ஓய்வூதிய கூடுதல் நிர்ணயத்தால் நிதி இழப்பு தொகையை வசூலிக்க வழிகாட்டுதல் தேவை

மதுரை, தமிழக அரசுத்துறைகளில் ஊழியர்களுக்கு கூடுதல் சம்பளம், ஓய்வூதியம், நிலுவைத் தொகை நிர்ணயம் தொடர்பாக கருவூலத்திற்கு ஏற்பட்ட நிதி இழப்பை ஈடு செய்ய, தொகையை வசூலிப்பது தொடர்பாக வழிகாட்டுதல்களை பிறப்பிக்க தலைமைச் செயலாளருக்கு உயர்நீதிமன்ற மதுரைக் கிளை உத்தரவிட்டுள்ளது.

மதுரை மாவட்டம் பேரையூர் அருகே கெஞ்சம்பட்டி சுப்புராஜ் தாக்கல் செய்த மனு:பெருமாள்பட்டி ஊராட்சி ஒன்றிய துவக்கப்பள்ளி தலைமை ஆசிரியராக பணிபுரிந்து, 1996ல் ஓய்வு பெற்றேன். சம்பளத்தை கூடுதலாக நிர்ணயித்து, அதனடிப்படையில் ஓய்வூதியம் நிர்ணயிக்கப்பட்டதாகவும், கூடுதல் தொகையை பிடித்தம் செய்யவும் பேரையூர் உதவி கருவூல அலுவலர் 2015ல் உத்தரவிட்டார்.

 எனக்கு விளக்கமளிக்க வாய்ப்பளிக்கவில்லை. எனது ஓய்வூதியத்தில் பிடித்தம் செய்யும் உத்தரவை ரத்து செய்ய வேண்டும். இவ்வாறு சுப்புராஜ் மனு செய்தார்.நீதிபதி எஸ்.எம்.சுப்பிரமணியம் உத்தரவு:'குரூப் 3 மற்றும் 4 ஊழியர்களுக்கு சம்பளம் அல்லது ஓய்வூதியம் கூடுதலாக நிர்ணயித்து வழங்கியிருந்தால், அத்தொகையை சம்பந்தப்பட்டவர்களிடம் பிடித்தம் செய்யக்கூடாது. 

கூடுதல் சம்பளம், ஓய்வூதியம் நிர்ணயித்ததில் தவறு செய்த அலுவலர்களை அதற்கு பொறுப்பாக்கி, அவர்களிடம் தொகையை வசூலிக்க வேண்டும்,' என உச்சநீதிமன்றம் உத்தரவிட்டுள்ளது.இதுபோன்ற விவகாரத்தில் கீழ்நிலை ஊழியர்களின் பரிந்துரையில் மாவட்ட அளவிலான சம்பந்தப்பட்ட அதிகாரிகள் கையெழுத்திடுகின்றனர். மாவட்ட அதிகாரிகளை, சில கீழ் நிலை ஊழியர்கள் தவறாக வழி நடத்துகின்றனர். சில அலுவலர்கள் கூட்டுச்சதி செய்து கூடுதல் சம்பளம் நிர்ணயிப்பதாக புகார்கள் தெரிவிக்கப்படுகிறது. 

சம்பள நிர்ணயத்தில் தவறு நடந்தது தணிக்கையின்போது கண்டறியப்படுகிறது.கூடுதலாக நிர்ணயித்து வழங்கிய தொகையானது மக்களின் வரிப்பணம். அதை அரசு அதிகாரிகள் சரியாக செலவிட வேண்டும். அதில் இழப்பு ஏற்பட்டால் சம்பந்தப்பட்ட அதிகாரிகள் பொறுப்பேற்க வேண்டும்.மனுதாரருக்கு தற்போது வயது 81. தொகையை ஓய்வூதியத்தில் பிடித்தம் செய்யும் நடவடிக்கையால், அவரது இயல்பு வாழ்க்கை பாதிக்கும். அவரிடம் தொகையை வசூலிக்க பிறப்பித்த உத்தரவு ரத்து செய்யப்படுகிறது.விதிகள்படி மனுதாரருக்கு சரியான சம்பளம், ஓய்வூதியத்தை நிர்ணயிக்க வேண்டும். மனுதாரருக்கு கூடுதலாக சம்பளம் நிர்ணயித்தது தொடர்பாக விசாரணை நடத்த வேண்டும். தவறிழைத்த, கவனக்குறைவாக நடந்து கொண்ட அலுவலர்களை பொறுப்பாக்கி, அவர்கள் மீது தகுந்த நடவடிக்கை எடுக்க வேண்டும். 

அரசுக்கு ஏற்பட்ட நிதி இழப்பை ஈடு செய்யும் வகையில், அவர்களிடமிருந்து தொகையை வசூலிக்க வேண்டும்.கூடுதல் சம்பளம், ஓய்வூதியம், நிலுவைத் தொகை நிர்ணயம் தொடர்பாக கருவூலத்திற்கு ஏற்பட்ட நிதி இழப்பை ஈடு செய்ய, தொகையை வசூலிப்பது தொடர்பாக ஒருங்கிணைந்த வழிகாட்டுதல்களை அனைத்துத்துறைகள் மற்றும் சம்பந்தப்பட்ட அலுவலர்களுக்கு தலைமைச் செயலாளர் பிறப்பிக்க வேண்டும்.இவ்வாறு உத்தரவிட்டார்.

அந்த வழக்கம் தொடர்கிறது.வாழ்க்கையில் ஒருமுறைஒவ்வொருவரும் அவரது ஆயுள் காலத்திற்குள் ஒருமுறை அல்லது இருமுறைதான் அத்தி வரதரை தரிசிக்க முடியும். கடந்த 1854, 1892, 1937, 1979 ஆகிய தேதிகளில் அத்தி வரதர் தரிசன உற்சவம் நடந்தது.இந்த நுாற்றாண்டில் இந்தாண்டில் முதன் முறையாக ஜூலை 1ம் தேதி அனந்த தீர்த்தத்தில் இருந்து வெளியே வருகிறார். அத்தி வரதரை வசந்த மண்டபத்தில் 48 நாள்கள் பக்தர்கள் தரிசனத்துக்கு வைக்கின்றனர்.முதலில்சில நாட்கள்சயனக் கோலத்திலும்,பின் சில நாட்கள் நின்ற கோலத்திலும் அத்திவரதர் அருள்பாலிக்க உள்ளார்.பக்தர்கள் வருகையை எதிர்கொள்ள காஞ்சிபுரத்தில் வாகன நிறுத்துமிடம், கழிப்பறை உள்ளிட்ட ஏற்பாடுகள் செய்யப்பட்டுள்ளன.

The AICTE and UGC maintain a list of fake universities and unapproved institutions on their websites, Union HRD Dr Ramesh Pokhriyal ‘Nishank’ said on Thursday.

NEW DELHI: The list of fake universities and unapproved institutions has been uploaded on the websites of the University grants Commission (UGC) and the All India Council for Technical Education (AICTE), the Union Minister of Human Resources and Development (HRD), Dr Ramesh Pokhriyal ‘Nishank’ said on Thursday.

