From next year, engineering counselling set to go online

CHENNAI: The Tamil Nadu government has issued orders for Anna University to conduct online counselling for the Tamil Nadu Engineering Admissions (TNEA) and Tamil Nadu Common Admissions (TANCA) from the academic year 2018-2019. While the government has been mulling over taking the counselling process online, official orders for the same were issued this week.

In a GO dated November 6, the government issued orders for the varsity to be the nodal agency for conducting the counselling process completely online from the upcoming academic year. It also ordered for the reconstitution of the co-ordination committee for conducting online counselling for admissions to first year B.E./ B.Tech./B.Arch./ M.E./ M.Tech./ M.Arch./ M.Plan from 2018- 2019 onwards, for a period of three years from the date of issue of the order.

The 14-member reconstituted committee has the VC of Anna University as the chairman while V Rhymend Uthariaraj, professor, department of information technology, MIT Campus, Anna University, has been appointed as the new secretary for admissions replacing J Indumathi.

Registrar of Anna University, S Ganesan had earlier written to the higher education minister regarding online counselling for engineering admissions, so as to avoid discomfort to students and parents travelling from various districts to Anna University to attend counselling and to fill up the vacancies in colleges that may arise due to discontinuance of students who opted to join medical /veterinary / agriculture or any other stream.

The GO further states that based on the directions given by the government, action has already been initiated to implement online counselling. Faculty members were asked to design and develop the software that may be required to conduct online counselling.

The other members of the reconstituted committee are principal secretary to government, higher education department, commissioner of technical education, registrar, Anna University, director of government examinations, member secretary of Sports Development Authority of Tamil Nadu, legal officer, Anna University, director (admissions), Anna University, secretary, selection committee, medical education, Kilpauk, registrar, Tamil Nadu Physical Education and Sports University, Vandalur, director of collegiate education, director (E.E.), Anna University, George Washington , director (Knowledge Data Centre), Anna University.

Rajinikanth may announce political entry on birthday

CHENNAI: After Kamal Haasan, it could be the turn of Rajinikanth to announce his political plunge. Rajini is likely to reveal his political entry on December 12, his birthday, said sources close to the actor.

"Rajini would form a separate party. He will not join any other party, including the BJP," said the source. If the BJP is keen on roping Rajini into its fold, either as its member or an ally, before the Lok Sabha election, Rajini would preserve his energy for the assembly election, which he wants to be a Stalin vs Rajini fight, said the source. Kamal, on the other hand, is working towards building up base from the grassroots level.

"Being spiritual, Rajini cannot be a Leftist. Not being a hardliner, he cannot be a Rightist too. He will be a centrist as that alone will attract all sections of society," said the source, a confidant of the actor. Of late, he has been dabbling in dalit uprising themes in his movies. His last film 'Kabali' had such an undertone and the next 'Kaala' will not be different either.

However, Rajini is unlikely to be involved in caste-centric politics in Tamil Nadu, when he has the advantage of an outsider, said writer Stalin Rajangam. "People like his subaltern style and identity. In movies, Rajini is just playing the roles that his directors give him. Ranjith is a known dalit activist and his movies are bound to have undertones of dalit resurgence. 'Kabali' was a reaction to the 2012 Dharmapuri caste clashes. They do not reflect Rajini's political thoughts or plans," said Rajangam.

Both Kamal and Rajini will compete for the neutral votes of people who look for a change beyond the AIADMK and the DMK. "As on date, the DMK looks all set to wrest power in the state as there is no strong rival. Rajini's entry will change that dynamics," said Rajangam. "Apart from neutral voters, Kamal would try to eat into the anti-Hindu rationalist base, which may give hiccups to the DMK," said analyst M Kasinathan. Rajini's disadvantage is that the minorities would see him as BJP's tool, said Kasinathan.

Rajini has influenced only one election, the 1996 general elections to the Lok Sabha and the assembly, in Tamil Nadu. In 1998, despite Rajini's support, the DMK-TMC front fared poorly in the LS polls. Again in 2004, Rajini's support could not salvage the AIADMK-BJP combine.

