Over ₹350 cr. seized from educational group

I-T Department conducted searches on November 7, covering 32 premises

The Income Tax Department said its preliminary estimate of the undisclosed income from searches conducted on the premises of a -based educational group is over ₹350 crore.

An official statement did not disclose the name of the group, however, sources told The Hindu, that the searches were conducted on Jeppiaar educational institutions.

Jewellery and cash

About ₹5 crore in cash and jewellery worth over ₹3 crore were seized in the action, it said.

According to an official statement, the searches were conducted on November 7 covering 32 premises of the group running educational institutions in and around Chennai for the past 30 years.

The institutions run by the group include a number of engineering colleges, polytechnic institutes, dental college, nursing colleges, hospitals and schools. The group has interests in other sectors such as fishing harbour, cement, milk, bottled water and iron and steel.

The Income Tax Department said there were reports of the group accepting fee/donations in cash, which were largely unaccounted for, and of the funds of the trust being diverted to other sister concerns.

Suppression of receipts

During the search proceedings, evidence of suppression of fee receipts have been found, it said.

In addition, the Department said one group entity has adopted the modus operandi of showing the actual fees received as advance fee collection in the liability side of the balance sheet and advancing the said amounts as payments to its sister concerns against certain expenses/purchases, which were found to be bogus/inflated.

The I-T Department noted that thus the money of the trusts is found to be diverted outside the trusts for the objects outside the scope of the trust. Evidence has been found — unexplained cash debits, unrecorded cash expenditure, suppression of sale receipts in fishing harbour, loan advanced in cash, non-disclosure of property, etc., it said.

The search proceedings have been temporarily concluded and investigations into the findings are in progress, Income Tax Department said.

State government issues order; new words coined by experts from various fields, says Minister K. Pandiarajan

The State government has issued a government order to include 9,000 new Tamil words in the language. Currently, Tamil has over 4.7 lakh unique words.

School Education Minister K.A. Sengottaiyan released the list of 9,000 new Tamil words at a function held in Ethiraj College on Friday in the presence of Fisheries, Personnel and Administrative Reforms Minister D. Jayakumar and Tamil Official Language and Culture Minister K. Pandiarajan.

Speaking at the function, Minister K.Pandiarajan said the new Tamil words have been coined as a result of the hard work of experts from various fields for ten months. “The State government has ushered in a golden age for Tamil etymology. The government has constituted a committee of experts to coin new Tamil words. We have found 4.7 lakh unique Tamil words from old literary sources. This is three times more than the number of unique English words in the Oxford English Dictionary,” said Mr. Pandiarajan. He also stressed the need for the contribution of students in nurturing the etymological aspects of Tamil.

Fisheries, Personnel and Administrative Reforms Minister D. Jayakumar said the State government was taking measures to promote the growth and development of the Tamil language. “The fil-makers have to play a role in promoting Tamil using their creativity. We remember many old feature films for their contribution to Tamil society, language and culture,” said Mr. Jayakumar.

The Tamil Nadu Dr. MGR Medical University Vice Chancellor Sudha Seshayyan said the youth should learn new words from the Tamil dictionary regularly to show their respect for the great Tamil scholar Veeramamunivar who developed the Tamil dictionary. “Veeramamunivar came to Tamil Nadu in 1710. He developed the Tamil-Tamil dictionary. In an era of technological innovation, it is our duty to coin new words for Tamil. Students should use social media to coin new words that have their roots in the Tamil language,” said Ms.Seshayyan.

Poet Jayabaskaran said new Tamil words are crucial for administrative reforms and judicial reforms in the State. “The new words in Tamil will strengthen our pursuit of excellence in trade, law, administration, technology and medicine,” he said.

National level Powerlifting champ joins MBBS, gets ragged at Ernakulam Medical College  Campus

Thiruvananthapuram: In a brutal ragging incident surfaced recently from Government Medical College Ernakulam (GMC Ernakulam), a National Level Powerlifting Champion, who joined MBBS this year at the institute; sustained grievous injury on right shoulder after he was allegedly assaulted by a group of 12 senior medicos.

The fresher MBBS student’s right shoulder bone got dislocated and he was admitted in the medical college hospital for treatment.

In his complaint to the medical college Principal, the MBBS student alleged that 12 senior medical students including house surgeons at the GMC ragged him and displaced his shoulder bone. The incident allegedly took place on November 6 midnight during the arts festival at the medical college campus.

With the injury; the MBBS student, who is supposed to participate in National Powerlifting competition, in January 2020; may not be able to do so. The doctor has also advised the medico one month rest.

When asked if any action is being taken by the institute authorities on this case, Vice-Principal Dr P Anil Kumar informed Onmanorama that the student’s complaint would be forwarded to the police and a three-member council at the medical college, comprising Heads of Departments (HoDs), would be constituted to probe the ragging incident.

Medical Council of India’s updated definition includes the following to define ragging as, “Any act of physical or mental abuse (including bullying and exclusion) targeted at another student (fresher or otherwise) on the ground of colour, race, religion, caste, ethnicity, gender (including transgender), sexual orientation, appearance, nationality, regional origins, linguistic identity, place of birth, place of residence or economic background.”

Medical Dialogues had earlier reported the Uttar Pradesh University of Medical Sciences (UPUMS) had suspended seven students of the 2018 MBBS batch for three months for ragging the junior students and making them tonsure their heads. A fine of Rs 25,000 was also slapped on each of them. Besides, a penalty of Rs 5,000 was imposed on all 150 students of the 2018 batch.

WB Medical Council suspends 3 Apollo Gleneagles Hospital doctors on medical negligence

Bengal: Holding negligence in the treatment provided to a four month old baby on the part of three Apollo Gleneagles Hospital doctors, the West Bengal Medical Council (WBMC) has now suspended three doctors associated with the case for a period of three months.

Medical Dialogues had earlier reported that the WBCERC has also awarded a compensation of Rs 30 lakh to the baby’s family, who died on April 19.

The case goes back to April 2017 when a four month old baby who was admitted to the Apollo Gleneagles Hospital for a colonoscopy died primarily because of an aesthetic overdose.

Alleging Medical Negligence on part of the hospital and its doctors, the parents approached the West Bengal Clinical Establishment Regulatory Commission (WBCERC) and the WBMC. The WBCERC held the doctors as well as the hospital guilty of negligence.

“Apollo Gleneagles Hospital is guilty of mismanagement and misrepresentation of facts, deficiency in services, negligent. It is also having come to the conclusion that three doctors seemed to be negligent in carrying out the treatment as expected,” the Commission said in its order.

Regarding the conduct of the doctors, the commission observed

It may be so that doctors have a set of activities in carrying out a procedure. However, in this particular case it is clear that none of the two important doctors in the act i-.e., Dr. Goenka and Dr. Mahawar ever saw the patient physically to assess whether she is capable of undergoing such a procedure. Moreover, none of his team doctors evaluated critical parameters of the baby. The Commission is surprised to note that if a doctor does not evaluate a patient properly before carrying out a procedure it clearly falls under the domain of negligence. We can safely conclude that neither Dr. Goenka nor Dr. Mahawar were aware of the baby’s condition prior to the procedure and they went ahead mechanically in carrying out the colonoscopy. Even though on records it is satisfying that the colonoscopy itself was uneventful as also revealed from the x-rays, the same could not be said regarding condition of baby to undergo anaesthesia and recover back. In view of the foregoing discussions it is amply clear that the hospital did not manage the baby in an appropriate manner, there was lack of communication between the duty doctors, consultant doctors and nurses, the baby was kept for over three days in the hospital for no apparent medical reason and therefore the hospital, the three attending doctors, viz., Dr. V R Srivastava, Dr. Mahesh Kumar Goenka and Dr. Sanjay Mahawar seem to be negligent in treatment and the hospital is additionally guilty of deficiency in services which it is required to professionally provide for, lack of coordination, mismanagement, misrepresentation of facts and making the patient to over stay.

