Govt proposes raising retirement age of scientists from 60 to 65

The government has proposed raising the retirement age of scientists working in all ministries, departments and autonomous institutions from 60 to 65 years.

In a draft cabinet note that has been circulated to all ministries, the science and technology ministry has argued that such a move will help attract scientific manpower and that all institutions would be able to harness the expertise of scientists for a longer duration.

“Most of the scientists at 60 would be leading productive research groups and are involved in mentoring students and young scientists. It is therefore necessary to make use of the productive age of the scientists beyond 60 years so that the effective scientific strength and correspondingly the scientific wealth of the country get enhanced,” the draft note said.

The decision will also bring in parity in service conditions including the retirement age of research scientists working in different arms of the government. While scientists working for Indian Council of Agricultural research (ICAR) and Indian Council of Medical Research retire at 62, those in other research institutions under the government retire at 60.

Again, the decision would do away with disparity between academicians, who retire at 65 and scientists working in R&D.

The note said that most research scientists across the world worked as long as they were productive and the global average age of top scientists is 70.

In October last year, the former science and technology minister Jitendra Singh had said the government was considering raising the retirement age of scientists working under his ministry from 60 to 62.

HC upholds sacking of court staff who gave fake documents

CHENNAI: Holding that a person employed in court should have absolute integrity, the Madras high court has confirmed dismissal of a court official for submitting fabricated records to secure promotion.

"Since the petitioner, M Sampath Kumar, is a person employed in the court, absolute integrity and devotion to duty is required. Production of a false or fabricated TNPSC bulletin before the judicial magistrate is a serious offence for which no leniency could be shown," said a division bench of Justice N Paul Vasanthakumar and Justice P R Shivakumar last week.

M Sampath Kumar joined service as a photocopyist at the court of principal district judge in Coimbatore about 14 years ago. As his further promotion depended on a departmental examination, he wrote the account test for subordinate officers on December 30, 2009. He later submitted a photocopy of a TNPSC bulletin bearing his name and registration number to the judicial magistrate-III in Coimbatore. The certificate, however, was not accepted as he failed to furnish the original hall ticket. He was reverted to his original post of 'examiner'. Sampath Kumar later cleared the test in 2013.

Disciplinary proceedings had already been initiated. He claimed he had obtained the earlier 'certificate' from his friends in the secretariat in Chennai. Not convinced, the principal district judge ordered his removal from service.

Facility is for journeys beginning at 5 stations

The Southern Railway has introduced the facility to buy tickets for suburban trains on mobile phones.

In stage one of what is a pilot project, tickets can be bought for journeys commencing at Chennai Beach, Chennai Egmore, Saidapet, Chrompet and Tambaram. Detailed instructions are available at www.indianrail.gov.in. A 24-hour-helpline – 9840931998 — for passengers has been activated.

This application can be downloaded on any Android/Windows-based smart phone and passengers can register using their mobile number. The passenger is given a zero value account known as Railway-Wallet (R-wallet). The account can be charged by the user across the counter in any of the five locations or through the website www.utsonmobile.indianrail.gov.in. However, at present, charging and recharging the R-Wallet will only be across counters. The online facility will be activated soon.

They can then proceed to buy the tickets. The passenger must then go to an ATVM (Automatic Ticket Vending Machine) at the respective station and get a printout of the ticket by clicking the UTS ticket option. Passengers cannot travel without this printed ticket.

However, commuters said that ATVMs do not work in most stations and people are not able to use the smart cards. “In some stations, burglars break the machines thinking it has cash,” said S. Mohanram, former member, divisional railway users’ consultative committee.

Hyderabad HC rejects MCI's plea to amend PG Medical Education Regulation

A plea challenging the Medical Council of India (MCI)’s action to amend the Post Graduate Medical Education Regulations 2000 and deleting the MD (Biochemistry) discipline from the eligibility criteria for admission to the super-specialty Doctor of Medicine (DM) in Endocrinology course has been rejected by the Hyderabad High Court.

Upon hearing the case, a division bench comprising Justice Ramesh Ranganathan and Justice M Satyanarayana Murthy dismissed a petition filed by Dr P Harsha Vardhana and others, challenging the action of the MCI.

