CHENNAI: The second day of counselling for postgraduate medical and dental admissions began with ruckus after over 20 candidates who were allotted seats in all India quota counselling sat in a dharna demanding the Selection Committee to allot them seats in State counselling on Sunday.

The candidates also had a heated argument with officials and police, who were deployed at the venue.

The candidates who got seats through online postgraduate medical and dental seats allotment counselling conducted by the Directorate-General of Health Services also shouted slogans demanding that the State counselling be stopped. “The state should have begun the counselling after the first round of all India quota seats counselling was over. So, the candidates would surrender the taken seats and take part in the State counselling. But, the State conducted the counselling after two rounds of counselling for all India quota seats. Because of this, we could not participate,” said K Malini, a protester.

The NEET-based single window counselling for PG graduate medical and dental admissions for general category began at the Multi Super-Speciality Hospital at Omandurar Estate after being marred by a series of legal hurdles.

As per DGHS rules, candidates who did not vacate the seat within two days of second round of counselling for all India quota seats are not eligible to participate in the State counselling.“Also, as per the Supreme Court, candidates holding PG course MD/MS and MDS seat in round-I and round-2 of All India quota counselling are not eligible for participation in counselling to be conducted by State government,” said G Selvaraj, selection committee secretary.

Four sets of petitioners had moved the Madras High Court. The court gave an interim direction to Director of Medical Education to include the name of the petitioners in the Tamil Nadu State rank list and allow the petitioners to participate in the State counselling.

“As per SC order we cannot allot seats to the candidates. Also, as per the PG medical and dental admissions 2018-2019 prospectus, the candidates did not have original certificates,” said Selvaraj.
“I got a seat in Andhra Pradesh. I don’t want to study outside Tamil Nadu. I would have got a seat here, had I participated in the State counselling. We are made to suffer because the State started the counselling very late,” said another protester.

Seats in pharmacy and management courses increased

This academic year a total of 4,145 seats have been added to engineering programmes in the State, according to data provided by the All India Council for Technical Education.

As many as 42 engineering institutes have been given approval to increase intake from 2,425 seats last year to 6,570 seats in UG courses this year, giving a fillip to engineering education. Overall, seats have been increased in 69 institutions, which include some diploma and post-graduate programmes.

Across various institutions, seats in pharmacy and management education have been increased, both at the UG and PG levels. For diploma programmes in management or pharmacy, no seats have been increased.

Likewise, there is no increase in the number of seats in architecture or in hotel management and catering technology programmes either. The increase in the number of seats is nothing to cheer about, say teachers.

“The periodic releases from the AICTE is not news. We want to know what procedures are in place to ensure quality of education, implement fee structure or in proper administration of colleges,” says K.M.Karthik, president, Private Educational Institutions Employees Association. The association has been seeking the court’s help to address its grievances.

The Council’s criteria for evaluation of education is syllabus, infrastructure and student-staff ratio but it has no mechanism for either the students or teachers to register grievances, he says.

No redressal mechanism

As of now grievances such as dispute in fee structure, holding of certificates must be addressed either to the Anna University or the Directorate of Technical Education.

Annually the council approves of over 10,000 institutions with an intake of 60 lakh students nationwide.

It has the responsibility to make transparent the faculty-student ratio which will also bring down the fees for the students in the self-financing colleges, Mr. Karthik argues.

“The 2017 N.V. Balakrishnan committee’s recommendation is nullified by the reduction in staff numbers. Hence it is necessary to form a new committee and fix the reduced fee for students of engineering colleges. The faculty reduction is almost by 25% and the maximum fee fixed by the committee in 2017 was Rs. 50,000. By that calculation the fee to be paid by students will fall significantly,” Mr. Karthik points out.

They wanted to participate in counselling for State-quota seats

A group of students staged a flash protest and squatted inside the counselling hall at the Omandurar Government Medical College here, the venue of post-graduate medical counselling, on Sunday.

The candidates, who had been allotted seats in the online counselling for All-India Quota (AIQ) seats, were upset that despite getting high marks they were not allowed to participate in the counselling for colleges in their home state.

Usually the State government conducts counselling immediately after the first round of counselling for AIQ seats.

The process was delayed this year as a set of candidates, who had graduated from private medical institutions, went to court protesting against the State’s rule to award additional marks to candidates who served in government hospitals.

