Will Prevent Footboarding, But Officials Say Option Not Feasible In Overcrowded Coaches

Four footboard commuters dying under the wheels of a suburban train at St Thomas Mount station after falling off the train has made a case for automatic doors on EMUs.

Automatic doors — like those in metro rail coaches — will prevent commuters from footboarding and hence falling. The technology has been available with the railways but senior officials said “practical considerations” have made it a nonstarter.

The Integral Coach Factory (ICF) in Chennai already manufactures automatic doors for suburban trains that are air-conditioned. One such train runs in Mumbai and around 40 more rakes are set to be manufactured. “The door costs between ₹5 lakh and ₹6 lakh while the wiring and the automatic system will cost another ₹3 lakh per coach. The driver will get an indication when the doors are closed,” said a senior official from ICF. Currently, it takes ₹3.5 crore to manufacture a coach so the additional cost for an automatic door would be minimal. ICF can also retrofit the automatic doors in existing coaches.

However, suburban trains run at “dense crush load”. In Mumbai, an EMU coach designed for 80 people carries at least 500 during peak hours.

“It is a given that there will be footboard travellers and hence we will not be able to implement automatic doors in suburban trains,” said a senior railways official who has seen train operations from close quarters. The automatic doors will not work because commuters will block its operation by dangling from the footboard. This is the reason why the sole AC rake in Mumbai runs during non-peak hours, the official said.

Railways officials said that by limiting passenger load in coaches, losses would go up. Suburban corridors in Chennai are loss-making divisions, managing to recover only 50% of cost. Individual divisions don’t have freedom to fix ticket prices for it is a political hot-potato handled by railway ministry. “Hence, any such infrastructure investment in suburban trains is not seen in a positive light,” the official said.

But nothing is costlier than lives and automatic doors can be implemented in interests of passenger safety, said K Baskar, member of Divisional Rail Users Consultative Committee (DRUCC) in Chennai. “That said, a more practical solution will be to run more suburban services,” he said.

Railways cancels ‘fast’ locals, commuters fume

From Wednesday, suburban commuters on the Chennai Beach-Tambaram-Chengalpet section will not get the time advantage of 20-30 minutes by taking a ‘fast’ local train.

After the accident on Tuesday, the Chennai division of Southern Railway has decided to run all fast locals on the slow line, meaning the trains will stop at every station. An order was issued by T P Singh, senior divisional operations manager, on Tuesday. The move has been criticised by railway commuters and officials as a “kneejerk reaction”. “Why should railways stop running services just because of an accident. Two extra tracks created for this will not be utilised. It’s a waste of public money,” said Sridhar Joshi, a regular commuter.

Divisional Railway Manager Naveen Gulati told TOI that the railways was inspecting infrastructure of ‘fast’ line platforms at all stations. Asked if it was a tacit admission of infringements on these lines, he replied in the negative.

“Footboarders with shoulder bags travelling in unsafe manner get hit by poles or other structures which are within the safety parameters. So till we review the structures, this order will be in force,” Gulati said.

They were away from the coach door, but got pulled out

Vignesh V, a second-year BCom student, knows travelling on footboard is illegal and can be dangerous. Which is why the 18-year-old elbowed his way through a packed compartment on Tuesday morning while boarding the train from Saidapet to his college in Pallavaram.

The teen managed to find a spot away from the open door but that was of little help as a concrete wall at St Thomas Mount Railway Station wiped his co-passengers off the footboard and he was dragged out. “I heard people shout. Before I understood what was happening, someone had grabbed my leg and pulled me out,” said Vignesh, who recalled being jammed into the narrow gap between the train and the platform.

“I saw faces peering down at me. I passed out after that,” said the teen who regained consciousness at Government Royapettah Hospital (GRH). Vignesh ended up with a fracture to the jaw and a leg, and abrasions on the chest.

Adjacent to his bed lay 23-yearold Naresh Kumar, who works in a salon. He, too, like Vignesh, maintains he was not travelling on the footboard. Someone had yanked his bag. “I fell backwards. I tried to hold someone’s shirt, but my hand slipped,” said Kumar, who sustained a minor head injury and a fracture on his left leg. He had blacked out after falling from the train. Asked why he had boarded the crowded train, he said the trains plying between Beach and Tambaram were delayed on Tuesday morning. “I just got into the first one that came,” he said.

Doctors at the hospital said both of them would have to undergo surgeries before they can resume normal life. “They will require implants before being discharged,” said Dr Anand Pratap, resident medical officer at GRH.

Doctors at the hospital were surprised that railway officials did not offer food to the families in the hospital, like they routinely do when there is an accident. When one of the doctors questioned a railway official by the patient’s bedside, she shrugged. “It was the passengers’ negligence. It isn’t the railways’ fault,” she said.

Vignesh, who was within earshot, retorted weakly, “I’ve been travelling by train for the past two years. Even people who travel on footboard regularly take some precautions. They would have probably if they knew the line was being changed and a wall was there.”

Gap between wall & coach is less than an arm’s length

K Satheesh, a juice vendor on platform 2 of St Thomas Mount station, needed no second guess about the reason commuters were rushing towards the opposite platform on Tuesday.

“This isn’t the first time this has happened. That wall has killed others,” said the 42-yearold former railway employee. But Satheesh wasn’t prepared for the scene he saw when the crowd parted. “I saw a leg on the track. I saw a bloodied hand holding the fence as one of the injured tried to heave himself onto the platform,” he said.

A day after four youngsters travelling on the footboard of a suburban train died at St Thomas Mount Railway Station, TOI visited the spot. Every time a suburban train pulled to a stop on platform 2 -- where Tuesday’s train was supposed to stop – passengers craned their necks to see the red post of the fence on platform 3.

Around 11am, a team of officials led by K A Manoharan, commissioner of railway safety, arrived. He was accompanied by people from the engineering department and operations department.

“The accident happened because the train was directed to a different track. We shall conduct a detailed inquiry,” he told reporters. The inquiry, which is likely to be held on July 30, will evaluate if the fence violated safety parameters and if railways resorted to any other unsafe operations which might have caused the accident.

Another inquiry by Southern Railway is underway for which officials tried to recreate Tuesday’s scene. Some of them heaved bags on their back to see if there was a possibility that they could have got entangled in the fence while on the footboard. They measured the gap between the train and the wall: It was less than an arm’s length. When TOI asked for the exact measurement, one official said it was “less than a metre”, another said it was “around a foot”.

Chennai DRM Naveen Gulati told TOI that the fence was built as per safety parameters. This was even as the station smelled heavily of antiseptic used to wash the blood from the tracks. The victims’ footwear remained strewn along and around the wall.

Regular commuters said the measurements had come too late. “What is the point after people have died,” said K Sumathi, who commutes between Guindy and Alandur. “Officials can’t wash their hands off by saying travelling on the footboard is illegal. They knew people were hanging off the doors. Why didn’t they inform them when they changed the line?” she said.

Graft probe against OPS on: TN to HC

A preliminary inquiry has been initiated by the directorate of vigilance and anti-corruption into complaints of corruption against deputy CM O Panneerselvam, the state government told the Madras high court on Wednesday. Allegations pertain to Panneerselvam and his relatives amassing assets disproportionate to their known sources of income.

Advocate-general Vijay Narayan made the submission when the pleas moved by the DMK and Arappor Iyakkam seeking action on complaints filed by them against OPS and his family members came up for hearing before Justice G Jayachandran. TNN

Complete preliminary probe as swiftly as possible, DVAC told

Chennai: “The inquiry has been ordered through a circular dated July 18 based on the information filed by RS Bharathi. In so far as other petition moved by Arappor Iyakkam is concerned, the information furnished will be taken note of in the case for investigation,” Narayan said.

Recording the submissions, Justice G Jayachandran directed the DVAC to complete the preliminary investigation as expeditiously as possible.

“Taking note of the directions issue by the Apex Court in Lalitha Kumari’s case, the inquiry has to be completed as expeditiously as possible. If there is any delay, the petitioners are always at liberty to knock the doors of this court,” the judge said. On July 17, when the plea was initially taken up for hearing, the judge asked why a CBI probe should not be ordered into the allegations Panneerselvam.

