A man in Singapore found out how seriously the country takes its cleanliness when he was fined $15,000 for throwing cigarette butts out his apartment window.

The unidentified smoker, 38, was caught on surveillance camera tossing 34 butts out the window over a four-day span, the National Environment Agency said. It was the highest fine ever for the offense, Reuters reported.

In addition to the steep fine, the man was ordered to do community service, the agency said. He will have to clean a public area for five hours wearing a bright vest that says "Corrective Work Order."

Singapore is known for being extremely clean and cracks down hard on minor crimes like littering and vandalism, which is punishable by caning. The country even bans the import of chewing gum, partly to keep its public areas pristine.

The NEA website said in 2014 it deployed surveillance cameras at nearly 600 locations and took 206 enforcement actions against offenders for high-rise building littering.

COIMBATORE: Authorities at a leading hospital in the city were shocked to find their letter heads forged by unidentified men, apparently to get favourable health reports enabling them to land overseas jobs. The hospital authorities, who stumbled upon the fraud during the chance visit of one such man hoping for a job in Singapore, have lodged a police complaint. When questioned, the man stated he was ignorant of the forged letter head, claiming it was given to him by another unidentified person.

According to police, Shanmuganathan, a resident of Karaikudi in Sivaganga district, had applied online for a job in a retail supermarket chain in Singapore two weeks ago. Shanmuganathan received a phone call a couple of days ago from a person claiming to be a staff of the super market chain. He instructed Shanmuganathan to visit Fun Republic mall in Peelamedu and meet their representative there. When Shanmuganathan visited the mall, a man posing as the representative of the firm handed over a file with papers showing a purported MoU between city based Ganga Hospital and the said supermarket for health certification. The man urged Shanmuganathan to get a master health check up at Ganga Hospital.

According to police officials, the unidentified man told Shanmuganathan that a good health report was mandatory to secure the job in Singapore. However, he claimed to have spoken to the doctors at the hospital to give him a good health report. For this he collected 17,000 from Shanmuganathan. But only when he approached Ganga hospital, the hospital staff told him that the MoU document was a fake.

P Vijayan, 61, assistant security officer of Ganga Hospital, lodged a complaint with Saibaba Colony (crime) police station. The hospital management claimed that they have not signed any memorandum of understanding (MOU) with any firm regarding health certification for jobs abroad.

Shanmuganathan was not ready to lodge a complaint with the police. Thus, the hospital management lodged the complaint and police registered a case under section 406 (criminal breach of trust) and 420 (cheating) of the IPC. But police are yet to find leads but want to identify the man Shanmuganathan met at the mall, to crack the case.

Course on New Technique in Dentistry

CUTTACK: The Dental Council of India (DCI) is set to include lingual orthodontics, the advanced technique of correcting deformities of the teeth and jaws with braces and implements not visible outside, in Dentistry curriculum from 2015-16 session.

Lingual orthodontics would be offered as a post-PG MCh degree, an independent super specialisation discipline under the Orthodontic department, Programme Director and faculty-in-Chief at SCB Dental College, Dr Suryakant Das said.

The move comes in the face of rapid advances in dental sciences that have now erased the ugly side of the treatment as front braces and rising demand for correction of deformed, malaligned teeth and jaws as well as cosmetic changes.

While out of shape, malaligned teeth and jaws of moderate or severe kind directly affects a person’s appearance, it also causes difficulty in eating and speaking. It increases risk of dental and oral diseases.

Almost the bulk of humans suffer from varied degree of malocclusion or malformation. It is estimated that only two to three per cent of people have perfect and ideal arrangement of teeth and jaw.

Crooked teeth have been conventionally treated with braces that are attached to the outer surface of the teeth. The facial appearance with protruding braces causes a great deal of self-consciousness which often leads to low self-esteem.

But lingual orthodontics has now emerged the alternative where braces are fixed to the inner side of the teeth making them completely invisible to outside. Such aligners have also proved to be far more capable and efficient in correcting the deformities.

