TN govt colleges may get 345 more MBBS seats this year

In an attempt to increase the number of undergraduate medical seats in the state, both the government and private institutions together have applied for at least 950 more MBBS seats for 2019. This includes at least 345 seats in public institutions.

The directorate of medical education has submitted its final compliance report after two rounds of inspections and is expecting the letter of permission from the Centre to start a government medical college in Karur in 2019 offering 150 medical seats. “With this, the total number of government medical colleges in the state will be 23. Our state has one of the maximum numbers of medical colleges in the government sector. In the coming years, we will increase the seats in existing colleges to at least 250 and open new colleges in all districts,” said the director of medical education Dr A Edwin Joe.

This year, the state has applied for 95 more seats at Madurai Government Medical College and 100 at Tirunelveli Government Medical College. The inspectors had earlier asked administrators of the Madurai college to rectify certain infrastructure inadequacies. “We have submitted the compliance report for that. There were no inadequacies reported in Tirunelveli,” he said.

In addition to government colleges, at least four private colleges that are planning at least 150 seats each have asked the state for essentiality certificates — a mandatory certificate to be handed over to the Centre. The list includes medical colleges backed by Lok Sabha deputy speaker M Thambi Durai and DMK former minister S Jagathrakshakan.

Educationists and activists said the state should enforce stringent laws to permit them to take over administration when the management announced the closure. “Every year, students from private colleges move the court seeking transfer to government colleges if the management decides not to continue the course,” said Dr R Kamaraj, a parent of a student in a private medical college.

High court relief to NRI PG medical aspirants

JAIPUR: High court’s decision has come as a major relief for candidates seeking admission in PG medical courses on 15% NRI quota in the state. 

Hearing the case, double bench of justice Banwari Lal Sharma and MN Bhandari of Rajasthan High Court, Jaipur bench, ordered, “Admission in NRI quota for PG medical and dental courses would be governed by the prevalent rule.” The court heard the case filed by a private university of medical sciences and technology Jaipur versus State of Rajasthan, office of the chairman, NEET PG medical and Dental Admission/Counselling Board -2018.

Chairman of the medical university, Dr ML Swarankar said, “The prevalent rule was issued by the medical education department on August 24, 2011 stating that an NRI who undertakes to sponsor a student for admission as guardian, need not be a blood relation, hence the ‘ward’ in case of NRI admission means a candidate whose guardian is a bonafide NRI. ‘Ward’ does not mean related by blood.” Dr Swarankar said, “The court’s judgement can be seen as a major relief for students as it is not mandatory for a PG medical course aspirant to have blood relationship with an NRI for taking benefit of NRI quota.”

The court set aside the order passed in SB Civil writ petition on May 10, 2018, whereby the single judge had disposed of the writ petition of the petitioner student, while observing that the principles laid down by the honourable Supreme Court in writ petition titled as consortium of deemed universities in Karnataka versus Union of India, be applicable to all admissions including PG (medicine).

While setting aside the order passed on May, 2018, division bench ordered, “We find that litigation before the Apex Court is still pending in the case of consortium of deemed universities in Karnataka. The last para of the interim order is quoted hereunder for ready reference: It needs no special emphasis to state that the present order is only applicable to the deemed universities and no other category of institution.” The Apex Court had passed interim order, “As presently advised, the principles set out in Anshul Tomar (supra), shall be followed this year for the purpose of filling up of 15% NRI quota. Be it clarified, the NRI quota shall include overseas citizens of India (OCI) and persons of Indian origin (PIO).”

Justice Banwari Lal Sharma and MN Bhandari further ordered, “If any direction is given by the Apex Court in regard to such admission even for the university created by the state legislation, then it would be applicable to it.”

Smart cards carry only temporary address, says association

The Madras High Court on Monday sought the response of the State government to a writ petition filed by South India Driving School Owners Federation complaining about new driving licences, issued in the form of smart cards, containing the address of driving schools and not that of the licence holders.

When the case was listed for admission, Justice D. Krishna Kumar ordered notices to the Transport Secretary as well as Transport Commissioner returnable by four weeks. In its affidavit, the federation said the applications for driving licences require applicants to fill their permanent as well as temporary address.

Temporary address

Most of the applicants fill their residential address in the column meant for mentioning the permanent address and the address of the driving schools in the column meant for temporary address. However, the smart cards issued to them contain only the temporary address which invariably happen to be the address of driving schools, it said.

“I state that incorporating the driving school address as the address of the licence holder is improper and incorrect. In the event of any untoward incident, the owners of driving schools have to face the situation,” S. Devadoss Gandhi, joint secretary of the federation, said and claimed that the officials failed to rectify the anomaly despite several requests.

It will fine-tune skill of 38,000-odd teachers in this region

Union Ministry of Human Resource Development had released Rs. 11.50 crore under ‘Pandit Madan Mohan Malaviya National Mission on Teachers and Teaching’ for establishing School of Education at Manonmaniam Sundaranar University, its Vice-Chancellor K. Baskar said.

The school is meant to train school and college teachers through scientifically designed induction and post-induction training programmes.

He told reporters here on Thursday that it would shape 38,000-odd teachers in this region in a desirable and student-friendly fashion. The training modules would fine-tune their teaching practices.

Own buildings

Of 10 constituent colleges of MSU, which were established to provide quality higher education to poor students at affordable cost, nine colleges, except the one at Puliyangudi, will have own buildings during next academic year,.

The university’s cash reserve, which stood at Rs. 160 crore three years ago, stands at Rs. 212 crore due to a range of measures taken during the last three years.

The ‘file tracking system’ in the MSU administration is quite popular among the teaching and non-teaching faculty of the university and in affiliated colleges as he had set a deadline of clearing every file within 15 days.

Fund sanctioned

He said that Rs. 1.50 crore has been sanctioned to the university under Ministry of Human Resource Development’s Rashtriya Uchchatar Shiksha Abhiyan (RUSA) Innovation and Research Scheme for developing Solid Oxide Fuel Cell (SOFC) and Sodium ion batteries which can replace the costly Lithium ion batteries.

If the SOFC project can accomplish the expected outcome, it will end up in fabricating the energy efficient fuel cell with greater storage and will be very much useful for the armed forces deployed in remote areas, he said.

Senior chemical scientist and administrator K. Pitchumani has been appointed Vice-Chancellor of Manonmaniam Sundaranar University, Tirunelveli, by Governor-Chancellor Banwarilal Purohit. He will have a tenure of three years. Mr. Pitchumani has teaching experience for 37 years and is at present the CSIR Emeritus Scientist at the School of Chemistry in Madurai Kamaraj University.

He has also worked as visiting professor in the Academy of Sinica, Taipei, and Tokyo Institute of Technology, Japan.

A release from the Raj Bhavan said Mr. Pitchumani “is experienced in university administration having functioned as Registrar in-charge and Chancellor nominee in syndicate and senate of Madurai Kamaraj University. He has authored three books and has over 190 research papers to his credit. In the year 2016, he was awarded UGC Emeritus Professorship in chemistry and given the status of CSIR Emeritus Scientist in chemistry.

Eating right and finding ways to unwind will stand students in good stead, say experts

It is that time of the year when food, sleep and recreation tend to take a back seat, and stress and fear become more pronounced for students. The board examinations are here, but a healthy diet, adequate sleep and ways to de-stress could help make this period less stressful, say doctors and nutritionists. Adequate nutrition, mild exercise and a good night’s sleep play a major role during examinations, they add.

“Eating a balanced meal is crucial during exams. With exams around, food or diet is low on one’s list. But remember, exam time is a roller coaster ride. The right choice of food can make you more alert, attentive, clear in thoughts and build up your immunity. Wrong food can make you sluggish, irritable and unwell with poor concentration,” said Meenakshi Bajaj, senior nutritionist, Tamil Nadu Government Multi Super Speciality Hospital.