Since the commission can only try hospitals, the medical negligence part was being probed by WBMC, with PTI now reporting that the state medical council has called for the suspension of the doctors .

As per the order of the WBMC, the names of the three doctors would be removed from the council’s website and they would not be allowed to work at any medical facility in the state, a senior official said. The council in September conducted the final hearing in the death case.

A WBMC source informed the news agency that the verdict will be out soon.

MBBS, PG Medical fee to get regularized in private medical colleges; MOHFW, MCI BOG on the Job

New Delhi: Bringing a sense of relief to medical aspirants across the country, MBBS, as well as PG Medical fee at various private medical colleges and deemed universities will be brought under control from the next academic session

In the light of the fact that the formation of National Medical Commission (NMC) to replace the existing Medical Council of India (MCI) may take some more time, the Union Health Ministry has asked the Board of Governors (BoG) to prepare draft guidelines for the fee structure in private medical colleges and deemed universities from the next academic session.

The same will form the base document, once the National Medical Commission (NMC) replaces the MCI

In its letter to the BoG, the Health Ministry said it has initiated the process of formation of the National Medical Commission, Medical Advisory Council and the four autonomous Boards and it is likely to take some time.

“The Commission on its constitution will also frame guidelines for determination of fee which may be enforced from the academic session 2021-22.

“It has been desired that the BoG may prepare draft guidelines for determination of fees and all other charges of 50 per cent of private medical colleges and deemed universities as envisaged under the NMC Act 2019 so that the Commission on its constitution may utilise the same and so that it can be enforced from the next academic session–2020-21 — onwards for both UG and PG medical admissions,” the letter read.

Meanwhile, the ministry has also asked private medical and dental colleges across the country to charge fee for only the first year from students at the time of admission.

The BoG, which is vested with the powers of the MCI, has now initiated consultations with states and sought their suggestions for framing draft guidelines for the fee structure.

The Board of Governors has been requested to prepare draft guidelines for fee regulation so that it can be used as a base document by NMC, a senior Health Ministry official said.

Once the NMC comes into being, the Medical Council of India will automatically get abolished. The president dissolved the Medical Council of India (MCI) in 2018 and a BoG was appointed to perform its functions.

Both the Roy Choudhury Committee and the Parliamentary Standing Committee expressed concerns regarding the high cost of medical education for students and gave recommendations in favour of capping the fees.

However, given the fact that IMC Act, 1956 has no provision for the regulation of fees the erstwhile MCI refused to interfere with the MBBS fee structures at private medical colleges citing lack of mandate, which further became a bone of contention between the medical council and the government

With the takeover of the Medical Council of India by the Board of Governors, the government directed the BOG to come up with solutions, to tackle this growing problem.

The document so prepared by the BOG will be base for future policies as well

RTI Reply: NEET Exam brought Rs 192 crore revenue to government, no account of how it was spent

New Delhi: Exam fee for National Eligibility cum Entrance Test (NEET), the gateway to MBBS,BDS as well as AYUSH admissions in the country, earned the Ministry, through its exam conducting body, upwards of Rs 192 crores this year, a RTI reply has recently revealed.

However, the response which was given to the RTI query by Neemuch-based activist Chandrashekhar Gaud, was not able to give a reply on how this money was spent by the government.

Medical Dialogues had earlier reported that from this year (2019) government had replaced CBSE and constituted a new body National Testing Agency (NTA) for the purpose of conducting various entrance examinations for admissions to professionals courses in the country. Besides conducting NEET for medical entrances, NTA, which is a not-for-profit organisation and fall under Human Resources Development ministry also conducts various other exams including UGC-NET,JEE for engineering entrances and many more.

For Conducting NEET 2019,which was held on May 5 this year , the online application fees was fixed and charged by NTA at Rs 1400 for general and OBC category candidates and Rs 750 for SC/ST candidates. Around 15,19,375 candidates applied for the exam of which 14,10,755 candidates appeared

These calculations revealed that the Central government through NTA earned more than Rs 192 crore from the National Eligibility cum Entrance Test (NEET) fees in 2019, as per the information received under the RTI.

Replying to a RTI query from Neemuch-based activist Chandrashekhar Gaud, the National Testing Agency which conducts the NEET exam and comes under the Human Resources Development ministry, said it collected Rs 192,43,22,162 as entrance fees from the 15,19,375 candidates, who enrolled themselves for the exam in 2019.

Speaking to news agency IANS, The RTI activist said that the National Testing Agency must clarify how much it spent on the conduct of the exam in public interest.

Though the National Testing Agency, which conducts the exam claims to be a not-for-profit organisation that makes arrangements for the exams from the funds collected through fees, it is yet to give details of how it spends the Rs 192 crore it collected this year.

This is not the first time the Centre earned such a whopping amount from the candidates. The Medical Council Committee (MCC) in 2018 earned more than Rs 18 crore through the online counselling process while it spent only Rs 2.76 crore on the its conduct, the RTI revealed.

This means that in 2018, the MCC earned a profit of Rs 15.56 crore. What happened to this amount is not known.

The testing agency, when asked by the news agency, refused to give details about the fees determination process citing various rules of RTI.

NO Biology: Delhi HC relief to candidate for MBBS abroad denied eligibility certificate by MCI

New Delhi: Proving relief to an foreign MBBS candidate who was refused issuance of eligibility certificate by the Medical Council of India (MCI) needed for MBBS abroad as he did not study biology in 11th and 12th standard, the Delhi Court has directed MCI to review the matter afresh

The case concerns an foreign MBBS candidate, who had applied to MCI for an eligibility certificate to pursue MBBS course abroad in 2017. This particular he had not taken biology as a subject in grade XI and XII standard. His subjects at the time were English, physics, chemistry, mathematics and Sanskrit as his subjects in grade XI and grade XII. He in 2016 however, sat for an exam in botany and zoology in 2016 and was issued a certificate in that behalf by the Board of Intermediate Education, in the State of Andhra Pradesh.

Given that he did not have biology as a subject in class 11 and Class 12, his application was rejected by the MCI. After his application was rejected by the MCI, he moved the HC and sought direction to the apex medical council to issue eligibility certificate to him as required under the Eligibility Requirement For Taking Admission in an Undergraduate Medical Course in a Foreign Medical Institution Regulations, 2002.

He urged the bench to quash the orders passed by the MCI cancelling his application.

