Alleges Centre is continuing to harass students from Tamil Nadu

MDMK chief Vaiko condemned the sudden change of venue of six National Eligibility cum Entrance Test (NEET) centres in Madurai district and around 80 centres nationally.

In a statement, he said that the sudden change in venues has caused a lot of confusion and tension in minds of students who have applied for NEET.

“One worries whether this is a ploy to ensure that Tamil medical aspirants don’t write NEET. Every year, the CBSE is creating problems in a systematic way. It is condemnable,” said Vaiko. Mr. Vaiko also pointed that the Tamil students were earlier allotted exam centres in other States and this was rectified only after strong protests from Tamil Nadu.

“Only after strong protests, did CBSE identify exam centres in 14 cities across Tamil Nadu,” he said. He maintained that the Central government was continuing to harass students from Tamil Nadu.

Raids on Santiago Martin’s premises unearth cash, jewellery

The Income Tax (I-T) department has found a huge quantum of unaccounted cash during raids conducted over the last four days on properties belonging to ‘Lottery King’ Santiago Martin.

A senior official from the I-T Investigations Wing said the assessee admitted to having unaccounted income of Rs. 595 crore, received from stockists towards manipulation of prize-winning tickets.

He had also admitted to additional unaccounted income, after reconciliation, of over Rs. 600 crore in receipts (payments received from real estate business and interest on loans given) and from investments.

During the searches, Rs. 8.25 crore of unaccounted cash was found, of which Rs. 5.8 crore was seized. The remaining cash had been kept under prohibitory orders.

Unaccounted gold and diamond jewellery of an approximate value of Rs. 24.57 crore was also found and placed under prohibitory orders. “Prohibitory orders have also been placed on several premises where incriminating evidence and electronic documents remain to be examined,” the official said. I-T officials said that Martin had been summoned for questioning.

In 2 hours, temple town Puri turned into a ghost town

The pilgrim town of Puri in Odisha was unnaturally still at 6am on Friday. The servitors of the Jagannath Temple had opened the main doors of the shrine as usual but the normal crowd was missing. Puri — a ghost town minus its tourists — was waiting for its tryst with Cyclone Fani.

In two hours, the town was tossed up and down like a plaything. As the nightmare continued till noon, TOI saw from close range the fury nature wreaked on this seaside town.

On Friday, it was possible to step out on the beach till about 7am. Soon after, a strong wind triggered a sand storm. Within minutes, everything turned hazy as the cyclone inched closer to the beach.

At a beachfront hotel’s entrance on the ground floor, the shrill whistling sound of the gale was the only thing that was audible. In minutes, the wind smashed the glass windowpanes of the hotel’s rooms.

As the wind speed started easing around 12.30pm, scenes of destruction were everywhere. In the absence of cabs and auto-rickshaws, people had no choice but to walk across the town.

While thatched shanties were completely blown away, the residences of even the collector, the SP and other government officials could not escape damage.

Train services to Puri unlikely before May 10

New Delhi:The railways will resume all train services from Bhubaneswar on Sunday, except two, and it has already cleared the Howrah-Chennai mainline, officials said.

Two trains originating from Bhubaneshwar will remain cancelled and all services to Puri are unlikely to begin before May 10. Bhubaneshwar-Tirupati and Visakhapatnam Intercity have been cancelled due to non-availability of pairing trains, J P Mishra, a spokesperson of the East Coast Railway, said. PTI

Searches on the premises of ‘lottery king’ Santiago Martin, his relatives and associates have unearthed ₹595 crore of unaccounted income, said I-T investigation officials on Saturday. The searches, which started on Tuesday, were partially completed on Saturday, said officials.

The officials found ₹8.25 crore in cash at various premises, of which ₹5.8 crore was seized. The department is scrutinising investments worth several hundred crores of rupees made by Martin and his relatives. “We have found unaccounted receipts and payments running into a few hundred crores of rupees. We are in the process of verifying records to ascertain their sources,” said an official.

The search commenced on April 30 across 70 premises in Coimbatore, Chennai, Kolkata, Mumbai, Delhi, Hyderabad, Guwahati, Siliguri, Gangtok, Ranchi and Ludhiana. The group is particularly active in lotteries of West Bengal and Northeastern states where it has monopoly. The group also has dealings in real estate and finance business in a big way, said a senior I-T investigation wing official.

