A special sub-inspector (SSI) was hacked to death by two thieves early on Sunday when he attempted to stop them from fleeing with a stolen goat. S Boominathan, 50, attached to Navalpattu police station in Tiruchi district, caught hold of them after a 10-km bike chase to bordering Pudukottai, but died after being attacked by them with sharp weapons.

According to police, Boominathan and constable Chithiraivelu were on patrol duty around 2 am when the SSI spotted two men on a bike with a goat. Suspecting them to be thieves, he tried to intercept them, but they fled. Boominathan chased them on his bike while his colleague trailed them on his two-wheeler. When they neared Palathupatti village near Kalamavur railway gate in Pudukottai district, Boominathan caught hold of the two as the entry to the subway filled with rainwater was blocked with boulders. The SSI called Chithiraivelu on his phone and asked him to come over. The two men, however, suddenly attacked Boominathan with sharp weapons from behind and fled.

With deep cut injuries to the head, the SSI died on the spot before his colleague could reach the place.

Boominathan is survived by his wife B Kavitha, 45, and son B Kugan, 21. Condoling the death, chief minister M K Stalin announced ₹1 crore to the bereaved family and a government job to one of its members.

A native of Nagapattinam, Boominathan had settled at Cholamadevi near Thiruverumbur.

His body was handed over to his family after postmortem at MGMGH and was buried at a graveyard in Cholamadevi with full police honours. ADGP (Law and Order) P Thamaraikannan, DIG of Trichy range A Saravana Sundar, Trichy SP Sujit Kumar and police officers attended the funeral. The Keeranur police registered a case under section 302 of the Indian Penal Code (IPC) and commenced investigation based on CCTV camera footage sourced from nearby locations.

Trichy range DIG A Saravana Sundar told TOI that the policeman trailing Boominathan had reached the spot a few minutes late. “We have vital clues and hope to nab the culprits soon,” he added.

Various political leaders including PMK leader Anbumani Ramadoss, AMMK leader T T V Dhinakaran, former AIADMK leader V K Sasikala and BJP state president K Annamalai have extended their condolences to the bereaved family.

The flood situation in Andhra Pradesh continued to be grim with arterial roads cut off even as the toll increased to 41 with 12 more deaths reported on Sunday.

Train and bus services remained affected while many villages and towns in Rayalaseema and Nellore district remained under water.

Streams, rivulets and village tanks were full to the brim and a few of them were overflowing causing concern to people living in lowlying areas.

On Sunday, six more bodies were retrieved in Rajampet mandal and two bodies in Chinnamandem mandal of Kadapa district, while four deaths were reported in Nellore district. Officials said 15 bodies were handed over to the families. Three unidentified bodies are lying at Rajampet government hospital in Kadapa district. Two siblings, including a woman, who tried to cross over Mandavya river in Chinnamandem mandal, were washed away in the strong currents and their bodies were retrieved near Vandadi village.

While two, including a constable, have been reported dead in Nellore district, two unidentified bodies were retrieved near Somasila project on Sunday. Officials in Nellore have evacuated 44,275 people from low-lying areas and shifted them to 92 relief camps.

The road bridge connecting Kadapa-Tadipatri towns along the Papagni river collapsed due to the impact of flood in the early hours on Sunday. Road connectivity to several villages along the route remained suspended.

Meanwhile, a threestorey building came crashing down at Kadapa town in the early hours of Sunday. Police and firefighting personnel rescued a man and a woman.

Rail and road connectivity to the temple city of Tirupati remained cut off with the closure of Kadapa-Tirupati highway, Nellore-Tirupati highway, and Bengaluru-Tirupati highway. Also, Tiruttani-Tirupati highway was closed. South Central Railway cancelled 42 trains, partially cancelled one train and diverted 3 trains along Nellore-Padugupadu section of Vijayawada division and Rajampet-Nandalur of Guntakal division on Sunday.

