Govt to take over IRT med college in Erode from 2019-20

The Tamil Nadu government will take over the administration and management of IRT-Perundurai Medical College and Hospital in Erode from the 2019-2020 academic year as the transport corporations are unable to administer the institution with dwindling funds. With this, the health department will add one more college to its existing bouquet of 22 medical colleges.

As per conditions described in the government order issued by the transport secretary PWC Davidar on October 24, of the 100 MBBS seats offered by the college, 30 seats will continue to be reserved for children of state transport undertakings, 15 seats will be given to the directorate general of health services for admission through all India quota and admissions for the remaining 55 seats will be made through single-window counselling for state quota.

The annual fee for the course, however, will continue to remain ₹3.85lakh.

“We will be recruiting doctors to fill up around 30 vacancies,” said director of medical education Dr A Edwin Joe.

In 1986, the state government handed over 344.36 acres in Perundurai for to the Institute of Road Transport (IRT) for setting up the medical college. As per the original formula, employees of the state transport undertakings contribute an amount as interest-free loan and the fund is kept as fixed deposit. Interest on the fund is used to meet the recurring expenditure of the medical college. In 2017, the college got the Medical Council of India nod for admitting 100 students.

“As the financial position of all the state transport undertakings is extremely weak, they are unable to contribute effectively to the expenditure of the IRT,” additional chief secretary Davidar said in the order. In September 2017, chief minister K Palaniswami announced that the government will consider converting it into a government medical college.

The state health department is planning to add at least 350 more undergraduate medical seats and thereby increase the total number of government seats to 3,250 when the next admission season begins in 2019-2020.

The number of medical colleges will go up from 22 to 24, said director of medical education Dr A Edwin Joe.

The state now has 2,900 MBBS seats in its 22 government medical colleges. This year, 100 seats each have been added in government medical colleges in Madurai and Tirunelveli. A Medical Council of India team has completed one round of inspection and may return to take a headcount. “These colleges now have 150 seats. Last time, when the inspection team came, government doctors were on strike. The headcount couldn’t be taken. We hope to reverse this soon,” he said. The state has applied for admission of students to a new medical college in Karur. “The construction is complete and we are holding counselling for appointment of doctors. We are confident of starting the new college here with 150 seats,” he said.

Earlier, the state applied for 100 seats for new colleges and then increased seats step by step. “After setting up a college in Pudukottai with 150 seats, the government decided all new colleges should have at least 150 seats,” health secretary J Radhakrishnan said.

Proposals for new medical colleges are pending in Perambalur, Ooty and Ramanathapuram and pressure has been building for new colleges in Tiruvallur and Kancheepuram. Simultaneously, the state is planning to increase the number of seats in all medical colleges to 250. “As per the new MCI guideline, we will be starting PG courses in all medical colleges. As of now, Tamil Nadu has the highest number of state-run medical colleges in the country,” Dr Joe said.

Deputy Chief Minister O Pannerselvam, whose ‘Dharma Yudham’ led to the government forming an inquiry commission to probe late Chief Minister J Jayalalithaa’s death, has been summoned by the commission.

The Justice (retd) A Arumughaswamy commission has summoned OPS to appear on December 20. Health minister C Vijayabaskar has been asked to appear on December

18. Senior leader and founding member of AIADMK C Ponnaiyan has also been summoned to appear on the same day.

Jayalalithaa’s personal security officer (PSO) Perumalsamy and current deputy commissioner of police (DCP), Anna Nagar, Dr M Sudhakar IPS, who was part of her security team, have been summoned on December 20 as well.

As part of the cabinet, OPS was present at Apollo hospital during Jayalalithaa’s two-and-a-half month stay from September to December 2016. Multiple witnesses have deposed stating he was present at the hospital and was aware of her health conditions, which is likely to be the basis for the commission’s line of questioning, sources said.

The deposition of then chief secretary Rama Mohana Rao, who stated that a decision to airlift Jayalalithaa to a foreign country for treatment was tabled in the cabinet which didn’t decide anything, will also be key, sources said.