According to the plea moved by DMK, its organising secretary Bharathi made a complaint to the DVAC on March 10 seeking a probe into the assets amassed by Panneerselvam in his name and in the name of his benamis and family members.

It alleged that Panneerselvam, by abusing his power unlawfully, has amassed wealth and invested the same in companies and properties either in his name or in the name of his benamis. He has for this purpose also made false declarations before income tax authorities and election officials. He has thus rendered himself liable under the Income Tax Act, Representation of People Act, Indian Penal Code, Prohibition of Benami Transactions Act, Prevention of Money Laundering Act and the Prevention of Corruption Act, the petition added.

Alleging that the DVAC had not acted upon his complaint till date, the petitioner said the high court had already made it clear that when a complaint was given against a public servant, the DVAC should conduct a probe into it directly and no prior sanction or remarks need to be obtained by the vigilance department. Arappor Iyakkam, in its petition, alleged that the DVAC did not act on its complaint last December against Panneerselvam and without a preliminary inquiry, forwarded it to the chief secretary.

Citing ‘error, illegality and perversity’ in a CBI court order discharging former union minister Dayanidhi Maran and his brother Kalanithi Maran from the illegal telephone lines case, the Madras high court on Wednesday quashed their exoneration, and directed the CBI court to frame charges and complete trial within 12 months.

The CBI case is that between 2004 and 2007, Dayanidhi Maran had illegally used 764 telephone lines at his residences in Chennai and Delhi, and caused a ₹1.78 crore loss to the exchequer. After a special court for CBI cases discharged all the accused from the case, the CBI filed the present revision petition in the high court.

Justice G Jayachandran, allowing the CBI’s petition on Wednesday, said: “Considering the police report and the documents, only opinion any judicial mind could form is that there are grounds to presume all the seven accused have committed offence and not otherwise.”

As for a preposterous submission that while a defence minister was permitted to enjoy exclusive air force aircraft for her journey and railway minster exclusive saloon for his travel in the train, why not the minister for telecommunication have exclusive exchange, the judge said: “To this argument the logical answer could be, yes, if law permits. The corollary will be, if law does not permit, they are liable for prosecution. It is amply shown in this case that law does not permit to have the facilities enjoyed by the accused under service category, hence they are liable for prosecution.”



‘Docus prove Dayanidhi conspiracy’

The judge asserted, “The statements recorded and other documents make out prima facie case that Dayanidhi while functioning as a public servant in the capacity of union minister of communication and information technology from May 2004 to May 2007 entered into criminal conspiracy with K B Brahmanathan and MP Velusamy, both the then chief general manager of BSNL, and obtained 764 telephone numbers at Dayanihi’s Chennai and Delhi residences under service category without entitlement and by violating all the procedures and norms and thereby caused an undue loss to the tune of ₹1.78 crore the exchequer and undue gain to Kalanidhi.”

Brushing aside the argument that Dayanidhi Maran was the man who had brought broadband facility to every corner of the country and that he was now being haunted by CBI for political reasons, Justice Jayachandran said: “For the sake of rhetoric one may make such submissions, but the records before us speak otherwise. Dayanidhi, by virtue of the office, might have been instrumental for popularising broadband facility. It does not mean that he can claim privilege of unlimited usage of that facility for him, for his brother and his business establishment free of costs. In a democratic country, an elected representative can never think like that. Nor the judicial system tolerate and entertain such thought.” Other accused V Gowthaman, KS Ravi and S Kannan were also part of the criminal conspiracy.

‘Bar council needn’t go after candidates’ degree’

CHENNAI : The candidates, who have obtained the three-year LLB degree from a university established by statute, recognised by the University Grants Commission (UGC), and approved by the affiliated Centre of Legal Education/ Departments of the recognised University as approved by the Bar Council of India for the purpose of enrolment, after graduating from universities established by statute by studying the regular Bachelor’s degree courses, shall not be refused enrolment.

“Once a degree is found authentic, it is not for the Bar Council to go behind the degree and enquire into the eligibility of the candidates to take admission in the university,” a full bench of the Madras High Court has said.The special bench of Chief Justice Indira Banerjee, Justices R Subbiah and Abdul Quddhose gave the ruling on Monday while allowing a batch of writ petitions challenging the action of the TN Bar Council refusing to enrol them as lawyers.

All applications for enrolment shall be dealt with expeditiously, preferably within three months, the bench said. In exceptional circumstances, where the genuineness of a degree in itself is in doubt and the degree is from a university located in a different State or Union Territory far away from Chennai, the verification may take a month or two more, the bench added. The Bar Council has refused to enrol the candidates as lawyers as they had studied class 10 and 12 privately.

The bench said that the language and tenor of Rules 5(a) and 5(b) of the Advocates Act, 1961 read with the first proviso and the explanation make it amply clear that prosecution of a regular course is mandatory only for the immediately previous qualifying certificate and/or degree, for example, graduate degree for the three-year LLB course.

HC directs law university to admit student
Chennai: Holding that studying in the National Institute of Open Schooling (NIOS), Triplicane will not be a bar for seeking admission in law course, the first bench of the Madras High Court has directed Dr Ambedkar Law University in RA Puram to admit a student. By an order dated June 27, 2017, the college registrar had refused admission to Rahul R Vaithinathan of T Nagar in the first-year law course on the ground that he had pursued his schooling in the National Institute of Open Schooling, which is not recognised.

CHENNAI: While the tragic death of five persons at St. Thomas mount station on Tuesday raised questions over safety of suburban rail passengers, the reasons for the repeated accidents range from lack of alertness over usage of backpacks to absence of automatic closing doors in EMU trains, according to regular rail passengers and experts.“Be it in Chennai or Mumbai, suburban train commutation requires a little alertness. Each year more than 50,000 commuters, mostly college students, are getting added to the suburban network. Due to the recent bus fare hike more than a lakh passengers migrated to trains. But, these new train commuters lack vigil while travelling in trains,” said R Shankar, a rail enthusiast who lived in Mumbai for 15 years.

Seven persons who died at St. Thomas Mount in the last couple of days carried backpacks while travelling on footboards.“The backpack carried by students and others cause inconvenience to other passengers and also risk to the carriers. For new commuters, travel behaviour should be taught in the colleges, “ said K Baskar, a member of Divisional Rail Users Consultative Committee (DRUCC), Chennai.

He added that Railways should fit automatic doors in all EMU trains. “Width of an EMU coach is higher than that of a regular Express coach. Railways should fix the distance between track and poles/wall keeping EMU trains in mind,” he said.

Over 600 suburban services cater to about 11 lakhs passengers a day in four sections.
Southern railway officials said fitting automatic closing doors for EMU trains is practically not feasible and would be a cumbersome process. “Though such an idea has been discussed in the past, railways never attempted for even a pilot project as suburban train handles a large number of passengers,” said an officer.

கோவை, பீளமேட்டை அடுத்துள்ள ஹோப் காலேஜ் பகுதியில் `தர்ஷணா பெண்கள் தங்கும் விடுதி' செயல்பட்டு வருகிறது. இந்த விடுதியில் கல்லூரி மாணவிகள், பணிக்குச் செல்லும் மகளிர் என இருநூற்றுக்கும் மேற்பட்டவர்கள் தங்கியுள்ளனர். பீளமேட்டைச் சேர்ந்த ஜெகநாதன் என்பவருக்குச் சொந்தமான இந்த விடுதியின் காப்பாளராக புனிதா என்பவர் பணிபுரிந்து வந்தார். இந்நிலையில், கடந்த சில தினங்களுக்கு முன்பு பிறந்தநாள் பார்ட்டி என்ற பெயரில் விடுதியில் உள்ள மாணவிகளை ஹோட்டலுக்கு அழைத்துச் சென்றுள்ளார் புனிதா. அங்கு மாணவிகளுக்குக் கட்டாய மதுவிருந்து அளித்துள்ளார். இந்தத் தகவல் விடுதியில் உள்ள மற்ற பெண்களுக்குத் தெரியவரவே, சம்பந்தப்பட்ட மாணவிகளின் பெற்றோர்களுக்குத் தகவல் சென்றுள்ளது. இதையடுத்து, நள்ளிரவில் விடுதியை முற்றுகையிட்டுள்ளனர் பெற்றோர். இதை எதிர்பார்க்காத விடுதிக் காப்பாளர் புனிதா தலைமறைவாகிவிட்டார். 