In response to the petition, the counsel appearing on behalf of the MCI had referred to an earlier HC judgment on a similar matter where the bench had then held,

“Lack of any empirical study, supporting the MCI’s conclusion that those who qualify from regular scholastic study in the 10+2 exams with additional subjects of biology/biotechnology either at one go, or after a year, do so without laboratory experience render Regulation 4(2)(a) to that extent arbitrary, Juxtaposed with clause (b) of Regulation 4(2) which talks of Intermediate state boards which does not bespeak of any such disqualification, the intentional and arbitrary nature of the regulation stands out in sharp relief. As outlined in para 24, the MCI’s regulations are based on its conclusions rather on any data or objective material. For these reasons, it is held that the category covered in SI. No. (7) of the clarification issued by MCI and the regulation (Regulation 4 (2) (a)) to the extent it sets out the impugned disqualification “Furthermore, study of Biology/Biotechnology as an Additional Subject at 10+2 level also shall not permissible…” are hereby set aside as discriminatory and arbitrary.”

After perusing the aforementioned judgment excerpt, the HC bench observed that Clause 4(2)(a) of the 1997 Regulations to the extent it forbade the issuance of an eligibility certificate to those applicants who had studied biology as an additional subject was set aside.

It noted that, in this case, the medico had sat for an exam in botany and zoology in 2016 and was issued a certificate in that behalf by the Board of Intermediate Education, in the State of Andhra Pradesh.

The bench observed that it is apparent that the impediment which was in the way of the MBBS student had been removed. Therefore, the bench disposed of the petition while issuing the following directions:

(a) The petitioner will make a representation via his father (as the petitioner is located outside the country) for issuance of an eligibility certificate.
(b) The representation will be made within one week of the receipt of a copy of this order.
(c) The MCI will dispose of the representation within two weeks from the date of receipt of the representation.

“Needless to add, if the petitioner is still aggrieved, after the disposal of the representation by the MCI, he will have liberty to take recourse to an appropriate remedy as per law.” the court added

ஆனால், திகைத்துப்போக வேண்டியதில்லை. மவுனசொற்களுக்கான வரையறையைப் புரிந்துகொண்டுவிட்டால் அதை தவிர்த்துவிட்டு ஆங்கிலச் சொற்களைச்சரியாக உச்சரிக்கக் கற்றுக்கொண்டுவிடலாம்.

அதுவே, Hotel, House போன்ற அசலான ஆங்கிலச் சொற்களின் முதல் எழுத்தாக இடம்பெறும்போது H அதற்கான ஒலியுடன் உச்சரிக்கப்படும்.

N என்ற எழுத்துக்கு முன்னால் K இடம்பெறும்போதெல்லாம் K மவுன எழுத்தாகிவிடும். அப்போது அந்தச் சொல்லை N-ல் இருந்துதான் உச்சரிக்கத் தொடங்க வேண்டும்.

அதனால், மோசமான நிலையில் உள்ள நோயாளிகளை ‘பெட்’களிலும், மற்ற நோயாளிகளை அந்தந்த வார்டுகள் முன் வரண்டாவில் படுக்க வைத்து சிகிச்சை அளிக்கின்றனர். குளுக்கோஸ் ஏற்றும் ஸ்டாண்டுகளை வைக்க இடமில்லாமல்

சுவர்களில் கம்பியை அடித்து ‘ட்ரிப்ஸ்’ ஏற்றுகின்றனர். சிலருக்கு வரண்டாவிலே ஸ்டாண்டுகள் வைத்து ‘ட்ரிப்ஸ்’ ஏற்றுகின்றனர்.

பழைய மருத்துவ கட்டிடத்தில் செயல்படும் மருத்துவப்பிரிவுகளில் மட்டுமே இடநெருக்கடியும், போதிய ‘பெட்’ வசதியும் இல்லாமல் உள்ளது. அதேநேரத்தில், அண்ணாபஸ்நிலையம் மருத்துவமனை கட்டிடம், மல்டி ஸ்பெஷாலிட்டி மருத்துவமனை கட்டிடப்பிரிவுகளில் செயல்படும் வார்டுகளில் பயன்பாடில்லாமல் ‘பெட்’கள் உள்ளன.

மருத்துவமனை நிர்வாகப்பிரிவு மருத்துவ அதிகாரிகள், மருத்துவ சிகிச்சை, பணியாளர்கள் வருகையை மட்டுமே கண்காணிக்கின்றனர். நோயாளிகளுக்கான வசதிகளை மேம்படுத்தவும், அவர்களுடைய பிரச்சினைகளை காது கொடுத்துக் கேட்பதும் இல்லை.

மருத்துவமனை பணியாளர்கள் கூறுகையில், ‘‘எந்தளவுக்கு மருத்துவமனையில் இடநெருக்கடி, அடிப்படை கட்டமைப்பு வசதி இல்லையோ, அதே அளவுக்கு நோயாளிகளுக்கு சிகிச்சை அளிக்கும் மருத்துவர்கள், கவனிக்கும் செவிலியர்கள், மருத்துவப்பணியாளர்கள், மருந்துகள் வழங்கும் மருந்தாளுநர்கள் வரை ஆட்கள் பற்றாக்குறை உள்ளது. மருத்துவ மாணவர்களை வைத்தே மருத்துவமனையை அன்றாடம் சமாளிக்க வேண்டிய உள்ளது.

ஒவ்வோர் ஆண்டும் நோயாளிகள் வருகை சதவீதத்தை தணிக்கை செய்து, அவர்களுக்கான ‘பெட்’ வசதியையும், உடைந்த ‘பெட்’களுக்குப் பதிலாக புதிய ‘பெட்’களை வாங்கவும் நடவடிக்கை எடுக்க வேண்டும். ஆனால், பல வார்டுகளில் உடைந்த ‘பெட்’களுக்கு செங்கல் கொடுத்து முட்டுக்கொடுக்கப்பட்டுள்ளது.

பெட் வசதிகளை அதிகரிக்க வேண்டும். அதற்கு சரியான திட்டமிடுதல் இல்லை. ‘பெட்’ பற்றாக்குறையை தற்காலிகமாக நோயாளிகளை வரண்டாவில் படுத்து சிகிச்சை பெறுவதை தவிர்க்க அண்ணா பஸ்நிலையம் விபத்து, காய சிகிச்சைப்பிரிவு, மல்டி ஸ்பெஷாலிட்டி மருத்துவமனை மற்றும் பழைய மருத்துவ கட்டிடப்பிரிவுகளில் சரிவிகிதமாக நோயாளிகள் பிரித்து, சிகிச்சை பெற வைக்கலாம்.

வார்டில் இடம் இல்லாமல் இடவசதியுள்ள கட்டிடங்களுக்கு அந்த சிகிச்சைப்பிரிவுகளை மாற்றலாம். மல்டி ஸ்பெஷாலிட்டி மருத்துவமனை கட்டிடப்பிரிவில் இன்னும் மருத்துவ சிகிச்சைப்பிரிவுகள் முழுமையாக செல்லவில்லை. மருத்துவமனை ‘டீன்’ மற்றும் உயர் அதிகாரிகள் நிர்வாகப்பணிகளில் மட்டுமே கவனம் செலுத்தாமல் நோயாளிகளுக்கான சிரமங்கள், அவர்களுக்கான வசதிகளை மேம்படுத்த மருத்துவமனையில் உயர்மட்ட குழுவை அமைத்து ஆய்வு செய்ய வேண்டும்.