Nearly 2,000 devotees, who boarded the Tirumala Express to reach Tirupati, were dropped off at Kadapa railway station, sparking off protests. Officials later arranged special buses and shifted them to Tirupati.

Travelling to Mumbai, Delhi and Hyderabad has become affected as trains from Chennai have been cancelled or diverted due to heavy rain and floods near Nellore. This comes a day after the Railways rectified tracks which were flooded near Tada.

Trains to Vijayawada, Hyderabad, Mumbai, Delhi, Jaipur, Jodhpur and a few other destinations got suspended because of waterlogging of tracks between Nellore and Padugiupadu near Vijayawada. The services between Chennai and Tirupati continue to be affected.

India and Singapore will resume commercial flights from November 29 when the latter reopens its doors quarantine-free for fully vaccinated and Covid-negative travellers from here through a “vaccinated travel lane (VTL)”. The civil aviation authority of Singapore (CAAS) has announced that the VTL will start with six daily flights from Delhi, Mumbai and Chennai. Applications for “vaccinated travel pass (VTP)” for short term visitors and long-term pass-holders from India can be filed starting 3.30pm (IST) on Monday (November 22).

“…we will start VTL and resume commercial flights from November 29. Travellers from India can apply for VTP from November 22,” the Singapore mission in Delhi tweeted on Sunday. India’s foreign minister S Jaishankar was recently in Singapore and is learnt to have played a key role in resumption of travel to this key destination for Indians. “Began my Singapore visit by meeting S Iswaran, minister of transport. Discussed enhancing travel arrangements between the two countries,” Jaishankar had tweeted on November 17. Given the massive pent-up demand, Singapore is likely to see very high fares for some weeks after resumption of flights.

“VTP applications will open for intended dates of entry from November 29, 2021, to January 21, 2022 (7 to 60 calendar days ahead). Those who intend to enter Singapore after December 1, 2021, are strongly encouraged to apply after November 24, 2021… CAAS understands that travellers are looking forward to the launch of the VTL and would like to assure travellers that there is no need to rush to apply for the VTP,” CAAS said in a statement. “…Short-term visitors, who require a visa for travel to Singapore, must separately obtain a visa. They are advised to do so after receiving their VTP approval and before departing for Singapore...,” CAAS statement added.

ARIYALUR: A teacher takes a hand, opens a mind, and touches a heart.” So goes an adage, and this mathematics teacher at Sripuranthan Government Higher Secondary School in Ariyalur district has been doing exactly the same for the past 12 years.

Fondly called ‘Appa’ (dad) by students, C Appavu (56) has been shelling out his money to buy uniforms for over 300 students studying in Classes 9 to 12 every year. Once a year, he also arranges a feast for all students in the school and provides Kadala Mittai (peanut candy) on occasions like school reopening, Independence Day, Republic Day, and such. The story goes a long way. Born in an economically poor family in Pasumbalur, Perambalur district, Appavu completed his MSc., B.Ed., MPhil., MA., and BL. He lost his father 30 years ago and his mother when he was a child. He has lived all alone since then.

His experience growing up in a poverty-stricken household helped him bond with the rural students when he got in his first posting as a teacher on January 19, 2009. This was a turning point in his life. Appavu came to know about the government providing uniforms for Classes 1 to 8 students and realised he should help the higher class students and motivate them too. This year, after schools reopened, Appavu provided 399 school uniforms to students at a cost of Rs 1.60 lakh.

Speaking to TNIE, Appavu said, “I suffered during my younger days because my family was poor. But once I started earning, I did not want students to suffer like me. I have been helping students who have been asking me for help. Over the years, this led me to help more students. I started buying uniforms for the students when I came to know that students come to school without uniforms because they were not able to afford one. And also, I want my students to have good food and I arrange a traditional feast with payasam and vadai for them every year.”