விடுதியில் தங்கியுள்ள பெண்கள் சிலரிடம் பேசினோம். `` பெரும்பாலும் போதையிலேயே இருப்பார் புனிதா. அன்னைக்கு சில மாணவிகளை மட்டும் 'ஹாஸ்டல் ஓனரின் ஸ்பெஷல் பார்ட்டி' என்றுகூறி வலுக்கட்டாயமாக ஸ்டார் ஹோட்டலுக்கு அழைத்துச் சென்றுள்ளார். அங்கு மாணவிகளுக்கும் மதுவை ஊற்றிக் கொடுத்துவிட்டு, விடுதி உரிமையாளர் ஜெகனாதனுக்கு வீடியோ கால் செய்து, ' சார்… உங்ககிட்ட பேசணும்னு சொல்றாங்க' என்றுகூறி அந்தப் பெண்களிடம் போனைக் கொடுத்துள்ளார். செல்போனை வாங்கிப் பார்த்த பெண்கள் அதிர்ச்சியில் உறைந்துவிட்டார்கள். வீடியோ காலில் தவறான கோலத்தில் இருந்திருக்கிறார் ஜெகநாதன். இந்தச் செயலை பொறுத்துக்கொள்ள முடியாமல் சில மாணவிகள் கதறி அழுதுள்ளனர். ஆனாலும், அவர்களை தவறாக வழிநடத்த முயன்றிருக்கிறார் புனிதா. அதில் ஒரு மாணவி, சக விடுதி மாணவிகளுக்குத் தெரியப்படுத்திருக்கிறார். அதன்பிறகே விவகாரம் வீதிக்கு வந்தது. எதிர்காலம் கருதி, புகார் அளிக்க மாணவிகள் முன்வராததால், அந்தப் பகுதியைச் சேர்ந்த ஒருவரிடம் புகாரைப் பெற்று வழக்கு பதிவு செய்து புனிதாவையும் ஜெகநாதனையும் தேடி வருகிறது போலீஸ்" என்றனர்.

கும்பகோணத்தில் கோயிலுக்குச் சொந்தமான இடத்தில் குடியிருந்தவர் வாடகை செலுத்தாமல் பாக்கி வைத்திருந்ததால், கோர்ட் உத்தரவின்படி வீட்டுக்கு சீல் வைக்க அறநிலையத்துறை அதிகாரிகள் சென்றதோடு வீட்டில் உள்ள பொருள்களை வெளியே எடுத்து வைத்தனர். இதைக்கண்ட வீட்டின் உரிமையாளர் அதிர்ச்சியில் இறந்தார். இந்தச் சம்பவம் அப்பகுதியில் பரபரப்பை ஏற்படுத்தியுள்ளது.



கும்பகோணத்தில் பிரசித்திபெற்றது ஆதிகும்பேஸ்வரர் கோயில். இந்தக் கோயிலுக்குச் சொந்தமான இடத்தில் தனசேகரன் என்பவர் சுமார் 70 ஆண்டுகளாக அவரின் தந்தை காலத்திலிருந்து குடியிருந்து வருகிறார். இதற்கு ஆண்டுதோறும் வாடகையையும் கோயில் நிர்வாகத்திடம் செலுத்தி வந்தார். அதன் பிறகு பல ஆண்டுகளாக அவர் வாடகை தொகை செலுத்தவில்லை. இதையடுத்து கோயில் நிர்வாகம் சார்பில் வாடகை பாக்கியைச் செலுத்த வலியுறுத்தி நோட்டீஸ் அனுப்பப்பட்டது. ஆனால், தனசேகரன் வாடகைத் தொகையைச் செலுத்தவில்லை. இதனால், இந்து சமய அறநிலையத்துறையின் மயிலாடுதுறை இணை ஆனையர் கோர்ட்டில் வழக்கு தொடுத்தார். இந்த வழக்கில் கடந்த 2015-ம் ஆண்டு விசாரணை நடத்தப்பட்டது. அப்போது தனசேகரன் வாடகை பாக்கியான 2 லட்சம் ரூபாயை விரைவில் செலுத்துவதாகக் கூறினார். பின்னர் 2016-ம் ஆண்டு 1,37,000 ரூபாய் மட்டும் செலுத்தினார் அதிலும் பாக்கி இருந்தது.

இதன் பிறகு, தனசேகரனிடம் வாடகை பாக்கித் தொகையைக் கேட்டு கோயில் நிர்வாகத்தினர் மீண்டும் நோட்டீஸ் அனுப்பினர். அதற்கு அவர் பதில் தெரிவிக்காததோடு வாடகை தொகையையும் செலுத்தாமலும் இருந்துள்ளார். பின்னர் மயிலாடுதுறை இணை ஆணையர் உத்தரவின்படி, கடந்த ஜூன் 6-ம் தேதி வரை வாடகை பாக்கி 80,000 ரூபாய் செலுத்தாத காரணத்தால் வீட்டை காலி செய்து, அதைப் பூட்டி சீல் வைக்க உத்தரவிட்டார். இதைத்தொடர்ந்து இன்று இந்து சமய அறநிலையத்துறை அதிகாரிகள் போலீஸார் உதவியோடு தனசேகரன் வீட்டுக்குச் சென்றனர். அங்கு வீட்டை சீல் வைக்க வந்த தகவலைக் கூறி வீட்டில் உள்ள பொருள்களைத் தெருவில் எடுத்து வைத்தனர். இதைப் பார்த்துக்கொண்டிருந்த தனசேகரன் திடீரென அதிர்ச்சியில் இறந்தார். இதைக் கண்ட மனைவி மற்றும் உறவினர்கள் கதறி அழுதனர். மேலும், அதிகாரிகளின் இந்தச் செயலைக் கண்டித்து அவர்களையும் முற்றுகையிட்டனர்.

 

பின்னர் தாசில்தார் வெங்கடாஜலம், உறவினர்களிடம் பேச்சுவார்த்தை நடத்தினார். பிறகு வீட்டைக் காலி செய்யும் பணி பாதியில் நிறுத்தப்பட்டது. தொடர்ந்து இறந்துபோன தனசேகரனின் உடல் பிரேத பரிசோதனைக்காக மருத்துவமனைக்கு எடுத்துச் செல்லப்பட்டது. இதுகுறித்து ஆதிகும்பேஸ்வரர் கோயில் செயல் அலுவலர் கவிதா, நிருபர்களிடம் கூறியதாவது, ``இந்த இடம் சின்னம்மாள் என்பவரின் பெயரில் இருந்தது. அதன் பிறகு ராமதாஸ் என்பவருக்கு மாற்றப்பட்டுள்ளது. 2,214 சதுரஅடி பரப்பளவு கொண்ட வீடுடன்கூடிய கட்டடத்தில் மேல் பகுதியைத் தனசேகரன் போக்கியத்துக்கும், கீழ்ப் பகுதியில் கடை நடத்துவதற்கு வாடகைக்கும் விட்டுள்ளார். இந்த இடத்துக்கு ஆண்டுக்கு 24,744 ரூபாய் வாடகையாக செலுத்த வேண்டும். இந்த வாடகையை கட்டாமல் 2016-ம் ஆண்டிலிருந்து பாக்கி வைத்துள்ளதால் இந்து சமய அறநிலையத்துறையைச் சேர்ந்தவர்கள் கோர்ட் உத்திரவின்படி வீட்டுக்கு சீல் வைக்கச் சென்றோம். அப்போது தனசேகரன் இறந்ததால் தற்காலிகமாக இந்த நடவடிக்கையை நிறுத்தியுள்ளோம்’’ என்றார். தனசேகரன் உறவினர்களிடம் பேசினோம், ``இரண்டு ஆண்டுகளாகத் தனசேகரன் சர்க்கரை நோய், சிறுநீரகப் பாதிப்பு ஆகியவற்றால் அவதிப்பட்டு வந்துள்ளார். இதனால் உடல்நிலை பாதிக்கப்பட்டு வீட்டிலேயே சிகிச்சையும் மருந்து மாத்திரையும் உட்கொண்டு வந்துள்ளார். வீட்டுக்கு சீல் வைக்க அதிகாரிகள் வந்தபோது, தனசேகரனின் மனைவி விரைவில் பணம் கட்டுவதாகக் கூறி அதிகாரிகளிடம் கெஞ்சியுள்ளார். அதைக் கேட்காமல் வீட்டுக்குள் இருந்த பொருள்களை எடுத்து வெளியே வைத்ததால் அதிர்ச்சியில் தனசேகரன் இறந்துள்ளார்’’ என்றனர்

பெங்களூரைச் சேர்ந்த சுபாஷினியின் வீட்டுக்கு ஒரு டெலிவரி வந்திருக்கிறது. காலிங் பெல் அழுத்தி, அழைத்த அந்த நபரின் கையில் ஒரு பார்சல். அதில் சுபாஷினியின் கணவர் பெயர் எழுதப்பட்டிருந்தது.