Martin’s companies have been under the department’s radar for quite some time due to steady fall in its advance tax payments in the last few years. “The advance tax payments started coming down from 2016-17. When confronted, Martin said he was incurring losses after the introduction of GST. While the tax was 4% before the introduction of GST, it is 28% now. Our probe further confirmed he was evading tax,” said the official.

The searches yielded unaccounted gold and diamond jewellery worth ₹24.57 crore. They have been frozen. “Martin’s lottery business comprises printing lotteries, selling them and appointing agents and sub-agents. We are probing whether there is any fraud in the prize distribution. We have some specific information. Only further probe will reveal details. Much of the unaccounted income was invested in realty in Coimbatore,” said the official.

“Prohibitory orders have been clamped on several premises where documents and electronic evidences and digital documents were found. They are yet to be examined,” said the official.

Attempts to contact Martin and his family members in Coimbatore were in vain

MKU seeks ₹2cr from Centre

Madurai Kamaraj University (MKU) has sought ₹2 crore fund from the central government under the Nirbhaya fund to introduce several new initiatives. As part of this, a control room exclusively for the campus and introduction of mandatory self-defence as part of the academics have been planned. University officials told TOI that they had prepared a detailed proposal for the funds and had recently submitted it to the state higher education department, which would be sending it to the ministry of women and child development, government of India. 8 new courses at med college soon

As many as eight new super-specialty courses are likely to be introduced from the upcoming academic year at Madurai Medical College (MMC). Besides these, seats for two existing super-specialty courses are also being increased. Without single window, arts admission a wild goose chase

The demand for arts and science courses in Tamil Nadu is growing, but colleges continue to flout rules and guidelines as the state government has not implemented a proposal for single-window counselling for these seats.

Not just private self-financing colleges, even government-aided colleges don’t follow rules. Instead of selling a common application for all courses offered by a college (including BSc, BCom and BA) as per the norms, colleges insist that applicants buy separate forms for courses.

Though the government has fixed ₹50 as the maximum fee for application, parents and students are forced to pay ₹200 - ₹500 at colleges which sell multiple forms. Mani, a Chennai student seeking admission to a science course, said, “I’ve applied in six colleges so far. Each college collects ₹100 for BSc (physics) and another ₹100 for chemistry.”

Many colleges don’t follow the government rule that no application fee should be taken from candidates belonging to scheduled castes and scheduled tribes. Colleges were told not to admit students in self-financing stream (evening course) before completing admission for aided sections (morning course). “Though the application fee might look like a small amount, colleges are making lakhs of rupees out of it,” said S Eswaran, who has been campaigning for single-window counselling for arts and science admissions.

There is no standard procedure to ensure transparency in the admission process that involves 3.5 lakh students from 740-odd colleges. “Students, who are not sure about admission prospects, end up paying fees at the college which offers them the seat first. Finally, when they get a seat in a college of their choice, they aren’t in a position to quit as colleges don’t refund the fees. The government authorities haven’t done anything about this,” Eswaran said.

Higher education minister K P Anbalagan, in September 2018, said the government was reviewing a proposal to conduct single-widow system, but there has been no move in this direction. A senior official of the higher education department said the government is busy fixing fees for colleges, and the single-window counselling proposal would be taken up for discussion after that.

There has also been a demand for a university-level counselling as an adhoc arrangement with available resources so that it can be expanded into a state-wide initiative in the coming years.

Case on I-T sleuths over ‘lottery king’ staffer death

The Coimbatore rural police on Saturday registered a case against income tax officials for abetting to suicide of an employee of ‘lottery king’ Santiago Martin.

The deceased, T Palanisamy, 45, of Urumandampalayam, was working as a cashier at Future Gaming and Hotel Service Private Limited at GN Mills in Coimbatore. The firm belongs to Martin with whom Palanisamy was associated for more than 25 years.

Palanisamy was questioned by I-T officials after they started searches on Martin’s premises, numbering about 70, on April 30. Palanisamy was questioned first at his home and later at his office. As per a complaint filed by his son P Rohin Kumar, Palanisamy had left home for office at 7am on Friday.

