பி.இ., ஆன்லைன் விண்ணப்பம் தொடரும் குழப்பத்தால் அவதி

கோவை: அண்ணா பல்கலையின் பொறியியல் படிப்புக்கான ஆன்லைன் விண்ணப்பிப்பு முறையில் கட்டணம் செலுத்தியதற்கான பதிவு விபரம் வரவில்லை என, மாணவர்கள் புகார் தெரிவிக்கின்றனர்.அண்ணா பல்கலையின் இணைப்பிலுள்ள, 570 கல்லுாரிகளில் பி.இ., பி.டெக்., படிப்புகளுக்கு ஒற்றை சாளர முறையில் கவுன்சிலிங் நடத்தப்படுகிறது. இதற்கென, www.annaunivnea2016.edu என்ற இணையதளம் மூலம், முதன் முறையாக ஆன்லைன் விண்ணப்பிப்பு முறை அறிமுகம் செய்யப்பட்டுள்ளது.

அதன்படி, கடந்த, 15ம் தேதி முதல் மாணவர்கள் விண்ணப்பித்து வரும் நிலையில், தொழில்நுட்ப கோளாறு காரணமாக முதல் நாள் இணையதளம் முடங்கியது. தொழில்நுட்ப கோளாறு சரிசெய்யப்பட்டதையடுத்து மாணவர்கள் விண்ணப்பித்து வருகின்றனர்.

மாணவர் ஜெயச்சந்திரன் கூறுகையில்,''நான் ஆன்லைனில் பணம் செலுத்தியும், பணம் செலுத்தியதற்கான பதிவுவிபரம் வரவில்லை. மேலும் இரண்டு முறை பணம் செலுத்தியும் இதே பிரச்னை காணப்படுகிறது. ஒரு விண்ணப்பத்துக்கு, 1,700 ரூபாய் செலுத்தியுள்ளேன்,'' என்றார்.

அண்ணா பல்கலை பதிவாளர் கணேசன் கூறுகையில்,

''எஸ்.பி.ஐ., உள்ளிட்ட சில வங்கிகளில் கட்டணம் செலுத்தினால், மும்பை சென்று பதிவாகிவர சற்று தாமதமாகாலம். மாணவர்கள் ஒரே முறை கட்டணம் செலுத்தினால் போதுமானது; மீண்டும் கட்டணம் செலுத்த வேண்டாம். ஒரு முறைக்குமேல் பணம் செலுத்தியவர்களுக்கு கட்டணத்தை திரும்பத்தர நடவடிக்கை எடுக்கப்படும்,'' என்றார்.

பேருந்து பயணக் கட்டணம், 190 ரூபாய் என்ற போதிலும், 'ஏசி' வசதிக்காக ஏறினோம். பேருந்தில் ஏறியவுடன் போதிய, 'ஏசி' வசதியில்லாதது குறித்து, நடத்துனரிடம் கேட்டோம்.

'போகப் போக சரியாகிவிடும்' என, நடத்துனர் கூறினார். ஆனால், 'ஏசி' இல்லாமல், வெப்பம் உள்ளுக்குள் தகித்தது. 4 மணிநேரமும் வியர்வையில் பயணிகள் அனைவரும் புழுங்கி தவித்தோம். இனியாவது, 'ஏசி' பேருந்துகளின் பராமரிப்பில் அதிகாரிகள் கவனம் செலுத்த வேண்டும்.

TRIVANDRUM: Kerala’s NRI (non-resident Indian) Commission would help tackle the challenges of rehabilitating those returning from the Gulf countries for good, the state’s Minister for Expats KC Joseph has said.

The State Legislative Assembly adopted legislation to set up the quasi-judicial body four months back and finalised its members but they could not be sworn in as the “model code of conduct” for May 16 elections came into force last month leaving such appointments to the next government.

However, on Friday, the Kerala High Court gave a go-ahead to the government saying the “model code will not apply to the implementation of legislative actions.”

The commission is expected to start functioning soon.

“If voted back to power, we would take active steps in their rehabilitation with the involvement of the commission,” said Joseph, who is seeking re-election from the northern Kerala constituency of Irikkur for a record eighth consecutive term.

Kerala government has finally set up the NRI commission and announced a team of four members headed by a former judge of Indian High Court.