தினம் தினம் புதுப்புது தொழில்கள் வந்துகொண்டேயிருக்கின்றன. அதே வேகத்தில் அத்தொழிலில் ஏமாற்றுபவர்களும் முளைத்துக் கொண்டேயிருக்கிறார்கள். கடந்த சில ஆண்டுகளில் அபரிமிதமான வளர்ச்சியை அடைந்த விஷயம் ஆன்லைன் ஷாப்பிங். காலையில் பல் துலக்கும் டூத் பேஸ்ட்டில் தொடங்கி சாப்பிடும் இட்லி, அணியும் சட்டை, இரவில் தேவைப்படும் கொசுவத்திச் சுருள் வரை இணையத்தில் கிடைக்கின்றன. இதனை டெலிவரி செய்ய ஏராளமான டெலிவரி பாய்ஸ் வீட்டுக்கதவுகளைத் தட்டுவது வழக்கம். இதிலும் ஏகப்பட்ட முறை ஏமாற்றுவது தொடர்ந்து நடந்து வருகின்றன. அதில் ஒருவகை மோசடியைப் பற்றியதுதான் இந்தக் கதை.

சென்ற வாரம் ட்விட்டரில் சுபாஷினி என்பவர் இதைப் பகிர்ந்திருந்தார். பெங்களூரைச் சேர்ந்த சுபாஷினியின் வீட்டுக்கு ஒரு டெலிவரி வந்திருக்கிறது. காலிங் பெல் அழுத்தி, அழைத்த அந்த நபரின் கையில் ஒரு பார்சல். அதில் சுபாஷினியின் கணவர் பெயர் எழுதப்பட்டிருந்தது. அதைத் தவிர வேறு எந்தத் தகவலும் அந்த பார்சலில் இல்லை. பார்கோடு, சீல் என எதுவுமே இல்லாததால் சுபாஷினிக்குச் சந்தேகம் வந்தது. ``எந்த கொரியர்” என்ற கேள்விக்கு ``ப்ளூ டார்ட்” என்றிருக்கிறார் வந்தவர். கொரியருக்கான ரசீதை சுபாஷினி கேட்க, வந்தவர் பார்சலைத் திருப்பிக் கேட்டிருக்கிறார். ``ஆபீஸ்ல வந்து பார்சலை வாங்கிக்கோங்க” என அவர் சொல்ல, சுபாஷினி பார்சலைத் திருப்பித் தரவில்லை.

அந்த நேரம் சுபாஷினியின் மகன் வீட்டுக்குள் வந்திருக்கிறார். அவரிடம், அவர் தந்தை ஏதாவது ஆன்லைனில் ஆர்டர் செய்திருக்கிறாரா எனக் கேட்கச் சொன்னார். வீட்டில் ஆட்கள் இருக்கிறார்கள் என்பதை உணர்ந்த அந்தப் போலி டெலிவரி பாய், ``பார்சலைக் கொடுங்க” என மீண்டும் அவசரப்பட்டிருக்கிறார். ``ஐ.டி கார்டைக் காட்டுங்க” என சுபாஷினி கேட்க, அதை எடுப்பது போல் தன் பைக்கை நோக்கிச் சென்றிருக்கிறார். சில வீடுகள் தள்ளி நிறுத்தியிருந்த பைக்கை எடுத்துக்கொண்டு சிட்டாகப் பறந்துவிட்டார் அந்த `டெலிவரி பாய்’. வண்டி எண்ணை யாரும் பார்த்துவிடக் கூடாது என்பதற்காகவே சிறிது தூரம் தள்ளி நிறுத்தியிருக்கிறார்.

சுபாஷினி வீட்டில் யாரும் `கேஷ் ஆன் டெலிவரி' மூலம் ஆர்டர் செய்ய மாட்டார்கள் என்பது தெரிந்ததால் சிக்கலில் மாட்டாமல் தப்பித்திருக்கிறார். ஒருவேளை பணம் கொடுத்திருந்தால், அது வீணாகியிருக்கும். சுபாஷினியின் பயம் அது கூட இல்லை. ``பணம் எடுக்க உள்ளே போயிருந்தால், அந்தச் சமயத்தில் அந்த நபர் அத்துமீறி வீட்டுக்குள் நுழையும் ஆபத்துமிருக்கிறது” என்கிறார். ட்விட்டரில் பெங்களூரு காவல்துறையிடமும் இதைப் பற்றி புகார் தெரிவித்திருக்கிறார்.
 


சுபாஷினிக்கு நடந்த விஷயத்தை எனக்குத் தெரிந்த ஒரு டெலிவரி பாயிடம் சொன்னேன். இது போல பல புகார்கள் அவர்கள் அலுவலகத்துக்கும் வருவதாகச் சொன்னவர், அதன்பின் சொன்னதுதான் அதிர்ச்சி.

``நாங்க டெலிவரிக்குப் போறதுக்கு முன்ன வேற யாரோ வந்து காலி பாக்கெட்ட கொடுத்து காசு வாங்கினதா ஒரு சிலர் சொல்லிருக்காங்க” என்றார். நடப்பது இதுதான்.

டெலிவரிக்கு வரும் காஸ்ட்லியான பொருள்களின் தகவல்களை அவர்கள் அலுவலகத்தில் இருக்கும் சிலரே வெளியே சொல்கிறார்கள். இப்போது நாம் சாம்சங் மொபைலை கேஷ் ஆன் டெலிவரியில் ஆர்டர் செய்திருக்கிறோம் என்றால், அந்தத் தகவல் மட்டும் போதும். நம் வீட்டுக்கு வந்து ``சாம்சங் மொபைல் வந்திருக்கிறது... 19,999” எனக் கேட்டால் நாம் தந்துவிடுவோம். அவர் போன பின்புதான் பாக்கெட்டில் ஒன்றுமே இல்லை என்பது நமக்குத் தெரியவரும். நாம் ஆர்டர் செய்த அந்த ஆன்லைன் நிறுவனத்திடம் புகார் தெரிவித்தாலும் பயனில்லை. ஏனெனில் நடந்ததற்கும் அவர்களுக்கும் எந்தத் தொடர்புமில்லை.

உருளைக்கிழங்கை ஒருமுறை சமைத்து ஃப்ரிட்ஜில் வைத்துவிட்டு, தேவைப்படும்போது சாப்பிடும் பழக்கம் பலருக்கு உண்டு. அப்படிச் செய்யும்போது சமைத்த உருளைக்கிழங்கில் உள்ள பாக்டீரியாக்கள் அதிலேயே தங்கி விட வாய்ப்புகள் உள்ளன. இதன் காரணமாக நச்சுத் தன்மை உள்ளதாக மாறிவிடும்; வாந்தி, குமட்டல், உடல்நல பாதிப்பு எல்லாம் ஏற்படும்.