சேலம் மாநகரில் நேற்று முன்தினம் இரவு 11.30 மணிக்கு தொடங்கிய மழை இடைவிடாமல் விடிய, விடிய கொட்டித்தீர்த்தது. சேலம் அம்மாபேட்டை, கிச்சிப்பாளையம், சிவதாபுரம், பழைய சூரமங்கலம், கன்னங்குறிச்சி, கொண்டலாம்பட்டி, பழைய மற்றும் புதிய பஸ்நிலையங்கள், பள்ளப்பட்டி, அழகாபுரம் என பல்வேறு இடங்களில் மழை வெளுத்து வாங்கியது. இதனால் மழைநீர் சாலையில் பெருக்கெடுத்து ஓடியது. தாழ்வான பகுதிகளில் மழைநீர் குளம்போல் தேங்கி நின்றது.

வீடுகளுக்குள் வெள்ளம் புகுந்தது

சேலம் ரெயில் நகரில் உள்ள ஏரி நிரம்பியதால் அங்கிருந்து தண்ணீர் வெளியேறி பழைய சூரமங்கலம், பெரியார் நகர் மற்றும் சுற்றுவட்டார பகுதிகளில் உள்ள வீடுகளுக்குள் வெள்ளம் புகுந்தது. இதனால் பொதுமக்கள் விடிய, விடிய தூங்காமல் பெரிதும் அவதியுற்றனர். மேலும் அவர்கள் வீடுகளில் புகுந்த மழைநீரை வெளியேற்றும் பணியில் ஈடுபட்டனர்.

நேற்று காலை மழைநீர் வீட்டுக்குள் புகுந்த ஆத்திரத்தில் பொதுமக்கள் சேலம் புதுரோடு பகுதியில் திடீரென சாலை மறியலில் ஈடுபட்டனர். இதனால் அங்கு பரபரப்பு ஏற்பட்டது. மேலும் போக்குவரத்தும் பாதிப்பு ஏற்பட்டது. இதுகுறித்து தகவல் கிடைத்ததும் சூரமங்கலம் போலீசார், மாநகராட்சி அதிகாரிகள் சம்பவ இடத்துக்கு விரைந்து சென்று அவர்களிடம் பேச்சுவார்த்தை நடத்தினர். தொடர்ந்து பொதுமக்கள் ஜி.வெங்கடாஜலம் எம்.எல்.ஏ. வீட்டை முற்றுகையிட்டனர். இதையடுத்து ஜி.வெங்கடாஜலம் எம்.எல்.ஏ. பெரியார் நகர் பகுதியில் பார்வையிட்டு ஆய்வு செய்தார்.

பொருட்கள் சேதம்

கிச்சிப்பாளையம், கருவாட்டு பாலம், பச்சப்பட்டி, நாராயண நகர், களரம்பட்டி ஆகிய பகுதியில் உள்ள சாலைகளில் தண்ணீர் பெருக்கெடுத்து ஓடியது. இதனால் சாலையில் உள்ள பள்ளம், மேடு தெரியாமல் வாகன ஓட்டிகள் பெரிதும் சிரமத்துக்கு உள்ளானார்கள். தாழ்வான பகுதிகளில் உள்ள வீடுகளில் மழைநீர் புகுந்ததால் பொதுமக்கள் வெளியே வர முடியாமல் சிக்கி தவித்தனர். பச்சப்பட்டி பகுதியில் குடியிருப்புகளை மழைநீர் சூழ்ந்தது. இதனால் வீட்டுக்குள் சிக்கியவர்களை அந்த பகுதி வாலிபர்கள் ஸ்ட்ரெச்சர் மூலம் மீட்டு வந்தனர்.

சேலம் நகரில் ஆயிரக்கணக்கான வீடுகளில் மழை தண்ணீர் புகுந்தது. வீடுகளில் தண்ணீர் புகுந்ததால் அரிசி, பருப்பு உள்ளிட்ட உணவு பொருட்கள் மற்றும் எலக்ட்ரானிக் சாதனங்கள் நனைந்து சேதம் அடைந்தன.

கனமழையினால் சேலம் மணக்காடு பகுதியில் செல்வி, ராஜீவ், லட்சுமி ஆகியோரின் கூரை வீடுகள் உள்பட 5 பேரின் வீடுகள் இடிந்தன. வீட்டிற்குள் இருந்தவர்கள் முன்கூட்டியே வெளியே வந்ததால் அதிர்ஷ்டவசமாக உயிர் தப்பினர். வீடுகள் இடிந்து விழுந்ததால் டி.வி., மிக்சி உள்ளிட்ட பொருட்கள் தண்ணீரில் நனைந்து சேதமானது.

HC allows student to travel abroad

The Bench of the Madras High Court on Friday permitted a medical student, named accused in a case, to travel to Russia to continue his studies.

The court was hearing the habeas corpus petition filed by A. Palanikumar of Dindigul. He filed the petition seeking a direction to the police to produce his daughter before the court.

After his daughter went missing, he had filed a complaint with the police against his elder brother’s family. The elder son of his elder brother had also gone missing.

The court was told that the police were taking all steps to trace their whereabouts. It was informed that the younger son was to leave for Russia, to continue his studies. Taking cognisance of the submission, a Division Bench of Justices S. Vaidyanathan and N. Anand Venkatesh permitted B. Sathishkumar to leave for Russia . He was directed to furnish his Russian contact number, residential address and his email address to the police.
4,500 paramedical staff to be appointed

As many as 4,500 paramedical personnel would be appointed through Medical Services Recruitment Board by this monthend, Health Minister C.Vijayabaskar said here on Saturday.

“A total of 2,345 nurses, 1,234 village health nurses and 90 physiotherapists will be appointed,” he told the media after inaugurating a Tamil Nadu Accident and Emergency Care Initiative (TAEI) centre and a clutch of other new facilities at Thanjavur Government Medical College Hospital.

Explaining the various facilities added to the hospital, Mr. Vijayabaskar said that apart from the TAEI centre, a modular operation theatre had been opened at Department of Orthopaedics under Chief Minister’s Comprehensive Health Insurance Scheme at an estimate of ₹30 lakh.

Facilities

Five modular operation theatres at the multi-super speciality building of the hospital; a state-of-the-art central sterile services department; a 56-bedded high-end super speciality intensive care unit; a CATH lab; Biplanar Cath Lab; 128-slice CT scanner and a digital X-ray machine were also commissioned on Saturday.

The facilities have been established on a par with international standards and would benefit not only people of Thanjavur but neighbouring districts too, he said.

HC allows arrested youth to continue MBBS in Russia

The Madras high court has granted permission to a youth arrested in a case to continue to pursue MBBS course in Russia. Petitioner Palanikumar, a resident of Dindigul district, had filed a habeas corpus petition before the high court Madurai bench seeking to produce his 17-year old daughter who, he said, was being detained by his brother Baskaran’s family.

Sempatti police registered a case against Baskaran, his wife and two sons. The prosecution case is that Baskaran’s elder son, who was in a relationship with the petitioner’s daughter, went away with her. The court had also granted bail to Baskaran, his wife and younger son. The additional public prosecutor submitted that the police were taking steps to find the petitioner’s daughter and Baskaran’s son. Baskaran’s counsel submitted that his client’s family is also helping the prosecution in the case. The counsel further submitted that the younger son of Baskaran who was pursuing MBBS course in Russia was arrested the previous day when he was making arrangements to go to Russia to continue his second year course. The counsel therefore requested to permit him to travel abroad and pursue his studies.