On May 16, the Madras High Court ruled that candidates from urban health posts cannot be awarded extra marks. Following this, the Directorate of Medical Education released the merit list and counselling dates were announced.

The protest on Sunday was against the merit list which excluded students who had been allotted seats under AIQ. Three groups of such students had sought a court directive to allow them to participate in the counselling for State quota seats.

“The State should have conducted its first round of counselling after the first round of AIQ. They delayed it and we had to go for the second round of AIQ. We have higher scores than those participating in the counselling today but we are studying in other states,” complained a student.

Some candidates with higher scores had been allotted seats in Andhra Pradesh, Gujarat and even Assam. “We are willing to pay the penalty of Rs. 3 to Rs. 5 lakh that the college has asked,” said a student, who had been admitted to a college in Tirupati.

Selection Committee secretary G. Selvarajan said the students only had bonafide letters but not the original certificates and hence could not be allotted seats under the State quota.

No original certificates

The protesters had surrendered their original certificates to the colleges they had been admitted to.

The protesters squatted in the counselling hall and stalled the admission process. They later left the hall after the police were brought in.

On the first day of the counselling on Sunday, a total of 443 seats were allotted, including 29 in self-financing colleges.

The Selection Committee had called 1,344 candidates for counselling.

As many as 775 candidates have been allotted seats under AIQ.

Of the total 569 candidates eligible for counselling only 500 participated and 57 candidates have been wait-listed.

Residents irritated with indefinite delays in infrastructure development; planners say piecemeal solutions won’t do

If your workplace is on Rajiv Gandhi Salai or if you live here and commute elsewhere for work, you can always blame the traffic for your delays.

In the 10 years since the road became a toll facility, traffic has leap frogged from a mere 30,000 vehicles a day to 1.35 lakh vehicles. With such numbers, it is always rush hour on OMR.

The road, the IT Corridor of the city, has close to 300 IT companies with a 4-lakh-strong workforce. IT industry sources say that no mercy is shown to IT employees on that road and that wading through traffic is a major headache on all working days. They also have made the real estate on OMR attractive. The 15-odd hotels on that road depend mostly on the IT companies for business.

Be it the staff of IT companies or umpteen hotels or educational institutions that have come up on either side of the six-lane road, using the traffic as an excuse is quite common, say bosses.

K. Purushothaman, senior director, Tamil Nadu and Kerala, at the National Association of Software and Services Companies (Nasscom), says like ease of business, ease of working is a very important factor. “We need to work on those lines as clients or employees then won’t be talking about coming late using the traffic as an excuse. We are talking about Bangalore’s traffic snarls, the IT Expressway of Chennai should also not be added to that list,” he says.

Other numbers too are mind-boggling. There are under 30 institutions of higher education and at least 15 hotels with 3000-odd rooms along the road. However, the IT Corridor lacks even basic infrastructure development, say residents.

Long-time resident Sathish Galley says that he has seen the road from the time it was a mere single lane that connected several villages. “Now all that we have is a road that cannot expand any more and it has heavy traffic at all times. In case there is an emergency, there is no way to escape this traffic. There are very few connecting roads. There was a promise of an elevated corridor but will that become a reality?” he questions.

No relief

Thoraipakkam resident Kannan Bhakthavatsalam says that he has been a resident for 30 years now and that though the road became a six-lane facility, water and sewage connections are yet to be provided in many areas.

“Even recently, Chennai Metrowater announced that its tankers are available on call to collect sewage in the added areas. This is something very unfortunate. By now the agency should have provided connections to every house along the IT Corridor,” he says.

Confederation of Real Estate Developers’ Associations of India’s Chennai president W.S. Habib says that it is unfortunate that a lot of construction has happened without basic civic and social infrastructure being put in place. “Despite builders paying infrastructure charges, not much has happened on that front. Planners must be more aggressive in getting things done,” he says.

Over the past decade, the government did come up with some options - be it BRTS, elevated road corridor or Metro Rail above that. But all of them are still in paper.

A piecemeal solution will not work out for Rajiv Gandhi Salai’s traffic and infrastructural problems, say planners. K.P. Subramanian, former professor of Urban Engineering, Anna University, says that what is needed is a long-term solution.