*சமையல் எண்ணெய்*

எந்த வகை சமையல் எண்ணெயாக இருந்தாலும், அதைத் திரும்பத் திரும்ப சூடுபடுத்திப் பயன்படுத்தக் கூடாது. அந்த எண்ணெயின் அடர்த்தி அதிகரித்து, பயன்படுத்த முடியாத நிலைக்குத் தள்ளப்பட்டுவிடும். இது புற்றுநோய், இதய நோய்கள் ஏற்படக் காரணமாகவும் அமையும்.

பீட்ரூட்டும் கீரை வகைகளைப் போல நிறைய நைட்ரேட்ஸை உள்ளடக்கியது. அதனால் பீட்ரூட்டையும் மீண்டும் சூடுசெய்து பயன்படுத்தக் கூடாது.

அண்ணா சாலை ஸ்பென்சர் அருகே நடந்த சாலை விபத்தில் தனது மகளுக்கு திருமணம் ஆக 20 நாட்கள் இருந்த நிலையில் அழைப்பிதழ் வைக்க மகனுடன் சென்ற தாய் விபத்தில் உயிரிழந்த சோகம் தெரியவந்துள்ளது.

ஒரு நொடி தாமதமாகச் சென்றிருந்தால் மொத்த குடும்பத்தினரின் சந்தோஷமும் பறிக்கப்பட்டிருக்காது. சில நொடிகளில் நடந்த அந்தக் கோர விபத்து ஒரு குடும்பத்தில் ஒட்டுமொத்த மகிழ்ச்சியையும் பறித்துச்சென்றுவிட்டது. விபத்து வழக்கமானதுதான் என்று எண்ணிக் கடக்க முடியாத அளவுக்கு இந்த விபத்து பெரும் சோகத்தை ஏற்படுத்தியுள்ளது.

அண்ணா சாலை ஸ்பென்சர் சிக்னல் அருகே அண்ணா சாலையிலிருந்து பக்கவாட்டு வழியாக ஜிபி சாலைக்கு செல்ல வலதுபுறமாக 24 ஆயிரம் லிட்டர் தண்ணீர் கொள்ளளவு கொண்ட டாரஸ் வகை லாரி வேகமாகச் சென்றது. அப்போது பக்கவாட்டிலிருந்து கிளப் அவுஸ் சாலையிலிருந்து எத்திராஜ் கல்லூரி நோக்கி வேகமாக தனது தாயாரை பின்புறம் அமர்த்தியபடி இளைஞர் மகேஷ் தனது இரு சக்கர வாகனத்தில் வந்துள்ளார்.

சில நொடிகளில் இருவரில் யார் பக்கம் தவறு என்பதைத் தீர்மானிக்கும் முன்னர் அந்தக் கோர விபத்து நிகழ்ந்தது. அருகில் உள்ள வாகன ஓட்டிகள், சாலையில் செல்வோர் அய்யோ என்று அலற ஓட்டுநரின் கட்டுப்பாட்டையும் மீறி லாரி இருசக்கர வாகனத்தின் மீது மோத, வாகனத்துடன் லாரியின் அடியில் சிக்கிய நிர்மலாவும், அவரது மகன் மகேஷும் லாரியின் சக்கரத்தில் சிக்கி நொடியில் உயிரிழந்தனர்.

அக்கம் பக்கத்தினரை அதிர்ச்சியில் ஆழ்த்திய இந்தக் கோர விபத்து நிர்மலா குடும்பத்தில் அடுத்த மாதம் நடக்கவிருந்த சந்தோஷமான நிகழ்வையே சோகமாக்கி விட்டது. சேத்துப்பட்டு லோகாம்பாள் தெருவில் வசிப்பவர் தட்சிணாமூர்த்தி (56). இவரது மனைவி நிர்மலா (52). இவர்களுக்கு நாகராஜ், மகேஷ் என்ற 2 மகன்களும், ஹேமமாலினி என்ற மகளும் உள்ளனர்.

மூத்த மகன் பி.ஈ பட்டதாரி, இளைய மகன் மகேஷ் ஐடிஐ முடித்திருந்தார். மகள் ஹேமமாலினி எம்.ஏ.படித்துள்ளார். ஹேமமாலினிக்கு வரன் பார்த்து வந்த நிலையில் திருவள்ளூர் மாவட்டம் கொள்ளுமேடு பகுதியைச் சேர்ந்த ராஜ்சேகரன் என்பவரது மகன் ஹேமசுராஜ் (எ) சுராஜ் என்பவருக்கும் திருமணம் பேசி முடிக்கப்பட்டது. ஆவடியில் உள்ள திருமண மண்டபத்தில் அடுத்த மாதம் 18-ம் தேதி திருமணம் நடக்க இருந்தது.

இதற்காக தட்சிணாமூர்த்தி குடும்பத்தினர் உறவினர்களுக்கு திருமணப் பத்திரிகை கொடுத்து வந்ததனர். இந்நிலையில் சிலருக்கு அழைப்பிதழ் வைக்கவேண்டி இருந்ததால் நிர்மலா தனது இளையமகன் மகேஷை அழைத்துக்கொண்டு அண்ணாசாலைக்கு வந்தார். பின்னர் வீடு திரும்பும் போதுதான் ஸ்பென்சர் அருகே கோர விபத்தில் சிக்கினர்.

மகளுக்குத் திருமணம் நடக்க 25 நாட்களே இருக்கும் நிலையில் மனைவி மற்றும் இளைய மகனை விபத்தில் பறிகொடுத்த தட்சிணாமூர்த்தி மற்றும் குடும்பத்தினர் வாழ்வில் இந்த விபத்து தீராத சோகத்தை ஏற்படுத்திவிட்டது. நிர்மலா குடும்பத்தாருக்கு நேர்ந்த இந்தக் துயரத்தை கண்டு உறவினர்கள் அதிர்ச்சியடைந்துள்ளனர்.

ராஞ்சி: கடந்த நிதியாண்டில் அதிகளவு வருமான வரி செலுத்தியவர் என்ற பெருமையை இந்திய அணி மாஜி கேப்டன் தோனி பெற்றுள்ளார்.
இந்திய அணியின் கேப்டனாக இருந்த தோனி, கடந்த 2016-ம் ஆண்டு டி20 மற்றும் ஒருநாள் அணியின் கேப்டன் பதவியில் இருந்து விலகினார். இருந்தபோதிலும், அதிகமான விளம்பரங்கள், நிறுவனங்களுடன் ஒப்பந்தங்கள் போன்றவற்றின் மூலம் தோனிக்கு ஆண்டுக்குக் கோடிக்கணக்கில் வருமானம் வந்தது. அந்த வகையில் கடந்த 2016-17-ம் ஆண்டு எம்.எஸ். தோனி முன்தேதியிட்ட வருமான வரியாக ரூ.10.50 கோடி செலுத்தியுள்ளார்.

The State has seen a steady increase in enrolment in colleges but are students enjoying the experience? In the last three years, according to a reply to a question in the Lok Sabha by Union Minister of State for Human Resource Development Satya Pal Singh, there has been a steady increase in the number of incidents of ragging across the country.

In Tamil Nadu, from just 25 incidents of ragging in 2015, 43 were recorded last year.

In 2015, a B.Tech student of Sathyabhama University committed suicide, leaving behind an eight-page note that complained of ragging. But the police maintained that the parents had not complained to the anti-ragging cell.

In 2016, a student of Vyasa College in Masanaickenpatti, Salem, attempted suicide but the college management maintained that the student’s family did not lodge a complaint. Periyar University authorities said they had urged the college to follow University Grants Commission’s anti-ragging guidelines.

A student of Coimbatore Medical College petitioned the anti-ragging cell in New Delhi to protect his juniors from ragging.

His petition led to the then dean of the college allocating a separate block for first-year students.

N. Pasupathy, general secretary of the Association of University Teachers, said anti-ragging measures are strictly enforced in colleges and inspections are carried out. But student activists say ragging shows up when social and economic differences are stark among students.

“You will come across ragging by seniors of juniors in sports hostels. It occurs where there is obvious difference in social and economic backgrounds of students,” says G. Niruban, Students Federation of India’s State Joint Secretary.

According to him, ragging rears its ugly head more frequently in self-financing colleges and deemed universities. Insufficient hostel wardens and the clustering of students of the same community brings about clashes.

