Trichy gears for ‘Aadi Perukku’ fest, declares local holiday in dist today

A local holiday has been declared in Trichy district in view of the Aadi Perukku festival to be held on the banks of the Cauvery river on Friday.

A statement issued by collector K Rajamani said all schools, colleges and government offices would remain closed on Friday. Government offices and educational institutions would function on August 18 (Saturday) in lieu of the holiday. The festival is celebrated to show gratitude to the Cauvery river for sustaining prosperity in the region.

The Trichy corporation has identified seven spots on the Cauvery banks for devotees to take a safe dip. The safe zones identified include Garuda mandapam, Amma mandapam, Thillainayagam ghats, Ayyalamman ghats, Gandhi ghats, Odathurai ghats and Subramaniaswamy temple ghats along the Cauvery banks. The civic body said barricades and drinking water tanks were provided in all the seven safe zones, which are equipped with floodlights to enable early morning prayers.

“Since people follow the customary practice of abandoning wet clothes in the river, we have placed baskets for them to drop the used clothes. Similarly, there will be tanks in Amma mandapam ghats filled with Cauvery water for people to take bath instead of entering the river,” an official with civic body said. Two medical teams will be fielded in Amma mandapam and Odathurai ghats to address emergency medical needs of visitors whose count is expected to exceed one lakh. The fire service department said a rescue team of 150 personnel will be fielded across the Cauvery banks with safety ropes and life jackets to prevent any untoward incidents.

‘I’m being targeted for bringing in reforms’

Former Anna University controller of examinations G V Uma, the prime accused in the DVAC case of a racket of professors and examiners taking money to rig re-evaluation marks told TOI that she has been falsely implicated in the case for bringing in reforms in the system. Excerpts from an interview on Thursday:

You are accused of taking Rs10,000 each for re-evaluation of papers.

It’s completely false. I have no link to this scandal. If anything has happened at the lower level, I’m unaware of it. I’m not connected with any money transaction.

As the controller of examinations, you had barred 1,100 examiners in November 2017, as there were huge variations between marks given during primary evaluation and re-evaluation.

I believe I’m targeted for bringing in reforms. I’m yet to recover from this. I have transparently given the details of re-evaluation data to media regularly. Boldly I gave 10 years data. So I have nothing to hide. Every reform has been done after taking the approval of senior officials. I have implemented perfect systems. Earlier it was not well-defined. During evaluation, we have taken affidavits from teachers that they would give marks only as per the key.

Has the vice-chancellor spoken to you?

I met the VC and briefed him today morning.

How do so many Anna University students who flunk pass after re-evaluation?

Educational pedagogy is such that no two teachers give the same mark for the same paper. At the state level there were 64 lakh answer sheets, of which only 16,000 had mark change (referring to the April/May 2017 exam).

When records show 73,000 failed students passed after reevaluation, how can you say only 16,000 got higher marks?

I’m talking about grade variation (meaning 16,000 got a new grade after re-evaluation).

The cash-for-mark scam at Anna University, which the directorate of vigilance and anti-corruption (DVAC) has sought to expose, has been happening for more than ten years, and such things cannot happen without the knowledge of the vice-chancellor, former Anna University vicechancellor E Balagurusamy told TOI.

“Crores of rupees have been made through this,” he said. For students, too, it is not new. Paper chasing—that’s what Anna University students call the malpractice.

“It signifies how one has to chase and find out who the examiner in-charge of re-evaluating your paper would be, paying the bribe and getting a pass mark,” explains a student who has seen it all. The code — for bribing professors to get pass marks in re-evaluation — is no longer a secret, they say.

DVAC officials said one of the papers in their custody shows an increase of 70 marks after reevaluation. Officers said they’ve found that a small group of university staff (teaching and non-teaching) doubled up as agents who secretly dealt with students in need. For students of affiliated colleges, contact details of these agents were passed on from seniors to juniors; only trusted people were allowed into the circle.

“Numbers are shared only if the student in question has flunked exams multiple times and has the financial wherewithal to clear the arrears by paying bribe. Even close friends are not privy to it,” said a former student. In the FIR filed on Tuesday, DVAC said former controller of examinations G V Uma and some professors had taken ₹10,000 per student to forge answer sheets or rig the marks.