Home-cooked food

Start with a healthy and simple homemade breakfast, preferring idli to pongal and vadai or a bowl of multi-grain porridge with fruits, nuts or banana milkshake, an egg scrambled and wrapped in a chapathi or a multi-grain sandwich, she added. It is important to stay away from uncooked food and non-vegetarian dishes cooked outside home as it could be contaminated leading to typhoid and jaundice. “It is better to have home-cooked meals. Avoid skipping meals or eating out. Sipping one or two cups of coffee could help in concentration but more than that, it will dehydrate, make one sluggish and reduce sleep hours,” she said.

S. Balasubramanian, medical director of Kanchi Kamakoti CHILDS Trust Hospital, said adolescents needed eight to nine hours of sleep. “Students tend to study till 12 in the midnight. Good sleep, that is rapid eye movement sleep, will help in storing memory. The most important hour of sleep is around 2 a.m.”.

It was important to take breaks in between studies, he observed. “Exercise or play games. In fact, watching television for sometime is not a bad option. It is important to keep stress away by doing something other than academics,” he said.

Lakshmi Vijayakumar, psychiatrist and founder of SNEHA, said, excessive stress is not good. “A certain amount of stress is good. But excessive stress will diminish capacity, cognition, memory and performance. It will result in lack of sleep, leading to poor concentration and loss of ability to remember,” she said.

All reading should be completed 15 days or a month before the examination, she said.

Prior to examinations, callers to SNEHA’s helpline are mostly students who are good at academics but are worried about scoring good marks. The State Health Department’s helpline, 104, is gearing up with a team of psychologists to provide counselling, officials said.

Says it is everyone’s duty to uphold constitutionalism

The Madurai Bench of the Madras High Court on Thursday directed government authorities granting permission for meetings or other functions to obtain a written undertaking from the organisers of a conference in Tiruchi on February 23 that they would ensure that the speakers, while exercising their right to free speech and expression, abided by Constitutional values.

Allowing a petition that sought permission to conduct the conference, Justice N. Seshasayee observed that the Constitutional rights found their pair in Constitutional duties or responsibilities. “He who is conscious of his Constitutionally guaranteed rights and demands them, shall also be prepared to submit to performing the Constitutional duties,” the court said. “If constitutionalism has to survive in this country, then it is not just the responsibility of the State but that of everyone of its constituent citizens to carry its spirit in their hearts and souls. For a citizen to exercise his rights under the Constitution responsibly, he need not look to the State, for he owes his existence not to the mercy of the State, but to the might of the Constitution,” the court said.

The court, while allowing the conduct of the conference, ‘Repression is the democracy?’, with the slogan ‘Resist corporate saffron fascism’, ordered the authorities concerned to obtain an undertaking from the organisers that none of the speakers violated or infringed on constitutional values.

The organisers should also ensure that no pictures, cartoons, caricatures, posters and any form of visual depiction of any religious symbols or other images were used in order not to hurt the sentiments of other religious groups. They should not display anything banned under the law, the court said.

The court directed Tiruchi police to look into the representation expeditiously and asked them to videograph the proceedings of the meeting. If there was any violation, the police could prosecute the violators, the court said.

Bill for establishment of a private university tabled in TN Assembly

The State government on Wednesday tabled a Bill for the establishment of a private unitary university in Tamil Nadu by trusts or societies or not-for-profit companies.

CHENNAI/COIMBATORE: The State government on Wednesday tabled a Bill for the establishment of a private unitary university in Tamil Nadu by trusts or societies or not-for-profit companies. The proposed private university would be both a greenfield and multidisciplinary.

The private university may establish constituent colleges, regional centres, additional campuses and study centres in the State subject to the norms of UGC and other regulatory bodies. It will be of unitary type and not have the power to affiliate or recognize any college or institution, says the Bill tabled in the Assembly by Higher Education Minister K P Anbalagan.

The university should possess contiguous land of not less than 100 acres, construct buildings, establish infrastructure and install necessary equipment in offices and laboratories as per the standards laid down by regulatory bodies. The sponsoring body has to establish a permanent endowment fund of at least `50 crore, the Bill says. The DMK, opposed the Bill.

Any sponsoring body wanting to set up a private university should apply to the government, justifying the need to establish the varsity, explaining the details of the sponsoring body, courses of study, research and innovation proposed to be undertaken.


The government would constitute an expert committee to examine the application. The university would be a self-financing university and shall neither make a demand nor shall be entitled to any maintenance, grant-in-aid or any other financial assistance from the government. The Bill, once enacted, will be called Tamil Nadu Private Universities Act, 2019. It has a provision of 35 per cent reservation of seats in each course for the resident students of Tamil Nadu.

The chancellor shall be appointed by the management committee for three years while the V-C by the chancellor and pro V-C through an executive council, the minister said in the Statement of Objects and Reasons of the Bill.

Enforcement Directorate Takes Over Investigation Of SRMCH Fraud

Bhubaneswar: The Enforcement Directorate (ED) today took over the investigation of financial irregularities at Sardar Rajas Medical College and Hospital (SRMCH) in Kalahandi district.

In July last year, the Economic Offences Wing (EOW) of state Crime Branch had arrested A Johnsel Raja, 54, managing trustee of Selvam Educational & Charitable Trust which was running the SRMCH.

The Selvam Educational & Charitable Trust had signed an MoU with Western Odisha Development Council (WODC) in 2004, to establish a medical college at Jaring in Kalahandi district.

As per the MoU, WODC had provided Rs 10 crores and 25 acre of government land to the Trust. Even after getting all the benefits from State government the trust failed to complete infrastructural development for the smooth running of the hospital and medical college.

A Johnsel Raja obtained permission from Medical Council of India (MCI) for admission in MBBS course for two academic years i.e. 2013-14 & 2014-15 by producing forged documents claiming to have all the facilities required by MCI for granting permission.

The aforementioned tactics adopted by the accused and other trustees were detected by MCI and further permission for admission in 3rd Academic year i.e 2015-16 was denied.

Even though the accused was aware that MCI would not permit the college for admissions in the academic year 2015-16, he still collected huge amount from a number of students as capitation fee in violation of terms and conditions of MCI.

In addition to that, he also collected a big amount from 124 students as caution money. In the mid-session, he closed the college and misappropriated the total money collected from the students.

The WODC had in 2015 lodged an FIR against A Johnsel Raja at Junagarh police station in Kalahandi district accusing the latter of violating the memorandum of understanding, fraudulent documentation and risking the future of hundreds of medical students.

Apply for 150 seats before eyeing 250, MCI tells MGM

Indore: Increasing under graduate seats to 250 seems like a distant dream for MGM Medical College. After college administration applied for increasing UG seats from 140 to 250 for academic session 2019-20, Medical Council of India (MCI) has directed college to first get permission for 150 seats.

The college had applied to MCI for increasing their UG seats to 150 from 140 for which MCI had conducted inspection in college four times. Every time the council got some loopholes in the standards and documentation and rejected the application.

According to college officials, in last five years, college have spent around Rs 15 lakh as application fee for inspection is Rs 3 lakh. The college applied for increase in UG seats in 2014.

Physiology department professor Dr Manohar Bhandari said, “The MCI had earlier rejected permission due to small library in college. We have footfall of 300 students a month and 100 students a day. MCI has directed us to construct a bigger library for which construction is going on behind college building.”

Three months ago, college had applied to increase UG seats to 250 from upcoming academic session. However, MCI have directed that first it will conduct inspection for 150 seats. Once college gets permission for 150 seats, the college will have to apply for 250.

MGM dean Dr Jyoti Bindal said, “We had applied for more seats. However, MCI will first give permission for 150 seats and later for 250. We are following MCI directions. It will conduct inspection for 150 seats for the sixth time next week.”

Government to start admission of Subharti college students within two weeks

DEHRADUN: The Uttarakhand government has decided to start the admission process of 1st and 2nd year MBBS students of Shridev Suman Subharti Medical College (SSSMC) to other private and government medical colleges across the state on the basis of their NEET score within two weeks, officials associated with the process told TOI.

The officials added that the both year students will be again made to sit for the first-year exams after the college is allotted to them.

However, sources from the government told TOI that the 2nd year students have approached the Supreme Court (SC) to contest against the clause which makes them to reappear for the first-year exam. The matter is pending in the court.