He decided to stay off marriage so as to continue with his service to the children.“Perhaps, if my mother had not died, I would have got married by now,” he smiles. Appavu pointed out that he was against discrimination among students. “I have been told by people many times to provide uniforms for only those who cannot afford it. But, I have been providing it to all because they should know all are equal.”

Proud of students calling him ‘Appa’, he said he doesn’t need anything more.”Education is important and my service will continue for students even after retirement.” K Kaniya, one of his students from Class 12, said, “My parents are working as agricultural labourers, and they are working hard to provide me with an education. Appavu sir is helping a lot of students like me. We are very happy and lucky to have him with us. I am enjoying school for four years because of him.”

C Kannan, father of Kaniya, thanks Appavu profusely for reducing their burden. “He is not only providing uniforms but doing all the necessary help including buying notebooks. He treats students with so much care.”

CHENNAI: Nearly four days after a 35-year-old widow and her 7-year-old daughter were thought to have died by suicide, they returned to the village on Friday to everyone’s shock. A resident of Panambakkam village, V Nirosha, allegedly went missing with her second daughter on November 15. While her mother-in-law suspected the worse, she had actually gone to her relative’s house. Upon reading the news about their possible death, the duo came back.

Police said Nirosha’s mother-in-law G Kumari, who searched for them, came to know that the two last visited the Selliyamman temple, and subsequently lodged a complaint at Vengal police station the next day. Kumari told police that Nirosha had observed her husband’s death anniversary two weeks ago and suspected that she, along with her daughter, jumped into the Kosasthalaiyar river in Tiruvallur.

The police and Fire and Rescue Services personnel launched a search, but abandoned the operation since they could not be traced. Upon return, Nirosha reportedly informed the police that she left for her uncle’s house in Thirumazhisai.

“She never had such intentions, but circumstances made everyone believe so. She had also lost her mobile phone,” said a police officer.

As many as 21 faculty members and five students were felicitated with ‘eminence in research’ awards at the Annual Research Showcase 2021 organised by KGMU’s research cell on Sunday.

The Prof Dhavendra Kumar Gold Medal for Young Investigators went to Prof Smriti Agrawal in gynaecology and Dr Siddharth Agarwal in ophthalmology for their innovation and research.

The best PhD thesis award was bagged by Dr Shilpa Trivedi from the oral and maxillofacial surgery department for her work on isolating stem cells from dental tissues.

Prof Abhijit Chandra from surgical gastroenterology was awarded for the best surgical clinical paper for developing novel innovative techniques for management of rectal prolapse.

The award for best preclinical paper was given to Prof Shailendra Saxena for finding novel application of sedative drug belladonna in Japanese Encephalitis management.

Prof Geeta Yadav from the pathology department got the best para-clinical award for her work on a strong activation immune system in Covid patients. Prof Hardeep Singh Malhotra from neurology got the best clinical medical paper award for his work on neurological impact of tuberculosis.

Among PG students, PhD scholars and MSc nursing students, Dr Deep Chakrabarti from radiotherapy was awarded for the best paper. In UG category, Ahmad Ozair was awarded for his work on safety and efficacy of antibiotics in management of irritable bowel syndrome.

UG students Kausal Singh, Sujeet Rao and Shubham Trivedi were facilitated with ICMR studentship award.

The intramural research grant proposal award went to Dr Parul Jain, Dr Suruchi Shukla, Dr Arpita Bhriguvanshi, Dr Suresh Chand, Dr Satyendra Kumar Singh and Dr Ayush Shukla.

Vice-chancellor Lt Gen (retd) Prof Bipin Puri felicitated Prof UC Chaturvedi (microbiology), Prof Shally Awasthi (pediatrics), Prof RK Garg (neurology), Prof Amita Jain (microbiology), Prof Santosh Kumar (orthopedics) and Dr Sujita K Kar (psychiatry) for securing a place on the list of top scientists by Stanford University.

A day after the Kalolji Narayana Rao university of Health Sciences issued GO-155, announcing in-service quota in NEET-PG for doctors working at government hospitasl, the announcement became a bone of contention for two sets of medical students.