Former students of the university told TOI that it wasn’t so simple; there were multiple rates depending on the number of arrears and the agent who the student gets in touch with. For instance, around three years ago, the bargain for rigging one re-evaluation paper started at ₹2,000. “Two of my friends paid ₹15,000 for clearing the arrears through re-evaluation,” said an Anna University graduate, now an IT employee. “Some agents assure pass mark, while some others are non-committal.”

“For qualitative subjects, people write pages and pages, and hope for pass mark. But for papers which have problem solving, they just cannot pass without knowing the subject well. After repeated arrears, they go paper chasing,” said another alumnus.

Asked what systemic changes are needed to clean up the system, former vice-chancellor Balagurusamy said first the vice-chancellor and the controller of examinations should be honest.

Break year students bag 40% of med seats in govt colleges

: Nearly half the candidates who secured an MBBS seat in government medical colleges this year had taken a break of at least a year or more to prepare for National Eligibility cum Entrance Test (NEET), data shows.

Of the 2,500 candidates who cleared NEET and got admission at medical colleges, as many as 1,269 cleared had their Class XII board exams before 2017, according to official data. The remaining 1,263 belonged to the current batch (2017-2018).

Compared to the previous year, there has been an increase in the number of candidates taking a break after Class XII board exams. Data shows that last year, a little over 40% candidates belonged to the previous batches. Many among them had joined private coaching centres and paid a hefty fee to prepare for NEET, say experts.

Commenting on this, Educationist Prince Gajendra Babu said this figure will increase further in the coming years as parents, who are either unable to pay the fees demanded by private medical colleges or not sure about the quality of teaching in these private institutions, encourage their children to skip the counselling that particular year, prepare better next year and get a seat in government medical college the following year.

“Instead of spending ₹30 lakh to ₹35 lakh in private colleges for the MBBS course, some prefer spending ₹2 lakh to ₹3 lakh at coaching centres for two years to ensure that they get a government seat where the fees would be much less. But meritorious students from economically weaker sections of the society will be eliminated from the competition in the longer run,” Babu said.

G R Ravindranath, general secretary, Doctor’s Association for Social Equality, said the trend is unavoidable with the government relaxing rules pertaining to upper age limit to take up NEET .

However, this trend might change in the next few years given the rate of corporatisation and privitisation of the health care system in the country and the weakening of public healthcare by reducing fund allocation.

“Many small and medium size medical clinics would shut down becaue of these policies thereby bringing down the demand for doctors. Also, given the duration of the course (seven-and-a-half years including postgraduation), high cost of education and fewer job opportunities, would deter more students from pursuing medicine,” he told TOI.

Caught with lover, woman bites off penis of husband

The Vellore police on Wednesday arrested a 45-yearold woman for biting off a part of her husband’s penis during a scuffle with him after he caught her with her lover in Thuraimoolai village near Gudiyatham in Vellore district.

The woman, Jayanthi, has been charged with attempted murder, a police officer said.

The incident happened in the early hours of Monday after which villagers took a bleeding Senthamarai and the severed part of his penis to Vellore Government Hospital and later to Rajiv Gandhi Government Medical College and Hospital in Chennai for advanced care.

Senthamarai, 55, a farmer, and Jayanthi had taken part in avillage temple festival on Sunday as part of the auspicious Aadi month festivities.

‘Enraged, he threatened to make their illicit relationship public’

After the temple event, they went for a street play, the officer said. Around 1.30am Jayanthi slipped out of the crowd on the pretext of needing to relieve herself.

When Jayanthi failed to return more than an hour later, a worried Senthamarai went in search of her. He later found her in a compromising position with another villager, Dhatchanamoorthi.

“Enraged, Senthamarai grabbed his wife and her lover and threatened to make their relationship public,” the officer said. “ Noise from the festivities outside drowned out Dhatchanamoorthi’s cries for help.”

“In the scuffle that ensued, Senthamarai’s dhoti fell

off. Jayanthi, fearing she and her lover would be thrashed, wanted to escape before villagers reached the spot,” he said. “She bit his penis, severing part of it, and fled with her lover.”

Doctors at Vellore Medical College and Hospital provided Senthamarai with first aid before he was moved to Rajiv Gandhi Government Medical College and Hospital in Chennai. Senthamarai’s condition is said to be stable.

Police tracked down Jayanthi by monitoring Dhatchanamoorthi’s cellphone. They registered a case under sections IPC Sections 294(b) (obscenity in public), 324 (causing hurt with dangerous weapons or means) and 307 (attempt to murder).