Earlier, the MCI had amended the Post Graduate Medical Regulation by a notification dated 17th April, in the year 2013. As per the new amendment, the MCI has deleted the MD (Biochemistry) course as eligible criteria for taking admission into further super-specialty DM course.

According to the petitioner, it is contended that deletion of MD (Biochemistry) would deny them the opportunity to undertake any super speciality course. It is viewed that the regulations were in place for more than 13 years and now the MCI has no reason to delete the course. “The MCI did not assign any reason for its deletion. This will deny us opportunity to take admission in to further DM super specialty courses,” opined a source.

As per the MCI submission to the court, the MD (Biochemistry) course was among the prescribed educational qualifications for admission into the super specialty courses of DM Clinical Hematology, Immunology and Medical Genetics. And it has deleted this course as it is not regarded as an eligible criterion for super specialty DM Endocrinology.

After examining views from both the petitioner and MCI, the bench held that the petitioners’ contention that the amendment to the regulations had resulted in their being denied an opportunity to undertake DM (Endocrinology) course by itself, would not justify striking down statutory regulations which are otherwise valid.

Further, the bench also observed that the MCI is central body and whatever rules lay down by it will have uniform standards for medical education across all the universities throughout the country.

Accordingly the HC has ruled that the petitioners and others some of whom are doing their post-graduation in biochemistry in Telangana and Andhra Pradesh cannot claim to hold a different stand.

ஓர் ஆண்டுக்கு 21 நாட்களை பொது விடுமுறை தினங்களாக கொண்டுள்ள இந்தியா, ஒவ்வொரு மாநிலங்களிலும் கொண்டாடப்படும் பண்டிகைகளை கொண்டு கணக்கிட்டால் இன்னும் அதிகமாக கூட வரலாம் என்றும் ஆய்வில் தெரிவிக்கப்பட்டுள்ளது.

ஐ' - முதற்கட்ட வர்த்தக, விமர்சன வரவேற்பு எப்படி?

ஷங்கர் இயக்கத்தில் விக்ரம், எமி ஜாக்சன் நடிப்பில் வெளியாகி இருக்கும் படம் 'ஐ'. இப்படம் ஜனவரி 14-ம் தேதி வெளியானது. மிகுந்த எதிர்பார்ப்புக்கு இடையே வெளியானதால் இப்படத்துக்கு ரசிகர்கள் கூட்டம் அலைமோதியது.

தமிழ்நாடு, ஆந்திரா, கேரளா என அனைத்து மாநிலங்களிலும் ஒரே தேதியில் வெளியானது. இன்று (ஜனவரி 16) இந்தியில் இப்படம் வெளியாகி இருக்கிறது.

இதுவரை தயாரான தமிழ்ப் படங்களைவிட 'ஐ' படத்தின் பட்ஜெட் அதிகம் (சுமார் ரூ.100 கோடி என்கிறார்கள்.) என்பதால் எந்த அளவுக்கு வசூல் இருக்கும் என்பதை பல்வேறு தயாரிப்பாளர்கள் எதிர்நோக்கி இருக்கிறார்கள்.

இந்தியாவில் மட்டும் அனைத்து மொழிகளையும் சேர்த்து சுமார் 5000-க்கும் அதிகமான திரையரங்கில் வெளியாகி இருக்கிறது. அமெரிக்காவில் மட்டும் சுமார் 200 திரையங்குகளில் வெளியாகி இருக்கிறது 'ஐ'.

ஷங்கர், விக்ரம் உள்ளிட்ட மொத்த படக் குழுவினரும் இந்தியா முழுவதும் படத்தை விளம்பரப்படுத்தியதால் பிரம்மாண்டமான முதல் நாள் வசூல் கிடைத்திருக்கிறது என்கிறது திரையுலக வட்டாரம்.

தமிழில் முதல் நாளில் மொத்தமாக ரூ.10.5 கோடி வசூல் கிடைத்துள்ளதாம். அதில் நிகர வசூல் ரூ.8 கோடி. ஆந்திரா மற்றும் தெலுங்கானா இரண்டையும் சேர்த்து ரூ.7.5 கோடி வசூலாகி இருக்கிறதாம். கேரளாவில் எவ்வளவு வசூல் என்பது இன்னும் தெளிவாகத் தெரியவில்லை.

