JAIPUR: Aiming to simplify the process of filing Right to Information queries and usher in transparency in the system, Rajasthan information commissioner P L Agrawal on Wednesdaysaid people in the state will soon be able to seek information under the RTI Act online.

"The Rajasthan Information Commission (RIC) is working on having an online process of RTI in collaboration with state's information and technology department, and it would be made functional soon," Agrawal said during a conference here on 'RTI: Present Status and Prospects'.

Pointing out lacunae in the existing RTI Act which had been implemented in 2005, the commissioner said there was no deadline or time frame for the second appeal authority to give reply to an RTI seeker, and thus, it required amendments.

"A lok soochna adhikari (public information officer) has a limit of 30 days while the first appeal authority gets 30 to 45 days of limit to give reply, but the second appeal authority has been given no time limit," he said

"RTI applicants have been seeking information from the state government or bodies even before 2005 when RTI act did not exist," he said, adding that many of the departments in the state government did not have a record room or keeper.

More public information officers are required to be deputed in departments like Housing Board, Municipal Corporation and Jaipur Development Authority so that information can be given to the applicants faster, he said. pti

On waitlist? Railways to allot seat in next train..TOI

CHENNAI: Booking train tickets this festive season will be a bit easier with the railways providing the option to shift waitlisted tickets from one train to the next on which seats/ berths are available.

The 'Alternate Trains Accommodation Scheme' (Vikalp), will be launched on November 1. Under the present system, passengers are allowed to book on one train at a time and waitlisted tickets do not gurantee a seat. It often has to be cancelled. The new system allows a passenger to select alternative trains they wish to travel while booking tickets. The option will be available also for passengers travelling from stations which are not origins or destinations.

Some of the premier trains operated from Chennai such as Chennai-Madurai Pandian Express and Tamil Nadu Express to New Delhi have more than 300 passengers on the waitlist during holiday seasons. Beyond a limit, the railways doesn't allow reservation and allots only open tickets. Thus long-distance travellers are forced to reserve on multiple trains and wait for confirmation.

The new system works well for the passenger and the railways: It gives the passenger a hassle-free experience of booking just once; the railways gets to fill seats of special trains in a more streamlined manner. A circular sent out by Railway Board to zonal railways said that the scheme as suggested by Centre for Railway Information System (CRIS) "will be implemented across mail / express trains of the same category, and no extra charges shall be taken from passengers, and no refund shall be provided for the difference of fares". Separate seats will not be earmarked for the scheme.

A senior official said the railways is preparing a list of trains and stations to be covered under the scheme. "On most occasions, passengers do not prefer to travel by special trains. Though new trains are introduced, several passengers continue to prefer a few popular trains. We will now be able to shift waitlisted passengers from a scheduled train to a special one."

Passengers welcomed the move as it promises confirmed berths or seats. Arun Pandian, a frequent traveller, said, "Some of the long-distance now run with empty coaches. An example is Dehra Dun-Madurai Express via Chennai that often runs with several of its compartments vacant. People prefer Pandian Express which has a long waitlist. The new scheme will help seats in such trains get filled, reducing the holiday rush."

BENGALURU: Hiss or her. That was the rather frightening message that a Bescom (Bengaluru Electricity Supply Company Limited) employee got when he opened a parcel that came for him in office. Out crawled a couple of cobras leaving him and other staffers panic-struck. Later, some letters in the courier package revealed the truth behind the bizarre gift. It was a warning to the employee to stay away from the sender's wife, or else more such dangerous surprises would be in store for him.

The entire drama played out on Tuesday afternoon at the Bescom's vigilance office near Shivananda Circle. The sender of the parcel is suspected to be a 48-year-old man from Tumakuru.

High Grounds police have taken up a complaint of criminal intimidation. They said the parcel came from a courier service for the Bescom employee (whose identity has been withheld). When he opened the parcel, two cobras popped out of the box.

