வான் மேகங்களே வாழ்த்துங்கள்... சுற்றுலா பயணிகளுக்கு காத்திருக்கும் ஏற்காடு!

வரலாறு காணாத வெயில்...ஒவ்வொரு வருடமும் கோடைக்கு நாம் கொடுக்கும் அடைமொழி இது. கோடை வெயிலில் வாடி வதங்கும் மக்களை வரவேற்கக்காத்திருக்கின்றன குளிர்ச்சி மிகுந்த மலைகள். பிளஸ் 2, 10-ம் வகுப்பு பொதுத் தேர்வுகள் முடிந்து, கோடை விடுமுறை தொடங்க உள்ள சூழலில், மலைவாசஸ்தலங்களை நோக்கிப் படையெடுக்கத் தயாராகிவிட்டனர் பொதுமக்கள். குளுகுளு சூழலுடன், பசுமை போர்த்திய மலைப் பகுதிகள் சுற்றுலாப் பயணிகளை எதிர்கொள்ளத் தயாராகிவிட்டன. இவ்வாறே, ஏழைகளின் ஊட்டியான ஏற்காடு மலைப் பிரதேசமும் பல்லாயிரக்கணக்கான பயணிகளை வரவேற்கக்காத்திருக்கிறது.
சேலம் பழைய மற்றும் புதிய பேருந்து நிலையங்களில் இருந்து சுமார் 8 கிலோமீட்டர்  தொலைவு பயணித்தால் ஏற்காடு அடிவாரத்தை  சென்றடையலாம். அங்கிருந்து 27 கிலோமீட்டர் மலைப் பாதையில்,  21 கொண்டை ஊசி வளைவுகளைக் கடந்து சென்றால் ஏற்காட்டை அடையலாம். ஏரியும், அதைச் சுற்றிலும் காடும் இருக்கும் பகுதி ஏரிக்காடு. இதுவே பின்னர்  ஏற்காடாக மருவியுள்ளது என்பார்கள்.

கடல் மட்டத்தில் இருந்து 5,326 அடி உயரத்தில் உள்ள ஏற்காட்டில் 62 மலைக் கிராமங்கள் உள்ளன. ஏறத்தாழ 383 சதுர கிலோமீட்டர்  பரப்பில்  காபித் தோட்டங்களும், அதனூடே சவுக்கு மரங்கள், மிளகு கொடிகள் மற்றும்  வனங்கள் நிறைந்த ரம்மியமான பகுதியே ஏற்காடு மலை.

ஏரியில் உல்லாச படகுச் சவாரி!

ஏற்காடு நகரின் நடுநாயகமாக உள்ளது நீர் நிறைந்த ஏரி. இதில், உல்லாசப் படகுச் சவாரி செல்வதே அலாதியான உற்சாகத்தைக் கொடுக்கும். ஏரிக்கு நடுவே அமைந்துள்ள மான் பூங்காவுக்குள் மான்கள் மட்டுமின்றி,  தோகை விரித்தாடும் அழகிய மயில்கள், வாத்துகள், முயல்கள், புள்ளிமான் கூட்டங்கள் என பார்வையாளர்களை மகிழச் செய்யும் உயிரினங்கள் பல உண்டு.

ஏற்காட்டிலிருந்து சிறிது தொலைவில் உள்ள  கிளியூர் நீர்வீழ்ச்சியில் மழைக் காலங்களில், அருவியாய் கொட்டும் குளிர்ந்த நீர் சுற்றுலாப் பயணிகளைக் குதூகலப்படுத்தும்.

ஓடி விளையாடும் சிறுவர்களை மகிழ்விக்கும் பல வகையான விளையாட்டுகள், ஊஞ்சல், கோபுர சறுக்கல், வண்ண வண்ண ரோஜாக்கள், பல வகை மலர்கள் நிறைந்த அண்ணா பூங்காவில், இதமான குளிரில் உலவுவது மிகுந்த மகிழ்ச்சியளிக்கும்.

பழமையான பகோடா பாயின்ட்!

ஏற்காடு அண்ணா பூங்காவில் இருந்து 4 கிலோமீட்டர் தொலைவில் அமைந்துள்ளது பகோடா பாயின்ட் சுற்றுலாத் தலம். இங்கு  2,500 ஆண்டுகளுக்கு முற்பட்ட கற்கோபுரங்கள் உள்ளன. மலையின் முகடு பகுதியில், பலமாக வீசும் காற்றின் வேகத்தில், மரத்தடி நிழலில் பயணிகள் குட்டி தூக்கம் போடலாம். இது வரலாற்று முக்கியத்துவம் வாய்ந்த இடமாகவும்  கருதப்படுகிறது. இங்குள்ள கற்கோபுரங்கள், உளி கண்டுபிடிப்பதற்கு முன்னரே மிக  நேர்த்தியாக, வெப்பத்தால் சூடுபடுத்தி கற்களை உடைத்து, கோபுரம் எழுப்பியுள்ளதாக கூறப்படுகிறது.
பகோடா என்றால் திபெத் மொழியில் சமாதி என்றும் பொருள்.  சமாதிபோல இந்த கற்குவியல்கள் இருப்பதால், சிலர் தங்கள் முன்னோர்களை  நினைத்து இவற்றை வணங்குவதாகவும் கூறப்படுகிறது.ஏற்காடு ஏரியில் இருந்து 6 கிலோமீட்டர் தொலைவில் உள்ள சேர்வராயன் கோயில்,  மிக உயரமான சேர்வராயன் மலைச் சிகரத்தில் அமைந்துள்ளது. இது ஒரு குகை கோயிலாகும். சேர்வராயன் மற்றும் காவிரி அம்மன் சிலைகள்,  குகை கோயிலின் முகப்பில் உள்ளன. இந்த குகைக்குள் குறிப்பிட்ட தொலைவுக்குள் மேல் செல்ல முடியாது. இந்த குகை, குடகு மலை வரை செல்வதாக செவிவழிச் செய்தி உலவுகிறது.

மலரே...குறிஞ்சி மலரே...

ஏற்காட்டின் தனிச் சிறப்பான குறிஞ்சி மலர்கள், 12 ஆண்டுக்கு ஒரு முறை பூக்கக் கூடியவை.  மலைச் சரிவு முழுவதும் குறிஞ்சிப் பூக்கள் பூத்துக் குலுங்குவதை, மாநிலத்தின் பல்வேறு பகுதியில் இருந்தும் வரும் சுற்றுலாப் பயணிகள் கண்டு மகிழ்வர்.

இதேபோல, லேடீஸ் சீட், ஜென்ஸ் சீட், சிறுவர் பூங்கா, ரோஜா பூங்கா என பல்வேறு இடங்கள் சுற்றுலாப் பயணிகளைக் கவர்கின்றன. கோடை விடுமுறை தொடங்கியுள்ள நிலையில், சுற்றுலாப் பயணிகளின் வருகையும் அதிகரித்த வண்ணம் உள்ளது. ஆண்டுதோறும் ஏப்ரல், மே மாதங்களில் கோடை சீசன் களைகட்டும். நடப்பாண்டு, கர்நாடகா, ஆந்திரா உள்ளிட்ட வெளி மாநிலங்களைச் சேர்ந்த சுற்றுலாப்பயணிகளின் வருகை அதிகரித்துள்ளது.
ஏற்காட்டில் சுற்றுலாப் பயணிகள் தங்க அரசின் தமிழ்நாடு ஹோட்டல் உள்பட 200-க்கும் மேற்பட்ட தங்கும் விடுதிகள் உள்ளன. முன்கூட்டியே பயணிகள் திட்டமிட்டு,  விடுதிகளில் ஆன்லைன் மூலமாக ‘புக்கிங்’ செய்து தங்கலாம். குறைந்த செலவில், அதிக மனநிறைவுடன்  சுற்றுலா செல்ல ஏற்றது ஏற்காடு மலைப் பகுதி.

கிழக்குத் தொடர்ச்சி மலையில் அமைந்துள்ள ஏற்காடு, கற்காலம் முதல் உள்ள பாரம்பரியம்  கொண்ட பகுதியாகும்.

செப்டம்பர் முதல் ஜனவரி வரையிலான  குளிர் காலத்தில், ஏற்காட்டில்  மூடுபனி படர்ந்து ரம்மியமாய் காட்சியளிக்கும்.

ஏற்காட்டில் 1963-ல் அமைக்கப்பட்ட  தேசிய தாவரவியல் பூங்கா 18.40 ஹெக்டேர் பரப்பளவு கொண்டது. இங்கு 3 ஆயிரம் வகையான மரங்கள், 1800 வகையான செடி, கொடிகள் உள்ளன.

ஏற்காட்டில் காபி, பலா, நீர் ஆப்பிள், அத்தி, பேரிக்காய், மலை வாழை, ஆரஞ்சு, கருப்பு மிளகு, ஏலக்காய் ஆகியவை விளைகின்றன.

விஷ வாயு பாதிப்பை எப்படித் தடுக்கலாம்?

கழிவுநீர்த்தொட்டியைச் சுத்தம் செய்வது, பாழடைந்த கிணற்றைத் தூர் வாரப்போவது, பாதாளச் சாக்கடைகளில் ஏற்பட்ட அடைப்பை நீக்கப்போவது என்று செல்லும் தொழிலாளர்களில் பலரும் விஷவாயுவால் பாதிக்கப்பட்டு இறப்பது என்பது அடிக்கடி நமது நாட்டில் நடைபெற்றுக்கொண்டே இருக்கிறது. வருடந்தோறும் நூற்றுக்கணக்கானவர்கள் இந்த வகையில் இறக்கிறார்கள்.
சில தினங்களுக்கு முன்பாக, காஞ்சிபுரம் மாவட்டம் ஸ்ரீபெரும்புதூர் செல்வப்பெருமாள் நகரைச் சேர்ந்தவர் கிருஷ்ணமூர்த்தி. இவர் தனது வீட்டின் கழிவுநீர் தொட்டியின் அடியில் தேங்கிய கழிவை அகற்றுவதற்காக, சுத்தம் செய்ய நினைத்து இறங்கியபோது, அவரை விஷ வாயு தாக்கியது. அவரைக் காப்பாற்ற முயன்ற மகன்கள் இருவரும், உதவவந்த மூவரும் விஷ வாயு தாக்குதலுக்கு ஆளாகினார்கள். இதில் 6 பேரும் சம்பவ இடத்திலேயே பரிதாபமாக உயிரிழந்தனர். இது மக்களிடம் பெரும் அதிர்ச்சியை ஏற்படுத்தி உள்ளது.

