Chennai: A day after the ministry of human resource development released the National Institutional Ranking Framework ranking, Tamil Nadu is celebrating – at least one in every top 5 institutions under engineering, medicine, colleges and overall is from the state.

On Wednesday, the government announced that Anna University, University of Madras, Alagappa University, Periyar University, Barathiyar University and Tamil Nadu Agricultural University qualified and applied for institutions of eminence. If selected, these institutions will be among 20 in the country that will enjoy complete academic and administrative autonomy . “All of them have applied for this,” said higher education secretary Sunil Paliwal. “The state has considered grading and rankings by national organisations seriously. Now, we shall focus on the NAAC score as well so we can get Category- A institutions,” he said.

One of the most important reasons for the progression, academicians say, is better participation in the ranking system. Data shows more number of institutions from the south, particularly from the public sector, have taken part in the assessment in 2018 compared to 2017. For instance, Presidency College, which did not apply for a ranking in 2017, was among the top 10 in the colleges across the country. University of Madras, ranked 41 last year, is now ranked 18 after vice-chancellor P Duraisamy and senior faculty members held focused meetings to perfect parameters and record them carefully in the self-assessment notes.

It was a celebration for several private institutions too. Most engineering colleges managed to retain their scores, even if some slipped. “The value-volume ratio has moved in the progressive direction and with greater policy impetus, the state is poised for a bigger share in the national scene in 2019,” said SASTRA University dean, planning and development S Vaidhyasubramaniam.

The biggest surprise is five medical colleges and universities, including state medical university-affiliated Christian Medical College, Vellore, in the top 25. The state, a hub of medical care, is now emerging a hub for medical education as well.

Garbage cart used for last journey of destitute man

Vellore: In utter disregard for the dead, panchayat staff of Sholinghur Town in Vellore district on Monday transported the body of a 70-year-old man in a garbage cart. The video of the body wrapped in a white cloth being carried on a garbage cart went viral on social media two days after the incident. The man is said to have died on March 27.

Justifying their action, which attracted strong criticism, officials said they did not have appropriate vehicles to transport unclaimed bodies. “We were forced to use one of our 60 garbage carts to move the the body to the burial ground located half a kilometer from the government hospital in Sholinghur,” officials said.

Locals said the man may have been seeking alms, but it was condemnable to transport his body in a garbage cart.

Inspector of police of Sholinghur station Kandeeban said the man believed to be native of Sholinghur town was staying along the roadside near the post office for several years. “He earned a living by begging. People in and around the area knew him for a long time. He was found dead along the road on March 27. We shifted the body to the GH,” said the Inspector.

Since no one claimed the body until April 1, police officials submitted a letter to the executive officer of the town panchayat Anbuselvan to carry out the final rites of the man. A 54-year-old woman, Raji, from Tambaram in Chennai approached the police and claimed that the man was her maternal uncle Rajaraman. He was unmarried and left the family several years ago.

She said she was not in a position to take his body to Chennai to give him a decent burial. “We received a letter requesting us to take the body of the elderly person. We assigned two of our sanitary workers. Since we don’t have dedicated vehicles to transport dead bodies, we used one of the garbage carts,” said Anbuselvan. A garbage cart was kept aside to carry unclaimed bodies to the burial ground, he said.

Health Inspector Vadivel shrugged helplessness and said the Sholinghur GH had no hearses. “So, we were left with no choice,” he said and added that Collector S A Raman contacted the officials and warned them against repeating it. He advised them to rope in volunteers or like-minded people to arrange a transportation to shift the bodies to the burial ground.

This is not an isolated case. The town panchayat has been in the practice of transporting unclaimed bodies from the GH in garbage vehicles. “We bury five to 10 unclaimed bodies every year. We carry the dead in the garbage vehicle,” admitted a sanitary worker in the town, seeking anonymity.

Neelakandan, who has been giving decent burial to several unclaimed bodies in Tiruvannamalai Town, dubbed the act of the panchayat “uncivilised” and “undignified” to a departed soul.

அக்டோபர் 1–ந் தேதி இரவு, அவர்கள் அங்கு கங்கணி என்ற இடத்தில் உள்ள காட்டுக்கு ஜிப்சி காரில் சென்றனர். காரை ஓட்டிச்சென்ற சல்மான்கான், அங்கு அபூர்வமான கருப்பு மான்கள் இரண்டை சுட்டுத்தள்ளி வேட்டையாடியதாக புகார் எழுந்து உள்ளது.

இதில் சல்மான்கான் மீது வனவிலங்கு பாதுகாப்பு சட்டம் பிரிவு 51–ன் கீழும், மற்றவர்கள் மீது வன விலங்கு பாதுகாப்பு சட்டம் பிரிவு 51 உடன் இணைந்த இந்திய தண்டனை சட்டம் பிரிவு 149–ன் கீழும் குற்றம் சாட்டப்பட்டு உள்ளது.

