108 ஆம்புலன்ஸ் சேவை நமக்கெல்லாம் தெரிந்திருக்கும்... `515 கணேசன் இலவச கார் சேவை’ தெரியுமா? தமிழ்நாட்டின் ஒரு மூலையில் இருக்கும் ஆலங்குடியில் இருந்துகொண்டு மகத்தான மக்கள் சேவை செய்துகொண்டிருக்கிறார் கணேசன். வயது 70-ஐத் தாண்டிவிட்டது. ஆனாலும், `உதவி’ என்று யார் கேட்டாலும், காரை எடுத்துக்கொண்டு ஓடுகிறார். பிரசவம், அவசர சிகிச்சை... எனப் பல உதவிகளுக்காக 46 வருடங்களாக ஒரு ஆம்புலன்ஸ் போலவே செயல்பட்டுக்கொண்டிருக்கிறது கணேசனின் அம்பாசிடர் கார்.



புதுக்கோட்டையிலிருந்து சுமார் 21 கிலோமீட்டர் தொலைவில் இருக்கிறது ஆலங்குடி. ஊரில் இறங்கி, `கணேசன்...’ என்ற பெயரைச் சொன்னால் யாருக்கும் தெரியவில்லை. `515...’ என்றால் உடனே அடையாளம் தெரிந்துகொள்கிறார்கள். ஒரு டீக்கடைக்காரரிடம் `515 கணேசன்’ குறித்து விசாரித்தோம்... ``நேரம் காலமெல்லாம் பார்க்க மாட்டாரு. உதவினு யார் கேட்டாலும், காரை எடுத்துக்கிட்டுக் கிளம்பிடுவாரு. அக்கம்பக்கத்துல இருக்குற புதுக்கோட்டை, தஞ்சாவூர், சிவகங்கை ஊருங்க மட்டும் இல்லை... சமயத்துல வெளி மாநிலங்களுக்குக்கூட அவரோட கார் பறக்கும். `கையில் காசு இல்லை’னு சொன்னா, `எனக்குப் பணம் முக்கியம் இல்லை’ம்பாரு. அவர்கிட்ட இருக்குற பணத்தைச் செலவு செஞ்சு உதவி செய்வாரு 515. (அவரை `515’ என்றுதான் ஊர் மக்கள் அழைக்கிறார்கள்). பெத்த புள்ளைக்கு அஞ்சு ரூபா தர்றதுக்கு யோசிக்கிற இந்தக் காலத்துல இப்படியும் ஒரு மனுஷர். சாதாரண ஓட்டு வீட்டுலதான் குடியிருக்காரு. `ரேஷன் கடை அரிசியும் பருப்பும் இருந்தாப் போதும்... எங்க வயிறு நிறைஞ்சிடும்’னு சொல்லிட்டு வர்றவங்களுக்கு எந்த எதிர்பார்ப்பும் இல்லாம உதவி செய்வார். இவரோட நல்ல எண்ணத்துக்கு ஏராளமான பரிசுகள் கிடைச்சிருக்கு. வேற என்ன... ஏகப்பட்ட பட்டங்கள், சான்றிதழ்கள்தான். இவ்வளவு ஏன்... அவர் தெருவுல இருக்குறவங்க, அவங்களோட வீட்டுக்கு வழி சொல்லணும்னா எப்படிச் சொல்வாங்க தெரியுமா... `515 வீட்டுலருந்து நாலு வீடு தள்ளி எங்க வீடு இருக்கு’, `515 வீட்டுக்கு எதிர்ல எங்க வீடு...’ இப்படியெல்லாம்தான் சொல்வாங்க’’ என்று சொல்லி கணேசன் மீதான எதிர்பார்ப்பைக் கூட்டுகிறார் டீக்கடைக்காரர்.




