Mumbai:

A son who ill-treats and assaults his mother cannot claim the right to enter her house, the Bombay high court has observed.

A south Mumbai resident, along with his wife and child (a minor), had approached the court after his 72-year-oldmother changed the locks to her Malabar Hill flat and refused him and his family entry.

“Prima facie, the son has no right to his mother’s home,” said Justice Shahrukh Kathawalla. The elderly woman, a doctor, recently appeared before the judge, saying that for “the last several years, I was suffering mental and physical abuse at the hands of my son”.

She told the judge her son, under psychiatric treatment for over a decade, had repeatedly assaulted her.

As a last resort, when her daughter-in-law and her grandson left her flat, along with their maid and their dog, she changed its locks.

443 PG medical aspirants get into govt, self-financing colleges

As the second day of counselling for PG medical and dental admissions concluded, 775 candidates have been allotted seats under the all-India quota. A total of 1,344 candidates were called for counselling.

Of the 569 candidates eligible in the state to attend the counselling, 69 were absentees.

By the end of the day, 443 seats were allotted across government and self-financing colleges in the state. Of these, 414 were in government institutions and 29 were in self-financing ones. So far, 57 candidates have been waitlisted.

The NEET-based single window counselling for PG medical admissions began on Saturday with the first day being reserved for persons with physical disabilities.

Counselling for general category candidates began on Sunday and will go on till May 22.

போதைக்காக மருந்துகளைக் கொள்ளையடிக்கும் இளைஞர்களால், பயந்து நடுங்கிக் கொண்டிருக்கிறார்கள் செங்கல்பட்டு பகுதி மருந்துக் கடை உரிமையாளர்கள்! இவ்விஷயத்தில், ஏற்கெனவே கோவையில் ஏற்படுத்திய அதிர்ச்சி சம்பவங்களைப் போன்று தமிழகமெங்கும், பல சம்பவங்கள் தொடர்ந்து நடைபெறத் தொடங்கிவிட்டன.

காஞ்சிபுரம் மாவட்டம், செங்கல்பட்டு அருகே உள்ளது சிங்கபெருமாள் கோயில். இங்குள்ள தேசிய நெடுஞ்சாலைப் பகுதியில் மெட்ப்ளஸ் மருந்தகம் செயல்பட்டு வருகிறது. கடந்த திங்கட்கிழமையன்று இந்த மருந்தகத்துக்கு வந்த இரண்டு இளைஞர்கள் ஒரு குறிப்பிட்ட மருந்தினைக் கேட்டு அந்த மெடிக்கலில் உள்ள ஊழியரான மாரிமுத்து என்பவரைத் தொந்தரவு செய்திருக்கிறார்கள். போதைக்காகத்தான் அந்த குறிப்பிட்ட மருந்தை இளைஞர்கள் கேட்கிறார்கள் என்பதை யூகித்துக்கொண்ட மாரிமுத்து, ‘'மருத்துவரின் அனுமதி இல்லாமல், அந்த மருந்தைக் கொடுக்கமாட்டோம். தற்போது அந்த மருந்து இருப்பு இல்லை.'' எனத் தெரிவித்துள்ளார். அதைத் தொடர்ந்து அந்த இளைஞர்கள் அந்த மருந்துக்கடை உள்ளே நுழைந்து மாரிமுத்துவை தாக்கும் சி.சி.டி.வி காட்சிகள் தற்போது வெளியாகி பெரும் பரபரப்பை ஏற்படுத்தியுள்ளன.