The committee, constituted by the state government on the orders of apex court to adjust the students of SSSMC in private and government medical colleges, on Tuesday finalised the criteria on how the students will be adjusted in the five institutions in the hill state.

Talking to TOI, Dr Hemchandra Pandey, vice chancellor of Hemwati Nandan Bahuguna Uttarakhand Medical Education University, who is heading the committee, said they have already submitted their report to the government on categories and criteria on which the students will be allotted medical college.

“There is one more meeting scheduled with members of the concerned medical colleges (3 government and 2 private ones) after which we will start the counselling. It may take another 10 to 15 days,” Pandey said.

The committee in its report has maintained that the shifting of students will be on basis of their marks obtained in the NEET. Those who scored higher marks will be transferred to government colleges, while private colleges will be allotted to those who scored less.

The committee has also retained the orders of apex court which has said that 2nd year MBBS students will also have to reappear in first year exam after admissions.

To recall, the Supreme Court in December last year had ordered the Uttarakhand government to admit 150 MBSS students of first and second year of SSSMC in other government and private medical colleges.

The court’s order came after it asked the Uttarakhand government on December 6 to take over the infrastructure and assets of the privately owned SSSMC and run it as a government medical college.

This was after a group of over 74 medical students (all NEET pass-outs) complained that that Subharti Trust had defaulted in its responsibilities, including obtaining necessary affiliation and permissions from the MCI. Legal experts said that this was the first time that the apex court had asked the government to take over a private college.

இசையமைப்பாளர் இளையராஜாவின் 75-வது பிறந்த நாளை ஒட்டி, தமிழ்த் திரையுலகமே திரண்டு அவரை கவுரவிக்க விழா ஒன்றை எடுத்தது. இதை முன்னிட்டு 'தி இந்து' ஆங்கிலம் இணையதளத்துக்கு இளையராஜா பேட்டியளித்தார். அதில் சுவாரஸ்யமான தகவல் ஒன்றைப் பகிர்ந்துள்ளார்.

வழக்கமாக மெட்டமைப்புக்காக உட்காரும்போது இளையராஜா உருவாக்கும் மெட்டுகளை முதலில் கேட்டுவிட்டு வேண்டாம் என்று சொல்லாமல் இன்னொரு மெட்டு முயற்சிக்கலாமா என்பார்களாம் இயக்குநர்கள்.

இதில் இன்னொரு சுவாரஸ்யம் பின்னாட்களில் இரண்டு மெட்டுகளுமே 1982-ல் ’பயணங்கள் முடிவதில்லை’ படத்தில் பயன்படுத்தப்பட்ட ஹிட் ஆனது தான். இது போல எண்ணற்ற பாடல்கள் முதலில் தேர்வாகாமல் பின்னாட்களில் பயன்படுத்தப்பட்டு ஹிட் ஆனது என இளையராஜா பேட்டியில் குறிப்பிட்டுள்ளார்.

நாடு முழுவதும் 21,400 பள்ளிகளைச் சேர்ந்த 12 லட்சத்து 87ஆயிரத்து 359 மாணவ, மாணவிகள் தேர்வெழுதவுள்ளனர். இதற்காக 4,974 தேர்வு மையங்கள் அமைக்கப்பட்டுள்ளன. வினாத்தாள் திருத்துதல், தேர்வு மையக் கண்காணிப்பாளர்கள், பறக்கும் படையினர், மேற்பார்வையாளர்கள் உள்பட பொதுத் தேர்வுப் பணிகளில் 3 லட்சத்துக்கும் மேற்பட்டோர் ஈடுபடுத்தபடவுள்ளனர். வினாத்தாள் கசிவு போன்ற பிரச்னைகளைத் தடுக்க நிகழாண்டு பல்வேறு நடவடிக்கைகள் மேற்கொள்ளப்பட்டுள்ளன. பொதுத்தேர்வு குறித்து சமூக ஊடகங்களில் தவறான தகவல்களைப் பரப்புவோர் மீது காவல் துறையில் புகார் அளிக்கப்படும் என எச்சரிக்கை விடுக்கப்பட்டுள்ளது.

சென்னை: வியாழக்கிழமை முதல் மெட்ரோ ரயில் பயணத்திற்கு பொதுமக்கள் கட்டணம் செலுத்த வேண்டும் என்று மெட்ரோ ரயில் நிர்வாகம் அறிவித்துள்ளது.


ஏ.ஜி.டி.எம்.எஸ். முதல் வண்ணாரப்பேட்டை இடையே புதிய வழித்தடத்தில் மெட்ரோ ரயில் போக்குவரத்து சேவையை ஞாயிற்றுக்கிழமை பிரதமர் மோடி துவங்கி வைத்தார்.

இந்நிலையில் மெட்ரோ ரயிலில் பொதுமக்கள் செவ்வாய் வரை இலவசமாக பயணம் செய்யலாம் என்று மெட்ரோ ரயில் நிர்வாகம் முன்பே அறிவித்திருந்தது.

இதணையடுத்து சென்னை மெட்ரோ ரயிலில் 4வது நாளாக புதனன்றும் இலவசமாக பயணம் செய்யலாம் என மெட்ரோ ரயில் நிர்வாகம் அறித்துள்ளது. இதனால் நேற்று ஒரே நாளில் மட்டும் 2 லட்சத்திற்கும் மேற்பட்டோர் பயணம் செய்துள்ளனர்.

இந்நிலையில் வியாழக்கிழமை முதல் மெட்ரோ ரயில் பயணத்திற்கு பொதுமக்கள் கட்டணம் செலுத்த வேண்டும் என்று மெட்ரோ ரயில் நிர்வாகம் அறிவித்துள்ளது.

இதனையடுத்து சென்னை வாழ் மக்களின் நான்கு நாள் இலவசப் பயணம் புதன்கிழமை இரவுடன் முடிவுக்கு வருகிறது.

காதல் கொண்டாட்டம் தேவையா?

இன்று உலகம் முழுவதும் காதலர் தினம் (பிப்ரவரி 14) கொண்டாடப்படுகிறது. காதல் எது என உண்மையாக அறிந்தவர்கள், அதை தங்கள் வாழ்வில் பின்பற்றுபவர்களுக்குத்தான் அதன் பரிமாணம் விளங்கும். தான் விரும்பிய ஆண் அல்லது பெண் கிடைப்பதற்காக கடுமையான முயற்சிகளை, பல்வேறு சவால்களைச் சந்தித்து, அதில் வெற்றி அடைந்து தங்கள் வாழ்க்கைத் துணையை அடைந்த எத்தனையோ வரலாற்றுச் சம்பவங்களை நாம் கேள்விப்பட்டிருக்கிறோம்.

இந்திய கலாசாரத்தில் குறிப்பிட்ட வயது அடைந்து, சுயமாக பொருளீட்டும் நிலை வந்துவிட்ட அனைத்து ஆண்களும் தாங்கள் விரும்பிய வகையில் வாழ்க்கைத் துணை அமைய தேடல்களில் ஈடுபடுகின்றனர். பல்வேறு காரணங்களால் விரும்பிய வகையில் பெண் அமைவதில்லை; அல்லது பல ஆண்டுகளுக்குப் பிறகே வாழ்க்கைத் துணை அமைகிறது; அல்லது அமைத்துக் கொள்கின்றனர்.

புரிதலுடன் இணைந்து வாழும் எல்லா ஆண்-பெண் உறவுகளையும் நாம் ஏற்றுக் கொள்வதில் எவ்விதத் தயக்கமும் இல்லை. தான் படிக்கும் பள்ளி, கல்லூரியில் உடன் படிக்கும் மாணவன் அல்லது மாணவி மீது ஏற்படும் ஈர்ப்பு என்பதை நிச்சயமாக உண்மையான காதல் என்கிற ரீதியில் எடுத்துக்கொள்ள முடியாது. காரணம், அவர்களுக்கு அந்த வயதில் ஏற்படுவது உடலில் பாலுணர்வு காரணமாக எழுந்த மோகம்தான். அந்த வயதுக்கு உண்டான செயல் அப்படி. எனவே, சுற்றி இருப்பவர்கள்தான் அவர்களுக்கு விளக்கி வயதின் காரணமாக ஏற்படும் விருப்பமே இது; இதற்குப் பெயர் காதல் அல்ல எனப் புரிய வைக்க வேண்டும்.

