service is unacceptable as it will affect the passengers in the district. When they attempted to picket the divisional office, they were prevented by the police.

In Erode, transport services between Tamil Nadu and Karnataka through Hasanur were affected

The two-day nationwide strike called by the central trade unions did not have much impact in the district as transportation remains largely unaffected here on Tuesday.

Most of the buses were operated as usual and shops remained opened. However, less than half of the autorickshaws stayed off the road. Banking services were hit as employees of various associations participated in the strike and staged a demonstration.

Likewise, many employees of BSNL and other Central government organisations participated in the strike. Loadmen at goods shed participated in the strike as loading and unloading from wagons were affected. Demonstrations were held in front of Central government organisations as they raised slogans against the anti-worker, anti-national policies of the government.

In Erode district, operation of buses between Tamil Nadu and Karnataka through Hasanur was affected through out the day while buses were operated as usual across the district. Employee attendance in banks remained low affecting the banking operations. However, customers waited in long queue to complete their transactions.

Pongal holiday just got longer

Students and State government employees have a reason to cheer this Pongal season, as the State government on Tuesday announced a holiday on January 14, thereby extending the overall holiday period to six days. However, February 9 would be a compensatory working day.

With January 12 and 13 falling on Saturday and Sunday and January 15, 16 and 17 being declared holidays for Pongal, Tiruvalluvar Day and Uzhavar Thirunaal, respectively, a holiday on January 14 would mean students and government employees get to enjoy a six-day holiday.

Since the holiday was not announced under the Negotiable Instruments Act, 1881, treasuries and sub-treasuries would function with minimal staff, and instructions to this effect had been given to all District Collectors, a G.O. stated.

Bonus for employees

Ahead of Pongal, the Tamil Nadu government on Tuesday issued orders announcing a special bonus of 30-day pay to Group C and D employees and pensioners.

While serving employees would get up to Rs. 3,000 each, pensioners would get Rs. 500 as Pongal bonus.

Strike cripples work in banks across the State; export, import bills not processed

Several bank employees across Tamil Nadu participated in the countrywide strike on Tuesday called by various trade unions, including the Indian National Trade Union Congress (INTUC), the All India Trade Union Congress (AITUC) and the Centre of Indian Trade Unions (CITU). While the branches were kept open, hardly any transaction took place.

“Several ATMs went dry, cheques worth over Rs. 6,000 crore could not be processed, trading transaction was stopped, there was no banking transaction,” said C.H. Venkatachalam, general secretary, All India Bank Employees Association. He added that inter-transactions were hit and export and import bills could not be negotiated.

The demands of the striking workers were social security cover for all staff, strict enforcement of labour laws, tough action against employers for violation of labour laws, assured pension for all workers and employees and opposition to disinvestment in Central and State PSUs or undertakings. The other demands include recovering huge corporate bad loans, making adequate recruitments in all banks, and stopping outsourcing of regular bank jobs. “All our branches were open. Only a section of employees participated in the strike,” said an Indian Bank official in Chennai.

In an announcement to the stock exchange, Indian Bank said that a section of employees might take part in the strike called by All India Bank Employees’ Association (AIBEA) and Bank Employees Federation of India (BEFI) on January 8 and 9 and the normal functioning of the branches / offices of the bank may get affected.

An exception

An IOB official said that its employees were not participating in the strike and its branches were functioning normally. Karur Vysya Bank Ltd in a filing with the Bombay Stock Exchange said, “If the strike call materialises, the workmen of our bank may take part in the proposed strike on the said date, in which occasion the normal working of the branches/offices of the bank may get affected during the day.”

Banking operations were impacted in other parts of the State too. In Coimbatore, counter transactions were affected in several banks. At Canara Bank in Coimbatore, an official said, “The officers did not take part in the strike. Non- financial business continued.”

Over 300 out of 1,500 bank staff abstained from work in Virudhunagar. Transactions at public sector banks, barring the State Bank of India and the Indian Overseas Bank, were affected in Tiruchi and other districts in the Central region. Business operations were also hit in public sector banks at Pudukottai, Ariyalur, Perambalur and Karur besides at Thanjavur.

According to data from State Level Bankers Committee, Tamil Nadu, nationalised banks had nearly 6,600 branches across the State. Old private sector banks had 1,925 branches.

HC confirms conviction based on 4-year-old’s eyewitness account

The Karnataka High Court on Tuesday confirmed conviction and imposition of life sentence on a 62-year-old woman and her 45-year-old son by a court in Mangaluru, based on the evidence of a four-year-old boy, who had seen his mother being killed in front of him by his father and grandmother in 2011.