On his own, Rajini may not win an election. His success will depend on stitching together a winnable alliance, but that remains a big challenge. With chief ministerial aspirations, he cannot go with the DMK. He may go with the AIADMK and the BJP, but for that both CM Edappadi K Palaniswami and deputy CM O Panneerselvam will have to forgo their aspirations. Rajini would end up carrying the baggage of the present government's public image.

SC sets up five-judge bench to examine alleged judge-middleman nexus

NEW DELHI: The Supreme Court on Thursday set up a bench of five most senior judges to examine whether a retired CJI-supervised Special Investigation Team (SIT) probe was required into allegations that middlemen were in nexus with certain judges of the higher judiciary in a racket to fix judicial orders to enable admissions into medical colleges debarred from admitting students for lack of infrastructure.

The unusual development followed the sensational allegation levelled by advocate-petitioner Kamini Jaiswal that the scandal of medical admissions being probed by the CBI involved SC and HC judges. A bench of Justices J Chelameswar and S Abdul Nazeer agreed to hear the case within two hours of it being mentioned by senior advocate Dushyant Dave for urgent hearing, sending ripples of excitement through the apex court corridors.

There was unprecedented drama as word spread that Justice Chelameswar had decided to hear a petition making allegations against the CJI at 12.45pm. The suspense heightened, as a five-judge constitution bench headed by the CJI, which was hearing the fight between the AAP government and the Centre, got up at 12.15pm, a good 45 minutes before the lunch break.

The matter concerns the arrest of former Orissa HC judge I M Qudussi and others for allegedly helping a medical college in Uttar Pradesh, which was found by the Medical Council of India (MCI) to be deficient in infrastructure required to impart medical education, enrol fresh students on the strength of orders controversially passed by two judges of Allahabad HC's Lucknow bench. The two HC judges accepted a plea by the college to admit students despite an SC order specifically prohibiting subordinate courts from doing so.

Raising the matter, Dave said the CBI FIR narrating activities of retired Qudussi and alleged middlemen revealed their alleged deep nexus with judges of constitutional courts.

Justices Chelameswar and Nazeer agreed with Dave about the sensitivity of the issue and said the matter was "too important for the institution and the country". They said, "The FIR contained certain allegations which are disturbing. The allegations pertain to the functioning of this court. Dave makes submissions highlighting various aspects of the matter, details of which we do not propose to make in this order. But, at the same time, we are also duty bound to place the developments that when the hearing of the matter was in progress, the officer of the registry placed a xerox copy of the proceedings purportedly issued by the Chief Justice of India."

Posting the matter for Monday before a bench comprising CJI Dipak Misra and Justices Chelameswar, Ranjan Gogoi, Madan B Lokur and Kurian Joseph, Justices Chelameswar and Nazeer said, "Having regard to the totality of circumstances, we deem it appropriate that this matter be heard by the constitution bench of the first five judges in the order of seniority of this court. We also deem it appropriate that the matter be listed on Monday."

The two-judge bench issued notices to the CBI and Centre, directing the agency to bring the "entire material collected by the agency in the course of investigation of the crime, keep it in sealed cover and produce it before the constitution bench on Monday".

More drama was in store as Dave said since the cases relating to medical colleges, denied sanction by the MCI and the Union government to admit students, was heard and decided by a CJI-led bench, propriety demanded that the CJI should not be part of any bench that adjudicated Jaiswal's petition.

He said apart from alleged judge-middleman nexus, there was another reason why the CBI case was required to be probed by an SIT supervised by a retired CJI. He said the CBI being pliant to the government of the day, the executive could use the investigation to armtwist the judiciary and seriously impede its independence.

The CBI had arrested Qudussi and four others in connection with the case relating to Prasad Education Trust, which was granted a favourable order by Allahabad HC on August 25. When the MCI appealed against the order in the SC, a bench headed by the CJI had recorded that the college did not claim benefit of the HC order and disposed it of on August 29. Prasad Education Trust again filed a writ petition before the SC, which was dealt by the bench headed by the CJI, which passed a common order for all medical colleges before it on September 18.

