‘Academic activity on the decline in varsities’

“We seem to be obsessed with rankings of our institutions, an obsession that may catalyse further decline as institutions optimize irrelevant parameters,” said P. Balaram, Former Director of the Indian Institute of Sciences, Bengaluru. He was speaking at the 38th Annual Convocation of the Anna University on Tuesday.

Stating that there had been a systematic and accelerating decline of academic activity in major universities, he said that while many new institutions were created, old institutions have been neglected and in decay.

“The depths to which our higher education system, both central and state, has sunk is evident in the inability of the governments to appoint vice chancellors to lead our institutions. Even when appointments are made, controversies and charges follow,” he said. Mr. Balram emphasised the need to stem the rising tide of neglect of the sectors of higher education and said that future generations of teachers and students deserve better conditions.

“It is important that we leave education at the hands of educationalists and prevent political interference,” he noted, while recalling how a case had been made for eliminating topics such as evolutionary principles from textbooks.

Through the course of his convocation address, Mr. Balaram further spoke about the need to promote a broad public understanding of science and why science merited public support.

Governor Banwarilal Purohit presided over the convocation and Minister for Higher Education K.P. Anbalagan was also present. A total of 1,304 Ph.D scholars received their degrees and 64 students who secured the first rank from the Bachelors programmes for Engineering, Technology and Architecture received their degrees as well as gold medals.

Speaking on the occasion, M.K. Surappa, Vice Chancellor of Anna University said that the university would soon have an incubation centre with Central funding to promote start-ups. “We are also in the process of receiving a major grant under RUSA scheme towards research and innovation, and for introducing a National-level curriculum for computer science education,” he added.

Project will come up on 300 acres

The committee formed to finalise the location of the All India Institute of Medical Sciences-like institution in Tamil Nadu has zeroed in on Thoppur in Madurai, choosing it over four other locations identified by the State government.

It is learnt from sources in Delhi that the location was decided upon at a meeting convened in the capital on Monday. A formal communication to the State government is on its way. The four other locations in Tamil Nadu’s proposals were: Pudukottai town in Pudukottai district, Perundurai in Erode, Sengipatti in Thanjavur and Chengalpattu in Kancheepuram.

While the State puts forth the proposal, it is the Centre that takes the final decision on where to locate the institution.

The Rs. 1,100 crore AIIMS project envisages building an integrated state-of-the-art institution in the available 300 acres of land.

Highest cut-offs in commerce, arts UG courses this year too

Degree cut-offs increased by 2-4% in popular non-minority colleges this year. Agnelo Menezes, principal of St Xavier’s College attributed the high-cut offs to the “all-India impact”. “Students from so many parts of the country are coming in. Also, if one looks at the other boards—non-HSC ones—they are doling out marks,” he added.

At colleges that didn’t distinguish between students of various boards, CBSE and ISC candidates dominated the list. “Our merit list for popular courses like BMS, BAF, BFM, BBI has more CBSE students. ISC comes next and a handful of HSC students are on our first list,” said Ashok Wadia, principal of Jai Hind.

BCom cut-off closed at 95% at HR College as compared to 96% last year. In case of BMS too, the cut-off for commerce closed at 95.8% compared to 96.11% last year, for science it was 91.5% as against 92.4% in 2017 and 91.6% for arts as compared to 92% last season. Financial markets programme also saw a large number of applicants but the cut-off fell from 95.2% to 94.6%. Principal Parag Thakkar said, “We had expected the cut-offs to fall quite a bit, but they have not, despite the number of seats getting doubled after reservation for backward category students was removed.” He said that cutoffs at his institute continue to remain high as the number of applications from central board students for professional courses was high. “Even in the next list, I don’t expect the cutoffs to fall sharply; it will dip by maybe by 2%,” he added.

On the other hand, at nonminority institutes like Podar College, cut-offs for BCom upped from 93.6% last year to 94.69%. Principal Shobana Vasudevan said, “We have 20,000 applicants and, this is quite an increase from last year.”

At DG Ruparel College, the trend was no different. BA closed at 92.46% as compared to 90.46% last year, BSc (IT)’s requirement for mathematics marks increased from 61 to 75, BSc (computer science) cut-off score went up to 76.92% from 70.46%. Principal Tushar Desai said, “Cut-offs have gone up marginally, so had the number of applications.”

At Ramnarain Ruia College, BSc closed at 85.08% from last year’s 81%, computer science at 88% (85.6%), even for BMM, arts candidates needed to have scored 91.8% (89.5%); commerce students needed 90.75% (90%).

KC College principal Hemlata Bagla said, “We have seen a 3% increase in students opting for BA. There’s also an increase in those opting for BSc (IT), biotech and computer science. BMM has seen a rise of 1-2 %.”

Dinesh Panjawani, principal of National College, said, “We are seeing a gradual increase in the number of students opting for traditional science and traditional arts courses, whereas BMM, BMS and Bcom are still the same, there is not much of a difference.” 