அனைத்துத் தரப்பு ரசிகர்களின் எதிர்பார்ப்பை முழுமையாக இப்படம் நிறைவேற்றியதா என்றால், 'இல்லை' என்றே சொல்லலாம். படம் பார்த்தவர்கள் விக்ரமின் நடிப்பையும் உழைப்பையும் கொண்டாடுகிறார்களே தவிர, இயக்குநர் ஷங்கரின் திரைக்கதை அமைப்பில் புதுமை என்று எதுவுமே இல்லை என்றே சொல்கின்றனர்.

திரையரங்குக்குச் சென்று ரசிக்கக் கூடிய சாமானிய ரசிகர்கள் திருப்தி அடையும் அம்சங்கள் இருப்பினும், ஷங்கர் படத்துக்கே உரிய 'ரிப்பீட் ஆடியன்ஸ்' என்ற மேஜிக்கை 'ஐ' கைப்பற்றவில்லை.

விமர்சகர்கள் மத்தியில் இப்படத்துக்கு கலவையான விமர்சனமே கிடைத்தது. பலரும் சுஜாதா இல்லாதது ஷங்கர் படங்களுக்கு எவ்வளவு பெரிய இழப்பு என்பதற்கு 'ஐ' ஓர் உதாரணம் என்று கருத்து பதிந்து வருகிறார்கள்.

சமூக வலைதளங்களில் 'ஐ' படத்துக்கு கலவையான விமர்சனமே கிடைத்திருக்கிறது. விக்ரமின் ரசிகர்களிடம் மட்டுமே 'ஐ'க்கு ஏகோபித்த ஆதரவு கிடைத்திருக்கிறது. பலரின் எதிர்பார்ப்பை இப்படம் பூர்த்தி செய்யவில்லை.

விக்ரமின் திறமையையும், மேக்கிங்கையும் சிலாகிக்கும் இணைய விமர்சகர்கள் பலர், திரைக்கதையையும் வசனத்தையும் கழுவியூற்றி வருகின்றனர். குறிப்பாக, திருநங்கை கதாபாத்திரத்தைக் கையாண்ட விதம் இயக்குநரின் பொறுப்பற்றத்தன்மையைச் சுட்டிக்காட்டுவதாக அவர்கள் அடிக்கோடிட்டுள்ளனர்.

ஆந்திராவில் வசூல் ரீதியில் முதல் நாள் பெரியளவில் இருந்தாலும், அங்கு படம் பார்த்த சினிமா ஆர்வலர்களில் பெரும்பாலானோர் சமூக வலைதளத்தில் "இந்தப் படத்துக்கு ஏன் இவ்வளவு பில்டப்" என்கிற ரீதியில் கருத்து பதிந்து வருகிறார்கள்.

இது விடுமுறை நாட்கள் என்பதால் வசூல் அதிகமாக இருக்கும். ஆனால், திங்கட்கிழமைதான் இப்படம் வர்த்தக ரீதியில் வெற்றி பெற்றுள்ளதா? இல்லையா? என்பதை முடிவு செய்ய முடியும்.

தமிழில் U/A சான்றிதழுடன் வெளியாகி இருப்பதால், தமிழக அரசுக்கு 30% வரி கட்ட வேண்டும் என்பது குறிப்பிடத்தக்கது.

ஆந்திரா, கேரளா, இந்தி, வெளிநாடு ஆகிய இடங்களில் விநியோகஸ்தர்கள் மூலம் வெளியாகி இருப்பதால் வரும் நாட்களில்தான் தயாரிப்பாளரின் வருவாய் நிலவரம் என்று தெரிய வரும்.

ஐ - முதல் காட்சி முதல் பார்வை

பிரம்மாண்டத்தாலும், காட்சி அமைப்புகளிலும் ரசிகர்களைக் கவரும் இயக்குநர் ஷங்கர், 'ஐ' படத்தில் காதல் உணர்வையும், பழிவாங்கும் படலத்தையும் கையில் எடுத்திருக்கிறார்.