இது ஒரு தொடர்கதை! வேலூரில், தோல் தொழிற்சாலைக் கழிவுநீர்த் தொட்டியில் விஷ வாயு தாக்கி 3 ஊழியர்கள் பலி. பல்லாவரம்: தனியார் கம்பெனி கழிவுநீர்த் தொட்டியைச் சுத்தம் செய்தபோது, விஷவாயு தாக்கி 2 தொழிலாளர்கள் இறப்பு. பெரும்புதூரில் உள்ள ஹோட்டல் ஊழியர்களை விஷவாயு தாக்கியதில் 3 பேர் இறப்பு. இப்படிச் சொல்லிக்கொண்டே போகலாம்.

முக்கிய வாயுக்கள்:
கழிவு நீரிலிருந்து, ஹைட்ரஜன் சல்பைட், அம்மோனியா, மீத்தேன் , ஈஸ்டர்கள் , கார்பன் மோனாக்சைடு, சல்பர் டையாக்ஸைட் மற்றும் நைட்ரஜன் ஆக்சைடுகள் ஆகிய   வாயுக்கள்  வெளிப்படலாம். கழிவுநீர்த் தொட்டிகளில், வடிகால் பணித் தளங்களில் வெளிப்படும் மீத்தேன், கார்பன் மோனாக்சைடு, ஹைட்ரஜன் சல்பைட் ஆகிய வாயுவை மனிதர்களின் நுகர்வு சக்தியைக் கொண்டு கண்டறிய முடியாது.

ஏனென்றால், இந்த வாயு நுகர்வு உணர்வு நரம்புகளை உடனே பாதித்துவிடும். இதனால், மணமில்லை என்று உள்ளே இறங்கக் கூடாது. குறைந்த அளவிலான இந்த வாயுக்களின் வெளிப்பாட்டால்,  தலைவலி, கண் எரிச்சல், சோர்வு, தொண்டைக்கமறல், இருமல், வாந்தி, கிறுகிறுப்பு போன்ற தொந்தரவுகள் ஏற்படலாம். அதிகமான அளவு வெளிப்பட்டால் உயிரை இழக்க நேரிடும்.

பாதிக்கப்பட்டவர்களை எப்படிக் காப்பாற்றலாம்?

மேற்கூறியபடி, எல்லா முன்னெச்சரிக்கைகளுடன் கழிவுநீர்த் தொட்டியைச் சுத்தம் செய்வது, பாழடைந்த கிணற்றைத் தூர் வாரப்போவது, பாதாளச் சாக்கடைகளில் வேலைகள் செய்வது என்பதை மேற்கொண்டால் ஆபத்து ஏற்பட வழியில்லை.

ஒருவேளை, ஏதாவது சிறு கவனக் குறைவால் ஊழியர் பாதிக்கப்பட்டாலும், ஏற்கெனவே செய்த ஏற்பாடுகளால், முதலுதவி செய்து, ஆக்ஸிஜன் கொடுத்து ஆம்புலன்ஸ் மூலம், மருத்துவமனைக்குக் கொண்டு சென்று, தேவைப்பட்டால் செயற்கை சுவாசம் தந்து நோயாளியைக் காப்பாற்றிவிட முடியும்.

ஆனால், பொது மக்களைக் காப்பாற்றப் போகிறேன் என்று இது போன்ற இடங்களில் உள்ளே குதித்தால், அவர்களால் அவர்களையே காப்பாற்ற முடியாத நிலை ஏற்படும்.

எப்படி மின்சாரம் பாதித்தவரைத் தொட்டால், தொட்டவரும் இறக்க வேண்டியது வருமோ, அதேபோன்றே, விஷவாயு பாதித்தவரைக் காப்பாற்றப் போகும் அனைவருமே இறக்க நேரிடும் என்பதற்கு உதாரணம் தான். ஸ்ரீபெரும்புதூரில், ஒரே நேரத்தில் 6 பேரும் இறந்த சம்பவம்..

# வீட்டில் உள்ளவர்களும் அக்கம் பக்கத்தில் இருப்பவர்களும் தொட்டிக்குள் நுழையக் கூடாது.
# இதற்கெனப் பயிற்சி பெற்றவர்கள்தாம் உள்ளே இறங்க வேண்டும்
# தொட்டிக்குள்ளிருக்கும் காற்றின் தன்மை, வெளிக் காற்றின் தன்மை ஆகியவற்றை முறை யான கருவிகளைக் கொண்டு ஆராய வேண்டும்.
# கற்பூரத்தை, மெழுகுவர்த்தியைக் கொளுத்தித் தொட்டிக்குள் போட்டு தொட்டிக்குள் விஷ வாயு இருக்கிறதா என்று பரிசோதனை செய்வதைத் தவிர்க்க வேண்டும்.
# கழிவு நீர்த்தொட்டிக்குள் முதலில் விஷவாயுக்கள் எந்த அளவில் உள்ளன என்பதை அதற்குரிய விசேஷக் கருவியைக் கொண்டு (Calibrated gas detector) பரிசோதனை செய்து அறிய வேண்டும்.
# Multiple-sensor gas monitor-ஐப் பயன்படுத்த வேண்டும்.
# உள்ளே சென்று டிரில்லிங் மிஷின் மூலம் துளைத்தல் போன்ற வேலைகளைச் செய்யக் கூடாது.

# உள்ளே இறங்குவதற்கு முன்பாக அங்குள்ள திடப் பொருட்கள் மற்றும் கழிவுகளை, (jet cleaning) கருவிகளைக் கொண்டு வெளியேற்ற வேண்டும்.
# கழிவு நீரையும் அகற்றி, உட்புறம் காற்றோட்டமாக இருக்க வெளிக்காற்றை உள்ளே செலுத்தவேண்டும்.
# ஆக்ஸிஜன் குறைவாக இருந்தால் பின் முகக் கவசம் கொண்ட சுவாச உபகரணம் (Personal protective equipment) அணிந்து, உள்ளே இறங்க வேண்டும்.

# விழிப்புடன் இருப்போம்! விஷவாயு பாதிப்பைத் தடுப்போம்!

மீத்தேன்:
கழிவுப் பொருட்களின் மீது பாக்டீரியா வகைக் கிருமிகள் புரியும் வினைகளால் இந்த வாயு உருவாகிறது. இது நிறமற்றது. எளிதில் பற்றி எரியக் கூடியது. கழிவுத் தொட்டிகளுக்குள் இருக்கும் காற்றை வெளியேற்றும், இதன் காரணமாக, இங்கு ஆக்ஸிஜன் சுவாசிப்பதற்குப் போதுமானதாக இருக்காது. மூச்சுத்திணறல், படபடப்பு, பார்வை மங்குதல், தலைச்சுற்றல் போன்ற பாதிப்புகள் ஏற்படும். பிறகு, நினைவை இழந்து உயிரை விட நேரிடும்.

கார்பன் மோனாக்சைடு:

இது, நிறமும் மணமும் இல்லாத வாயு. 1,200 பிபிஎம் செறிவுகளால் உடலுக்கு மோசமான பாதிப்புகள் ஏற்பட்டு விடும். இந்த வாயு, ஹீமோகுளோபினோடு சேர்ந்து, கார்பாக்ஸிஹீமோகுளோபினாக மாறுவதால், தலைவலி ஏற்படும். உடல் செர்ரிப்பழம் போல் சிவந்துவிடும். மூளை பாதிக்கப்படும், சுவாச செயலிழப்பு ஏற்படும். தலைச்சுற்றலும் மயக்கமும் ஏற்பட்டு நினைவிழந்துவிடுவார்கள். இறப்பு சம்பவிக்கும்.

ஹைட்ரஜன் சல்பைட்:

அழுகிய முட்டை மணம் கொண்டது. ஆனால், ஹைட்ரஜன் சல்பைட் (> 100 பிபிஎம்) செறிவால் உடல் பாதிப்பு ஏற்படும். இதன் மூலம் வாசனையைக் கண்டறிய முடியாது. அதே நேரம் 1000 பிபிஎம்) என்ற உயர்ந்த அளவுக்கு மேல் சென்றால், நோயாளி உடனடியாக மயக்கமடைந்து விழுந்துவிடுவார். இந்த வாயு, செல் சுவாசத்துக்குத் தேவையான சைட்டோ குரோம் ஆக்ஸிடேஸ் என்ற நொதியைத் தடை செய்வதால், செல் சுவாசம் பாதிக்கப்படும். இறப்பு சம்பவிக்கும்.

 ஐந்து லட்சம் ரூபாய்க்கு மேலாக வருமானம் ஈட்டும் நபர்கள், இணைய தளம் வாயிலாக கணக்கு தாக்கல் செய்யும் முறை தற்போது நடைமுறையில் இருந்து வரும் சூழ்னிலையில், தனி நபர் வருமானம் 2.50 லட்சம் ரூபாயிலிருந்து 5 லட்சம் ரூபாய் வரை உயர்த்தியுள்ளது. இதன் காரணமாக நேரடியாக வருமான வரி கணக்கு தாக்கல் செய்யும் முறையை ரத்துசெய்ய போவதாகவும், இதற்கான விண்ணப்பங்கள் அடுத்த ஆண்டு முதல் நிறுத்தப்படலாம் என்றும் வருமான வரி வட்டாரத்தில் கூறப்படுகின்றன.