A Division Bench comprising Justice K.N. Phaneendra and Justice B.A. Patil passed the order while dismissing the appeals filed by Parvathi and her son Ravish, both residents of Vittala Kasba villege, Bantwal taluk, Dakshina Kannada district. The 1st Additional District and Sessions court, Mangaluru, had on August 12, 2016, convicted them based on the eye witness evidence given by Rohitashwa, who was nine years old and studying in fourth standard when he gave his statement before the court as the sole eyewitness of the murder of his mother, Saraswathi.

The Bantwal police had video graphed the recording of statements of various persons and this included Rohitashwa’s narration to the police about what his father and grandmother did to his mother in their home.

Rohitashwa, besides stating before the trial court that it was his father and grandmother who had killed his mother using a sickle, had also faced counter questions put forward by the defence lawyers during the cross-examination.

The trial court had also recorded the statement of other witnesses who had narrated what the four-year-old boy had told them afterSaraswathi’s death. The High Court accepted the evidence given by Rohitashwa as recorded by the trial court.

She was murdered using a sickle at around 8 a.m. on February 17, 2011, and a case was registeredon a complaint filed by Saraswathi’s father. According to the prosecution, Ravish and Parvathi, daily wage workers, frequently quarrelled with Saraswathi over property matters and other personal issues.

‘I’m still a vidyarthi when it comes to music’

His name is synonymous with music, and his mesmerising voice has been tugging the heartstrings of music lovers across the world for decades now.

However, KJ Yesudas isn’t stopping. As we walk in for this interview, he is busy practising a kriti in Raga Bilahari for an upcoming concert at a temple in Chennai. Does he practise rigorously even now? “Decades ago, I wanted to learn music at Trivandrum and become a vidwan. I joined the course and realised that I will remain a vidyarthi (student) forever and not become a vidwan,” he begins.

Having worked with several generations of music directors, Yesudas says that of late, he has been focusing on Carnatic music. “I keep , recording for both films and devotional songs. But these days, I’m devoting a lot of time for Carnatic music.” A disciple of Chembai Vaidyanatha Bhagavathar and Semmangudi Srinivasa Iyer, he says he doesn’t want to deviate from the sampradaya in his classical concerts. “Several stalwarts have created a system and I would like to follow that. I don’t deviate from the format. I do sing bhajans and such request songs for the audience towards the end of my concert, but for that, they will have to wait,” he says.

Ask him what his favourite raga is, and he says, “There was a time when I used to tell everyone that I love Kalyani. However, now I don’t think like that. For me, every raga is like the bhava of Goddess. How can I discriminate or pick and choose one particular raga over the other?”

Even after five decades of non-stop singing, his voice has not lost its sheen. What’s his secret? “It’s not that I always had this impeccable voice. Some 15-18 years ago, I started noticing that I could not reach higher octaves. I thought that it’s a natural phenomenon and a part of ageing and continued singing in low pitch. But once on a tour in the USA, a life-changing event happened... “ “...I was told that a Sri Lankan boy was an ardent fan of mine and that he wanted to drive me to the concert organiser’s place. While sitting in his car, I noticed a book lying on the seat, titled, Eat Right for Your Type. Out of curiosity, I just started reading it...”

‘No one can deny that singers play a great role in making a song popular’

I soon got so engrossed in the content that when it was time to alight, I asked the young man whose book it was. Since it belonged to someone else, I decided not to take it, but buy one. I was waiting at a bookstall and though I asked a couple of people there to get me the book, they said they didn't have it. But when I was just about to take a sip of my coffee while sitting there, I spotted the book, on the shelf just opposite to me. I immediately bought it. Though not an exhaustive work, the book is about diet based on one’s blood type. After reading the book, I realised the mistakes that I had been making in my diet and soon started following the plan as suggested by the author. It worked like a miracle. Since then I have been adhering to the diet plan and I have never faced any pitch issues. In fact, some of my toughest songs and biggest hits happened after that.”

He says that his day begins with coffee and an energy bar and he can go on with that till lunch. “My lunch is typical Kerala meals — rice with some side dishes. Earlier, I used to have rotis at night. It was easy to eat rotis after late-night recordings and shows. But after reading the book, I stopped having rotis and that helped me. Even today, if I alter my diet, I feel the difference in my voice.” He adds, “I don’t drink tea. When I was young, I would gorge on chicken. But for the last several years, I’ve been a pure vegetarian; I don’t even take egg.”

Mentioning that he seldom eats from restaurants, he says, “It's my duty to upkeep and safeguard my voice, my ability to sing. I believe in munjanma. What I’m today maybe because of that. It’s like today’s bad food habits affecting your health tomorrow. I should not allow my music to go bad because of my negligence.”

Yesudas will be performing live at Shilpa Kala Vedika in Hyderabad on January 20. It’s been more than a decade since he last performed there. Ask him about it, and he says, “I am looking forward to the show. It’s been a long time since I did a live show there. Vijay (his son) will be singing with me and Kalpana will be the lead female vocalist. I don’t select the songs beforehand. The songs will be decided based on the audience and mostly impromptu.” However, he informs that he will be singing Telugu, Tamil and Hindi songs at the concert. “If the audience request for songs from other languages, I will sing them as well,” he says.