“The specialised technique is being recognised as the next great step in Orthodontics as people are getting more conscious of their appearances and eager to get them corrected. Cosmetic dentistry is also witnessing huge upsurge and lingual orthodontics is showing the way,” Dr Das said.

The SCB Dental College on Monday rolled out a national training programme on lingual orthodontists.

The year-long programme is the first of its kind in the country and will be covered in three modules. The training for the first batch of 32 orthodontists drawn from all over India went underway.

Merit only criterion for VC posting: Governor

Governor P. Sathasivam has said that the government has no role in the appointment of Vice Chancellors as per the relevant Acts and Statutes.

The Governor, who is also the Chancellor of universities, said that he would consider only merit and not political nomination as the criterion for the appointment of Vice Chancellors.

“I go by merit only. The duty of the Chancellor is to find out the merit, ability and experience [of the person selected] in the subject concerned,” he said in an exclusive interview to The Hindu at the Raj Bhavan here on Friday.

Explaining that various things were looked into before appointing a Vice Chancellor, Mr. Sathasivam said the Chancellor could call for report from the Intelligence and so many other agencies if there was a doubt regarding the [VC] candidates shortlisted by the search committee.

“As Chancellor, I get reports on whether any FIRs are pending, any criminal proceedings are pending, whether the person concerned has any other contact apart from educational activities, etc,” he said.

To a question on the criticism by the Congress and the Left that he is interfering in the democratic functioning of State universities, the Chancellor said he was well aware of the powers and functions of the Governor as enshrined in the Constitution.

“You take it from me. Whenever the Chancellor interacts with Vice Chancellors, I will do it only in the presence of the Education Minister and the Secretary, Higher Education. They should not have a feeling that the Governor is taking a leading role,” he said.

Urging the government to be more careful while constituting Syndicates in universities, the Chancellor said both the government and the Chancellor had to take into consideration his [person nominated to the Syndicate] ability, involvement in the subject and institution instead of just giving a representation to a political party or community.

In an unprecedented lapse, an international flight that took off from IGI Airport was forced to return after the airline realized that the aircraft had the checked-in bag of a passenger who did not board the plane. After 911, landing abroad with unaccompanied baggage is a strict nono for all airlines and reflects very poorly on them.

The incident was reported on AI's Delhi-Birmingham flight on Wednesday (January 21) -just days before Republic Day when all security procedures are supposed to be strictly followed.

After the flight, AI 113, took off with 139 flyers on board, a passenger reported at the boarding gate at Terminal 3 where he was told he had missed his flight. He told AI staff that his bag had `taken off '.

Airline staff are supposed to scan passengers' boarding passes and keep a stub at the boarding gate. The gate staff have to give a go-ahead that all pas sengers who checked in have boarded the have plane after which the pilot announces “boarding complete“ and prepares for take-off.

In case of the AI flight, the airline should have looked for the missing passenger and announced “last and final“ boarding calls for him. Once the passenger failed to turn up, the airline should have taken his baggage off the aircraft.

Instead, it was the passenger who told the airline that his checked-in bag was in the flight he had missed. The airline did a check and to its horror, the bag was on its way to Birmingham -minus the passenger! The aircraft then had to be called back to Delhi, where the bag was taken off.

“The plane could not have flown to Birmingham without a passenger whose checked-in bag was on board. That would have been against norms. The passenger told us he was strolling in the duty-free shopping area at terminal 3 and did not realize that he was getting late for the flight,“ said an AI official. T3 is an announcementfree zone where passengers have to keep looking up TV screens for flight information.“If announcements are a strict no-no at T3, then AI should have waited for a while and then taken off the flyer's bag from the aircraft,“ said an aviation expert who did not wish to be named.

சினிமாவுக்கு வந்த 13 ஆண்டுகளில் 25 படங்கள், 27வது வயதில் தேசிய விருது, கொல வெறி என்ற ஒரே பாடலில் மாபெரும் புகழ் என தமிழ் சினிமாவில் உற்றுக் கவனிக்க வைக்கும் ஓர் ஆளுமை தனுஷ் .

