விண்ணில் பறப்பது என்பது கண்ணுக்கு மட்டும் எட்டிய கனவாக இருந்த நிலைமாறி, இப்போது கைக்கு எட்டிய நனவாக ஆகிவிட்டது. ஒருகாலத்தில் சென்னை, மதுரை, திருச்சி, கோவை போன்ற இடங்களுக்கு செல்பவர்கள் பார்க்கப்போகும் இடங்களில் ஒன்று விமான நிலையங்கள் என்றநிலை இருந்தது. அப்போதெல்லாம் வானில் பறக்கும் விமானங்களை அண்ணாந்து பார்த்த சிறுவர்கள் இன்று விமானத்தில் ஏறி பயணம்செய்வதற்கு காலம் கைகொடுத்திருக்கிறது. எளியவர்களை அது எட்டியிருப்பதும், பலருடைய பொருளாதார நிலைமை மேம்பட்டிருப்பதும் பயணம் செய்யவேண்டிய கட்டாயத்தில் பறந்துவிரிந்த உலகம் தினமும் சுருங்கி வருவதுமே இன்று ஏராளமானவர்கள் விமானப்பயணத்தை நாடுவதற்கு முக்கிய காரணங்களாகும்.

ஒருகாலத்தில் பயணத்தை தூரம் நிர்ணயித்தது. ஆனால் இப்போது நேரம் நிர்ணயித்துக்கொண்டிருக்கிறது. இதுபோன்ற காரணங்களினால் தான், இந்தியாவில் வடகிழக்கு மாநிலங்களில் ஒன்றாக இருந்த சிக்கிமில் சுதந்திரம் அடைந்து இத்தனை ஆண்டுகளாகியும் விமானநிலையம் இல்லாத நிலைமாறி, நேற்று முன்தினம் முதல்முறையாக அங்குள்ள பாக்யாங் நகரில் அமைக்கப்பட்டுள்ள முதல் விமானநிலையத்தை பிரதமர் நரேந்திரமோடி திறந்துவைத்தார். இந்தியாவின் 100–வது விமானநிலையமான இந்த விமானநிலையம் மிகவும் சிறப்பு வாய்ந்ததாகும். இதிலிருந்து 60 கி.மீ. தூரத்தில்தான் இந்தியா–சீனா எல்லை இருக்கிறது. 4,590 அடி உயர மலைப்பகுதியில் அமைக்கப்பட்டுள்ளது. ரூ.605 கோடி செலவிலான இந்த விமானநிலையம் கட்டும் திட்டம் 2000–ம் ஆண்டில் உருவாகியது. 2002–ல் துணை ஜனாதிபதி கிருஷ்ணகாந்த் அடிக்கல் நாட்டினார். 2012–ல்தான் கட்டுமானப்பணிகள் தொடங்கின. இந்த விமானநிலையம் கட்டியதின்மூலம் சிக்கிம் மாநிலத்திற்கு செல்லும் பயணநேரம் வெகுவாக குறைந்துள்ளது. இப்போது தொடங்கப்பட்டுள்ள விமான சேவைமூலம் கொல்கத்தாவிலிருந்து பாக்யாங் விமானநிலையத்திற்கு 1¼ மணிநேரத்தில் சென்றுவிட்டு, அங்கிருந்து ஒரு மணிநேரத்தில் சாலைமார்க்கமாக ‘காங்டாக்’ நகருக்கு சென்றுவிடலாம்.

