சுற்றுச்சூழல் காப்போம்

இன்று இயற்கையையும், சுற்றுச்சூழலையும் பாதிக்கும் பல்வேறு காரணிகளில் நெகிழி எனப்படும் பிளாஸ்டிக் முக்கியப் பங்கு வகிக்கிறது. உலகையே அச்சுறுத்தும் பிரச்னையாக இது உருவெடுத்து வருகிறது. கடந்த 50 ஆண்டுகளாக கண்ணைக் கவரும் பிளாஸ்டிக் பொருள்களின் ஆதிக்கத்தில் மூழ்கி பூமியைத் தத்தளிக்க வைத்து வருகிறோம்.

பிளாஸ்டிக் மற்றும் பாலிதீன் பயன்பாட்டால் சுற்றுப்புறச் சூழல் மாசு, கடல் வளம், நிலத்தடி நீர்மட்டம் பாதிப்பு, மண் வளம், விலங்கினங்களுக்கு ஆபத்து என்பது தொடர் கதையாகி விட்டது. நம் நாட்டில் ஒவ்வொரு ஆண்டும் 15 ஆயிரம் டன் பிளாஸ்டிக் கழிவுகள் உற்பத்தியாகி பூமிப் பந்தை அசுத்தமாக்கி வருகின்றன.

பிளாஸ்டிக் மற்றும் பாலிதீன் பைகள் மக்க பல ஆண்டுகளாகும். மழை நீர் மண்ணில் புக முடியாமல் போவதோடு, நிலத்தடி நீர் ஊற்றுக் கண்களை மறைத்து, தாவரங்கள் வளராமல் தடுப்பதற்கும், மழை இன்மைக்கும் காரணமாகிறது.

இதனால், சுற்றுச்சூழல் பாதிப்படைந்து மனிதர்களுக்கு பல நோய்கள் வர காரணமாவதுடன், கால்நடைகள் உட்பட இந்தப் பூமியில் வாழும் எண்ணற்ற உயிரினங்கள் மெல்ல அழிந்து வருகின்றன.

முன்பெல்லாம் கடைகளுக்குப் போனால் துணிப் பையுடன் போவோம்.கடைக்காரரும் செய்தித் தாள்களில் பொருள்களை லாவகமாக மடித்து சணல் கயிற்றில் கட்டிக் கொடுப்பார்.

இன்று, சூப்பர் ஸ்டோர்களும், மால்களும் பெருகி விட்ட நிலையில், ஏற்கெனவே பாலிதீன் மற்றும் பிளாஸ்டிக் பைகளில் நிரப்பி வைக்கப்பட்ட பொருள்களை சுயசேவையின் மூலமே எடுத்து கணினி மூலமாக விலைப் பட்டியல் பெற்று பின்னர் பணம் கொடுத்து வாங்கி வருகிறோம்.

முன்பெல்லாம் உணவகங்களில் உணவுப் பொருள்களை இலையில் மடித்துக் கொடுப்பார்கள். அவைகளை தூர எறிந்தாலும் எளிதில் மக்கி விடும். இட்லி, தோசை போன்ற உணவு வகைகளை இலையில் மடித்தும், சாம்பார், ரசம், சட்னி, தேநீர் போன்ற திரவ உணவுகளை பாத்திரம் மற்றும் குவளைகளில் ஊற்றியும் கொடுத்தக் காலம் மறைந்து விட்டது.
பெரும்பாலான உணவகங்கள் மற்றும் தேநீர் கடைகளில் பாலிதீன் தாள்களும், பைகளுமே பயன்படுத்தப்படுகின்றன.

வாழை இலையில் உணவு சாப்பிட்டால் வயிறு உபாதைகள் ஏற்படாது. இலையில் உள்ள பச்சையம் குடலுக்கு நல்ல ஆரோக்கியத்தைக் கொடுக்கும். சில உணவகங்களில் மருத்துவ குணம் கொண்ட வாழை இலைக்குப் பதில் மெல்லிய பாலிதீன் தாள்களில் உணவு வழங்கப்படுகிறது. இதில் சாப்பிடுவோர் ஒவ்வாமை, வயிற்றுப் போக்கால் அவதிப்படுகின்றனர்.
அதாவது, சூடான உணவுப் பொருள்களை பிளாஸ்டிக், பாலிதீன் பைகளில் கொண்டு செல்வதால், சூடு மற்றும் எண்ணெய் காரணமாக பிளாஸ்டிக்கில் உள்ள ஆபத்தான வேதிப் பொருள்கள் உணவு பொருள்களுடன் கலந்து அவை புற்றுநோய், இதயம் தொடர்பான நோய்கள் மற்றும் தைராய்டு நோய் ஏற்படவும் காரணமாகிறது.