CBSE high-scorers hog degree seats at city’s blue-chip colleges

The first score cutoff for degree colleges saw students from the CBSE board hogging the merit list in top city colleges. Scores in minority institutes dipped marginally as reservation for backward category students was done away with, thus doubling the pool of seats available for open category candidates. Cut-offs increased by about 2-4% in popular nonminority colleges, especially for unaided professional courses like BMS and BSc (IT).

In blue-chip colleges like HR, Jai Hind, Mithibai and St Xavier’s, cut-offs fell by a few percent points but remained high as compared to 2017’s first admission list. At Xavier’s College, to get into a BA programme required students to score a 98% and 92.46%, if candidates were from the HSC board. 

Seven universities in Tamil Nadu have vacant syndicate positions

CHENNAI : Seven universities under the state higher education department are yet to fill vacant positions in the syndicate, a review meeting last week noted. Observers say this goes against the spirit of internal democracy and checks in the university system. 

As per minutes of the review meeting at the Tamil Nadu State Council of Higher Education (TANSCHE), Tamil Nadu Open University (TNOU) in Chennai has one of the highest number of vacancies in the syndicate. For more than a year, the university’s faculty has raised the issue of the six vacant slots repeatedly, stating that the nominations from assistant professor and associate professor level aspirants have not been processed by the university.

A syndicate is the highest decision-making body in a varsity, covering everything from finance, syllabus to other administrative matters. TNOU professors say they have been unable to raise academic and other issues such as their salaries with the university as they do not have a voice in the syndicate.

When contacted, TNOU vice-chancellor M Bhaskaran said, “We are looking into the issue. We will nominate people to the syndicate after resolving seniority issues about professors.”

The other vacancies include three in the Teacher Education University, six in Anna University and three in Bharathidasan University. TANSCHE has directed them to fill the vacancies at the earliest.

Former head of defence studies department at University of Madras Gopalji Malviya said the syndicate was a democratic set-up and not filling the vacant slots was a tactic employed by vice-chancellors. “The VCs fear non-cooperation from professors whose dissent will be recorded in official syndicate minutes,” he said.

அண்ணா பல்கலைக்கழக பட்டமளிப்பு விழாவில் பொறியியல் மற்றும் தொழில்நுட்ப படிப்புகளில் ஒரு லட்சத்து 94 ஆயிரம் மாணவர்கள் பட்டம் பெற்றனர். பல்கலைக்கழக அளவில் முதலிடத்தைப் பிடித்த 64 மாணவர்களுக்கு ஆளுநர் பன்வாரிலால் புரோஹித் தங்கப் பதக்கங்களை வழங்கினார்.

அண்ணா பல்கலைக்கழகத்தின் 38-வது பட்டமளிப்பு விழா, பல்கலைக்கழக வளாகத்தில் உள்ள விவேகானந்தா அரங்கில் நேற்று நடைபெற்றது. விழாவுக்கு பல்கலைக்கழக வேந்தரும், தமிழக ஆளுநருமான பன்வாரிலால் புரோஹித் தலைமை தாங்கினார். இணைவேந்தரும், உயர்கல்வித் துறை அமைச்சருமான கே.பி.அன்பழகன் முன்னிலை வகித்தார். இந்த பட்டமளிப்பு விழாவில் பிஇ, பிடெக், பி.ஆர்க், உள்ளிட்ட படிப்புகளில் ஒரு லட்சத்து 94 ஆயிரத்து 84 மாணவ-மாணவிகளுக்கு பட்டம் வழங்கப்பட்டது. பல்கலைக்கழக அளவில் முதலிடத்தைப் பிடித்த 41 மாணவிகள் உட்பட 64 பேருக்கு ஆளுநர் பன்வாரிலால் புரோஹித் தங்கப் பதக்கம் வழங்கி கவுரவித்தார்.

பட்டமளிப்பு விழா உரையாற்றிய பெங்களூரு இந்திய அறிவியல் நிறுவன முன்னாள் இயக்குநர் விஞ்ஞானி பி.பலராம், “இன்றைய தினம் பல்கலைக்கழகங்களின் செயல்பாடுகள் மிகவும் மோசமாக உள்ளன. துணைவேந்தர் நியமனங் கள் சரியாக இல்லாததே இதற்கெல்லாம் காரணம். கல்விப்பணிகளை கல்வியாளர்கள்தான் கவனிக்க வேண்டும். கல்வி விஷயங்களில் அரசியல் தலையீடு இருக்கக் கூடாது” என்றார்.

அமைச்சர் கே.பி.அன்பழகன் பேசும்போது, “மத்திய மனிதவள மேம்பாட்டு அமைச்சகத்தின் 2016-17 அறிக்கையின்படி, இந்தியாவில் உயர்கல்வி செல்வோரின் எண்ணிக்கை 25.2 சதவீதமாக உள்ள நிலையில் தமிழகத்தில் 46.9 சதவீதமாக இருக்கிறது. அதேபோல், உயர்கல்வி செல்லும் மாணவிகளின் எண்ணிக்கை தேசிய அளவில் 24.5 சதவீதம்தான். ஆனால், தமிழகத்திலோ 45.6 சதவீதம் ஆகும். உயர்கல்வியில் மாணவர் சேர்க்கை எண்ணிக்கை வளர்ந்த நாடுகளை காட்டிலும் தமிழகத்தில் அதிகமாக உள்ளது” என்று குறிப்பிட்டார்.

