CHENNAI: The Tamil Nadu government has clarified that the period of absence of government employees during the lockdown from March 25 to May 17 will be treated as on duty, since no transport facility was available.

For the remaining period till June 30, the government has specified certain norms for applying for leave or considering the absence as duty, special casual leave or otherwise.

The guidelines issued by the government will be applicable to employees of Commissions, Boards, Corporations, Universities, Companies, Institutions, Societies, etc of the Tamil Nadu government. 

These guidelines are applicable for the entirety of the lockdown till the government makes an official announcement at the end of it.

Here are the guidelines as follows:

• For differently-abled employees - Orders were issued from time to time exempting them from attending duty for each lock-down. Such periods of exemptions will be treated as on-duty.

• Pregnant women - Such employees are not included in the roster during lockdown. They are exempted from attending duty and the period of above exemption is treated as on-duty. 

• Employees with comorbidities - They are also not included in the roster during lockdown. Government employees who are aged 55 and above with comorbidities, will be exempted from attending duty upon producing a medical certificate and the period of exemption will be treated as on-duty.

• Officials who applied for leave before March 25 - Those who applied for their eligible leave prior to lockdown - i.e., prior to March 25 and will not able to join duty due to lockdown restrictions upto May 3, will be treated as deemed to have joined duty on their date of completion of leave period applied (in the case of leave on medical grounds, subject to production of medical fitness certificate). 

• Officials on medical treatment - If a government servant is on medical treatment other than COVID-19, he/she may be sanctioned Unearned Leave on Medical Certificate (UEL on MC). If the employee themselves test COVID-19 positive and are under treatment or if his/her family members are affected with the virus and quarantined or if their residence is in the containment zone, the entire period as certified by medical authorities be treated as 'Special Casual Leave'. 

• Officers not in office due to 50 per cent attendance rule - Those officers/officials who have not attended office as per 50 percent roster drawn with effect from May 18 (after arrangement of minimum transport facilities) even for a single day, should submit leave application for the period from May 18 till he/she resumes duty. If any officer/officials have not attended office on a specific allotted day as per roster, he/she has to submit leave application from the day he/she attended office last, till he/she resumes duty

CHENNAI: Ahead of the intensified lockdown in Chennai and neighbouring districts that begins on June 19, thousands of people were seen leaving the city along with their children, carrying huge bags for a journey lasting hundreds of kilometres. 

The Vandalur checkpost in Chengalpattu, Paranur Toll plaza in Kancheepuram and Sholavaram checkpost in Tiruvallur were all clogged with thousands of vehicles since Wednesday night. 

People in two-wheelers with children on petrol tanks and huge bags hung along the sides were seen heading to their home towns. While the police were allowing only those four-wheelers with e-passes to pass through, they allowed two-wheelers with children on them through on 'humanitarian' grounds. 

"It looked like a massive exodus and I have never seen anything like this before. People with children were pleading to let them go as they are scared for the safety of their children while saying that living in the city with no job is proving untenable," said a senior police officer on duty at the Paranur Toll plaza. 

At the Sholavaram checkpost, as vehicles waited in huge lines, the police also seized at least 100 two-wheelers - belonging to men heading to other districts to buy liquor and entering without e-pass. 

Among those heading out of the city was S Kumaravel who was working as a painter in the city. He was driving a motorbike with his eight-year-old son in the front and his wife riding pillion. He had hung two big bags on either sides and his wife was carrying a table fan in her hand. 

When asked why he was leaving the city, Kumaravel said, "There is nothing left for us here, only chaos. We haven't paid rent for the last three months. I have had to borrow money to ensure food on the table. With cases increasing every day it's not safe for my son and moreover we never know when this lockdown will end." 

Similar scenes were seen in all the bordering districts as well. 

In Tiruvallur, a senior police officer said that while police personnel were checking vehicles entering from Andhra Pradesh, they realised that the cops there had sent back the vehicles that they had allowed to pass through. "Even some vehicles with e-passes were sent back since that there were way too many people in these vehicles," said the police officer. 