ஆத்திரமடைந்த அந்த இளைஞர்கள் மெடிக்கலுக்குள் நுழைந்து அந்தக் குறிப்பிட்ட மருந்தை எடுத்துத்தரச் சொல்லி கடுமையாகத் தாக்குவதும், அதில் ஒருவர் டேபிளில் இருந்த கத்தரிக்கோலை எடுத்து மாரிமுத்துவின் கையில் குத்திக் கொலை மிரட்டல் விடுப்பதும் அந்த சி.சி.டி.வி-யில் பதிவாகியுள்ளது. ‘என்னை விட்டுடுங்கண்ணா…’ என கடை ஊழியர் போதை இளைஞரின் காலில் விழுந்து கெஞ்சுகிறார். ஆனாலும் அவர்கள் தொடர்ந்து மாரிமுத்துவை அடித்து மிரட்டுகிறார்கள். இதைத் தொடர்ந்து தொலைபேசி ரிசீவரை எடுத்து மாரிமுத்துவின் தலையில் சரமாரியாகத் தாக்குகிறார் ஓர் இளைஞர். மற்றொரு இளைஞரோ மருந்துக் கடையில், அடுக்கி வைக்கப்பட்டிருக்கும் மருந்துகளில் தான் தேடிவந்த குறிப்பிட்ட மருந்து இருக்கிறதா எனப் பதற்றத்துடன் தேடுகிறார். பின்னர் மருந்துக் கடையிலிருந்து சில மருந்துகளை எடுத்து தனது இடுப்பில் மறைத்து வைத்துக்கொள்கிறார். இவையனைத்தும் சி.சி.டி.வி காட்சியில் தெளிவாகப் பதிவாகியிருக்கின்றன.

இந்தச் சம்பவம் குறித்து மெட்ப்ளஸ் மெடிக்கல் உரிமையாளர் பிரதீபாவிடம் பேசினோம். “மெடிக்கலில் அந்தக் குறிப்பிட்ட மருந்தைத் தேடிவந்த இளைஞர்கள், எங்கள் ஊழியரைத் தாக்கியதோடு அந்த மருந்தினையும் எடுத்துச் சென்றுவிட்டார்கள். மேலும் கடையிலிருந்து 33 ஆயிரம் ரூபாய் கொள்ளையடிக்கப்பட்டிருக்கிறது. அவர்கள் கொண்டு சென்ற மாத்திரைகளை இரவில் ஒன்று மட்டுமே எடுத்துக்கொள்ள மருத்துவர்கள் பரிந்துரை செய்வார்கள். டாக்டரின் பரிந்துரையோடு வரும் வாடிக்கையாளர்களேகூட எவ்வளவு வற்புறுத்திக் கேட்டாலும் நாங்கள் பத்து மாத்திரைக்கு மேல் கொடுக்கமாட்டோம். கடந்த சில நாட்களுக்கு முன் சில இளைஞர்கள் அந்தக் குறிப்பிட்ட மருந்தைக் கேட்டார்கள். நாங்கள் கொடுக்கவில்லை. அடுத்த நாளே அந்த இளைஞர்கள் மீண்டும் எங்கள் கடைக்கு வந்து அந்த மருந்தைக் கேட்டு தொந்தரவு செய்தார்கள். நாங்கள் இல்லை என்று சொன்னதுடன், அவர்கள் சென்றபிறகு எங்கள் ஆட்களைவிட்டு அவர்களைப் பின்தொடர்ந்தோம். மாமண்டூர் பகுதிவரை சென்ற அந்த மர்ம நபர்களின் பைக் எண்ணைக் குறிப்பிட்டு காவல்நிலையத்திலும் புகார் கொடுத்தோம். ஆனால், காவல்நிலையத்தில் 'அது வேறு யாராவது இருக்கும்...' எனச் சாதாரணமாகச் சொல்லிவிட்டார்கள். எங்களுக்குப் பயமாக இருக்கிறது. கடந்த மூன்று வாரங்களுக்கு முன்பு தேனாம்பேட்டையில் உள்ள மெட்ப்ளஸ் மெடிக்கலிலும் இதே போன்ற சம்பவம் நடந்திருக்கிறது. பணம், மொபைல் போன்றவற்றையும் கொள்ளையடித்து சென்றிருக்கிறார்கள். தேனாம்பேட்டையில் நடந்த சம்பவத்துக்கு முதல் தகவல் அறிக்கை பதியப்பட்டுள்ளது. இங்கே நாங்கள் வற்புறுத்திக் கேட்டபிறகுதான் சி.எஸ்.ஆர் போட்டுள்ளார்கள்'' என்றார் தீராத பயத்துடன்.