This information was given by the Union HRD Minister in a written reply in the Rajya Sabha.

The AICTE maintains a list of unapproved institutes based on the information received from various sources. The list of such erring (264) technical and (116) architecture institutes is available on AICTE’s website: https://www.facilities.aicte-india.org/dashboard/pages/angulardashboard.....

The Ministry also informed that concerned state governments have been advised by the AICTE to take appropriate action against such unapproved institutions.

Besides, University Grants Commission (UGC) also maintains a list of fake universities on its web-site, i.e. www.ugc.ac.in, a PIB release said.

To curb the menace of fake Universities/ Institutions, it issues Show Cause / Warning Notices to fake Universities and send letters to the State Governments for taking appropriate action against fake Universities/ Institutes functioning in their State.
Recover excess salary from officials, not employees: Madras High Court

The judge said the scope of legal principles was to be stretched in order to protect the tax payers’ money.

Chennai: The Madras high court pointed out the legal principle that excess payment of salary cannot be recovered from Group-III and Group-IV employees as well as retired employees. The court directed the Chief Secretary to government to issue consolidated/comprehensive instructions to all the subordinate officials to ensure that in the event of wrong fixation of pay or excess payment of salary/pension if noticed, it is the officials who are all responsible and accountable for such excess payment and they have to compensate the financial loss occurred to the state exchequer.

Justice S.M. Subramaniam gave the directive while disposing of a petition from Subburaj, a retired Headmaster and quashing an order of recovery issued by the Assistant Treasury Officer, Madurai to recover the excess salary/pension paid to the petitioner.

“Considering the legal principles as well as the precedent settled by the Apex Court, this court is of the considered opinion that even though the excess payment of salary/pension cannot be recovered from the Group-III and Group-IV employees as well as from the retired employees, the excess payment shall be recovered from the officials, who all are responsible and accountable for the erroneous fixation of pay or excess payment of salary/pension/other monetary benefits”, the judge added.

The judge said the scope of legal principles was to be stretched in order to protect the tax payers’ money. The state and the executives were duty bound to protect the tax payers’ money and every penny spent must be accountable and any wastage of tax payers’ money was impermissible under the Constitution of India. With this perspective, the court has to adopt a pragmatic approach to find out a solution to make good the financial loss occurred to the tax payers’ money.

“Undoubtedly as per the legal principles settled by the Apex Court, the excess payment of salary cannot be recovered from Group-III and Group-IV employees as well as from the retired employees. However, those excess monetary benefits paid must be recovered from the officials, who had committed negligence, lapse or dereliction of duty in the matter of payment of excess monetary benefits to the employees and those officials are to be held responsible. This is the rule of law”, the judge added.

The judge said this court has experienced many number of such litigations in the matter of fixation of scale of pay, wherein excess scale of pay and monetary benefits as well as arrears were paid to the employees with the connivance and collusion of the officials concerned. Mostly at district level, the authorities competent were misguided by the subordinates as well as by few employees. Under those circumstances, excess arrears of pay were claimed and disbursed.

Only few such cases were identified by the audit groups. There was a large number of such complaints that excess claims were made with the collusion of officials.

Therefore, it was mandatory on the part of the state government to collect all those excess payments paid from the tax payers’ money and to safeguard the interest of the state as warranted under the Constitution of India. Excess payment paid cannot be allowed to lapse as it would cause financial loss to the state exchequer.

Such a course cannot be adopted and it was in violation of the Constitutional mandate, the judge added. Impleading suo motu the Chief Secretary as a party Respondent, the judge gave the above directive.
Woman given govt job on humanitarian grounds

The DLSA on Thursday handed her the appointment order as a multipurpose worker in the Government Hospital in Sivakasi.

CHENNAI: Despite undergoing a tubectomy operation in Virudhunagar Government Hospital in 2011, a 28- year-old woman from Sivakasi gave birth to a baby girl in 2014. Since then she has been running from pillar and post, seeking a job on humanitarian grounds until she petitioned the District Legal Services Authority. The DLSA on Thursday handed her the appointment order as a multipurpose worker in the Government Hospital in Sivakasi.

K Kaleeshwari, a resident of Ramachandrapuram from Sivakasi, underwent tubectomy in 2011 in Virudhunagar Government hospital after the birth of her two children, Poovarasan (8), Illavarsi (7). However, in 2014, Kaleeshwari again gave birth to a baby girl, Manisha Kalairasi (4). Accompanying her three children and her husband Kalimuthu, a daily wage labourer, Kaleeshwari came to the District Legal Services Authority, seeking help financially as she was facing difficulties in making both ends meet.

I Jayanthi, DLSA secretary, after receiving the petition, took it to the notice of the senior health officials. The Directorate of Family Welfare officials soon arrived at the office of DLSA to redress Kaleeshwari’s grievance. They clarified that in sterilization, there is a likelihood of the knot made on the fallopian tube, getting eased with time. Kaleeshwari said, “I had sent representations to the district collector on the medical negligence that occurred to me in 2011, however, no action was taken.”

The family even went to the Chennai secretariat where she was turned away, she added. 

Kaleeshwari will be getting a salary of Rs 8000 per month under Chief Minister’s Comprehensive Health Insurance Scheme. The appointment letter was arranged and handed over to the victim.
CMDA orders probe into sexual harassment of woman staff

CHENNAI: The Chennai Metropolitan Development Authority has ordered an inquiry over alleged sexual harassment by a senior planner in the authority, towards a junior woman colleague, that caused her to resign from the organisation.

The probe was ordered after certain portions of the purported texts between the senior planner and the former woman staff, were circulated on social media. The conversations suggest that he had sought sexual favours from the woman, by promising career and monetary benefits.



The transcript, which has been doing the rounds in social media, has been brought to the notice of top officials and it is learnt from CMDA sources that an enquiry has been ordered into the entire episode. It is also learnt that she resigned from the job after the incident and officials are trying to contact her. However, she has changed her mobile number.

“In the Whatsapp message which contains the transcript, it has only ‘SP Sir CMDA’ written. There is no phone number of senior planner. Hence, the girl’s testimony is important,” a senior CMDA official said.

As per the transcripts doing the rounds, the senior planner lures the female employee, “Enjoyments will be in secret with special gift chances available dear.”

“Of you are missing that chance means you will become wasting your lifetime best wishes of chances coming soon on the way dear,” (sic) the planner in broken English pings the employee.

At one stage when the woman says she is already engaged, the senior planner continues with his proposal. In the end, when the employee couldn’t take it anymore, she asks him to tell in Tamil what he wants. To which he retorts, “Nee Vendum Ennaku Ragasiama Sol dear.” (I want you, tell it secretly.) She had replied with a ‘No’. It is learnt that the woman, who was recruited through ELCOT for CMDA, resigned from the organisation soon after this episode. After top officials came to know about the transcripts, they are keen on taking stringent action against the official and have asked officials to gather details about the incident.
Sources indicated that it is not the lone case. Another woman has also allegedly resigned after being harassed by the same individual.

