BENGALURU: Chief Minister H D Kumaraswamy on Monday acknowledged that corruption was rampant in the state administration and if he tried to cleanse the system at once, he won’t be allowed to be in power. “The rot in the system is so deep that I shudder at the thought of a clean-up and don’t know where to begin,” he said addressing a gathering of Gandhians, which included 100-year-old freedom fighter H S Doreswamy, at Gandhi Bhavan in Bengaluru.

Kumaraswamy said middlemen walked the corridors of Vidhana Soudha and that corruption ruled all three floors of the state secretariat.

Incidentally, his speech on fighting corruption was directed at officials, not the political class. “I will tell officials that there has been enough loot so far. I won’t ask them about how much has been swindled till date but from now on, they should realise the problems that the state and its people are facing,” Kumaraswamy said.

The Chief Minister’s statement on corruption comes days after he remained non-committal on disbanding the Anti-Corruption Bureau, the agency set up by the previous government and blamed for weakening of the Lokayukta, citing compulsions of a coalition arrangement government and the need for discussion with “other members”.

Kumaraswamy said he confided in his father, former Prime Minister Deve Gowda, his fear of running the government. The 58-year-old said he was scared that he would earn a bad name by running a government that is steeped in corruption.

“If I try to uproot it immediately, I won’t be allowed to remain in power even for 2 minutes,” Kumaraswamy said, alleging that transfer of officials is where corruption begins. Throughout his speech, Kumaraswamy spoke about the need to curb corruption and imbibe Gandhian values in governance but spoke nothing of corruption charges against the political class.

Kumaraswamy claimed that land acquisition had been completed in all 30 districts to construct Gandhi Bhavans to promote Gandhian values, a project undertaken by the Siddaramaiah government.

Calling himself a “Chief Minister of circumstances”, Kumaraswamy said he never wanted the post but was forced by the Congress to lead the coalition. “I did not want to become Chief Minister. My father also told the Congress, including its central leadership, that I have undergone two heart surgeries. He suggested that someone from their party should be made the CM but the Congress was insistent and forced me to become the Chief Minister,” he said.

Flaying the media for speculating on the stability of the coalition government, Kumaraswamy asked it not to “make up stories”. “There is neither instability nor has governance come to a standstill. As the Chief Minister of the coalition government, I have the capacity to take all MLAs of the Congress into confidence,” he said.

The statement comes in the wake of his meeting with M B Patil, one of the senior Congress leaders miffed over not being accommodated in the cabinet.

15 held for selling Tatkal tickets at exorbitant rates

CHENNAI: In a special drive launched by Southern Railway against tout menace at reservation ticket counters and other areas, the vigilance department has arrested 15 persons recently.

The drive was initiated by the zonal railways, based on the repeated complaints from a section of rail passengers that they are unable to get confirmed Tatkal tickets at counters, while the travel agents are able to sell confirmed tickets for the same route.

The Chennai-Jodhpur, Chennai-Jaipur, Chennai-Guwahati and Chennai-Howrah sections have highest ticket demand throughout the year. Particularly, during April and May, it’s nearly impossible to get the confirmed tickets.

Rail passengers from Chennai and other parts of Tamil Nadu who always travel along with their family members prefer to travel only through trains. Taking advantage of the situation, travel agents price the tickets about Rs 1,500 to Rs 2,000 higher than actual fare.

The travel agents collect about Rs 2,000 to 2,300 a ticket additionally for trains in Chennai-Jaipur and Chennai-Howrah section during weekend and festival seasons. “Representatives from the unauthorised travel agents occupy the ticket counters during Tatkal hours. They get the confirmed tickets and sell to passengers at higher prices,” said a railway official.

The drive was conducted at several locations including Chennai Central, Egmore, Thiruvananthapuram, Tambaram and Katpadi stations for special trains and regular trains operated during summer reasons.

As soon as the bookings opened at 10 am for AC class and 11 am for the second class, the touts who occupy front rows get confirmed tickets, while the genuine passengers get unconfirmed tickets. The vigilance officials inquired with the passengers at ticket counters and found that many travel companies hire people for Rs 100 to Rs 200 for booking the Tatkal tickets standing in front of the counter for long hours. The 15 touts were handed over to the RPF and produced before the magistrate.

In addition to this, 72 unauthorised vendors in trains and stations were also apprehended and booked under section 144(1) of Railways Act by RPF.