பள்ளிக்கூட நட்பை எப்படி காதல் என்று ஏற்றுக் கொள்ள முடியாதோ, அப்படித்தான் கல்லூரி வாழ்க்கையில் ஏற்பட்ட நட்பையும் காதலாக ஏற்க முடியாது. ஏனெனில், ஒவ்வொரு ஆணும் பெண்ணும் 18 வயது கடந்தவுடன் பக்குவமடைந்து சுயமாக முடிவெடுக்கும் திறன் பெற்று, தங்கள் வாழ்க்கையைத் தாங்களே அமைக்கும் நிலைக்கு வந்து விட்டார்கள் என எப்படி ஒரு சட்டம் சொல்ல முடியும்?

ஒவ்வொரு மனிதனின் பக்குவம் என்பது வயதைப் பொருத்ததல்ல. அவர்கள் வாழும் சூழலைப் பொருத்தது. பல ஆண்களும், பெண்களும் 21 வயதுக்கு மேல் ஆன பிறகும் தங்கள் வாழ்க்கை குறித்தும், வாழ்க்கைத் துணை குறித்தும் போதுமான பக்குவத்தைப் பெறாமல் இருக்கிறார்கள். இதற்காக இந்த குறிப்பிட்ட வயதில்தான் காதல் வரவேண்டுமா எனக் கேட்பவர்

Chennai: The Madras University has landed in a bizarre crisis. The Income-Tax department has slapped a notice on the cash-strapped varsity demanding tax payment of Rs 68 lakh while labelling it as a ‘private’ university after finding that it has generated more revenue than the grants/aid it got from the Tamil Nadu Government.

It has been a catch-22 situation for the 161-year-old state institution, hailed as the “Mother of all universities” in the southern peninsula, as the government has chopped drastically its grants towards staff salaries, citing violations of norms in the recruitment by earlier administrations. This led to the overall grants/aid from the state government to drop below the revenue it generated through receipt of various fees from students and affiliated institutions.

This has now brought on the I-T bombshell, the notice announcing a whopping Rs 68 lakh tax liability and worse still, the label of ‘private’ university for the world famous teaching and research institution. The I-T department has stated that the Madras University should be treated as a private varsity because the total grant received by it (from the government) was less than 50 per cent of the revenue it generated (from students and affiliated institutions). The university has referred the crisis to taxation and audit experts for help.

“This is a bizarre situation caused by the drastic cut in the grants provided to the university by both the Central and State Governments over the years. The total expenditure jumped to Rs 150 crore after the implementation of the sixth pay commission. The state government must give Rs 56 crore as salary grant, but this was cut down by Rs 20 crore citing violations of previous administrations in appointing the non-teaching staff”, said a university source, adding that the State government has sanctioned only Rs 36 crore to the university.

The university which is in the grip of a financial crisis is currently looking at ways to tide over the situation by increasing affiliation and distance education course fees. It would find this I-T notice a heavy blow on its brittle back, a worried professor said, adding, "This has come as a big shock to us all since all public institutions are exempt from paying income-tax".

Another senior faculty member pointed out that the Annamalai University had appointed faculty members and non-teaching staff "violating all the
rules", yet the state government took it over and gave it a special grant of `250 crore. The government also gave the Anna University a special grant of `100 crore.

“But the Madras University, known as the mother of all universities, is not given any special grant,” said the senior professor, pointing out that if the government made such a special grant for the Madras University, it   would come out of its financial crisis and also wriggle out of the tax notice.

“Our university did not receive even a single paragraph objecting to any of the financial procedures in the local fund audit report in the last two years. The present administration under Vice-Chancellor P.Duraisamy is following all the rules in every aspect. The university must not be punished for past mistakes”, said a senior administrator.

Senior professors contacted by DC urged the State to grant ‘one-time pardon’ for the past violations and thereafter sanction full grant with special financial assistance to the university to assist it out of its current financial crisis.

Fearing the transfer and disciplinary actions, most of the teachers returned to work before the strike was officially called off on January 30.


Chennai: In view of upcoming board exams, the school education department on Wednesday has revoked the suspension of over 1,100 teachers who have participated in the recent strike.

Pressing for several demands including to continue with the old pension scheme, the teachers and government employees under the banner of Joint Action Council for Tamil Nadu Teachers Organisations and Government Employees Organisations (Jactto-Geo) resorted to indefinite strike from January 22.

The school education department has suspended the teachers whoever got arrested during the agitations.

Fearing the transfer and disciplinary actions, most of the teachers returned to work before the strike was officially called off on January 30.

However, the suspended teachers could not resume working and the representatives held talks with the government to revoke the suspension.

"Due to the upcoming board exams to classes 10 and 12, the chief educational officers should revoke the suspension of the arrested teachers. They should be allowed to resume work with pending disciplinary action against them," said V.C. Rameswaramurugan in a circular to chief educational officers on Wednesday.

Over 550 teachers from school education directorate were suspended during the strike.

The elementary education directorate has informed the district educational officers that if the teachers post still vacant they should be allowed to resume their work in the same schools.

Earlier, the department has warned that they would not be allowed to work in the same department if they don't return to work by January 28.

The district officials have put 577 teachers from primary and middle schools under suspension for getting arrested during the protests.

NEW DELHI: In violation of the basic principles of democracy, the Union government exceeded its expenditure by Rs 99,610 crore without parliamentary approval in the financial year 2017-18, said Comptroller and Auditor General (CAG) in a report.

“Audit of the Appropriation Accounts revealed failure of the accounting authorities from the highest to lowest levels to enforce accountability, resulting in violation of the principles enunciated above, leading to an excess expenditure of Rs 99,610 crore over Parliamentary authorisation during 2017-18,” said the report.

The report, Financial Audit of the Accounts of Union Government, was tabled during the ongoing Budget Session of Parliament on Tuesday, the last session of Lok Sabha before the general elections in April-May.

“Such excess expenditure over grants approved by Parliament are in violation of the will of the Parliament and the basic principle of democracy that not a rupee can be spent without the approval of the Parliament, and therefore, must be viewed seriously,” the report further observed.

The CAG also observed that during 2017-18, the entire cash supplementary remained unutilised in 18 cases across 15 grants. In 11 such cases involving cash supplementary of Rs 11,017 crore, actual expenditure was even less than the original provisions.

The report also highlighted that contrary to the procedure, Rs 94,036 crore collected under secondary and higher education cess was retained in the Consolidated Fund of India, instead of in the fund that has been created for this purpose.

The Ministry of Finance spent Rs 1,157 crore on various heads during FY 2017-18 without obtaining prior approval of the Parliament, the CAG report said. Excess expenditure aggregating Rs 1,156.80 crore was incurred during FY 2017-18 without obtaining prior approval of the Parliament, it said.

The Public Accounts Committee (PAC) too, in its 83rd report, had taken a serious view on the cases of augmentation of provisions of the object heads ‘grants-in-aid’ and ‘subsidies’.

The PAC noted that these serious lapses are a pointer towards faulty budget estimations and deficient observances of financial rules by the ministries/departments concerned.

VELLORE: Vellore Police have tightened the noose on a notorious serial rapist, who preys on minor girls belonging to a particular tribal community, by invoking the Goondas Act against him.

Thirty-eight-year-old S Venkatesan, a resident of Senkadu, in Wallajah near here, was booked for raping four tribal minor girls under the age of 13 belonging to the Irula community, sources said.

He used to target the Irula minors thinking that he could escape as the community is known for their docile nature.


“Venkatesan is a notorious criminal. He targeted only minor girls from the Irula community. After committing the offence, he would switch over to a hideout in some other place,” a police officer said.