எம்பிபிஎஸ், பிடிஎஸ் படிப்பு களுக்கான நீட் தேர்வு மே 5-ம் தேதி நடக்கிறது. இந்த தேர்வுக்கு விண்ணப்பித்த மாணவர்கள் ஹால்டிக்கெட்டை வரும் 15-ம்தேதி இணையதளத்தில் பதிவிறக்கம் செய்து கொள்ளலாம் என்று தேசிய தேர்வுகள் முகமை தெரிவித்துள்ளது.

நாடு முழுவதும் அரசு, தனியார் மருத்துவக் கல்லூரிகளில் உள்ள எம்பிபிஎஸ், பிடிஎஸ் படிப்புகளுக்கு 2019-20 கல்வி ஆண்டு மாணவர் சேர்க்கைக்கான தேசிய தகுதி மற்றும் நுழைவுத் தேர்வு (நீட்), வரும் மே 5-ம் தேதி பிற்பகல் 2 முதல் மாலை 5 மணி வரை நடக்கிறது.தேசிய தேர்வுகள் முகமை (என்டிஏ) நடத்தும் நீட் தேர்வுக்கு கடந்த நவம்பர் 1-ம் தேதி தொடங்கி 30-ம் தேதி வரை ஆன்லைனில் விண்ணப்பங்கள் பெறப்பட்டன.இதற்கிடையே, 25 வயதுக்கு மேற்பட்ட பொதுப் பிரிவு மாணவர்களும் நீட் தேர்வில் பங்கேற்கலாம் என்று டெல்லி உயர் நீதிமன்றம்கடந்த வாரம் உத்தரவிட்டது. இதையடுத்து நீட்தேர்வுக்கு விண்ணப்பிக்க டிசம்பர் 7-ம் தேதி வரை அவகாசம் நீட்டிக்கப்பட்டது. நாடு முழுவதும் இருந்து நீட் தேர்வுக்கு 15 லட்சத்து 19 ஆயிரம் பேரும், தமிழகத்தில் மட்டும் சுமார் 1 லட்சத்து 40 ஆயிரம் பேரும் விண்ணப்பித்துள்ளனர்.

சமீபத்தில் நான் பார்க்க நேர்ந்த காட்சி என்னை மிகவும் வேதனைபடச் செய்தது. நல்ல பணியில் இருக்கும் படித்த இரண்டு இளைஞர்கள் வாய்ச் சண்டை போட்டுக் கொண்டிருந்தார்கள்.

ஒருவரை ஒருவர் வாயில் வந்த கெட்ட வார்த்தைகளால் திட்டிக் கொண்டிருந்தார்கள். கேட்கக் காதுகள் கூசுமளவுக்குக் கெட்ட வார்த்தைகள்; அவை அசிங்கமான அர்த்தம் கொண்டவை என்று என்னால் புரிந்து கொள்ள முடிந்தது.

பேருந்து சென்று கொண்டிருக்க, ஒரு பெண் குறுக்கே வந்து விட்டாள். சட்டென பேருந்தை நிறுத்திய ஓட்டுநர் கெட்ட வார்த்தைகளால் அப்பெண்ணைத் திட்டித் தீர்த்தார். பயணிகள் நெளிந்ததை அவர் பொருட்படுத்தவில்லை.

ஒரு கல்லூரி மாணவனின் செல்லிடப்பேசியை எடுத்து அதில் உள்ள குறுஞ்செய்திகளைப் பார்த்தால் பெற்றோர்கள் மனம் உடைந்து போவார்கள். அந்த அளவுக்குக் கெட்ட வார்த்தைகள் இருக்கும். ஒரு சாதாரண செய்தி. "நாளைக்கு என்னால் சினிமாவுக்கு வரமுடியாது' என்று செய்தி அனுப்பிய நண்பனுக்கு, சரமாரியாகக் கெட்ட வார்த்தைகளால் "அர்ச்சனை' கிடைக்கும்.
பள்ளி மாணவர்களும் இதற்கு விதிவிலக்கல்ல. 15 வயதில் அனைத்து கெட்ட வார்த்தைகளும் அவர்களுக்கு அத்துப்படி. நகரத்தில் ஆங்கில வழிக் கல்வி பயிலும் பிள்ளைகள் ஆங்கிலத்தில் உள்ள கெட்ட வார்த்தைகளை வெகு இயல்பாகப் பேசுகிறார்கள். விளிம்பு நிலை மக்கள் தங்களுக்குள் சண்டை போட்டுக் கொண்டால், அருவருப்பான, அசிங்கமான வார்த்தைகளைப் பேசுவார்கள். இதைப் பார்த்துக் கொண்டும், கேட்டுக் கொண்டும் வளரும் குழந்தைகளும் அந்த வார்த்தைகளைக் கற்றுக் கொள்கிறார்கள்.
முகநூலில் கூட இளைஞர்கள் பரிமாறிக் கொள்ளும் சொற்கள் அவர்கள் மீது நாம் கொண்டுள்ள நல்லெண்ணத்தைத் தகர்த்து விடுகிறது. நாட்டு நடப்பைப் பார்த்து இளைஞர்களுக்குக் கோபம் வர வேண்டும். தார்மிகக் கோபம் அவசியம்.

ஆனால், வார்த்தைகளில் நாகரிகம் வேண்டாமா? சமூக வலைதளங்களில் எழுதும்போது கெட்ட வார்த்தைகளைத் தவிர்க்க வேண்டும். பிற மதங்களை, மதத் தலைவர்களை, மதச் சடங்குகளை, அரசியல் தலைவர்களை விமர்சனம் செய்யும் போது மிகவும் தரம் தாழ்ந்து எழுதுகிறார்கள். கெட்ட வார்த்தைகளைக் கூசாமல் உபயோகிக்கிறார்கள்.

வார்த்தைகள் பலம் வாய்ந்தவை. மிகவும் சக்தி வாய்ந்தவை. "ஒரு சொல் வெல்லும், ஒரு சொல் கொல்லும்' என்பார்கள். ஒரே ஒரு வார்த்தையால் ஒரு பெரிய யுத்தமே மூளலாம் அல்லது ஒரு யுத்தமே தடுக்கப்படலாம். கடுமையான சொற்கள் மற்றவர்களின் உணர்வை, மனதைக் காயப்படுத்தும்.
"வில்போர் வீரர்கள் தங்கள் முதுகுப் புறத்தில் அம்பறாத்தூணியை வைத்திருப்பார்கள். அதில் அம்புகள் இருக்கும். மற்றவர்களைத் தாக்குவதற்கு அதிலிருந்து அம்பை எடுத்து நாணில் பூட்டுவார்கள். குறி தப்பாது. அதுபோலவே நம் ஒவ்வொருவரிடமும் ஓர் அம்பறாத்தூணி உள்ளது. நமது நாக்குதான் அந்த அம்பறாத்தூணி; அதிலிருந்து சொல்லம்பை எய்தால் அது எதற்காக எய்யப்பட்டதோ அது நிறைவேறும். மலர்களைச் சொறிவதும் வார்த்தைகள், மனிதனை மாய்ப்பதும் வார்த்தைகளே!

நம் வாழ்க்கையில் மூன்று விஷயங்களைத் திரும்பப் பெற முடியாது. 1. பேசிய வார்த்தை; 2. கடந்தகால வாழ்க்கை; 3. நழுவவிட்ட நல்ல வாய்ப்பு. ஆகவே, நமக்குக் கோபம் வரும்போது வார்த்தைகளை விட்டு விடக் கூடாது. ஒரு செயலையோ, சம்பவத்தையோ, தனி நபரையோ விமர்சனம் செய்யும்போது கண்ணியமான, நாகரிகமான சொற்களைத்தான் பயன்படுத்த வேண்டும் என்று கற்றுத் தராத கல்வியால் என்ன பயன்?

மனிதர்களில் குறையில்லாத, முழுமையான மனிதர்கள் இல்லை. சிலர் மீது நமக்குக் கண்மண் தெரியாமல் கோபம் வரும். ஆனாலும், சட்டென வார்த்தைகளைப் பேசி விடாமல் இருப்பது அவசியம். கோபம், பழிவாங்கும் உணர்ச்சி, பொறாமை, அச்சம் போன்ற மெய்ப்பாடுகளால் நாம் தன்னிலை மறக்கிறோம். நா காக்கத் தவறும்போது அதனால் உண்டாகும் மோசமான விளைவுகளை எதிர்கொள்ள வேண்டி வரும்.

கெட்ட வார்த்தைகளில் பலவும் பெண்களை இழிவுபடுத்துவதாகவே உள்ளன. இவர்கள் திமிர் எடுத்துச் சண்டை போட, அடுத்தவரின் அம்மா, அக்காவை ஏன் இழிவுபடுத்த வேண்டும்? இது பற்றி ஏன் ஒருவரும் பெரிதாக எடுத்துக் கொள்ளவில்லை? பழகிப்போய் விட்டது.

ஒரு நாட்டின் உண்மையான சொத்து, அந்த நாட்டின் இயற்கை வளங்கள் மட்டுமல்ல; நல்லொழுக்கமுள்ள மக்களும்தான். சுயநலம், பொறாமை, பேராசை, பகை உணர்ச்சி ஏதும் இல்லாமல் உண்மை, நேர்மை, கடமை உணர்ச்சி, ஒழுக்கம் போன்ற நற்பண்புகளை உயிராகவும், உணர்வாகவும் கொண்ட இளைய சமுதாயத்தை உருவாக்க வேண்டும்.

பெரும்பாலான இளைஞர்கள் யாரையும் மதிப்பது கிடையாது (பெற்றோர் உள்பட). இவர்களைப் பண்படுத்த வேண்டியது இந்தச் சமுதாயத்தின் கடமை. குடும்பம், பள்ளி, சமூகம் ஆகிய மூன்றும் இதற்கு பொறுப்பேற்க வேண்டும். ஒரு மனிதனை வெற்றி பெறுபவனாக உருவாக்குவது அவனது வீடு. ஒருவனுக்கு மகிழ்ச்சியையும் நிம்மதியையும், மனநிறைவையும் வீடு தர வேண்டும். பெற்றோரின் கனிவும், கண்டிப்பும் நல்ல பிள்ளைகளை உருவாக்க வேண்டும்.