`பல வருடங்களாக இப்படி ஒரு சேவை செய்ய வேண்டும் என்றால் ஒன்று, அவர் பெரும் பணம் படைத்தவராக இருக்க வேண்டும். அல்லது, ட்ரஸ்ட் ஏதாவது நடத்தி, நிதி திரட்டி, அதைக்கொண்டு உதவி செய்பவராக இருக்க வேண்டும்.’ - இப்படியெல்லாம் யோசித்தபடி வழி விசாரித்துக்கொண்டு `515’ வீட்டுக்குச் சென்றோம். நாம் நினைத்ததுபோல அவர் வீடு பெரிய பங்களா எல்லாம் இல்லை. சாதாரண பிளாஸ்டிக் கூரை வேய்ந்த எளிமையான வீடு. வீட்டுக்கருகில் அழகழகான குட்டிக் குட்டிச் செடிகள்... சிவப்பு நிறத்தில் சாயம் பூசப்பட்ட தரை. மலர்ந்த முகத்தோடு நம்மை வரவேற்றார் கணேசன். நரைத்த தலை, லுங்கி, சாதாரணமான ஒரு சட்டை. `இவரா மக்கள் சேவை செய்பவர்?’ என்று ஆச்சர்யமாக இருந்தது. நம்மை அறிமுகப்படுத்திக்கொண்டதுமே சரளமாகப் பேச ஆரம்பித்தார் கணேசன்...

``ஆலங்குடிதான் எனக்குச் சொந்த ஊர். அப்பா ஒரு மாட்டுத் தரகர். என் சின்ன வயசுலயே அப்பா, அம்மா தவறிட்டாங்க. அப்புறம் நானா ஏதேதோ வேலை பார்த்து, கொஞ்சம் கொஞ்சமா முன்னேறினேன். வாழ்க்கையில முன்னேறிக் காண்பிச்சவங்க எல்லாருக்குமே மனைவிதான் உதவியா இருப்பாங்க. எனக்கும் என் மனைவி தெய்வானைதான் எல்லாமே. எங்களுக்கு அஞ்சு பெண் குழந்தைங்க... எல்லாருக்கும் கல்யாணமாகிடுச்சு...’’ என்றவரிடம், ``அது ஏன் உங்களை `515’-னு எல்லாரும் கூப்பிடுறாங்க?’’ என்று கேட்டோம்.



அது, 1968-ம் வருஷம். ரோட்ல நடந்து போய்க்கிட்டு இருந்தேன். ஒருத்தர், தன்னோட மனைவியை ஒரு தள்ளுவண்டியிலவெச்சு தள்ளிக்கிட்டுப் போய்க்கிட்டிருந்தாரு. ஏன்னு பார்த்தப்போதான் தெரிஞ்சுது... அந்தப் பொண்ணு நிறைமாத கர்ப்பிணினு. என் மனசு உடைஞ்சு போயிடுச்சு. வீட்டுக்கு வந்து, என் மனைவி தெய்வானைகிட்ட விஷயத்தைச் சொன்னேன். `இந்த மாதிரி இருக்கறவங்களுக்கு உதவறதுக்கு ஏதாவது பண்ணணும்’னு என் ஆதங்கத்தையும் சொன்னேன். அவங்க, `இதை உங்களால மாத்த முடியுமா... இப்படி கஷ்டப்படுறவங்களுக்கு உங்களால என்ன பண்ண முடியும்’னு கேட்டாங்க. `முடியும்’னு சொன்னேன். நான்வெச்சிருந்த பழைய இரும்புக்கடையை வித்தேன். 17,500 ரூபா கிடைச்சுது. அந்தப் பணத்துல, செகண்ட் ஹேண்ட்ல ஒரு அம்பாசிடர் கார் வாங்கினேன். அந்த காரோட நம்பர் TNZ-515. நான் முதன்முதல்ல வாங்கின காரோட நம்பரையே `515 இலவச சேவை கார்’னு பேரா வெச்சேன். `உதவி’னு கேட்குறவங்களுக்கு, நேரம் காலம் பார்க்காம காரை எடுத்துட்டுப் போய் என்னால ஆனதைச் செய்றேன்...’’ அடக்கத்தோடு சொல்கிறார் கணேசன்.