இந்த விழாவிற்காக விமானத்தில் சென்ற பிரதமர் நரேந்திரமோடி, விமானத்தில் இருந்தே சிக்கிம் மாநிலத்தின் எழில்மிகு தோற்றத்தை படம் எடுத்திருப்பது பரவசமூட்டுகிறது. பயணிகள் போக்குவரத்திற்கு ஒருபக்கம் பயனுள்ளதாக இருந்தாலும், மறுபக்கம் இந்தியா–சீனா எல்லைக்கு அருகில் இருப்பதால் பாதுகாப்பு பணிகளுக்காகவும் இந்த விமானநிலையத்தை பயன்படுத்தலாம். பா.ஜ.க. ஆட்சிக்கு வரும்போது இந்தியாவில் 65 விமான நிலையங்கள்தான் இருந்தன. அடுத்த 4 ஆண்டுகளில் 35 விமானநிலையங்களை கட்டிமுடித்து, பிரதமர் மகிழ்ச்சியுடன் இந்தியா சதம் அடித்துவிட்டது என்று கூறியதுபோல, இன்று 100 விமானநிலையங்கள் நாட்டில் கட்டி முடிக்கப்பட்டுள்ளது நிச்சயமாக பெருமிதம் அளிக்கிறது. இப்போதெல்லாம் விமானபயணம் செய்பவர்களின் எண்ணிக்கை மாதாமாதம் உயர்ந்துகொண்டிருக்கிறது. கடந்த ஆகஸ்டு மாதத்தில் மட்டும் உள்நாட்டில் விமானபயணம் செய்தவர்களின் எண்ணிக்கை 17 சதவீதம் உயர்ந்து, ஒருகோடியே 13 லட்சத்து 50 ஆயிரம்பேர் விமானத்தில் பயணம் செய்திருக்கிறார்கள். பெருகிவரும் தேவையை கருத்தில் கொண்டு, எங்கெங்கு சிறிய விமானநிலையங்கள் அமைக்கமுடியுமோ அங்கெல்லாம் அமைக்க மத்திய அரசாங்கம் முன்வரவேண்டும். விமான கட்டணங்களையும் இன்னும் குறைக்கமுடியுமா?, சாதாரண நடுத்தர மக்களும் பயன்படுத்தும் அளவிற்கு டிக்கெட் கட்டணம் இருக்குமா? என்பதை பரிசீலிக்கவேண்டும். ஆங்கிலேயர் ஆட்சிக்காலத்தில் ராணுவ பயன்பட்டிற்காக கட்டப்பட்டு, இப்போது பயன்படுத்தப்படாமல் இருக்கும் விமானநிலையங்களை பயணிகள் போக்குவரத்திற்காக மாற்றமுடியுமா? என்பதையும் அரசு முயற்சிக்கவேண்டும்.

ஆதாருக்கு எதிரான வழக்கு தொடர்பாக கடந்த 6 ஆண்டுகளாக சுப்ரீம் கோர்ட்டில் விசாரணை நடந்தது. வழக்கு விசாரணைக்கு இடையே கருவிழி, கைரேகை உள்ளிட்டவற்றை பகிர்வது தனிமனித சுதந்திரத்துக்கு எதிரானதா? என்ற கேள்வி எழுந்தது.

அந்த விவகாரத்தை தனியாக விசாரித்த 9 நீதிபதிகள் கொண்ட அமர்வு, தனிமனித சுதந்திரம் என்பது அரசியல் சாசனம் வழங்கியுள்ள அடிப்படை உரிமை என்ற பரபரப்பு தீர்ப்பை வழங்கியது.

அந்த தீர்ப்பின் அடிப்படையில் கருவிழி உள்ளிட்டவற்றை பகிர்வது தனிநபரின் அடிப்படை உரிமையை மீறும் செயலா? என்பது குறித்து 5 நீதிபதிகள் கொண்ட அரசியல் சாசன அமர்வு விசாரித்து தீர்ப்பு வழங்கலாம். அதன் அடிப்படையில் ஆதாரை கட்டாயமாக்க மத்திய அரசை அனுமதிப்பதா? இல்லையா? என்று முடிவு செய்யலாம் என்றும் 9 நீதிபதிகள் தீர்ப்பில் கூறியிருந்தனர்.

பின்னர் 5 நீதிபதிகள் அமர்வு விசாரணை தொடங்கியபோது, கடந்த மார்ச் மாதம் 31-ந் தேதிக்குள் அனைத்து சேவைகளும் பெற ஆதார் எண்ணை கட்டாயம் வழங்க வேண்டும் என்று மத்திய அரசு உத்தரவிட்டு இருந்தது.

அந்த உத்தரவுக்கு எதிராக சுப்ரீம் கோர்ட்டு இடைக்கால தடை விதித்தது.

வாரம் 3 நாள் விசாரணை என்ற அடிப்படையில் 38 நாட்கள் தொடர் விசாரணை நடந்தது. கடந்த மே மாதம் விசாரணையை முடித்து தீர்ப்பை ஒத்திவைத்த நீதிபதிகள் இறுதி தீர்ப்பு வரும் வரை வங்கி, தொலைபேசி சேவை உள்பட எதற்கும் ஆதார் எண் கட்டாயமாக்க கூடாது என்று இடைக் கால தடை விதித்தனர்.

அடுத்த வாரம் தலைமை நீதிபதி ஓய்வுபெற உள்ள நிலையில், ஆதார் கட்டாயமா? இல்லையா? என்ற இந்த வழக்கில் இன்று (புதன்கிழமை) காலை 10.30 மணிக்கு தீர்ப்பு வழங்கப்படுகிறது.

Accused hacked her after his wife died in her clinic

The Madurai Bench of the Madras High Court on Tuesday upheld the life sentence awarded by Thoothukudi Mahila Court to the key accused in the murder of a government doctor.

A Division Bench of Justices M.M. Sundresh and N. Sathish Kumar upheld the life sentence awarded to R. Mahesh, an auto driver, in 2015 for the murder of T. Sethulakshmi, chief doctor at ESI Hospital, Thoothukudi. However, the court acquitted the other accused in the case.