ஆனால், பணத்தின் பின்னே ஓடும் பெற்றோர்களுக்குப் பிள்ளைகளின் உள்ளொளி பயணத்தைப் பற்றி யோசிக்க நேரமில்லை. தன் பிள்ளை ஆயகலைகள் அனைத்தையும் கற்று சகலகலா வல்லுநராக வேண்டும் என்று ஆசைப்படுகிறார்கள். அவன் அனைத்துத் தேர்வுகளிலும் முதல் மதிப்பெண் எடுக்க வேண்டும் என்று எதிர்பார்க்கிறார்கள். பிள்ளைகளுக்கு அதிக செல்லம் கொடுத்து அவர்களைக் கெடுக்கின்றனர்.

யாரிடம் எப்படிப் பழக வேண்டும்? எப்படிப் பேச வேண்டும்? எப்படி நடந்து கொள்ள வேண்டும்? என்று குழந்தைகளுக்குச் சொல்லிக் கொடுக்காதபோது அவர்கள் எங்காவது கேட்ட மோசமான வார்த்தைகளைப் பழகிக் கொள்கிறார்கள்.

இப்போதைய கலாசாரம் என்னவென்றால் பிறந்த குழந்தையிடம்கூட "வாங்க', "சாப்பிடுங்க' என்று மரியாதையுடன் கொஞ்சுகிறார்கள். ஆனால், கணவனை மனைவி "வாடா', "போடா' என்று அழைக்கிறாள். "அவன்', "இவன்' என்று ஒருமையில் பேசுகிறாள். இங்கேயே நம் பண்பாடு ஆட்டம் காண ஆரம்பித்து விடுகிறது.

குழந்தைக்கு மரியாதை கற்றுக் கொடுப்பவர்கள், அவன் வளர்ந்த பிறகு எப்படிப் பேசுகிறான் என்று கவனிப்பது அவசியம்.

பள்ளிக் கூடங்களில் பாடங்களும், மதிப்பெண்களும் மட்டும்தான் முக்கியம். மதிப்பெண்களைவிட மனிதப் பண்புகள் தான் முக்கியம் என்று எவரும் எண்ணாததால் பள்ளிகளும், கல்லூரிகளும், மதிப்பெண் பெறும் இயந்திரங்களை உருவாக்கும் பட்டறைகளாக மாறிப்போய் விட்டன. ஆசிரியர்களையே தகாத வார்த்தைகளால் திட்டுகிறார்கள். அவர்களது நடை, உடையை விமர்சிக்கிறார்கள். ஆசிரியர்களுக்குப் பட்டப் பெயர் வைக்கிறார்கள். இனிமையாகப் பேச வேண்டும் என்பதை பிள்ளைகளுக்கு நாம் எடுத்துச் சொல்ல வேண்டும்.

ஒற்றைச் சொல் பல விதமான அர்த்தங்களைத் தரும். எடுத்துக்காட்டாக "சீ' என்ற வார்த்தை கோபம், வெறுப்பு, பகை, துரோகம், சலிப்பு போன்ற உணர்ச்சிகளுக்கு மட்டுமல்லாமல் காதல் மீறி வெட்கப்படும்போதும் சொல்லப்படும் வார்த்தை. "சாப்பிட வாங்க' என்பதும் "கொட்டிக்க வாங்க' என்பதும் ஒன்றா? யோசித்துப் பேச வேண்டும்; இளைய சமுதாயம் திருந்த வேண்டும். கெட்ட வார்த்தைகளை "நஞ்சு' என்று புரிந்து கொள்ள வேண்டும். அவர்கள் படிப்படியாக நாளும் தங்களது அறிவை, ஆற்றலை, திறமையை, சிந்திக்கும் தகுதியை, திட்டமிடும் திறனை வளர்த்துக் கொள்ள வேண்டுமெயொழிய தகாத சொற்களைப் பேசியும், எழுதியும் தங்கள் தரத்தைத் தாழ்த்திக் கொள்ள வேண்டாம்.

தமிழ் இலக்கணத்தில் "இடக்கரக்கல்' என்று படித்திருக்கிறோம். பண்டைத் தமிழர்கள் எவ்வளவு நாகரிகம் தெரிந்தவர்களாக இருந்துள்ளார்கள்? "கொல்லைக்குப் போய் வந்தேன்' என்பதற்குப் பதில் "கால் கழுவி விட்டு வந்தேன்' என்பார்கள்; செத்துப் போனான் என்பதற்குப் பதில் "இயற்கை எய்தினார்' அல்லது "இறைவனடி சேர்ந்தார்' என்று எழுதினர்.
கெட்ட வார்த்தைகள் பெருகி ஓர் சொல்லகராதியே உருவாகி விடும் போல் உள்ளது. எனவே, நம் பேச்சில் இனிமை கூடட்டும். வலைதளங்களில் ஆபாச வார்த்தைகளைப் போட்டு வக்கிரமாக எழுதி, பருவப் பிள்ளைகளின் வாழ்க்கையில் விளையாடும் பாதகத்தைச் செய்யாமல் இருந்தாலே போதும், பாதி கெட்ட வார்த்தைகள் வழக்கொழிந்து போய் விடும்.

நல்ல இனிமையான வார்த்தைகள் மனதில் இன்பத்தை நிறைக்கும். மற்றவர்கள் இன்பம்அடையும் வகையில் இன்சொல் பேசுபவர்க்கு வாழ்க்கையில் துன்பம் ஏற்படாது என்கிறார் திருவள்ளுவர்.
"இனிய உளவாக இன்னாத கூறல்
கனி இருப்பக் காய்கவர்ந் தற்று'
என்றும் அறிவுறுத்துகிறார். இதை மீண்டும் மீண்டும் பிள்ளைகளின் மனதில் பதியுமாறு செய்வது நம் கடமையாகும்.

சேலம் அஸ்தம்பட்டி சாலை சந்திப்பை காரில் மகனுடன் கடந்து செல்ல எத்தனித்தபோது, போக்குவரத்து "சிக்னலில்' ஆரஞ்சு வண்ணம் மாறி சிவப்பு விழுந்த நேரம். அதைச் சரியாகக் கவனிக்காமல் "சிக்னலை'க் கடந்தேன். "அப்பா, நீங்களே "சிக்னல்' மீறி போகலாமா?' என்று கேட்டான். என் தலையில் அந்த பிஞ்சு கை கொண்டு அவன் கொட்டியது போன்ற உணர்வு. உடனே, என் கவனக் குறைவை ஒப்புக்கொண்டேன். அதன்பின் கடந்த பதினைந்து ஆண்டுகளாக நான் ஒரு முறைகூட போக்குவரத்து "சிக்னலில்' பச்சை வராமல் கடந்தது கிடையாது. சிவப்பு விழுந்தபின் தாண்டியது கிடையாது; காவலர் இல்லாத போதும்கூட.

போக்குவரத்து சார்ந்த நிகழ்வுகளில் மட்டுமல்ல. பிறர் பொருள் கவர்தல், பாலியல் சீண்டல், பொய் பேசுதல், வன்முறை ஏவுதல், குப்பை போடுதல், எச்சில் துப்புதல், சிறுநீர்-மலம் பொது வெளியில் கழித்தல், சுகாதாரமின்மை, ஒலி மாசு போன்ற பலவற்றிலும்கூட சட்டம் இருந்தாலும், அதன் பாதுகாவலர்கள் இல்லாதபோது அதை மதிக்கிறோமா?
பல மேலை நாடுகளிலும் இந்த சட்ட விதிகள் நம் நாட்டைப் போன்றே இருக்கின்றன. சில சட்ட விதிகள் நம் நாட்டில் இன்னும் கடுமையாகவே இருக்கின்றன.

சில ஆண்டுகளுக்கு முன் கனடாவுக்குச் சென்றிருந்தேன். அந்த நாட்டில் குப்பைகளை அதற்கான இடங்களில் தரம் பிரித்துப் போடும் கோட்பாடும், தேவையானோருக்கு உதவும் குணமும், வரிசையை எங்கேயும் கடைப்பிடிக்கும் ஒழுக்கமும், சாலையில் ஒலிப்பான்களை ஒலிக்காத தன்மையும், பாதசாரிகள், மிதிவண்டிக்காரர்கள் ஆகியோருக்கு சாலையில் அவர்களுக்கான இடமளித்து காரைச் செலுத்தும் விதமும், இயற்கையை போற்றும் உன்னதத்தையும் பார்க்க முடிந்தது.
இதேதான் பல்வேறு உலக நாடுகளிலும் கடைப்பிடிக்கப்படுகின்றன.
எப்படி அங்கெல்லாம் அது சாத்தியம்? ஏன், நம் நாட்டில் அது சாத்தியப்படவில்லை?

அங்கெல்லாம் சட்டங்கள் மதிக்கப்படுகின்றன; நியாயங்கள் நிலைப்படுத்தப்படுகின்றன. அங்கு குற்றங்கள் நிகழ்வதே இல்லை என்று சொல்ல முடியாது. ஆனால், இங்கு போல நிமிஷம்தோறும், ஏன் ஒவ்வொரு நொடியும் விதி மீறல்கள் நடப்பதைப் போன்று அங்கில்லை.
தண்டனைகள் இருந்தாலும் இல்லாவிட்டாலும் அந்த நாட்டு மக்களின் வாழ்வியல் கலாசாரமாகவே மாறிவிட்ட ஒன்று சுய ஒழுக்கம், தனி மனிதக் கட்டுப்பாடு. பெரியவர்கள் அனைவரும் இயற்கையாகவே சுய ஒழுக்கத்தை, தனி மனிதக் கட்டுபாட்டை செவ்வனே கடைப்பிடிக்கின்றனர். அவர்களின் நடத்தையைக் கண்டு சிறுவர்களும் அவ்வாறே நடக்கிறார்கள்.
முன்பெல்லாம் நீதி போதனை என்ற மிகச் சிறந்த, சமூகத்துக்குத் தேவையான வகுப்புகள் பள்ளியில் இருந்தன.