தமிழ் சினிமாவின் அடுத்த சூப்பர் ஸ்டார் யார் என்று விவாதிக்கப்பட்டுவரும் தருணத்தில் நாயகனுக்கும், சினிமாவுக்குமான ஊடாட்டத்தைப் பற்றிப் பேச வேண்டிய சூழல் உருவாகியிருக்கிறது. 2014-ன் சினிமா குறித்த எதிர்வினைகள் அதற்குப் பொருத்தமான சான்றுகளை முன்வைக்கின்றன.

தனுஷின் வருகை அண்மைக் காலத் தமிழ் சினிமாவில் மிகப் பெரிய மாற்றங்களுக்கு வித்திட்டது என உறுதியாக சொல்லலாம். 2002ல் ‘துள்ளுவதோ இளமை' படத்தின் மூலம் கதாநாயகனாக தனுஷ் அறிமுகம் ஆனார். படம் ஓரளவு பேசப்பட்டதே தவிர, மறந்தும்கூட தனுஷின் பெயரை உச்சரிக்கவில்லை. ஆனால், செல்வராகவன் இயக்கத்தில் தனுஷ் நடித்த ‘காதல் கொண்டேன்' தனி கவனம் பெற்றது. கதாநாயகனுக்கான ஆகிவந்த குணாம்சம் எதுவும் இல்லாத தனுஷை ‘காதல் கொண்டேன்' தனித்துக் காட்டியது. அதற்குப் பிறகு 'திருடா திருடி' படத்தில் நடித்த தனுஷ் மன்மத ராசா பாடலால் உச்சத்துக்குச் சென்றார்.

ஒல்லியான தேகம், பார்ப்பதற்கு பக்கத்து வீட்டுப் பையனைப் போன்ற தோற்றம் ஆகியவற்றின் மூலம் நாயகனுக்கான இலக்கணத்தை உடைத்தெறிந்தார் தனுஷ். ஒல்லிப்பிச்சான் என்று தன்னை நய்யாண்டி செய்தவர்களே கொண்டாடும் அளவுக்கு வளர்ந்தார். இத்தனைக்கும் எல்லா திறமைகளோடும் தனுஷ் சினிமா துறைக்குள் நுழைய வில்லை. ஒவ்வொன்றாக கற்றுக்கொண்டார்.

தனுஷுக்கு ‘புதுப்பேட்டை' மிகச் சிறந்த அடையாளத்தைக் கொடுத்தது. சினிமாவுக்கு வந்த நான்காவது ஆண்டில் தனுஷ் ஒரு முழுமையான நடிகனாக தன்னைத் தகுதிப்படுத்திக்கொண்டது இந்தப் படத்தில்தான்.

“தொண்டையில ஆப்ரேஷன், காசு கொடு” என்று பிச்சை எடுக்கும் தனுஷ் பின்னாளில் கொக்கி குமாராக அதில் பரிணாம வளர்ச்சி பெறுவதைப் பார்த்திருக்கலாம். ஒரு நடிகனாக, நிஜ வாழ்க்கையிலும் அத்தகைய பரிணாம வளர்ச்சியை தனுஷ் அடைந்திருக்கிறார் என்பது நிதர்சனமான உண்மை.

இரண்டு வகைச் சவாரி

தனுஷின் படங்களை பொதுவாக இரண்டு வகையாகப் பிரிக்கலாம். முழுக்க முழுக்க வணிகப் படங்கள், நடிப்பதற்கு வாய்ப்பு இருக்கும் படங்கள். இந்த, இரண்டு வகைப் படங்களிலும் தனுஷ் தனி முத்திரை பதித்திருக்கிறார்.