A division bench of Justice S Vaidyanathan and Justice N Anand Venkatesh observed that taking into consideration the facts and circumstances of the case, they were modifying the conditions imposed in the earlier order passed for Baskaran’s younger son. The judges said the pendency of investigation will not be a bar on Baskaran’s younger son to travel abroad and pursue his studies. The judges also directed the youth to furnish the entire details regarding his residential address, email address and contact number in Russia to the police, and adjourned the case to November 25.

UGC suggests curricula to suit industry needs

The University Grants Commission (UGC) has recommended in its report, named ‘Enabling and Enhancing University and Industry Linkages’, that universities should frame curricula and programmes to suit industry needs.

The UGC has released a draft of the report on its website and sought comments from teachers, students and researchers, to be submitted before November 22. The report said the gap between industry and academia was one of the biggest challenges impeding innovation in present times.

The working group recommended a set of measures to bridge this disconnect. It recommended industry specific research and development (R&D) schemes by setting up ‘R&D Innovation Support Centres’ at select universities in association with ministry of small and medium enterprises.

The report also suggested dedicated courses on entrepreneurship, intellectual property rights and technology commercialisation. “This will promote industry engagement in curriculum designing and give a fresh perspective to academic learning,” it said.

It also recommended introduction of a jointly funded PhD programme in which student will work on industryoriented problems, which would enhance the chance of employment.

It also wanted universities to help faculty to take up entrepreneurship. It said entrepreneurs should get funds from ‘equity-based funds and lowinterest loans’, which will help stimulate academic entrepreneurship.

Anna University and Madras University have already implemented many suggestions in the report. “Anna University already has technology innovation centres with industry collaboration,” a senior professor from the university said.

Univs to form clubs for cultural exchange

The University Grants Commission (UGC) has asked universities and higher education institutions to form ‘Ek Bharat Shreshtha Bharat’ (EBSB) clubs to promote cultural exchange between the states.

UGC has paired up states and union territories into twos for the purpose. Higher education institutions in the states have been asked to conduct events to showcase the culture of each other.

A communication from UGC to the vice-chancellors of universities across the country dated November 6 said that to strengthen understanding and appreciation between cultures, ‘all higher education institutions and their affiliated colleges and institutes are requested to have EBSB clubs, whose aim would be to propagate language and culture of the paired state through various activities’.

In its guideline for the direction, UGC asked higher education institutions to establish the clubs and through them, conduct activities to promote cultural connect. “The idea is that each year one state should connect to any other state in India on reciprocal basis. The mutual exchange would promote knowledge of the culture, traditions and practices of different states,” the guideline said. TNN
IIT-M student hangs self on campus

A first-year student committed suicide by hanging herself in her hostel room on the IIT-M campus on Saturday, police said. This is the fourth such incident at the prestigious institute since December 2018.

The deceased has been identified as Fathima Latif, a student of MA humanities and development studies (integrated), and a native of Kollam in Kerala. On Saturday, her family members tried to reach her over phone but failed and contacted her friend in the adjacent room at Sarayu hostel.

As her calls went unanswered, Fathima’s friend alerted the hostel warden. Security guards broke open the door and found Fathima hanging from the ceiling.

The woman might have committed suicide early on Saturday morning as one of the hostellers saw her walking towards the room from the washroom in the wee hours, police said.

The Kotturpuram police registered a case and the body was sent to the Government Royapettah Hospital (GRH) for postmortem. Police said no suicide note was recovered from Fathima’s room. However, inquiries revealed that Fathima had been depressed after scoring low marks in a semester exam. A case has been registered and further investigation is on.

“It is with deep grief and sadness that IIT Madras has to inform the passing away of a first-year undergraduate student of humanities and social sciences department,” an IIT Madras release said.

Extending condolences to the family and friends of the deceased student, it said, “This is an irreparable loss to the institute and the family. Police have been informed and the institute is cooperating with the authorities.”

Asst professor selection: PhD holders getting undue advantage, say aspirants

In the previous assistant professors’ recruitment conducted in 2015, 56% of the selected candidates held PhD without NET/SLET/SET qualifications, pointing to the undue advantage that PhD holders have in the recruitment process.

According to RTI data, of 1,016 assistant professors appointed in 2015, 568 had completed PhD and166 had completed PhD with NET/SLET/SET qualification. Only 282 candidates with NET/SLET/SET qualifications were appointed.

Though NET/SLET and PhD are considered as equal qualifications for teaching in arts and science colleges, undue advantage was being given to PhD holders in the selection process, aspirants said. As per the scheme of selection notified by the Teachers Recruitment Board, PhD holders get the maximum of nine marks for educational qualification, followed by six marks to candidates with MPhil and NET/SLET/SET qualification. Candidates with PG and NET/SLET/SET qualification get only five marks.

Professors said PhD was not required for teaching and awarding more marks to PhD holders will lead to low quality PhD holders. “State government should treat all qualifications as equal. Awarding more marks will give undue advantage to some,” a senior professor from University of Madras said.

The state government, in an order on why there wasn’t a common recruitment test, said candidates with NET/SLET/SET have already cleared an exam and having to clear another exam will added trouble for them. Hence, interview was chosen as the mode of selection for recruiting assistant professors, it said.

“But, RTI data shows that interview is not helpful to candidates who have cleared UGC and state government’s qualifying exam. The selection gives more weightage to PhD holders. We want either a written exam or equal weightage for all qualifications,” said V Thangaraj, president of Tamil Nadu All Government Colleges UGC-qualified Guest Lecturers’ Association.

NET SLET Association also demanded equal weightage. “The marking system is wrong and NET or SLET qualification should get weightage equal to PhD,” said A R Nagarajan, adviser to NET SLET Association.

“Counting experience up to eight years for entry level post is not needed. Assistant professors’ entry level salary is equal to IAS officers’ entry level salary. While conducting written test for group IV posts, the government should select assistant professors based on a written test to ensure fair selection,” he added.

Officials said the recruitment is based on the state government’s policy and government order. TRB has notified 2,331 assistant professor posts in government arts and science colleges as vacant and the last date to apply for them is November 15.

6L students get 2 more shots to get dist edu degrees

Around six lakh students who enrolled for distance education courses at University of Madras from 1980-81 to 2013-14, will get only two more chances to clear arrears and earn the degrees. Meanwhile, a new regulation by the University Grants Commission’s (UGC) will soon give just two-year extra window for UG and PG students to complete degrees.

“In the wake of new guidelines, we wanted to give a final opportunity for around six lakh candidates who have enrolled in distance education programmes since 1980-81 and are yet to receive their degrees,” said K Ravichandran, director, Institute of Distance Education (IDE), University of Madras.

Students will get a chance in December 2019 and another in May 2020 to clear backlogs. “If they are not able to clear their arrears in two chances, the candidates have options to convert the degrees into certificate courses and diplomas,” he added.

Candidates who clear four papers will get certificates, and clearing eight core papers will get them diplomas. They can also enrol to the courses again and need not sit for exams of subjects they cleared previously.

“The university offered basic sciences and professional degree courses in the distance mode. Many of the courses have been scrapped now while some are old. We need to work with subject experts to set question papers and evaluate answer scripts. It will involve a lot of work,” Ravichandran said.

The university is now receiving online applications from students of older batches and will continue to do so till November 22. Students pursuing professional degrees have to pay ₹10,000, and PG and UG students ₹7,000 and ₹5,000 as exam fee to the IDE. Candidates will be allotted exam centres along with regular students within Tamil Nadu.