அவற்றை அறிவியல் கணக்கு பாடங்கள் கபளீகரம் செய்து விட்டன.
விளைவு, அறிவார்ந்த ஆனால் ஒழுக்கம் குறைந்த பிள்ளைகள், பெரியவர்கள், சமூகம். நீதி போதனை வகுப்புகள் கட்டாய பாடமாக்கப்பட வேண்டும். அதில் தேர்ச்சி மதிப்பெண் குறைந்தது 75 சதவீதம் வைக்கப்பட வேண்டும்.
ஒழுக்கம் உடைமை குடிமை இழுக்கம்
இழிந்த பிறப்பாய் விடும்

ராஜபாளையம்:ராஜபாளையம் முகவூர் தெற்கு தெரு ஸ்ரீ மாரியம்மன் திருக்கோயில் பங்குனி பொங்கல் விழாவை முன்னிட்டு பூக்குழி விழா நடந்தது.

கடந்த 6 ம்தேதி தொடங்கிய இவ்விழாவில் மறுநாள் அதிகாலை 4 :00மணிக்கு பக்தர்களுக்கு காப்பு கட்டுதல் நடந்தது. 3ம் நாள் மாலை அக்கினி சட்டி, ஆயிரங்கண் பானை, முளைப்பாரி, பூப்பெட்டி வீதி உலா நடைபெற்றது.விழாவின் சிறப்பு நிகழ்ச்சியானபூக்குழி விழாவை முன்னிட்டுநேற்று காலை 10:00 மணிக்கு மாரியம்மன் குடை சப்பரத்தில் வீதி உலா வர 11:00 மணிக்கு பூவளர்க்கப்பட்டது. மாலை 5:00 மணிக்கு காளியம்மன் பூஞ்சப்பரத்தில் உலா வந்ததை தொடர்ந்து இரவு 7:00 மணிக்கு பூக்குழி விழா நடந்தது. திரளான பக்தர்கள் பங்கேற்று அம்மனை வழிபட்டனர்.

மதுரை : அனைத்து பிரேத பரிசோதனைகளையும் வீடியோ பதிவு செய்வது நடைமுறை சாத்தியமற்றது. அவ்வாறு செய்தால், அதிகளவு செலவு ஏற்படும்,' என தமிழக அரசு உயர்நீதிமன்ற மதுரைக் கிளையில் தெரிவித்தது. மதுரை வழக்கறிஞர் அருண் சுவாமிநாதன் தாக்கல் செய்த மனு: அரசு மருத்துவமனைகளில் பிரேத பரிசோதனைகளை மருத்துவ விதிகள்படி மேற்கொள்வதில்லை. பிரேத பரிசோதனை முடிந்த அன்றே அதற்குரிய சான்றை சம்பந்தப்பட்ட குற்றவியல் நீதிபதியிடம் சமர்ப்பிப்பதில்லை.
எத்தகைய சம்பவத்தால் ஒருவரின் மரணம் நேர்ந்தது என்பதை யூகித்து தீர்மானிப்பது மற்றும் பிரேத பரிசோதனையின் போது டாக்டர்கள் கூறுவதை பதிவு செய்வது கிரிமினாலஜி பட்டப்படிப்பு முடித்த விஞ்ஞான அலுவலர்களின் பணி.

ஆனால் சென்னை, மதுரை அரசு மருத்துவக் கல்லுாரி மருத்துவமனைகளில் மட்டும் 3 பேர் உள்ளனர். பிற அரசு மருத்துவக் கல்லுாரி மருத்துவமனைகளில் விஞ்ஞான அலுவலர் பணியிடங்களை நிரப்ப உத்தரவிட வேண்டும். அனைத்து பிரேத பரிசோதனைகளையும் வீடியோ பதிவு செய்ய வேண்டும். அன்றே அதற்குரிய 'சிடி' பதிவு மற்றும் சான்றை சம்பந்தப்பட்ட கீழமை நீதிமன்றத்தில் தாக்கல் செய்ய தமிழக அரசுக்கு உத்தரவிட வேண்டும். இவ்வாறு அருண் சுவாமிநாதன் மனு செய்தார்.

ஏற்கனவே விசாரணையின் போது சென்னை ஸ்டான்லி அரசு மருத்துவமனை விஞ்ஞான அலுவலர் லோகநாதன்: சில வழக்குகளில் எதனால் மரணம் நிகழ்ந்தது என்பதை தெளிவுபடுத்துவதை தவிர்க்க, தாமதமாக சான்று வழங்கப்படுகிறது. சில டாக்டர்கள் சரியாக பணிக்கு வருவதில்லை. அரசு மருத்துவமனையில் ஒருவர் இறந்தால், அவரிடமிருந்து தானமாக பெறப்படும் உடல் உறுப்புகள் தனியார் மருத்துவமனைகளுக்கு வழங்கப்படுகிறது. பல்வேறு முறைகேடுகள், விதி மீறல்கள் நடக்கின்றன,' என்றார். அப்போது மதுரை அரசு மருத்துவமனை விஞ்ஞான அலுவலர் ரமேஷ் ஆஜரானார். நீதிபதிகள் என். கிருபாகரன், எஸ்.எஸ். சுந்தர் அமர்வு நேற்று விசாரித்தது.

அரசு கூடுதல் தலைமை வழக்கறிஞர் : பிரேத பரிசோதனைகளை வீடியோ பதிவு செய்ய உத்தரவிட்ட இந்நீதிமன்ற உத்தரவு நகல் அனைத்து அரசு மருத்துவமனைகளுக்கும் அனுப்பி வைக்கப்பட்டுள்ளது. பெண்களின் உடலை பிரேத பரிசோதனை செய்யும்போது, வீடியோ பதிவு செய்வதை உறவினர்கள் விரும்புவதில்லை. நீதிமன்ற உத்தரவுப்படி அனைத்து பிரேத பரிசோதனைகளையும் வீடியோ பதிவு செய்வது நடைமுறை சாத்தியமற்றது. அவ்வாறு செய்தால், அதிகளவு செலவு ஏற்படும். இதில் அரசு முடிவெடுக்க கால அவகாசம் தேவை.

நீதிபதிகள்: முறையாக பிரேத பரிசோதனை செய்யாமல், அறிக்கை தாக்கல் செய்யாமல் இருப்பதே சில கொலை வழக்கில் குற்றவாளிகள் தப்பிக்க முக்கிய காரணமாக அமைகிறது.லோகநாதன்: இந்நீதிமன்றத்தில் கருத்து தெரிவித்ததால், எனக்கு நிறுத்தி வைக்கப்பட்ட சம்பளம் வழங்கப்பட்டுள்ளது. ரமேஷூக்கு சம்பளம் வழங்கவில்லை. எனக்கு பல்வேறு வகைகளில் மிரட்டல் வருகிறது. வன்கொடுமை வழக்கில் நடவடிக்கை எடுக்கப்படும் என மிரட்டுகின்றனர். இவ்வாறு விவாதம் நடந்தது.

நீதிபதிகள்: ரமேஷுக்கு 48 மணி நேரத்திற்குள் அரசு சம்பளம் வழங்க வேண்டும். பிரேத பரிசோதனை அறிக்கை தயாரிக்க, தாக்கல் செய்ய எவ்வளவு நாட்களாகும் என அரசு அறிக்கை தாக்கல் செய்ய வேண்டும் என்றனர்.

Rohtak’s doctor gets 82nd rank in UPSC

ROHTAK: For 25-year-old Aparajita Singh Sinsinwar of Kamal Colony, her 82nd rank in the UPSC results was no less than a surprise. Her mother Nita and father Amar Singh Sinsinwar are doctors and based in Bharatpur, Rajasthan.

“When I was 29-day-old, my maternal grandparents, who are retired teachers, brought me here in Rohtak and since then I have been raised here, studied here and even completed my MBBS from PGIMS Rohtak,” said Aparajita. She said everyone in her family was a doctor and she too went for MBBS due to family background in medical science but after completion of MBBS, she thought to give civil services a try. “I completed my MBBS in 2017 and started preparation and gave my first attempt in June, 2017, but was not successful. But I continued with persistence and again sat in UPSC exam in June 2018 and my hard work paid off,” said Aparajita, who is eldest among three siblings.

Her two younger brothers are also MBBS doctors. She said when the result was out on Friday, she checked it four times and asked other family members to confirm it. “The UPSC exam is very prestigious and one can not say with surity that one can attain such a good rank,” she added.

Giving credit to her maternal grandparents Sehaj Ram and Raj Dulari, she said they not only raised her and groomed her in academics but also helped their three daughters become doctor. “My grandfather did not have a son and my mother and aunties are also doctors. It was his vision to help girls achieve success in life,” he said.

Six doctors fined for challenging AFMC's Rs 25 lakh service bond

MUMBAI: The Bombay high court imposed a fine of Rs 1 lakh each on six doctors who had challenged the rule that required them to execute a Rs 25 lakh bond during admissions to post-graduate medical admissions at the Armed Forces Medical College in Pune (AFMC). The rule said that the doctors would have to pay a bond of Rs 25 lakh if they are unwilling to serve in the Short Service Commission of Armed Forces Medical Services for five years after they complete their course. 

A division bench of Justice Bhushan Gavai and Justice Dama Naidu pointed out that the doctors who had filed the petition were admitted to their courses in 2014-2015 academic year but had filed the petitions in 2017. "After undergoing the courses and getting complete qualification, now they have woken up from the slumber and realized that an illegality was committed by AFMC. The college has imposed a condition so that the huge amount spent on education is not wasted and students are required to serve the nation or pay the amount as a part of reimbursement towards the costs spent by public exchequer," said the judges. The court ruled that they did not find any illegality in AFMC's approach. The bench asked the doctors to deposit the amount within 10 days with Pune-based Cipla Cancer & Aids Foundation or face contempt proceedings.

Advcate Rui Rodrigues, counsel for AFMC, said that the medical education of the students was subsidised by the state in lieu of which they were expected to render their services back to the defence forces.