வணிக அம்சங்கள் நிறைந்த படங்கள், பரிசோதனை முயற்சிகள் என இரண்டிலும் திறனைக் காட்டி வெற்றி வாகை சூடத் தனுஷால் முடிகிறது. ‘திருவிளையாடல் ஆரம்பம்', ‘பொல்லாதவன்', ‘யாரடி நீ மோகினி', ‘வேலையில்லா பட்டதாரி’ போன்ற படங்களில் தன்னை வணிகப் படங்களின் நாயகனாக, வசீகர நட்சத்திரமாக நிரூபித்துக் கொண்டிருக்கிறார்.

ஆனால், மசாலா படங்களை மட்டுமே நம்பி கல்லா கட்டுவதில் தனுஷ் குறியாக இல்லை. ‘அது ஒரு கனாக்காலம்', ‘ஆடுகளம்', ‘மயக்கம் என்ன', ‘3', ‘மரியான்' என நடிப்புக்கும் கதைக்கும் முக்கியத்துவம் உள்ள படங்களில் நடித்தார்.

தனுஷின் சில படங்கள் வணிக ரீதியாக வெற்றி அடையாவிட்டாலும், அந்தப் படங்களிலும் தனுஷ் தன் நடிப்பில் எந்த விதத்திலும் குறை வைக்கவில்லை. நடிப்புக்கு முக்கியத்துவம் தரும் படங்களில் பிரமிக்கவைக்கும் அளவுக்குத் தன் திறமையை வெளிப்படுத்தியிருக்கிறார்.

‘மரியான்' படத்தில் பார்வதியுடன் போனில் பேசும் காட்சி, ‘மயக்கம் என்ன', ‘3’ படங்களில் உளவியல் சிக்கல் கொண்ட பாத்திரங்களின் தன்மைகளை உள்வாங்கி வெளிப்படுத்திய விதம், ‘ஆடுகளம்’ படத்தில் காதல், நட்பு, குருபக்தி ஆகியவற்றை நிகழ்த்திக்காட்டிய விதம் ஆகியவை குறிப்பிடத் தக்கவை.

வணிக ரீதியாக நிறைய சறுக்கல்களைச் சந்தித்த பிறகு ‘வேலையில்லா பட்டதாரி' படம் தனுஷ் தன்னை மீண்டும் வெற்றிகரமான வசூல் நாயகனாகத் தக்க வைத்துக்கொள்ள உதவியது. 2014-ல் படம் வெளியான அந்தத் தருணத்தில் இனி வணிக சினிமாதான் என் பாதை என்று தனுஷ் சொல்லவில்லை. இப்போது இந்தியில் அவரது ஷமிதாப் படம் வெளிவரும் நேரத்தில் தமிழில் “பரிசோதனை முயற்சிகள் அதிகம் செய்து பார்க்க முடியவில்லை” என்று வருத்தப்பட்டிருக்கிறார்.

தனுஷ் அறிமுகமான அதே காலகட்டத்தில் மேலும் சில இளைஞர்கள் திரையுலகில் அறிமுகமானார்கள். அவர்களில் பலரும் ஒரு டஜன் படங்களைத் தாண்டிப் பயணித்துவிட்டாலும் அவர்களுக்கான இடம் எது என்பது இன்னமும் தெளிவாகவில்லை. இயக்குநர்களின் நடிகனாகத் தன்னை உருவாக்கிக்கொண்டுள்ள தனுஷ் நடிப்புத் திறனில் மட்டுமில்லாமல் திட்டமிட்ட உழைப்பினாலும் தனக்கான இடத்தை உருவாக்கிக்கொண்டிருக்கிறார்.

தனுஷ் நடித்ததற்காகவே பல படங்கள் பேசப்பட்டுள்ளன. தனுஷை ஒரு நடிகனாக வார்த்தெடுத்ததில் செல்வராகவனுக்கு மிகப்பெரிய பங்கு உண்டு. தற்போது பாடல், நடிப்பைத் தாண்டி தயாரிப்பில் கவனம் செலுத்தி வருவதோடு, இந்தியிலும் அழுத்தமான முத்திரை பதித்திருக்கிறார்.