Kin allege I-T officials physically tortured employee of Martin

Around10.30am, Rohin Kumar was informed that his father did not reach office. Their searches did not yield any result. Around 3pm, Rohin Kumar got a call from the Karamadai police saying Palanisamy’s body was found in a pond at Velliankadu.

Rohin Kumar’s complaint said his father was tortured by I-T sleuths and that was the reason for his suicide. Kumar said an I-T official had beaten Palanisamy at their residence.

Based on the complaint, the Karamadai police registered a case against unidentified I-T sleuths under Section 306 (abetment of suicide) of the Indian Penal Code.

“The complainant did not mention the I-T officials’ names. We will have to conduct further investigation for more details,” said a police officer.

A senior I-T official, however, claimed his colleagues had not physically tortured Palanisamy. He said CCTV camera footage of Palanisamy’s questioning was available to verify his claims. “We have a statement from Palanisamy to prove there was no torture,” said the official.

He said I-T officials had asked 15 questions to Palanisamy and his answers were corroborated with the statement given by his senior Kennedy. “When Palanisamy came to our office on the second day, he had blood stains on his hand. We asked him about the injury. His reply was that he had injured himself in a fall. All these are recorded,” said the official.

The official said nothing was found in Palanisamy’s residence but there were loose sheets at his office, which had details of accounts for three years.

சென்னையை பொறுத்தவரையில், வழக்கமாக பிற்பகலில் இருந்து கடற்காற்று வீச ஆரம்பித்து விடும். இதனால் சென்னையில் பகலில் வெயிலின் தாக்கம் அதிகமாக இருந்தாலும் கடற்காற்று காரணமாக மாலை மற்றும் இரவு நேரத்தில் வெப்பத்தின் அளவு ஓரளவு குறைந்து காணப்படும்.

Two pedestrians, a man and a woman, were killed after a car mowed them down at Villivakkam in Chennai on Friday morning. The incident that has been captured on CCTV took place at 7.10 am on the Padi Flyover service lane in Villivakkam.

The shocking visuals show a red Innova car dangerously swerving into the lane and knocking down one individual near its entrance. Another woman is knocked over and dragged along while people and dogs in the area run towards the car that drives out of CCTV’s range.

Speaking to TNM, an official from Villivakkam Traffic Station says that a call was immediately made to the control room by those in the area who had stopped the car and surrounded the driver.

“The driver seems to be in an inebriated condition, medicals tests will be made to confirm it. He was beaten up by people before he was taken over by the police. Since he is not in his senses, we are waiting to begin investigations. We will know more details soon,” he says.

A case has been registered under IPC 304(a) for culpable homicide and details on the deceased is being collected. In addition to two loss of lives, the police say that another woman suffered injuries to her leg.

As per National Crime Records Bureau’s (NCRB) 2015 report, 93 deaths and 568 injuries due to driving under the influence of alcohol or drugs have been reported from Chennai.

Moreover, Tamil Nadu also leads in road accident fatalities. About 13% deaths due to accidents were reported in the state in 2015. There were 17,376 deaths due to accidents most of them involving two-wheelers, and it also includes accidents due to trucks, buses and SUVs. Chennai constituted 9.3% of the total road accidents in the country, which accounts for 7,328 out of 78,500 cases, reported TNIE.

Chennai: Almost 99 per cent of work has been done by municipality officials of Pammal to source water from quarries and ponds to meet the water needs of residents living in Pammal and Anakaputhur during summer.

Speaking to DC, Pammal municipality municipal engineer said, "The plan is to utilise water found in Sengazhuneer quarry at Sankar Nagar, in Pammal. Since the rocks have been removed from the site, the place has become a huge pond and water is found for about 100 feet depth. Considering the scarcity problem the residents face in summer, we pitched the proposal before six months and it has been given the green signal.The work order was issued in September 2018 and almost 99 per cent of the work has been done.

He said the municipalities hope to supply around 15 litres and 10 litres of water to the residents f Pammal and Anakaputhur from Monday.

CHENNAI: Coming to the rescue of 108 students of the defunct Ponnaiyah Ramajayam Institute of Medical Sciences (PRIMS) in Kancheepuram district, the Union Health Ministry has granted permission to admit them in six private medical colleges in Tamil Nadu. A communication to this effect was produced by the Centre’s standing counsel before a division bench of Justices M Sathyanarayanan and M Nirmal Kumar when applications from the State government to review an order of a single judge dated February 1 came up last week. By this order, the single judge had directed the government to admit all the 108 students in 22 government medical colleges in the State.