சில உணவகங்களில் வாழை இலை போன்ற பிளாஸ்டிக் தாள்களை பயன்படுத்துகின்றனர். இதில் சூடான உணவுகளை பரிமாறும்போது, அதிலுள்ள மெழுகு உணவுடன் கலக்கிறது. பச்சை நிற சாயம் உணவுடன் கலந்து உடல் நலத்திற்கு தீங்கு விளைவிக்கிறது.

இந்தப் பச்சை செயற்கை இலைகளை பயன்படுத்த வேண்டாம் என்றும், பிளாஸ்டிக் தாளில் சூடாக உணவு பொருள்களை வைத்து உட்கொள்வது தவறு என்றும் உணவுப் பாதுகாப்பு அதிகாரிகள் தெரிவிக்கின்றனர்.
கடைகளில் மட்டுமே அவசரத் தேவைகளுக்காக விற்கப்பட்டு வந்த பிளாஸ்டிக் பாட்டில்கள் இன்று கெளரவப் பொருளாகி திருமணம் உட்பட அனைத்து விழாக்களிலும் புகுந்துவிட்டது.

பயன்படுத்தபட்டு மீதமுள்ள நீருடன் குவித்து வைக்கப்பட்டிருக்கும் பிளாஸ்டிக் பாட்டில்களால், கிடைத்தற்கரிய நீரும் வீணாவதுடன் அந்தப் பாட்டில்களுக்குள் கொசுக்களும் புகுந்து சுற்றுப் புறங்களில் வாழும் மக்களுக்கு பல்வேறு நோய்களைத் தருகின்றன.

உலகில் சீனாவும், பங்களாதேஷும் பாலிதீன் பைகள் உபயோகப்படுத்துவதை தடை செய்துள்ளன. இந்தியாவில் 40 மைக்ரானுக்கும் குறைவான பாலிதீன் பைகள் விற்பனைக்கு தடை செய்யப்பட்டுள்ளது. ஆனால், அதை யாரும் பொருட்படுத்துவதில்லை.

தொல்லியல் துறையின் கட்டுப்பாட்டிலுள்ள பழங்கால கட்டடங்கள், கோயில்கள் போன்றவற்றில் பிளாஸ்டிக் பொருள்களின் பயன்பாடு தடை செய்யப்பட்டுள்ளது. நீலகிரி மாவட்ட மலைப் பகுதிகளிலும் பாலிதீன் பைகளின் பயன்பாடு தடை செய்யப்பட்டுள்ளது.
கேரள மாநிலம், சபரிமலையில் பிளாஸ்டிக் பொருள்கள், பாலீதீன் பைகளுக்குத் தடை விதிக்கப்பட்டுள்ளது. இந்த நல்ல நடவடிக்கையை அனைத்துத் திருக்கோயில்களிலும் பின்பற்றலாம்.

எதிர்கால சந்ததியினரையும், பூமியையும் காக்க வேண்டுமென்றால் பொருள்கள் வாங்க கடைக்குச் செல்லும் போது துணி பைகளையே எடுத்துச் செல்ல வேண்டும். பிளாஸ்டிக் பயன்பாட்டை நாம் உடனடியாக நிறுத்திக் கொள்ளவில்லையெனில், கடல் வளமும், நில வளமும், நீர் வளமும் முற்றிலும் அழிந்து விடும்.

குழந்தைகளுக்கும் பாலிதீன் பைகள் மற்றும் பிளாஸ்டிக் பொருள்களால் ஏற்படும் தீமைகளைக் கற்றுத் தர வேண்டும். அரசும் மக்களிடையே விழிப்புணர்வை ஏற்படுத்த வேண்டும்.