On March 3, the cabinet cleared the appointment of former Kerala High Court judge Justice P. Bhavadasan as its head and Dr Shamsheer Vayalil, an Abu Dhabi-based doctor and head of VPS Healthcare, Bhagwat Singh, a former Sharjah Indian Association president, former legislator PMA Salam and Bahrain-based journalist Soman Baby as members.

The HC dismissed objections of the Election Commission that the code of conduct came into force the next day and the cabinet decision would influence the elections as Indians residing abroad could be enrolled in electoral rolls as overseas electors.

The 1.6 million Keralite NRIs would be benefited from the commission which would look into the grievances of the overseas Indian citizens from Kerala and protect their rights, interests and properties.


The model code prohibited announcement of new schemes and programmes aimed at influencing the electors only after the announcement of the elections and it was meant to ensure that the ruling party did not “draw undue advantage by virtue of being in power” and “to make sure that all parties were provided with a level playing field.”

Businessman Vijay Mallya, even while maintaining that as a Non-resident Indian he is not obliged to disclose the value of his assets abroad, reportedly informed the Supreme Court on Thursday that his collective family assets abroad amounted to Rs780 crore.

The Economic Times reported that the business tycoon gave the information to the country's top court in a sealed cover, and said that he didn't have to disclose details of these as he, including his family, were non-resident Indians.

Mallya also said in an affidavit that no part of the overseas wealth had been acquired with loans made by banks to Kingfisher Airlines.

The businessman owes dues of Rs9,000 crore to 17 banks who loaned funds to Kingfisher Airlines, which ran into trouble and stopped flying in 2012.

Mallya also dismissed another prayer for him to return to the country on the grounds that his passport had been suspended unilaterally and ex-parte by the ministry of external affairs without even issuing him a show-cause notice. The Enforcement Directorate had also obtained a non-bailable warrant against him in a "demonstrably false case", he said.

Mallya is reported to have said that Kingfisher Airlines' woes should be attributed to high aviation fuel prices and a credit squeeze by banks, and the state-run Air India, with  higher liability to banks, has faced no coercive measures to pay up dues.

Mallya also sought permission to submit details of his assets in a sealed cover on 26 June.

"Statement of assets was confined to assets in India alone and overseas assets were not disclosed which as a Non-resident Indian, Respondent no 3 (Vijay Mallya) is not obliged to disclose even to income tax authorities in his Indian tax returns," an affidavit filed on behalf of Mallya said.

The businessman claimed that he is an NRI for income tax and foreign exchange regulation purposes since 1988.

According to a report in The Indian Express he has submitted before the court that the information regarding the of assets "owned by him, his three children and estranged wife" were a private matter. He has also said that neither did the banks take into account the overseas assets when they extended loans to him, nor did he buy them using the loans. So there is no reason to put the details of these assets in the public domain.

Mallya had been directed by the apex court to disclose by 21 April the total assets owned by him and his family in India as well as abroad. The apex court had also sought an indication from him about when he will appear before it.

Apart from him being declared a wilful defaulter by lenders to Kingfisher Airlines, a Hyderabad court too has issued a non-bailable warrant against Mallya in a cheque bouncing case.

In the affidavit, Mallya said Kingfisher Airlines was a business failure due to reasons beyond control.

Government Okays Building of New RGUHS Campus

BENGALURU: The state government has issued an order on the construction of a new campus of Rajiv Gandhi University of Health Sciences at Archakarahalli in Ramanagaram district.

The government has decided to hand over the construction work to a company that won the bid in 2007-08.

The decision to go ahead with the same tender was taken at a recent meeting chaired by the Chief Secretary and attended by principal secretaries to the Medical Education, Revenue, Finance and Law departments. The KIADB authorities have been directed to hand over the land to PWD and through it, to the company.

The Cabinet, at a recent meeting, approved the decision to go with the previous tender with revised estimation and as per the scheduled rates of 2015-16.

However, the university senate has opposed this and passed a resolution to take a delegation to the government to apprise it of the issue.

The senate also decided to seek legal opinion on the validity of the tender floated in 2007. A copy of the Senate resolution, available with Express, reads:

- It has been resolved to have an administrative block of the university in Bengaluru

- To request surplus land of 10 to 15 acres in the city to have the administrative block

- Seeking legal opinion over validity of the tender floated in 2007

- Rajiv Gandhi University of Health Sciences will make separate plans for construction of campus on the lines of Visvesvaraya Technological University

PIL to BE Filed?