Four-year-old’S body found in bathroom

Chennai: A four-year-old girl was murdered on Thursday and the body was found in a gunny bag in the house bathroom on the city’s outskirts. Police have detained a neighbour, an ex-serviceman, in connection with the incident. Police suspect the victim to have been sexually assaulted and murdered elsewhere and the body dumped in her own house. They said the victim’s father works in a private company and was at office when the incident occurred. “The victim’s mother had gone to drop her elder son, at the tuition centre, leaving her daughter alone at home. She returned and found her daughter missing. She alerted neighbours,” said a police officer. The mother filed a police complaint and returned home only to find the girl’s body in a gunny bag in the house bathroom, the officer said.
IndiGo to revise flight cancellation, change charges
According to the airline, the revised flight cancellation and change fee for both domestic and international flights will become effective from Thursday midnight.

NEW DELHI:) Budget passenger carrier IndiGo on Thursday said that it would revise flight cancellation and change charges made within three days before the travel date.

However, for domestic bookings, customers can make changes or cancellations free of charge within 24 hours of booking, if booked at least seven days before the travel date.

According to the airline, the revised flight cancellation and change fee for both domestic and international flights will become effective from Thursday midnight.

"The revision only applies if the change or cancellation is made within 0-3 days of the travel dates. The charges remain the same in case a passenger is making the change four or more days in advance of the travel dates," the airline said in a statement.


In line with the passenger charter released by the Ministry of Civil Aviation in February 2019, customers can make any changes or cancellations free of charge within 24 hours of booking on domestic flights, provided they have booked their tickets at least 7 days in advance of the scheduled departure.
Doctors at Villupuram govt. hospital go on flash strike

Decision follows an attack on postgraduate student

Doctors at the Villupuram Government Medical College and Hospital at Mundiyambakkam went on a flash strike on Thursday, following an attack on a postgraduate student at the surgical ward on Wednesday night. Police said the PG student was abused and manhandled by the attendant of a woman patient who was admitted in the surgery ward following an accident.

The accused identified as A. Ramamoorthy, who was in an inebriated state, assaulted the PG student following an argument over the treatment provided to his mother A. Ellammal. The PG student immediately alerted the security staff but Ramamoorthy fled the scene.

On information, house surgeons and doctors assembled at the main entrance of the hospital demanding immediate arrest of the accused. Deputy Superintendent of Police N. Thirumal and college dean Dr. G. Sankaranarayanan held talks with the doctors and pacified them following which they withdrew their protest.

Mr. Sankaranarayanan said the police had agreed to enhance security in the medical college following the incident. The police have launched a search for Ramamoorthy, who is at large.
Excess salary/pension could be recovered, says High Court

Hearing a large number of petitions challenging the recovery of excess salary/pension paid, the Madurai Bench of the Madras High Court on Thursday observed that wherever it was legally permissible, the recovery of excessive payment could be made.

However, in the case of last grade and retired employees, the excess payment should be recovered from officials responsible for it.

Justice S.M. Subramaniam observed that the competent authorities of the State government are the custodians of tax payers’ money and they are trustees. Thus, in the event of any lapse, negligence or dereliction of duty in the matter of payment of excess salary/pension to employees, the officials concerned must be responsible and liable for the financial loss.

The court was hearing a petition filed by Subburaj of Madurai, a retired headmaster. The petitioner challenged the recovery of excess pension amount paid to him after audit objections were raised over fixation of pay.

It was said that no show cause notice or reasonable opportunity was provided to the petitioner.

Retired employees were not entitled to receive excess pension or pension benefits, which were all paid from tax collected from the public. The principle of law, as already settled, enumerates that excess payment, if any, made from the taxpayers’ money should be recovered and deposited in the State Treasury.

The court said that the Supreme Court in State of Punjab and Others vs Rafiq Masih (White Washer) case had held that the last grade and retired employees were to be exempted from the recovery, considering the hardship that could be caused to them. In subsequent Supreme Court direction, it was held that only in the event of an administrative error, the exemption could be granted.

However, the court said that excess monetary benefits paid must be recovered from the officials who committed the negligence. The court directed the Chief Secretary to issue a consolidated circular stating that officials accountable for excess payment would have to compensate the financial loss occurred to the State exchequer.
Salem Collector among 7 IAS officers shifted out

In a surprise move, Salem Collector Rohini R. Bhajibhakare, who had executed several projects in Chief Minister Edappadi K. Palaniswami’s native district, was transferred and posted as Registrar of Tamil Nadu Music and Fine Arts University in Chennai.

She had served as Salem Collector since August 2017.

IAS officer S.A. Raman is the new Salem Collector. He was earlier the District Collector in Vellore. While Ariyalur Collector M. Vijayalakshmi was transferred and posted as Dindigul Collector, T.G. Vinay, who was holding that post, was transferred and posted as Ariyalur Collector.

Tamil Nadu State Election Commission Secretary T.S. Rajasekar was transferred and posted as Madurai Collector, a position earlier held by DRO S. Santhakumar as additional charge. R. Seethalakshmi, who was earlier the Registrar at Tamil Nadu Music and Fine Arts University, was transferred and posted as Chennai Collector, and A. Shanmugasundaram, holding the latter post, was shifted and posted as Vellore Collector.

MCI extends date for EWS quota application

State’s position unclear; self-financing colleges not keen

The Medical Council of India (MCI) has extended the deadline till Friday to apply for the 10% economically weaker section quota. .

This is the third time the MCI has extended the deadline since the first announcement was made on April 18.

The last date to submit applications was June 11.

On Tuesday, the MCI again issued a circular revising the last date to June 28.

The council has sought intimation on the reservation percentage of the State for all categories, along with the proposal.

The dean of a college said as per the MCI procedure colleges could individually email the council and also the government requesting additional seats. This could increase the number of MBBS/BDS seats substantially in the State.

Director of Medical Education A. Edwin Joe said the colleges had forwarded to him the applications which he had forwarded to the government.

The official said, “The State government is the owner of the colleges and we have to get its concurrence. We have 3,350 seats of which we should get around 335 seats if the quota is implemented,” he said.

Health Secretary Beela Rajesh said, “It is still a policy decision that the government has to take.”

Self-financing medical colleges in the State have also not attempted to apply for the EWS quota.

The principal of a self-financing college said he had discouraged his management from applying. The colleges will have to parallelly improve the infrastructure and increase the faculty strength. The fee structure for these students is low whereas the faculty salary would be high, the official pointed out.

On Wednesday, the Medical Counselling Committee of the Director General of Health Services extended the deadline for choice locking for the all-India quota seats.

MCC revises schedule

On Thursday, it announced the revised schedule: the seat allotment process will be done till June 30 and the results of the first round would be available on July 1.

Candidates will get time to join colleges till July 6. The second round of counselling will begin on July 9.

The DME is expected to release merit list for State quota on July 2.
‘Yelantha pazham’ fame actor Vijaya Nirmala dies at 73

Veteran actor and director Vijaya Nirmala, who had been ailing for a while, passed away in a Hyderabad hospital on Wednesday night. She was 73.

Nirmala was a southern star in every sense, leaving her mark not just in Telugu, but in Tamil and Malayalam as well, having acted in over 200 movies. As a director of 44 films, she also held the Guinness World Record for a women director. Nirmala married veteran actor Krishna and is survived by him and son, actor Naresh. She is the stepmother of Telugu superstar Mahesh Babu, who is the son of Krishna’s first wife Indira. The actress’ last rites will be performed at the family’s farmhouse at Chilkur on Friday.