The CBI had registered a case against Qudussi and others on September 19, a day after the CJI-led bench barred deficient private colleges including Prasad Education Trust, which were denied permission to admit students by the MCI, from taking in students for academic session 2017-18. It had ordered that applications for grant of permission would be considered by the MCI and the Centre for the academic year 2018-19 after inspection of infrastructure and other facilities in the medical colleges.

மனிதர்கள் ஒருவரையொருவர் எள்ளி நகையாடுவது, கேலி செய்தல், நையாண்டி செய்தல், மற்றவர்களைப் போல் நடித்துக் காட்டுதல் போன்றவை சர்வ சாதாரணமாகி விட்டது. அவ்வாறு செய்வது மற்றவர்களைப் புண்படுத்தும் என்பதை உணராதவர்கள் மட்டுமல்ல, தெரிந்தும் கூட சிலர் இதனையே வேலையாக வைத்துள்ளனர். 
திரைப்படங்களில் நகைச்சுவை என்கிற பெயரில் நிறம், உயரம், உடல் பருமன் ஆகியவற்றைக் குறித்து கேலி, கிண்டல் செய்யும் காட்சிகளுக்குப் பஞ்சமே இல்லை. இத்தகைய காட்சிகளைப் பார்த்துச் சிரிக்கும் மக்களின் ரசனையை என்னவென்று சொல்வது?

இதற்குப் பதிலாக, முகம் முழுக்கச் சிரிப்பாக இருப்பாரே, எல்லோருக்கும் ஓடி, ஓடி உதவி செய்வாரே, ருசியாக சமைப்பாரே என்று மற்றவர்களின் நல்லியல்புகளைச் சொல்லி மனிதர்களை அடையாளப் படுத்தினால், குழந்தைகள் ஒருபோதும், யாரையும் உருவத்தை வைத்து ஏளனம் செய்யமாட்டார்கள்.
பொதுவாக அழகான தோற்றம் உடையவர்களைப் பார்த்து 'நல்ல பர்சனாலிட்டி உள்ள ஆள்' என்று கூறுவது தவறான வார்த்தைப் பிரயோகமாகும். ஆங்கிலத்தில் பர்சனாலிட்டி என்பது ஒருவரது அருங்குணங்களையும், ஆளுமைப்பண்புகளையுமே குறிப்பதாகும், புற அழகை அல்ல. 
வடிவு கண்டு யாரையும் இகழ்தல் கூடாது என்பதை திருவள்ளுவர் அழகாகக் கூறியுள்ளார். புற அழகு அழிந்துவிடக் கூடியது, நம்முடைய குணநலன்களே நாம் மண்ணை விட்டு மறைந்தாலும், இவ்வுலகில் வாழக்கூடிய மக்கள் நம்மை நினைவுகூர்வதற்குக் காரணமாக அமையும் என்று குழந்தைகளுக்குப் புரிய வைப்பதால், அவர்கள் மற்றவர்களின் புற அழகைக் கேலி செய்யாததுடன், மற்றவர்களால் அவர்கள் கேலி செய்யப்பட்டாலும் அதற்காகத் துவண்டுவிடவும் மாட்டார்கள். 
வீட்டில் மட்டுமின்றி பள்ளிக்கூடத்திலும், ஆசிரியர்கள் மாணவர்களுக்குப் பட்டப்பெயர் சூட்டி அழைக்கக்கூடாது. குழந்தைகளுக்கு மட்டுமல்ல, பெரியவர்களுக்கும் ஏளனப் பேச்சுகளால் தாழ்வு மனப்பான்மை ஏற்படும். தாங்கள் குறை உடையவர்கள், தங்களால் எதுவும் சாதிக்க முடியாது என்ற நினைப்பு அவர்களை வாழ்க்கையில் உயர விடாது. இப்படிப்பட்ட மனப்பாங்கை வளர்த்துக் கொண்டவர்களுக்குத் தைரியத்தையும், தன்னம்பிக்கையையும் ஊட்டவேண்டும்.
உயரம் குறைந்தவர்களும், மாநிறம் கொண்டவர்களும், மாற்றுத் திறனாளிகளும் சாதனையாளர்கள் பட்டியலில் நிறைந்துள்ளனர் என்பதை சுட்டிக்காட்ட வேண்டும்.