இதுகுறித்து மறைமலைநகர் காவல் ஆய்வாளர் வடிவேல் முருகனிடம் பேசியபோது, “இரு தினங்களுக்கு முன்பே நாங்கள் வழக்குப் பதிவு செய்திருக்கிறோம். சி.சி.டி.வி-யில் பதிவாகியுள்ள காட்சிகளை வைத்து விசாரணை செய்து வருகிறோம். கல்லூரி மாணவர்களா, வேலையின்றி சுற்றித்திரியும் இளைஞர்களா என்ற கோணத்தில் விசாரணை செய்து வருகிறோம். அவர்கள் இந்தச் சுற்றுவட்டாரத்தைச் சேர்ந்தவர்களாக இருப்பார்கள் எனச் சந்தேகிக்கிறோம். விரைவில் அவர்களைப் பிடித்துவிடுவோம்” என்றார்.

சென்னை : சென்னையில் நான்கரை ஆண்டுகளுக்கு பிறகு பெட்ரோல் விலை ரூ.80 ஐ நெருங்கியுள்ளது. பெட்ரோல் மற்றும் டீசல் விலையை எண்ணெய் நிறுவனங்கள் தினந்தோறும் நிர்ணயித்து வருகின்றனர்.நேற்று சென்னையின் ஒரு லிட்டர் பெட்ரோல் ரூ. 78. 08 காசுகளுக்கு விற்பனையானது. இன்று காலை 35 காசுகள் உயர்ந்து ரூ. 79. 13 காசுகளுக்கு விற்பனையாகிறது. இது போன்று டீசல் விலை லிட்டருக்கு 28 காசுகள் உயர்ந்து ரூ. 71.32 காசுகளுக்கு விற்பனை செய்யப்படுகிறது. 2013ம் ஆண்டு செப்டம்பர் மாதம் சென்னையில் ஒரு லிட்டர் பெட்ரோல் ரூ. 79.55 காசுகளுக்கு விற்கப்பட்டது.அதன்பின் நான்கரை ஆண்டுகளுக்கு பிறகு தற்போது பெட்ரோல் விலை ரூ.80ஐ நெருங்கியுள்ளது. இந்தியாவில் பெட்ரோல் டீசலுக்கு மாற்று எரிபொருளாக மெத்தனாலை உபயோகிக்க வேண்டிய காலம் நெருங்கி விட்டதாக நிதிஆயோக் உறுப்பினர் திரு.வி.கே.சரஸ்வத் தெரிவித்துள்ளார். சர்வதேச சந்தையில் கச்சா எண்ணெய் விலை உயர்வு காரணமாக இந்தியாவில் பெட்ரோல், டீசல் விலை கணிசமாக அதிகரித்து வருகிறது.அத்துடன் எரிபொருளின் பயன்பாடும் நாளுக்கு நாள் அதிகரித்த வண்ணம் உள்ளது. இதே நிலை நீடித்தால் 2030ம் ஆண்டுக்குள் எரிபொருள் தட்டுப்பாடு ஏற்படும் சூழல் உருவாகும். இதனைத் தவிர்க்க மாற்று எரிபொருளை பயன்படுத்த வேண்டிய சூழலில் உலக நாடுகள் உள்ளன. இது குறித்து டெல்லியில் பேசிய சரஸ்வத், சீனா போன்ற நாடுகள் சுற்றுசூழலுக்கு கேடு விளைவீக்காதா எரிப்பொருளான மெத்தனால் பயன்பாட்டிற்கு மாறி வருவதை சுட்டி காட்டினார். இந்தியாவும் விரைவில் மாற்று எரிபொருளுக்கு மாற வேண்டிய கட்டாயம் ஏற்பட்டுள்ளதாகவும் அவர் தெரிவித்தார்.

HYDERABAD: From the academic year 2019-20, all MBBS students in the country including the 3700 students in Telangana would embark on a five-and-half-year journey with a two-month 'Foundation Course' rather than straight away jumping into subjects such as anatomy, physiology as is the practice now.