Born in Chennai, she was introduced to the silver screen in 1950 at the age of seven in the Tamil film Mrithyu Rekha. Her first film in Telugu was Panduranga Mahathyam at the age of 12, but she was introduced as a heroine in Rangularaatnam. She became an instant hit in Malayalam, starring in the 1964 movie Bhargavi Nilayamopposite Prem Nazir.

Her first film as a director was Meenain 1971and she also directed her husband Krishna’s movies. Her role in Alluri Sitaramaraju essayed with Krishna in the lead got rave reviews. Some of her famous works include Pandanti Kapuram, Mosagallaku Mosagadu, Marina Manishi, Kurukshetramand Thathamanavadu.

A polyglot that she was, Nirmala dubbed for her roles in Tamil. From a petite girl in Chitthi, she grew up to become one of the finest women directors. She is remembered in Tamil Nadu especially for her performances in Neelagiri Express, Soappu Seeppu Kananadiand Enga Veetu Penn.

CM K Chandrasekhar Rao also visited the family on Thursday. AP CM Y S Jaganmohan Reddy and ex-CM Chandrababu Naidu also expressed their condolences.

Reminiscing about her time in Tamil films, veteran director, producer and actor Chithra Lakshmanan said: “When actor Krishna was shooting for Jamadagni directed by P Bharathiraja in 1988 in Ooty, Nirmala was a perfect wife accompanying him for shoots. She not only looked after him, but also hosted lunches for Bharathiraja and me. You cannot find a better host than her.”

Among the sari-clad heroines of the 1960s, Nirmala never shied away from wearing modern clothes. “She was ahead of her times,” says Lakshmanan.

“In Panama Pasama, though the story revolved around the conflict between Gemini Ganesan and S Varalakshmi, Vijaya Nirmala’s performance stole the show. People thronged theatres to watch the ‘yelantha pazham’ song in which she was elegance personified,” he said.
Odisha nurses sent on leave for TikTok videos

Man, two friends burgle house to pay ‘bride price’

All is fair in love and war, goes the old adage.

So when the father of the girl he was in love with demanded that he come up with ₹10 lakh within a month if he wanted the wedding to happen, car driver Chelladurai roped in a couple of his friends and burgled a locked house on Mudichur Road, Tambaram.

That’s when things started to go downhill for loverboy. He and his friends couldn’t break open the safe in the house and had to be satisfied with an LED TV and a clock, which they took away in their car on June 24.

A day later, house owner Soundarapandian and his family returned and raised the alarm.

The police checked the CCTV images from the area and zeroed in on a car.

On Wednesday, the police tracked down and nabbed Chelladurai, 23, and his friends Mari Michael, 24, and Vignesh, 23, and recovered the TV and the clock.

Police said Mari and Vignesh had also stolen a bike on Mudichur Road two days ago to help Chelladurai meet the “bride price” his sweetheart’s father was demanding.

Tambaram assistant commissioner of police P Asokan said, “We have seized the stolen bike but we are yet to receive the bike missing complaint from the victims.”

Police said Chelladurai, who has studied till Class XII, was involved in a murder case in Chitlapakkam. Chelladurai had hired the car from a friend promising to pay him ₹5,000.

Police have obtained fingerprints from the three and sent them to the state crime record bureau to check if they were involved in any other burglary or theft.

The three were remanded in judical custody on Thursday.

Students Applying At Accredited Institutions Stand A Better Chance As Bankers Believe They Will Be In A Position To Repay

Are you planning to avail an education loan? Then better check whether the institution has got NAAC accreditation or the department has National Board of Accreditation (NBA) rating.

As per the latest guidelines issued by the ministry of human resources development (MHRD), the model educational loan scheme of the Indian Banks’ Association is restricted to students enrolled in professional/technical courses only from NAAC-accredited institutions or professional/technical programmes by NBA or Institutions of National Importance or Central Funded Technical Institutions (CFTIs). “Out of 480 colleges in Tamil Nadu, only around 100 engineering colleges have NAAC accreditation and 75 colleges may have NBA accreditation. Students may have to choose among these colleges if they want to avail education loan with interest subsidy,” said Jayaprakash A Gandhi, a career consultant.

Those programmes which do not come under the ambit of NAAC or NBA would require approval of the respective regulatory bodies such as Nursing Council of India for nursing courses and MCI for medical courses.

Bankers say students from NAAC and NBA-accredited institutions and departments have better chance to get campus placement and that would ensure repayment. According to the scheme, students whose parental income is up to ₹4.5 lakh can avail interest subsidy and the loan is given without any collateral and third-party guarantee for a maximum of ₹7.5 lakh.

For the past two years, all applications for availing educational loan are being routed through Vidya Lakshmi portal to the banks. Combining the past four years, the banks have approved only 42,733 applications out of 1,44,390 applications received through the portal.

“Banks are not giving importance to education loans. There is not enough awareness among bankers and students about the loan. The disbursement of educational loan was not properly monitored,” said K Srinivasan, convener, Education Loan Task Force (ELTF).

While applying, students can pick three banks in their area for a loan. The banks have to intimate the status of the application to students within 30 days. “But often banks do not respond within 30 days as mandated by the guidelines. There is no proper grievance redressal mechanism for educational loan,” Srinivasan said.

He said students need not give any collateral security for loans up to ₹7.5 lakh. “If they give collateral, they will not get the interest subsidy,” he said.

On the repayment process, Srinivasan said, “Students can repay the loan in 15 years. In case of unemployment or under-employment, they can take moratorium from repaying the loan for two or three times.”

M Rajkumar, founder and chief organiser, Education Loan Awareness Movement, said the number of students seeking education loan is declining due to the decrease in engineering admissions in the state. “Due to unemployment among engineering graduates, students and parents are hesitant to take loans. But the banks are dissuading the few who want to avail it,” he said. “It is not easy to avail education loan now. If 100 students apply for education loan, only 20 get it,” he said.

Asked about the high number of rejections in education loan applications, an official from Canara Bank said, “We look at the employment prospects of a candidate which is one of the main criteria we look into while sanctioning an education loan.”

Smoke emanating from a fridge fire kills man, wife, mom in city

A journalist working with a Tamil TV channel, his wife and mother were found dead on Thursday at their house in East Tambaram and police suspect they could have been asphyxiated by dense smoke after their refrigerator caught fire around 2am.

B Prasanna, 36, a reporter with News J channel, and his mother Revathy, 59, a retired government employee, were found collapsed in the living room, apparently while trying to open the front door. His wife Archana, 32, a teacher, was found on her bed. None of them had burn injuries.

Police said a short-circuit could have sparked the fire as the fridge did not have a stabilizer. It was also placed next to a plastic door to the pooja room, which too was charred in the fire. Forensic experts said the smoke would have been dense and the three would have been caught unawares as they were in bed.

Prasanna and wife were sleeping in one room and his mother in another room. Both rooms had airconditioners. The family lived on the first floor of the building at Thirumangai Mannan Street in East Tambaram.