Trains too checked

During the drive, 156 trains were also checked and 1672 cases of ticketless travel, 1076 cases of irregular travel and 48 cases of impersonation were detected and about Rs 16.24 lakh was collected as penalty, said a press statement

இனி இருக்காது என்று அதிகாரிகள் தெரிவித்தனர். தமிழகத்தில் கருவூலம் மற்றும் கணக்குத்துறை 1962ல் உருவாக்கப்பட்டது.

ஒருங்கிணைந்த கலெக்டர் அலுவலகத்தின் பகுதியாக இருந்த இத்துறை, நிதித்துறையின் கீழ் தனி இயக்குனரகமாக, அனைத்து மாவட்டம் மற்றும் சார்நிலைக் கருவூலங்கள், கருவூலம் மற்றும் கணக்குத்துறை கட்டுப்பாட்டின் கீழ் கொண்டுவரப்பட்டது.

கருவூலத்தின் பணப்பரிவர்த்தனைகள் அனைத்தையும் கணக்குத்துறை செயலருக்கு அனுப்பி வைக்க வேண்டும்.

இதனால் அரசு துறைகளில் ஒவ்வொரு பிரிவிலும் உள்ள, பணம் பெற்று வழங்கும் அலுவலர்கள் அந்தந்தந்த அலுவலக ஊழியர்களின் சம்பளப் பட்டியலை மாவட்ட கருவூலத்திற்கு ஒவ்வொரு மாதமும் சமர்ப்பிக்க வேண்டும்.

இதில் ஊழியர்களின் வருகை பதிவு உள்ளிட்டவற்றை கணக்கிட்டு காகிதப்பட்டியல் தயாரிக்க வேண்டும். இந்த பட்டியலை மாவட்ட கருவூல அதிகாரிகள் கணக்குத்துறை செயலருக்கு அனுப்பி வைப்பார்கள்.
இந்நிலையில், மாநில அரசு நிதி மேலாண்மை மற்றும் மாநில அரசு மனித வள மேலாண்மை திட்டம் மூலம் கருவூலம் கணக்குத்துறையினரால் நடைமுறைப்படுத்தப்பட உள்ளது.

இதன் மூலம் பணம் பெற்று வழங்கும் அலுவர்கள் நேரடியாக ஆன்லைன் மூலம் சம்பளப்பட்டியல் மற்றும் இதர பட்டியல்களை கருவூலத்தில் சமர்ப்பிக்க முடியும்.

எனவே அரசு துறைகளில் அந்தந்த பிரிவுகளில் உள்ள பணம் பெற்று வழங்கும் அலுவலர்கள் காகித சம்பளப்பட்டியலை கருவூலத்தில் சமர்ப்பிக்க தேவையில்லை.

இதற்கான பயிற்சி மாவட்டம்தோறும் நடந்து வருகிறது. இதன் பின்னர் வரும் அக்டோபர் முதல் தமிழகத்தில் உள்ள கருவூலம் அனைத்தும் ஆன்லைன் மயமாகிறது.

மேலும் அரசுத்துறை ஊழியர்களின் பணி வரலாறு முழுமையாக ஆன்லைனில் பதிவேற்றம் செய்யப்பட உள்ளது என்று அதிகாரிகள் தெரிவித்தனர்.

ஒரு டீஸ்பூன் வெந்தயத்தை, 100 மி.லி. தண்ணீரில் இரவில் தூங்கும் போது ஊற வைத்து விட்டு, மறு நாள் அந்த வெந்தயத்தை சாப்பிட்டால், உடலில் சர்க்கரை அளவானது கட்டுப்பாட்டுடன் இருக்கும்.

அதிக நார்ச்சத்துள்ள காய்கறிகளான பட்டாணி, பீன்ஸ், ப்ராக்கோலி மற்றும் கீரை வகைகளை உணவோடு சேர்க்க வேண்டும்.  இந்த வகையான காய்கறிகள் ரத்தத்தில் உள்ள சர்க்கரை அளவை குறைக்க உதவும்.

நீரிழிவு நோயாளிகள் ரத்தத்தில் சர்க்கரையின் அளவை கட்டுப்படுத்த, உப்பு மற்றும் மிளகு கலந்த தக்காளி சாற்றை, தினமும்  காலை வெறும் வயிற்றில் குடிக்க வேண்டும்

தானியம், ஓட்ஸ், கொண்டை கடலை மாவு மற்றும் இதர நார்ச்சத்து அடங் கிய உணவுகளை அன்றாடம் சேர்த்துக்கொள்ள வேண்டும். பாஸ்தா அல்லது நூடுல்ஸ் சாப்பிட தோன்றினால், அதனு டன் காய்கறி அல்லது முளைத்த பயறுகளை சேர்த்துக்  கொள் ளவும்.