He has reportedly raped several other minor girls too but they have not reported it to the police.


Venkatesan, who has married three women, is guilty of other crimes as well. Cases of jewellery theft, lifting of livestock and motorcycles have been pending against him in various police stations including Cheyyar, Kalavai and Kancheepuram. Recently, he was arrested by the Andhra Pradesh police and imprisoned at Chittoor jail for one such crime.

Wallajah police has initiated proceedings for invoking the Goondas Act against him given the grave nature of the crimes he perpetrated. Following the recommendations of Superintendent of Police (SP) Pravesh Kumar, District Collector SA Raman issued orders to detain him under the Goondas Act last week, the officer informed.

2016 was when the Goondas Act was first invoked against him. Despite booked under SC/ST (Prevention of Atrocities) Act and Protection of Children from Sexual Offences Act (POCSO Act), he managed to get released from jail.

Police officials said he used to sell arrack in his initial days before indulging in theft and rape.

Meanwhile, another offender, P Sasikumar @ Thangam, 33, of Vangur, who has been running arrack sale as a family business, was also detained under the Goondas Act, officials said. They noted that his father Palani and brothers Manikandan and Prabu were selling arrack in their area for a long time without minding police action.

Now, cashless payments at sub-registrar offices in Tamil Nadu

CHENNAI: You do not have to pay cash for transactions in 575 offices of registration department in the State from Monday with the introduction of POS (Point of Sale) machines.

Inspector-General of Registration J Kumaragurubaran said that cashless transaction will be introduced from Monday in all registration department offices.

Initially, cash could be used for a transaction of Rs1,000 and a demand draft for a transaction of Rs 5,000 and above. “Now, we will be introducing POS machines at sub-registrar offices for transactions up to Rs 1,000 wherein you have to swipe your debit or credit card. For transaction up to Rs 5,000, the demand draft could be used,” said an official.

Geetha Jamdar (24), daughter of Shankar Jamdar of Ramdurga who works as an attendant in the Department of English, the varsity, has won three medals and emerged as Master of Economics topper in the varsity.

She dedicated the medals to her parents. Speaking to TNIE, Geetha said, “I have grown up admiring my uncle who is a former IAS officer Shivananda M Jamdar. Even I want to become an IAS officer if not at least Karnataka Administrative Service officer. I dedicate this medal to my parents as they always encouraged me amid financial difficulties. I also thank my parents, relatives and friends and it is one of the proud moments in my life.”

Similarly, Sudharani M, a resident of Sangli district in Maharashtra, has bagged five medals, the highest in this year’s convocation, in Kannada. Being a Maharashtrian, she developed interest in Kannada and stood first in Kannada since intermediate in all exams. Even the Kannada Development Authority awarded her cash prize when she got first rank in Kannada in the second PU exam. Sudharani told TNIE, “I always had a fascination towards Kannada. Pondicherry college student caught with 1 kg ganja

CHENNAI: A 21-year-old college student was caught by the Chennai police for illegal possession of contraband on Wednesday morning. Police said they seized 1kg of ganja from N Najumon, of Ernakulam in Kerala, who is doing his second year of a BSc Cardiac Technician course at the private college in Puducherry.

“On Wednesday, at around 5.30am, patrol police at Chennai Mofussil Bus Terminus (CMBT) found two men smoking in an autorickshaw near the exit of the bus terminus. After seeing the police constable, the men sped off. The police, from the smell, realised that they had been smoking weed. At around 6 am, the police noticed the man, who had been in the pillion seat of the autorickshaw, roaming around the terminus near the buses bound to Puducherry. After seeing the police he tried to slip away,” said a police officer.

Police said that, when questioned, Najumon said he had come to Chennai with his friends but they were not be seen.

“Since he smelled of ganja, we checked his bag and seized 1kg of ganja from him,” said the police officer.


Najumon was taken to the CMBT police station for further questioning. There, he reportedly confessed that he had come to Chennai to buy the contraband and to sell it to his friends at college.

“Najumon said that one Vicky would sell him the contraband. He reached Chennai at around 4 am on Wednesday and met Vicky at 5 am. In order to assess the quality of the ganja, he smoked a joint and sped off when he saw police,” said an investigating officer.

Najumon reportedly told police that Vicky got the ganja from Andhra Pradesh. He had purchased the contraband from Vicky three times before.

“They choose to exchange the package either at midnight or at early mornings to avoid getting caught by the police,” said the officer.

Najumon is a student of a college at Puducherry that is on the highway to Cuddalore. The stretch has three medical colleges and two engineering colleges. Police said Najumon purchased the contraband for Rs 14,000 and would sell the package for Rs 22,000.

The CMBT registered a case against him for possession of contraband for selling under the Narcotic Drugs and Psychotropic Substances (NDPS) Act and remanded him under judicial custody. Police are searching for Vicky. Meanwhile, Chennai City police commissioner A K Viswanathan rewarded Grade I Constable Manimaran of CMBT police station for nabbing Najumon.

Governor urged to remove BU syndicate member

Three members of the Bharathiar University syndicate, including a member of the Vice-Chancellor committee, have written to Governor Banwarilal Purohit, who is also the Chancellor, to remove a member from the administrative body.

V-C committee members P. Thirunavukkarasu, R. Nithyanandam and Bindu Ajeet wrote on Saturday last in three separate letters to Mr. Banwarilal Purohit to remove the syndicate member Prof. Chinnadurai, principal of Kamban Arts and Science College, as he had crossed 62 years of age.

Quoting a Government Order issued in this regard, Mr. Thirunavukkarasu said that though Prof. Chinnadurai had crossed 62 years of age, he continued to be the principal of the college and by virtue of that a syndicate member.

This was in violation of the Bharathiar University rules and a resolution of the very syndicate, which had said that persons who had crossed 62 years of age should not continue as principals.

In his letter, Mr. Nithyanandam said that there was a Madras High Court ruling in this regard and continuance of Prof. Chinnadurai would amount of disobeying the court.

Asked about the demand to remove Prof. Chinnadurai from the syndicate, Registrar in-charge B. Vanitha said that the University had initiated the process in this regard. “The University will send a note to the Higher Education Secretary for approval in a day or two and then initiate further action.”

Private varsity Bill tabled

A Bill to establish greenfield universities was tabled in the Assembly on Wednesday.

Presented by Higher Education Minister K.P. Anbalagan, the Bill has laid conditions for establishing self-financing universities.

As per the Bill, such institutions shall be sponsored by trusts or societies or not-for-profit companies and comply with the standards laid down by the University Grants Commission for infrastructure, equipment and teachers.

The sponsoring body shall establish a permanent endowment fund of at least Rs. 50 crore. The university shall establish a general fund, to which all fees to be charged from the students will be paid. Similarly, every private university shall also establish a development fund, to which all the money received to develop the university, charged from students as development fees and contributions from sponsoring bodies/organisations will be deposited.

Pilot shortage: 30 IndiGo flights to be cancelled daily till March-end

Faced with acute pilot shortage, low-cost airline IndiGo cancelled nearly 50 flights across the country on Wednesday. The country’s largest airline for domestic operations has now announced a curtailed schedule for February and March, with about 30 flights cancellations planned per day. The cancellations, which will hit over 2.3 lakh , began last week and are the worst ever operational disruptions that the 12-year old carrier has ever faced. “These 30 flights represent 2% of IndiGo’s flights,” the airline said.

On Wednesday, flights to/ from Bengaluru, Hyderabad, Chennai and Kolkata accounted for nearly half of all cancellations. Mumbai cancellations included 6E 236 to Bengaluru,6E 3834 to Chennai and in the arrivals category, 6E 831 from Guwahati, 6E 654 from Chennai and 6E 318 from Kolkata.

Those hit from Delhi were 6E 774 to Nagpur, 6E 2131to Bengaluru and in the arrivals category, 6E 766 from Hyderabad, 6E 2652 and 6E 2622 from Chennai.