The police personnel posted in Vandalur said that they saw many people traveling to their home towns after vacating their rented houses in minivans. 

"Since Tuesday we are witnessing people vacating their houses in Chennai and leaving for their native places. Some people even as far as Tuticorin and Ramanathapuram are traveling in minivans and trucks," said a cop on duty at Achirupakkam in Kancheepuram. 

Most of the people vacating their houses are people who were left jobless due to the Covid-19 lockdown. 

"I have three children and my wife is a homemaker. We were living in a rented space in Pallavaram and I was working as domestic staff in a corporate company. Now that the offices are closed I am left without of job. We survived with what was left of our savings hoping that the lockdown will get over soon. But since it hasn't, we are leaving," said F Gilbert Jabaraj from Tirunelveli. 

He had to sell his wife's gold chain to get money to organise the shifting and the journey back home. 

Meanwhile, people who commute to the city every day for work were infuriated when cops kept questioning them. In the checkpost at Vandalur, some men picked up an argument with the cops claiming it was harassment. A senior police officer had to intervene and order that any person with a proper identification card should be allowed to pass through. 

In Chennai city, there was not as much panic as was seen ahead of the previous lockdown since people had three days to prepare. 

"We have already had an experience of a lockdown and moreover all essentials are allowed from 9 am to 2 pm. Previously we were struck by panic because we did not know what was going to happen. Now we know how things work and that there is no need to panic," said a customer waiting at a supermarket in Teynampet. 

The shop owners and workers in supermarkets also said that while they had expected people to throng in bigger numbers that did not prove to be the case. "Almost everyone purchased only what was needed for the time being and did over-purchase products. But everyone made sure that the shop is functioning for the next 12 days," said a member of the staff at a supermarket in T Nagar.

ஊரடங்கு காலத்தில் வழக்கறிஞர்கள் தங்கள் அலுவலகங்களுக்கு செல்வதை தடுக்க கூடாது, வழக்கறிஞர்கள் அரசுக்கு முழு ஒத்துழைப்பு அளிப்பார்கள், பார்கவுன்சில் அட்டை இருந்தால் அனுமதிக்கவேண்டும் என தமிழக அரசுக்கு தமிழ்நாடு மற்றும் புதுச்சேரி பார் கவுன்சில் தலைவர் பி.எஸ்.அமல்ராஜ் கோரிக்கை வைத்துள்ளார்.

தமிழக அரசு சென்னை, காஞ்சிபுரம், செங்கல்பட்டு, திருவள்ளூர் மாவட்டங்களில் நாளை நள்ளிரவு முதல் ஜூன் 30 வரை முழு ஊரடங்கை அமல்படுத்துகிறது. இந்த முறை போலீஸ் கடுமையாக சோதனையிட உள்ளது. இதனால் பொதுமக்கள் இந்த நாட்களில் அவசியமின்றி வெளியில் வரவேண்டாம் என கோரப்பட்டுள்ளனர்.

இந்நிலையில் வழக்கறிஞர்கள் வழக்கில் வாதாட காணொலி வசதி அலுவலகங்களில் உள்ளதால் அவ்வாறு செல்லும் நேரத்தில் மோதல் எதுவும் ஏற்படாமல் இருக்க பார்கவுன்சில் தலைவர் அமல்ராஜ் காவல்துறை டிஜிபி, சென்னை காவல் ஆணையர் வேண்டுகோள் ஒன்றை வைத்துள்ளார்.

இதுதொடர்பாக தமிழக தலைமை செயலாளர், டிஜிபி, சென்னை மாநகர காவல் ஆணையர் ஆகியோருக்கு கடிதம் எழுதியுள்ளார்.

ஜூன் 19 நள்ளிரவு முதல் முழு ஊரடங்கின்போது பொதுமக்கள் அத்யாவசிய தேவையின்றி வாகனங்களில் சுற்றுவதற்கு தடை விதிக்கப்பட்டுள்ளது, மீறி சுற்றினால் வாகனம் பறிமுதல் செய்யப்படும் என போக்குவரத்து போலீஸார் எச்சரித்துள்ளனர்.