The doctors claimed that the information brochure had said the bond was of Rs 5 lakh. However at the time of admissions, they were informed that the bond was Rs 25 lakh. The petitioners contended that in all state- and Centre-run medical colleges, the bond is deferred if the student wants to undertake further studies like a super-specialty course. The AFMC does not allow any such concession to civilian students who want to pursue higher studies, which the petitions claimed were discriminatory.

40 docs denied nod for entrance exam

Shimla, April 7 The future of 40 resident doctors is at stake as the state Health Department has denied them permission to take the All-India Medical Examination for super-specialty degree courses (DM and MCh) this year. The deadline to fill in the application form is April 30.

Members of the Indian Medical Association (IMA) said IGMC-Shimla, Government Medical College, Tanda, and four new colleges at Nerchowk, Hamirpur, Chamba and Nahan were already facing an acute shortage of super-specialists. The setting up of a super-specialty block at the IGMC and AIIMS at Bilaspur would further add to the shortage. Sources said super-specialists from the IGMC had been sent to medical colleges being run on ad hoc basis on deputation.

The United Resident Doctors’ Association of India has also extended support to the demand of the RDAs, Himachal, that the government should adopt a liberal policy for its doctors so that they could pursue higher-level courses.

“Despite repeated requests to the Chief Minister and Health Minister for formulating a PG /DM policy for doctors allowing them to pursue higher courses, nothing has been done so far,” said Dr Ajay Jaryal, president, RDA, IGMC.

PrincipaI, IGMC, Dr Ravi Sharma said permission to take the entrance exam for DM and other courses was granted by the Health Department. Doctors, who fulfilled all conditions and completed four-five years of service in the state, were granted permission. The IGMC had no role in this, he added.

The applicants demanded that the government should relax the four-year service condition in view of a shortage of super-specialists in the state. Additional Chief Secretary, Health, RD Dhiman and Director, Health Services, Dr Ajay Gupta could not be contacted for their comment.

Chennai: In view of the growing indiscipline in the government schools, more so, amongst the teachers and growing instances of sexual harassment in schools, colleges, universities, the Madras high court has said proper control over these teachers is to be exercised by competent authorities and in case of any such information about the misconducts, immediate action is to be taken and they must be prosecuted under the Discipline and Appeal Rules.

Justice S.M.Subramaniam made the observation while passing orders on a petition from a headmaster, challenging his transfer in Coimbatore district.

The judge said the growing indiscipline in schools, colleges and universities is the greatest concern, which affects the development of our great nation. This apart, children and students are the future of this great nation. If the school education and collegiate education are not properly imparted, then the same will create an impact throughout their life. Thus, discipline in the schools, colleges and universities are of paramount importance, the judge added.

The judge said encouragement of original thinking of the children and students is also equally important. Competent educational authorities must striking a balance. Thus, the standard of discipline, the quality of freedom, opportunity for original thinking, are all to be provided only by the teachers, responsible and considered as the performers of noble duty. “This court with great pain, records that growing instances of sexual harassment in schools, colleges and universities are causing greatest concern both to the parents as well as to society at large. Even young school children are not spared. Such instances are frequently published in the media. However, the authorities are not showing any sensitiveness towards these issues. They are pretending to be sensitive, but actually not. If at all, the genuinity in sensitiveness is to be established, consistent and constant actions are to be initiated. No such actions are initiated. Contrarily, they are closing the issues by taking action in a particular case alone. Streamlining of the discipline and improvements in the system, are not implemented in order to avoid such growing offences of sexual harassment in educational institutions. It is unfortunate to record that only very few cases are reported in the public domain. Large numbers of such cases is decently buried on extraneous considerations. Thus, the parents and the interested persons are bound to have a vigil over these kind of offences”, the judge added.

The judge said the activities in the schools were not only to be monitored by the educational authorities, but also, to be monitored by the parents and all other interested persons. If any such incidences were noticed, then the parents, public, students must be in a position to immediately register a complaint in a toll free telephone number, which was to be provided by the education department of the state. In the event of receiving any such complaint from any person, the authorities must immediately conduct an enquiry and find out the truth regarding the complaint. Such a system requires an immediate implementation in order to create awareness in the minds of the students, parents, and public at large, the judge added.

The judge said all the students were good. Every student has got his/her ambitions in their life. They were striving hard to reach their goal and ambitions. Thus, it was duty mandatory on the part of the parents as well as the teachers to kindle them to achieve their goals and ambitions. In the event of any failure on the part of the “state” to initiate action in these aspects, undoubtedly, the “state” was failing in its duty to achieve the Constitutional goals and perspectives. Our Constitution provides importance to education. Our Constitution speaks about education. Thus, the “state” must be vigilant in the matter of improving the quality of education by monitoring the activities of the teachers, who all were otherwise committing negligence, lapses and dereliction of duty, which all were frequently noticed and criticized in the public domain, the judge added.

Toll free numbers to lodge complaints against teachers

The Madras high court has directed the state government to provide toll free telephone numbers, within 8 weeks, enabling the students, parents, interested persons, and public in general to register complaints regarding the indiscipline, illegal activities, irregularities and sexual harassment and also in respect of the conduct of private trade business or tuitions or tutorial classes by the teachers or authorities of the education department.

Justice S.M.Subramaniam also directed the state government to display the toll free numbers and the details of the authorities on the notice board of all schools and educational institutions across the state of Tamil Nadu in bold letters in a visible place, which would be accessible to parents, students and the public in general.

The state government is directed to ensure that the complaints, if any registered through such telephone numbers are attended immediately by the designated authorities and swift actions are initiated within 24 hours from the time of registration of a complaint, the judge added.

The judge also directed the state government to issue consolidated instructions/circulars to all the educational institutions/schools, stating that the teachers and the public servants shall not involve in any trade business or taking tuitions or tutorial classes even after the school hours or in holidays by clearly mentioning that such conduct of trade, business or taking tuitions etc., were already described as misconduct under the Tamil Nadu Govern ments Conduct Rules, warranting disciplinary proceedings under the relevant rules.

Nalini, serving life sentence in Vellore prison for women for her involvement in Rajiv Gandhi assassination case, has approached the Madras high court to direct prison authorities to produce her before the court to enable her to argue her case for releasing her on ordinary leave for 6 months for making arrangements for her daughter’s marriage.

In her petition, Nalini submitted that her request to the state government for her premature release under 1994 Scheme of Premature release of life convicts, wherein it has been stipulated that those life convicts who had suffered more than 20 years of imprisonment should be released from prison in the event of a life convict fulfilling all the conditions prescribed under the said Scheme. Since she was eligible to be considered for premature release under the said Scheme of Premature Release of Life Convicts dated November 10, 1994, the state government on September 9, 2018, advised the Governor of Tamil Nadu to release her and other six life convicts convicted in Rajiv Gandhi assassination case. It was more than 6 months since the Council of Ministers of Tamil Nadu tendered the said advice but the decision remains unimplemented, she added.

She said she has to make certain arrangements for the marriage of her daughter Harithra alias Megra presently residing with her grandparents in London. She had made a representation dated February 25, 2019, addressed to the DIG, Vellore, requesting her to grant her six months leave for making arrangements for her daughter’s marriage. She came to know that her representation was forwarded to the state government and the same was pending. Her mother Padmavathi made another representation dated March 22, 2019, to authorities requesting them to grant her six months leave for making arrangements for her daughter’s marriage and for other purposes narrated in the representation. However, she has not so far been granted leave as requested. Hence, she filed the present petition, she added.

21 Tamil Nadu institutions in NIRF top 100

IIT Madras has been ranked the best higher education institution in the country this year, bettering its last year’s position of number 2.

CHENNAI: At least 21 higher education institutions from Tamil Nadu have found place in the National Institutional Ranking Framework (NIRF) 2019 top 100 list, with Indian Institute of Technology Madras (IIT-M) securing the top rank. The ranking was released on Monday by the Ministry of Human Resource Development (MHRD).

IIT Madras has been ranked the best higher education institution in the country this year, bettering its last year’s position of number 2. In 2018, Indian Institute of Science, Bengaluru, was in the first position and has moved down to second position this year.

For the fourth consecutive year, the IITM was declared as the No.1 Institution in the country in the Engineering institutions category and has also emerged as the Top Innovative Institution in the country in the maiden edition of the Atal Ranking of Institutions on Innovation Achievements (ARIIA).


Reacting on the achievement, Bhaskar Ramamurthi, Director, IIT Madras, said, “We are delighted that our efforts to constantly improve our course programmes, research, and industry collaboration, as well the creation of a world-class innovation ecosystem in India’s first-of-its-kind Research Park at IIT Madras, are being recognized. We will continue to strive to excel in all these spheres.”

While IITM’s performance has improved this time, the national rankings of the prestigious Anna University has slipped a few notches. In 2018 in the overall category, Anna University had secured 10th position but this year it is placed at 14th rank. Even in the top engineering institutions list, Anna University was placed in 8th rank last year. However, this time it has slipped to 9th position. In the top universities category in the country, Anna University was ranked 4th last year, this year it is placed at rank 7. Speaking to Express, vice chancellor of Anna University M K Surappa said, “We have scored fairly well in Perception category which is one of the five parameters based on which the institutes have been ranked under the National Institutional Ranking Framework (NIRF).


Some factors like scholarship, research funding, outreach and inclusivity on which the university has no control, has led to the downfall in the ranking. But there is nothing to worry as we are working hard to improve the ranking of the institution next year. We are taking strong steps to deal with corruption and improve infrastructure in the campus.” The other four parameters are teaching, learning and resources; research and professional practice, graduation outcomes and outreach and inclusivity. Notably, National Institute of Technology Tiruchirappalli has secured 10th position in the top ten engineering institutes in the country. Presidency college has also bettered its position in the top colleges category.

CHENNAI: The State government’s decision to drop Chennai from the new name of Central railway station may cause inconvenience to rail passengers, especially from outside the State.The new name Puratchi Thalaivar Dr MGR Central railway station which came into effect from April 5 would create confusion among domestic and international tourists and passengers, say commuters. Besides, the decision has also undermined significance of 376-year-old city, that has a rich history of heritage and culture, rued a history enthusiast.