Sources said that the airline is currently in the process of recruiting foreign pilots on contract to close the gap. “IndiGo has been putting in applications to the Directorate General of Civil Aviation (DGCA) to bring in foreign pilots under FATA (Foreign Aircrew Temporary Authorization),” said a DGCA source. Pilots who hold a licence issued by a foreign regulatory authority have to obtain DGCA authorization under FATA to fly in India. It’s not a speedy process. “Every Wednesday, a number of foreign pilots chosen by IndiGo have been coming to the DGCA office to give viva exams,” he added.

An IndiGo spokesperson said the airline had informed DGCA that it has cancelled 49 flights on Wednesday. “All these flights were cancelled with one to two days prior notice in order to re-accommodate passengers on flights at a similar time as booked,” the spokesperson said.

Ram Kripal Singh, 45, a former mukhiya of Birpur East panchayat in Begusarai district, was taking his 18-year-old daughter to her intermediate examination centre on Wednesday morning on his motorbike, when he was accosted by bike-borne criminals and shot twice in the chest. Such is a father’s love, that despite his condition, he rode for at least 7km and first dropped her off to the examination centre before getting himself admitted to a private hospital.

“My father was taking me to the examination centre near Begusarai railway station, when six assailants on two motorbikes intercepted us. They first tried to tie his hands. When I protested, the attackers pumped two bullets into his chest from a very close range and fled,” Singh’s daughter Damini said. “I asked him to stop and wait for some help, but my father continued riding with the gunshot injuries for another 7km to drop me off at the examination centre before getting himself hospitalized,” she added. Begusarai SP Awakash Kumar said, “The victim is under treatment and not in a condition to talk. Once he regains consciousness, we will record his statement.” He added, “As per preliminary investigation, the attack may have been the fallout of some previous enmity. We have identified a few suspects and are carrying out raids to arrest them.”

Dental surgeon from Trichy among Delhi fire victims

Dr S Sankaranarayanan, a dental surgeon of Trichy, is one of the 17 people who died in a fire that devastated New Delhi’s Hotel Arpit Palace on Tuesday, his family members have confirmed. The 55-year-old, who suffocated in the smoke from the fire, is survived by his wife, a son and daughter.

The dental surgeon checked into the hotel on Monday night for a meeting scheduled with the drug controller general of India (DCGI) in New Delhi on Tuesday regarding his ‘freeze dried plasma’ project under Mothercell Regenerative Centre in Trichy.

“He had an appointment with the drug controller general in New Delhi for a meeting to discuss our ongoing project. But, tragedy struck him,” said his colleague and orthopaedic surgeon Dr V R Ravi in Trichy.

The news of the death reached his family after one of his colleagues tried to contact him over phone on Tuesday morning. Since his mobile phone number was unreachable, the colleague managed to contact the hotel and got to know that he was one of the deceased people.

Police soon contacted Sankaranarayanan’s family members and sent them the photo of the body to confirm his identity. On Wednesday, his family members visited the hospital in New Delhi where the body was kept. The funeral is scheduled to be held in Chennai’s Velachery area.

According to scientific co-ordinator D Avinash Gandi of the centre, two employees of Maharashtra-based private pharmaceutical companies who stayed with Sankaranarayanan also died in the accident.

Med univ appeal: HC stays order on re-evaluation

A single judge order permitting re-evaluation of the theory papers of a first year MBBS student who had failed twice in two subjects, was stayed by a division bench of the Madras high court on Tuesday.

Hearing an appeal filed by Tamil Nadu Dr MGR Medical University, the bench of Justice T S Sivagnanam and Justice V Bhavani Subbaroyan granted an interim stay to the order of the single judge till February 19.

The case related to a petition filed by Priyanka Venkatesh, who joined MBBS at Government Medical College in Villupuram. She had failed to obtain pass marks in Anatomy theory papers I and II and Biochemistry theory papers I and II in August 2018 and the supplementary exams conducted in September 2018. Univ hands over luxury SUV to min, pays fuel bills

: As Tamil Nadu Dr MGR Medical University vice-chancellor, Dr S Geethalakshmi gave away her official vehicle, an 11-month-old Toyota Altis, and bought a ₹29.26 lakh luxury SUV six months into office. While a vigilance inquiry is pending on how she overshot the budget by nearly ₹14 lakh, the university has quietly handed over the vehicle to health minister C Vijayabaskar, who is also pro-chancellor of the university.

Evidence to this is a handwritten note signed by a driver, D Kumar, kept in the university file on the vehicle. The note says, “After the second service of the vehicle bearing registration no TN-09-CD 9595 ster on “oral orders”. “It is not illegal for the minister to hold the vehicle because he is the pro-chancellor. But it was not officially handed over to him. No one from this University signed any paper. Kumar is not our driver. What you see in the file is a receipt from the minister’s office,” said a senior officer. But the university continues to sanction 50 litres of fuel, he said.

University registrar Parameshwari Srijayanth did not respond to calls, but sources in the university said the vehicle was given to the mini-The minister and his office did not respond to messages or calls. In 2017, the university in an RTI response said the purchase was approved by the governing council on June 30, 2016, nearly four weeks after it was done. There were no questions raised on why the Altis, which was less than a year old, had to be replaced.

The home department fixes price ceilings for purchase of vehicles by government departments. In 2017, the university had gone ahead with the purchase despite objections raised by the finance committee. The vehicle cost overshot the ceiling by nearly ₹14 lakh, making it costlier than those allotted to ministers, judges, chief secretary and officers of equivalent rank. The file was moved to directorate of vigilance and anti-corruption for investigation.

However, university officials claimed these government rules don’t apply to a statutory body like the university. Former university registrar Dr T Balasubramanian said the university got only ₹20 lakh approval from the finance committee for a Toyota Innova Crysta, but before they could make the purchase the cost of the vehicle went up. They then bought a Toyota Fortuner, which was later ratified by the governing council.

“It was bought for the former VC, but she never actually used it. It was parked on our campus. Later, we handed it over to the minister’s office,” said a senior administrator.

சிறையில் 2 ஆண்டுகளைக் கழித்துவிட்டார் சசிகலா: ஆனால் இன்னும் ஒன்று மட்டும் நடக்கவில்லை?!

சென்னை: சொத்துக் குவிப்பு வழக்கில் சிறைத் தண்டனை பெற்ற வி.கே. சசிகலா, பரப்பன அக்ரஹாரா மத்திய சிறைச்சாலையில் அடைக்கப்பட்டு இன்னும் ஒரு சில நாட்களில் 2 ஆண்டுகள் நிறைவடைய உள்ளது.

சிறையில் அடைக்கப்பட்ட நாள் முதல், அவர் எந்த விதிமீறலிலும் ஈடுபடாமல், அவர் மீது வேறு எந்தக் குற்றங்களும் இல்லை எனும் பட்சத்தில், கர்நாடக பரோல் விதிகளின் அடிப்படையில், சசிகலா அடுத்த ஆண்டு இதே தேதியில் சிறையில் இருந்தே விடுதலையாக வாய்ப்பு உள்ளது.


அதாவது சொத்துக் குவிப்பு வழக்கில் அவருக்கு 4 ஆண்டுகள் சிறைத் தண்டனை விதிக்கப்பட்டிருந்தாலும், சிறை விதிகளின் படி, நீண்ட கால மற்றும் குறுகிய கால சிறைத் தண்டனை பெற்ற கைதிகளை, நன்னடத்தையைக் காரணம் காட்டி தண்டனையில் 4ல் 3 பங்கு காலத்தை பூர்த்தி செய்துவிட்டாலே, அவரை விடுவிக்கலாம்.

எனவே, 2017ம் ஆண்டு பிப்ரவரி மாதம் 15ம் தேதி சிறையில் அடைக்கப்பட்ட சசிகலா, 2021ம் ஆண்டுக்கு பதிலாக 2020ம் ஆண்டு பிப்ரவரி மாதத்திலேயே விடுதலையாக அதிக வாய்ப்புகள் உள்ளன.

சரி, அவர் சிறையில் அடைக்கப்பட்டுவிட்டார், முன்கூட்டியே விடுதலையாவார் என்பது தெரிந்துவிட்டது. அப்படி இருந்தும், நீதிமன்றம் பிறப்பித்த ஒரு உத்தரவு மட்டும் இதுவரை நிறைவேற்றப்படவில்லை. அதுதான் அபராதம்.