While MBBS students (junior and senior residents) at government hospitals who have been working in rural and tribal areas for two years stand to benefit from move, they are demanding the quota be increased. As per the latest GO, 20 per cent reservation for clinical and 30 per cent for non-clinical seats has been announced. This is however a reduction from the earlier GO-27 — issued in 2017 — which had 30 per cent reservation for clinical and 50 per cent for non-clinical seats.

Irked with the reduction, public health doctors demanded an increase in quota and said they will protest. On the other hand Telangana Junior Doctors Association (TJUDA) demanded that the quota be done away with.“Public health doctors and contract doctors as well as all other government doctors will hand over mass leave papers on Monday to DMHOs in all districts and would fight in stages till the cancellation of GO-155 and revival of GO 27 is done,” said Dr Katti Janardhan, founding president Telangana Public Health Doctors Association.

Meanwhile, TJUDA demanded that GO not be implemented. “Giving special reservation quota to these candidates will be a bias towards regular candidates who strive for years together to get a competitive seat,” TJUDA said.

With tanks overflowing and causing breeches in railway tracks at three locations in the South Central Railway (SCR) zone, SCR authorities have cancelled 42 trains, while nearly 70 other services were impacted. The cycloneinduced heavy rainfall in Andhra Pradesh over the last 24 hours and its impact on train movement, left many stranded. Also, there are long delays in running of many trains.

“My family needs to travel from Kacheguda to Jhansi (12707) and Jhansi to Siwan (11123). The gap between trains were 2 hours. The train is delayed by 7 hours and still waiting to board train at Warangal station. Please help. Elderparents and children are in stress,” tweeted Jitendar from the twitter handle @jitenda04646583. “Is Rayalaseema Express from Tirupati to Secunderabad running? We are at the Tirupati station and no one is giving correct information. Kindly inform usplease,” tweeted CVNS Vedavyas from the handle @cvnsvedavyas.

Others had to cancel their travel plans too. “Train number 12734 has been cancelled suddenly today without prior notice, even I got text of chart preparation, I booked to and fro ticket for Chirala. I’m at Secunderabad station, need solution right now,” tweeted Arif from the twitter handle @smarif4u taggingrailway authorities.

Among the trains cancelled are Chennai Central-Vijayawada express, Chennai Central- Hyderabad express, Tirunelveli- Bilaspur express, Nagarcoil-Shalimar Gurudev express, Guntur- Vijayawada MEMU and Vijayawada-Chennai Central Janshatabdi express among others.

Meanwhile, three of the major breeches in railway tracks that had disrupted the movement of over 100 trains in the last 24 hours were identified on the Nandalur-Razampet section, Nellore–Padugupadu section and Dharmavaram- Pakalasection of the SCR zone.

“These three locations have had major breeches in railway tracks, due to nearby water tanks overflowing. For normalcy to return, the rains have to stop and the tanks have to stop overflowing. Currently, we are in the process of repairing the tracks,” SCR chief public relations officer Ch Rakesh said.

More rain forecast for city in next 24 hours

: Light to moderate rainfall occurred in several parts of Hyderabad on Saturday. Siddipet, Rangareddy, Medchal, Pedapalli and Nagarkurnool also witnessed brief spells of rain.

As per the India Meteorological Department (IMD), Hyderabad, director K Nagaratna, several places in the city will most likely witness rain in the next 24 hours. “The temperature will be between 22 degrees celsius and 28 degrees celsius in the next 24 hours in Hyderabad,” the director said. In the last 24 hours, the temperature recorded in Hyderabad was between 21.5 degrees Celsius and 27.7 degrees Celsius.

“There will be light to moderate rains in few places in the southern and northern districts of Telangana in the next 48 hours,” said Nagaratna adding that thereafter, there will be a slight reduction in rainfall in the state.