Police later said she “confessed to the crime”. When she was produced in court, it remanded her in Vellore Central Prison for Women.

குறைந்த விலையில் ஆப்பிள் ஐபோன் கிடைக்கிறதே என்று ஏமாந்து சோப்புக்கட்டியை வாங்கிய வங்கி மேலாளர் மயிலாப்பூர் போலீஸில் புகார் அளித்துள்ளார்.

மயிலாப்பூர், நடுத்தெருவில் வசிப்பவர் ரமேஷ் (36). இவர் லஸ் சர்ச் சாலையில் உள்ள ஒரு தேசியமயமாக்கப்பட்ட வங்கியில் மேலாளராகப் பணியாற்றுகிறார்.

வங்கியின் வழக்கமான பணிகள் முடிந்த பின்னர் தனது அறையில் அமர்ந்து கோப்புகளைப் பார்த்துக்கொண்டிருந்தார் ரமேஷ். அப்போது இரண்டு பேர் அவரைப் பார்க்க வந்திருப்பதாக செக்யூரிட்டி சொல்ல, உள்ளே வரச்சொல்லி தனது அறையில் அமர வைத்திருக்கிறார்.

'அவர்களிடம் என்ன விஷயமாக வந்திருக்கிறீர்கள்?' என்று கேட்டுள்ளார். 'சார், நாங்கள் ஐபோன் கம்பெனியில் பணியாற்றுபவர்கள், எங்களுக்கு மட்டும் குறைந்த விலையில் ஐபோன் கிடைக்கும், அதை முக்கியமான நபர்களுக்கு அதே விலையில் விற்றுவிடுவோம்' என்று கூறியுள்ளனர்.

அவர்களை சந்தேகத்துடன் பார்த்த ரமேஷ், 'எனக்கு செல்போன் எல்லாம் வேண்டாம்' என்று கூறியுள்ளார். 'சார், அப்படிச் சொல்லாதீர்கள். இது பல வசதிகள் கொண்ட ஐபோன். போனால் கிடைக்காது' என்று ஆசை வார்த்தை கூறியுள்ளனர். 'என்ன விலைக்கு தருவீர்கள்? உங்களை எப்படி நம்புவது?' என்று கேட்டுள்ளார்.

அதற்கு அவர்கள் புத்தம் புதிய ஐபோன் டப்பாவை எடுத்துக் காட்டியுள்ளனர். அதனுள்ளே புத்தம் புது ஐபோன் இருந்தது. அதை எடுத்து ஆன் செய்து காட்டியுள்ளனர். அதில் உள்ள அம்சங்களைப் பார்த்தவுடன் ரமேஷுக்கும் ஆசை வந்துள்ளது. 'எவ்வளவு விலை?' என்று கேட்டுள்ளார். 'வெறும் 15 ஆயிரம் மட்டும்தான் சார்' என்று அவர்கள் கூறியுள்ளனர்.

'அவ்வளவு குறைவாக ஏன் தருகிறீர்கள்?' என்று கேட்டதற்கு, 'அதான் சொன்னோமே சார், நாங்கள் அந்த நிறுவனத்தில் பணியாற்றுவதால் எங்களுக்கு குறைந்த விலைக்கு கிடைக்கும். அதை நாங்கள் விற்றுவிடுவோம்' என்று கூறியுள்ளனர்.

மிகுந்த தயக்கத்துடன் 15 ஆயிரம் கொடுத்து செல்போனை வாங்கியுள்ளார். செல்போனை பழையபடி அட்டைப்பெட்டியில் போட்டு அவரிடம் கொடுத்துள்ளனர். அதை வாங்கி டேபிள் மீது வைத்துள்ளார்.

’சார் வேறு யாருக்காவது வேண்டுமென்றாலும் சொல்லுங்கள் சார், அடுத்த வாரம் வருகிறோம்' என்று கூறி அவர்கள் விடைபெற்றுச் சென்றனர். ஐந்து நிமிடங்கள் கழித்து ஆவலோடு ஆப்பிள் ஐபோனைப் பிரித்துப் பார்த்துள்ளார்.

அட்டைப்பெட்டியை பிரித்துப் பார்த்தவருக்கு பெரிய அதிர்ச்சி காத்திருந்தது. அட்டைப்பெட்டிக்குள் ஆப்பிள் ஐபோனுக்குப் பதில் பிரபல கம்பெனியின் சோப்புக்கட்டி இருந்தது. இதைப்பார்த்து அதிர்ச்சி அடைந்த ரமேஷ் அறையைவிட்டு வெளியே ஓடிவந்து பார்த்துள்ளார். அதற்குள் அந்த நபர்கள் மாயமாகிவிட்டனர்.