உடல் வலிமையோடு இருக்கும் ஒருவனை ஒரு கும்பலே சேர்ந்து உருக்குலைக்கிறது. அவன் மனவலிமையோடு திருப்பி அடிக்க ஆரம்பித்தால் என்ன ஆகும்...? இதுதான் 'ஐ'-யின் ஒன்லைன். இதில், உடலை அறுவறுப்பாக உருக்குலைத்தல் என்பது முக்கியத்துவம் பெறுகிறது. உடல் அழகுக்கும் காதலுக்கும் இடையிலான 'தொடர்பு'ம் இங்கே மையமாக்கப்படுகிறது.

'ஐ' ட்ரெய்லரில் வரும் காட்சி நினைவிருக்கலாம். 'யார் நீ? என்னைக் கொல்லப் போறியா? கெடுக்கப் போறியா?' என அழுதபடி கேட்பார் ஏமி ஜாக்சன். 'அதுக்கும் மேல' என்று சொல்வார் 'கூனன்' விக்ரம். இதுவே ஆரம்ப காட்சிகளில் இடம்பெற்றபோது, திரையரங்கில் ரசிகர்களின் சலசலப்பு குறைந்து, கொஞ்சம் சீரியஸாக நிமிர்ந்தபடி கூர்ந்து பார்க்க ஆரம்பித்தார்கள்.

அதன்பின் விரியும் ஃப்ளாஷ்பேக்கில், விரிந்த மார்புடன் இளைஞன் லிங்கேசனாக விக்ரம் தோன்றும்போது விசில் சீட்களில் இருந்து மெர்சலின் விளைவால் பறந்தது விசில் சத்தம்.

விக்ரம் என்ட்ரி மெர்சல் என்றால், ஏமி ஜாக்சன் வருகை அதுக்கும் மேலே. ஏமி - விக்ரம் காதல் அத்தியாங்களில் எல்லாம் ரசிகர்களிடம் குதூகலம் பொங்குவதைப் பார்க்க முடிந்தது.

ஒரு காட்சியில் ஏமி வருவதைப் பார்த்து மயங்கி விழுந்தது, விக்ரம் மட்டுமல்ல... ரசிகர்களும்தான். அப்போதுதான், இந்தப் படத்துக்கு யு/ஏ வழங்கியதன் காரணங்களுள் ஒன்று நமக்கு விளங்கியது.

பாடிபில்டர்களைத் துவைத்து எடுக்கும் முதல் சண்டைக் காட்சியில் வீசிய அனலுக்குக் காரணம், அக்காட்சி அமைக்கப்பட்ட விதமா? ரசிகர்கள் அதற்கு அரங்கில் அளித்த வரவேற்பா..? இப்படி ஒரு சந்தேகத்தை ஏற்படுத்தக் கூடிய கொண்டாட்ட வன்முறை அது. ஆனால், எப்படா 'இடைவேளை' என்று ஏக்கம் ரசிகர்கள் பலருக்கும் தொத்திக்கொள்வதை தவிர்க்க முடியவில்லை.

இடைவேளைக்குப் பின்னர், கேன்டீனில் ரசிகர்கள் நடத்து ஸ்டேண்டிங் வட்டமேஜை மாநாடுகள் சிலவற்றில் காதுகொடுத்தபோது, இதுக்கும் மேல ஏதோ எதிர்பார்க்கிறார்கள் என்பதை உணர முடிந்தது.

ஆனால், முக்கியமான வில்லன் இவர்தான் என்று தெரியவரும்போது "நாமதாம் எப்பவோ கண்டுபிடிச்சிட்டோம் மாப்ளே" என்ற பக்கத்து சீட்டில் இருந்த இளைஞர் தனது தோழரிடம் உரைத்தது, அவர்களிடன் இடைவேளை மாநாட்டு விவாதத்தின் வீரியத்தைப் பறைசாற்றியது.

படம் கொஞ்சம் நீளம் என்றாலும்கூட, கடைசி 45 நிமிடங்கள் வேகமாக நகர்ந்த விதம் அனைத்து தரப்பு ரசிகர்களுக்கு மெர்சலானுபவத்தைத் தந்ததைக் குறிப்பிட்டே ஆகவேண்டும்.

இடையில், பவர் ஸ்டார் என்ட்ரியில் சந்தானத்தின் வழக்கமான கலாய்ப்பினால் ரசிகர்கள் கிச்சுகிச்சுமூட்டப்பட்டனர். மற்றபடி, விக்ரம் - சந்தானம் காமெடி ரசிகர்களை சிரிக்க வைக்கும் முயற்சியில் ஈடுபடுகிறது.