“Just an elevated corridor or a train will not get you out of the quagmire. Concentrating so many IT companies and colleges on one road was a mistake. What is required now is something drastic like a freeze on new constructions, reversal of 1.5 of Floor Space Index and perhaps a congestion tax too,” he suggests.

கர்நாடகத்தில் 222 தொகுதிகளுக்கும் கடந்த 12-ம் தேதி தேர்தல் நடந்தது. 15-ம் தேதி வாக்கு எண்ணிக்கை நடந்தது. வாக்கு எண்ணிக்கையின் தொடக்கத்தில் பாஜக தனிப் பெரும்பான்மையுடன் 120 இடங்கள் பெற்று ஆட்சி அமைக்கும் சூழல்தான் நிலவியது, ஆனால், நேரம் செல்ல நிலைமை மாறியது.

வாக்கு எண்ணிக்கை முடிவில் பாஜகவுக்கு 104 இடங்களும், காங்கிரஸ் கட்சிக்கு 78 இடங்களும், மதச்சார்பற்ற ஜனதா தளம் கூட்டணிக்கு 38 இடங்களும், இதர கட்சிகளுக்கு 2 இடங்களும் கிடைத்தன. மாநிலத்தில் ஆட்சி அமைக்க 7 எம்எல்ஏக்கள் மட்டுமே பாஜகவுக்கு தேவைப்பட்டது. அதற்கான முற்சியில் பாஜக இறங்குவதற்கு முன் சாதுர்யமாக காங்கிரஸ் கட்சி மதச்சார்பற்ற ஜனதா தளத்தின் தலைவர் தேவகவுடா, குமாரசாமியைச் சந்தித்து காய்களை நகர்த்தியது.

ஆனால், 104 இடங்கள் பெற்றும் தொடக்கத்தில் இருந்தே பாஜக செய்த தவறுகளால்தான் அந்தக் கட்சியால் ஆட்சி அமைக்க முடியாமல் போனது. முதலில் அவசரப்பட்டு ஆளுநரிடம் ஆட்சி அமைக்க அழைக்க வேண்டும் என்று கூறி கடிதம் அளித்தது. பாஜகவின் அந்த அவசரமான முடிவு, தேர்தலின் போது எதிர் துருவங்களாக இருந்த ஜேடிஎஸ், காங்கிரஸ் கட்சிகளை இயல்பாகவே ஒன்றுசேர்க்க வைத்தது.

பாஜக தலைமையின் இந்த அவசர முடிவு எதிர்க்கட்சிகளிடையே எதிர்பாராத ஒற்றுமையை ஏற்படுத்தி, தங்கள் எம்எல்ஏக்களை கோழிக்குஞ்சுகளை பாதுகாப்பதுபோல் பாதுகாக்க வைத்தது. இதனால், கடைசிவரை ஒரு எம்எல்ஏவைக் கூட பாஜகவால் அசைத்துக்கூட பார்க்க முடியவில்லை என்று கர்நாடக பாஜக வட்டாரங்கள் கூறுகின்றன.

அதேசமயம், மாநிலத்தில் பாஜகவின் முக்கியத் தலைவர்களாக பிஎஸ் எடியூரப்பாவுக்கும், ஸ்ரீராமுலுவுக்கும் இடையே நீண்டகாலமாகவே உரசல் போக்கும், மோதலும் இருந்து வந்துள்ளது. இது கட்சிக்குள் இருபிரிவுகளாக தொண்டர்களை செயல்படத் தூண்டியுள்ளது.

இருவருக்கும் இடையிலான சிக்கலில் குகட்சியின் பொதுச்செயலாளர் முரளிதர ராவ் தலையிட்டு, தேர்தல் வாக்குப்பதிவுக்கு சிலநாட்களுக்கு முன்புதான் கடைசி நேரத்தில்தான் சமாதானம் செய்து வைத்துள்ளார். இதனால், தேர்தல் பிரச்சாரத்தின் போது முதல்வர் வேட்பாளர் எடியூரப்பாவுக்கு ஆதரவாக ஸ்ரீராமுலுவின் ஆதரவாளர்கள் சரிவர தேர்தல் பணியாற்றவில்லை.