கிட்டத்தட்ட 46 வருடங்களாக இந்தச் சேவையைச் செய்துவருகிறார் கணேசன். அதற்காக யாரிடமும் பணம் வாங்குவதில்லை. காருக்கு டீசல் போடுவது, அது ரிப்பேர் சரி பார்ப்பது... என அனைத்துச் செலவுகளையும் அவரே பார்த்துக்கொள்கிறார். கார் சேவைக்கு வேளை வராத நேரத்தில், பழைய இரும்பு, தகரம் போன்ற பொருள்களை வாங்கி விற்கும் கடை நடத்துகிறார். இதுவரை 19 அம்பாசிடர் கார்களை வாங்கியிருக்கிறார் கணேசன். ஒரு கார் பழுதாகிவிட்டது, இனி ஓடும் கண்டிஷனில் இல்லை என்று தெரிந்ததுமே அடுத்த காரை வாங்கிவிடுவார். எல்லாமே செகண்ட் ஹேண்ட் கார்கள்தான். அத்தனைக்கும் `515’தான் பெயர். அவரேதான் முதலாளி, அவரேதான் டிரைவர்!



இதுவரை இரண்டாயிரத்துக்கும் மேற்பட்ட கர்ப்பிணிகளை பிரசவத்துக்கு ஏற்றிச் சென்றிருக்கிறது, விபத்துக்கு ஆளான நான்காயிரத்துக்கும் மேற்பட்டோரைச் சுமந்து சென்றிருக்கிறது 515 கார். அது மட்டுமல்ல... பணம் இல்லாமல், சடலத்தை ஊருக்குக் கொண்டு போக முடியாமல் தவிப்பவர்களுக்கும் இவரின் கார் உதவிக்கு ஓடி வரும்... இலவசமாக! அப்படி, இது வரை 5,400 சடலங்களை பல ஊர்களுக்குக் கொண்டு சேர்த்திருக்கிறது. கொச்சின், பெங்களூரு, தூத்துக்குடி... என கணேசன் பயணித்த ஊர்கள் எண்ணற்றவை. நாம் அவரைப் பார்ப்பதற்கு சற்று முன்னர்தான் திருநெல்வேலி வரை ஒரு கர்ப்பிணியை அழைத்துச் சென்று, விட்டுவிட்டு வந்திருந்தார்.

நாம் அவரிடம் பேசிக்கொண்டிருந்தபோதே செல்போனில் அவருக்கு அழைப்பு! உள்ளே போனவர், கார் சாவியுடன் வெளியே வந்தார். `நீங்க என் மனைவி தெய்வானைகிட்ட பேசிக்கிட்டு இருங்க. பக்கத்துல ஒரு பொண்ணுக்குப் பிரசவ வலியாம்... ஆஸ்பத்திரியில விட்டுட்டு வந்துடுறேன்.’’ நம் பதிலை எதிர்பாராமல், காரை எடுத்துக்கொண்டு விரைந்தார் கணேசன். `காலம் மாறினாலும், சிலரின் குணங்கள் மாறாது’ என்பார்கள். உலகெங்கும் நாம் அறியாத எத்தனையோ கணேசன்கள், பிரதிபலன் பார்க்காமல் யாருக்கோ உதவி செய்துகொண்டுதான் இருக்கிறார்கள். 515 கணேசனின் சேவையை மனமார வாழ்த்தலாம், வணங்கலாம்!

`நான் செஞ்ச சேவைக்கு மரியாதை கிடைச்சிருக்கு!'‍- டாக்டர் பட்டம் பெற்ற ஆலங்குடி கணேசன் நெகிழ்ச்சி

அரசின் 108 ஆம்புலன்ஸ் சேவையைப் போல, இலவச கார் சேவை செய்துவருபவர், ஆலங்குடியைச் சேர்ந்த கணேசன் என்னும் 70 வயது முதியவர். இன்று நேற்றல்ல, கடந்த 46 வருடங்களாக இந்தச் சேவையை அவர் செய்துவருகிறார். ஆலங்குடி மட்டுமல்ல புதுக்கோட்டை சுற்றுவட்டாரத்தில் 515 கணேசனைத் தெரியாதவர்கள் யாரும் இல்லை. நம் விகடனில்கூட இவரின் சேவையைப் பற்றி விரிவான ஒரு கட்டுரை எழுதியிருக்கிறோம்.