“Students of a certain community or caste tend to huddle together and bond. Students from the same district prefer to remain within their group,” he adds.

The Madras High Court on Tuesday set aside the conviction as well as death sentence imposed by a trial court on 24-year-old P. Manikandan for having allegedly murdered a four-year-old girl child in Tiruvannamalai on June 13, 2013 due to a personal enmity with her father over repaying the loans that he had taken from him.

Allowing a criminal appeal filed by the convict, a Division Bench of Justices S. Vimala and S. Ramathilagam agreed with Senior Counsel N.R. Elango that a Mahila Court in Tiruvannamalai had casually convicted and awarded capital punishment to the appellant though there was hardly any evidence to connect him with the offence.

The Bench ordered a Central Bureau of Investigation probe into the murder of the child to find out the real perpetrators of the crime within three months.

If the present appellant was found to be guilty even in the second round of investigation, it would be open to the prosecution to proceed against him in accordance with law.

Penning the judgment for the Bench, Ms. Justice Vimala said there was a strong dividing line between ‘may be true’ and ‘must be true’ since the former was represented by conjectures and the latter by concrete conclusions. It was not proper on the part of the trial court to have awarded death penalty by ignoring such a dividing line.

‘Circumstantial evidence’

The judge pointed out that the entire case of the prosecution rested on circumstantial evidence which did not support the hypothesis “that it is only this accused and this accused alone” who committed the murder. If the trial court was agonised over the death of the child, it should have ordered further investigation instead of awarding death.

“When more power is exercised, more caution is essential. Judging can be done only on the basis of legal evidence... This is a case where there is no evidence at all. Still, death penalty has been handed down in a very casual manner probably out of over enthusiasm and zeal to stray into irrelevant considerations other than those sanctioned by the highest court of the land.

“Capital punishment would evoke an awe and send shock waves only when it is based on truth and evidence. It would lose its sanctity and severity when it is perverse and peddled frequently by every other trial court for fear of indictment from outside sources,” Ms. Justice Vimala observed.

Four commuters on the footboard of an overcrowded suburban train were killed, and five others injured on Tuesday after they hit a concrete fence abutting a platform at St. the Thomas Mount station in Chennai.

Three of the victims, who died on the spot, have been identified as Bharat, 17, who was studying in Pozhichallur, Shiva, 19, a student of B.Com in Pallavaram, and Naveen, an employee with a private firm in Chengalpattu. The fourth victim died enroute to hospital.

Rush hour tragedy

The incident occurred during rush hour at about 8.25 a.m. when the Chennai Beach-Tirumalpur slow train (40701) was entering the St. Thomas Mount station. Many passengers were travelling on the footboard of the crowded train. Many were hanging onto the right side of the first compartment, hoping to alight quickly on Platform 2, the train’s usual slot in the station.

However, due to an over-head cable fault at Kodambakkam station around 7.30 a.m., trains were delayed, and diverted to other platforms. The 40701 local was diverted to Platform 4, the track for express trains with a single platform only on the left side.

Describing the accident, a police officer said, “The concrete fence is at the edge of Platform 3 and when the train entered the platform, the commuters on the footboard on the first coach hit the fence and fell. Three of them died on the spot.”

Monday night accident

Incidentally, two passengers died in a similar manner at the same spot on Monday night, police said.

Police also suggested that a few passengers might have fallen off the train after their backpacks got entangled in the concrete fence. The injured were rushed to the Rajiv Gandhi Government General Hospital and Royapettah Government Hospital.

Inadequate services force commuters to travel on footboard

One commuter slips to death from the footboard of an overcrowded suburban train in Chennai and neighbouring Kancheepuram and Tiruvallur districts every fifth day. Those who are lucky survive, but lose a limb or worse. Every day, the Railway Protection Force (RPF) fines 22 people for footboard travel.

After the Tamil Nadu government raised bus fares in January, there has been an average increase of 10 lakh unreserved passengers in the Chennai division. But these have not been enough to convince Southern Railway officials to increase the number of suburban train services.

Commuters, in coaches packed to the rafters, risk their lives every weekday to make the most of the few services on the Chennai-Chengalpet-Tirumalpur line. Nothing lays bare more their helplessness than the fact that even after six commuters died on Tuesday morning while on the footboard at the St Thomas Mount station, trains bursting at the seams — with commuters and their bags dangling — sped past the same spot. The 739 awareness campaigns conducted by the RPF in 2018 against footboarding had no effect because commuters whose salaries are on the line, or students who can barely afford share autos or cabs, have no other option but travel worse than “cattle class”.

Railway officials though pin the blame on the commuters. “It is their mistake if they are footboarding. They should avoid it,” is the refrain.

Urbanisation beyond Tambaram and proliferation of IT companies near Chengalpet keep the suburban trains overcrowded during peak hours on the Chennai-Chengalpet-Tirumalpur line. “Even middle-aged women dangle from the trains,” said N Karthik, a regular commuter from Mambalam to Vandalur. Commuters said the solution lay in more services. But even if the railway wants to do so till Chengalpet, it cannot.

At present, there are two dedicated lines for suburban trains from Beach to Tambaram, but from there on there are only two tracks which accommodate suburban, freight and express trains. The railway board had sanctioned a project to lay a third line between Tambaram and Chengalpet in 2015, but it is moving at snail’s pace due to land acquisition issues which the state government has done precious little to resolve. Laying a fourth line will help railways double the number of suburban services, but the agency wants the Tamil Nadu government to partner for the fourth line for which there has been no response, said officials.

Railway officials said the current arrangement suited them as running more trains would give additional headache on maintaining punctuality, which they are currently struggling with. The step-motherly treatment towards suburban network is also because it is a loss making venture recovering only 50% of its costs.

The cement fence separating platform 3 and the track at St Thomas Mount Railway Station has accounted for at least 10 deaths in the last one month, say railway sources. All those killed were leaning out while travelling on the footboard and were hit by the fence, they added. Almost all of them were youngsters, including a youth in his 20s returning home after his first day at work.

Apart from the four commuters killed on Tuesday morning, two died on Monday evening, the incident being similar to the one on Tuesday, when the Chennai Beach-Chengalpet fast local sped through St Thomas Mount without stopping. The train on Tuesday was a slow service and stopped. Another youngster died last Wednesday, while a few others died last month, say sources.

Slow suburban trains generally stop at platforms 1 and 2 at the station. Platform 3 is a virtual island, separated from platform 4 by a track. Not used by passengers on a regular basis, speeding ex trains and fast local trains w past these platforms. “For the Chennai suburban train network, the SOD is 2.1351 metres. The structure at St Thomas Mount station was well beyond this distance. It was safe,” the official said. This means the entire body of each of the commuter including hands and their shoulder bags could have been outside the train during the run, causing them to get entangled with the fence.

Former chief operations manager of Southern Railway Abraham Jacob said there were safety clearances for larger structures that come near railway tracks, calling for a wholesome safety review.

A senior official echoed these views, stating that the railways designed coaches for regular travellers and not for a ‘dense crush load’ which would account for footboard travellers.

“It is time to review the safety clearances in the design on suburban sections,” he said.

Accidents claiming lives of suburban train passengers travelling on footboard have been happening with alarming regularity. Besides increasing the number of tracks and frequency of trains to reduce rush, the railways should introduce doors in all trains.

While the new rakes have to be manufactured with automatic doors, the old ones can be retrofitted. It is a costly proposition, but nothing can be costlier than so many lives.

Indian Railways’s suburban network has been operating with a minimum ticket of ₹5 for 20km for several years. Instead of blaming on losses the suburban services make, the railways should increase fares and lobby for better budgetary allocation for urban mass transport.

Almost six months after a 28-year-old man was sentenced to death for the abduction and murder of a fouryear-old girl in Tiruvannamalai by a trial court, the Madras high court on Tuesday set aside the order and acquitted the accused of all charges.

This apart, a division bench of Justice S Vimala and Justice S Ramathilagam also remanded the case to CBI for re-investigation.