The highest temperature, 32.3 degrees Celsius, was recorded in Adilabad and the lowest, 19.8 was recorded in the Medak.

The Punjab and Haryana high court has made it clear that it cannot pass any order on a plea to direct the investigating agency, which has summoned a person as witness in some cases, to give advance notice to the person in case he is required to be arrested.

“If such petition is entertained, then it could open up Pandora’s box in as much as every person apprehending arrest would come to the court and file a petition under section 482 CrPc in order to enquire from the investigating authorities or police authorities as to “what they are going to do next”, HC has held. The court was also of the view that intervention of the court in such cases can seriously prejudice the investigation.

Justice Vikas Bahl passed these orders while dismissing a petition filed by Punjab PWD work inspector Harmandeep Singh. The petitioner has been summoned by the National Investigation Agency (NIA) under section 160 CrPc as witness in connection with Punjab’s narco-terror case involving Hizbul Mujahideen. HC was informed that he has apprehension that when he would appear before NIA in pursuance of the notice dated August 8, 2021, he would be arrested and thus, he had sought direction for giving him an advance notice in case he was required to be detained or arrested. Opposing his plea, NIA contended that in this case, the petitioner had not challenged the notice under Section 160 CrPc and is indirectly seeking anticipatory bail which even as per the case of the petitioner, could not have been granted.

NIA also submitted that the petitioner wants HC to enter into guesswork as to what would happen in the course of investigation and in order to preempt the same, the present petition has been filed.

It is submitted that such a petition is legally not maintainable. It is also sought to be argued by relying upon some documents, it is apparent that the petitioner has falsely stated in his petition, on affidavit, that on15.08.2021, the petitioner was on duty on the occasion of the Independence Day, whereas documents from the employer/senior of the petitioner would show that he was on leave.

After hearing both the parties, Justice Bahl observed that as per the facts on record, only a notice under Section160 CrPc has been issued to the petitioner for appearance before the NIA. “This court cannot possibly enter into the realm of conjectures and surmises and foresee by guesswork as to what would be the further course adopted by the investigating agency. At one stage, learned counsel for the petitioner was wanting that the counsel for NIA should disclose as to whether they wish to arrest the petitioner or not… Moreover, the offences alleged to have been committed in the present case are very serious and thus, NIA is to be given a free hand to investigate, so that all the culprits can be brought to book and all the material which is necessary can be collected. The NIA informed that the main accused who has been arrested with Rs 29 lakh in his possession is in fact an over ground worker of banned terrorist organization Hizb-Ul-Mujahideen (HM),” observed the court.

The union health ministry has activated a service on the CoWin portal that allows anyone to check an individual’s vaccination status with the person’s registered mobile number and name, followed by an OTP for consent.

The service could be utilised by a service provider — such as travel agencies, offices, employers, entertainment agencies or government agencies such as IRCTC — for whom verifying a person’s vaccination status is critical for facilitating a service requested by the citizen, an official said. “Now download the fully/partially vaccinated badge from CoWin & share it with your friends on all your social platforms! Encourage your family and friends to follow you and #FightCovid,” national health authority CEO RS Sharma tweeted. The service is being built to help citizens who may not have the vaccine certificate available in digital or paper form for availing a requested service and can support the service provider to verify the vaccination status of the citizen. A principal of a fire academy living in Godhra lost Rs 1.2 lakh from his bank account last month to cyber fraudsters.

The victim, Rohit Patel, who has an account in a private bank’s branch in Udalpur village of Desar taluka, lodged a complaint of cheating under the Information Technology Act on Friday at Desar police station.

Patel said that when he opened the mini-statement of his bank account on October 11, he found that Rs 1.2 lakh had been withdrawn from his account. Patel checked his bank balance as he had to transfer money to someone. Between October 6 and 11, money was transferred from his bank account to different accounts in four different banks. TNN

Soon after the Diwali holidays, when Anuj Pathak, the owner of a citybased travel company, left for a holiday from the city airport, it took him an hour and a half to wade through the rush from the check-in counter to the boarding gate. “Fortunately, I had reached the airport two hours before or I would have missed my flight. The baggage conveyor belt at the check-in counter had malfunctioned, due to which the queue was very long,” Pathak said.