பிரசவம், அவசர சிகிச்சையா உடனே 515 கணேசனுக்குப் போன் வந்துவிடும். எந்தவித கட்டணமும் இல்லாமல், தமிழ்நாட்டின் மூலை முடுக்கெல்லாம் சுற்றி வந்துகொண்டிருக்கிறார். இதுவரை இரண்டாயிரத்துக்கும் மேற்பட்ட கர்பிணிகளுக்கும், விபத்துக்குள்ளான நான்காயிரத்துக்கும் மேற்பட்டவர்களுக்கும் உதவியிருக்கிறார் கணேசன். அதுமட்டுமல்ல, இறந்த சடலங்களைத் தங்களின் இருப்பிடங்களுக்கு எடுத்துச்செல்ல கஷ்டப்படுபவர்களுக்கும் உதவிவருகிறார். அப்படி, இதுவரை 5000-க்கும் மேற்பட்ட சடலங்களைக் கொண்டுசெல்வதற்கு உதவியிருக்கிறார்.




அவரின் இந்த மகத்தான சேவையைப் பாராட்டி, பெங்களூரிலுள்ள ஒரு தனியார் பல்கலைக்கழகம், சமூக சேவைக்கான கௌரவ டாக்டர் பட்டம் வழங்கி கௌரவித்துள்ளது. ``இத்தனை நாள் செஞ்ச சேவைக்கு ஒரு மரியாதை கிடைச்சிருக்கு. நெறையப் பேரு போன் பண்ணி வாழ்த்துறாங்க. நான் ரொம்ப ரொம்ப சந்தோஷமா இருக்குறேன் " நெகிழ்ச்சியாகப் பேசுகிறார் 515 கணேசன்.

HC pulls up UGC for failure to check deemed varsities

CHENNAI: Pulling up the University Grants Commission (UGC) for failing to check irregularities committed by deemed universities, the Madras high court has directed the commission to take appropriate action against Vinayaka Mission University for making MPhil course available through distance education mode without necessary recognition.

Justice S M Subramaniam passed the order on a batch of pleas, including one moved by S Sivan — a MPhil holder from the university whose degree was declared invalid by the UGC. Sivan is a BT assistant employed by state school education department. While on the job, in 2009, he completed MPhil from Vinayaka Mission University and was receiving incentive increment from the UGC— an increment granted to teachers for acquiring higher educational qualification.

To his shock, on October 3, 2012, the school education department issued an order that incentive increments cannot be granted to holders of degrees that are not valid as per the University Grants Commission Act and its regulations.

Aggrieved, Sivan approached the court. The government submitted that the MPhil obtained by him is invalid and therefore, he is not entitled to any incentive increment. The UGC submitted that deemed universities declared under Section 3 of the UGC Act are not empowered to conduct distance education courses without the commission’s nod.

Recording the submissions, Justice Subramaniam said, “This court is of an opinion that incentive increment is a concession granted to teaching staff in school education department to encourage the morale of the teachers. Such being the special nature of concession, the same is to be regulated in accordance with the terms and conditions of the orders in force.”

It is up to the UGC to initiate appropriate action since students from poor economic background are exploited, the court said, adding in the event of serious irregularities, the UGC is competent to initiate action, even to cancel the status of the university. Such actions, however, are rarely taken by the UGC for reasons not known to the court, the judge said. The university concerned must be held accountable by the authorities of UGC, the judge added.