Terrified, the employee quickly threw the box outside the office. After the snakes slithered out of the premises, he and other staffers checked the box and found some letters addressed to him. The letters stated that the employee was getting too close to the sender's wife and if he didn't keep himself under check, more dangerous things would come his way.

Sandeep Patil, DCP (central), said a complaint has been lodged by the Bescom employee and an investigation ordered into the case. "The employee has provided some leads which we are following. We are also in touch with the courier company that delivered the parcel. We will make an arrest in the case soon," he said. The employee had shifted to the Bengaluru office recently following a transfer from Tumakuru.

The parcel carrying the snakes had holes in it for ventilation, added sources in Bescom.

From October 20, most taxis to pay Rs 150 to enter Terminal 3 of Indira Gandhi International Airport Anvit Srivastava,TNN | Oct 15, 2015, 05.03 AM IST

NEW DELHI: Taking a taxi to or from the Indira Gandhi International Airport may now burn a hole in your pocket with the Delhi International Airport Limited (DIAL) planning to impose an entry fee of Rs 150 on every commercial vehicle, including taxis, entering the T3 arrival terminal from October 20. DIAL says the step has been taken to ensure passenger safety and to curb touts at the airport.

Besides paying the new fee, commercial vehicles are also likely to be towed away or have their tyres clamped if they exceed the time limit of eight minutes they will be allowed at the terminal, DIAL said.

Under the current conditions, he arrival area remains congested with all sorts of commercial vehicles driving in and causing raffic confusion, said DIAL. It added that the main objective in imposing the new fee was to curb he presence of touts who tarnish he image of the airport.

However, Mega Cabs, Meru Cabs and the black-yellow taxis have been exempted from paying he entry fee because, DIAL explained, these taxis occupied lane one and two at Terminal 3, while other commercial vehicles used the third lane. Congestion in the third lane caused traffic jams and slowed the movement at the airport. This then turned into a security concern, officials said.

"DIAL has proposed to regu late and decongest the forecourt area to prevent unauthorized parking for long periods which is causing inconvenience to passengers and users at large. The said charge is not a parking charge but deterrence for unauthorised parking. Such practice is prevalent in many airports across India and globally . This step is will also prevent touting activities around the passenger area and will thus enhance the passenger's safety ," said a DIAL spokesperson.

Vehicles entering the 1D domestic terminal have also been exempted for the time being but may soon have to pay the entry fee. According to DIAL, there is construction going on in a large area there for the expansion of the Delhi Metro station.Since this may lead to clogging at the terminal, vehicles at 1D are presently exempted from the new rule.

The airport company also clarified that no charge will be levied on private vehicles for entering the airport.

கல்வி சிறந்த தமிழ்நாடு என்று அன்று கனவு கண்டார், பாரதியார். இன்று அவர் கனவு தமிழ்நாட்டில் மட்டுமல்லாமல், நாடு முழுவதும் நிறைவேறிக்கொண்டு இருக்கிறது. இந்தியா முழுவதும் கடந்த 2001–ம் ஆண்டில் இருந்து 2011–ம் ஆண்டுவரை கிட்டத்தட்ட 18 சதவீதம் மக்கள் தொகை உயர்ந்து இருக்கிறது. ஆனால், அதே காலகட்டத்தில் மாணவர்களின் எண்ணிக்கை 38 சதவீதம் உயர்ந்து இருக்கிறது என்பது மிகவும் மகிழ்ச்சிக்குரியதாகும். கல்வி வளர்ச்சியைப் பொருத்தமட்டில், தமிழ்நாடு உயர்கல்வியில் மிக உன்னதமான இடத்தை நோக்கி சென்றுகொண்டிருக்கிறது. மொத்த மக்கள் தொகையில் நாடு முழுவதும் 8 சதவீதம் பேர்களே பட்டதாரிகள். ஆனால், தமிழ்நாட்டில் உள்ள மக்கள்தொகையில் 10.5 சதவீதம் பேர் பட்டதாரிகள் என்பது ஒவ்வொரு தமிழனையும் பெருமைகொள்ள வைக்கிறது. இந்த 10 ஆண்டுகளில் பெண் பட்டதாரிகளின் எண்ணிக்கை மூன்று மடங்கு உயர்ந்து இருக்கிறது. தமிழ்நாட்டில் 5 கோடியே 18 லட்சம் பேர்கள் கல்வியறிவு பெற்றவர்கள். கல்வி வளர்ச்சிக்கு முக்கிய காரணம், தமிழ்நாட்டில் உள்ள பள்ளிக்கூடங்கள், கல்லூரிகளின் எண்ணிக்கை மட்டுமல்லாமல், கல்வி என்பது யாருக்கும் எட்டாக்கனியாக இருக்கவில்லை. 12–வது வகுப்பு வரையிலான இலவச கல்வியும், அதற்குமேல் வழங்கப்படும் சலுகைகளும், வசதிகளும் எல்லோரையும் கல்விபக்கம் கொண்டு சென்றுவிடுகிறது.