Domestic help alerted relatives in the morning

Their domestic help who turned up for work at 9am found smoke emanating from the house and alerted Prasanna’s aunt Srimathi when there was no response to her knocks on the door. Fire and rescue services broke open the door and recovered the bodies.

Police said the power had gone off during the fire in which the fridge was completely gutted as were some inflammable material near it. The Selaiyur police registered a case of accidental death and further investigations are on. The house, which was painted white, had turned black and the smell of smoke pervaded the area even 15 hours later. Fingerprints in the soot-laced hall were evidence of Prasanna’s and his mother’s last moments as they tried to find a way out.

An order to this effect was passed by chief secretary Girija Vaidyanathan. Salem collector Rohini R Bhajibhakare has been posted as registrar of Tamil Nadu Music and Fine Arts University vice Seethalakshmi, who has been posted as collector of Chennai district.

Hundreds of undergraduate seats for AYUSH courses in Tamil Nadu are likely to remain vacant if the government is forced to adopt NEET-based admissions this year against the conventional method of using Class XII marks.

In 2018, when the state managed to exempt itself from NEET-based admissions, 516 of the 1,515 seats fell vacant. Health minister C Vijayabaskar said representations had been sent to the Central Council of Indian Medicine, the apex body which monitors and regulates traditional medical education and practices in the country, to exempt the state from NEET. “Last year, we evaded NEET as the amendment to the Indian Medicine General Council Act wasn’t made. This year, the Centre has brought in the amendment. As a policy, we are against NEET and we are trying our best to seek exemption,” he told the media.

Health department officials, however, say yoga and naturopathy courses alone may be exempt from the rule as there is no board for the stream unlike for ayurveda, siddha, unani and homeopathy. The Commissionerate for Indian Medicine in Tamil Nadu has asked the selection committee to begin admissions for Bachelors of Yoga and Naturopathy Medicine by July 1. Sale of applications will be on till July 19, with the rank list likely to be out by July 25. Dates for the other courses are yet to be finalised.

Traditional medicine practioners say NEET is likely to spell the doom for traditional medicine courses. “Many students who opt for such courses are from the rural areas of the state. Since there was no clarity on NEET, many students may not have even appeared for the exam. Chances of them clearing the exam are poor. It will be difficult for managements to even fill 50% of the seats,” said Dr M Selvin Innocentdhas, a Kanyakumaribased siddha practitioner.

Last year, the selection committee reduced the eligibility to 35% marks in Class XII examinations. Yet, more than 60% seats in yoga and 40% seats in homeopathy were vacant. Since there is only one college with 60 seats for unani, there were no vacancies in that stream, a senior Indian medicine official said. The selection committee held the counselling after admissions to MBBS, BDS and some paramedical courses. While seats in many nursing and pharmacy colleges were filled, there were vacancies in AYUSH. “Quality of students may improve, it may take a long time for seats to get filled,” said Dr Innocentdhas.

கோடை வெயில், கத்திரி வெயில் என அடுத்தடுத்த வெப்ப தாக்கங்களில் சிக்கி தவித்த மக்களுக்கு அடுத்து வந்த தண்ணீர் தட்டுப்பாடு பிரச்சினை பெரும் சோதனையை ஏற்படுத்தியது. குறிப்பாக தலைநகர் சென்னையில் தண்ணீர் பிரச்சினை தலைவிரித்து ஆடுகிறது.

தலைநகரின் சாபம் தீராதா? வருண பகவான் கருணை காட்டி மழை தரமாட்டாரா? என்று சென்னை மக்கள் தினமும் ஏங்கிக்கொண்டு இருந்தனர். அதற்கேற்றாற்போலவே கடந்த சில நாட்களாக சென்னை நகரில் வானம் மேகமூட்டத்துடனேயே காணப்பட்டது. அவ்வப்போது மாலை மற்றும் இரவு நேரங்களில் லேசான தூறல் மழையும் பெய்து மக்களை பரவசம் கொள்ள செய்தது.

பெருமழை

இந்த நிலையில் நேற்று மாலை 5 மணி முதலே மேகங்கள் சூழ்ந்து காணப்பட்டது. மாலை 5.30 மணிக்கு லேசாக தூறலுடன் தொடங்கிய மழை அடுத்தடுத்த நிமிடங்களில் வேகம் எடுத்து, பெருமழையாக பெய்ய தொடங்கியது.

சென்னையிலும் புறநகர் பகுதிகளிலும் மழை பெய்தது.

மழையில் நனைந்து மகிழ்ச்சி

நேரம் செல்ல செல்ல பலத்த காற்று மற்றும் இடியுடன் மழை பெய்தது. எப்போதுமே மழை பெய்தால் வீட்டில் தஞ்சம் அடையும் பொதுமக்கள் நேற்று மழையை வரவேற்று உற்சாகத்தில் நனைந்தனர். குறிப்பாக இளைஞர்-இளம்பெண்கள் மழையில் நனைந்து ஆடி மகிழ்ந்தனர். கூரை மற்றும் ஓட்டு வீடுகளில் இருப்பவர்களுக்கு எப்போதுமே மழை பெரிய சங்கடத்தை ஏற்படுத்தும். ஆனால் நேற்று கூரையை தாண்டியும் வீட்டுக்குள் ஒழுகி விழும் மழை நீரை மக்கள் மகிழ்ச்சியுடன் பார்த்தனர்.

பலத்த மழை காரணமாக நேற்று சாலைகளில் மழைநீர் பெருக்கெடுத்து ஓடியது. இதனால் போக்குவரத்து நெரிசல் ஏற்பட்டது. போக்குவரத்து போலீசார் போக்குவரத்தை சரிசெய்யும் பணியில் ஈடுபட்டனர்.

பூமி குளிர்ந்தது

இத்தனை நாட்களாக வெயிலுக்கு பயந்து குடை பிடித்து சென்ற மக்கள், இன்றைக்கு அந்த குடையை மழையில் நனையாமல் இருக்க பிடித்து சென்றனர். வீடுகளில் கூட பெய்த மழை நீரை பத்திரமாக வாளிகளில் பிடித்ததையும் பார்க்க முடிந்தது. மெரினா, பெசன்ட்நகர், திருவான்மியூர் போன்ற கடற்கரைகள் வெறிச்சோடி காணப்பட்டன.

மாலை 5.30 மணிக்கு பெய்ய தொடங்கிய மழை, இரவு 7 மணிக்கு ஓய்ந்தது. மழை ஓய்ந்தும் பெரும்பாலான இடங்களில் சில நிமிடங்கள் தூறல் விழுந்துகொண்டே இருந்தன. அந்தவகையில் 1½ மணி நேரம் பெய்த மழை பூமியை மட்டுமல்ல, மக்களின் உள்ளத்தையும் குளிரவைத்து விட்டது. தொடர்ந்து இதேபோல வருண பகவான் கருணை காட்டவேண்டும், தலைநகரின் சாபம் தீரவேண்டும் என்று சென்னைவாசிகள் வேண்டிக்கொண்டு இருக்கின்றனர்.