Vijayabaskar and health secretary J Radhakrishnan were briefed regularly by Apollo about Jayalalithaa’s health condition and hence will be important witnesses, sources said.

Ponnaiyan was AIADMK’s spokesperson when Jayalalithaa was in the hospital and briefed the press regarding it. Later, when he joined OPS after his Dharma Yudham, he reportedly said that he had some material to share with the commission, sources said. He also reportedly made comments about Jayalalithaa’s cheek being punctured with three holes, which was visible after her death. Commission sources said Ponnaiyan would be questioned about this.

Raja Senthoor Pandian, counsel for Jayalalithaa’s aide V K Sasikala and OPS’s current political rival, claimed victory for the summons issued to him. “We have been demanding this since March that he be summoned. This was based on our initiative,” he said.

Asst prof suicide: HC notice to govt, university, pvt college

A month after an assistant professor of an engineering college committed suicide, after the college management detained his certificates, Madras high court has issued notices to the higher education department, Anna University and principal of Sree Sastha Institute of Engineering and Technology.

Vasanthavanan, had committed suicide at his residence of Tambaram on November 12.

On Thursday, a division bench comprising Justice M Sathyanarayanan and Justice P Rajamanickam, before which a PIL filed by KM Karthick, president of Educational Institution Employees Association, came up for hearing, issued notices and asked the respondent-authorities and the college to file their responses by January 24, 2019.

Alleging that the college demanded ₹3 lakh for the return of the certificates and even made him to prostrate before the correspondent. The petitioner said when Vasanthavanan lodged a complaint with Nazarathpet police, the station inspector handed over the complaint copy to the principal of the college himself.

Cyclone likely, Chennai may get heavy rainfall

Nearly a month after Cyclone Gaja made landfall near Vedaranyam, another storm is brewing over Bay of Bengal and may bring heavy rain to north coastal Tamil Nadu including Chennai this weekend. The system which is now a deep depression, India Meteorological Department (IMD) said, is likely to intensify into a tropical cyclone by Friday and move in a northwesterly direction towards Andhra Pradesh and north Tamil Nadu. Once formed, it would be called Phethai, a northern Indian Ocean tropical cyclone name contributed by Thailand.

IMD’s regional weather inference said the depression was about 1,150km southeast of Chennai and 1,350km south-southeast of Machilipatnam. “It is very likely to intensify further into a deep depression in the next 12 hours and into a cyclonic storm during the subsequent 24 hours. It is very likely to move towards Andhra Pradesh and adjoining north Tamil Nadu coast during next 72 hours,” it said.

This may bring heavy to very heavy rain in isolated places over north coastal TN from December 15, IMD said.

Mahesh Palawat, chief meteorologist of independent weather forecasting agency Skymet, said the system may intensify into a storm when it nears the coast. If it happens, it would be seventh cyclone this season in the Indian Ocean region. “There will be rain from Saturday and it would gradually pick up pace. After a heavy spell on December 16, its intensity will decrease. Northern parts of Tamil Nadu and Chennai can expect heavy rainfall,” he said.

Weather blogger Pradeep John recalled the time in 2010 when the intense spell in Chennai lasted only a day as Cyclone Laila made landfall near Machilipatnam. “Though rain may pound Chennai if the cyclone makes landfall near Nellore or Kavali in South Andhra Pradesh, as predicted earlier, the present one is also expected to come close to Chennai and then move up. So, there will be one day of intense rain in the city,” he said.

As of now, the sky over the city is likely to be generally cloudy for the next 24 hours with the maximum and minimum temperatures around 31 deg C and 23 deg C.

Booking Air India tickets through agents may become difficult this holiday season

Passengers who want to book tickets on Air India through travel agents may find it difficult as the airline has discontinued its contract with a global distribution system company (GDS), Amadeus, which majority of agents use. This will affect the agents and the airlines as tickets for Christmas and New Year season, and for Pongal holidays are still being booked by travellers.

In a communication to travel agents, the airline said, “Air India flight content — domestic, international and codeshare flights — will no longer be available to Amadeus GDS subscribers in all markets including in India.” It said several rounds of negotiations were held to renew the contract which ended on December 3, but “no consensus was reached”.