கூனன், பாடி பில்டர், விளம்பர மாடல் என மாறி மாறி ரசிகர்களை வியப்பூட்டும் விக்ரம், உடல் ரீதியினால வேறுபாடுகளையும், குரல் வழியிலான வித்தியாசத்தியும் புகுத்தி கச்சிதமாக உழைத்தும் நடித்தும் படம் முழுவதுமே "'ஐ' அம்" தான் என்று நிரூபித்திருக்கிறார். விக்ரமுக்கு திரையரங்கில் ரசிகர்களிடம் கிடைத்த வரவேற்பை, அவரது விடாமுயற்சிக்கும் காத்திருப்புக்கும் கிடைத்த பலனாகவே பார்க்க முடிந்தது.

ஏமி ஜாக்சனுக்கும் இது முக்கியமான படம்தான். இவரால் ரசிகர்கள் எந்த அளவுக்கு குதூகலம் அடைந்தார்களோ, அந்த அளவுக்கு பாராட்டைப் பெறவும் ஏமி தவறவில்லை. வசனத்துக்கான உதட்டு அசைவுகளைக் கச்சிதமாக வெளிப்படுத்துவதுடன், மிகை இல்லாத சரியான நடிப்பால் கவர்ந்திழுக்கிறார்.

ஒளிப்பதிவாளர் பி.சி.ஸ்ரீராம், கலை இயக்குநர் முத்துராஜ், இசைமைப்பாளர் ஏ.ஆர்.ரஹ்மான் முதலானோரின் பங்களிப்பு 'ஐ'-யை உயரத்துக்குக் கொண்டு சென்றுள்ளது.

ஆயிலா ஆயிலா, மெர்சலாயிட்டேன், பூக்களே, என்னோடு நீ இருந்தால் என பாடல்கள் அனைத்துமே ஷங்கரின் வழக்கமான சுவை குறையாத பொங்கல் படையலாக தியேட்டரில் ரசிக்கப்பட்டது.

ஆனால், ஏற்கெனவே பல படங்களில் காட்டப்பட்ட சண்டைக் காட்சிகளுக்கான காரணப் பின்னணிகள், காதல் மிகத் தொடங்கும் காட்சிகள் எல்லாம் அவ்வப்போது அலுப்பூட்டவும் தவறவில்லை. படத்தில் காட்டப்படும் அறுவெறுப்பான அம்சங்களும்கூட இப்படம் பெரியவர்களுக்கு உரியது என்பதைச் சொல்லின.

உபேன் பட்டேல், சுரேஷ் கோபி, ராம் குமார், ஒஜாஸ் ரஜனி முதலானோர் நடிகர்களாக வலம் வருகின்றனர். இவர்கள் மீது ரசிகர்கள் பெரிய அளவில் கவனம் கொள்ளவில்லை.

படத்தின் நீளம், யூகிக்க முடிந்த கதைப் போக்கு, வசனங்களின் பங்களிப்பு முதலான குறைகள் அடுக்கப்பட்டாலும், விக்ரமின் மிரட்டலும், அதற்குக் காரணகர்த்தா ஷங்கரின் டீட்டெயிலிங் உடனான இயக்கமும், காதல் கண்களுடன் கூடிய 'ஃபிலிம் மேக்கிங்'கான ஐ-க்கு ஓர் 'ஓ...' போட வைக்கிறது.

படம் முடிந்ததும் ரசிகர்கள் சிலரிடம் கருத்து கேட்டபோது கிடைத்த பாயின்ட்ஸ்:

அதிகம் பகிரப்பட்டவை: "மெர்சலாயிட்டேன்", "அதுக்கும் மேல", "விக்ரம், ஷங்கர் கிரேட்"!

ஓரளவு சொல்லப்பட்டவை: "தமிழ் சினிமாவை அடுத்த ரேஞ்சுக்கு கொண்டு போயிட்டாங்கப்பா!"

மிகச் சிலர் குறிப்பிட்டவை: "ஒரு தடவை பார்க்கலாம்!"

ஆக, முதல் காட்சியில் ரசிகர்கள் உணர்த்திருயிருப்பது... ‘ஐ’-யைத் தவறேல்!