ஆக, இனி கவனம் செலுத்தவேண்டியது வேலைவாய்ப்பை பெருக்குவதில்தான். கல்வி வளர்ச்சியின் அளவுக்கு வேலைவாய்ப்பு அதிகரிக்கும் வேகம் இல்லை. இந்தியாவில் வேலை தேடுபவர்களின் எண்ணிக்கை ஆண்டுதோறும் 2.23 சதவீதம் உயர்ந்துகொண்டே இருக்கிறது. ஆனால், வேலைவாய்ப்போ 1.4 சதவீதம்தான் இன்றைய தொழில் வளர்ச்சியிலேயே உயர்ந்துவருகிறது. தமிழ்நாட்டைப் பொறுத்தமட்டில், தற்போதைய நிலவரப்படி 84 லட்சத்து 97 ஆயிரத்து 402 பேர்கள் அரசின் வேலைவாய்ப்பு அலுவலகங்களில் வேலைதேடி பதிந்து இருக்கிறார்கள். கடந்த ஒரு ஆண்டில் மட்டும் 16 லட்சத்து 10 ஆயிரத்து 760 பேர்கள் வேலைதேடி பதிந்து இருக்கிறார்கள். அவர்கள் மட்டுமல்லாமல், வேலைவாய்ப்பு அலுவலகங்களில் பதியாமலேயே ஏராளமானவர்கள் வேலைதேடிக்கொண்டு இருக்கிறார்கள். இவர்கள் அனைவருக்கும் அரசாங்கமே வேலை வழங்கிவிடமுடியாது. தனியாரின் பங்களிப்பு அத்தியாவசிய தேவையாகும். சமீபத்தில் சென்னையில் நடந்த உலகளாவிய தொழில் முதலீட்டாளர்கள் கையெழுத்திடப்பட்ட 98 ஒப்பந்தங்கள் மூலம் 4 லட்சத்து 70 ஆயிரத்து 65 பேர்களுக்கு வேலைவாய்ப்பு கிடைக்கும் என்று எதிர்பார்க்கப்படுகிறது. இந்த புதிய தொழில்களெல்லாம் சென்னையை சுற்றி மட்டுமல்லாமல், தமிழ்நாடு முழுவதும் பரவலாக தொடங்க வசதிகளை செய்து கொடுக்கவேண்டும்.