Do Phd for breakthrough innovation not for degree: MoS, MHRD

MANGALURU: We don't need 10 PhDs, but need one that will contribute to the country in a big way. Importantly, all of those quality works should be relevant to our country, asserted Satyapal Singh, minister of state in ministry of Human Resource Development and ministry of Water Resources, River Development and Ganga Rejuvenation.

Satyapal was in National Institute of Technology- Karnataka, Surathkal to dedicate first of its kind eLibrary and other facilities, here on Saturday.

Stressing why MHRD has proposed 20 institutions including 10 private as 'Institution of Eminence' (IoE), said that it is because that no institution in country matches to international standards. "Through this IoE tag, we want to develop such institutions to meet those standards in coming years. Government will provide whatever it requires," he added.

Minister expressed that PhD in India only gives degrees nothing else. "What today we need is commitment, innovation, research, truthfulness. In total, one must have dedication that his/her PhD shouldn't get just a degree but major breakthrough and knowledge," stressed Satyapal. He also gave call to 'original innovation'.

Earlier, some of the countries were leading in science and technology, however, minister feels that there is no monopoly anymore. "To have an upper hand we need innovative ideas. Meanwhile, there is a need all multi-discipline studies and interdisciplinary learning. It is because in coming days all the technologies are going to merge," he added.

During an interaction with budding engineers, to question what government is doing to stop students abroad for higher studies, minister said that to stop brain-drain Prime Ministers Research Fellowship is introduced. The enrolled student will get monthly remuneration of Rs 70,000 to 80,000 and also seed money of Rs 2 lakh. "Apart from it, we are also tracking all 3rd M.Tech student so that don't fly outside India for work or further studies."

After an activist filed an application under the Right to Information (RTI) Act, the Haldwani Municipal Corporation has asked him to pay Rs 1.49 lakh as the cost of printouts.

Hemant Gauniya had filed the Right to Information application on August 28, seeking information on municipal tax defaulters and their addresses, and the action taken by the civic body against them.

He also sought details about how many shopkeepers have not paid rentals to the municipal corporation and what action had been taken.

The corporation, in a letter written on September 7, sought Rs 147,938 from Gauniya as the printout cost for 73,969 pages at the rate of Rs 2 per page.

The total cost comes to Rs 149,288 as the information involves 135 full-size papers whose printing cost is more, corporation officials said.

“I was shocked at the exorbitant amount asked for; I think that this is a ploy to dissuade me from seeking any information in future,” Gauniya said, adding that he would not be able to give the amount for the printouts. “Presently there is no provision for giving information in pen drive or CD; digitised data is not available now,” he said.

Assistant municipal commissioner VS Chauhan said, “Gauniya can seek any important information by coming to my office. But the government has laid down the price for each page of information sought under the Right to Information Act. The cost of around 74,000 pages would be close to Rs 1.5 lakh.”

Gauniya has earlier filed Right to Information applications seeking information on those who have not paid dues to the Haldwani unit of the Uttarakhand Power Corporation and the Payjal Sansthan.

He has lodged complaints on the chief minister’s portal, leading to action by the authorities on power cuts, electric transformer repair, and traffic management.

Fake certificates issued to non-qualified nurses, council to probe

BENGALURU: In what appears to be a fresh scandal brewing in nursing education in the state, certificates issued by the Karnataka State Nursing Council to qualified nurses have been used to generate fake papers for several other candidates.
These certificates have been faked by replacing the candidates’ photographs, names, final exam registration numbers and college names and the council is in the dark over the recipients’ credentials. According to documents available with TOI, fake certificates issued to the candidates bear the names of eight nursing colleges from Bengaluru, Tumakuru, Raichur and Bidar.

Acting on a complaint made to the medical education department by a whistleblower, the council is now verifying all its documents. The complainant has alleged that the certificates have been doctored to suit the requirements of candidates who had failed to complete the course, but were working in hospitals already.

“These certificates have been created to make certain candidates work in hospitals though they have not completed the course at that time. This could also be a part of a racket to show adequate number of nurses in hospitals during MCI and NABH inspections,” the complaint stated.