வேறு வழியில்லாமல் சோப்புக்கட்டியை எடுத்துக்கொண்டு மயிலாப்பூர் போலீஸ் ஸ்டேஷனுக்கு வந்து புகார் அளித்துள்ளார். புகாரைப் பெற்ற போலீஸார், 'சார் எங்காவது ஆப்பிள் ஐபோன் 15 ஆயிரத்துக்கு கிடைக்குமா? அதை விற்பவன் வங்கி உள்ளே வந்துதான் விற்க வேண்டுமா?' என்று கேட்டு புகாரை வாங்கியுள்ளனர்.

பின்னர் வங்கியில் கைப்பற்றப்பட்ட சிசிடிவி பதிவுகளை எடுத்துள்ளனர். அதில் இரண்டுபேர் முதுகில் பையை மாட்டியபடி நிற்பதும், வங்கி மேலாளருடன் பேசுவதும் பதிவாகி இருந்தது. அதை வைத்து போலீஸார் விசாரணை நடத்தி வருகின்றனர்.

பிரியாணி கடையில் ஊழியர்களை திமுகவினர் தாக்கிய வீடியோ வைரலாகி கடும் விமர்சனம் எழுந்த நிலையில் இது செயல் தலைவர் மு.க.ஸ்டாலின் கவனத்திற்கு கொண்டு செல்லப்பட்டது. இதுபோன்ற வன்முறைகளை எந்நாளும் திமுக ஏற்றுக்கொள்ளாது என்று அவர் தெரிவித்து அவர்கள் மீது கட்சி நடவடிக்கை எடுக்கும் என்றார்.
 
இதனிடையே, வன்முறையில் ஈடுபட்டு ஓட்டல் ஊழியர்களைத் தாக்கிய யுவராஜ், திவாகர் இருவரையும் கட்சியிலிருந்து சஸ்பெண்ட் செய்வதாக பொதுச்செயலாளர் க.அன்பழகன் அறிவித்தார்.

ஸ்டாலின் தனது ஹோட்டலுக்கு நேரில் வந்து ஆறுதல் கூறிச் சென்றதில் பெரிதும் நெகிழ்ந்து போன பிரியாணிக்கடைக்காரர் தமிழ்ச்செல்வன் செய்தியாளர்களிடம் பேசினார்.

அப்போது அவர் கூறுகையில், “நேற்றே எங்களை அறிவாலயத்துக்கு ஸ்டாலின் அழைத்தார், அண்ணா அறிவாலயம் சென்றோம், தாக்கப்பட்டவர்களையும் அழைத்துச் சென்றோம். அவர்களுக்கு ஆறுதல் சொன்ன அவர் மருத்துவ சிகிச்சை குறித்து கேட்டார். பின்னர் எந்தப் பகுதியில் கடை உள்ளது என்று கேட்டார்.

விருகம்பாக்கத்தில் கடை அமைந்துள்ள இடம் பற்றிக் கூறினோம். நாளை நான் நேரில் வருகிறேன் என்றார். நாங்கள் பதறிப்போய், உங்களுக்கு பல்வேறு பணிகள் உள்ளன. எங்களைத்தான் அழைத்து பார்த்துவிட்டீர்கள், உங்கள் பணிகளுக்கு இடையூறாக எதற்கு வரவேண்டும் என்று தெரிவித்தோம். இல்லை எனக்கு மனது கேட்கவில்லை வந்தே தீருவேன் என்று நேரில் வந்தார்.

ஊழியர்களிடம் நலம் விசாரித்தார். சம்பவம் நடந்த இடத்தையும் பார்வையிட்டார், தாக்கியவர்கள் மீது காவல்துறை நடவடிக்கை எடுக்கும், உங்களுக்கு வேறு என்ன மாதிரி உதவி வேண்டும் என்று தயங்காமல் கேளுங்கள் என்றார்.

நாங்கள் நெகிழ்ந்து போனோம். நீங்கள் வந்ததே எங்களுக்குப் போதும் வேறு உதவி வேண்டாம் என்று மறுத்துவிட்டோம்'' என்று தமிழ்ச்செல்வன் தெரிவித்தார்.