இதுகுறித்து போக்குவரத்து போலீஸார் விடுத்துள்ள செய்திக்குறிப்பு:

“பெருநகரக் காவல் எல்லைக்குட்பட்ட பகுதிகளில் ஜூன் 19 இரவு 12.00 மணி முதல் 30.06.2020 இரவு 12.00 மணி வரையிலான 12 நாட்களுக்குத் தமிழக அரசு முழு ஊரடங்கை அமல்படுத்தி உள்ளது. மருத்துவமனைகள் மருத்துவ பரிசோதனை கூடங்கள் மருந்தகங்கள் ஆம்புலன்ஸு மற்றும் அமரர் ஊர்தி சேவைகளின் போக்குவரத்திற்கு அனுமதி உண்டு.

மருத்துவ தேவைகளுக்கு மட்டும் தனியார் வாகனம் ஆட்டோ கால்டாக்சி உபயோகம் அனுமதிக்கப்படும். இதைத்தவிர பிற காரணங்களுக்காக வாடகை ஆட்டோ கால்டாக்சி மற்றும் தனியார் வாகனங்கள் இயங்க அனுமதி இல்லை.

அத்தியாவசியப் பொருட்கள் வாங்க பொதுமக்கள் வாகனங்களைப் பயன்படுத்தாமல் தாங்கள் வசிக்கும் இடத்திற்கு அருகிலேயே அதாவது 2 கி.மீ. தொலைவிற்குள் மட்டும் நடந்து சென்று பொருட்களை வாங்கிக் கொள்ள வேண்டும். பொதுமக்கள் பிற தேவைகளுக்கு வாகனங்களில் செல்வது முற்றிலுமாகத் தடைசெய்யப்படுகிறது.

தொலைபேசி மூலம் ஆர்டர் செய்து வீடுகளுக்கு உணவு வழங்கும் ஊழியர்கள் தங்கள் பணிபுரியும் நிறுவனத்திடமிருந்து உரிய அடையாள அட்டைகளைப் பெற்று வாகனங்களில் செல்லுதல் வேண்டும்.

இந்த ஊரடங்கின்போது சரக்கு வாகனப் போக்குவரத்திற்கும் தண்ணீர், பால், பெட்ரோல், கேஸ் உள்ளிட்ட அத்தியாவசியப் பொருட்களைக் கொண்டு செல்லும் வாகனங்கள் நிறுவனத்திடமிருந்து உரிய அடையாள அட்டை, அனுமதி சீட்டு மற்றும் உரிய ஆவணங்களைப் பெற்று வாகனங்களை செலுத்த அனுமதி வழங்கப்படுகிறது.

20.06.2020 முதல் 26.06.2020 வரை காலை 10.00 முதல் மதியம் 2 மணி வரை வங்கிகள் சார்ந்த வாகனங்கள் மற்றும் வங்கி ஊழியர்கள் தங்களது வங்கியின் அடையாள அட்டையை காண்பித்து வாகனங்களில் செல்லுதல் வேண்டும்.

21.06.2020 மற்றும் 28.06.2020 ஆகிய ஞாயிற்று கிழமைகளில் எவ்விதத் தளர்வும் இன்றி முழு ஊரடங்குக்கு உத்தரவிடப்பட்டுள்ளது. இந்த இரு நாட்களிலும் பால் விநியோகம், மருத்துவமனைகள், மருந்துக் கடைகள், மருத்துவமனை ஊர்திகள், அவசர மற்றும் அமரர் ஊர்திகள் தவிர வேறு எவ்விதமான வாகனப் போக்குவரத்திற்கும் அனுமதி கிடையாது.