அதுமட்டுமல்லாமல், பாஜக தலைமைக்கும், மாநில தலைமைக்கும் கர்நாடகத் தேர்தலில் அறுதிப்பெரும்பான்மை பெற்றுவிடுவோம் ஆட்சி அமைத்துவிடுவோம் என்ற மிதமிஞ்சிய நம்பிக்கை பல்வேறு முன்எச்சரிக்கை நடவடிக்கைகளையும் குறிப்பாக “பி பிளான்கள்” எதையும் திட்டமிடாமல் கண்களை மறைத்துவிட்டது. இதனால், தவறுக்கு மேல், தவறு கடைசிநேரத்தில் செய்யும் சூழலில் ஏற்பட்டது.

அதுமட்டுமல்லாமல் காங்கிரஸ், ஜேடிஎஸ் எம்எல்ஏக்களை இழுக்கும் முயற்சியில் பாஜக தலைவர்கள் பேரம் பேசிய ஆடியோ டேப்களை காங்கிரஸ் கடைசி நேரத்தில் வெளியிட்டு பரபரப்பை ஏற்படுத்தினார்கள். இதனால், மக்கள் மத்தியில் பெரும் அவப்பெயர் பாஜகவினருக்கு ஏற்பட்டது. இதனால்தான், நம்பிக்கை வாக்கெடுப்பு கோராமல் உணர்வுப்பூர்வமாக பேசி முடித்தவுடன் எடியூரப்பா முதல்வர் பதவியில் இருந்து இறங்கினார்.

இது குறித்து பாஜக மூத்த தலைவர் ஒருவர் கூறுகையில், ''பாஜகவை முதல்வராக்கிப் பார்க்கவேண்டும் என்றுதான் பாஜக தலைமை விரும்பியது. ஆனால், தேர்தலில் தனிப்பெரும்பான்மை இல்லாதா காரணத்தால், எடியூரப்பா முதல்வர் பதவியில் இருந்து இறங்கினார்.

காங்கிரஸ், ஜேடிஎஸ் கட்சிகளில் இருக்கும் லிங்காயத் எம்எல்ஏக்கள் நிச்சயம் பாஜக பக்கம் வருவார்கள், ஒக்காலிக சமூகத்தைச் சேர்ந்த குமாரசாமி, முதல்வராக வர காங்கிரஸ் கட்சியில் இருக்கும் லிங்காயத் எம்எல்ஏக்கள் விரும்பமாட்டார்கள் என்பதால், 10 எம்எல்ஏக்கள் நிச்சயம் எங்கள் பக்கம் வருவார்கள் என்று நினைத்தோம் ஆனால், வரவில்லை. எடியூரப்பாவின் செயல்பாடுகள் 2019-ம் ஆண்டு தேர்தலில் எங்களுக்கு மிகப்பெரிய வெற்றியைத் தேடித்தரும்'' என்று தெரிவித்தார்.

வெள்ளிக்கிழமை மாலை வரை பாஜக தலைவர்கள் பெரும்பாலானோர் ஆட்சி அமைத்துவிடுவோம் என்று அதீதமான நம்பிக்கையுடனே கட்சித் தலைமையுடன் தொடர்பில் இருந்துள்ளனர். எப்படி ஆட்சி அமைப்பீர்கள் என்று ஊடகங்கள் கேட்டபோது, நிச்சயம் நடக்கும் என்ற ஒற்றை வார்த்தையை மட்டும் புதிரான பதிலாக அளித்துவிட்டு நகர்ந்தனர்.

ஆனால், பாஜகவினர் மத்தியியில் பாஜக தலைவர் அமித்ஷாவின் “ஆப்ரேஷன் லோட்டஸ்”, அரசியல் சாணக்கியத்தனம், புத்திகூர்மை எந்தநேரமும் அஸ்திரமாக அனுப்பப்படும் என்பதால் நம்பிக்கையுடன் இருந்தனர்.

ஏனென்றால், பாஜக தலைவர் அமித் ஷா கர்நாடக மாநிலத்தில் ஒருமாதத்துக்கும் மேலாக பிரச்சாரம் செய்துள்ளார். நம்பிக்கை மிகுந்த தலைவர்களான ஜே.பி.நட்டா, தர்மேந்திர பிரதான், பிரகாஷ் ஜவடேகர் ஆகியோரை அனுப்பி ஆட்சி அமைக்கத் தேவையான அனைத்துப் பணிகளையும் மேற்கொள்ளக் கூறியிருந்ததால், முடிவுகள் சரியாக எடுக்கப்படலாம் என்று நம்பி இருந்தனர்.