ஆனால் எந்த வகைப் படமாக இருந்தாலும் அதில் தனுஷின் அடையாளம் அழுத்தமாக இருக்கும் என்று சொல்லிவிடலாம். தனுஷின் திரை ஆளுமை ஏற்படுத்திய நம்பிக்கை இது.

ஏறத்தாழ 10 லட்சம் மக்கள் கூடுகிற ஓர் இடத்துக்கும் நிகழ்வுக்கும் அரசு எவ்வளவு கவனம் தர வேண்டும்? புத்தகக் காட்சிக்குச் சென்றால், ஏமாற்றமும் வருத்தமுமே எஞ்சுகிறது. புத்தகக் காட்சியில் மக்கள் சாதாரணக் கழிப்பறை வசதிக்கு எவ்வளவு அல்லல்படுகிறார்கள்? பாதுகாப்பு ஏற்பாடுகள் எவ்வளவு மோசம்?

இப்படி இந்தப் புத்தகக் காட்சியின் போதாமைகள் எதை நோக்கிச் சென்றாலும், நாம் புத்தகக் காட்சி அமைப்பாளர்களை நொந்துகொள்ள நியாயம் இல்லாமலே போகிறது. எல்லாவற்றுக்குமான அடிப்படைக் காரணம், ஆண்டுதோறும் புத்தகக் காட்சி நடத்துவதற்கென்று ஒரு நிரந்தர இடம் ஒதுக்கப்படாதது.

ஒரு சமூகத்தின் ஆரோக்கிய அறிவு வளர்ச்சிக்கான அடையாளங்கள் புத்தகங்கள். புத்தகமும் வாசிப்பும் ஒரு சமூகத்தின் கூட்டுச் செயல்பாடுகள். சென்னை போன்ற ஒரு மாநகரில், இப்படி ஒரு அறிவார்த்தச் செயல்பாட்டுக்கு நிரந்தர இடம் ஒதுக்க முடியவில்லை என்பது உண்மையில் ஒரு சமூக அவமானம்.

பொருட்காட்சிகளில் தொடங்கி பட்டாசுக் கண்காட்சிகள் வரை நடத்துவதற்கு இந்த நகரில் நிரந்தர இடம் கிடைக்கிறது; புத்தகங்களுக்கு இடம் இல்லையா? ஏன் நம்மால், புத்தகக் காட்சிக்கென ஒரு நிரந்தர இடத்தை ஒதுக்க முடியவில்லை?

உண்மையில், புத்தகங்களுக்கு நாம் கொடுக்கும் மதிப்புக்கான குறியீடு இது. எழுத்தாளர் பெருமாள்முருகன் விவகாரம் சர்வதேச அளவில் ஏன் பேசப்படுகிறது? இங்கே அது எப்படி உள்ளூர் மாவட்ட நிர்வாகத்தால் அணுகப்படுகிறது? இதுவும் ஒரு குறியீடுதான்.

“நூலகங்களுக்குப் புத்தகங்கள் வாங்கும் முறைமை ஊழல் மயமாகியிருக்கிறது; தரகுத் தொகையைக் கொண்டுதான் அதிகாரிகள் பெரும்பாலான நூல்களைத் தீர்மானிக்கிறார்கள்” என்று புலம்புகிறார்களே சில பதிப்பாளர்கள், அதுவும் ஒரு குறியீடுதான். ஆனால், இந்தக் குறியீடுகள் எதுவுமே நல்ல அறிகுறிகள் அல்ல. புத்தகங்களையும் எழுத்தாளர்களையும் மதிக்கும் ஒரு சமூகமே வளர்ச்சியின் படிநிலையில் மேலே இருக்கும். புத்தகங்களுக்கும் எழுத்தாளருக்கும் இசைவான ஒரு சூழலை அரசு உருவாக்கித் தருவது அவசியம்.

அரசுதான் இதைச் செய்ய முடியும் என்பதை உரியவர்கள் உணர்ந்தாலே பிரச்சினைகள் முடிவுக்கு வந்துவிடும்!