Now, the six colleges that will admit the students are: Raja Muthiah Medical College and Research Institute, Karpagavinayaga Institute of Medical Science and Research Centre, Karpagam Faculty of Medical Science and Research, Tagore Medical College Hospital, Vellammal Medical college Hospital and Adiparasakthi Medical College and Research Institute.

In the light of the development in the form of a communication of the Board of Governors of Medical Council of India, nothing remains for further adjudication in the review applications, the bench said and treated them as closed.

CHENNAI : ‘Deadly’ cyclone ‘Fani’ induced dry wind has triggered a severe heat wave in Tamil Nadu. Chennai recorded its hottest day this year on Thursday recording 41.5 degree Celsius, which is 5.6 degrees above normal. Vellore registered 44.3 degree Celsius and Tiruttani 44 degree Celsius, among the hottest stations in south India.

As the cyclone began to re-curve and move-up away from Tamil Nadu, the land breeze from North West i.e Rayalaseema region in Andhra Pradesh, which is already dry, is being pushed to Tamil Nadu coastal and nearby districts.S Balachandran, Deputy Director-General of Meteorology, Regional Meteorological Centre, said this is a heat wave since the departure is more than five degrees. “Parts of Tamil Nadu, including Chennai, will continue to experience heat wave for another two to three days under the influence of cyclone ‘Fani’. Currently, north-westerly dry winds are too strong. Temperature will subside from May 6.”

Though the city was hazy and cloudy, people felt the heat. The humidity dropped as low as 19 per cent post noon when the temperature was at its peak. Meteorological department said Friday would be another hot day. It has asked people to take precautionary measures and not get exposed to sun directly between 11 am to 3 pm.


Meteorological department records show Chennai recorded its hottest day ever when cyclones had curved away like it is the scenario now. On May 31, 2003, Chennai recorded 45 degree Celsius and on May 30, 1998, it clocked 44.1 degrees Celsius. On both occasions, cyclones had formed in Bay of Bengal and curved away to Burma sucking all the moisture from land and triggering heat waves.

In what could possibly be one of the toughest selection processes for a job in the world, only nine out of the 14,231 candidates who appeared for the three-tier examination for recruitment of junior division civil judge in Haryana have made it past the first two levels.

The Supreme Court took note of the extremely rigorous standards and sought a response from the Punjab and Haryana high court. It also asked retired SC judge A K Sikri to randomly check answer sheets of the 1,195 candidates who took the main examination.

In response to an advertisement issued by the Punjab and Haryana HC in March 2017 inviting candidates to appear in a three-stage screening-cum-examination system — preliminary, main and interview — 34,000 law graduates applied for 109 posts of civil judge (junior division), which is the entry-level post in judiciary. In August 2017, the number of posts was reduced to 107.

Of those who applied, 32,230 were found eligible to take the preliminary examination. The exam was held nine months after the date of advertisement and only 14,231 took the preliminary test. On January 16 this year, the HC shortlisted 1,451 candidates from among those who appeared.

Retd SC judge to randomly check answer sheets

Of the shortlisted ones, 1,282 candidates were found eligible to appear for the main exam conducted by the Haryana Public Service Commission.

On April 11, the results were declared and just nine were picked for the interview. The final stage of the recruitment process is not complete and yet more than 99% of candidates who appeared for the test have been eliminated.

Thus, out of 34,000 who applied, only 0.026% were held eligible for the interview, and out of 14,231 who actually appeared in the preliminary examination, only 0.06% succeeded in getting through the two-tier process and went through to the interview round.

After a petition brought the matter to its notice, the SC sought a response from the Punjab and Haryana HC and asked its registrar general to be present in court.

On Friday, senior advocate Maninder Singh and advocate Prabhas Bajaj appeared for the HC and gave statistical details of the examination to a bench of Chief Justice Ranjan Gogoi and Justice Deepak Gupta. Singh agreed to an independent scrutiny of the evaluation system and the bench asked retired SC judge A K Sikri to randomly check answer sheets of the1,195 candidates who took the main examination.

Newborn girl named Fani in Bhubaneswar

A 32-yearold woman gave birth at the Railway Hospital here at 11.03am and decided to name her Fani.