சுற்றுச்சூழல் மாசுபாட்டை தவிர்க்கவும், தூய்மையான இந்தியாவை உருவாக்கவும், பிளாஸ்டிக் பொருள்கள் மற்றும் பாலீதீன் பைகளை, மெழுகு தடவிய கப்களை உபயோகப்படுத்துவதை மக்கள் தவிர்க்க வேண்டும்.
இயற்கையும், சுற்றுச் சூழலும் மாசடையாமல் இருக்க பிளாஸ்டிக் மற்றும் பாலிதீன் பைகளை தவிர்ப்போம்; தூய்மை இந்தியா உருவாகப் பாடுபடுவோம்.

Jet Airways to launch Chennai-Paris flights

CHENNAI: Jet Airways on Wednesday announced that it would launch daily direct flights from Chennai to Paris and Bengaluru to Amsterdam starting October 29.

The new flight -- Jet Airways 9W128 -- from Chennai will depart at 1.45am and arrive in Paris at 8.10am local time. In the return direction, 9W 127 will depart from Paris at 10.10am and arrive in Chennai at 12.15am.


The airline has opened a five-day sale of tickets for the Paris flight at an all-inclusive introductory fare of Rs 33,999 for economy and Rs 1,29,000 for premier class for the new flight.

The new service is being planned to capitalise on the growing demand for outbound leisure and business travel and also to tap the inbound tourists from Europe to the southern region of India through Chennai.

There is also an industry connection due to the presence of companies like BNB Paribas, Michelin and Renault in Chennai.

Jet Airways 9W236 from Bengaluru will depart at 2.25am and arrive in Amsterdam at 8.35am local time. In the return direction, the flight 9W 235 will depart from Amsterdam at 10.50am and arrive in Bengaluru at 12.40am.

An organisation Change India released a booklet named `In support of NEET Medical Test'on Wednesday the director of organisation, Padam A Narayanan. It includes arguments put up by the Tamil Nadu state government which claims that it is against the federal right of the state and that bringing in NEET would rattle the previously existing system of meritbased counselling.

It also touched upon other common allegations like NEET being undemocratic towards rural and government school students. “The 15 page booklet was written after careful consideration of several allegations raised against NE ET exam. But for the nearly 85,000 NEET applicants this year from the state, this is the most organised and transparent way of admitting students into medical seats,“ said Narayanan. He explained that while a marks-dependent admission system can be riddled with human subjectivity . But a computerised correction system followed in NEET, which also has negative marking, is a more efficient way .

M Anandhakrishnan, former vice chancellor and Arulrhaj, former president of Indian Medical Association (IMA) and former chairperson of Commonwealth Medical Association were also present at the launch and expressed their solidarity . “Instead of having a separate entrance for every single college, NEET gives one unified platform,“ said Anandakrishnan.
HIGHER EDUCATION - SRM univ counselling starts from May 14

Counselling sessions for admission in SRM University's engineering and technology programmes across its campuses (Kattankalathur, Haryana and Amaravati) will start on May 14 and will go until May 22. SRMJEE -the entrance exam for admission into for the engineering and technology (UGPG) courses -was conducted bet ween April 1to May 1, across 118 centres in the country and three in the Middle East for NRI candidates. Counselling for admission to MTech will be held on May 23 along with BTech sessions at the Kattankulathur campus.The rank card and counselling call letter of students can be downloaded from the official website. On the first day , candidates who have secured ranks from 1to 10000 will be called.
 
Those who secured ranks from 10,001to 70,000 are scheduled to be called on subsequent dates. Meanwhile, the top 100 students will get 100% waiver of tuition and hostel fees; rank 101 to 500 will get a 75% tuition fee waiver and rank 501 to 1000 will get a 50% tuition fee waiver

Third Judge To Hear Case Today 
 
Post-graduate medical course admissions in Tamil Nadu will remain stuck in legal quagmire for some more time, as a specially constituted division bench of Madras high court failed to reach a consensus on the issue and instead ended up delivering a split verdict on Wednesday . The matter has now been referred to Justice M Sathyanarayanan, who will be the third judge to hear the case. His views will now decide the fate of the appeals filed by the state government and individual candidates.

After Justice K K Sasidharan and Justice S M Subramanian adopted divergent views on the issue of Tamil Nadu government reserving seats for in-service candidates aspiring for post-graduate medical admissions and awarding incentive marks to them, the case was referred to Chief Justice Indira Banerjee to be posted before a third judge. By evening, Justice Sathyanarayanan was named as third judge, and he is to hear the appeals on Thursday .