“A city is much bigger than an individual. No matter how popular the leader was, one of India’s oldest railway stations should not be reduced to an individual name,” said K Baskar, Member of Divisional Rail Users Consultative Committee (DRUCC), Chennai.“Bengaluru city station which was renamed as Krantivira Sangolli Rayanna station a few years ago, is still being identified as KSR Bengaluru,” he noted.

The Central station which came into existence in 1873 in order to decongest then Royapuram Harbour station, was designed by British architect George Harding.

The Station which has been known as Madras Central for years, was renamed Chennai Central in 1996, after the then DMK regime changed the name of the city to Chennai. Though the station’s name does not have the mention of the city’s name ‘Chennai’, tickets are being printed with ‘MGR Chennai CTR’. This will lead to chaos among the illiterate and first-time visitors to the city, pointed out rail passengers.


A Giri, former member, DRUCC- Tiruchy, said renaming of relatively smaller stations like Mughalsarai station into Pt Deen Dayal Upadhyaya Junction in Uttar Pradesh has created lot of confusion. “At a time when we have been demanding to rename Tambaram and Avadi station prefixed with Chennai, the government’s move is unacceptable.”

BENGALURU: Water crisis has forced a family to move out of Bengaluru. This is just a grim reminder of the severity of the situation in the city which is gradually going the Cape Town way. The family, which was staying in Hosahalli Extension in Vijayanagara, moved to a relative’s house in Mysuru after they struggled to get water even to bathe their newborn baby.

“It was extremely difficult to manage. Just a few days before my granddaughter was born, the water shortage began in our area. We were totally dependent on tanker water, supply of which was also erratic. With no other option left, we had to leave Bengaluru,” said Nagendra Rao, assistant general manager of a nationalised bank.

After the delivery, his daughter, a professor at a private college, came home with her baby. But it became extremely difficult to manage without water especially with bathing the newborn and the young mother.


“This wasn’t the situation last year or before that. We rented this house as the water facility in this area was reasonably good. But this year it has turned horrible. As per our tradition, we are expected to give good hot oil bath to the newborn baby and the mother. But forget bathing, we didn’t even have water to use in the washroom,” Vijaya Kumari, the baby’s grandmother said.

Tired of ordering tanker water which had proved a costly affair, the family decided to move to Mysuru where their relatives agreed to house them for the next few months. “We are not coming back at least till the summer is over,” said Nagendra Rao.

It is not just this family which is facing such acute problems. Several other residences in this area are suffering the same crisis for almost 15 days. “We get water supply from the BWSSB every alternate day. In the last week of March and first week of April, there was absolutely no water supply. We initially thought it was temporary and we could manage, but the situation only turned from bad to worse,” said Rajashree MN, a resident of the area.

Admitting that there was a major water crisis in the entire Vijayanagar area for almost 15 days, Shivaram SG, Assistant Executive Engineer, West 1 sub-division, told The New Indian Express, “Yes, there was a major water crisis in the area. Almost three to four supplies were hit. We found that there was something stuck in the pipelines and water was not reaching the area. Meanwhile, water consumption of houses with borewells had also gone up due to summer, leaving the area with almost no water for 15 days.”

However, the officer said the issue is being resolved. “At many places the water supply has been regularised,” he claimed. He further said, “People also have realised the importance of saving water. If we don’t save by consuming less water, it will be extremely difficult for people in Bengaluru to survive.”

Varsity also features in top 20 of recently released NIRF rankings

Vellore Institute of Technology (VIT) has secured the top spot among private institutions in the Atal Ranking of Institutions on Innovation Achievements (ARIIA 2019) awarded by the Ministry of Human Resource Development (MHRD).

In order to promote innovations in Higher Education Institutions (HEI), MHRD came out with ARIIA. The process of getting data from institutions, considering them and finalising the institutions took several months and the ranks were declared by President Ram Nath Kovind on Monday. The ranks were declared in two categories — government-funded institutions and private-funded institutions.

ARIIA is an initiative to systematically rank all major higher educational institutions and universities in India on indicators related to “Innovation and Entrepreneurship Development” amongst students and faculties. VIT Chancellor G. Viswanathan received the award from Mr. Kovind during the presentation ceremony during the release of the National Institutional Ranking Framework (NIRF) on Monday.

ARIIA award was given to ten Government institutions and five private institutions.

In NIRF for the Engineering Institutions category, VIT secured rank 18 and in the the Private University category, VIT bagged the 19th rank among all Universities in India.

MSU at 93 in NIRF ranking

The Manonmnaiam Sundaranar University has been ranked 93rd among 2,787 higher educational institutions across the country in the National Institutional Ranking Framework (NIRF) ranking for 2019.

NIRF assesses higher educational institutions every year on teaching - learning, research, industrial collaboration, graduate outcome, outreach and public perception of participating organisations. As many as 2,787 institutions participated. Ranking is finalised based on the last year performance and score in the relevant parameter. Those who figure in the first hundred ranks will be considered for funding and other ventures like collaboration with governmental and international agencies for research.

Vice-Chancellor K. Pitchumani acknowledged the services rendered by administrators and academics in the previous years. “The university will identify areas for improvement and work hard to achieve higher ranking,” he said.

Former VC, K. Baskar, who took efforts during his tenure to take the MSU to 150 – 200 band in NIRF’s ranking last year, told ‘The Hindu’ that it was a ‘team effort.’ The growth of MSU during his tenure has been the highest in its 28 years of existence.

NIRF ranking: BDU hopes to beat the odds

To further improve its position among universities

Since Bharathidasan University has improved its position to 60 (43.41) from 67 (41.63) last year in the NIRF 2019 ranking of universities, faculties say there is hope for progressive improvement.

In the overall category, the university has risen to the 86th position from 94 last year. The university has scored 43.41 out of 100, compared to 41.63 last year.

Among State universities in Tamil Nadu, BDU has been placed after Bharathiyar University, (ranked 14th), University of Madras, (ranked 20), Alagappa Universtiy (28), and Madurai Kamaraj University (ranked 45).

BDU is ahead of Periyar University, Salem, ranked 68.

According to teachers in BDU, which has been accredited with A+ by National Assessment and Accreditation Council (NAAC) in the third cycle of accreditation, other universities have locational advantage when it comes to NIRF ranking.

The ranking framework evaluates institutions on five broad generic groups of parameters: Teaching, Learning and Resources (TLR), Research and Professional Practice (RP), Graduation Outcomes (GO), Outreach and Inclusivity (OI) and Perception (PR).

Scoring high under the last two groups of parameters is a tough proposition for Bharathidasan University, faculties said.

For instance, the university cannot score well in the aspect of regional diversity since there is little possibility for students of other States or countries to seek admission, Coordinator of Internal Quality Assurance Cell, Bharathiasan University S. Rajasekar said.

The university has been taking initiatives to improve the score under Public Perception.

However, in the area of Graduation Outcomes, the university faces an obstacle since the industrial activities are not robust for generating the employment opportunities.

Universities located near the border of other States, on the other hand, are able to score well under Regional Diversity, as students from other States are enrolled. Urban students prefer city colleges, and a majority of students admitted in BDU departments hail from rural areas.

Also, since other State universities ahead of BDU are located in places that are economically vibrant, they will. in all probability, continue to hold advantage in NIRF ranking by virtue of better placement records.

Nevertheless, having scaled up its position to 60 from 67 last year and 82nd rank in the previous year, there is optimism that the performance will be sustained year after year, Mr. Rajasekar said.

Govt. school teachers can’t give tuitions after class: HC

Education dept. told to create toll-free number for students to lodge complaints

The Madras High Court has directed the School Education Department to provide a toll-free telephone number to enable students, parents and others to lodge complaints regarding indiscipline, illegal activities, irregularities and sexual harassment by teachers in general, apart from conduct of private tuitions/tutorial classes by government teachers in particular.

Justice S.M. Subramaniam ordered that the toll-free phone number should be created within eight weeks and publicised well by displaying them in the notice boards of all schools across the State. He also ordered that complaints received through the toll-free number should be acted upon by officials concerned within 24 hours.

The order was passed after holding that government schoolteachers were not entitled to take tuitions or tutorial classes even after class hours and during holidays since it amounts to indulging in a ‘private trade or business’, which had been termed as a misconduct under the service rules applicable to government servants.

The judge said: “It is most unfortunate to state that teachers are soliciting students to join tuition classes either at their homes or in other places organised by such teachers.


The students, after school hours, are sometimes forced to attend the tuition classes. Taking of tuition after school hours is also a misconduct.

“A public servant must show devotion to his duty. The profession of teaching is a noble one and teachers are bound to maintain honesty, integrity and clean life both inside as well as outside the school. Contrarily, these teachers are engaged in trade and business by conducting tuitions/tutorial classes.”

Stating that a decent salary was being paid to government school teachers from the tax payers’ money, the judge said they owe a high moral duty towards society. Nevertheless, many were indulging in undesirable activities thereby degrading the nobility attached to the profession, he lamented.

Justice Subramaniam also took note of growing instances of school students being subjected to sexual harassment by teachers. “Even young children are not spared. Such instances are frequently published in the media.

However, the authorities are not showing any sensitiveness towards this issue. They are only pretending to be sensitive,” he said.

Therefore, there was an imminent necessity to create a mechanism where parents and others could have a vigil over the activities of schoolteachers and report them to the authorities concerned, he said.

The orders were passed on a writ petition filed by headmaster R. Renganathan of Coimbatore, challenging his transfer from the Corporation S.R.P. Ammani Ammal Government Higher Secondary School at R.S. Puram to the Corporation Higher Secondary School at Selvapuram situated at a distance of about two km.

Though the transfer order had stated that it had been passed on administrative grounds, the judge found that it had been passed at the request of M. Mallika, headmistress of Selvapuram school, who wanted to get transferred to the school at R.S. Puram. He deprecated the Corporation Commissioner for mentioning a false reason in the transfer order.

After dismissing the writ petition, he directed both the petitioner and Ms. Mallika to plant 50 saplings on the school campus where they were serving and report compliance to the Corporation Commissioner who, in turn, was ordered to forward a report to the Registrar General of the High Court.