அதாவது, ரூ.66.65 கோடி அளவுக்கு வருமானத்துக்கு அதிகமாக சொத்து சேர்த்ததாகத் தொடரப்பட்ட வழக்கில், சசிகலா, இளவரசி, சுதாகரன் ஆகியோருக்கு தலா 4 ஆண்டுகள் சிறைத் தண்டனையும், தலா ரூ.10 கோடி அபராதமும் விதிக்கப்பட்டது.

சிறைத் தண்டனை நிறைவேற்றப்பட்டுவிட்டது, ஆனால், குற்றவாளிகளிடம் இருந்து இதுவரை அபராதத் தொகையை வசூலிக்கவோ, சட்டவிரோதமாக சேமித்த சொத்துக்களை முடக்கவோ எந்த தீவிர நடவடிக்கையும் முன்னெடுக்கப்படவில்லை.

இந்த 4 ஆண்டு சிறைத் தண்டனை, ஊழல் தடுப்புச் சட்டத்தின் கீழ் வழங்கப்பட்டுள்ளது. இந்த வழக்கை நடத்திய கர்நாடக அரசு தான், நீதிமன்றத்தின் உத்தரவுப்படி குற்றவாளிகளிடம் இருந்து அபராதத் தொகையை வசூலிக்கும் முக்கியப் பொறுப்பை வகிக்கிறது. அதே சமயம், சட்டவிரோதமாக சேர்த்த சொத்துக்களை பறிமுதல் செய்ய தமிழக அரசு லஞ்ச ஒழிப்புத் துறை மற்றும் வருவாய்த் துறைக்கு உத்தரவிட்டு சொத்துக்களை முடக்க வேண்டும்.

அதே போல, சட்டவிரோதமாக சேர்த்த சொத்துக்களை முடக்க அமலாக்கத் துறைக்கும் உரிமை உள்ளது. நடவடிக்கை எடுக்க இத்தனை துறைகளுக்கு அதிகாரம் இருந்தும் இதுவரை யாருமே அந்தப் பணிக்கான துரும்பைக் கூட கிள்ளி வைக்கவில்லை.

இதில்லாமல், 2007ம் ஆண்டு முதல் நிலுவையில் இருக்கும் ரூ.16 கோடி வரிக்காக, சொத்துக்களை முடக்கி அதன் மூலம் பணத்தை வசூலிக்க வருமான வரித் துறைக்கும் அதிகாரம் உள்ளது. ஆனால், கடந்த சில ஆண்டுகளாக இந்த விஷயத்தில் வருமான வரித்துறை மௌனமாகவே உள்ளது.

கடந்த 2014ம் ஆண்டு செப்டம்பர் மாதம் கர்நாடகா சிறப்பு நீதிமன்றம் முன்னாள் முதல்வர் ஜெயலலிதா உட்பட 4 பேருக்கும் தலா 4 ஆண்டுகள் சிறைத் தண்டனையும், ஜெயலலிதாவுக்கு ரூ.100 கோடி அபராதமும், மற்ற 3 பேருக்கும் தலா ரூ.10 கோடியும் அபராதம் விதித்தது.

இதை எதிர்த்து கர்நாடகா உயர் நீதிமன்றத்தில் தொடரப்பட்ட வழக்கில், 2015ம் ஆண்டு மே 11ம் தேதி விசாரணை நீதிமன்றம் அளித்த தீர்ப்பை ரத்து செய்து, 4 பேரும் விடுதலை செய்யப்பட்டனர்.

இதை எதிர்த்து உச்ச நீதிமன்றத்தில் கர்நாடக அரசு தொடர்ந்த மேல்முறையீட்டு மனுவில், சிறப்பு நீதிமன்றம் அளித்த தீர்ப்பை உறுதி செய்ததோடு, முன்னாள் முதல்வர் ஜெயலலிதா இறந்துவிட்டதால், அவர் மீதான தண்டனை ரத்து செய்யப்படுவதாகவும் அறிவிக்கப்பட்டது.

சிறைத் தண்டனையே பாதி கழிந்துவிட்ட நிலையில், அபராதத் தொகையை வசூலிப்பதிலும், சொத்துக்களை முடக்குவதிலும் யாருக்கு அப்படி என்னதான் தயக்கம் இருக்கிறது என்று கண்டுபிடிக்க முடியாவிட்டாலும், இனியாவது தங்களுக்கு இருக்கும் அதிகாரத்தை எந்தவொரு துறையாவது மேற்கொள்ளும் என்று நம்புவோம்.

மெட்ரோ ரயில்: புதனும் தொடரும் இலவசப் பயணம்

சென்னை: மெட்ரோ ரயிலில் பொதுமக்கள் மூன்றாவது நாளாக புதன்கிழமையும் (பிப்.13) இலவசமாக பயணம் செய்யலாம் என்று மெட்ரோ ரயில் நிர்வாகம் அறிவித்துள்ளது.


ஏஜி.டி.எம்.எஸ்.-வண்ணாரப்பேட்டை இடையே புதிய வழித்தடத்தில் மெட்ரோ ரயில் போக்குவரத்து சேவை ஞாயிற்றுக்கிழமை முதல் தொடங்கப்பட்டது. இதன் மூலமாக, சென்னை மெட்ரோ ரயில் திட்டத்தில் முதல் கட்டம் நிறைவடைந்தது.

இதையடுத்து, மெட்ரோ ரயிலில் பொதுமக்கள் திங்கள்கிழமை இலவசமாக பயணிக்கலாம் என்று தெரிவிக்கப்பட்டது. ஆனால், சைதாப்பேட்டை - சின்னமலை இடையே உயர் அழுத்த மின்கம்பியில் ஏற்பட்ட பழுதால் அந்தப் பகுதியில் ரயில் சேவை பாதிக்கப்பட்டது.

இதனால் மெட்ரோ ரயிலில் ஆர்வத்துடன் பயணிக்க வந்த பொதுமக்கள் மிகுந்த ஏமாற்றமடைந்தனர். இதைத் தொடர்ந்து நான்கரை மணிநேரத்துக்குப் பிறகு உயர்நிலை மின்கம்பியில் ஏற்பட்ட பழுது சீரமைக்கப்பட்டது.

இந்த நிலையில், மெட்ரோ ரயிலில் இரண்டாவது நாளாக செவ்வாய்க்கிழமையும் (பிப்.12) பொதுமக்கள் இலவசமாக பயணம் செய்யலாம் என மெட்ரோ ரயில் நிர்வாகம் சார்பில் தெரிவிக்கப்பட்டது. இதனால் மிகவும் மகிழ்ந்த மக்கள் அதிக அளவில் மெட்ரோவில் பயணம் செய்தனர்.

பரோட்டா, சோளாபூரி, நாண், தந்தூரி ரொட்டி, பட்டூரா, பாதுஷா, கேக், பிரெட், பீட்ஸா, பர்கர், பப்ஸ், சமோசாக்கள், பாவ், சிலவகை கலர் கலர் அப்பளங்கள், சந்திரகலா, சூர்யகலா, சோனே ஹல்வா (கார்ன் ஃப்ளார்) மேலும் பல இனிப்பு வகைகள் அனைத்துமே மைதாவில் தான் தயாராகின்றன. இன்றைய தேதிக்கு வட இந்தியர்களைக் காட்டிலும் தென்னிந்தியர்கள் மைதா அதிகம் சாப்பிடுகிறார்கள் என்றொரு வதந்தி உலவுகிறது. காரணம் பரோட்டா. சரி அந்த பரோட்டா தயாரிக்கத் தேவையான மைதா எதிலிருந்து தயாராகிறது என்று உங்களுக்குத் தெரியுமா?