The impasse will hit passengers said Basheer Ahmed of Metro Travels. “Passengers will face trouble booking tickets through agents as we will not be able to access Air India’s system to block seats, tickets and make reservations at best rates. We will now be forced to move the bookings to other airlines.”

Air India’s database is accessible through three other GDS but around 75% of the agents use Amadeus, he said. “There are a few agents who use only single GDS. They are now forced to subscribe to another GDS in a short period. The move by the airline looks like a cost-cutting measure and has come at a wrong time,” he said.

Though several tickets have been booked for the festival holidays, agents continue to get requests for Christmas and New Year holidays. Business and corporate travellers continue to book through agents for group and individual travel.

In their memorandum, Travel Agents Association of India and Travel Agents Federation of India said the airline did not consult them before taking such a decision. “Our meetings are regularly held when Air India comes up with some new initiatives. However, on this occasion, when a major initiative is taken in... we are kept out of any discussion or consultation,” they said.

The associations said Air India would suffer loss of revenue on reduced seat sale.

பஞ்சாப், மிஸோரம் இரண்டு மாநிலங்களில் தனியாகவும் கர்நாடகத்தில் கூட்டணியாகவும் ஆட்சியில் இருந்த காங்கிரஸ் கட்சி மிஸோரத்தில் ஆட்சியை இழந்தாலும்கூட, ராஜஸ்தான், மத்தியப் பிரதேசம், சத்தீஸ்கர் ஆகிய மூன்று பெரிய மாநிலங்களில் பெற்றிருக்கும் வெற்றி, அந்தக் கட்சிக்கு மிகப்பெரிய பலம் சேர்த்திருக்கிறது. இந்த வெற்றி 2019 மக்களவைத் தேர்தலை எதிர்கொள்ள காங்கிரஸுக்கு உற்சாகத்தை மட்டுமல்ல, தேவையான பண பலத்தையும் ஏற்படுத்திக் கொடுக்கும்.

சத்தீஸ்கரில் காங்கிரஸ் மூன்றில் இரண்டுக்கும் மேற்பட்ட இடங்களில் வெற்றி பெற்றிருப்பது, காங்கிரஸ் தலைமைக்கே வியப்பாக இருந்திருக்கக் கூடும். ராஜஸ்தானில் படுதோல்வி அடையும் என்று கருதப்பட்ட பாஜக, மிகக் குறைந்த வாக்கு வித்தியாசத்தில்தான் பல இடங்களில் தோல்வி அடைந்திருக்கிறது. மத்தியப் பிரதேசத்திலும் இழுபறியுடன்தான் காங்கிரஸால் ஆட்சியமைக்க முடியும் என்கிற நிலைமை.
குஜராத் சட்டப்பேரவைத் தேர்தலின்போது, காங்கிரஸ் கட்சி தனது அணுகுமுறையை மாற்றியது. அதுவரை மதச்சார்பின்மை பேசிக் கொண்டிருந்த காங்கிரஸ் கட்சி மென்மையான இந்துத்வா என்கிற புதிய அணுகுமுறையைக் கையாள முற்பட்டது. 

மத்தியப் பிரதேசத்திலும் ராஜஸ்தானிலும் ஒவ்வொரு கிராமப் பஞ்சாயத்திலும் பசுவைப் பாதுகாப்பதற்காக கோசாலை அமைக்கப்படும் என்று காங்கிரஸ் தனது தேர்தல் வாக்குறுதியில் குறிப்பிட்டிருந்தது.
பாஜகவை ஆதரிக்கும் பிராமணர்களின் வாக்குகளைப் பெறுவதற்காக ராகுல் காந்தி பூணூல் அணிந்து கொண்டு, நேரு குடும்பத்தினர் காஷ்மீர பிராமணர்கள் என்பதை அவர்களுக்கு நினைவுபடுத்த முற்பட்டார். தன்னை ஒரு சிவ பக்தனாக அடையாளம் காட்டிக் கொண்டும், கைலாஸ் மானசரோவர் யாத்திரையை மேற்கொண்டும் ராகுல் காந்தி மென்மையான இந்துத்வாவைக் கடைப்பிடித்ததையும் இங்கே குறிப்பிட வேண்டும்.
தேர்தல் முடிவுகள் சாதகமாக அமைந்திருப்பதால் இந்த அணுகுமுறையை 2019 மக்களவைத் தேர்தலில் காங்கிரஸ் மேலும் தீவிரமாக கடைப்பிடிக்க முற்பட்டால் ஆச்சரியப்படுவதற்கில்லை. அந்த அணுகுமுறை மக்களவைத் தேர்தலிலும் கைகொடுக்கும் என்று சொல்லிவிட முடியாது. 