The Indian Institute of Technology Madras (IIT-M) has emerged the overall best institute in the country, with a score of 83.88 in the National Institutional Ranking Framework (NIRF).

For the fourth time, IIT-M has topped among engineering institutions. IIT-M has also been declared the ‘top innovative institution’ in the country under the Atal Ranking of Institutions on Innovation Achievements, a category introduced this year.

Director Bhaskar Ramamurthi said: “We are delighted that our efforts to constantly improve our course programmes, research and industry collaboration as well as the creation of a world-class innovation ecosystem in India’s first-of-its-kind Research Park at IIT Madras, are being recognised. We will continue to strive to excel in all these spheres.”

Medical rankings


Among medical institutions, Christian Medical College, Vellore, has been ranked third and Amrita Vishwavidhyapeetham, Coimbatore, fifth. Sri Ramachandra University has fallen from 10 to 11 while SRM has remained at 22 and Saveetha University at 25. Annamalai University has been ranked 26 (last year 24). Its pharmacy college is ranked 12. The College of Pharmacy, Madras Medical College, has been ranked 47, falling six places compared to last year. PSG Institute of Medical Sciences and Research, which was ranked 21 last year, has not featured despite participating in the process.

The best government institutions for management courses are the Indian Institute of Management, Tiruchi (rank 14), IIT-M (15) and National Institute of Technology, Tiruchi (17) and Anna University. Among private ones, Great Lakes Institute of Management (18) and Loyola Institute of Management (36) feature in the top 50.

Anna University has been ranked seventh overall and ninth among engineering institutions.

However, the university’s rank has slipped from fourth last year. It is ranked sixth among institutes offering architecture and 43rd among those offering management courses.

Governor Banwarilal Purohit has congratulated the Vice-Chancellors, principals, faculty and students for their efforts.

“It is a matter of great pride and recognition to find that the Anna University, the Presidency College and Loyola College of the Madras University have earned top honours in the India rankings 2019,” he said, terming the achievement of Anna University “remarkable and praiseworthy”.

Unpaid pilots serve legal notice to Jet

Jet Airways pilots’ union on Tuesday served a notice to management, warning to initiate legal action unless their January to March salary dues are cleared by April 14. While January and February salaries are due for the highpay bracket pilots, aircraft engineers and senior management, March salary has not been paid to any employee. The airline had last week promised to inform employees about salary due payment on Tuesday. Pilots and engineers had earlier threatened to stop work from April 15 unless their “substantial” dues are cleared and a clear roadmap be given for the rest. Jet CEO Vinay Dube wrote to employees on Tuesday. But in the absence of the promised ₹1,500-crore emergency funding from lenders, he could not give any timeline for the same. Meanwhile, unpaid lessors have asked the Directorate General of Civil Aviation (DGCA) to de-register 15 aircraft from Jet’s name so that they could be leased out to other airlines. “The process of de-registering some of Jet’s leased aircraft from the airline’s name is on,” said an official.

SC: Wife can file harassment case from anywhere

Women can file matrimonial cases, including criminal matters pertaining to cruelty, from the place where they have taken shelter after leaving or being driven out of their matrimonial home, the Supreme Court said on Tuesday.

The apex court’s verdict came on an appeal filed by Rupali Devi against the Allahabad high court which dismissed her plea to file a dowry harassment case from her parents’ house.

The high court order held that cruelty punishable under Section 498A of the IPC is not a continuing offence, and thus cannot be investigated or punished in a jurisdiction outside the one in which the matrimonial house of the complainant is situated. A bench headed by Chief Justice Ranjan Gogoi said the impact on the mental health of the wife by “overt acts” by the husband or his relatives, mental stress and trauma of being driven away from the matrimonial home cannot be ignored. Truckload of ‘cash’ turns out to be 16 tonnes of tea bags

Police had to resort to lathicharge to disperse a mob that waylaid a container-laden truck carrying tea bags at Athupalam here on Monday night, believing that it was transporting huge stacks of currency notes.

A group of people stopped the truck, which they believed was overspeeding, near Athupalam toll plaza around 10.30pm. As the panicked driver failed to offer a proper explanation about the items in the vehicle, rumour spread that it was carrying cash.

Someone in the crowd mentioned how three trucks carrying ₹570crore in cash were seized in neighbouring Tirupur during the 2016 assembly elections. The road was blocked as more people rushed to the spot.

A police team led by deputy commissioner of police L Balaji Saravanan and election flying squad officials soon reached the spot and questioned driver Prakash who told the officials that the container has 16 tonnes of tea bags. But the crowd was not in a mood to listen. They insisted that they will not allow the vehicle to move from the spot unless the container is opened in full public view. Though police advised them to disperse, people refused to budge. But they ran away after the police team resorted to lathicharge.

The truck was then taken to the collectorate and the container was opened in the presence of tahsildar and election flying squad officials. Police allowed some political party functionaries and members of public to check the bundles of tea bags. The container was then locked and sealed. It was again opened on Tuesday afternoon in the presence of collector K Rajamani. Election officials checked all bundles and made sure that no contraband was present.

The owner of the consignment, Hemen Shah, director of Shah Borthers, told TOI that the tea bags worth ₹30lakh were on the way to the Kochi port. “I had promised the buyer that the consignment will reach the vessel at Kochi port on Tuesday morning. Since I was not able to send the consignment to Germany on time, I would face severe loss,” he said.

The consignment was handed over to the owner after thorough inspection.

Meanwhile, the collector said flying squads had seized ₹9.06crore in cash and 153kg gold so far from the district. “We have released ₹2.75crore and 1kg gold after verifying documents. The container was checked in the presence of GST, customs and income tax department officials. I have instructed officials not to harass general public unnecessarily.”

Ink worth ₹2.5cr ordered for TN

The Election Commission has placed order for 1,747 litres of indelible ink for the Lok Sabha polls in Tamil Nadu. The state would need 1.74 lakh 10ml bottles of ink. Only one company, Mysore Paints and Varnish Ltd, manufactures indelible ink in India. “We will be sending two bottles to a polling booth and so far we have received half of what we ordered and remaining will be received by weekend,” said chief electoral officer Satyabrata Sahoo. The total cost for this purpose in Tamil Nadu is ₹2.47 crore.

Tamil Nadu has the most government medical colleges in the country – 22 – but none of them including Madras Medical College, Stanley Medical College and Madurai Medical College applied for the annual National Institutional Ranking Framework (NIRF) of the Union ministry of human resource development.

The list, released on Monday, had Christian Medical College in Vellore — the sole state medical university-affiliated institution to participate in the survey — at 3 and Amrutha Vishwapeetam from Coimbatore at 5. Among the country’s top 30 medical colleges were 6 from TN, including Sri Ramachandra University (11), SRM University (22), Saveetha University (25) and Annamalai University (26) — the same as Delhi.

Besides being a major image booster, these rankings could soon be the eligibility criteria for various projects of the Union ministry. For instance, only top 100 institutions on the NIRF list will be allowed to apply for certain academic and research proposals, able to get financial and technical support through collaborations for research. Under the Scheme for Academic and Research Collaboration (SPARC), institutions like the All India Institute of Medical Sciences and Sri Ramachandra Medical College were allotted research projects. “These projects will benefit the students, college as well as society at large. None of the TN

government colleges were even eligible although they have the clinical material, human resources and infrastructure to do the research,” said a senior academician.

In 2018-19, applying for NIRF ranking was not even on the priority list for Tamil Nadu. Director of Medical education Dr A Edwin Joe said some top colleges were asked to apply but none completed the formalities on time. “This year, all colleges were focusing on getting certificates from the National Accreditation Board for Hospitals and Healthcare Providers. We wanted to ensure uniform standards across hospitals in treatment protocols and establish patient friendly environment. We missed out on NIRF 2019, but we will participate in the survey in 2020,” he said.

Madras Medical College Dean Dr R Jayanthi admits it was a big miss. “We had the scope to make it to the toppers list if only we had applied. We want to ensure we are on it at least next year,” she said. The Tamil Nadu Dr MGR Medical University affiliates more than 10 self-financing colleges besides all government colleges. But since the university doesn’t have a constituent college, it can’t apply for the ranking survey or the University Grants Commission’s grading system.

In 2018, during a closed door meeting with V-Cs of state universities, governor Banwarilal Purohit told the former vice-chancellor Dr S Geethalakshmi to work on various formalities. There is a proposal to convert IRT Perundurai Medical College near Erode into a constituent college, but no decision has yet been taken.

Court bars teachers from taking tuitions, resorting to business; calls it misconduct

School and college teachers doing business/trade or taking tuition, even after school hours, is misconduct, ruled the Madras high court on Tuesday. It also directed the state government to create a helpline and display it prominently in schools to help parents and children file complaints on such matters and sexual harassment issues. Once a complaint is received, the government must take action in 24 hours, the court said.

Justice S M Subramaniam issued the directive while ruling on a petition filed by R Renganathan, a corporation school headmaster, challenging his transfer to another school which was just 2km away from his present school.

Ruing the growing indiscipline in government schools, more so among teachers, the judge said teachers were filing such unnecessary writ petitions without realizing that they were duty-bound to serve the public. The judge said that though as per rule 9 of Tamil Nadu Government Servants Conduct Rules a teacher could not engage themselves in any trade or business or undertake any employment, “the situation across the state is that most of the government teachers have engaged themselves in conducting tuitions/tutorials and private classes for monetary gain.”

Apart from this, noting that such teachers are conducting agitations and dharnas during the eve of public examinations in order to ‘threaten the state government’ as well as public, the court said that such activities of teachers are to be viewed seriously and constant actions are to be taken by the competent authorities.

Noting that there is no adequate machinery to check these illegal activities and initiate action, Justice Subramaniam said, “higher officials, who have knowledge about these activities, are remaining as mute spectators. Those higher officials are also committing a misconduct by not initiating proper actions against these public servants.”

Observing that decent salary is being paid to these teachers by the government from the tax-payers money, the court added that they had high moral duty towards the society.