Amid the festive and wedding season, as travel has revived and flights are allowed to operate at 100% capacity, Sardar Vallabhbhai Patel International (SVPI) airport has been witnessing an unprecedented rush of fliers, especially during peak hours. At least 14,000 passengers transit through the airport every a day, according to airport sources. However, with multiple checkpoints and the rush, passengers say the time taken to get to the boarding gate is going up.

“Getting through the airport during peak hours was a nightmare. There is a queue at every check point right from entering the airport, to getting baggage screened to check-in and baggage drop counters to e-gates and security check. Even though we opted for priority check-in, it took us at least 45 minutes to reach the boarding gate. Perhaps increasing the number of check-in counters will help,” said Shalin Shah, who travelled from the city airport with his family for a vacation recently.

Besides the delay in getting through the crowd, long waiting times at the arrivals area is also a concern. “The parking and pick-up and drop area is very crowded at SVPI, leading a lot of chaos while exiting. It takes long for cabs or even private vehicles to enter the arrivals area because of the unmanaged rush,” said Monica Yadav, a city-based entrepreneur who is a frequent flier.

An email query sent to the city airport operator, asking about measures in place to manage the rush, went unanswered. Airport sources said some four e-gates have been installed after the check-in and baggage drop counters to speed up the security check process.

Passengers have also complained of not enough seating. Against footfalls of 14,000 passengers a day, the domestic terminal of the city airport has barely 560 seats in the security hold area for passengers to sit, a source said.

Devising contingency plans for what they should do if they, or their friends, are exposed to the coronavirus can help reassure them

Now that some kids are back in the classroom, there’s a very real possibility that they may be exposed to the coronavirus and may need to be tested — or to isolate — which can be alarming.

One of the best things you can do to prepare your child, no matter their age, is to explain that there are plans in place should someone be exposed. Here are six things you can do to help.

Clear up misinformation

First, ask children what they already know about the pandemic and the rules that the school has in place for keeping them safe, said Dr Anna Miller-Fitzwater, a clinical associate professor of paediatrics at the Wake Forest University School of Medicine, US. If your own understanding of the school’s policy is different from how your child is explaining it, you might want to clarify with the school — and if there is misinformation floating around, correct it.

Devise a Plan B

If you have a young child who needs to isolate at home, figure out how you will handle it. Can you work remotely? Do you have a friend, family member or babysitter who can pitch in at the last minute and is comfortable with Covid safety protocols? Reviewing these plans with your child may help them feel secure.

Acknowledge their feelings

Children can react in a variety of ways when they come into close contact with someone who has tested positive. “Some may feel really anxious and worried, some may feel really angry with the person they think exposed them,” said Louise Dalton, a consultant clinical psychologist at the University of Oxford department of psychiatry.

Parents should “validate and normalise their child’s response”, said Michiganbased psychologist Melissa Cousino. “I often say, ‘This worry that you are feeling or this anger, it’s a normal response to the abnormal’,” she said.

Recognise frustrations

Some teenagers may feel angry and resentful if a potential third wave hits and they are forced to stay home, isolate or get tested. Talk this through in advance, pointing out that even if they’re super careful, there are going to be cases. Tell them that the only thing to do is to play by the rules.

Also understand what is most upsetting for them, and if possible, work with the school to recover the opportunity. “It may not be the worry of getting sick, it may be the worry of missing tryouts for that sports team,” said Cousino.

Don’t play the blame game

Children who test positive may end up blaming themselves or blaming other people. “Avoid language that leaves a stigma,” Miller-Fitzwater said. “Make sure they understand this wasn’t someone else’s intention.”