The appeals are against an April 17 order of a single judge, who said the state government must adhere to only the MCImandated method of awarding incentive marks to in-service candidates serving in difficult and remote areas. While the state awards one mark each to all in-service, and non-service candidates as experience marks, besides additional marks to those employed in notified areas, MCI envisages award of 10% of a candidate's NEET mark per year of service in remote areas, to the maximum of 30%.

On Wednesday , Justice Sasidharan ruled that the methodology adopted by the state for giving weightage marks for inservice candidates was not in conflict with the method evolved by MCI, and said: “The MCI and the state are committed to promote rural service. The method of awarding incentive marks alone is different. The state seeks to benefit all doctors, who have opted for difficult and remote area service. The state clearly demonstrated that the method adopted all these years would benefit all doctors working in notified areas and there would not be any kind of undue advantage to a section of doctors. There is absolutely no conflict between the Central regulation and the state policy on account of different criteria followed for awarding incentive marks.“

When MCI's senior counsel sought to question clauses in the prospectus, the bench said prospectus had not been challenged at all. “We are of the view that there is no need to consider the legality and correctness of the prospectus fixing 50% each for the in-service candidates and the award of uniform marks for both service and non-service candidates for experience, in the present batch of intra-court appeals,“ said Justice Sasidharan.

Respectfully disagreeing with him, Justice S M Subramaniam ruled that three clauses in the prospectus ­ clauses 16, 17 and 33(b) ­ were inconsistent or repugnant to Regulation 9 of the Post-Graduate Medical Regulation, 2000 issued by the Medical Council of India, and accordingly quashed.

He directed the Tamil Nadu government to formulate the admission procedure in accordance with Regulation 9 and 9(IV) of the PG Medical Regulation, 2000 issued by MCI. He also directed the government to prepare a merit list for admission to post-graduate degree and diploma courses for all government colleges, and government seats in self-financing colleges affiliated to the state university , besides the Annamalai University . Preparation of merit list and admission process should be completed as per the original time frame, he stipulated.

Varsities Must Follow MCI Medical Admission Norms: Court 
 
The free run of deemed universi ties, which offer medical courses but do not surrender to the jurisdiction of Medical Council of India (MCI), ended on Tuesday when the Madras high court said the MCI would be the boss when it comes to medical courses at all institutions, including deemed universities.
 
The immediate effect of the ruling will be that deemed universities that offer medical education must surrender 50% of their postgraduate medical course seats to the state government for the state quota and then allow the government to conduct counselling for the remaining 50% of the management quota seats. In fact, since they are now regulated by both the Medical Council Act and the UGC Act, deemed universities are barred from collecting capitation fees since the Act bans it.

Justice N Kirubakaran, unmasking deemed universities that never surrendered the mandatory 50% of their postgraduate medical seats nor subjected themselves for common counselling, said: “It is very clear that right from starting a medical institutioncollege, to laying down standard for medical education, to making inspections at the time of examination and [obtaining] information regarding THE the course of study from the medical institutions, the MCI alone is the authority for medical education. Deemed universities cannot, on their own, declare that they are not bound by MCI regulations.“

Making it clearer, the judge said: “Irrespective of their status as deemed universities, they are merely medical institutions like any other medical college before the MCI and no special status can be claimed by deemed universities. By donning the mask of a deemed university, they cannot escape from MCI regulations. If they ask for such protection, they cannot be called medical institutions at all.“
As for the arguments of deemed universities that they are under Section 3 of the UGC Act, 1956 and that Medical Council of India regulations do not apply to them, Justice ING Kirubakaran said the Medical Council Act clearly said no person shall establish a medical college or open a new course of study or training or increase its admission capacity except with the previous permission of the central government.

Justice Kirubakaran pointed out that the act mentioned educational institutions including private, aided or unaided institutions, that meant and included deemed universities too.MCI disowned its regulation with mala fide intention, says judge

MCI suffered the ignominy of being asked to pay an `exemplary cost' of `1 crore by the Madras high court for not enforcing its own code on the mandatory seatsharing formula for all institutions offering medical education. “If, from 2000 onwards, seats were shared...thousands of seats would have been available to poor meritorious students... MCI deliberately failed to discharge its obligation and went against the interest of the public,“ said Justice N Kirubakaran.