The institute also commenced admissions for calendar year 2020 on November 8. During the academic year admissions in June/July, more than 21,000 students enrolled, which is 10,000 more than last year, said the IDE director. While MBA, MCA attracted more than 40% candidates, courses like psychology, BCom, MCom and cyber forensics saw high interest too.

A five-judge Supreme Court bench on Saturday settled the centuries-old Hindu-Muslim dispute that had been in courts for 70 years through a unanimous verdict and handed over the Ram Janmabhoomi-Babri Masjid disputed land for construction of a Ram temple. It also allocated five acres at a “prominent place” in Ayodhya for a mosque.

The bench said the verdict weighed in favour of deity Ram Lalla because the Hindu parties could produce better evidence to substantiate their right over the disputed land. However, the bench was also unanimous that the Muslim parties too had established a competitive right over a part of the land. Hence, it used its inherent powers under Article 142 of the Constitution to direct the Centre/UP government to allot five acres at a prominent place in Ayodhya for construction of a mosque. The bench ordered framing of a scheme and its implementation through a trust, to be set up by the Centre, within three months for construction of the temple

and its management.

The bench of CJI Ranjan Gogoi, CJI-designate Sharad Arvind Bobde and Justices Dhananjaya Y Chandrachud, Ashok Bhushan and S Abdul Nazeer took just 23 days to author a common judgment running into 929 pages.

Top Court Turns Down Nirmohi Akhara’s Suit

The bench had reserved its verdict on October 16 and delivered it on November 9. CJI Gogoi read out a 26-page summary of the judgment for close to 40 minutes in a packed courtroom. “Jai Shriram” chants from advocates in black robes echoed immediately after the pronouncement of judgment, inserting a discordant note to the otherwise smooth process.

The judgment was along anticipated lines. After parsing the hearings, legal eagles were expecting the bench to turn in a verdict favouring the construction of Ram Mandir at the disputed site. But the 5-0 score came as a surprise.

The SC set aside the September 30, 2010, verdict of the Allahabad high court, which had divided the core disputed area of 1,487 square yards, included the disputed 2.77 acres of plot, into three equal parts and allotted one part each to Ram Lalla (the area under the central dome of the demolished mosque), Nirmohi Akhara (outer courtyard including Ram Chabutra and Sita Rasoi) and the rest to Sunni Waqf Board.

Nirmohi Akhara became the biggest loser on the day as the SC dismissed its 1959 suit staking claim to the site as time barred and refused to even recognise its right as a ‘shebait’ (priest), thus robbing it of any major role in the to-be-constructed temple. The apex court ordered that it would get “appropriate representation” on the trust, but that would be like a participation certificate, with the court leaving it to the Centre to determine what would constitute “appropriate representation”.

The directive that construction of the temple be assigned to a trust to be set up by the Centre comes at the cost of Ram Janmabhoomi Nyas, which was set up by the VHP in 1985 to construct and manage the proposed Ram temple. However, the Sangh Parivar constituent, which spearheaded the temple movement, should still get to play a key role in the matter, considering that the court has given the Centre a decisive say in determining the composition of the proposed trust.

The verdict was celebrated by temple votaries. Those arrayed on the opposite side were, obviously, not satisfied, but there were signs suggesting an acquiescence, if grudging, into the outcome: something that raised the prospect of an awkward closure of the vexed mandir versus mosque question that has left an indelible imprint on politics and society.

Political parties also restrained their impulse. BJP and Sangh Parivar, starting from PM Narendra Modi, RSS chief Mohan Bhagwat and BJP chief Amit Shah, exercised restraint. Political parties and other outfits, who had opposed the mandir campaign, also calibrated their reaction to suit the need for peace.

In its order, the court said, “The central government shall, within three months, formulate a scheme pursuant under Sections 6 and 7 of the Acquisition of Certain Area at Ayodhya Act, 1993. The scheme shall envisage setting up of a trust with a board of trustees or any other appropriate body under Section 6. The scheme shall make necessary provisions in regard to the functioning of the trust or body, including on matters relating to the management of the trust, the powers of the trustees, including the construction of a temple and all necessary, incidental and supplemental matters.”

The SC told the governments at the Centre and the state that handing over of the disputed site to the trust must coincide with the handing over of five acres of land at a prominent place in Ayodhya to the Sunni Waqf Board for construction of a mosque. “The Sunni Waqf Board would be at liberty, on the allotment of the land, to take necessary steps for the construction of a mosque on the land so allotted together with other associated facilities,” the bench said, adding that till the scheme and allotment of alternative five acres to the Waqf Board was worked out, possession of the disputed land would continue to remain with the Centre.

ஆண்டு தொடங்கி 2019 அக்டோபர் வரை 1,573 விபத்துகள் நிகழ்ந்து, அவற்றில் 417 பேர் உயிரிழந்து விட்டனர். 53 பேர் படுகாய
மடைந்தனர். ஒட்டுமொத்தமாக சேலம்- உளுந்தூர் பேட்டை 4 வழிச்சாலையில், 2012-ம் ஆண்டு தொடங்கி 2019 வரை சுமாராக 2 ஆயிரம் விபத்துகள் நிகழ்ந்து, 530-க்கும் மேற்பட்டோரின் உயிர் பறிக்கப்பட்டுள்ளது.

ஒப்பந்தப்படி 2013-ம் ஆண்டுக்குள் புறவழிச்சாலைகளை 4 வழிச்சாலைகளாக மாற்ற வேண்டும் என்ற நிலை இருந்தாலும், விலை மதிப்பற்ற மனித உயிர்களை இனியும் பலி கொடுக்கக் கூடாது என்பதற்காக, மத்திய, மாநில அரசுகள் துரித நடவடிக்கை எடுக்க வேண்டும்’ என்றார்.

Supreme Court: The 5-judge bench of Ranjan Gogoi, CJ, S.A. Bobde, Dr. D.Y. Chandrachud, Ashok Bhushan and S. Abdul Nazeer, JJ, has directed that disputed land to be given to Trust for construction of Ram Mandir, putting an end to decades of uncertainty ever since the Babri Mosque was demolished in 1992. It also directed that a suitable plot of 5 acres must be granted to Sunni Waqf Board to set up a Mosque.

While reading out the verdict, CJI said that as per the testimony of Hindus & Muslims, both were offering prayers at the disputed site and that Sunni Waqf Board was not able to prove adverse possession over the disputed property.

Disputed land to be given to Trust for construction of Ram Mandir.

Yesterday, Chief Justice of India Ranjan Gogoi held a meeting on Friday with Uttar Pradesh Chief Secretary Rajendra Kumar Tiwari and state DGP Om Prakash Singh to take stock of law and order situation in the state.

Security arrangements have been beefed up across the country, especially in Ayodhya, in view of the impending judgment in the case. Section 144 has been imposed in the district till December 10. Uttar Pradesh Chief Minister Yogi Adityanath had held a meeting on Thursday via video conferencing with all district magistrates and senior officials directing them to crack down on those trying to disrupt peace. He also asked the officials to stay alert and pro-active. The Uttar Pradeh government has ordered closure of all educational and training institutes till Monday.

Between August to October, the Supreme Court held a day-to-day hearing for 40 days on a batch of petitions challenging Allahabad High Court’s order trifurcating the 2.77 acres of the disputed land at Ayodhya into three equal parts to Ram Lalla, Sunni Waqf Board and Nirmohi Akhara. The 16th-century Babri Masjid was demolished on December 6, 1992.