Maintain routines

When school is interrupted, it’s important to keep bedtimes and meal times consistent and to schedule regular exercise. Making things as predictable as possible will reassure kids and help them prepare to transition back to school. Also, ask teachers about what work needs to be accomplished while the child is out, Miller-Fitzwater said.

Seven hours after being kept in mortuary freezer, a 40-year-old man came out alive, confounding medical staff in UP’s Moradabad.

Sreekesh Kumar, an electrician, was hit by a speeding motorbike following which he was taken to thedistrict hospital on Thursday night. The doctors had declared him dead. Next, the hospital staff put the body in the freezer. Post-mortem was scheduled for the next day.

Nearly seven hours later, when panchnama — a document signed by family members after identifying the body and agreeing to an autopsy — was to be filed by the police, Kumar's sister-in-law Madhu Bala noticed that he was showing signs of movement. In a video that went viral, Bala can be heard exclaiming, “He's not at all dead. How did this happen? Look, he wants to say something, he is breathing.”

Moradabad’s chief medical superintendent Dr Shiv Singh, said: “The emergency medical officer had seen the patient at 3am and there was no heartbeat. He had examined the man multiple times. Therefore he was declared dead. In the morning, a police team and his family found him alive. A probe has been ordered. Our priorityis to save his life.”

: In a big relief to travellers from India, Canada will recognise Bharat Biotech’s Covaxin from November 30. It has expanded its list of WHO-approved Covid-19 vaccines that will be accepted for travel to and within Canada from the month-end by adding Sinopharm (also referred to as Covilo), Sinovac (also referred to as Coronavac) and the made-in-India Covaxin.

Travellers will qualify as fully vaccinated if they have received at least two doses of a government of Canada-accepted Covid-19 vaccine or a mix of two accepted vaccines, or at least one dose of Janssen/ Johnson & Johnson vaccine, at least 14 full days prior to entering Canada.

A leading travel agent said given the vastly improved Covid situation in India, all eyes are now on when Canada allows direct flights from more Indian cities. Presently, only fully vaccinated travellers who get a test done at Delhi Airport lab are allowed to board direct flights from IGI Airport.

Travellers also keenly await for Canada to remove the requirement of a person flying from India to Canada via a third country requiring a negative report from a Covid test done in that transit country.

“Once these two restrictions are removed, we can expect travel — and fares — to resume to near normalcy. Today any person eligible to travel from India to Canada has to do so via Delhi,” the travel agent said.

A Canadian government statement issued on November 19 read: “Starting November 30, vaccination will be required for travel within and out of Canada. A valid Covid-19 molecular test will no longer be accepted as an alternative to vaccination unless travellers are eligible for one of the limited exemptions, such as a medical inability to be vaccinated. Travellers should contact their airline or railway company to obtain the necessary form and submit it in accordance with their carrier’s approval process as of November 30.”

A multi-crore corruption complaint against former AIADMK minister K P Anbalagan is awaiting the government’s sanction for registration of case, the state has informed Madras high court.

A submission to this effect was made by the state public prosecutor before Justice M Nirmal Kumar, before whom a direction petition filed by a former panchayat president seeking registration of corruption case against Anbalagan came up for hearing.

In view of the prosecutor’s submission, Justice M Nirmal Kumar adjourned the hearing by four weeks.

According to M Krishnamoorthy, former president of Molayanur panchayat, Anbazhagan, during his tenure as MLA and minister, was involved in various corruption activities. “Particularly, during 2016-2021 he committed misappropriation of public funds allotted for the district development approximately to the tune of ₹150 crore,” the petitioner said.

The former minister misused his office and had illegally allotted all the district level government tenders worth about ₹800 crore in favour of his close relatives without following the procedure laid down in the Tamil Nadu Transparency in Tenders Act, he added.