சமூக வலைதளங்களில் ‘டிரெண்டிங்’ ஆன மழை

சென்னையில் நேற்று பரவலாக பெய்த மழை சென்னை நகர மக்களை உற்சாகத்தில் நனைய வைத்தது. இதையடுத்து ‘சென்னையில் மழை’ என்பதை தங்கள் வாட்ஸ்-அப் ஸ்டேட்டஸ்களாக வைக்க தொடங்கினர். மழையில் உற்சாகமாக நனைந்தபடியும், தங்கள் பகுதியில் பெய்யும் மழையை படம்பிடித்து நண்பர்களுக்கு அனுப்பியும் மகிழ்ச்சியை பகிர்ந்து கொண்டனர்.

NEW DELHI: Universities are autonomous bodies and there is no compulsion on them to teach any particular subject, the University Grants Commission (UGC) Wednesday said.

The UGC's comments come in the wake of a row triggered by allegations from Jawaharlal Nehru University Students' Union (JNUSU), which on Monday said the varsity was trying to impose Hindi by making it a compulsory subject at the undergraduate BA and B Tech courses.

Amid JNUSU allegations, the varsity had Tuesday asserted that it is "unfortunate" that such "misinformation" has been circulated and had said the discussion on the matter has been deferred.

The JNU had said such "irresponsible" statements are "undesirable and condemnable" and clarified that the varsity has not taken any such decision.

"Universities are autonomous bodies and any decision to teach any particular subject is up to them. There is no compulsion," said UGC Secretary Rajnish Jain.

"The idea behind the letter sent to universities in October 2018 was to seek suggestions about teaching of Hindi in universities and not to mandate it," Jain said.

JNUSU had earlier said one of the agenda items of the 151st meeting of the academic council held last Friday pertained to "making Hindi a compulsory subject at the undergraduate level for BA and BTech courses".

Referring to this, the JNU on Tuesday had clarified that the agenda item was related to discussion on a 2018 letter from UGC seeking views on Hindi as possible course in undergraduate programmes.

The CPI(M) had on Tuesday alleged that "the efforts of the UGC to "push" Hindi as a compulsory subject in undergraduate courses will stir up a hornets' nest among other linguistic groups and affect the unity of the country".

Earlier this month, amid a controversy over the recommendation of an HRD Ministry panel to teach Hindi in non-Hindi speaking states, a revised draft education policy was issued by the Ministry that did not have a mention of the language being compulsory.

The DMK and other parties in Tamil Nadu had strongly opposed the three-language formula in the draft National Education Policy and alleged that it was tantamount to thrusting the Hindi language.

KARUR: Doing his bit for the green cause, a deputy tahsildar prioritises applications for patta from those who show proof of planting at least five saplings. Mohanraj (45) is the man behind this initiative, which has been appreciated. A native of Thanthonimalai, he was recently posted in Karur. He started with a gesture of putting up two posters in his office.

One says, ‘My Signature is not for sale. Giving and receiving bribe is an offence.’ The second poster is on the green initiative, where people are encouraged to plant five saplings on their land and submit proof if they want patta.

Mophanraj hails from a family of farmers and studied at the Government Arts College in Thanthonimalai. He became an RI in 2010. Later, he was promoted as Aravakurichi zonal deputy tahsildar in 2015 and shifted to Kulithalai in 2018. On June 10, he was assigned to Karur.

Because of his agrarian background, Mohanraj always had a love for nature and preserving environment. Speaking to Express, Mohanraj said, “For the past few years, Karur has been scorched by the sun and especially in summer, the heat becomes unbearable. With Karur having just 4 per cent forest area, there are very few trees and the place becomes like an oven. In order to bring down the heat, I decided to come up with something.

When I was in Kulithalai, I put up a poster asking people who come for patta registration or changes to plant five saplings and submit the proof. By doing so, they would be given first priority and would receive patta within two to three days instead of the usual 15 days.”

“A lot of people appreciated this and showed a great deal of support. When I was in Kulithalai, more than 30 people were given pattas within three days after submitting proof of planting saplings on their land.

CHENNAI: Even as Tamil Nadu prides in the performance of Indian Institute of Technology - Madras (IIT-M), students from Tamil Nadu do not account for even 20 per cent of B Tech M Tech (dual degree) or M Tech admissions in the last three years.

The remaining seats are filled by students from other States, especially from Andhra Pradesh and Telangana, revealed an RTI reply given by IIT-M to E Muralidharan, a former member of the academic council and an alumnus of the institution.

On an average, only about 16 per cent of B Tech seats were filled by students from Tamil Nadu while Andhra Pradesh and Telangana together accounted for around 40 per cent. The data also showed that around 30 per cent of M Tech (dual degree) seats and 25 per cent of M Tech seats were filled by students from Andhra Pradesh and Telangana, as opposed to around 18 and eight per cent from Tamil Nadu, on an average over three years.

Muralidharan said while the distribution is not drastically different in other IITs, the data has still not been made available to him. “Enrolment in all IITs is dominated by students from Andhra Pradesh and Telangana. However, when I asked the Ministry of Human Resource Development for admission statistics across the country through an RTI, they responded saying that I should obtain the information from individual IITs,” he said.

He said the Centre should earmark a quota for the State where the IIT is located in. “Earlier there were only five IITs in the country. However, there are 23 IITs now; one almost in every State. The government should allocate half of all seats to people from the State it is situated in,” he said.

“A large amount of taxpayers’ money is spent on every student from IIT and therefore it is only fair that students from the State the institution is built in sees benefits from it,” said E Balagurusamy, a renowned educationalist and a former VC of Anna University.

Speaking to Express, MK Surappa, Vice-Chancellor of Anna University, said that IITs could follow the model that Regional Engineering Colleges (REC) did. After 2002, all RECs, which were funded concurrently by the State and the Centre, were converted into National Institutes of Technology (NIT) that was funded fully by the Centre. RECs had reserved 50 per cent of the seats for students from the State it was located in, but this system was scrapped after they became NITs.

“This quota gave good representations to students from all states in which NITs were built. More students got encouraged to pursue engineering as they had local role models who went to top institutions,” he said. CHENNAI: The Madras High Court has permitted Jayamatha Engineering College in Aralvoimozhi in Kanniyakumari district, to admit students for academic year 2019-20, subject to certain conditions.

The conditions so stipulated by Justice G Jayachandran, are that the deficiencies pointed by the All India Council of Technical Education (AICTE) on May 13 this year, have to be complied with, within three months, failing which the AICTE is at liberty to take suitable action against the college in accordance with law. Any admission made in the petitioner college, shall be subject to the affiliation granted by AICTE, the judge said and added that the candidates who attend the counselling, should be adequately informed about the conditions imposed by court.

The judge was allowing a petition from the college, challenging the May 13 order, placing the college under the ‘no admission’ category for various deficiencies and consequently direct the authorities to grant approval/affiliation for the college for 2019-20 onwards, on June 20.

Earlier, the petitioner’s counsel, Kandhan Doraisamy, pointed out that the deficiencies pointed out by AICTE inspection committee, were not with regard to the academy. It related to infrastructural facilities alone, which were curable.

In the light of the peculiar facts and circumstances of the case, the judge said he was allowing the petition with a direction to the college to rectify the deficiencies within three months, failing which the AICTE is at liberty to take suitable action against it.