According to the prosecution, Manikandan, who was an acquaintance of the girl’s family, had picked her up from school on June 13, 2013, and murdered her to take revenge on her father who had allegedly abused him for not returning a loan. Finding the accused guilty, Tiruvannamalai fast track mahila court sentenced him to death.

When the reference came up before the bench, it termed the judgment as ‘poor’ and said, “Only in rarest of rare cases, even after establishment of case by the legal evidence, awarding of death penalty is permissible. This is a case where there is no evidence at all. Still, death penalty was handed down in a very casual manner, probably out of an over-enthusiasm and zeal to stray into the irrelevant considerations other than those sanctioned by the highest court of the land.”

High court allows filing of I-T returns without Aadhaar

The Madras high court on Tuesday allowed nine petitioners to file income tax returns manually without quoting Aadhaar or Aadhaar enrolment number for the assessment year 2018-19.

A division bench of Justice M M Sundresh and Anand Venkatesh passed the interim order noting that since the constitutional validity of the Aadhaar itself was yet to be decided, the petitioner could be allowed to file returns without Aadhaar.

“If the Supreme Court decides to uphold the constitutionality of Aadhaar, then the petitioners would have to file revised return quoting Aadhaar,” the bench said.

According to the petitioners, in view of a series of Supreme Court orders, Aadhaar remains a purely voluntary scheme under the Aadhaar Act.

“On December 15, 2017, the Supreme Court extended the last date by which Aadhaar should be linked with PAN till March 31, 2018. Subsequently the interim order was extended till the date of pronouncement of final judgment,” the petitioners said.

In view of the interim order, the Central Board of Direct Taxes (CBDT) issued an order and extended the last date of linking Aadhaar with PAN from March 31 to June 30. Later it was further extended to March 31, 2019.

While the fact being so, the income tax department “cannot compel us to provide Aadhaar details while filing returns”, the petitioners contended.

SC asks search panel to continue work

The Supreme Court on Monday restrained the Tamil Nadu government from appointing a new Vice- Chancellor for Madurai Kamaraj University, but allowed the Search Committee to go ahead with its proceedings to find a suitable candidate for the post.

A Bench of Justices A.K. Sikri and Ashok Bhushan scheduled the case for detailed hearing on August 6.

‘Case fabricated’

The Bench was hearing an appeal filed by P.P. Chellathurai, whose appointment as VC was set aside by the Madras High Court on June 14 for the reason of procedural violations under the Madurai Kamaraj University Act of 1965.

Senior advocate Mukul Rohatgi, for Mr. Chellathurai, said the High Court decision was erroneous and there was no evidence to even suggest his client’s alleged involvement in any criminal case. Mr. Rohatgi argued that the case against Mr. Chellathurai was fabricated and the probe had cleared him.

The High Court had set aside the appointment and ordered constitution of a new search committee (comprising Senate, Syndicate and Chancellor nominees) for selecting a panel of three names for the appointment of the Vice-Chancellor.

Recommendation

The new search committee was directed to make its recommendations in accordance with the Madurai Kamaraj University Act of 1965 and all other applicable statutes after due deliberation and consultations among its members and the convenor, and gave liberty to Mr. Chellathurai to apply if he wished to. The court had directed the Search Committee to evaluate his application uninfluenced by the present proceedings.

MBBS admissions: Counselling for management seats on Jul 30

The state health department will conduct counselling for MBBS/BDS admission to 516 management quota seats in self-financing colleges including Vellore-based Christian Medical College for two days from July 30.

This is the first time CMC will take part in the state’s single window counselling where admissions will be based on NEET scores. However, CMC will admit only 12 students in the open category and reserve 84 for those referred by a network of churches and three students from the SC/ST category. Other colleges have surrendered between 35% to 50% of their seats.

In a related development, the Directorate General of Health Services is yet to announce dates for the round 2 of counselling. Counselling was put on hold after the Madurai bench of the Madras high court directed the CBSE to award a grace mark of 196 to all students who appeared for NEET 2018 in Tamil after it found that 49 questions were either wrong or unclear. By the time verdict was stayed by the apex court, another court in Nagpur ordered stay.

The DGHS webpage is yet to announce fresh dates for counselling and has advised candidates to keep checking the official website for latest updates.

State state selection committee secretary Dr G Selvarajan said intimation regarding the reschedule of second phase of counselling will be announced if the DGHS returns vacant all-India quota seats in government colleges. “We filled all government quota seats in round1,” he said.

Arrange separate counselling for Tamil NEET students, says NGO

In view of the Supreme Court stay and notice on the NEET Tamil paper, Tech4All, an NGO, has demanded for a separate round of counselling for affected students to give them a fair chance at admissions and for a committee to be formed with stakeholders concerned.

The NGO said for the top bunch of students who wrote the Tamil paper and who would have originally been eligible for the first round of counselling, additional seats could be created. “Even if five to 10 seats for 30 colleges in the state can be created, they could try accommodating the top eligible students who would miss out on a fair chance of admissions. A separate counselling must be held for these students,” said founder of the NGO Ramprakash.

A private college at Dharapuram taluk in the district allegedly cheated 49 students by admitting them in BEd course despite its affiliation having lapsed two years ago.


Because of this, the students were unable to write their annual examinations. The college was not ready to provide original educational certificates to the students who wanted to join another college. Many submitted a petition before the district administration seeking action against the institution on Monday.

A senior TN Teachers Education University official said since the matter is before the court, they could not comment on it. But the official said the university has cancelled the affiliation after it found that the college did not conduct classes regularly and the students who studied in the previous years took advantage of it.

Days after the dream of becoming a doctor of an 18-year-old Jawadhu girl, was brought to life due to efforts of the district administration and sponsors, Sumithra was given a grand farewell at the Tiruvannamalai collectorate on Monday.

Sumithra was given her first white coat and a stethoscope by the district collector during the farewell.

Sumithra, the child of a farmer, hails from an impoverished family and had always wanted to pursue medicine. After her dream was brought to light in a report by TOI, collector K S Kandasamy sought help from sponsors and collected a donation of ₹10 lakh. He also ensured the remaining fees for her medical course was covered by a scholarship.

The girl, who managed to secure 973 and 135 marks in HSC and NEET 2018 examinations, secured a dental seat under management quota at a private medical college in Cuddalore after Kandasamy approached officials in the directorate of medical education (DME). Speaking to TOI, Sumithra’s father Manickam said, “After the college administration demanded an annual fee of ₹4.5 lakhs, we were dejected. News from the collector to fund my daughter’s studies came as a huge relief. We are grateful to him and other donors.”

Echoing her father, Sumithra expressed gratitude to the collector and other donors and said, “My aim is to serve the tribal and impoverished villagers of Jawadhu hills.”

In a bid to cut down use of plastic bags, restaurants in Tuticorin are making some model offers.

One has started giving sambar in small stainless steel vessels to those who bring their own dabbas to buy breakfast dishes. Owner of Hotel Saravanas on Thevarpuram Road, A Senthil Arumugam, 50, who is an active member of a voluntary organisation planting trees in the city for the past five years, realised that planting trees alone would not save the environment.

Arumugam, the president of the Hotel Owners’ Association, says he was inspired by another restaurant to motivate customers to shun plastic carry bags. He said Banu Bridhavan Hotel announced 10% discount a couple of days ago on any food item for customers who bring their own vessels to take away food. Arumugam wanted to introduce something just as novel to motivate his customers to shed their dependence on polythene carry bags.

“From breakfast to dinner, around 250 people visit my restaurant,” he said. “For breakfast, people prefer idly or pongal. We announced that those who bring vessels to buy idly and pongal will be get sambar in a 250ml stainless steel container. It costs ₹2,800 for a package of 100 pieces of vessels (₹28 a piece). I plan to go on with this offer for a few days,” he said. Arumugam also plans to extend this scheme to another hotel in the city.

After yrs of delay, govt gives nod for property tax hike

The state government has given its nod to urban local bodies— the Greater Chennai Corporation, 11 other municipal corporations, 124 municipalities and 528 town panchayats— to effect revision of property tax with effect from April 1, 2018.