மைதா, கோதுமையில் இருந்து தயாராகிறது என்கிறார்கள் சிலர். இன்னும் சிலர் அது ஜவ்வரிசி, சேமியா போல மரவள்ளிக்கிழங்கில் இருந்து தயாராகிறது என்றும் நம்புகிறார்கள். நம்மூர் மைதா பெரும்பாலும் கோதுமையின் உட்புற ஸ்டார்ச்சில் இருந்து தான் தயாராகிறது என்று நம்பலாம். கோதுமையில் இருந்து தயாரானாலும் கோதுமையின் நற்குணங்கள் ஏதும் இதற்கில்லை. ஏனெனில் கோதுமையில் நார்ச்சத்து, விட்டமின்கள், புரோட்டின், கார்போஹைட்ரேட்ஸ், அமினோ ஆசிடுகள் என்று உடலுக்கு நன்மை தரக்கூடிய சத்துக்கள் அனைத்தும் கலந்து இருக்கும்.




ஆனால் மைதாவில் அவை அனைத்தும் கோதுமை மாவாக்கப்பட்டு வெளியேற்றப்பட்ட பின் எஞ்சும் ஸ்டார்ச் போன்ற வெள்ளை வஸ்து மட்டுமே மிஞ்சுவதால் இதில் 100% ஸ்டார்ச் தவிர வேறு எந்த சத்தும் இருப்பதில்லை.

மைதாவுக்கு அதன் தூய வெள்ளைநிறம் பெறப்படுவதற்காக அதில் பென்ஸாயில் பெராக்ஸைடு எனும் ரசாயனம் சேர்க்கப்படுகிறது. இந்த ரசாயனம் பொதுவாக ஹேர்டை, ஃபீனால், ப்ளீச்சிங் பெளடர் முகப்பரு க்ரீம் போன்றவற்றுக்கான தயாரிப்பில் கலக்கப்படும் மூலப்பொருட்களில் ஒன்று. இதை உட்கொண்டால் மோசமான விளைவுகளை ஏற்படுத்தக்கூடிய ரசாயனம் என்கிறார்கள். இந்த ரசாயனம் அவற்றில் மூலப்பொருளாகச் சேர்க்கப்படக் காரணம் க்ரீம்கள், லிக்விட்கள் மற்றும் பெளடர்களை பிளீச் செய்து அவற்றை வெண்மையாக்கவே.

பென்ஸாயில் ஃபெராக்ஸைட் தவிர அலாக்ஸன் என்றொரு ரசாயனமும் மைதாவில் கலந்திருப்பதாகக் கருதப்படுகிறது. மைதாவை வெண்மை நிறமாக்க அதை ப்ளீச் செய்யும் போது அதிலிருந்து குளோரின் டை ஆக்ஸைடு வெளிப்படுகிறது. இந்த குளோரின் டை ஆக்ஸைடு மைதாவில் இருக்கும் ஸ்டார்ச்சுடன் வினை புரிந்து அலாக்ஸனாக மாறுகிறது. இந்த அலாக்ஸனும் மைதாவை வெள்ளை நிறமாக்க உதவக்கூடிய ஒருவகை ரசாயனமே. இது பென்ஸாயில் ஃபெராக்ஸைடை விட மிக மோசமானதாகக் கருதப்படுகிறது. ஒருவேளை இது கற்பிதமான பயமாகக் கூட இருக்கலாம். மைதாவில் அலாக்ஸான் கலக்கப்படுவது 100% நிரூபிக்கப்படவில்லை. ஏனெனில் வளர்ந்த நாடுகளில் அது தடை செய்யப்பட்ட ரசாயனங்களில் ஒன்று. கணையச் செல்களில் கணிசமான பாதிப்புகளை ஏற்படுத்தவல்லது இந்த அலாக்ஸன்.

மோனோ சோடியம் குளூட்டமேட்:

மைதா என்பது கோதுமையிலிருந்து பெறப்படும் சக்கை என்றும் முன்பே கண்டோம். அந்தச் சக்கையில் என்ன சுவை இருந்து விடப்போகிறது. எனவே மைதாவில் சுவை கூட்ட அதனுடன் கலக்கப்படும் ரசாயனமே மோனோ சோடியம் குளூட்டமேட். உணவியல் வல்லுனர்களால் சுருக்கமாக MSG என்று குறிப்பிடப்படக் கூடிய இந்த ரசாயனத்திற்கு மனித மூளைத்திசுக்களில் பாதிப்பை ஏற்படுத்தக் கூடிய வல்லமை உண்டு.

இவை தவிர குளோரின் டை ஆக்ஸைட், பொட்டாசியம் புரோமைட், அம்மோனியம் கார்போனேட், சுண்ணாம்பு போன்ற மேலும் பல ரசாயனங்கள் மைதாவின் நிறம், சுவை, மற்றும் கெட்டுப்போகாத தன்மை பெறுவதற்காக அதனுடன் கலக்கப்படுகிறது. இயற்கையில் கிடைக்கக் கூடிய உணவுப் பொருட்களிலும் கூட இந்த ரசாயனங்கள் இல்லாமலில்லை. ஆனால், மிகக்குறைந்த அளவே இருக்கும். அதே மைதாவை எடுத்துக் கொண்டால் அதன் சதவிகிதம் அதிகம். எனவே மிக மோசமான ஆரோக்யக்கேடுக்கு 100% உத்தரவாதமுண்டு.

மைதாவுக்கு வெளிநாடுகளில் வேறு பெயருண்டு. ஆல் பர்பஸ் ஃப்லோர் என்று சொன்னால் எல்லோருக்கும் தெரியக்கூடும். அது சாட்ஷாத் நம்மூர் மைதாவே தான்.

மைதாவில் தயாரிக்கப்பட்ட உணவுப் பொருட்களை அதிகளவில் உண்டால் என்ன ஆகும்?

மைதா உணவுப் பொருட்களை அதிகம் உண்பதால் ரத்தத்தில் கெட்ட கொலஸ்ட்ரால் அளவு அதிகரிக்கும். அதன் காரணமாக ஒபிசிட்டி, ஹை பிளட் ப்ரஸ்ஸர், மனக்கொந்தளிப்பு போன்ற பிரச்னைகள் உண்டாக வாய்ப்பு அதிகம்.

மைதா உயிருக்கு எமனா?! நிஜம் எது? கட்டுக்கதை எது?

இல்லை.. ஒரேயடியாக அப்படிச் சொல்லி விட முடியாது. ஏனெனில் மைதா கண்டுபிடிக்கப்பட்ட ஆரம்பகாலங்களில் உழைக்கும் வர்க்கத்தினரின் அதாவது நேரம் காலம் கருதாது உழைத்தே தீர வேண்டிய நிர்பந்தம் விதிக்கப்பட்டவர்களுக்கும் கொத்தடிமைகளுக்கும் பசிப்பிணி தீர்க்கும் உணவுப் பொருட்களை உருவாக்க பேருதவியாக இருந்திருக்கிறது. உதாரணத்திற்கு இருக்கவே இருக்கிறது பீட்ஸா. முதன்முதலில் இத்தாலியில் பீட்ஸா உருவான கதையை அறிய முற்பட்டீர்கள் என்றால் மைதா அலைஸ் ஆல் பர்பஸ் ஃப்லாரின் அருமை புரிய வரும்.

இதைத்தான் நம்மூர் உழைப்பாளி வர்க்கத்தினர் மிக எளிதாக..

‘ரெண்டு பரோட்டவப் பிச்சுப் போட்டு சால்னால பாத்தி கட்டி சாப்பிட்டுட்டு படுத்தா போதும் நடுவுல பசியில வயிறு காந்தாம காலைல வரைக்கும் நிம்மதியா தூங்கலாம்’ என்று ரசித்துச் சொல்வார்கள்.

அர்த்தம் வெகு சிம்பிளானது. பரோட்டா பசி தாங்கும்.

ஆனால், அதையே நாற்காலியைக் குத்தகை எடுத்த மூளை உழைப்பாளிகள் ருசிக்காக தொடர்ந்து சாப்பிட்டு வந்தோமென்றால் விளைவுகள் விபரீதமாகத் தான் அமைந்து விடும். அதனால் ஜாக்கிரதை!