துணைவேந்தர் எம்.கே.சுரப்பா பேசும்போது, “சிறந்த பல்கலைக்கழகங்களின் தேசிய தரவரிசைப் பட்டியலில் அண்ணா பல்கலைக்கழகம் 4-வது இடத்தில் உள்ளது. அதேபோல், பொறியியல் கல்லூரிகளின் பட்டியலில் 8-வது இடத்தில் இருக்கிறது. 2017-18-ம் கல்வி ஆண்டில் அண்ணா பல்கலைக்கழகம் சர்வதேச இதழ்களில் 1800-க்கும் மேற்பட்ட ஆய் வுக் கட்டுரைகளை வெளியிட்டுள்ளது. கண்டுபிடிப்புகளை உருவாக்கும் வகையிலும் புதிய தொழில் நிறுவனங்களை உருவாக்கும் வகையிலும் மத்திய அரசின் நிதியுதவியுடன் விரை வில் கண்டுபிடிப்பு ஆராய்ச்சி மையம் தொடங்கப்படும்” என்றார்.

விழாவில், உயர்கல்வித் துறை முதன்மைச் செயலர் சுனில் பாலிவால், தொழில்நுட்பக் கல்வி ஆணையர் விவேகானந்தன், பல்கலைக்கழக பதிவாளர் எஸ்.கணேசன் மற்றும் துறைத்தலைவர்கள், பேராசிரியர்கள், மாணவ-மாணவிகள், பெற்றோர் கலந்து கொண்டனர்.

எம்பிபிஎஸ், பிடிஎஸ் படிப்புகளுக்கு 43 ஆயிரத்து 935 விண்ணப்பங்கள் சமர்ப்பிக்கப்பட்டுள்ளன. தரவரிசைப் பட்டியல் வரும் 28-ம் தேதி வெளியிடப்படுகிறது.

எம்பிபிஎஸ், பிடிஎஸ் படிப்பு மாணவர் சேர்க்கைக்கான விண்ணப்ப விநியோகம் கடந்த 11-ம் தேதி தொடங்கியது. நேற்று முன்தினம் மாலை 5 மணியுடன் விண்ணப்ப விநியோகம் நிறைவடைந்தது. அரசு இடங்களுக்கு 24,933 விண்ணப்பங்கள், நிர்வாக ஒதுக்கீட்டுக்கு 13,338 விண்ணப்பங்கள் என மொத்தம் 38,271 விண்ணப்பங்கள் விற்பனையானது. இவைதவிர www.tnhealth.org மற்றும் www.tnmedicalselection.org என்ற சுகாதாரத் துறையின் இணையதளங்களில் இருந்தும் விண்ணப்பங்களை மாணவ, மாணவிகள் பதிவிறக்கம் செய்தனர்.

மொத்தம் 43,935 விண்ணப்பங்கள் பூர்த்தி செய்யப்பட்டு சமர்ப்பிக்கப்பட்டுள்ளன. தரவரிசைப் பட்டியல் வரும் 28-ம் தேதி வெளியிடப்படுகிறது. முதல்கட்ட கலந்தாய்வு ஜூலை 1-ம் தேதி தொடங்கி 5-ம் தேதி வரையும், இரண்டாம் கட்ட கலந்தாய்வு ஜூலை 16-ம் தேதி முதல் 21-ம் தேதி வரை நடக்க உள்ளது.

அகில இந்திய ஒதுக்கீடு கலந்தாய்வு

தமிழகத்தில் மட்டும் சிதம்பரம் ராஜா முத்தையா மருத்துவக் கல்லூரி உட்பட 23 அரசு மருத்துவக் கல்லூரிகளில் இருந்து 456 எம்பிபிஎஸ் இடங்கள் மற்றும் சிதம்பரம் ராஜா முத்தையா பல் மருத்துவக் கல்லூரி, சென்னையில் உள்ள தமிழ்நாடு அரசு பல் மருத்துவக் கல்லூரியில் இருந்து 30 பிடிஎஸ் இடங்கள் அகில இந்திய ஒதுக்கீடுக்கு கொடுக்கப்படுகின்றன.

2018-19-ம் கல்வி ஆண்டு மாணவர் சேர்க்கைக்கான கலந்தாய்வை மத்திய அரசின் சுகாதார சேவைகளுக்கான தலைமை இயக்குநரகம் (டிஜிஎச்எஸ்) www.mcc.nic.in என்ற இணையதளத்தில் இன்று தொடங்குகிறது. இரண்டு கட்டங்களாக கலந்தாய்வு நடக்க உள்ளது. இதற்காக ஆன்லைனில் பதிவு செய்வது கடந்த 13-ம் தேதி தொடங்கி 18-ம் தேதி வரை நடைபெற்றது.