Both mother and baby are reported to be healthy. The mother is employed as a helper at the coach repair workshop in the Indian Railways.

The baby, when she grows up, will surely have quite a tale to recount of how one of the strongest cyclones in India in 20 years with its gusting winds and heavy rains lashed across the state, uprooting trees and electric poles, blowing away rooftops and causing widespread damage.

While Fani took her name after today’s(Friday) cyclone, 40 years ago another Indian baby made headlines. In 1979 Skylab Singh, belonging to a Sikh family in Patiala, was named after debris from Skylab, a space station after it made landfall. No one exactly knew whether it would fall in the Indian Ocean or in Western Australia.

Similarly, last year several couples decided to name their newborns ‘Titli’ (butterfly) after their births during the destructive cyclone Titli that struck the coastal belt of Andhra and Odisha in September. AGENCIES

Puri suffered massive damage in Cyclone Fani, Odisha chief minister Naveen Patnaik said here on Friday.

Naveen, who reviewed the situation arising out of the cyclone, said, “Puri town and Puri district, where the cyclone made landfall, suffered huge damage. Energy infrastructure has been completely destroyed. Restoration of electricity is a challenging task.” The chief minister said electricity supply in Ganjam would be restored by Saturday while it is being taken up on a war footing in other places.

Naveen said damage assessment would start once the cyclone crossed Odisha. He added that 12 lakh people had been evacuated to safety in the past 24 hours. “Our immediate priorities are taking care of the people evacuated and staying in cyclone shelters and other such places,” he said. TNN

At least six people were killed and hundreds left homeless as Cyclone Fani hit Odisha on Friday morning, making landfall near Puri and unleashing its full force with wind speed going up to 175 kmph. Though various government authorities confirmed six deaths, PTI put the toll at 8.

The cyclone made landfall south of Puri coast around 8am and then got into Khurda district, of which Bhubaneswar is a part, triggering heavy rainfall along its way. Fani entered Bengal after 10.30pm, hitting the Digha coast with a peak wind speed of 115 kmph. It was scheduled to enter Kolkata’s neighbourhood via Kharagpur with a wind speed of up to 80kmph after midnight. It will exit Bengal through Nadia and Murshidabad on Saturday.

Central Water Commission officials said Odisha, Bengal, Andhra Pradesh and Assam face a high risk of “receiving extremely heavy rain” in the wake of Fani. The cyclone lashed Bhubaneswar for five hours, with winds gusting up to 100 kmph damaging power and telecommunication lines.

Most arterial roads in the city were blocked by uprooted trees and many low-lying areas remained inundated. It could take up to three days to restore power supply completely in Bhubaneswar. Telecom network broke down in Puri and Bhubaneswar while it suffered partial damage in other parts.

More than 10,000 villages and 52 towns in nine districts of Odisha were affected as heavy rain pounded the state all through the day.

People stood on either side of the road and welcomed him with shawls and garlands while some youth clicked photographs with him. Vendors gave him lemons, cucumbers and flowers as a good omen during his visit to their stalls and wished him luck in the elections.

Addressing the gathering at some points, Stalin said that the Thiruparankundram constituency was facing a bypoll not only because of the demise of its former MLA A K Bose, but also because his election in the previous bypoll was set aside by the high court following a legal battle. He said that the AIADMK government was functioning only because Modi was supporting it. Corruption and crime against women were on the rise during the AIADMK regime.

Stalin said the AIADMK had stooped to a level where they misused Jayalalithaa’s name without her knowing it.

HC stops hotel from using ‘Thalappakatti’ trademark

In a reprieve to ‘Dindigul Thalappakatti’ chain of restaurants, the Madras high court has restrained ‘Star Thalappakatti Briyani Hotels’ from using the trademark ‘Thalappalatti’ until further orders.

Justice S Vaidyanathan granted the interim relief on an application moved by Thalappakatti Naidu Anandha Vilas Biriyani Hotel – group that owns the Thalappakatti chain of restaurants – alleging trademark infringement by Star Thalappakatti Briyani Hotels.