CHENNAI: For deducting a purchase as one time payment despite assuring collecting in nine EMIs, a consumer forum directed the credit card division of ICICI Bank to provide a compensation of Rs 22,000 to M Kannan of Rajakilpakkam.

According to the petition, Kannan on April 11, 2009, purchased an LED TV and a washing machine from Jainsons Corporation in Egmore after assurance from the ICICI credit card company that money will be deducted in nine EMIs. Kannan in his complaint said the credit card company not only debited the price as one time payment but also charged and debited service tax, processing fee, service charges and other charges which is against RBI guidelines.

Denying the allegations, the counsel for credit card company
submitted that the offer was not valid for the card held by Kannan and the company was also entitled to tax him as per RBI guidelines. Considering the evidence, the forum directed the credit card company to provide compensation.

Eight nursing students hailing from the Scheduled Caste community on Wednesday submitted a petition to Collector (in-charge) S. Shanta Kumar on non-availability of post-matric scholarships for them.

The students belonged to Chithirai College of Nursing here.

P. Priyanka, daughter of an agricultural labourer, said she had to pay a fee of Rs. 1.20 lakh each year as she had enrolled in a self-financing course. “Under the scholarship, we are expected to receive Rs. 45,000.”

Her parents were struggling to pay Rs. 75,000, she added.

Another student, R. Sushmita, said several students from the SC community had taken educational loans. “Being suddenly told of the lack of scholarship money will make it difficult for us to continue our studies. If we do not pay the fee by September, the institution may even stop us from writing the exam.”

They assumed that the scholarship money would ease their burden, she added.

Both students said their peers from other colleges too faced similar problems but did not come together to lodge the complaint.

“We have no choice but to take this fight to the district administration and maybe to the courts if necessary,” said Ms. Priyanka.

Confusion over newborn at Salem Govt. Hospital

Confusion prevailed at the Government Mohan Kumaramangalam Medical College and Hospital on Wednesday when a hospital staff informed a man that his wife had been delivered of a male baby and later a doctor informed him that it was a female baby.

Venkatesh of Kadayampatti, and his wife Gomathi, already have a girl child. Gomathi was admitted to the hospital on Tuesday for delivery. Doctors said a Caesarian section would be performed and obtained permission from Venkatesh. Gomathi was taken to the operation theatre, and later a staff told Venkatesh that a baby boy was born to the couple. But, while obtaining his signature for a family planning operation on Gomathi, doctors told Venkatesh that a female baby was born.

As confusion prevailed, Venkatesh and relatives alleged that doctors had changed the baby and entered into altercation with them. Doctors clarified that the staff had given wrong information to them. They said that only one baby was born in the hospital on Wednesday, and it was the baby girl of Venkatesh and Gomathi. The doctors sought their apology and pacified Venkatesh and his relatives.

The opportunities opened up by a law degree perhaps explain the rise in the number of candidates appearing for the Common Law Admission Test (CLAT), the entrance exam for the 21 National Law Universities in India and 43 other law schools, and the Law School Admission Test (LSAT). Their expectations aren’t misplaced. A degree in law does put a young person at an advantage where career is concerned. However, it is key that aspirants choose the right law school and get the best out of a five-year integrated bachelor’s degree course in law.

While many universities across India, old and new, are offering a five-year integrated law degree, experts say that the location of the school, unlike for technical education, is crucial for a subject like legal education. For students of law, the ‘lab’ is outside the school and so the area counts. With internship compulsory, students need to be in an environment that provides legal events, seminars, conferences, and, of course, moot courts and internship outlets. These are essential for confidence building, networking and experiential learning.

Ved Kumari, former dean of law faculty, Delhi University, and a teacher of law since 1983, said, “When it comes to law education, it is better that the institute is in a place that is accessible and convenient for students because they have to travel a lot, even for internships. So the law institutes should be within a city and close to a court. Students are probably prepared to go anywhere for a good education, but for legal studies, they must choose some place accessible with all amenities.”

The quality of faculty is another key factor because the performance of teachers determines the students’ motivation to sustain five long years of studies. The School of Law at Bennett University offers two streams of five-year integrated courses. The BA LLB (Hons) has 14 papers for social sciences/ English and entrepreneurship for the BA degree component and 20 compulsory law papers, four clinical papers, six optional papers and eight honours specialisation papers for the LLB portion. Its counterpart, the BBA LLB programme has 14 non-law papers relating to business, the rest being the same as in the BA LLB (Hons) stream. The three-year LLB (Hons) introduced this year has a total of 40 law papers, including eight specialisations.

According to V C Vivekanandan, dean, School of Law, Bennett University, “Our faculty members are selected on the basis of their specialisations and are drawn from various national law schools and private institutions. Most of them are PhDs in law and many have published research papers. The school also invites legal experts who are academics, lawyers and policy researchers to deliver guest lectures.”

The dean also pointed out that the Bennett University law school was just 45 minutes away from Delhi and enjoyed year-round access to legal events in the capital. The presence of the Supreme Court and offices of reputed law firms in the city enhanced internship opportunities and participative learning outside the classroom. “The proximity to the legal ecosystem benefits the school because many legal luminaries are able to visit the school,” added Vivekanandan.

Another popular university offering five-year integrated courses in Delhi —BBA LLB and BA LLB — is Guru Gobind Singh Indraprastha University. Apart from the law department in the university, it also offers the law degree programme through its 12 affiliated colleges In addition, international collaboration and exchange tie-ups give the School of Law the edge in learning and in prospects for aspiring lawyers. Though a new law school, Bennett University enjoys a strong international collaboration. “The principal academic exchange programme is with Cornell School of Law, an Ivy League institution. This facilitates three faculties to visit the Bennett University law school every year for a short credit course. The agreement also has a provision for School of Law faculty to visit Cornell,” said Vivekanandan. The school is also in the process of tying up with around 25 other international law schools a semester-long student exchange from the fourth year of the degree courses.

DU also banks on similar global tie-ups in nations like Australia, Israel, South Africa and Malaysia. “Many of our students go abroad and exchange students come here,” said Kumari. “The problem is that we are yet to implement the choice-based credit system, so these international collaborations are not yet part of the course, but an extra.”
Vellore med college faces acute water shortage

Even as the state government plans to bring 10 million litres of water from Jolarpet in Vellore to Chennai everyday, to solve the city’s acute water crisis, Vellore Government Medical College and Hospital on Wednesday sent its diploma nursing students to nine days leave allegedly due to water shortage in the campus.

While a senior officer incharge of the college and hostel administration accepted that there was a serious water shortage in the campus, the college administration said the students were sent on study leave so that they can prepare for upcoming exams in July and August.

However, a final year nursing student, in condition of anonymity, said, “The college had not sent students on study leaves in June to prepare for the model test and the final exam.”

A senior official at the college said the medical college inside the campus houses more than 8,000 students. The hospital houses an average of 4,000 patients, he added. In order to fulfil their water needs for drinking, bathing and toilet, an average of 4 lakh litres is required per day, he said.

Meanwhile, due to the monsoon failure and groundwater depletion, water supply has fallen to only 2 lakh litres per day, he said, adding, as a result half of the toilets inside the campus have run out of water.