Since his complaint to the directorate of vigilance and anti-corruption did not evoke any response, he moved the high court for a direction to the agency to register a case for corruption and amassment of wealth disproportionate to the ex-minister’s income. TNN

Those seeking employment as domestic help in foreign countries can can now hope for a secure workplace environment, with the Overseas Manpower Corporation (OMC) of the state labour department taking measures to ensure their rights and safety.

As a first step towards that, the agency has signed a memorandum of understanding with Kuwait Gate Foundation (KGF) for recruitment of maids in Kuwait. The agency from Kuwait has approached OMC to recruit 500 maids. The MoU is valid for two years. “As per the advice of chief minister (M K Stalin) and guidance of labour welfare and skill development minister (C V Ganesan), the department is taking all efforts to facilitate employment opportunities to the people in Tamil Nadu to work in foreign countries,” said managing director of OMC C N Maheswaran.

The agency has been reaching out to various authorities and agencies in foreign countries to establish a network for sending workforce from India to those countries. The MoU with the Kuwaiti agency is the outcome of one such effort. “The objective of the MoU is to ensure safe migration and working atmosphere for the people from TN who are going to foreign countries in search of livelihood. It is also aimed at exploring available employment opportunities and facilitate eligible candidates, who are registering with OMC, to get suitable jobs,” said a senior official.

“Those interested in taking up overseas jobs can approach OMC or contact district employment offices,” said the official.

Despite several orders passed by the Supreme Court and the high court that a tahsildar is empowered to issue not only Class-I legal heir certificate but also Class-II certificates, people approaching tahsildars for the same are made to run from pillar to post.

They continue to reject applications seeking Class-II legal heir certificates citing a government circular. Now, making it clear that the issue is no longer res integra (not examined), the Madras high court has passed yet another order declaring that the government circular dated September 24, 2019 has no statutory force.

Justice R Mahadevan has passed the order while disposing of a plea moved by V S Dorairaj, S Krishnakumari and V S Vijay.

According to the petitioners, their sister's husband Chandrasekaran died on January 10, 2020 and their sister Rajakumari also passed away on August 2. Since the couple died without a child, the petitioners were the surviving legal heirs to succeed the estate of Rajakumari.

Therefore, they submitted an application to Amanjikarai tahsildar seeking to issue Class-II legal heir certificate.

However, the application was rejected on the ground that tahsildar is not empowered to issue Class-II legal heir certificate by virtue of a circular dated September 24, 2019 issued by the revenue department. Aggrieved, they have moved the present plea challenging the rejection order.

When the plea came up for hearing, the court said: “The issue involved in this writ petition is no longer res integra. The question as to whether a tahsildar is empowered to issue a legal heir certificate to a Class-II legal heir is settled by way of several judicial pronouncements.”

All that is required is that the tahsildar has to satisfy himself as to the genuineness of the claim of the applicant who seeks for issuing a Class II legal heir, the court added. The judge then set aside the rejection order and remanded the issue back to the tahsildar for fresh consideration.

“But even after this order, the tahsildar is refusing to issue the certificate. They have informed us that the district collector has to approve issuance of manual certificate,” advocate A P Thiruvadi said to TOI.

In the Aminjikarai tahsildar office, there are 16 such cases. Thousands of people are made to run from pillar to post even after a clear order from the highest court of the state, he added.

The messages listed above are but an example of the steady, constant stream of misinformation spreading through platforms and networks that link families, friends and associates. The undercurrent of anxiety and panic is palpable.

As changing dynamics pit media against emerging forms of communication, TOI has tried to meet the challenge by putting even greater emphasis on news verification. “The rapid spread of false information during a pandemic can cost people their lives,” says US-based physician Dr Seema Yasmin, whose recent book speaks about how misinformation spreads faster than microbes in times of crisis.

“In the last year we’ve seen people write Facebook posts from their hospital beds saying they didn’t believe the pandemic was real because of what they’d read on social media and now they were infected,” says Yasmin, stressing on the need to identify red flags in information packaged to be “very certain”.