தனியாரைப் பொறுத்தமட்டில், இப்போது இருக்கும் தொழிலாளர் சட்டங்கள் மிகக்கடுமையாக இருக்கின்றன என்பதால், தொழில் தொடங்க தயக்கமாகயிருக்கிறது என்கிறார்கள். எனவே, தொழில் வளர்ச்சியையும், வேலைவாய்ப்புகளையும் கருத்தில்கொண்டு இருதரப்பையும் அழைத்துபேசி, உகந்த சூழ்நிலையை உருவாக்கவேண்டும். வேலைவாய்ப்பில் ‘புளூ காலர்’ வேலைகள் என்று அழைக்கப்படும் தொழிலாளர் வேலைவாய்ப்புகளும், ‘ஒயிட் காலர்’ வேலைகள் என்று அழைக்கப்படும் அலுவலர் பணிகளும் இருக்கிறது. இனி நமது இளைஞர்கள் இந்த பாகுபாடு பார்க்காமல், எந்த தொழிலிலும் நிபுணத்துவம் பெற்றால் உயர்வைக்காணலாம் என்ற உணர்வை வளர்த்துக்கொள்ளவேண்டும். இந்த சூழ்நிலையில், வேலைவாய்ப்புகளை அதிகம் அள்ளித்தரும் குறு சிறு மற்றும் நடுத்தர தொழில் நிறுவனங்களுக்கான புதிய தொழில் கொள்கையை தமிழக அரசு உருவாக்கும் என முதல்–அமைச்சர் ஜெயலலிதா அறிவித்து இருப்பது மிகவும் வரவேற்கத்தக்கதாகும்.

என்றைக்கு ஒரு பெண் கழுத்து நிறைய நகைகள் அணிந்துகொண்டு நள்ளிரவில் தன்னந்தனியாக தலைநகரில் நடந்து செல்ல முடிகிறதோ, அன்றுதான் உண்மையான சுதந்திரம் என்றார், தேசப்பிதா மகாத்மா காந்தி. ஆனால், இத்தனை ஆண்டுகளாகியும் டெல்லியில் மட்டுமல்ல, மற்ற நகரங்களிலும் கற்புக்கு பங்கம் இல்லாமல் ஒருபெண் தனியாக இரவில் எங்கும் செல்லமுடியாத சூழ்நிலைதான் இருக்கிறது. கடந்த 3–ந் தேதியும், 5–ந் தேதியும் பெங்களூருவில் நடந்த இரு சம்பவங்கள் நெஞ்சை பதறவைக்கிறது. மத்திய பிரதேசத்தைச் சேர்ந்த 22 வயது பெண் ஒருவர் பெங்களூருவில் ஒரு கால்செண்டரில் பணிபுரிந்து வருகிறார். இரவில் தன் வீட்டுக்கு செல்ல ஒரு வேனில் சென்றபோது, கத்தி முனையில் அந்த இளம்பெண்ணை, 2 டிரைவர்கள் 4 மணி நேரம் கதற கதற கற்பழித்துவிட்டு, மடிவாலா போலீஸ் நிலையத்துக்கு சற்று தூரத்தில் இறக்கிவிட்டுவிட்டு ஓடிவிட்டார்கள்.

இது ஒரு பயங்கர சம்பவம் என்றால், அடுத்தும் ஒரு கொடிய சம்பவம் அரங்கேறி ஒரு பெண்ணின் உயிரை பறித்துவிட்டது. தமிழ்நாட்டை பூர்வீகமாகக்கொண்ட 15 வயது பள்ளிக்கூட மாணவியை அவள் பள்ளிக்கூடத்தில் இருந்து வீடு திரும்பும்போது, 4 பேர்கள் கடத்திக்கொண்டுபோய் ஆடைகளை களைந்து நிர்வாணமாக போட்டோ எடுத்துவிட்டனர். ‘‘மயிர் நீப்பின் உயிர் வாழா கவரிமான் சாதி தமிழ்பெண் அவள். மானம் பறிபோன பிறகு உயிர் வாழ்வதில் அர்த்தமில்லை’’ என்ற உணர்வுடன் தூக்குப்போட்டு உயிரை மாய்த்துக்கொண்டாள்.