“We’re crosschecking the certificates. While the fake ones carry council registration numbers, the photos, names and exam registration numbers have been changed. Incidentally, most nurses whose documents have been tampered with are from Kerala and have studied in the state’s nursing colleges. There are chances that these nurses had shared their original certificates with some agents while seeking jobs abroad. That could be one of the ways by which miscreants might have accessed genuine certificates for producing fake ones,” said Srikanth G Phulari, registrar, academics, Karnataka State Nursing Council.

For example, the registration certificate of a nurse who bore the register number ‘074781’ and had passed BSc nursing course from a Bengaluru college has been used to create fake certificates for eight persons. The names of three different nursing colleges have been used in these fake certificates.

The council will form a committee to look into allegations and submit a report to the government, Phulari added.

BN Muninarayanappa, former registrar, administration, Karnataka State Nursing Council who retired on August 31, said fake certificates may have been made by scanning the original ones and covering the original name and photo of the candidates. Some of these certificates carry his signature too. “Original certificates have been misused. Genuine candidates should also be consulted regarding this. Earlier too, we had complained to police on fake certificates,” he said.

A copy of the complaint has also been sent to RGUHS.

However, Dr MK Ramesh, registrar, RGUHS, said he had not received any such complaints. “Even my signature was forged in some of the provisional certificates issued by a college. That’s being investigated by the CID. With the advent of technology, it’s no rocket science to produce a fake certificate. If we get documents pertaining to other nursing colleges, we’ll refer the case for investigation to CID,” said Dr Ramesh.

State medical council presses charges on 58 'bogus' doctors

MUMBAI: The Maharashtra Medical Council (MMC) has pressed criminal charges against 58 doctors for submitting fake postgraduate degrees from the College of Physicians and Surgeons (CPS) to obtain licence to practice. The quasi-judicial body has also written to the state medical education department to take over the expansive probe, citing lack of resources.

The MMC, which grants doctors licence to practise within Maharashtra based on their passing certificates, first stumbled upon the scam in 2016 when around 20 doctors were netted. The probe continued over the next few years, gaining momentum in 2017-18 when 58 offenders were identified. Many of these doctors were treating patients as specialists in surgery, paediatrics and gynaecology till the MMC suspended their licences this July.

"Forgery is a criminal offence, so we had to file a police complaint. It assumes more seriousness when medical professionals indulge in such cheating as it puts human lives at stake," said Dr Shivkumar Utture, MMC president. He added that an application has been submitted at Agripada police station.

An official from the Agripada police station said the FIRs are yet to be registered. The charges would be finalized only after an FIR. TOI was the first to report about the scam on April 6.

The two-year diploma and three-year fellowship degrees awarded by CPS are equivalent to the MD/MD and diploma degrees granted at medical s chools. Majority of the fake degrees were pertaining to the sought-after CPS courses, including diploma in gynaecology and obstetrics, diploma in ophthalmic medicine, diploma in general surgery, diploma in cardiology, and fellowships in surgery and medicine.

The MMC had found that MBBS graduates had submitted marksheets and degree certificates without actually clearing the final exams. When the degrees were cross-checked with the CPS database, the names of many candidates didn't appear in their list of successful candidates for that academic year.

"With our limited resources, we have managed to go through our records for 2016 and half of 2015. But we are afraid the scam began much before that as we are still getting cases," Dr Utture said. He added that the body has sought the state's support in the investigation, fearing a bigger racket spread across Maharashtra.

During their hearings in front of the MMC, many doctors admitted having 'bought' their certificate from a 'CPS agent', while some others claimed that they were cajoled into paying by a mysterious caller.

An FIR against Dr Senhal Nyati, allegedly a paediatrician and a CPS agent, was registered in the past. The doctors were allegedly told that they had flunked in their final exams, but the results could be tweaked for Rs 3-5 lakh. The MMC has maintained that a thorough probe is required to rule out the involvement of the college itself.