In order to manage the current water situation, the college administration declared holiday for diploma nursing students from Saturday (June 22) till July 1, an official said.

Resident medical officer C Inbaraj told TOI that 10 borewells and pipe water supplied from Nagandhi river was the main resource of water to the hospital. Due to the depletion of groundwater, the hospital was not getting adequate supply for the past two months. However, he denied that the diploma students were sent on leave due to the water shortage. “We have urged the Directorate of Medical College to supply us with 4 lakh litre from the Cauvery joint water project,” he said.

Professor L Karunamoorthy from the department of mechanical engineering, College of Engineering, Guindy, has been appointed as new registrar of Anna University.

He has also served as the syndicate member of the university and has three decades of academic experience. Darbhanga: A case of medical negligence from Darbhanga Medical College Hospital came into light after an orthopaedic doctor plastered the wrong hand of the boy who fell from a mango tree.

Speaking to media, Faijan (7), the victim, said, "My left hand was fractured but they plastered my right hand. I tried telling them while they were giving me the treatment but they did not listen to me."

The mother of the boy also expressed anger over the negligence by the medicos and said, "This is utter negligence. We were not even provided with a single tablet by the hospital. An investigation should be carried out."

The matter has reached the State Health Department and minister Mangal Pandey has asked the Superintendent of the medical centre to brief him on the same.

"Health Minister has asked me to investigate the matter and seek clarification from the concerned team regarding this negligence. I condemn this incident and I am trying to fix the issue. People involved in the incident will be punished," said Dr Raj Ranjan Prasad, Superintendent.

CHENNAI: Tamil Nadu government is unlikely to implement the 10 per cent quota for economically weaker sections of forward communities in medical and dental college admissions this academic year. It is reliably learnt that the government is yet to take a clear stand on the issue.

A precondition for implementation of the new quota system is a proportionate increase in the number of seats so that the quantum of seats reserved for the other castes does not get reduced.

However, sources said the government is yet to forward the proposal to the Medical Council of India (MCI) to increase the number of seats in the medical colleges in the state. With the rank list for the admission likely to be released on July 2, there is little time to implement the new quota system.


Higher Education Minister K P Anbalagan recently announced that the 10 per cent quota for forward communities would not be implemented in the engineering admissions this year. He cited the ‘lack of proper communication’ from the Centre as the reason.


Speaking to Express, a government medical college official said, “Last month, we were asked to send proposals to increase the number of seats by 10 per cent. Later we were told to send proposals to increase the number of seats by 25 per cent.”

THE medical college official added, "We have sent the proposals to the Directorate of Medical Education which should, in turn, forward them to the Board of Governors of the MCI."
Asked by Express about the status of proposals sent by government medical colleges, Dr A Edwin Joe, Director of Medical Education, said, "It is true that all colleges have sent proposals to increase number of seats. But we have not sent them to the MCI since the state government is yet to give its approval."

Another senior official in the Health department explained that four colleges in the state had reached the maximum capacity of 250 seats. To increase the number of seats in these colleges, the overall infrastructure and faculty strength should be increased. "Implementing the new quota this year is impossible and we are yet to apply to increase the number of seats."

The official said that the process of granting MCI approval to increase the number of seats involves many technical issues and hence would not be possible immediately. "We don't have that much time as the selection committee is likely to release rank list on July 2 and begin the first phase of counselling on July 4," the official said, justifying why the implementation of the quota for forward castes is not possible this year.

There are 24 medical colleges in Tamil Nadu, one of the States having higher number of government-run medical education institutions in the country.

CHENNAI: About 15 months after completion of doubling of tracks between Chennai and Madurai, the Southern Railway has reduced travel time in this section. About 10 trains will be speeded up by 5 to 30 minutes from July 1 when revised time-table comes into effect.

According to timetable updated in IRCTC website on Tuesday, the time of Chennai-Madurai Pandiyan and Chennai-Kollam Ananthapuri Express trains have been reduced to 7.50 hours. Presently, Pandiyan covers the 495 km in 8.05 hours while Ananthapuri takes 8.20 hours. Similarly, Chennai-Kollam Express and Guruvayur Express are speeded up by 20 and 10 minutes. The Pearl City and Nellai Express will cut travel time by 5 minutes. Further, the Railways has interchanged the departure time slots of Nellai and Ananthapuri Expresses from Egmore. From July 1, the Nellai Express will leave at 7.50 pm and Ananthapuri at 8.10 pm. Passengers association feels move is inadequate given that the section was thrown open 15 months ago.

“The Pandiyan Express often reaches destination at least 15 to 25 minutes in advance in both directions. The travel time should have been reduced by 7 to 7.15 hours,” said S Rethinavelu, senior president of Tamil Nadu Chamber of Commerce and Industry (TNCCI), Madurai.


The delta region passengers too have expressed displeasure as trains are not speeded up in the Villupuram-Mayiladuturai section even though the single track has been cleared for operation at 100 km/ph.


Giri, former member of Divisional Rail Users Consultative Committee (DRUCC), Tiruchy, said, “Operational speed in the Chennai-Madurai section has not been increased in both directions. Our demand for converting slip coaches of Chennai-Velankanni Express into a regular train has not been accepted. The change of departure time of Uzhavan Express at Thanjavur so as to push the arrival time in Chennai after 6 am has also not appeared in the time-table and we are disappointed,” he added.

Rajiv Gandhi assassination: Madras high court permits India's longest serving woman prisoner Nalini to argue her case in person

CHENNAI: In a reprieve to Rajiv Gandhi assassination case life convict Nalini Sriharan, who is India's longest serving woman prisoner, the Madras high court on Tuesday permitted her to appear in person in the court to argue her plea seeking six months parole to make arrangements for her daughter's marriage.

A division bench of Justice M M Sundaresh and Justice M Nirmal Kumar passed the interim order as she refused to put forth her arguments through video conferencing, as suggested by the Tamil Nadu government.

The bench directed the state police to escort Nalini to the appear before the court at 2.15 pm on July 5.

In a recent hearing, the court made it clear that she could not be denied of her right to appear in person to argue her case.

Nalini, who has been in prison for over 27 years, wanted the high court to direct the superintendent of police, Special Prison for Women in Vellore, to produce her before the court so that she could argue her case for leave as a party-in-person.

According to Nalini, a life convict is entitled to one month leave once in two years and since she had never availed such ordinary leave for more than 27 years, she made a representation to the prison authorities on February 25 seeking six months leave to make arrangement for her daughter’s marriage.

Subsequently, Nalini’s mother also made a similar representation on March 22. As the authorities failed to consider her representation, she moved the high court.

Originally, Nalini was sentenced to death. Subsequently, her death sentence was commuted to life imprisonment by the Tamil Nadu government on April 24, 2000.

Claiming that after commutation of her death sentence, around 3,700 life convicts -- who had served ten years of imprisonment and less -- were released by the Tamil Nadu government, she said, “My request to the state for premature release under 1994 scheme of premature release of life convicts was cleared by the council of ministers, and on September 9, 2018, the council advised the governor to release me and other six life convicts in the case. But it has been over six months and the decision of the state still remains unimplemented.”