ஆனால், நடந்ததோ தலைகீழ். அவ்வாறு நியமிக்கப்பட்டவர்கள் சுயமாக எந்தமுடிவும் எடுக்க முடியாமல் போனதும், முடிவுகள் எடுக்க தாமதம் ஆனதும் ஆட்சி கைநழுவிப்போக முக்கியக் காரணமாகக் கருதப்படுகிறது.

பாஜக கட்சி வட்டாரங்கள் கூறுகையில், மாநிலத்துக்கு கட்சியின் முக்கியப் பொறுப்பாளர்கள் நியமிக்கப்பட்ட போதிலும், அவர்களால் எந்த முடிவையும் சுயமாக எடுக்க முடியவில்லை. எதற்கெடுத்தாலும் கட்சியின் தலைமையை கேட்டுத்தான் எடுக்க வேண்டிய சூழலில் இருந்தனர். இதனால், எந்த அவசர முடிவையும் நடைமுறைப்படுத்த முடியவில்லை.

அதுமட்டுமல்லாமல், தொடக்கம் முதல் கடைசி வரை அதீதமான நம்பிக்கை அனைத்து விஷயங்களிலும் மெத்தனமாக இருக்க காரணமாகிவிட்டது. வாக்கு எண்ணிக்கையின் போது 12 மணிக்கு பாஜகவுக்கு பெரும்பான்மை கிடைத்தவுடனே அடுத்த கட்ட பணியைத் தொடங்கி இருக்க வேண்டும். ஆனால், 125 இடங்கள் வரை கிடைக்கும் என்று அதீதமான நம்பிக்கையில் கொண்டாடத்தில் மூழ்கிவிட்டனர். இதனால், காங்கிரஸ் உஷாராகி ஜேடிஸ் கட்சியுடன் கூட்டணிக்கு தயாராகிவிட்டது. இங்கு பாஜக தவறு செய்துவிட்டது

எங்களின் தனிப் பெரும்பான்மை இல்லாவிட்டாலும் கூட, 7 எம்எல்ஏக்களை எப்படியும் கொண்டுவந்துவிடலாம் என்ற நம்பிக்கையில்தான் ஆளுநரைச் சந்தித்து ஆட்சி அமைக்கக் கோரினோம் ஆனால், கடைசிவரை முடியவில்லை எனத் தெரவித்தனர்.

பாஜகவின் மூத்த தலைவரும் எம்.பி.யுமான பி.சி. காடிகவுடர் கூறுகையில், ’’ஜேடிஎஸ், காங்கிரஸ் சந்தர்ப்பவாத கூட்டணி. இந்த கூட்டணியில் ஏராளமான முரண்பாடுகள் இருக்கின்றன. எங்களின் கணிப்பின்படி, விரைவில் இந்த கூட்டணிக்குள் குழப்பம் ஏற்பட்டு ஆட்சியில் பிளவு ஏற்படும்’’ எனத் தெரிவித்தார்.

பிளாட்பாரத்தில் ஆக்கிரமித்துள்ள நடைபாதை கடைகளால் பயணிகள் அமரவோ, நிற்கவோ இடமின்றி தவிக்கின்றனர். போதிய மின் விளக்கு இல்லாததால், இரவில் மது அருந்தும் பாராகவும், பிச்சைக்காரர்களின் இருப்பிடமாகவும் பஸ் ஸ்டாண்ட் உள்ளது.பாதாள சாக்கடை பணியை காரணமாக சொல்லி,கடந்த ஐந்து ஆண்டுக்கும் மேலாக நகராட்சி சார்பில் எந்த ரோடு பணியும் மேற்கொள்ளவில்லை. குப்பை சேகரித்தல், தெருவிளக்கு என ஒன்றிரண்டு பணிகளை மட்டுமே மேற்கொள்ளும் நகராட்சி, மக்களின் அடிப்படை தேவையாக உள்ள பிற பிரச்னைகளையும் கவனத்தில் கொள்ள வேண்டும்.

சென்னை : முதுநிலை மருத்துவ படிப்புக்கான கவுன்சிலிங் நடந்த, ஓமந்துாரார் அரசு பல்நோக்கு மருத்துவமனையில், டாக்டர்கள் ஆர்ப்பாட்டத்தில் ஈடுபட்டனர்.