பருப்பு வகைகள் மற்றும் முளைத்த பயறுகளை உணவோடு சேர்த்து கொள்ள வேண்டும். ஒமேகா3 மற்றும் மோனோ  அன்சாச்சுரேட் கொழுப்பினி போன்ற நல்ல கொழுப்புகள் கலந்த உணவை உட்கொண்டால் உடலுக்கு நல்லது.

சர்க்கரை நோய் உள்ளவர்கள் குறைவான கார்போஹைட்ரேட், அதிகமான நார்ச்சத்து, தேவையான அளவு புரதம், வைட்டமின் மற்றும் கனிமங்கள் கலந்த உணவை உண்ண வேண்டும். இனிப்பு மற்றும் கொழுப்பு அதிகமுள்ள பண்டங்களை உண்ணக் கூடாது. போதிய இடைவேளையில் அதாவது 5 வேளை சிறிய அளவிளான உணவுகளை எடுத்து கொல்வது அவசியம்.

Nod to take part in counselling

Disposing of a petition which sought quashing of seniority list of PG Assistants for promotion to the post of higher secondary school headmaster, the Madurai Bench of the Madras High Court on Tuesday allowed a petitioner to take part in counselling.

The petitioner, J. Jeyatha of Kanniyakumari, had claimed that though she had scored 79.80 marks in the TRB examination she was placed at 791 in the seniority list. She contended that candidates with lower marks than her were placed higher in the list and sought to quash the seniority list.

The government, in its submission, said that with the process initiated, stalling it would create confusion.

With preparation made for the counselling to be held at centres across Tamil Nadu, the court allowed the petitioner to participate in the counselling. Justice R. Suresh Kumar said that the petitioner’s marks be considered for promotion. If a number of persons are given promotion based on the seniority list, all such promotions shall be subject to the outcome of the petition. The order of the copy be displayed on notice boards.

Retired Tangedco employees seek benefits

Urging the Tangedco administration to fulfill their long demands, including medical insurance and providing them the benefits of new pension scheme, members of Tamil Nadu Electricity Retired Employees’ Welfare Association staged a demonstration in front of the Office of the Superintending Engineer on EVN Road here on Tuesday. Led by its zonal secretary K. Balakrishnan and E. Kulandaisamy of the association, members said that in commemoration of 60 years of formation of the board, notional increment to the employees retired from service from December 1, 2015 to June 30, 2017, was announced by the government.

They said that retirement benefits were not given to employees who retired from service after December 1, 2015. Also, full benefits to employees under the new retirement policy should be provided.

Vehicles move at snail’s pace due to lack of traffic police personnel

With construction and diggings being carried out in all the major roads in the city at a time, motorists face nightmare in moving from one stretch to the other and their problems even get worse in the absence of traffic personnel to regulate traffic.

Construction of flyover is in progress on Perundurai Road, Brough Road and EVN Road near the GH roundabout. Also, laying of pipelines for the Under Ground Sewerage Scheme (UGSS) is in progress on Mettur Road and EVN Road, near Surampatti Four Road. Apart from this, construction of culvert is being done on Brough Road near Periya Mariamman Temple. Also, laying of pipelines for the dedicated water supply scheme and for the UGSS is under way on many roads in residential areas.

Since most of the roads were not re-laid after the works, motorists have to battle with poor roads as protruding gravels or pits affect the movement of vehicles. Also, vehicles were diverted through narrow roads causing congestion. The situation is worse for pedestrians as there are no footpaths or the available ones were encroached by shopkeepers. In the absence of police personnel to regulate traffic at road junctions and on arterial roads, motorists face the heat as they end up fighting with other motorists.

S. Karpagam of Surampatti said that most of the roads in the area were dug for UGSS, but were not re-laid so far. When works are carried in main roads, two-wheelers can pass through roads in interior roads. But here the situation is very worse as all the roads were in poor state, she added.

In the absence of ring roads, all the vehicles have to pass through the city roads to reach other districts. Hence, flow of vehicle is on the rise in the city. Motorists said that police personnel should be posted at Sampath Nagar – Nasiyanur Road Junction, Mettur Road, near GH, Perundurai Road, Surampatti Four Roads, Kalaimadu Silai, Kollampalayam Bypass Road and other roads at least to regulate traffic.