Chennai: The Madras high court has stayed the operation of the charge memo issued against a doctor, who participated in the recent strike, demanding pay
hike.

Justice M.Dhandapani granted the interim stay on a petition filed by Dr.S.Syed Naser, an assistant surgeon in orthopedics in government PHC at Nainampatti of Salem district, challenging the charge memo issued against him.

The judge said considering the facts and circumstances of the case, the very same issues raised in all other writ petitions, all the cases are directed to be posted along with similar cases. The counsel for the petitioner also submitted that the very same petitioners were already transferred to faraway places, apart from issuing charge memos. “Interim stay on the charge memo issued. Post along with batch of cases. Call on November 18, 2019”, the judge added.

According to petitioner, already the Central government has fixed basic salary of Rs 56,000 for the doctors working in the government medical hospitals. The Central government already brought 6th pay commission and 7th pay commission with regard to the basic salary for the doctors. The state government for so many years had not followed the central government’s guidelines.

Therefore, various doctors associations sent representations to the authorities. But, there was no response. Hence, the doctors went on indefinite strike from October 25, 2019. While so, the Chief Minister and the health minister issued a press release on October 30 stating that doctors demand will be solved and also called the entire doctors to report to duty. Accordingly, the Federation of Government Doctors Association, in which he was a member decided to withdraw the strike on November 1 and reported to duty. Subsequently and secretly, the state government issued transfer orders and charge memos. The orders were issued without any administrative reasons, he added.

CHENNAI: As many as 17 suburban train services would be cancelled between Chennai and Tambaram on November 9 and 10 to facilitate engineering works, according to a statement from Southern railways.

Chennai Beach - Tambaram local trains departing from Chennai Beach at 11 pm, 11.20 pm, 11.40 pm, and 11.59 pm on November 9 have been cancelled.

Similarly, Tambaram - Chennai Beach departing from Tambaram at 10.15 pm, 10.25 pm, 10.45 pm, 11.25 pm and 11.45 pm on November 9 also will not ply.

The Chengalpattu - Chennai Beach local leaving Chengalpattu at 11.10 pm on November 9 is cancelled.

Cancellations on November 10:

The Chennai Beach - Chengalpattu local leaving Chennai Beach at 3:55 am, 4.35 am, and 4.55 am November 10 will be partially cancelled between Beach and Tambaram. The train run from Tambaram as per the schedule of regular trains, said the statement.

The Chennai Beach - Tambaram local leaving Chennai Beach at 4:15 am, on November 10 is fully cancelled.

The Tambaram – Chennai Beach local leaving Tambaram at 3:55 am, 4.15 am and 4.35 am on November 10 is fully cancelled, said the statement.
    Officials blocked from WhatsApp for using ‘suspect’ group name

    A WhatsApp group initiated by an official with the Department of Women and Child Development ( DWCD) has run afoul with the instant messaging platform, which reportedly took objection to the group name and blocked it. What’s worse, officials from the Department of Primary and Secondary Education, who were added to the group, found that their numbers were blocked by WhatsApp. The name of the group that has caused so much trouble — ‘Child Sex Ratio Decline’.

    While officials are not clear why such stringent action was taken, they believe the use of the words ‘child’ and ‘sex’ may have triggered WhatsApp’s alarm. The Department of Women and Child Development (DWCD), Dakshina Kannada, has approached the cybercrime police station in Mangaluru, where the police filed a non-cognizable report and have reached out to the platform.

    “We received a letter from the department about a week ago stating that numbers of all the people who were added to the group as well as the administrator has been blocked after they created the WhatsApp group. The cybercrime police have acknowledged the issue,” said the police.

    An official of the Education Department, who was part of the group, said all group members were part of a workshop titled ‘Gender sensitisation and legal awareness’ that was conducted by the DWCD along with other departments.

    This was part of the Union government’s flagship — Beti Bachao, Beti Padhao programme. “After the workshop, we wanted to share the best practices carried out in the district, and discuss the medical and social perspectives pertaining to the issue. We also wanted to stay in touch and follow up on this. So a WhatsApp group was created in October. We were surprised when we learnt that our numbers had been blocked,” said a source. The source added that at least 18 officials were blocked from WhatsApp.

    One of the affected officials said that he was finding it difficult to coordinate assignments at work as he could no longer use the messaging platform. “This is a great inconvenience as I am unable to receive timely updates on several activities of the department. We want our numbers to be unblocked at the earliest,” he added.

    The Child Sex Ratio is the number of females per thousand males in the 0 to 6 age group and is one of the most important child welfare indicators. The ratio in Karnataka, according to the 2011 census, is 948. The same ratio for Dakshina Kannada district is 947, which is a decline from 952 in 2001.
    High Court for audio/video recording of witness statements

    With the list of hostile witnesses getting bigger each day resulting in acquittals, the Bench of the Madras High Court on Friday wondered if it can put to use audio/video electronic means for recording statements so that the witnesses who disown their statements can be confronted.

    A Division Bench of Justices S. Vaidyanathan and N. Anand Venkatesh observed that if the trend of hostile witnesses was allowed to continue, people will lose faith in criminal justice system. Recording of examination of witnesses by police will make it easier for prosecution to confront witnesses.

    “It will bring in an element of deterrence and make the witness think twice before he disowns the statement given to the police.” Also, this will enable the witness to substantiate before the court whether the statement was actually given by him or not.

    The court said similar provisions were added to Criminal Procedure Code which deals with recording of statements by Metropolitan Magistrates or Judicial Magistrates. Also in POCSO cases, the special courts were recording the statements of victims.“We are living in an era where science has grown so much and it is high time that electronic means were used extensively in investigation and quality of investigation is substantially improved,” the court said.

    The court sought the assistance off Bar associations of the HC Bench. The court further directed the State Public Prosecutor and Additional Public Prosecutor to take necessary instructions from the police, to assist the court. The case was posted for hearing on November 13.
    HC imposes cost on parent in NEET impersonation case

    The Bench of the Madras High Court on Friday imposed a cost of ₹5,000 on a parent accused in the NEET impersonation case for filing another bail petition, just days after he was denied the relief by the High Court Bench. The bail petition was dismissed.

    Calling the intention of the petitioner an abuse of the process of law, Justice V. Parthiban observed that the court cannot remain a mute spectator to such an act. The petitioner cannot take the court for a ride. The cost is imposed for making a mockery of the court, the judge said.

    The State submitted that there was no change in the circumstances of the case that warranted the petitioner to file a fresh petition seeking bail. The court had denied bail to five parents in the NEET impersonation case, while granting relief to their wards.

    Custody extended

    The Theni Judicial Magistrate (JM) Court extended judicial custody of the fathers of three students arrested in the case.

    They were arrested by the CB-CID for hiring an impersonator to clear the NEET exam and securing seats in MBBS admissions 2019. The three accused were produced before the JM, N. Panneerselvam, who extended their custody for the third time, and ordered them to be produced again on November 22.
    7 teachers found to have used fake qualifications

    After several RTIs filed by locals, seven government school teachers in Odisha’s Ganjam district were found to have secured appointment using fake qualification certificates. According to sources, investigation is on to ascertain the authenticity of certificates of around 20 more teachers serving in government schools. A special cell has been set up in the district to verify certificates submitted by junior teachers.
    Onions to be imported from Dubai, Egypt

    With onion prices breaching the ₹100 per kg mark in Delhi and soaring to ₹80 in other metros, the Centre has decided to import the staple from Dubai, Egypt, Turkey, Iran and Afghanistan. The first shipments are likely to arrive by November 15, according to officials in the Consumer Affairs Ministry.