According to the petitioner, in 1957, P Nagasamy Naidu alias Thalappakatti Naidu, the grandfather of the applicant, commenced hotel business specialising in biriyani, at Dindigul. The Union government has informed the Madras high court that 108 students of the now defunct Ponniah Ramajayam Institute of Medical Sciences (PRIMS) will be accommodated in six other private medical colleges in Tamil Nadu.

Counsel for the Union ministry for health and welfare produced a communication to the effect and informed the division bench headed by Justice M Sathyanarayanan that necessary permission had been accorded to increase the respective number of seats to Raja Muthiah Medical College and Research Institute, Chidambaram; Karpagavinayaga Institute of Medical Science and Research Centre, Kancheepuram; Karpagam Faculty of Medical Science and Research, Coimbatore; Tagore Medical College Hospital and Vellammal Medical College Hospital in Madurai, and Adiparasakthi Medical College and Research Institute, Melmaruvathur.

The ministry made the submission on a review application moved by the Tamil Nadu government seeking to review the decision of the court dated February 1, directing the Tamil Nadu government to admit the students in the 22 state-run medical colleges.

As per the directions, the MCI permitted the state to increase seats in the 22 colleges and recommended that 108 students be proportionately adjusted in the colleges through a communication dated March 10. However, expressing various practical difficulties in absorbing the students, the state requested the MCI to accommodate them in the six private colleges.

Considering the request, the MCI permitted the six self-financing medical colleges in the state to accommodate them and issued necessary permission.

Recording the submissions, the bench closed the review application as nothing remains for further adjudication.

The issue pertains to pleas moved by second year students of PRIMS who were denied permission to continue their medical course since MCI refused recognition to the college. Holding the state responsible for their plight, a single judge of the court had initially directed the state to accommodate them in the government medical colleges in the state.

: University of Madras which is facing a huge financial crisis has sought a bailout package from the state government. Post the implementation of seventh pay commission the university’s expenditure has increased and pushed it to a financial crunch.

The university has been unable to pay the retirement benefits to the employees for the last one year.“Our monthly expenditure towards salary and pension is around ₹12 crore. But, now it has increased by ₹3 crore per month,” P Duraisamy, vice-chancellor, said. The university convened its syndicate on Friday and in the meeting syndicate members requested the higher education department to give financial aid for the university’s recovery.

“The state government has promised that it would announce a bailout package soon after the elections are over,” a professor said.

Those who try to answer all questions will end up getting low marks in NEET, said C Akash, a first year MBBS student, Kilpauk Medical College, Chennai.

The student who got 416 out 720 last year said students need to be smart in answering the questions.

“If we divide the time based on number of questions, a student would get just one minute for a question. So, it is ideal to answer the questions they know. The exam also have negative marking. So, they need to avoid giving wrong answers,” he said.

He also advised to the NEET aspirants to answer biology questions first.

“Usually, physics questions will be tough and time consuming. So, students should answer them at the end. Biology questions are straight and easy to answer,” he added.

Biology section will have 90 questions and each question carries four marks.

Aksh further said students need to check every now and then whether they are grading the correct question. “Once they grade an answer, they cannot change it. Plus, they also should not fold or scribble on the OMR answer sheet,” he warned.

It is important for candidates to have a good night's sleep and reach the exam centre early. Possibly two hours early.

Coastal Odisha on Friday faced the wrath of “extremely severe” cyclonic storm ‘Fani’, but India Meteorological Department’s improved warning system, successful evacuation of lakhs of people, better Centre-state coordination and the highest

ever deployment by NDRF limited casualties. Government authorities confirmed six deaths, though news agencies reported eight.

Areas in Fani’s path were battered. There was extensive damage to kuccha houses in Puri, 160 people were admitted to hospital for treatment, the residence of the SP and DM were badly damaged and there was a serious disruption of power supply.

However, IMD’s new regional hurricane model helped avert a higher toll and showed how accuracy in tracking and forecasting landfall has progressed since the 1999 super cyclone that killed close to 10,000 people.

After success in responding to the more recent Phailin (October 2013) and Hudhud (October 2014) cyclones, central agencies and state governments were able to manage a massive evacuation. Repeated warnings reduced casualties at sea and infrastructure by way of storm bunkers was available, particularly in states like Odisha and Andhra Pradesh that are seen to be more vulnerable.