Ask him if he will be performing any of the songs by Ilaiyaraaja as the royalty issue of the composer’s songs is already rocking the music scene. He replies, “No, unless the organisers have taken permission from Raja sir, I won’t be singing them.” Will it not affect the show, in a negative way? He says, “Some time ago, I did a concert in Coimbatore without singing any of Raja sir’s songs. There are enough number of songs by other music directors to keep the audience hooked. So, there need not be any worry on that.” Ask him what he thinks of the royalty issue, and he says, “We are still following the colonial law. In the UK, the writer, singer and composer are all one. But our system is different. Apart from the music director, there are lyricists, singers, instrumentalists and arrangers. While it’s a team effort and everyone is getting paid for their part, how can the royalty be given to only one person? Now, he wants the singers to pay him additionally if we sing his songs. No one can deny that singers play a great role in making a song popular. If they think that singers are just labourers, music directors themselves can sing all the songs and make them popular, right?”

However, he quickly adds that he shares a great rapport with Ilaiyaraaja. “He addresses me anna and is fond of me. But when he stopped Balu’s concert, (SP Balasubramaniam) saying that he should pay money to sing his compositions, I felt bad. I know their relationship. Balu and Raja sir were so close. But this has created a dent even in my mind.”

On many occasions, the singer has gotten embroiled in controversies. He says, “I don't like doing things without understanding the meaning. Once I walked out of a film event as I could not stand the insult they meted out to a Sanskrit verse. The opening dance act of the event showed a scantily clad woman standing on one leg on the shoulder of a man while the recital Asathoma Sadhgamaya was playing in the background. I just excused myself from the event and walked out. But that became a talking point. Similarly, there are many such incidents,” he laughs.

And what about singing in reality shows? “Oh, no! That’s not my cup of tea. I’m someone who is slow, but believes in mindfulness. But today’s contestants and audience want instant gratification. Hence, I don’t even go anywhere close to such programmes,” he signs off.

‘Engg graduates will add to ITBP strength’

There is an increase in the number of people with engineering and technical qualifications joining the Indo-Tibetan Border Police (ITBP) in the rank of constable, for which the required qualification is only a pass in the higher secondary, director general (DG) of the ITBP Surjeet Singh Deswal has said.

Attributing the increase in number of engineering colleges as reason for producing graduates joining the armed forces, Deswal, who was interacting with reporters here on Tuesday after the passing out parade of officers in the rank of assistant commandant (AC), said that they add to the strength of the force, as it is marching towards modernization. “Modernization is in terms of hardware and software. Qualified and skilled personnel will be instrumental here in strengthening the force,” he said.

According to him, recruits find a career in ITBP challenging compared to the jobs their degrees would fetch them. He also said that challenging works in ITBP are getting easier as stations in higher altitudes in the borders are being given focus by the central and state governments which are providing infrastructure such as laying roads.

This has made transportation of materials to those stations easy, he said and added that the ITBP is also equipped with high-end vehicles and all-terrain vehicles.

To a question on the difference in pay structure as claimed by ITBP personnel to their counterparts in the Indian Army, despite working under similar conditions, Deswal said, “They cannot be parallelly compared as there are advantages in the ITBP than Indian Army (on certain areas).” He added that the government and finance commission work on the pay and other benefits.

That Kalrayan Hills near Kallakurichi got its first power line 63 years after Independence in 2010 sums up the region’s backwardness. Creation of a new district, with Kallakurichi as the headquarters, by bifurcating Villupuram will go a long way in enabling the state government and non-government agencies to focus on a series of issues that plague the region including illiteracy, unemployment, illicit liquor trade, poor health facilities and academic infrastructure.

The decision was hailed by all sections of the people including leaders of various political parties. PMK founderleader S Ramadoss, who has been spearheading campaigns urging the state government to bifurcate or trifurcate bigger districts like Vellore, Villupuram and Kancheepuram into smaller districts for administrative convenience, welcomed the decision.

“Small is beautiful,” Ramadoss said. He said the population in Kancheepuram, Tiruvallur or Vellore districts was more than the population in more than 100 countries in the world. “Spread in 7,217sqkm, Villupuram district remained the biggest in the state. The population stood at 34.58 lakh next only to Vellore. Now the government must carve out the northern and eastern parts of the Villupuram district and form a new district with Tindivanam as the headquarters,” he said.

Consumer activist from Kallakurichi A Arul Kennedy said the demand to form a new district with Kallakurichi as the headquarters began almost two decades ago. “The people wanted it. In 1997, we gave a memorandum to then district collector. Over the years the demand gained momentum and the people in Kallakurichi staged a one-day fast in 2007. The fast was a monumental success and the efforts by then ruling party to thwart the struggle turned futile,” said Kennedy.