Municipal administration and water supply department issued an order in this regard on Thursday. The proposed revision of property tax will not be more than 50% for residential buildings and not more than 100% for rented residential and non-residential buildings. “Necessary guidelines for the general revision of property tax will be issued by the commissioner of municipal administration, commissioner of the GCC and director of town panchayats separately by following the stipulated guidelines,” the order said.

As per relevant laws, the local bodies should have effected revision of tax every five years. But to appease the electorate and owing to poor fiscal management, the policymakers have not revised property tax for years. For instance, Chennai Corporation has not seen any revision since 1998. Other corporations and municipalities had their last revision in 2008. The last revision was in the range of 25% to 150% for residential and commercial properties. Thanks to the court intervention, the heads of the departments requested the government in June and July seeking orders to carry out general revision of tax in the urban local bodies.

A division bench of the Madras high court recently directed the state government to take a decision regarding the proposals within two weeks and report to the court at the time of next hearing. The case is coming up again on August 3. “The previous revision should have taken place in 2013, but the government could not do it owing to various reasons. This time there will be attempts to rationalise the differences to a large extent,” said a senior government official. As regards Chennai, the disparity between the expanded areas annexed to the local body and the core areas would be resolved, the official said.

Insiders say a large chunk of property tax goes towards salaries and administrative expenditure, and the local bodies are left to wait for government grants and Central assistance to meet capital expenditure. For instance, Chennai Corporation collected ₹720 crore property tax from more than 12 lakh assesses last year, but the capital expenditure was around ₹2,034 crore.

With as many as 2.1 lakh assessments across 65 wards of Trichy, the civic body maintained that the proposed revision in property tax is much needed for them to maintain Tamil Nadu’s cleanest city, as per Swachh Survekshan 2018 (cleanliness survey). “Electricity tariff has seen a steep hike in the past 10 years, and expenditure such as salary and pension benefits has been adding to our burden. Though 50% to 100% hike in property tax is hefty, it is needed for seamless operations

of civic bodies,” a senior official in Trichy Corporation said. The civic body charges between ₹1.34 and ₹2.30/sqft for residential buildings while for commercial buildings, the present tax slab is between ₹4.01 and ₹6.87/sqft.

Madurai corporation commissioner Aneesh Sekhar said the move would help the local body implement many welfare schemes. “It has been ten years since the last revision. A huge increase in expenditure in the meantime has affected developmental activities,” Sekhar said.

‘No bar on candidates from open schools enrolling as lawyers’

A full bench of Madras high court has ruled that there is no bar on law graduates who had cleared their Class 10 and 12 board exams as private candidates, to be enrolled as advocates.

The bench comprising Chief Justice Indira Banerjee, Justice R Subbaiah and Justice Abdhul Quddhose, passing orders on a batch of petitions on Monday, said that if it was the Bar Council’s intention that for admission to 3-year LLB courses, a candidate should obtain secondary school certificate and senior secondary school certificate through regular course, the Legal Education Rules would have specifically provided so.

The bench, however, made it clear that those who obtain graduate degree through an Open University system without having the basic qualification — Class XII certificates — or equivalent from a board authorized to confer such certificates, cannot get admission. The Bar Council of India, in its wisdom, framed the Legal Education Rules making a regular graduate degree from a university, mandatory eligibility criteria. The issue pertains to a batch of pleas moved by candidates whose enrolment applications were withheld by the Bar Council of Tamil Nadu and Puducherry as they had completed their schooling privately, but had successfully completed law degree under a university recognised by the Bar Council .

AI flight grounded after bird hit at Chennai airport

A Singapore-Chennai Air India flight with 172 passengers was grounded at Chennai airport on Monday after taking a bird hit while coming in to land.

The flight made a safe landing. The Dreamliner aircraft was gliding down at 400feet over Officers Training Academy, to touch down on the Guindy-end of the main runway, when the bird strike took place at 10.25am. The pilot reported the strike to the air traffic control.

Inspections showed a dent on the nose of the plane but no damage to the weather radar within the nose dome (radome), an airport official said.

The airline was trying to repair the jet to have it cleared for flight by later night. “The airline is bringing equipment from Mumbai by an evening flight for the repairs,” the official said. Air India had to cancel its Chennai-Singapore flight scheduled at 11.30am and accomodate passengers on other aircraft.

AAI has been trying to minimise bird hits by discussing with the local bodies around the airport.

“Indiscriminate garbage disposal is the main reason for birds near the airport,” the official said. “Repeated requests have been made to the local bodies to keep the areas clean on the flight path.”

கடந்த சில நாள்களாக தமிழகம் முழுவதும் பெரும் அதிர்வலைகளைக் கிளப்பியிருந்தது சத்துணவு சமையலர் பாப்பம்மாள் விவகாரம். இந்நிலையில் இன்றைய தினம், அவரது இல்லத்தில் அனைவருக்கும் விருந்து சமைத்து பரிமாறிய நிகழ்வு நெகிழ்ச்சியை ஏற்படுத்தியிருக்கிறது.

திருப்பூர் மாவட்டம் அவிநாசியை அடுத்துள்ள திருமலை கவுண்டம்பாளையத்தை சேர்ந்தவர் பாப்பம்மாள். கடந்த 12 வருடங்களாக அரசு பள்ளியில் சத்துணவு சமையலராகப் பணியாற்றி வரும் இவருக்கு, சமீபத்தில் தன் சொந்த ஊரில் உள்ள அரசுப் பள்ளியிலேயே பணியிட மாற்றம் கிடைத்தது. ஆனால், சமையலர் பாப்பம்மாள் பட்டியலின சமூகத்தைச் சேர்ந்தவர் என்ற ஒரே காரணத்துக்காக, அவரை அந்த பள்ளியில் படித்து வரும் மாணவர்களுடைய பெற்றோர்கள் சத்துணவு சமைக்க விடாமல் தடுத்தனர். இதனால் அரசு அதிகாரிகள், சமையலர் பாப்பாளை அவர் இதற்கு முன்பு பணியாற்றிய பள்ளிக்கே திருப்பியனுப்பினர். இந்த சம்பவம் தமிழகம் முழுவதும் பெரும் சர்ச்சையை கிளப்பியது. அனைத்து தரப்பிலும் விவாதப்பொருளாக மாறியது. பாப்பாளை பணியாற்ற விடாமல் செய்த ஆதிக்க சக்திகளை எதிர்த்து கண்டன ஆர்ப்பாட்டங்கள் நடத்தப்பட்டன. அதனைத்தொடர்ந்து சமையலர் பாப்பம்மாளுக்கு வழங்கப்பட்ட பணியிட மாற்றத்தை ரத்து செய்துவிட்டு, மீண்டும் திருமலைக் கவுண்டம்பாளையம் அரசுப் பள்ளியிலேயே பணியாற்ற திருப்பூர் மாவட்ட நிர்வாகம் உத்தரவு பிறப்பித்தது.



இந்நிலையில், சாதிய அடக்குமுறைக்கு எதிராகப் போராடி வரும் பெரியார் அமைப்புகள் சார்பாக இன்றைய தினம் சமையலர் பாப்பம்மாள் இல்லத்தில் மதிய விருந்து உண்ணும் நிகழ்வுக்கு அழைப்பு விடுக்கப்பட்டு இருந்தது. திருப்பூர் மாவட்டத் தந்தை பெரியார் திராவிடக் கழகம் சார்பில் அதற்கான ஏற்பாடுகள் செய்யப்பட்டன. அதன்படி, இந்நிகழ்வில் அந்த அமைப்பின் தலைவர் கு.ராமகிருஷ்ணன் மற்றும் மருத்துவர் எழிலன் உள்பட தமிழகத்தின் பல்வேறு மாவட்டங்களில் இருந்து 250-க்கும் மேற்பட்ட இளைஞர்கள் கலந்துகொண்டனர். இதனால் இன்றைய தினம் காலை முதலே சமையலர் பாப்பம்மாளின் இல்லம் விழாக்கோலத்தில் காட்சியளித்தது. மிகுந்த மகிழ்ச்சியோடு, தன் கைப்பட சமைத்த உணவை, அனைவருக்கும் பரிமாறி ஆனந்தமடைந்தார் சமையலர் பாப்பம்மாள்.