Local disaster management authorities in Odisha and the National Disaster Response Force (NDRF) were on their toes. The NDRF, in fact, made its highest ever deployment by putting 65 teams on the ground with 38 in Odisha. Over 11.5 lakh people were evacuated in Odisha, Andhra Pradesh and West Bengal in the past three days.

IMD’s systems came in for praise. “It’s a very significant achievement for IMD. I wrote a congratulatory note to its director general (K J Ramesh) today for averting a major crisis. The department has successfully used its regional hurricane model in addition to other existing models,” said Madhavan Rajeevan, ministry of earth sciences’ (MoES) secretary.

Rajeevan told TOI that the new regional model, having ocean components in addition to atmospheric ones in other models, could track the cyclone better. Cyclone ‘Fani’ is only the second storm in the past over 126 years to form over the Bay of Bengal and cross India’s mainland in April. The last severe cyclone Nargis, formed in April over the Bay of Bengal, had devastated Myanmar in 2008.

சென்னையில் இரும்புக்கடை வைத்திருந்த இதயதிலகம், 15 வயது சிறுமிக்குத் தாலிகட்டி ஒரு மாதம் குடும்பம் நடத்தியுள்ளார். அவரை போலீஸார் கைது செய்து, சிறுமியை மீட்டுள்ளனர்.

தூத்துக்குடி மாவட்டம், திருச்செந்தூர் அருகே உள்ள கிராமத்தைச் சேர்ந்தவர் இதயதிலகம். இவர், சென்னை பெருங்களத்தூர் ரயில் நிலையம் அருகே பழைய இரும்புக்கடை நடத்திவந்தார். அப்போது அவருக்கும் 15 வயது சிறுமிக்கும் பழக்கம் ஏற்பட்டது. இந்தத் தகவல் சிறுமியின் பெற்றோருக்குத் தெரியவந்ததும் இதயதிலகத்தைக் கண்டித்தனர். சிறுமிக்கும் புத்திமதி கூறினர். ஆனால், எதிர்ப்பை மீறி இருவரும் காதலித்தனர்.

இந்தநிலையில், கடந்த 25.3.2019-ல் இருவரும் மாயமாகினர். இதனால் மகளைக் கண்டுபிடித்துத் தரும்படி சிறுமியின் தந்தை பீர்க்கன்கரணை காவல் நிலையத்தில் புகார் கொடுத்தார். அதன்பேரில் உதவி கமிஷனர் அசோகன், இன்ஸ்பெக்டர் நந்தினி மற்றும் போலீஸார் சிறுமியைத் தேடினர். இந்தச் சமயத்தில்தான் சிறுமியும் இதயதிலகமும் தூத்துக்குடி மாவட்டம், உடன்குடியில் தங்கியிருக்கும் தகவல் போலீஸாருக்குக் கிடைத்தது. உடனடியாக அங்கு சென்ற போலீஸார் இருவரையும் சென்னை அழைத்து வந்தனர். சிறுமிக்கு 15 வயதாகுவதால் மைனர் பெண்ணைக் கடத்திய குற்றத்துக்காக இதயதிலகம் மீது போஸ்கோ சட்டத்தின் கீழ் போலீஸார் வழக்குபதிவு செய்தனர். பிறகு, இதயதிலகத்தை நீதிமன்றத்தில் ஆஜர்படுத்தி சிறையில் அடைத்தனர்.



இதுகுறித்து போலீஸார் கூறுகையில், ``சிறுமியை முதன்முதலில் அந்தப் பகுதியில் நடந்த கோயில் திருவிழாவின்போது இதயதிலகம் சந்தித்துள்ளார். அதன்பிறகு சிறுமி, ஸ்கூலுக்குச் செல்லும்போது இதயதிலகம் அவரைப் பின்தொடர்ந்து சென்றுள்ளார். நாளடைவில் இருவரும் காதலித்துள்ளனர். 8-ம் வகுப்புக்கு மேல் சிறுமி படிக்கவில்லை. இதயதிலகத்துக்கு அப்பா இல்லை. அவரின் அம்மா, சொந்த ஊரில் இருக்கிறார். சென்னையில் தனியாக இருந்த இதயதிலகம், சிறுமியை உயிருக்கு உயிராகக் காதலித்துள்ளார்.