There are 30 villages in Kalrayan Hills. Vellimalai is the only hamlet accessible by road and there are only four trips by government mini-buses a day.

“Villupuram headquarters is more than 150km from most of the villages in Kalrayan Hills and it is almost impossible to visit the headquarters to seek any governmentrelated schemes and assistance and return the same day. The creation of a new district will benefit people in Kallakurichi and Chinna Salem and adjoining regions,” said K Nehru, representative of an NGO working for the uplift of tribal people.

There are several private schools and a handful of private colleges in the region but a very few government schools and no government college. “With the formation of the district, we will benefit from state government policy of establishing an ITI, a polytechnic, an arts and science college, an engineering college and a medical college in every district,” said Kallakurichi legislator A Prabhu (AIADMK).

Activist moves HC against ₹1k Pongal gift

Claiming that the decision of the Tamil Nadu government to provide cash gift of ₹1,000 to all ration card holders, irrespective of their financial status, for Pongal as irrational and unmindful, a Coimbatorebased activist has approached Madras HC to restrain the state from disbursing the gift.

“When the state is in dire need of funds to restore normalcy in Cyclone Gaja-affected districts, the government should not be allowed to bring such further burden to the treasury which would eventually passed on to the people of the state,” activist J Daniel Jesudass said.

It is the duty of the government to provide welfare measures to people, but such measures should be provided based on their financial position, he added.

When the total loan liability of Tamil Nadu has already exceeded that of West Bengal, Uttar Pradesh and Maharashtra going forward with the decision will not be wise and it will further damage the financial position of the state, the petitioner said. TNN

Pongal: Govt offices and edu institutions to be shut for 6 days

Following representations from various sections, the Tamil Nadu government on Tuesday announced a public holiday on January 14, thus extending the Pongal public holidays for six days.

“All government offices and educational institutions will remain closed on that day and instead function on February 9,” said an order issued by the public department.

The state government had received requests from several associations and the public to extend the holidays to celebrate harvest festival in their native places, the order said.

The state government already notified holidays on January 15 (Pongal), 16 (Thiruvalluvar Day), and 17 (Uzhavar Thirunal).

In all, government offices and educational institutions will not function from January 12 (Saturday). “As the holiday was not declared under the Negotiable Instruments Act, 1991, all district collectors have been asked to make arrangements to work with certain number of staffs in treasury and subtreasury offices in the districts,” the order said.

Higher edu secretary apologises for absence, HC recalls warrant

A day after issuing a bailable arrest warrant against state higher education department secretary Mangat Ram Sharma, the Madras high court recalled the warrant as the officer tendered an unconditional apology on Tuesday.

On Monday, Justice N Kirubakaran issued the warrant against Sharma as he failed to appear in court despite an order of the court in contempt proceedings. The judge directed the Chennai commissioner of police to arrest Sharma and produce him before the court on Wednesday. However, on Tuesday, Sharma appeared before the court and explained that his absence was unintentional.

The issue pertains to a plea moved by Association of Self Finance Arts Colleges seeking to restrain Bharathiar University from permitting private parties from conducting certain courses through distance education mode.

Narmadha Sampath, additional advocate-general of Tamil Nadu, told the court that the contempt plea was actually a fight between private parties who had rendered the court a victim. “After this court passed an order, another judge of the court passed a contradictory order on the same issue. In that writ petition also, a contempt plea was filed, prompting the university syndicate to adopt a resolution. So let all the matters be listed together which will establish these facts. Two different orders on the same subject was the root-cause of the problem,” Sampath said.

Recording the submissions, Justice Kirubakaran noted that it was not known whether syndicate meeting was only a formality, or the members would discuss and take a decision. “Therefore, this court would like to know what kind of discussions would take place during a syndicate meeting. Proceedings of the meeting are to be placed before this court in a sealed cover by January 25.”

Swati Singh, an MBBS final year student at the DY Patil Medical College, Mumbai, was deboarded after she reportedly suffered a bronchial asthmatic attack on board its flight (G8-586) to Mumbai on Sunday afternoon.

A co-passenger said the medico developed shortness of breath and was found to be gasping on her seat, with anxiety writ large on her face, leading to a panic-like situation inside the aircraft.

With the aircraft door yet to be closed before take-off, the pilots immediately intimated the air traffic control (ATC) of the JPNI airport and deboarded Singh. She was taken to the medical inspection room inside the terminal building of the airport, where Dr Anshu Ankit of the Paras-HMRI hospital managed her conservatively, giving bronchodilating drugs and inhalation through nebuliser.

The flight, which was originally scheduled to leave here at 2pm, was delayed by two hours due to poor visibility.