அவசர மருத்துவத் தேவைகளுக்கு மட்டுமே தனியார் வாகனங்கள், ஆட்டோ, கால் டாக்ஸிகள் உபயோகம் அனுமதிக்கப்படும். அனுமதி சீட்டு வைத்திருப்பவர்களும் மற்றும் அடையாள அட்டை வைத்திருப்பவர்களும் தங்களது அனுமதி மற்றும் அடையாளச் சீட்டுக்களைப் பெர்ய அளவில் (A5 (148mmX210mm)) அளவுக்கு) பிரதி எடுத்து வைத்திருக்க வேண்டும். விமானம் மற்றும் ரெயில் பயணியர் தங்களது பயணச்சீட்டுக்களை வைத்திருக்க வேண்டும். வாகன சோதனையின்போது போக்குவரத்துக் காவல்துறையினருக்குத் தெளிவாகத் தெரியும்படி காட்டுதல் வேண்டும்.

எவ்விதமான அனுமதி சீட்டுமின்றி வாகனங்களில் சுற்றித் திரிபவர்கள் மீது கடுமையான காவல்துறை நடவடிக்கை எடுக்கப்பட்டு வாகனங்களும் பறிமுதல் செய்யப்படும் என போக்குவரத்துக் காவல் துறையினரால் எச்சரிக்கப்படுகிறது. அதேபோல் போலியான அனுமதிச் சீட்டுகளை வைத்து வாகனங்களை இயக்குவது கண்டு பிடிக்கப்பட்டால் அவர்கள் மீது குற்றவியல் நடைமுறை சட்டம் 144 பிரிவின்படி கடுமையான காவல்துறை நடவடிக்கைகள் எடுக்கப்படும் எனவும் எச்சரிக்கப்படுகிறார்கள்.

முதியோர், மாற்றுத் திறனாளிகள், ஆதரவற்றோர் இல்லங்களில் தங்கியிருக்கும் முதியோர்கள் மற்றும் நோயாளிகளுக்கு உதவி புரிவோர் மற்றும் அரசு, தனியார் தொண்டு நிறுவன ஊழியர்களுக்கும் வாகன அனுமதி வழங்கப்படும். இவர்கள் அரசின் tnepass.tnega.org என்ற இணையதளத்தில் விண்ணப்பித்து அனுமதி பெற்று கொள்ள வேண்டும்.

வாகனங்களில் செல்வோர் முகக்கவசம் அணிவது கட்டாயமாக்கப்பட்டுள்ளது. முகக்கவசம் அணியவும் சமூக இடைவெளியைத் தவறாமல் கடைப்பிடிக்கவும், அவசியத் தேவை இல்லாமல் வாகனங்களில் வெளியே செல்வதைத் தவிர்த்து ஒத்துழைப்பு வழங்கவும் போக்குவரத்துக் காவல்துறை சார்பில் கேட்டுக் கொள்ளப்படுகிறது.

கரோனா வைரஸ் பரவல் தடுப்பு பணிக்காக 19 மருத்துவ நிபுணர்கள் கொண்ட குழுவை தமிழக அரசு நியமித்துள்ளது. இந்திய மருத்துவ ஆராய்ச்சி கவுன்சிலின்கீழ் (ஐசிஎம்ஆர்) செயல்படும் தேசிய தொற்றுநோய் நிலைய துணை இயக்குநரான பிரப்தீப் கவுர், இந்தக் குழுவை வழிநடத்தி வருகிறார். முதல்வர் பழனிசாமி நடத்திய ஆலோசனை கூட்டங்களில் பிரப்தீப் கவுர் பங்கேற்றார்.

இதற்கிடையே, சுகாதாரத் துறைச் செயலாளர் பீலா ராஜேஷ் மாற்றப்பட்டது தமிழகத்துக்கு பெரிய இழப்பு என்று கருத்து தெரிவித்திருந்தார். கரோனா வைரஸால் பாதிக்கப்படுபவர்களின் எண்ணிக்கை திடீரென குறைவதை புரிந்துகொள்ள முடியவில்லை என்று நேற்று முன்தினம் ட்விட்டரில் பதிவிட்டிருந்தார்.
