Government Okays Building of New RGUHS Campus

BENGALURU: The state government has issued an order on the construction of a new campus of Rajiv Gandhi University of Health Sciences at Archakarahalli in Ramanagaram district.

The government has decided to hand over the construction work to a company that won the bid in 2007-08.

The decision to go ahead with the same tender was taken at a recent meeting chaired by the Chief Secretary and attended by principal secretaries to the Medical Education, Revenue, Finance and Law departments. The KIADB authorities have been directed to hand over the land to PWD and through it, to the company.

The Cabinet, at a recent meeting, approved the decision to go with the previous tender with revised estimation and as per the scheduled rates of 2015-16.

However, the university senate has opposed this and passed a resolution to take a delegation to the government to apprise it of the issue.

The senate also decided to seek legal opinion on the validity of the tender floated in 2007. A copy of the Senate resolution, available with Express, reads:

- It has been resolved to have an administrative block of the university in Bengaluru

- To request surplus land of 10 to 15 acres in the city to have the administrative block

- Seeking legal opinion over validity of the tender floated in 2007

- Rajiv Gandhi University of Health Sciences will make separate plans for construction of campus on the lines of Visvesvaraya Technological University

PIL to BE Filed?

The sources in the University Senate told Express that some of the members are trying to file PIL in this regard. “When the university fund is being used in the project, why is the government not allowing the university to take a decision? RGUHS wants to go for a global tender. Why is the government sticking to the old tender, that too with revised estimations,” questioned an official.

SC Clears the Hurdles

The process to construct a new campus for RGUHS was set in motion in 2007-08. The tender was won by Nagarjuna and Co. for about Rs 218.39 crore. As there was opposition from farmers demanding more compensation, the issue went to the Supreme Court. A few months ago, the stay was vacated.

Following this, the state government decided to continue with the project as per the earlier tender with revised estimates of Rs 468.41 crore. The total estimate calculated by the government is Rs 580 crore. The government has directed the university to release the amount and this was mentioned in the state budget too.