2012–ம் ஆண்டு இதுபோல டெல்லியில் நிர்பயா என்ற பெண்ணுக்கு நேர்ந்த கொடுமையைப்போல, இந்தியாவில் வேறு எந்த பெண்ணுக்கும் நேரிடக்கூடாது என்ற வகையில்தான் அதற்கேற்ற நடவடிக்கைகளை எடுப்பதற்காக நிர்பயா நிதி என்ற ஒரு தனி நிதி உருவாக்கப்பட்டது. இதுவரையில் 3 ஆயிரம் கோடி ரூபாய் ஒதுக்கப்பட்டும், இன்னும் பெண்கள் பாதுகாப்புக்காக ஆக்கபூர்வமான எந்த நடவடிக்கையையும் காணோம். சாலைபோக்குவரத்து பொதுவாகனங்களில் பெண்கள் பாதுகாப்புக்காக ஒரு திட்டம் வகுக்கப்பட்டு, அதற்காக 1,405 கோடி ரூபாய் ஒதுக்கப்பட்டது. ஆபத்து நேரங்களில் போலீஸ் நிலையங்களோடு தொடர்புகொள்ளவும், உடனடி நடவடிக்கை எடுக்கவும் மற்றொரு திட்டம் வகுக்கப்பட்டு, அதற்காக 321 கோடியே 69 லட்சம் ரூபாய் ஒதுக்கப்பட்டது. இப்படி மேலும் சில சிறிய திட்டங்களுக்காக நிதி ஒதுக்கப்பட்டு, இப்போது 1,273 கோடியே 31 லட்ச ரூபாய் எதற்கும் ஒதுக்கப்படாமல் தூங்கிக்கொண்டு இருக்கிறது. நிதி ஒதுக்கப்பட்ட திட்டங்களும் முழுமையான செயலுக்கு வரவில்லை.

இப்போது மத்திய பெண்கள் மற்றும் குழந்தைகள் மேம்பாட்டு மந்திரி மேனகா காந்தி, பெண்களுக்கு ஆபத்தான நேரங்களில் செல்போன்கள் மூலம் காவல்துறை மற்றும் 10 எண்களுக்கு அபாய குரல் எழுப்ப செல்போன்களில் ஆபத்து பட்டன்களை அந்த பெண் எந்த இடத்தில் இருக்கிறாள் என்பதையும் காட்டும் ஜி.பி.எஸ். வசதியுடன் பொருத்துவதற்கான ஏற்பாடுகளை மத்திய அரசாங்கம் செய்துவருகிறது என்று கூறியுள்ளார். இது மிகவும் நல்ல திட்டம். இன்றைய காலகட்டத்தில் செல்போன் இல்லாத பெண்களே இல்லை எனலாம். இதுவரையில் நிர்பயா நிதியை பெண்கள் பாதுகாப்புக்காக செலவழிக்க பல யோசனைகள் கூறப்பட்டாலும், இது மிகவும் நல்ல திட்டம். ஆபத்தில் இருந்து தப்பிக்க ஒரு நொடியில் பட்டனை அழுத்தினால் போதும். ஆனால், அறிவித்து ரப்பராய் இழுக்காமல், உடனடியாக இந்த திடத்தை செயல்படுத்தும் முயற்சிகளில் மத்திய அரசாங்கம் ஈடுபடவேண்டும்.

5 முதல்வர்களுடன் நடித்த நகைச்சுவை அரசியின் வாழ்க்கை வரலாறு!

தமிழ் திரையுலகினராலும், ரசிகர்களாலும் அன்போடு "ஆச்சி' என்று அழைக்கப்பட்ட நடிகை மனோரமா ஆயிரம் படங்களுக்கு மேல் நடித்த பெருமை பெற்றவர். மூன்று தலைமுறை நடிகர்களுடன் நடித்தவர். தமிழ் சினிமாவில் இவர் நடிக்காத கேரக்டேரே கிடையாது.

திருவாரூர் மாவட்டம் மன்னார்குடியில் 1937, மே 26 ஆம் தேதி  காசி குலோகுடையார் - ராமாமிதம் தம்பதிக்கு  மகளாக மனோரமா பிறந்தார். இயற்பெயர் கோவிந்தம்மாள் . குடும்பத்தில் வறுமை சூழல்.இதனால் காரைக்குடி அருகேயுள்ள பள்ளத்தூருக்கு வந்து சேர்ந்தது மனோரமா குடும்பம். யார் மகன்? என்ற நாடகத்தில் மனோரமா நடிக்கும் போது அவரது வயது வெறும் 12 .