இவர்கள் மீதான வழக்கு, ஜோத்பூர் தலைமை குற்றவியல் நடுவர் நீதிமன்றத்தில் நடந்து வந்தது. 20 ஆண்டுகளாக நடந்து வந்த வழக்கில், இன்று மாஜிஸ்திரேட்டு தேவ் குமார் காத்ரி தனது தீர்ப்பை வழங்க உள்ளார்.

காவிரி மேலாண்மை வாரியம் அமைக்கக்கோரி நடந்து வரும் போராட்டம் தீவிரம் அடைந்து வருகிறது. ராஜபாளையம் ரெயில் நிலையம் முன்பு இந்திய கம்யூனிஸ்டு கட்சி சார்பில் முன்னாள் எம்.பி. லிங்கம் தலைமையில் கண்டன ஆர்ப்பாட்டத்தில் ஈடுபட்டனர். மாவட்ட செயலாளர் ராமசாமி, நகர செயலாளர் ரவி, மாவட்ட செயற்குழு உறுப்பினர்கள் சீனிவாசன், கணேசமூர்த்தி உள்பட பலர் கலந்து கொண்டு பிரதமர் மோடிக்கு எதிராகவும் காவிரி மேலாண்மை வாரியம் அமைக்க முறையான அழுத்தம் கொடுக்காத தமிழக அரசுக்கு எதிராகவும் கோஷமிட்டனர்.

பின்னர் அவர்கள் ரெயில் நிலையத்தினுள் செல்ல முற்பட்டனர். துணைபோலீஸ் சூப்பிரண்டு ராஜா தலைமையில் குவிக்கப்பட்ட போலீசார், போராட்டக்குழுவினரை உள்ளே செல்ல அனுமதிக்கவில்லை. இதனால் போலீசாருடன் தள்ளுமுள்ளு ஏற்பட்டது. கடும் வாக்குவாதத்தில் ஈடுபட்டனர்.

இந்த நிலையில் தி.மு.க. வினருடன் ரெயில் நிலையம் வந்த தங்கப்பாண்டியன் எம்.எல்.ஏ. ரெயில் மறியல் போராட்டத்திற்கு அனுமதி கேட்டார். அவர்களுக்கும் அனுமதி மறுக்கப்பட்டது.

பரபரப்பான இந்த சூழ்நிலையில் மதுரையில் இருந்து செங்கோட்டை செல்லும் பயணிகள் ரெயில் ராஜபாளையம் ரெயில் நிலையத்துக்குள் வந்தது. இதைப்பார்த்ததும் இந்திய கம்யூனிஸ்டு கட்சியினர் போலீசாரின் எதிர்ப்பை மீறி உள்ளே சென்று ரெயில் மறியலில் ஈடுபட்டனர்.

இதனைதொடர்ந்து முன்னாள் எம்.பி. லிங்கம் உள்பட 107 பேரை போலீசார் கைது செய்து அழைத்துச்சென்றனர்.10 நிமிட தாமதத்திற்கு பின்னர் ரெயில் புறப்பட்டுச் சென்றது.

ஆதார் திட்டம் செல்லுமா? என்பது பற்றி விசாரிக்க சுப்ரீம் கோர்ட்டு தலைமை நீதிபதி தீபக் மிஸ்ரா தலைமையில் 5 நீதிபதிகள் அடங்கிய அரசியல் சட்ட அமர்வு அமைக்கப்பட்டுள்ளது.

இந்த அமர்வு முன்பு, நேற்று மத்திய அரசு சார்பில் அட்டார்னி ஜெனரல் கே.கே.வேணுகோபால் ஆஜராகி வாதாடினார்.

அப்போது அவர் கூறியதாவது:-

இன்றைய டிஜிட்டல் உலகத்தில், சட்டவிரோத பண பரிமாற்றத்தை தடுப்பதற்கும், மானியம் மற்றும் நலத்திட்ட உதவிகள் பயனாளிகளுக்கு கிடைப்பதற்கும் ஆதார்தான் சிறந்த வழி. இது, வல்லுநர்களால் ஒப்புதல் அளிக்கப்பட்ட திட்டம். அரசின் கொள்கை முடிவு. ஆகவே, இது கோர்ட்டு ஆய்வுக்கு உட்பட்டது அல்ல.

அதற்கு அட்டார்னி ஜெனரல் கே.கே.வேணுகோபால், “ரத்தம், சிறுநீர், மரபணு கூட ஆதார் பதிவில் சேர்க்கப்படலாம். அதையும் கோர்ட்டு ஆய்வுக்கு உட்படுத்துங்கள்” என்று பதில் அளித்தார்.