According to the new syllabus, students will get practical training from first-year of the course. Currently, the regulations framed in the year 1997 are followed in conducting the course. However, the way MBBS course is taught is going to change. Medical Council of India (MCI) members have prepared a new syllabus which has significant changes when compared to old one. MCI's academic council has worked for around two-and-half-years to make changes to the syllabus according to changing global scenario and submitted it to Ministry of Health and Family Welfare. A senior official from the ministry said that the new curriculum has been approved in principle by oversight committee and it will be notified soon.

"The changes are made to commensurate with needs of the country, disease burden, national health programmes and policies," said Dr Vedprakash Mishra, chairman of MCI's academic council, who has spearheaded the task of structuring new syllabus. The aim of the foundation course is to orient a medical student to MBBS programme. Classes will begin with faculty explaining history of medicine, they will teach communication, language and other skills required. "Thereafter, they will be put across MBBS curriculum which will be competency based-which is core idea of the syllabus," he said, adding that the duration of each year of the MBBS will remain the same.

Currently, the course is heavily reliant on theory classes. This is set to change. Officials from the MCI said that didactic classes will be reduced to minimum. According to new curriculum received as RTI reply by Indrajit Khandekar, professor, Clinical Forensic Medicine, MGIMS-Sewagram, two-thirds of the course shall include interactive, practical, clinical or based on group discussions. Learning process would take a problem-oriented approach; community health care activities and others which emphasize on hands on training will get a boost.

"This will help students to understand the practical intricacies of medico-legal work. Now, examinations of sexual assault cases are taught theoretically to MBBS students.That means students are passing the MBBS course without practical examination or without witnessing a single examination. This would change," said Dr Indrajit adding that the changes to the course is being made after a gap of 21 years. Currently, the regulations framed in the year 1997 are followed in conducting the MBBS course.

Counselling for persons-with-disability students aspiring for PG medical college admissions at Government Omandarur Hospital on Saturday | Martin Louis

CHENNAI: Tamil Nadu PG, MD and diploma medical counselling started on Saturday and 14 candidates were admitted into various programmes on the first day. The first day of counselling was reserved for people with disabilities. Counselling for general category will start on Monday.“We had called 23 candidates on Saturday. Four were absent and five opted out; 14 students were admitted into various PG courses,” said G Selvaraj, secretary, selection committee. However only candidates with 40 to 70 per cent disability in the lower limb were allowed to participate in the counselling.

“Doctors usually need to have functional upper body and need good vision, hearing and speaking abilities. So, we usually allow only candidates with lower limb disability to participate,” he said adding that candidates whose disability was less than 40 per cent were supposed to contest along with general category. A team of doctors examined the candidates and their certificates on Saturday morning to test them for eligibility.

A majority of the candidates with disabilities chose specialities such as general medicine, dermatology or pediatrics that would require them to move about less, the secretary explained adding that one candidate even opted for orthopedics this year.A total of 1,103 PG seats are available this year. Out of this, 864 seats are for government colleges, 122 seats in private colleges and 117 seats were returned from All India quota. There are 15 PG colleges in the State.

CHENNAI: A vacation judge of the Madras High Court has rejected a plea from one D Manikandan to appoint him as Village Administrative Officer (VAO) on the basis of his representations submitted in August 2016 and April this year to the Nagapattinham district administration.

Appointment can never be claimed as a matter of right, Justice S M Subramaniyam said on May 9 last. All public appointments are to be made only by following recruitment rules in force. Equal opportunity in public employment is a constitutional mandate and there cannot be any discrimination, the judge said.

The constitutional perspectives require that the authorities act in a fair and reasonable manner, so as to complete the selection in accordance with the constitutional mandates. The fair and reasonable procedures are the inherent ingredients of the Constitution. Thus, it is not as if the qualified person submitted an application and filed a writ petition seeking direction to consider the representation. Such direction sought for in the nature of representation can never be entertained under Article 226 of the Constitution, the court observed.

“The State as a model employer, is duty bound to provide equal opportunity in its real sense,” the court said. “All recruitment process are to be conducted as per the rules and by following the rules of reservation as applicable. This being the legal principle to be followed by the appointment authorities or the competent authorities, this court is of an opinion that the relief as such sought for in this writ petition cannot be granted. No writ in the nature of recommendation can never be issued by the High Courts,” the judge observed and dismissed the petition.