நாடக இயக்குநர் திருவேங்கடம்தான்   இவருக்கு "மனோரமா' என பெயர் சூட்டினார்.  முன்னாள் முதல்வர் அண்ணாதுரை எழுதிய "வேலைக்காரி' உள்ளிட்ட சில நாடகங்களில் அவருடன் மனோரமா நடித்துள்ளார். கருணாநிதி எழுதிய "உதயசூரியன்' நாடகத்தில் கருணாநிதி கதாநாயகனாகவும் நடிக்க மனோரமா கதாநாயகியாகவும் நடித்திருக்கிறார்.

தொடர்ந்து 1958ல் "மாலையிட்ட மங்கை' என்ற படத்தின் மூலம் சினிமாவுக்குள் நுழைந்தார். கவிஞர் கண்ணதாசன்தான் இவரை சினிமாவுக்கு அழைத்து வந்தார். முதல் படமே காமெடி ரோலில் கலக்கினார். அந்த காலக்கட்டத்தில் நகைச்சுவை நடிகர் நாகேசுடன் மனோரமா தோன்றினார் தியேட்டரை சிரிப்பலையில் மூழ்கி கிடக்கும். 

தமிழக முன்னாள் முதல்வர்கள் அண்ணாதுரை, கருணாநிதி இருவரும் நாடக மேடைகளில் மனோரமாவுடன் நடித்திருக்கிறார்கள். தவிர ஜெயலலிதா மற்றும் எம்.ஜி.ஆர், ஆகியோருடனும், என். டி. ராமாராவுடன் தெலுங்கு படங்களில் என 5 முதல்வர்களுடன் நடித்திருக்கிறார். ஆயிரத்திற்கு மேற்பட்ட நாடகங்களில் மனோரமா நடித்துள்ளார்.

தமிழ், மலையாளம், கன்னடம், தெலுங்கு, ஹிந்தி மற்றும் சிங்களம் என ஆறு மொழி படங்களில் நடித்துள்ளார். எத்தனை பக்கம் வசனமென்றாலும் காட்சிக்கு ஏற்றவாறு பேசி அசத்தி விடும் தனித்திறமை மனோராமாவுக்கு உண்டு.

தில்லானா மோகனம்பாள் படத்தில்  சிவாஜி கணேசன், பத்மினி ஆகியோருடன் மனோரமா நடித்திருப்பார். இப்படத்தில் "ஜில் ஜில் ரமாமணி' என்ற கேரக்டர் அந்த காலத்திலேயே மிக பிரபலமாக இருந்தது. 

"கண் திறந்தது' படக் கதாநாயகன் எஸ்.எம்.ராமாநாதனை  மனோராமா திருமணம் செய்து கொண்டார். இவர்களுக்கு பூபதி என்ற மகன் உள்ளார். கடைசியாக மனோரமா நடித்த படம் பொன்னர் சங்கர் ஆகும்.100 க்கு மேற்பட்ட பின்னணி பாடல்களையும் மனோரமா பாடியுள்ளார். 
 
1989ம் ஆண்டு "புதிய பாதை' என்ற படத்தில் நடித்தற்காக, "சிறந்த துணை நடிகைக்கான' தேசிய விருது மனோரமாவுக்கு வழங்கப்பட்டது. 2002ம் ஆண்டு மத்திய அரசின் உயரிய விருதுகளுள் ஒன்றான "பத்ம ஸ்ரீ' விருதை மனோரமா பெற்றார்.

இவரது நடிப்பை அங்கீகரிக்கும் வகையில் கலிபோர்னியா பல்கலைக்கழகம் இவருக்கு கவுரவ டாக்டர்' பட்டம் வழங்கியது. ஆயிரம் படத்திற்கு மேல் நடித்ததற்காக கின்னஸ் புத்தகத்திலும் நடிகை மனோரமா இடம் பெற்றுள்ளார்.