இவர்களின் காதலுக்கு எதிர்ப்பு கிளம்பியதால் சென்னையிலிருந்து மும்பைக்குச் சென்றுள்ளார். அப்போதும் இருவரும் போனில் பேசிவந்துள்ளனர். இவர்களின் காதல் விவகாரம் சிறுமியின் குடும்பத்துக்குத் தெரிந்ததும் தகராறு ஏற்பட்டுள்ளது. சிறுமிக்கு அவரின் குடும்பத்தினர் அறிவுரை கூறியுள்ளனர். ஆனால், அவர் கேட்கவில்லை.

இந்தச் சமயத்தில்தான் சிறுமியைத் திருமணம் செய்துகொள்வதாகக் கூறிய இதயதிலகம், அவரை சென்னையிலிருந்து தூத்துக்குடி அழைத்துச் சென்றுள்ளார். அங்கு வைத்து சிறுமிக்குத் தாலிகட்டியுள்ளார். உடன்குடி பகுதியில் இதயதிலகமும் சிறுமியும் ஒரு மாதம் குடியிருந்துள்ளனர். அங்கு கூலி வேலை செய்து வந்துள்ளார் இதயதிலகம். இந்தத் தகவல் எங்களுக்குக் கிடைத்ததும் இதயதிலகத்தைக் கைது செய்து சிறுமியை மீட்டுள்ளோம். தற்போது சிறுமி, காப்பகத்தில் தங்கியுள்ளார். சிறுமியின் அப்பா, அண்ணாசாலையில் உள்ள தனியார் நிறுவனத்தில் காவலாளியாக வேலைபார்த்துவருகிறார். சென்னைக்கு அழைத்துவரப்பட்ட சிறுமிக்கு, மருத்துவ பரிசோதனை நடத்தியுள்ளோம். அதன் அறிக்கையையும் நீதிமன்றத்தில் சமர்ப்பித்துள்ளோம். சிறுமியைக் கடத்தி திருமணம் செய்த குற்றம் நீதிமன்றத்தில் நிரூபிக்கப்படும்போது இதயதிலகத்துக்குக் கடும் தண்டனை கிடைக்கும்" என்றனர்.

சிறுமியை சொந்த ஊருக்கு இதயதிலகம் அழைத்துச் சென்றபோது அவரின் உறவினர்கள் விவரம் கேட்டுள்ளனர். அப்போது இதயதிலகம், சிறுமிக்கு 18 வயதாகிவிட்டது, அவளைத்தான் கல்யாணம் செய்துகொள்வேன் என்று பிடிவாதமாகச் சொல்லியுள்ளார். இதயதிலகத்தின் அம்மாவும் வேறுவழியின்றி சம்மதித்துள்ளார். சென்னை போலீஸார், இதயதிலகத்தைப் பிடித்தபோதுதான் உண்மை வெளியில் தெரிந்துள்ளது.

பீர்க்கன்கரணை காவல் நிலையத்துக்கு இதயதிலகத்தையும் சிறுமியையும் அழைத்து வந்த போலீஸார் இருவரிடமும் விசாரித்துள்ளனர். அப்போது சிறுமி, இதயதிலகத்துடன் சேர்ந்து வாழ விரும்புவதாகக் கூறியுள்ளார். அதைக்கேட்டு அதிர்ச்சியடைந்த போலீஸார், சிறுமியிடம், உனக்கு இன்னும் 18 வயது பூர்த்தியாகவில்லை. இதனால் உனக்கு நடந்த திருமணம் சட்டப்படி செல்லாது என்று கூறியுள்ளனர். போலீஸார் கூறிய அறிவுரைகளை சிறுமி ஏற்றுக்கொள்ளவில்லை. இதையடுத்து இதயதிலகத்தை கைது செய்யப்போகும் தகவல் சிறுமிக்குத் தெரிந்ததும் அவர் காவல் நிலையத்திலேயே கதறி அழுதுள்ளார். அதைப்பார்த்து இதயதிலகமும் கண்ணீர்விட்டுள்ளார். இதையடுத்து சிறுமியை போலீஸார் காப்பகத்தில் சேர்த்தனர். சிறுமியைப் பிரிந்து செல்ல மனமில்லாத இதயதிலகம், உனக்காகக் காத்திருப்பேன் என்று கூறிவிட்டு சிறைக்குச் சென்றதாக போலீஸார் தெரிவித்தனர்.