The sources in the University Senate told Express that some of the members are trying to file PIL in this regard. “When the university fund is being used in the project, why is the government not allowing the university to take a decision? RGUHS wants to go for a global tender. Why is the government sticking to the old tender, that too with revised estimations,” questioned an official.

SC Clears the Hurdles

The process to construct a new campus for RGUHS was set in motion in 2007-08. The tender was won by Nagarjuna and Co. for about Rs 218.39 crore. As there was opposition from farmers demanding more compensation, the issue went to the Supreme Court. A few months ago, the stay was vacated.

Following this, the state government decided to continue with the project as per the earlier tender with revised estimates of Rs 468.41 crore. The total estimate calculated by the government is Rs 580 crore. The government has directed the university to release the amount and this was mentioned in the state budget too.

The Madras High Court Bench here has restrained all courts in the State, including its own Registry, from permitting a “petition monger” to file cases on behalf of other litigants and demand the right to argue them despite not being an advocate.

Dismissing a batch of cases listed for deciding their maintainability, Justice P.N. Prakash said that P. Balasubramaniyan of Karur was not a person of pre-eminence and therefore he could not be allowed to represent other litigants under Section 32 of the Advocates Act, 1961. The judge said that though Section 32 empowers courts to permit even non advocates to represent litigants, the Criminal Rules of Practice as well as a couple of Supreme Court rulings categorically state that such privilege should be granted only to a person of pre-eminence.

In so far as Mr. Balasubramaniyan was concerned, the judge pointed out that he was a law graduate who had been dismissed from service by Tamil Nadu Newsprint and Papers Limited (TNPL) in 2005 for certain misconduct. He was also accused of abetting his wife to commit suicide in 2008.

He had been an under trial prisoner between 2009 and 2014 and during that period he had been booked in another case on charges of abusing prison guards when they escorted him to the High Court for arguing a writ petition filed by him, challenging his dismissal from service. After his acquittal from the abetment to suicide case in 2014, he filed a couple of cases in the High Court seeking “imaginary and fancy relief” against a High Court judge, a few Sessions Judges and Public Prosecutors after including them by name in his cases. Those cases were dismissed in December last.

All this shows that “it has become a chronic habit for him to file frivolous petitions arraying judicial officers by name as respondents,” Mr. Justice Prakash said and added that people of his ilk should not be allowed to eat into the precious judicial time of the court. He stated that the present batch of cases had also been filed seeking a series of relief in favour of one S. Victor William who had been suspended from the post of Junior Assistant in Thanjavur Government Medical College Hospital and prosecuted for reportedly misappropriating Rs.20.84 lakh.

The Indian Medical Association (IMA) has issued a circular to all its 2.5 lakh members warning them not to advertise "No Cure No Payment" or "guaranteed cure" stating both are violations of Medical Council of India (MCI) Code of Ethics Regulations as well as Drugs and Magic Remedies Act.

The circular comes in the wake of the ongoing case against a doctor couple running an IVF clinic in Mumbai's Colaba whose licenses were suspended by the Maharashtra Medical Council (MMC) for three months following complaints that they were promised of guaranteed pregnancy on their clinic website and even offered refund if the treatment failed.

The Advertising Standards Council of India had filed a complaint against the doctor couple with MMC in 2014. A division bench of justices S C Dharmadhikari and G S Kulkarni of the Bombay High Court has refused to grant interim relief to the doctor couple.
"Soliciting patients directly or indirectly by medical professionals is not permitted under the MCI rules and regulations. A doctor cannot also guarantee the results of their treatment," said Dr K K Aggarwal, Secretary General of IMA.

The IMA has also launched an awareness programme to educate its 2.5 lakh doctors across the country on ethical practices.
"Given its serious implications, we have been constantly making an effort to educate all our members on what is allowed and what is not allowed and ways to safeguard oneself and ensure delivery of a
transparent service.

"There is also an urgent need to educate patients about how the success of all treatments cannot be
guaranteed. They must understand that doctors are committed to saving lives and helping solve health
issues. They, however, are humans and guaranteeing results is not possible," said Dr Aggarwal.