The judge said in his 130-page order: “This court has got every reason to believe that without any legality, the MCI is trying to disown the Regulation 9(2) andor 9(vi). If the regulation is not enforced, the beneficiaries would be non-governmental medical institutions.Hence, the MCI with a mala fide intention to help the private medical lobby, which sells medical seats for crores of rupees, is disowning its own regulation.“
Blaming the MCI for “worrisome and dangerous trends in medical education“, Justice Kirubakaran said: “It is a known fact that some institutions have been selling medical seats through brokers [at] rates fixed by them, dehors merits, thereby more meritorious students were shunted out...“ TNN

இந்த வழக்கில், நீதிபதி சசிதரன் பிறப்பித்த உத்தரவு: கிராமப்புறங்களில் டாக்டர்கள் பணியாற்றுவதை ஊக்கப்படுத்த வேண்டும் என்பதில் மருத்துவ கவுன்சிலும், மாநில அரசும் உறுதியாக உள்ளன. அதற்காக, ஊக்க மதிப்பெண் வழங்கும் முறையே, வெவ்வேறாக உள்ளது. வரையறுக்கப்பட்ட பகுதிகளில், பணியாற்றும் டாக்டர்கள் அனைவரும் பலன் பெற, பல ஆண்டுகளாக இந்த நடைமுறையை, மாநில அரசு பின்பற்றுகிறது. ஊக்க மதிப்பெண் வழங்குவதில், வெவ்வேறு நடைமுறையை பின்பற்றுவதன் மூலம், மத்திய அரசு விதிமுறைக்கும் மாநில அரசின் கொள்கைக்கும் எந்த முரண்பாடும் இல்லை. எனவே மாநில அரசு பின்பற்றும் நடைமுறை செல்லும். மாநில அரசு வெளியிட்ட விளக்க குறிப்பேட்டை எதிர்த்து, இங்கே வழக்கு தொடரப்படவில்லை.

அரசு டாக்டர்களுக்கு 50 சதவீத இடங்கள் ஒதுக்கீடு செய்தது சரியா என்ற கேள்விக்கு சம்பந்தப்பட்டவர்களுக்கு சந்தர்ப்பம் வழங்கி, பதில் மனு பெற்று, முடிவு செய்ய வேண்டும். இந்த வழக்கில், அதை பரிசீலிக்க தேவையில்லை. எனவே, தனி நீதிபதி பிறப்பித்த உத்தரவு ரத்து செய்யப்படுகிறது. மாநில அரசின் விளக்க குறிப்பேட்டில் கூறியுள்ள வழிமுறைகளின்படி, வெயிட்டேஜ் மதிப்பெண் வழங்கப்பட வேண்டும்.இவ்வாறு நீதிபதி உத்தரவிட்டு உள்ளார்.

நீதிபதி எஸ்.எம்.சுப்ரமணியம் பிறப்பித்த உத்தரவு:கல்வியில் குறைந்தபட்ச தரத்தை உறுதி செய்து, அனை வருக்கும் ஒரே மாதிரியான நடைமுறையை பின்பற்ற வேண்டும். எனவே இந்திய மருத்துவ கவுன்சில் விதிமுறைக்கு முரணாக மாநில அரசின் விளக்க குறிப்பேட்டில் உள்ள சில பிரிவுகள், ரத்து செய்யப்படுகின்றன.மருத்துவ கவுன்சில் விதிமுறைகளின்படி, மாணவர்கள் சேர்க்கைக்கான நடைமுறையை மாநில அரசு வகுக்க வேண்டும். அதன்படி முதுகலை மருத்துவப் படிப்புக்கான, தரவரிசை பட்டியலை தயாரிக்க வேண்டும். மேல்முறையீட்டு மனுக்கள் தள்ளுபடி செய்யப் படுகின்றன. இவ்வாறு நீதிபதி உத்தரவிட்டு உள்ளார்.

இரு நீதிபதிகளும் மாறுபட்ட உத்தரவுகளை பிறப்பித்ததால், மூன்றாவது நீதிபதியின் விசாரணைக்கு இந்த வழக்கு செல்கிறது. மூன்றாவது நீதிபதியின் உத்தரவைப் பொறுத்து, இந்த வழக்கில் முடிவு ஏற்படும்.