Death of wife of accused

It was alleged that Mahesh plotted the murder of Dr. Sethulakshmi after he held her responsible for the death of his 24-year-old wife.

His wife, who was 24 weeks pregnant, was admitted to the clinic of Dr. Sethulakshmi in 2012. But she died after developing complications while under treatment.

Mahesh, irked by the death of his wife, attacked the doctor at her clinic in Kamaraj Nagar, along with four of his friends and hacked her to death. The police had booked the accused under Sections 452 (trespass), 302 (murder) and 324 (voluntarily causing hurt) of the Indian Penal Code. It was alleged that Mahesh, a history-sheeter, had several cases pending against him prior to the murder of the doctor.

The murder of the doctor had shocked the medical fraternity and widespread protests were held all over the State by various medical and doctor associations. They called for a stricter implementation of the Tamil Nadu Hospital Protection Act, 2008, after several such incidents were reported.

Sastra varsity gets eviction notice

Asked to vacate 28 buildings by Oct. 3

The Thanjavur tahsildar has served a notice on the Shanmuga Arts Science Technology and Research Academy (Sastra University) at Tirumalaisamudram in Thanjavur district, asking it to vacate 28 buildings constructed on land belonging to the Prison Department by October 3. Eviction proceedings will be initiated if the university fails to do so by the stipulated date, the notice has warned.

The notice follows a decision of the Thanjavur Collector, who had, following a direction of the Madras High Court, convened a high-level meeting on September 22 and passed orders instructing the Revenue Divisional Officer and the tahsildar to remove the encroachments immediately. The prison authorities are considering the possibility of utilising the buildings for an ‘open air jail’, proposed on a stretch of 58.17 acres, including 20.62 acres encroached upon and occupied by the private university since 1985.

The Deputy Inspector General of Prisons, Tiruchi, was told to raise a fence and protect the land by providing round-the-clock security. In September, the Madras HC directed the State to take possession of the encroached land within four weeks.

SC verdict in Aadhaar case today

A Constitution Bench, led by Chief Justice of India Dipak Misra, will pronounce on Wednesday its much-awaited judgment on whether the Aadhaar scheme was unconstitutional and a violation of the fundamental right to privacy and personal body autonomy.

The five-judge Bench of Chief Justice Dipak Misra, and Justices A.K. Sikri, A.M. Khanwilkar, D.Y. Chandrachud and Ashok Bhushan had reserved its judgment in May this year, a culmination of over seven years of various challenges against Aadhaar. It will give three opinions by Justices Sikri, Chandrachud and Bhushan.

Madras HC asks Yamaha staff to not strike near factory

The Madras High Court on Tuesday directed the Sriperumbudur police to ensure that the trade union activities and demonstration by the workmen of India Yamaha Motor is being held 200 metres away from the factory premises located in Sriperumbudur, Kanchipuram district. Justice P Rajamanickam passed the interim order on the plea moved by Yamaha seeking adequate police protection for ingress and aggress of vehicles and people from in and out of the factory premises and further vacate the trespassing workmen by ensuring that no striking workers assemble illegally in any form within the radius of 200meters from its factory.

When the plea came up for hearing, the company further submitted that they are not averse to legitimate trade union activities. However, in the guise of strike or trade union activities some workers and their allies cannot obstruct or prevent other employees from entering inside the premises and working. The labour unrest in the five automotive factories, including Yamana, Royal Enfield and tier I auto component suppliers Honeywell and Myong Shin Automotive India (MSAI) continued Tuesday with more than 2,500 employees protesting.

CITU state president A Soundararajan said: “The issue is the same in both Yamaha and Royal Enfield – the right to form an association. We formed our trade union in both these companies and those workers were immediately dismissed. Royal Enfield dismissed four workers and Yamaha two.” Yamaha, in its petition submitted that it was not averse to legitimate trade union activities.

Labour unrest over forming of a trade union has been simmering in the Oragadam belt for over four months now though the actual strike in Yamaha started on September 21 and in Royal Enfield on September 24. “As many as 19 people were suspended in MSAI and another 55 in Honeywell have lost their jobs,” said Soundararajan. Pay hikes and other reinstatement of dismissed employees are some of the demands of the striking workers apart from the right to form a trade union.

“The assistant labour commissioner of Sriperumbudur has summoned the Yamaha management once again tomorrow (September 26) morning at 11.30 am. As for Royal Enfield, the management there have also been called by the assistant labour commissioner and the striking employees are now waiting to see if a resolution is round the corner, he added.

A total of 2,500 employees in five companies are striking including 700 permanent employees in Yamaha (almost the entire permanent workforce of the company said Soundararajan), 300 permanent employees in MSAI have been striking for 20 days now and around 1000 permanent and temporary workers in Royal Enfield are involved in the strike. There have been no fresh formal statements from the companies so far on Tuesday.