பாஜகவின் இந்துத்வா கோஷமும், அயோத்தி ராமர் கோயில் பிரச்னையும், நடந்து முடிந்த சட்டப்பேரவைத் தேர்தல்களில் அந்தக் கட்சிக்குக் கைகொடுக்கவில்லை. வாக்குப் பதிவுக்கு சில நாள்களுக்கு முன்பு அயோத்தியில் மீண்டும் ராமர் கோயில் பிரச்னை உயிர்ப்பிக்கப்பட்டதும், ஆர்எஸ்எஸ், விஸ்வ இந்து பரிஷத் போன்ற அமைப்புகள் இது குறித்து மத்திய அரசுக்கு அழுத்தம் கொடுத்ததும் பாஜகவுக்கு எதிராகத் திரும்பியதோ என்று கூடக் கருதத் தோன்றுகிறது. 

கிராமப்புறங்களில் நரேந்திர மோடி அரசின் அதிக மதிப்புச் செலாவணி செல்லாததாக்கப்பட்ட முடிவும், நகர்ப்புறங்களில் ஜிஎஸ்டி வரி விதிப்பும் பாஜகவுக்கு எதிரான மனோநிலையை மக்கள் மத்தியில் உருவாகியிருப்பது தெளிவாகவே தெரிகிறது. வளர்ச்சி என்கிற கோஷத்துக்கு அயோத்தி மாற்றாக அமையாது என்பதைத் தேர்தல் முடிவுகள் தெளிவாக்கி இருக்கின்றன.

மூன்று மாநில சட்டப்பேரவைத் தேர்தல் முடிவுகளின் அடிப்படையில் மக்களவைத் தேர்தல் முடிவுகள் அமைய வேண்டிய அவசியம் இல்லை. சட்டப்பேரவைத் தேர்தல்களில் வெற்றி பெற்ற கட்சி, தொடர்ந்து வந்த மக்களவைத் தேர்தலில் தோல்வி அடைந்த வரலாறு நிறையவே உண்டு. 1998-99 இல் ஒன்றுபட்ட மத்தியப்பிரதேசம், ராஜஸ்தானில் தோல்வி அடைந்த பாஜக, மக்களவைத் தேர்தலில் வெற்றி பெற்றது. 2003-இல் இந்த மாநிலங்களில் வெற்றி பெற்ற பாஜக 2004 மக்களவைத் தேர்தலில் தோல்வியைத் தழுவியது. 2008 சட்டப்பேரவைத் தேர்தலில் பல மாநிலங்களில் தோல்வியடைந்த காங்கிரஸ் கட்சி அடுத்து வந்த 2009 மக்களவைத் தேர்தலில் முன்பைவிட அதிக இடங்களில் வெற்றி பெற்று மத்தியில் ஆட்சியைத் தக்க வைத்துக்கொண்டது.

அதனால் சட்டப்பேரவைத் தேர்தல் வெற்றி காங்கிரஸுக்கு 2019-இல் வெற்றியை அளிக்கும் என்பதோ, இப்போதைய தேர்தல் தோல்வியின் தொடர்ச்சியாக அடுத்து வரும் மக்களவைத் தேர்தலில் பாஜக ஆட்சியை இழக்க நேரிடும் என்றோ அறுதியிட்டுக் கூறிவிட முடியாது.