    Public sector trading agency MMTC, which operates under the Commerce Ministry, has issued a tender to import 2,000 tonnes from Dubai, said an official.

    SC stays execution of TN convict

    The Supreme Court on Friday stayed the execution of a death row convict who has been held guilty by the lower court and the Madras high court for brutally killing a college girl and her lover after raping her near Suruli hills in Theni district of Tamil Nadu in 2011.

    Abench headed by Chief Justice Ranjan Gogoi admitted the special leave petition (SLP) of condemned prisoner Kattavellai alias Devakar challenging the March13 verdict of the Madurai bench of the Madras high court upholding his conviction and award of the death penalty in the twin murder case. “The appeal is admitted. The execution of the death penalty is stayed,” the bench, which also comprised Justices B R Gavai and Surya Kant, said. The top court, in April, had quashed the trial court’s warrant of execution of the death sentence of the convict issued on March 27 saying that he cannot be hanged without being given the opportunity to exhaust all available legal remedies. Devakar had then not filed the SLP in the apex court against the high court verdict.

    “Be that as it may, as the period for filing of a special leave petition/an appeal against the order of conviction and sentence passed is yet to be over, we are of the view that the warrant for execution of death sentence, dated March 27, 2019, is contrary to the law laid down by this Court... We deem it proper, without issuing any notice, to set aside the said warrant of execution of death sentence and allow this petition,” the SC had said. PTI
    ₹5,000 fine imposed on NEET accused

    The Madras high court has imposed ₹5,000 on a petitioner, who filed a second petition seeking bail as he was arrested in the NEET impersonation case. The court imposed the cost observing that the petitioner is making a mockery of the process of law.

    The petitioner, C A Davis had moved the high court Madurai bench seeking bail in the case. When the petition was heard on Friday, the state government submitted that there is no change in circumstance that warrants the petitioner to file a fresh petition seeking bail.

    Taking note of the submissions, justice V Parthiban observed that the intention of the petitioner is to make mockery of the process of law and stampede the process of law.

    The judge further observed that the court cannot be a mere spectator to the act committed by the petitioner. TNN
    AIADMK uses pension as poll tool

    Sets Target To Identify 5L Beneficiaries

    With local body polls around the corner, the ruling AIADMK is racing against time to identify old age beneficiaries for the government’s social security pension scheme. This comes in the wake of chief minister Edappadi K Palaniswami expressing displeasure at a party meeting on Wednesday that a mere 1.5 lakh applications were received during the CM’s special grievance redressal scheme, while the government had set a target of five lakh.

    The revenue department issued an order last week to sanction old age pension to five lakh new eligible persons from current fiscal that would cost an additional ₹618 crore to the exchequer. “We are working hard given the limited time before notification of local body polls. We have spread the word to all local functionaries in the constituency to identify the eligible beneficiaries and sanction the pension,” said a senior AIADMK leader, who attended the party meeting. Until September this year, 29.64 lakh people avail monthly pensions under nine schemes, including 12.52 lakh old age pensioners. The Jayalalithaa government enhanced the pension for all categories from ₹500 to ₹1,000 from 2011.

    The AIADMK functionaries said applications were pouring in. “We only recommend, and the officials oblige our requests. I received 30 applications today,” said a district secretary. Incidentally, the AIADMK government deleted some six lakh beneficiaries in 2015, when it had to do an annual verification, as per the guidelines of the Centre’s National Social Assistance Programme. In the wake of an uproar from the opposition in the state assembly, the government cited duplications, deaths, change of address and non-fulfilment of certain eligibility criteria as reasons. The Centre also sponsors partially the pension schemes for old age, widows and differentlyabled.

    Elders above 60 years, destitute and those falling below poverty line are eligible to avail the pension, but many a time, the affluent get paid, it is alleged. The Coimbatore district administration had received 21,000 applications seeking old age pension in the recently held CM’s special grievance redressal programme in the district.

    Lack of proper mechanism had people like C K Vijayalakshmi of Teachers Colony in Anupanadi in Madurai waiting for months to get her application moving in the district collectorate, while A Venkatesh of Ponnammapet in Salem could get it done for a relative, Neela, but not before paying a tout ₹4,000. The state should strictly implement the law for maintenance and welfare of parents and senior citizens that guarantees monthly allowance from children and legal heirs, and orders imprisonment for a term which may extend to one month for violations.

    SR vigilance officials in Salem to investigate sick leave scam

    Southern railway vigilance officials from Chennai are camping in Salem for the past two days to probe complaints that some station masters misuse sick leave to go on long holidays to their home towns or hill stations.

    Sources said the role of officials at the railway hospitals in the division is under scanner. Vigilance officials are investigating if bribes were paid to obtain false medical certificates.

    Employees who were supposed to be on sick leave for 10-14 days returned from holiday and got a medical certificate dated a day before they rejoined duty.

    After TOI reported this practice, many station masters complained that they, guards and pointsmen were being denied leave as there were a lot of vacancies. "Senior officials are not taking steps to fill these vacancies and station masters are overworked," said EK Babu, a senior office-bearer of the All-India Station Master Association (AISMA).

    In fact the letter from Salem division sent to Vigilance itself highlights the vacancy issue. A large number of station masters are from north and eastern India. "They have to take leave to visit their families at least once or twice a year but it is difficult to get leave. They use the sick leave route for this," said a station master based in Chennai.

    After the vigilance took up the case, the medical department officials in Salem has released all employees who were currently marked as sick, sources said.
    ₹35L compensation for family of man mowed down by bike

    An accident claims tribunal in the city has directed an insurance firm to pay ₹35.9lakh to the family of a man who was fatally knocked down by a two-wheeler near Kandhan Chavadi in 2016.

    The family moved the tribunal seeking a compensation of ₹1crore.

    The petitioner, D Anjugam, said in her petition that her husband Dakshinamurthy was crossing the road near the Kandhan Chavadi bus stop when a rashlydriven motorcycle hit him. He was taken to the Rajiv Gandhi Government General Hospital where he died three days later.

    The two-wheeler owner submitted before the tribunal that Dakshinamuthy was crossing the road negligent of road traffic rules and was responsible for the accident. The bike owner further contended that his vehicle had a valid insurance at the time of the accident and hence the insurance firm was liable to pay compensation, if any.

    Counsel for the insurance firm contested the age, income and other particulars of the victim.

    “The victim suddenly crossed the carriageway unmindful of the oncoming vehicle. Further, the motorcycle owner was not in possession of a valid driving licence at the time of the accident and had violated provisions of motor vehicles act,” the counsel submitted.

    After examining the submissions and documents, the tribunal held that the accident happened only due to the negligence of the motorist.

    Noting that the deceased was aged 40 at the time of the accident and was a contractor earning a monthly income of around ₹25,000, the tribunal computed other factors such as loss of future income for the family and medical expenses and held that they are eligible to receive a compensation of ₹35.9lakh.

    After examining the submissions and documents, the accident claims tribunal held that the accident happened only due to the negligence of the motorist.
